NATIONAL ELECTED REPRESENTATION Member of Parliament: Western St. Thomas (1993 - 2002) - only representative of the PNP to serve more than one term. Member of Parliament: Western St. Andrew (2007 - Present) – inherited the seat with a 2564 majority from Cde. O.T. Williams and has increased the majority consistently, from 3039 (2007) to 3608 (2016).

INTERNAL PARTY LEADERSHIP POSITIONS Thirty-four (34) years of leadership and chairmanship at various levels within the People’s National Party (1983-Present): 1. 1st President & founding member of The Washington Chapter, Jamaica Progressive League, (1983-1985) 2. Chairman, Western St. Thomas Constituency Committee (1993 - 2003) 3. Chairman, Western St. Andrew Constituency (2005 - Present) – the Duhaney Park Division was won by the JLP in 2003 and through the leadership of Cde. Hylton the PNP won the division in 2008 and has maintained control of all three Divisions. 4. Chairman, Policy Commission (2007-2011) 5. Chairman, Progressive Agenda Committee (2007-2011) - Produced the Progressive Agenda document that restated the Party’s philosophy and ideology and updated its policy framework and plans for the 2011 election cycle. 6. Deputy Chairman of the Executive Committee (2007 - Present) – assigned to mediate issues in a number of constituencies. . Produced a paper: “THE PEOPLE’S NATIONAL PARTY (PNP): MODERNIZING THE CHAIRMANSHIP ROLE.”

CABINET APPOINTMENTS Minister in the Cabinet of Jamaica across four (4) Portfolios totaling sixteen (16) years: 1. Minister of Foreign Trade (2000-2001) - Concluded trade negotiations for and on behalf of ACP against the European Union (EU) resulting in the Cotonu Agreement, a 20-year framework Cooperation Agreement. This continues to serve as the basis for billions of Euro/USD in grant funding for the beneficiary countries, including Jamaica until 2020. Negotiated the CARICOM Single Market & Economy, governing trade and economic development among the fourteen (14) CARICOM countries plus the Haiti. 2. Minister of Mining & Energy (2001-2002) - Conceptualized the plan for diversifying Jamaica’s energy mix from fuel oil to Liquified Natural Gas (LNG). Negotiated an LNG Agreement with Trinidad which was later repudiated by the T&T Government. 3. Minister of Foreign Affairs & Foreign Trade (2006-2007) - Advanced trade negotiations for the Economic Partnership Agreement (EPA) with CARIFORUM countries, including Jamaica. 4. Minister of Industry, Investment & Commerce (2012-2016) • Mobilized investments for Jamaica in excess of USD$ 800 Million coming from the 2008 Financial crisis low of USD$250 Million. • Mobilized investment in the BPO sector which created over 18,000 jobs during the life of the Administration • Restructured and re-opened the Scrap Metal Industry which generated approximately 3000 jobs at the lower socio-economic level of the society. • Conceptualized and commenced implementation of the Global Logistics Hub Initiative which has so far generated billions of JA dollars in foreign Direct Investment (FDI) in infrastructure and warehouse at the ports and at Ferry, St. Andrew. More jobs and investments continue as the JLP government pursues the implementation of the Hub. • Successfully completed a number of reform measures affecting the business environment e.g. General Business and MSME Reforms, Insolvency and Bankruptcy reforms, which were critical in supporting the IMF Programme being managed by Dr. Peter Phillips as Minister of Finance and Planning.

MINISTERIAL /GOVERNMENT APPOINTMENTS Served in the administration of the People’s National Party for twenty-three (23) years: Director – Legal & Foreign Affairs, Office of the Prime Minister (1990 – 1993) – in the Policy Review Unit headed by Dr. Peter D. Phillips. Parliamentary Secretary, Ministry of Foreign Affairs and Foreign Trade (1993 – 1997) – Negotiated CARICOM’s preferential trading agreements with Venezuela, Columbia and Cuba. Participated in Uruguay Round Agreement establishing WTO. Minister of State, Ministry of Foreign Affairs and Foreign Trade (1997 – 2000) – Chaired the Committee on Jamaica’s Ocean and Coastal Zone Management Policy. Ambassador & Special Envoy to Prime Minister, P.J Patterson for Energy & CARICOM Affairs (2002 – 2006) - Started the New Energy Policy for Jamaica which was finalized in a later PNP Administration. Government Senator (2006 – 2007) Chairman, Economy & Production Committee of Parliament – (2016 – Present)

PROFESSIONAL BACKGROUND Cde. Hylton is currently a Partner in the Law firm Samuda & Johnson, where he is the Head of the International Trade, Aviation and Shipping Department. Managing Partner, Hylton Brown Law Firm (2007 - 2012) • Successfully prosecuted on behalf of Comrade Shanique Myrie against the Government of Barbados resulting in millions of dollars in damages and the protection of the rights of Caribbean women against finger rape. • Represented passengers of American Airlines Flight 331, seeking damages after the crash on December 22nd 2009 in which the Boeing 737-800 overran the runway at the Norman Manley International Airport. • Lawyer, Aviation Legal Team, Dickstein, Shapiro, Morin – Washington, DC • Lawyer, Aviation Legal Team, Curtis, Mallet-Prevost, Colt & Molse – New York, NY

INTERNATIONAL HONOURS Ambassador Hylton received the highest national award from the Government of Benin for leading the trade negotiations on behalf of African, Caribbean and Pacific countries.

PERSONAL Cde. Hylton is a devoted family man, married to Yodit (the Ethiopian Honorary Consul to 6r6Jamaica). He has two children. Comrade Hylton is an avid domino player and enjoys a cold Guinness. Cde. Hylton is a visionary, determined, hard worker who gets things done. His integrity is unquestioned and he is not deterred, even by harsh criticism and strong opposition. Against the tide and faithful to his vision of growth and prosperity for Jamaicans. He pressed ahead with the Global Logistics Hub Initiative which is now the centrepiece of the Growth Agenda and a National Project of the Government of Jamaica.
