This easement allows the landowner to continue ongoing farming and ranching operations while restricting future subdivision, development, and other land uses that may have negative environmental impacts. Lone Pine Farm encompasses riparian wetlands, bottomland hardwood forest, native pasture, and prime working agricultural lands within the West Galveston Bay watershed. Conservation values important to Galveston Bay include conservation of significant wildlife habitats, preservation of open space for scenic and recreational purposes, protection of riparian corridors and wetland habitats for water quality, and support for regional farming and ranching cultural heritage. The Lone Pine Farm easement protects approximately 115 acres of bottomland hardwood forest–critical habitat to migratory songbirds traveling throughout the central flyway as well as many other resident wildlife

and migratory wading birds, waterfowl, and other wetland depended wildlife. Flooded rice fields provide forage for thousands of ducks, geese, cranes, shorebirds, and wading birds throughout the growing season and into the fall and winter months. These resources are critical to the health and sustainability of Texas Gulf Coast migratory waterfowl populations. Coastal prairie is one of the most imperiled habitats in the United States, and this site could prove to be a candidate for future prairie restoration efforts. Currently, pastures are used for cattle production but offer resources to a variety of wildlife species and nesting habitat for grassland birds. Acquisition funding for the Lone Pine Farm conservation easement was awarded by the Texas Farm and Ranchlands Conservation Program, a program managed by the Texas General Land Office. The intent of this program is to help private landowners protect land from developmental pressures and maintain private Continued on pg. 5

f you know the Galveston Bay Foundation, you know that we work in four program areas to implement our mission: advocacy, conservation, education, and research. And you are probably familiar with advocacy programs such as our water quality and freshwater inflows work, conservation programs such as our wetland restoration work and our land preservation activities, and education programs such as Get Hip to Habitat. But our research work is not as well known. We do some water quality research with volunteers and interns, and we monitor our restoration projects, but we haven’t emphasized our research work to the extent we’ve emphasized our other program areas.

GBF’s Pollution Reporting Tool Leads to a Win for Water Quality pollution can be tricky. R eporting Citizens frequently call GBF wondering who they should contact to file a report. With a multitude of cities, counties, and agencies surrounding the bay, this can be a daunting question to answer and lead to inefficient reporting. GBF is working to eliminate the confusion by making pollution reporting available at one site in one step.

How it works

see the reports and the location, it will encourage citizens around the bay to continue to report pollution, whether on land or water, as it occurs. Since its launch in December, GBAN has received several pollution reports. The number of authorities tying their existing reporting systems into this site continues to grow as they hear of the new technology. They are very excited that GBAN has taken the guess work out for citizens to determine where to file reports and that it will potentially increase the number and quality of reports they receive.

In December, GBF launched the Galveston Bay Action Network (GBAN) pollution reporting tool, a map-based site that allows citizens to report pollution directly to authorities in the four counties surrounding the bay. The tool, which Says Wayne Holt of the City of Pasadena, is also accessible on mobile phones, “The GBAN tool is a wonderful example opens to a map of the Galveston Bay of technology used to leverage individual area. Within 24 hours, TCEQ Houston - Region 12, Harris County Pollution Control Services, and the City of Pasadena had coordinated and investigated the report, and the sediment fencing was properly installed by the construction company. As a result, sediment will no longer run off from this site into Armand Bayou, which helps protect water quality for plants, fish, and shellfish. Thank you to the citizen reporter and the authorities for helping protect our waterways!

Scientific studies—a number of them specific to Galveston Bay—clearly show the correlation between populations of important species such as red drum, white shrimp, brown shrimp, and blue crab to the amount of marsh habitat. In fact, estuaries like Galveston Bay are considered one of the most productive ecosystems in the world. Because of the importance of natural and living resources in Galveston Bay and the need to protect and enhance them, two habitat restoration projects under the direction of the Galveston Bay Foundation (GBF) were recently selected by the National Fish and Wildlife Foundation (NFWF) to receive significant funding through the Gulf Environmental Benefit Fund (GEBF), the fund established to administer funds resulting from remedial orders in the plea agreements associated with the Deepwater Horizon oil spill event of 2010. GBF has been actively restoring coastal marsh habitat, primarily through a structural approach to ensure healthy fish and wildlife populations since the early 1990s. This approach is best demonstrated by the saying “if you build

17,000 acres of coastal habitat within Galveston Bay. The announcement from NFWF on November 17, 2014, represents the second obligation of funding under the GEBF. This round awarded more than $99.2 million from the GEBF to 25 projects from all five Gulf of Mexico States. Texas’ share amounts to $13.2 million for eight projects that address high priority conservation needs and represent efforts to protect and enhance natural and living resources along the Texas coast. Of the selected projects, GBF will receive $1.32 million aimed at protecting and restoring vital coastal habitats at two project sites. Oyster Lake – Northern shoreline of West Bay adjacent to the Brazoria National Wildlife Refuge This project will protect 4,700 feet of fragile shoreline and critical coastal marsh habitat in West Galveston Bay. It is estimated that since 1944, nearly 1,000 feet of shoreline between Oyster Lake and West Bay was lost. The persistent erosion has come close to creating a breach between the calm

In phase 1 of the Oyster Lake project, reef balls were utilized to construct a breakwater protecting 950’ of shoreline from erosion and, to-date, a 3/4-acre area has been planted with intertidal marsh vegetation.

Through the installation of hard structure breakwaters, the project will reduce wave energy affecting the shoreline, impede the pending breach between the lake and the bay, and allow sediments to accrete behind the breakwaters to facilitate the restoration of marsh habitat. Moses Lake and Dollar Bay – Western shoreline of Galveston Bay just north of Texas City This project will fund the data collection, geotechnical analysis, and engineering/ design necessary to protect up to 4,000 linear feet of fragile bay shoreline along the western shoreline of Moses Lake and to restore approximately 30 acres of adjacent coastal marsh habitat in Dollar Bay.

Above: The persistent erosion of the shoreline along Oyster Lake has placed this critical marsh in imminent threat of breach and conversion of the lake to open bay water.

SPOTLIGHT ON SPONSOR: Odfjell I n each issue of the Gazette newsletter, GBF enjoys spotlighting one of the many individuals, organizations, or corporations that help us work toward our mission of preserving, protecting, and enhancing Galveston Bay. In this issue, we are pleased to spotlight Odfjell and its employees who support our environmental initiatives and strengthen our communities.

Odfjell employees and their families supported the ride’s High Island break point by providing snacks and refreshments and cheering on the cyclists as they made their way along the 180-mile route around the bay. Odfjell has since participated in many GBF events as volunteers and sponsors, including Trash Bash and Marsh Mania.

Odfjell became involved with GBF after the founding of its Community Outreach Committee. The committee sought to identify ways that Odfjell could become more involved in the community in which they live and work. As Odfjell’s chemical storage and transportation business is directly dependent upon the bay, they felt that GBF was a natural partner.

Jared Honeycutt is a Port Operator with Odfjell and has joined his coworkers in volunteering for Bike Around the Bay. “Bike Around the Bay has been an excellent opportunity for Odfjell employees to work together and enjoy each other’s company outside of the normal work day,” says Jared. “When volunteering at a break point, it is fulfilling to help the riders in their effort to take on such a notable challenge.”

Odfjell started its relationship with GBF in 2013 with its support of 2013 Bike Around the Bay.

Odfjell’s business is conducted on the bay with

4

its liquid chemical terminal located in Seabrook, which has direct access to the bay through the Bayport Ship Channel. Its vessels sail the world transporting chemicals to and from Houston and Galveston Bay. “The employees and families of Odfjell live and work in Galveston Bay,” Honeycutt explains. “ We fish, boat, and swim with our families in Galveston Bay waters as well as enjoy the bayous and tributaries of the bay. We know that the state of the bay is representative of the state of the area that we live in as a whole.” Odfjell’s Community Outreach Committee is a new undertaking for Odfjell, and GBF was one of the initial partners. “Volunteering with GBF has made us both as a company and as employees take a second look at how we interact with the bay on a daily basis,” says Honeycutt on the valuable of the partnership. “All of our actions have an impact on the bay. We all must make the effort to have those impacts be positive. Employees who have volunteered have always enjoyed the experience, and we all look forward to getting involved further.” Through their volunteerism and support of GBF events and initiatives, Odfjell and its employees are valued partners in GBF’s mission, and we look forward to the prospect of continuing this relationship for the benefit of Galveston Bay. Odfjell employees sponsor and man their break point at Bike Around the Bay in 2014.

ownership and operation of agricultural lands in Texas. Support for this project was also provided the Conservation Assistance Program, a program of the Galveston Bay Estuary Program. The goal of this program is to support regional efforts to preserve wetlands and other important coastal habitats that will protect the long-term health and productivity of Galveston Bay.

The easement will protect a variety of important coastal habitat including bottomland hardwood forest.

Seafood Advisory Education Campaign Completes Second Phase the second phase of G BFthecompleted Galveston Bay Seafood Advisory Education Campaign, a project funded through the Texas Coastal Management Program. The purpose of the campaign is to educate Galveston Bay area fishermen and crabbers about the risks of consumption of seafood contaminated with toxic substances through the placement of English- and Spanish-language warning signs. Emphasis was placed on reaching subsistence fishermen as much of the protein in their diet is dependent on harvesting local fish and crab. The primary sign installation focus area was bank and pier fishing locations on the Houston Ship Channel/San Jacinto River and contiguous tidal waters upstream of the Fred Hartman Bridge (Hwy. 146) where a consumption advisory on all species of fish and blue crab is in place. A secondary focus

area was the upper part of Upper Galveston Bay, an area bounded on the north by the Fred Hartman Bridge and on the south by a line drawn from Red Bluff Point to Five Mile Cut Marker to Houston Point where an advisory on spotted seatrout, catfish and blue crab is in place. With this second round of funding for GBF’s purchase of materials and their installation by our in-kind partners (cities of Baytown, Houston, La Porte, Pasadena, and Harris County Precinct 2), 46 signs were placed at 23 locations ranging from Brays Bayou at the confluence of the Houston Ship Channel in Southeast Houston and all the way down to Little Cedar Bayou in La Porte. Please note that there are other advisories in our area; you can find out more by visiting http://galvbay.org/howwe-protect-the-bay/taking-action/seafoodconsumption-advisories/.

What is the Galveston Bay Report Card? Q and A with Anja Borski, GBF’s Galveston Bay Report Card Coordinator Q: What have you been up to since joining the Galveston Bay Foundation last May? A: I have been tasked with taking the pulse of our community’s interest in the health and future of Galveston Bay to help us develop an environmental report card that will be shared with the public later this year. Over the last year, I have had the opportunity to speak with hundreds of people through presentations I have given, and I have read comments from many more who have taken surveys we developed. Their concerns for the bay are abundant and real. People are alarmed by the threats that pollution, development, and commerce are taking on Galveston Bay. Q: Is it all bad news for Galveston Bay? A: Not at all. People are also eager to point out how things have changed – often for the better – like improvements that have been made to limit and monitor pollution from industry sources along the shoreline, and communities and organizations that are taking the initiative to promote water conservation, or marking storm drains with warnings about their connection to local waterbodies. Q: Did you discover anything unexpected? A: I wouldn’t call it unexpected, but there was an elephant in the room at many of the meetings I attended. A lot of people are concerned that not enough people know enough about the bay to care about the things we can do to take better care of it. And that is where I truly believe we can make a difference with the report card. Q: Can you tell us more about the goal of the Galveston Bay Report Card project? A: The Galveston Bay Report Card, made possible by a grant from the Houston Endowment and the collaborative efforts of the Galveston Bay Foundation and Houston Advanced Research Center, will be a tool that will hopefully educate residents and their government representatives about the issues facing the bay and encourage

their participation in activities and decision making processes that will continue to protect the bay and ensure its health for generations to come. Q: So, what comes next? A: Taking into consideration the topics that were consistently presented as a high priority for the community members we reached, we just completed the process of selecting the indicators and determining the report card structure. We are now busy compiling the data, designing the website, and preparing to get the word out. Q: Where does the data come from, and will the average citizen be able to understand it? A: We must review large volumes of data spanning many decades from state and federal agencies like the Texas Commission on Environmental Quality (TCEQ), Texas Parks & Wildlife Department (TPWD), US Army Corps of Engineers, US Fish and Wildlife Service, and others. We are also consulting with experts in communication and media to ensure that this project will be presented in such a way that it is understandable and engaging, even for people without a great deal of scientific background. Q: Any final thoughts? A: I think is part of our human nature to be optimistic, and that is an important piece of this puzzle. Without optimism, all the research and opportunities to make things better would fall on deaf ears. I have really been encouraged throughout this process by people’s enthusiasm for the report card and their suggestions for ways to make it great and offers to help distribute the information once it is available. It’s going to be an exciting and busy year. Do you have questions about the Galveston Bay Report Card project? Anja can be reached at aborski@galvbay.org.

The report card will become an important tool to educate the public about bay issues and encourage further participation in management decision processes.

Volunteers Help GBF Spring into 2015 147 Abdandoned Crab Traps Removed from Trinity Bay

Getting Muddy to Restore Habitat at Marsh Mania

GBF volunteers, members and partnering organizations joined us on February 21 at our site at Ft. Anahuac Park in Anahuac for TPWD’s Abandoned Crab Trap Removal event. With the help of over 50 volunteers, 147 crab traps were picked up by boats surveying the bay and brought back to the park for proper disposal. This event is a part of a statewide effort over a 10-day period when crabbing is closed and abandoned traps are considered litter and can legally be removed from the bay. Since 2002, TPWD and volunteers across the state have removed over 28,000 abandoned traps littering our waterways.

GBF and 110 volunteers planted an estimated 7,125 stems of marsh grass at Marsh Mania on Saturday, April 11, 2015, at two sites on Galveston Bay-McCollum Park in Beach City and White Heron Estates near Anahuac. Over the past 17 years, Marsh Mania has involved over 7,500 community volunteers in the restoration of more than 204 acres of vital marsh habitat around Galveston Bay. Thanks to our hardworking volunteers and sponsors for a successful day of habitat restoration!
