Özet

Abstract

Kıyılar, kentsel yaşam ile doğal yaşam arasında şekillenen bir eşiktir ve kıyıların bir tarafını kıyı ekosistemi, diğer tarafını kentin kara yönünde genişlediği son nokta sınırlar. Dolayısıyla kıyılar, deniz ve karanın bir arayüzüdür. Karalar egemenlik ve iktidarı temsil ederken, denizler özgürlüğü temsil etmektedir. Mekansal anlamda kıyılar, kent ve su arasında yaşam alanı tanımlamaktadır. Deniz ya da kıyı, kentin ekolojik dengesi, ekonomisi, tarihsel simge ve değerleri, mimarisi, kentlinin yaşam biçimi ve şehrin kültürü düşünüldüğünde kentin yaşamsal ve mekansal kimliğini belirleyen en önemli unsurlardan biridir.

The coasts are a threshold shaped between urban life and natural life. One side of the coast is limited to the coastal ecosystem and the other is limited to the endpoint where the city is expanding in the direction of land. Therefore, the coasts are an interface of sea and land. While the lands represent sovereignty and power, the seas represent freedom. In the spatial sense, the coasts define a habitat between the city and the water. The sea or coast is one of the most remarkable elements that determine the vital and spatial identity of the city when the city’s ecological balance, economy, ancient symbols and values, architecture, urban lifestyle and culture of the city are considered.

Yapılan araştırma çalışmasında, tarihsel süreç içerisinde İstanbul’un kent-kıyı ilişkisinin değişimi ve gelişiminin bir okuması yapılmıştır. Kentin ve kentlinin kıyı ile ilişkisi İstanbul Boğaz’ı merkeze alınarak irdelenmiştir. Yüzyıllardır coğrafi konumu, jeomorfolojik yapısı, ekonomik değeri, sahip olduğu tarihsel dokusu ve kimliği ile İstanbul’un kalbi niteliğindeki İstanbul Boğaz’ı, kent yaşamını ve kıyı kültürünü derinden etkileyen öneme sahip olmuştur. Kentli İstanbul kıyılarını farklı zaman dilimlerinde, farklı amaçlar ve işlevlerle kentsel yaşama dahil etmeye çalışmıştır. Ancak geçmişten günümüze özellikle nüfus artışı ve değişen demografik yapının sebep olduğu hızlı kentleşme ile İstanbul kıyılarında geçmiş kültürlere bağlı mekansal kullanım pratiklerinin çoğu zamanla kaybolmuş ve bu süreç içerisinde kent-kıyı ilişkisi ise bir hayli zayıflamıştır.

In the research, a reading of the changes and developments of Istanbul’s urban-coastal relationship was made through history. The relationship of the city and citizens with the coast was examined by taking the Strait of Istanbul as focus center. With its geographical location, geomorphological structure, economic value, historical texture and identity, the Bosphorus, which is the heart of Istanbul, has deeply influenced city’s life and coastal culture. The citizens tried to include the coast of Istanbul into urban life in different periods with different purposes and functions.

However, with the population growth and the changing demographic structure caused by the rapid urbanization during last decades, most of the spatial usage practices connected to past cultures have been lost, and in this process, the urban-coastal relationship has considerably weakened.The study is a documentation on the past coastal culture and the coastal perception of the city, and a preview of current and future coastal usages. The process of research and documentation were completed by original collages prepared to support the literary background.

Çalışma, geçmişteki kıyı kültürüne ve kentlinin kıyı algısına dair bir belgeleme olmanın yanısıra bugün ve gelecekteki kıyı kullanımlarına dair bir önizlemedir. Araştırma ve belgeleme süreci, yazınsal alt yapıyı destekleyen biçimde hazırlanmış özgün kolajlar ile tamamlanmıştır.

Yöntem ve Metodoloji

Technique and Method

Yapılan çalışma, tarihsel süreç içerisinde kent-kıyı ilişkisini İstanbul Boğaz’ını merkeze alarak inceleyen bir araştırma çalışmasıdır. Öncelikle düşünsel bağlamda Boğaz ile ilişkilendirilen kavramlar ele alınmıştır. İstanbul’da kent ile denizin kurduğu ilişki bilimsel araştırmalar, konuya ilişkin istatistiksel veriler ve farklı disiplinlerde konu üzerine yazılmış tezler ve metinler gibi nesnel veriler üzerinden incelenmiştir. Bunun yanı sıra deneyimlere ve güncel pratiklere de yer vermesi açısından resimler, fotoğraflar, efsaneler, anılar, romanlar gibi sanat ve edebiyat eserlerinden, eski ve yeni gazete haberlerinden faydalanılarak öznel ve kurgusal veriler ile kent-kıyı ilişkisinin bir okuması yapılmıştır.

Bu ilişkinin değişimine sebep olan etkenler çeşitli alt başlıklar halinde sunulmuştur. Süreç, yazınsal alt yapıyı destekleyen biçimde hazırlanmış özgün kolajlar ile tamamlanmıştır.

The study is research which examines the urban-coastal relationships through history by taking the Bosphorus as the center. Firstly, the concepts associated with the Bosphorus in the intellectual context were discussed. In Istanbul, the relationship between the city and the sea has been investigated through scientific researches, statistical data on the subject and theses and texts on the subject in different disciplines. On the other hand, in order to include experiences and current practices, a reading of subjective and fictional data and the city-coastal relationship was made by using the old and new newspaper news, such as paintings, photographs, legends, memoirs, novels. The factors that caused the changes in this relationship are presented in several sub-headings. The process was completed with original collages prepared to support the literary background.

Giriş Introduction İstanbul coğrafyası ve İstanbul Boğaz’ı 4. jeolojik zamanda (Kuaterner) oluşmuştur. Boğaz’ın en eski yerleşimcilerinden olan Bizanslılar buraya Bosporos (Yunanca: Βόσπορος) ismin vermiştir.

Bu isim inek ya da öküz anlamına gelen bous ve geçit anlamına gelen poros adlarının birleştirilmesiyle türetilmiştir. Öküz ya da inek geçidi anlamına gelen Bosporos adını taşıyan boğaza bu adın verilmesi, Yunan mitolojisindeki bir öküzün buradan geçmesiyle kara parçasının ikiye ayrılması ve bu yolun su ile dolması efsanesine dayanmaktadır. Yapılan bilimsel araştırmalara göre ise jeolojik açıdan İstanbul Boğazı, deniz suları ile dolmuş bir fay çöküntüsüdür. Asya ve Avrupa kıtalarını birbirinden ayıran doğal sınırlardan biri olan İstanbul Boğazı, Karadeniz ve Marmara Denizi’ni birbirine bağlayan su geçitidir. Orta hattından ölçüldüğünde ortalama uzunluğu 30 km’dir. Girintiler hesaba katıldığında Anadolu kıyıları 35 km, daha kıvrımlı olan Avrupa kıyıları 55 km uzunluğundadır. The geography of Istanbul and the Bosphorus were formed during the 4th geological time. The Byzantines, one of the oldest settlers of the Bosporus, named it Bosporos. This name is derived from the combination of the bous, which means ox or cattle, and of the poros, which means passage. The name of Bosporus, which means Cattle-Ox Passage, is based on the legend that the land has been divided into by the passage of an ox according to Greek mythology, and this path was filled with water. According to the scientific researches, the Bosphorus in geological terms is a fault collapse filled with seawater. The Bosphorus, which is one of the natural boundaries that separates Asian and European continents, is the water passage connecting the Black Sea and the Sea of M ​​ armara. The first settlement on the coast of the Bosphorus was established in 685 BC when the Greeks from Megara came to the region called the Historical Peninsula. For these periods, the coasts of the Bosphorus were a border against the dangers that could come from the sea. The city has been surrounded by walls on land and sea since its foundation as a Megara colony on the eastern end of the Historical Peninsula. The castles and towers, which were built to protect the city against the dangers and to provide security like the city walls, are still among the identity structures of the coasts of the Bosphorus.

İnsanoğlunun karalara oranla çok daha geniş bir alanı kapsayan denizlerle olan ilişkisi toplumların gelişimini de belirleyen temel etmenlerden biridir. “Kıyıda olmak”, “kıyısı olmak” ya da “kıyıyı görmek” söylemler ve suyun sağladığı olanaklar tarih boyunca kentlerin yer seçimlerinde öncelikli unsurlardan olmuştur. Dolayısıyla toplumlar her zaman deniz taşımacılığı, ticaret, savunma olanakları, iklim şartlarının avantajlarını da düşünerek yerleşim alanı olarak su kenarlarını tercih etmişlerdir. İlk yerleşimlerden itibaren İstanbul kıyıları da yerleşime uygun alanlar olmaları sebebiyle gözde mekanlar olmuşlardır. Kıyılar, kent kimliği ve morfolojisini belirlemelerinin yanı sıra toplumların yaşam biçimlerinin şekillenmesinde de oldukça önemli rol oynamışlardır.

The relationship of the human being to the seas covering a much wider area than the land is one of the main factors determining the development of societies. “To be on the coast” or “to see the coast” discourses and opportunities provided by water have been among the priority elements in the location selection of cities throughout history. Therefore, societies have always preferred the water edges as a residential area by considering the advantages of sea transportation, trade, defense opportunities, and climate conditions.

Since the first settlements, the coasts of Istanbul became popular places as they were suitable to settle. The coasts played an important role in shaping the lifestyle of societies as well as determining the urban identity and morphology.

İstanbul Boğaz’ı, Türk kültüründe ve günlük yaşamında 18. yüzyıldan itibaren etkili olmaya başlamıştır. Osmanlı Dönemi boyunca Boğaz’ın her iki yanında yazlık saraylar, saray bahçeleri, devlet erkanlarının yalıları, askeri kışlalar gibi halkın erişimine kısmen kapalı, özel ve yarı özel mekanlar inşa edilmiştir. Özellikle Lale Devri süresince Boğaz’ın seçkin noktalarına kasırlar yaptırılmış, kıyılar dönemin ileri gelenlerinin yaptırdıkları yazlık evler ile dolmuştur. Bu dönemlerde sayfiye yeri olarak öne çıkan Boğaz kıyılarında kayıklar ile mehtap sefaları moda olmuş, kentlinin deniz ile ilişkisi farklı bir boyut kazanmaya başlamıştır.

The Bosphorus started to be influential in Turkish culture and daily life since the 18th century.

During the Ottoman period, partially closed public spaces, private spaces, and semi-private spaces were constructed on both sides of the Bosphorus, such as summer palaces, palace gardens, public dwellings, military barracks. Especially during the Tulip Era, the summer palaces were built on the prominent points of the Bosphorus, and the coastlines were filled with the summer houses built by the elites of the period. On the borders of the Bosporus, which was prominent as the summer resort during these periods, the moonlight trips with boats have been fashionable and the relationship of the citizens with the sea has gained a different dimension.

Even if the matter of crossing the Bosphorus was solved within the developments of transportation, the citizens continued to experiment on this matter. Thus, this issue has gained a place in urban memory from past to present.

Türkler, Osmanlı’nın İstanbul’u fethinden itibaren Boğaz kıyılarında yerleşim alanları kurmaya devam etmişlerdir. Birçok sebeple yerleşim alanı olarak tercih edilen İstanbul kıyılarında suyun sağladığı çeşitli olanaklardan faydalanılmıştır.

Ancak Türklerin deniz kültürü ile tanışması oldukça geç tarihlerde olmuştur.

The Turks continued to establish settlement areas on the coasts of the Bosphorus from since the conquest of the Ottoman Empire. In the coasts of Istanbul, which is preferred as a settlement area for many reasons, various opportunities provided by the water have been utilized. However, it has been quite late for the Turks to meet marine culture.

Uzun yıllar boyunca denizcilik, balıkçılık, ticaret, ulaşım ve savunma gibi farklı alanlar ve amaçlarla kullanılan deniz; tüm bunların yanı sıra halk için yalnızca seyirlik bir manzara niteliğindeydi.

Osmanlı dönemi boyunca da deniz, kentliler için mahremiyetin bir parçasıydı. Denize girmek yasak olduğu gibi bunun sağlıksız olduğuna inanılıyordu.

Bu dönemlerde Osmanlı’yı uyaran birçok kitap yayınlanmıştı. Hekimler tarafından yazılan denizle ilgili kitaplar da yasaklarla doluydu. Denize girmek; yaş ve bünyeye göre değişiyor ve bunun için tam teşekküllü bir hastaneden rapor almak gerekiyordu. İnsanların denize hangi zamanlarda girebileceğini veya deniz mevsiminde hangi yiyecek ve içecekleri tüketebileceğini yine hekimler belirliyordu. Tanzimat Dönemi’nde ise toplumsal yaşamı Batılılaştırma çalışmalarının beraberinde açılan deniz hamamları sayesinde insanların deniz kullanımı konusu gündeme geldi. Tam bu noktada deniz, mahremiyet ve medeniyet arasında ince bir çizgi, bir eşikti.

For many years the sea used in different fields and purposes such as maritime, fishery, trade, transportation and defense; besides all these, it was only a landscape for the people. During the Ottoman period, the sea was part of the city’s privacy. Besides being prohibited from swimming, this situation was also believed to be unhealthy.

During this period, many books were published that warned the Ottoman Empire. Books about the sea, written by doctors, were also filled with prohibitions. Swimming in the sea was changing according to age and structure, and for this, it was necessary to get a report from a full-fledged hospital. The doctors also were determined that when people can swim in the sea or which foods and drinks people can consume during the sea season. In the Tanzimat period, the issue of the use of sea by the people came up thanks to the sea baths which were opened with the work of Westernization of social life. At this point, the sea was a threshold between privacy and civilization.

Tanzimat Dönemi’nde ilk deniz hamamlarının açılması ile İstanbullular nihayet deniz kültürü ile tanıştılar. Etrafı ahşap ile çevrili deniz hamamları, insanların evlerden ve deniz taşıtlarından görülmesinin engelleyen ve yüzmeye çok fırsat vermeyen alanlardı. Bu dönemde deniz hamamları İstanbul kıyılarını süslemeye başladı. Ancak belediye, Rumeli Kıyısı, Haliç, Boğaziçi-Anadolu Yakası, Boğaziçi-Rumeli Yakası ve Adalar’da belli noktalar deniz hamamlarının kurulmasını uygun gördü. Ahşap perdelerle denizden ayrılmış ve halen mahremiyeti koruyan deniz hamamları, kadınlar ve erkekler için ayrı inşa edilirdi. Özel bir kıya-

fet henüz yaygın olmadığından insanlar denizde çoğunlukla peştemalleri kullanırlardı. 1940-1960 yılları arasında kentsel bellekte önemli bir yer edinen deniz kültürü 1980’li yıllara gelindiğinde yok olmaya başladı. 1980’lerden sonra hızla 15 milyona yükselen İstanbul nüfusu ve sonrasındaki yapılaşma faaliyetleri ile sadece kent morfolojisi değil, deniz kıyıları da değişim göstermeye başladı. Gerek rant, gerek artan yol ihtiyaçları ile kıyılar dolduruldu, doldurulmasa bile kıyı bandı asfaltlandı ve yollar genişletildi. Dolgu alanlar ile kıyı bandını daha çok kullanıcıya açma fikri, umulanın aksine İstanbullu’nun denizle ilişkisini zayıflatan bir yönteme dönüştü. 1988 yılında II.Köprü’nün de tamamlanması ile İstanbul’da birçok yeni semt oluştu ve kuzey bölgelerdeki yerleşim daha da arttı. Nüfusun 7 milyonu geçtiği bu yıllarda Marmara Denizi, 1950’lere dek süren neşeli plajlarının etkisini kaybetti. Şehrin atıkları ile dolan deniz, insanlar için bir tehdit unsuru haline geldi. 2000’li yıllarda yapılan dolgu alanlar yüzünden doğal yapısı bozulan kıyı şeridi yeniden şekillendirildi. Denizi şehrin atıklarından temizlemek adına kurulan arıtma tesisleri ve temizleme çalışmaları her ne kadar denizi büyük ölçüde temizlese de kaybolan deniz kültürünü yerine getirmek için yeterli olmadı.

Kentsel kimlik çoğul içeriklidir ve kentin doğal ve yapay çevresel özelliklerinin yanında, orada yaşayan toplumun sosyo-kültürel özellikleri, gelenekleri ve yaşamsal faaliyetleriyle tamamlanarak kentin ruhunu yansıtır. Toplumların yerleşim alanlarının bulunduğu yerlerde hareket, ticaret ve taşımacılık vardır. Deniz kenarında bulunan yerleşim alanlarında ise bu hareketlilik çok daha canlıdır. İstanbul için bu hareketlilik ve canlılığın başlıca sebeplerinden biri ve en önemlisi coğrafi konumu itibariyle kentin hem karayolunun hem de denizyolunun kesiştiği bir noktada olmasıdır. Bir diğer sebep ise doğal ve korunaklı koyları ve limanlarının bulunmasıdır. İstanbul eski çağlardan itibaren önemli bir liman ve yük aktarma yeriydi. Kent, deniz ulaşımında meydana gelen değişikliklere rağmen liman faaliyeti açısından önemini uzun yıllar boyunca korumuştur. İstanbul’da limanlar, kentin askeri ve ticari yönden gelişmesine paralel olarak Marmara ve Haliç kıyılarında sıralanmıştı. En sert hava koşullarında bile gemiler için korunaklı olan Haliç’in kıyı şeridindeki girinti ve çıkıntılar küçük limanların yapımı için son derece elverişliydi. Bu limanlar, arkalarındaki sur ve önlerindeki mendirekler sayesinde oldukça korunaklı limanlardı.

There are dynamism, trade, and transportation where societies are located. In the coastal settlements, this dynamism is much more alive. For Istanbul, one of the main reasons for this dynamism and vitality is because of its geographical location, where the city meets both the highway and the seaway. Another reason is the presence of natural and sheltered bays and ports. Istanbul was an important port and freight transfer site since ancient times. Despite the changes in sea transport, the city maintained its importance in terms of port activity for many years. In Istanbul, the ports were lined up along the coasts of Marmara and Golden Horn in parallel with the military and commercial development of the city. The indentations on the coastline of the Golden Horn, which is sheltered for ships even in the toughest weather conditions, were suitable for the construction of small ports. These ports were very sheltered thanks to the walls behind them and the piers in front.

The goods in the barges were waiting for more than ten days under the awnings as the customs, which were full, could not fulfill the function of the temporary warehouse. This situation brought with it big problems for Istanbul port, which is one of the important ports of Europe.

Galata Köprüsü, Unkapanı’ndaki eski köprü ile beraber limanı iç, orta ve dış liman olmak üzere üç bölüme ayırdı. Bu durum limanı birçok yönden etkilemekteydi. Bunlardan ilki, yalnızca belirli saatlerde açılan Galata Köprüsü’nün altından gemilerin de belirli saatlerde iç limana geçiş yapabilmesiydi. Bir diğer durum ise, gemilerin iç limana geçerken oluşturdukları riskti. Gemilerin Galata Köprüsü’ne çarpması, kentin ana damarının zedelenmesi demekti. Hem bu durum hem de teknik anlamdaki eksiklikler dolayısıyla bu dönemde gemilerdeki mallar mavnalara yüklenerek karaya ulaştırılırdı. Ancak mavnalar gümrükte yığılıyordu. Gümrükler dolu olduğu ve geçici depo işlevini yerine getiremediğinden mavnalardaki mallarda brandalar altında on günü aşkın sürelerde beklemekteydi. Bu durum, Avrupa’nın önemli limanlarından birisi olan İstanbul limanı için büyük problemleri beraberinde getirmekteydi.

Limancı Hamdi lakabı ile tanınan Hamdi Başar, tüm bu problemler dolayısıyla İstanbul limanından şu cümleler ile bahsetmiştir: “Halbuki liman demek yalnız deniz demek değildir. Bilakis liman karadır ve karalardaki tesisattır. İstanbul bu hususta o kadar geri ve iptidaidir ki; liman olmaktan bile uzaktır. Açık konuşalım İstanbul’da liman yoktur.” [1] 2006 yılından itibaren ortadan kalkan bu mavnaların yerini de zamanla antrepolar önündeki kruvaziyerler ve Haliç’te özel gemiler, tur tekneleri, motorlar gibi deniz taşıtları almıştır.

İstanbul Boğaz’ı Romanya, Rusya, Bulgaristan, Moldovya, Ukrayna, Gürcistan gibi Karadeniz kuzeyindeki ülkelerin ve hatta Hopa ve Trabzon limanları aracılığıya İran’ın denizlere açılan kapısıdır. Yüzyıllardır Karadeniz’in kuzeyinde yer alan ülkeler ile Akdeniz ülkelerini birbirine bağlayan iki önemli boğazdan birisi olan İstanbul Boğazı’nda; yolcu taşıyan vapurlar, motorlar, balıkçı ve gezinti teknelerinin yanı sıra tehlikeli madde taşıyan gemilerin transit geçişleriyle, deniz trafiği günden güne artmaktadır. Bir yandan artan gemi trafiği diğer yandan da gemilerin ebatlarının büyümesi, dünyanın önemli geçitlerinden biri olan ve Türkiye ekonomisinin kalbi sayılan Boğaz ve çevresi için ciddi bir tehlikeyi de beraberinde getirmektedir.

The biggest share in ships carrying the risk for the Bosphorus belongs to oil tankers with 81.1%, while the next share belongs to ships carrying chemical substances with 11.5% and the lowest share belongs to LPG ships with 7.4%. These ships, which pass through the Bosporus and carry dangerous substances, are loaded from the Russian ports of Novorossisky and Tuapse, the Ukraine ports of Odessa and Yuzhny, and the Romania port of Constanta. [2] Crude oil and petroleum products loaded from these five ports are primarily transported to the ports of Italy, Greece and Spain. Almost 40 thousand vessels pass through the Bosphorus every year. According to the latest statistics, 42,978 ships passed through the Bosphorus in 2017. In 2018, the number of ships passing through September exceeded 30,000. [3]

Özellikle son yıllarda küresel ısınmanın da etkisi ile artan su miktarı ve yağışlar, kıyı sınırını daha da muğlak hale getirmektedir. Temelde doğa ve iklimle barışık planlanamayan kentler, ekstrem iklimsel koşullar karşısında da hazırlıksızdır. Son yıllarda, denize yakın bölgelerde artan yağış miktarına bağlı su baskını sık görülen bir durumdur.

Bu durum, doğal afetlere karşı alınması gereken tedbirlerin önemini her seferinde hatırlatmaktadır. Uzmanlar tarafından yapılan araştırmalar sonrasında ise 2100 yılında Türkiye’de deniz seviyesinin bir metre kadar artmasını öngörülmektedir. [6]

Perhaps, because of global warming, the melting of the glaciers and the increase in sea level will take place in the long run. But it can be said that there is not much time left for the earthquake, which is the big danger expected in Istanbul.

Kuzey Anadolu Fayı, iki tektonik plakanın birbirine doğru hareket ettiği geniş bir fay hattıdır. Arabistan Plakası ve Avrasya Plakası hareket ederken, Türkiye’nin yer aldığı ikincil tektonik plaka batıya doğru sıkıştırılmaktadır. Son 70 yıl içinde, Kuzey Anadolu Fay Hattı bir dizi yıkıcı depreme sebep olarak kırılmış. Bu noktada fay hatları tek bir bütün olarak düşünülmemelidir. Fay hatları uç uca eklenen bir dizi segmentten meydana gelmektedir. Olası bir deprem anında bu segmentlerden biri kırılır. Kırık her segment enerjisini kendisinden sonraki segmente aktarır.

The North Anatolian Fault is a large fault line where two tectonic plates move towards each other. As the Arabian and the Eurasian Plate slide together, secondary tectonic plates that Turkey is located is being squeezed westward. In the last 70 years, the North Anatolian Fault has fractured with a series of devastating earthquakes. At this point, the fault lines should not be considered as a single whole. The fault lines consist of a series of segments that are inserted end to end. In the event of a possible earthquake, one of these segments fracture. Each fractured segment transmits its energy to the next segment after it.

Kuzey Anadolu Fay Hattı’nda son olarak 1999 yılında İstanbul’a 185 km uzaklığındaki İzmit’de moment büyüklüğü 7.4 olan bir kırılma gerçekleşti. Kırılan İzmit segmenti üzerindeki tüm enerjiyi İstanbul’un tarihi merkezinden yaklaşık 15-20 km uzaklığındaki Marmara Denizi segmentine aktardı. [7] Uzmanlar tarafından Richter ve Gutenberg bağıntısı kullanılarak yapılan hesaplamalara göre 2025 yılı için Adalar segmentindeki kırılma riski %85’tir. Adalar segmenti kırıldığında, enerjisini zaten kırılma periyodunu doldurmuş olan Orta Marmara segmentine aktaracaktır. Orta Marmara segmentinin de kısa bir süre içerisinde kırılarak tüm enerjisini Batı Marmara segmentine aktarması beklenmektedir.

On the latest North Anatolian Fault, in 1999, a fracture of moment magnitude 7.4 was occurred in Izmit, 185 km away from Istanbul. Izmit segment transferred all its energy to the Princes’ Islands and the Marmara Sea segments, about 15-20 km from Istanbul’s historical center. [7] According to calculations made by experts using Richter and Gutenberg correlation, the risk of fracture in the Princes’ Islands segment for 2025 is 85%. When the Princes’ Island segment is fractured, it will transfer its energy to the Middle Marmara segment, which has already completed its period of fracture. It is expected that the Middle Marmara segment will be fractured within a short time and transfer all its energy to the West Marmara segment. The moment magnitude of a probable earthquake is estimated to be 7.7 for Istanbul. This earthquake will be almost 3 times more massive than that of the Izmit earthquake, whose moment magnitude was 7.4 in 1999. Due to the location of the fault line, this earthquake, which will greatly affect the coastline, threatens the Princess Islands, Pendik, Maltepe, Kartal, Zeytinburnu, Bakirkoy, and Avcilar. There will be at least four major earthquakes in Istanbul that will affect the entire Marmara coast in the next

Fay hattının konumu dolayısıyla büyük ölçüde kıyı şeridini etkileyecek olan bu deprem Adalar, Pendik, Maltepe, Kartal, Zeytinburnu, Bakırköy ve Avcılar’ı tehdit etmektedir. Önümüzdeki maksimum yüz yıl içerisinde İstanbul’da tüm Marmara kıyılarını etkileyecek en az dört büyük deprem gerçekleşeceği söz konusu.

Beklenen depremlere ne kadar hazırlıklı olduğumuz konusu ise şüpheli. SO? tarafından Boğaziçi Üniversitesi ve MEF Üniversitesi işbirliğiyle, Ayfer Bartu Candan, Emre Otay, Oral Göktaş ve Sevince Bayrak yürütücülüğünde tasarlanan Sudaki Umut Projesi kapsamında yapılan istatistiklere göre, olası bir deprem sonrasında ekonomik zararın 100 milyar TL’ye kadar çıkabileceği ve yaklaşık 2 milyon kişinin evsiz kalabileceği öngörülüyor. 1999 İzmit depreminden sonra İstanbul’da 477 alan toplanma yeri olarak belirlenmiş ve acil durum yolları açıklanmıştır. Fakat zamanla hızlı kentleşme dolayısıyla, bu toplanma alanlarının sayısı 477’den 97’e düşmüştür. Acil durum yollarının %80’i ise otopark olarak kullanılmaktadır. [7]

Conclusion

Kıyılar, tarih boyunca kentlerin yer seçim kararlarında öncelikli unsurlardan biri olmuştur. Tarihi kıyı kentlerinde, eski zamanlardan itibaren denize bağlı alışkanlıklardan beslenen kültürler, o kentlerin mekansal kimliğini de belirleyen en önemli ögelerden biridir. İlk yerleşimlerden itibaren İstanbul kıyıları da yaşam alanı olmaları adına gözde mekanlar olmuşlardır. Kıyılar, kent kimliği ve morfolojisini belirledikleri gibi kentlilerin yaşam biçimlerinin şekillenmesinde de oldukça önemli rol oynamışlardır. Tarihsel süreçte kentli İstanbul kıyılarını farklı zaman dilimlerinde, farklı amaçlar ve işlevlerle kentsel yaşama dahil etmeye çalışmıştır. Özellikle günlük yaşama ilişkin veriler incelendiğinde, uzun yıllar boyunca kıyıya yüklenen sosyal anlamların son derece güçlü olduğunu göstermektedir. Ancak küreselleşmenin de etkisiyle, yapılan bilinçsiz ve plansız uygulamalar veya yanlış kullanımlar neredeyse terk edilmiş olan kıyıların, kentten kopuk tanımsız kentsel boşluklar haline gelmesine neden olmaktadır. Kentin gelişim ve değişimi tarihsel ve morfolojik bağlamda değerlendirildiğinde kıyı kültürünün zamanla yok olduğu, kent ile denizin kurduğu ilişkinin zayıfladığı görülmektedir.

The coasts have been among the priority elements in the location selection of cities throughout history. The cultures that have been fed by sea-related habits in the coastal cities are one of the most important factors determining the spatial identity of those cities. Since the first settlements, the coasts of Istanbul became popular places as they are suitable to settle. Besides the identification of urban identity and morphology, the coasts played an important role in shaping urban lifestyles. In the historical process, the citizens tried to include the coast of Istanbul into urban life in different periods with different purposes and functions. Especially when the data on daily life is examined, it shows that social meanings that have been uploaded to the coast for many years are extremely strong. However, because of the effect of globalization, unconscious and unplanned practices or misuse almost abandoned coastal areas became urban spaces that are separated from the city. When the development and change of the city are evaluated in historical and morphological context, it is seen that the coastal culture disappeared in time and the relationship between the city and the sea has weakened.

Bu araştırma çalışması, zaman bağlamında İstanbul’un kent-kıyı ilişkisinin değişiminin ve gelişiminin bir önizlemesinin yanı sıra, gelecekteki kıyı kullanımları hakkında öngörüler sunmaktadır.

Giderek yok olan deniz kültürün ve bu kültürden beslenen kentsel kimliğin nasıl güçlendirilmesi gerektiği, bir planlama ve tasarım sorunudur.

Kentte süregelen yapılaşmalar, doğal afetler ve iklim koşulları gibi kenti bekleyen gelecek senaryoları da göz önünde bulundurularak kentin kıyı ile olan ilişkisi sağlıklı bir şekilde yönlendirilmelidir. İstanbul kıyılarının bu derece önem taşıyan planlama ve tasarım süreçleri farklı disiplinlerle birlikte bütüncül bir yaklaşım ile ele alınmalı, geleceğe dair stratejiler ve mekansal politikalar üretilmelidir. Günümüzde İstanbul kıyıları için bu süreç oldukça belirsizdir.

This research presents a preview of the changes and developments of Istanbul’s urban-coastal relationship in the context of time, as well as predictions about the future coastal uses. How the increasingly disappearing sea culture and the urban identity fed by this culture should be strengthened is a problem of planning and design. Considering the future scenarios that await the city, such as ongoing urbanization, natural disasters, and climate conditions, the relationship of the city with the coast should be guided in a healthy way. Planning and design processes of the coast of Istanbul that are of such importance should be handled with a holistic approach with different disciplines. Strategies and spatial policies for the future should be produced. Today, this process is quite uncertain for the coasts of Istanbul.
