Bachiller en sociología egresado de la Universidad Inca Garcilaso de la Vega (UIGV, 1979) En 1982 viajó a Estados Unidos a continuar sus estudios de especialización en Estudios Latinoamericanos y del Caribe en Hunter College (CUNY, Nueva York). Fue fundador del Grupo de Apoyo al Perú y director de la revista El Informativo. En junio de 2001 ingresó a Inmigration Academy, de la que egresó como oficial de inmigración, ejerciendo después para el Departamento de Inmigración y Naturalización y para el Departamento de Seguridad Interior (DHS).
