WESTERN ST. ANDREW’S ECONOMIC DEVELOPMENT The Economic Development of the constituency has the objective of generating inclusive and equitable economic development with decent jobs. The economic development vision and strategy for the constituency has three components: • Logistics • The creative (Orange) economy • Circular economy


ACHIEVEMENTS

HUMAN & SOCIAL DEVELOPMENT

JMD 12.2 million spent during the period 2016-2020, to assist 187 residents with the purchasing of building material used to improve their current housing situation. $12.1 million was allocated to assist residents to purchase medication, the burial of loved ones and household grocery assistance. A total of 176 persons benefited for such grants.

ROAD REHABILITATION WORK For the period 2016-2020 JMD 250 million was spent on road rehabilitation across the constituency. The rehabilitation included, resurfacing, fixing and building drainage and building proper sidewalks.

WESTERN ST. ANDREW NATIONAL UNATTACHED YOUTH PROGRAMME (NUYP) The NUY programme saw eighty-five (85) persons enrolled in the following 4 skills training area: Digital Animation, Webpage Design, House-Keeping and Warehousing. A budget of $10mil was allocated to execute the programme over a nine (9) months period. The Edit Dalton James High School was used to facilitate the programme. TUITION GRANT & BOOK VOUCHERS A total of JM $32 million was allocated to providing grants for school tuition and book vouchers for students residing in the constituency. Since September 2016, 960 students benefitted from this programme.

SKILLS TRAINING

The MP invested in several skills training programmes across the constituency in 2016-2020. These programmes are: • The Digitization Programme. This was executed at the Maranatha Church. the programme had a total of 4 cohorts of 70 students being trained in Digitization to become digital imaging technicians • The WSA adult literacy programme. A total of 150 persons participated. It was executed at Christ the Redeemer • CSEC English & Maths Literacy Program. This programme was for adults 18 and over interested in sitting CSEC Exams. They received free extra classes • Nestle Warehousing warehousing management programme. A total of 85 persons participated in the programme and 20 moved on to complete an internship at Nestle Commercial centre.


JOBS

JMD 31.6mil has been spent during the 2016-2020

period to provide temporary employment for persons residing in the constituency. These funds were spent during the yuletide season and persons were employed to do bushing and clean-up work within their respective communities JMD 16.4mil has been spent since 2016 to provide over 198 residents in the

constituency assistance through grant funding to stock their shops, bars, repairs to PPV operated vehicle, stalls among other small businesses within the constituency.

WESTERN ST. ANDREW COVID-19 RESPONSE As we continue to adjust our lives around the COVID- 19 pandemic and resuscitate the Jamaican economy, we cannot forget to protect ourselves and our families. From inception the response within the Western St. Andrew constituency was far reaching. The Member of Parliament toured the constituency and visited the vulnerable, the elderly, disabled and the shut-ins. $3mil has been spent so far to mitigate against COVID-19 with over 3,000 care packages delivered to residents by the MP. The following communities were toured by the MP during the distribution: Riverton Meadows | Seaview Gardens | Waterhouse | Callaloo Mews | Brooke Valley | Red Hills | Happy Grove | Gutzman | Belvedere Road | Ferry | New Haven | Duhaney Park | Cookeville | Washington Gardens WSA FARMER’S MARKET The MP partnered with the SDC, The Duhaney Park DAC, JAS & RADA to host a Farmers’ Market at the Cooreville Gardens Community Centre on June 12, 2020. This was done to facilitate residents accessing fresh produce and other food items at their convenience and at reasonable price during the lockdown.


FUTURE PLANS LOGISTICS The objective is to expand employment opportunities for job seekers in the constituency especially the youths. This will be done by continuing to attract state and private investment in areas of development of Logistics Parks and SEZ’s at strategic locations in the constituency, eg. Seaview & Riverton. We will train our youths at the Seaview Workforce College, CMU and elsewhere to prepare them for the job opportunities that will be created. CREATIVE (ORANGE) ECONOMY 1. We will build another music studio in Duhaney Park. 2. Assist our creative talents with exposure to career development training, including workshops and other training in the business of music etc. CIRCULAR ECONOMY 1. We will Re-open the scrap metal facility in Riverton for processing and export of scrap metal. 2. Provide assistance to the pig farmers in the Riverton, Callaloo Mews and Waterhouse communities with bio- digesters to convert the waste from the pig pens into energy for use in the operations. 3. Expose 100 youths per annual to training and access to capital to start and maintain their small and micro- enterprises. 4. Provide assistance to those persons involved in the processing of plastics bottles. 5. The Riverton dump site to be divested to private industry to convert to a waste-to-energy project as part of the planned investment into an energy terminal to be built in Riverton. 6. Several hundred jobs to be created in many areas for our skilled and trained youths. COOREVILLE GARDENS SCHEME MAJOR UPGRADES. 1. Through my advocacy the NHT has allocated JMD 45M to undertake painting of the external walls, waterproofing of the roofs, replacing the covering of the staircases and repaving the parking area of the Cooreville Apartments Strata #338. This should start mid October. 2. A budget of JMD 120m has also been allocated to rehabilitate the roads and the drains at the Cooreville Townhouses, Phase 1 & 2. Works scheduled to start mid September.


The Future Plans (Continued)

The MP has mobilized investments into the Seaview Eco-Industrial and Logistics Park (SEILP). The field and design work has begun and is expected to cost US$450mil. The investment will run along the Chesterfield & Marcus Garvey Drive border.

Riverton Multipurpose & Resource Centre

Recreational, homework and computer centre. This will be done at a cost of $16mil

Construction of The Waterhouse Community Studio at a cost of JMD 7mil

The building of the 876 Energy Terminal in Riverton.

Construction of the Waterhouse Boxing Arena and Gym

Conversion of the Riverton Dump to a Waste Energy Plant (a working team was established under the previous PNP lead Government and the work continues)

Land titling for Riverton residents under Special Provisions Act of 2020

Seaview Gardens Workforce College

The MP has secured a commitment for the rehabilitation and upgrade an existing building in Phase 2 Seaview that has been abandon to provide skills training for logistics centered programs. Red Stripe through the Desnoes and Geddes foundation and Zoukie Trucking among other private sector stakeholders have committed to the project.

Brooke Valley Resource Centre

The Centre will be utilised as homework and computer centre.

Through the MPs advocacy the Government has announced a JMD 3.5b NWC project to upgrade the transmission main from Six Miles along Spanish Town Road. The following communities will benefit directly from employment in the WSA constituecy: Waterhouse Seaview Gardens Callaloo Mews Riverton Meadows Ferry Washington Gardens

1000 jobs to be created at the Ferry Industrial Park. The MP was instrumental in securing the investment for the constituency.

Ambassador G. Anthony Hylton is the Member of Parliament for Western St. Andrew. He is currently Partner at Samuda & Johnson Law Firm. Mr. Hylton is married and has two children. He is of the Anglican denomination.
