No. The mission of the GCAR Community Outreach Fund is to promote the members as good community citizens by making financial contributions to local charitable groups that are housing-oriented or whose purpose is to make our community a better place to live.

Attention Real Estate Professionals: File Your

Federal BOI Report Now to Avoid Penalties!

By January 1, 2025, over 32 million small businesses must file a Beneficial Ownership Information (BOI) report under the Corporate Transparency Act. This legislation requires most businesses, including real estate brokers and property managers, to disclose their beneficial owners to the Financial Crimes Enforcement Network.

Since the regulation’s implementation on January 1st, 2024, Wolters Kluwer BizFilings has successfully assisted many entities in the real estate industry with their BOI compliance.

NEW: Fair Housing Education Requirements

In May, the National Association of REALTORS® Board of Directors approved a new fair housing training requirement for members. Beginning in 2025, new members must complete two hours of training, and existing members must complete two hours every three years.

STAY INFORMED: LEGISLATIVE NEWS FROM NYSAR

Tell Governor Hochul and Lawmakers You Oppose Mandating Fire Sprinklers

The State Fire Prevention and Building Code Council is proposing a new unfunded mandate requiring the installation of residential fire sprinkler systems in all new 1-2 family homes and townhomes. Among the issues of concern are the additional costs associated with installing and maintaining the system, particularly for those homes on well water.

Notably, state law already requires home builders to provide purchasers of newly constructed homes with information on the benefits and estimated costs associated with installing fire sprinklers, which NYSAR supported. Visit nysar.com to Take Action Now and tell Governor Hochul, your state lawmakers, and the Code Council to oppose mandated residential fire sprinklers in New York.

State Supreme Court strikes down law moving local elections to even years

On October 8, a state Supreme Court Justice struck down a state law moving many town and county elections in New York to even-numbered years to align them with state and federal races, following a lawsuit filed by Republicans in the state. The ruling said the law violated the state constitution and the rights of local governments to control their affairs.

New report details concerns with state’s emissions reduction goals

The Citizens Budget Commission released a report urging Governor Hochul and state lawmakers to modify the state’s 2030 emissions reduction goals required in the 2019 CLCPA law. The report expresses concerns with the affordability of the state’s “cap and invest” proposal, which would charge companies for emissions and invest the proceeds into clean energy programs and consumer rebates. Regulations to implement a “cap and invest”

program have been delayed repeatedly, and state officials are now targeting the end of this year to release a draft proposal.

Top elections forecaster David Wasserman speaks at NYSAR meetings

NYSAR welcomed David Wasserman as its General Session keynote speaker at this year’s NYSAR Fall Business Meetings at Turning Stone Resort in September. David Wasserman, Senior Editor & Elections Analyst for The Cook Political Report, provided REALTORS® with indepth political analysis heading into this year’s presidential election. Wasserman is recognized as one of the nation’s top election forecasters, is a contributor to NBC News, and has appeared on C-SPAN, CNN, Fox News, and NPR. You can watch his presentation for a limited time on NYSAR’s website.

2024 General Election Summary

Democrats in the State Legislature maintained large majorities in both the State Senate and Assembly following the November 5 general election. Incumbent state lawmakers fared well, by and large, with a few exceptions. Democrats have lost their supermajority in the New York state Senate. Democrats have secured 40 seats in the state Legislature’s upper chamber. Republicans flipped one seat in Brooklyn, with Republican Stephen Chan unseating Democratic state Sen. Iwen Chu. In the State Assembly, Democrats appear to have increased its supermajority under Speaker Carl Heastie to 103 seats (100 seats is needed for a supermajority). Several incumbent Assemblymembers lost their elections, including:

• Ed Flood (R) lost to Rebecca Kassay (D) – AD4

• Gina Sillitti (D) lost to Daniel Norber (R) – AD16

• Brian Curran (R) lost to Judy Griffin (D) – AD21

• John McGowan (R) lost to Aron Wieder (D) – AD97

• Monica Wallace (D) lost to Patrick Chludzinski (R) – AD143

RPAC REPORT

RPAC is the only professional organization in the country organized for REALTORS®, run by REALTORS®, and exists to promote issues important to REALTORS®. RPAC provides financial support to lawmakers and candidates who understand and support private-property rights and the real estate industry.

GCAR Members Honor Nina Amadon

On Thursday, November 14th, GCAR members gathered at Canali’s Italian Restaurant in Schenectady for an RPAC fundraiser honoring Nina Amadon. The event featured a heartfelt toast by GCAR President Kathleen Sullivan and CEO Laura Burns, with several members stepping forward to share stories and memories of Nina. The fundraiser successfully raised $4,335 for RPAC.

Elaine Freedman Named 2024 GCAR Good Neighbor Award Winner

The Greater Capital Association of REALTORS® is committed to fostering community growth and support through volunteer efforts and financial contributions. Recognizing the importance of these contributions, GCAR launched the Good Neighbor Award in 2019 to celebrate exceptional members who go above and beyond in their service to the Capital Region. This year, we are honored to present the 2024 GCAR Good Neighbor Award to Elaine Freedman of Venture Realty for her decades-long dedication to community service.

Elaine has devoted more than 50 years of service to Temple Israel, where her contributions have deeply enriched the lives of seniors. Her roles have included organizing luncheons for the community after services and preparing food for the High Holy Days, a task she handles with remarkable commitment. Each year, Elaine personally selects, prepares, and beautifully packages holiday-appropriate food for over 60 seniors, delivering each gift with care—a true labor of love that exemplifies her generosity. She also visits members of the community who are sick or recovering, ensuring they feel connected and supported.

Beyond her involvement with Temple Israel, Elaine volunteers at a local soup kitchen, helping to provide warm meals to those in need, and she serves on the Board of Directors at Daughters of Sarah Nursing Home. Her steadfast dedication to GCAR over the years has greatly benefited our organization, further illustrating her commitment to improving the lives of others.

Elaine never seeks recognition for her service, but we are proud to honor her contributions with the GCAR Good Neighbor Award.

A BRIGHT LIGHT AMONG US

Introducing GCAR’s First Shining Star Award Recipient

In a year of exceptional achievements, the Greater Capital Association of REALTORS® proudly introduced the Shining Star Award to honor a shining star in the real estate profession. This accolade recognizes a newcomer who demonstrates extraordinary commitment, enthusiasm, and a passion for service—to GCAR, their firm, and the community. To qualify, recipients must have been licensed for 18 months or less and completed at least five transactions.

This year, GCAR’s inaugural Shining Star Award celebrates an individual who not only meets these criteria but exceeds them in every way: Marisa Multari, with Hunt Real Estate.

Marisa’s involvement with GCAR is nothing short of remarkable. Serving actively on two committees, she has proven herself an enthusiastic volunteer who’s always ready to lend a helping hand. Her peers describe her as a “golden ray of sunshine,” a colleague who puts others first regardless of her own circumstances.

Clients and fellow agents alike are drawn to Marisa’s warmth, professionalism, and unwavering support. Known for going above and beyond, she steps in to assist with showings, open houses, and events whenever someone is in need, regardless of which office they work in. Marisa’s generosity of spirit extends to cheering for others’ successes and providing heartfelt encouragement. Her signature “Heart-to-Heart Hug” leaves everyone feeling valued and respected.

Marisa’s dedication extends beyond her professional life. She actively contributes to more than a dozen local organizations and events, from the Northeast Regional Food Bank to the Salvation Army Bell Ringing. Her leadership roles are just as impressive—she serves on multiple boards, including the Northeast Kidney Foundation, Albany Rotary Club (where she is President), and the Capital Region Chamber Ambassador program.

Her annual volunteer efforts include supporting initiatives such as the Breast Cancer Walk, Operation at Ease, and Wreaths Across America, among many others. Marisa’s philanthropic spirit knows no bounds, making her a pillar of the community.

Making an Impact

YEAR IN REVIEW

In 2024, GCAR’s Community Relations Committee, led by Diane Sluus, made a significant impact through various volunteer initiatives.

On October 24, members partnered with Habitat for Humanity Capital District to build walls and fencing in Sheridan Hollow—a highlight of a year filled with meaningful efforts such as:

• Packing meals for the Regional Food Bank.

• Preparing dinner for Jack’s House residents.

• Supporting Double H Ranch for children with serious illnesses.

• Assisting Operation at Ease’s August bike ride for veterans and first responders.

• Restocking Free Fridges in Albany and Schenectady.

• Delivering toiletries to shelters across the Capital Region.

• Raising $2,600 for Troy Area United Ministries via a silent auction.

GCAR also distributed $16,800 to ten organizations through the Community Outreach Fund. As the year ends, the committee is adopting a Saratoga County family for the holidays, bringing joy to three children.

Advocacy in Action

The Legislative Affairs Committee, chaired by Cathy Griffin, had a productive year advocating for GCAR members and the real estate community.

In 2024, GCAR participated in NYSAR’s Lobby Day at the State Capitol, meeting with ten local lawmakers, including Senators Neil Breslin, James Tedisco, and Jake Ashby, and Assemblymembers Patricia Fahy, Scott

Bendett, Angelo Santabarbara, Mary Beth Walsh, Phil Steck, John McDonald, and Carrie Woerner.

Discussions focused on key legislative priorities such as:

• Good Cause Eviction legislation

• First-time homebuyer assistance programs

• The NY HEAT Act

• The telemarketing ban

Through active engagement, the committee ensured REALTORS® and the housing industry had a strong voice in shaping policy and supporting a vibrant real estate market.

RPAC

Under the leadership of 2024 RPAC Chair Susan Sommers, the REALTORS® Political Action Committee dedicated itself to increasing member engagement and awareness. Through a series of creative and well-attended events, the committee brought members together while emphasizing the importance of supporting the REALTORS® Political Action Committee.

This year’s highlights included:

• Bowling tournament

• Wine pull

• Cornhole tournament

• VIP lounge at the Annual Trade Show

• Nina Amadon Memorial Dinner

The results of these efforts are evident: as of November 18, GCAR RPAC has raised $74,988, achieving 90% of its $83,246 fundraising goal. Participation also grew by 2.4% over last year, with 1,048 members investing in RPAC, representing 27% of the total membership.

The committee’s work continues to build momentum, strengthening the collective voice of REALTORS® and ensuring that critical real estate issues are heard by decision-makers. Thank you to all who invested in RPAC this year—you are making a difference!

A Year of Growth and Learning

By the end of 2024, GCAR will have offered 127 classes and over 500 hours of Continuing Education credit, covering topics like Mortgage Processing, Fair Housing, Buyer Trends, and VA Loans.

Key focuses included the Law of Agency and Ethical Business Practices, with 15+ classes each, and seven

sessions for navigating new statewide and Global MLS forms, attended by 639 members.

GCAR partnered with NYSAR to provide free designation courses, including MRP, SRES®, PSA, and four GRI modules, as well as two CRS courses: Increase Wealth with Rentals and Other Investment Properties in April and First Time Home Buyer Specialist in September.

Highlights include 17 new classes, four new instructors, and Mediation and Professional Standards Training sessions.

Upholding Ethical Standards

In 2024, GCAR’s Professional Standards Committee, chaired by Marie Bettini, remained steadfast in upholding ethical practices within the real estate community.

The committee provided 38 ethics complaint packets to GCAR members and the public, resulting in 12 formal complaints. Of these, five cases were withdrawn, one was dismissed, and five hearings were conducted, with one more pending at the time of publication. The most commonly violated standard was Article 01 of the Code of Ethics, which emphasizes prioritizing clients’ needs while maintaining honesty with all parties.

Through diligent oversight, the committee reinforced the importance of professionalism and integrity in real estate.
