1. NOTA INTRODUTÓRIA
1. INTRODUCTORY NOTE
O Fundo Soberano de Angola (adiante igualmente designado por “Fundo” ou “FSDEA”), cuja actual denominação foi estabelecida pelo Decreto Presidencial n.º 89/13, de 19 de Junho, foi criado pelo Decreto Presidencial n.º 48/11, de 9 de Março, então sob a denominação de Fundo Petrolífero.
Fundo Soberano de Angola (also referred to below as “Fund” or “FSDEA”), whose current name was established by Presidential Decree No. 89/13, of 19 June, was created by Presidential Decree No. 48/11, of 9 March, under the name of Fundo Petrolífero.
O Conselho de Administração do Fundo foi nomeado a 16 de Março de 2012. Em Maio de 2012, o Conselho de Administração submeteu para aprovação o orçamento de instalação do Fundo, o qual foi aprovado em Junho de 2012.
The Board of Directors of the Fund was appointed on 16 March 2012. In May 2012, the Board of Directors submitted for approval the start-up budget of the Fund, which was approved in June 2012.
No dia 16 de Julho de 2012, ocorreu a instalação do Fundo, tendo nessa data sido recebida a primeira parcela da dotação de constituição e instalação do Fundo, a qual ascendeu a um montante de 36.350 mUSD.
On 16 July 2012, the Fund was set up, having received on that date the first instalment of the allowance for the setting up and installation of the Fund, which amounted to USD 36,350k.
No dia 17 de Outubro de 2012, a República de Angola lançou oficialmente o Fundo Soberano de Angola, com uma dotação inicial de capital de cinco mil milhões de Dólares dos Estados Unidos, a qual foi subscrita integralmente pela República de Angola, conforme indicado na Nota 10. O Fundo tem como finalidade promover, fomentar e apoiar, em Angola e no estrangeiro, o investimento no desenvolvimento de projectos em sectores considerados estratégicos. O Fundo irá atribuir cerca de metade da sua dotação inicial de capital a investimentos alternativos, particularmente nos sectores da agricultura, mineração, madeireiro, saúde, infra-estruturas e sector imobiliário (e no que se refere a este último, com especial incidência na área hoteleira), em Angola e noutros mercados africanos. O remanescente da carteira de investimentos do Fundo será alocado a instrumentos de rendimento fixo e de aplicações de tesouraria, emitidos por Estados e instituições supranacionais, acções globais e emergentes, bem como outros investimentos alternativos em mercados emergentes ao nível mundial. O Fundo já procedeu à constituição de fundos de investimento regionais para os sectores da saúde, hoteleiro, mineiro, madeireiro, agrícola e infra-estruturas na África subsariana, através dos quais irá contribuir para o desenvolvimento e o crescimento da economia da região.

On 17 October 2012, the Republic of Angola officially launched Fundo Soberano de Angola, with an initial capital contribution of five billion US Dollars, which was fully subscribed by the Republic of Angola, as indicated in Note 10. The object of the Fund is to promote, foster and support, in Angola and abroad, investment in the development of projects in sectors that are considered strategic. The Fund will allocate almost half its initial capital contribution to alternative investments, particularly in the sectors of agriculture, mining, wood, health, infrastructure and the property sector (with regard to the latter, particularly in the hotel industry), in Angola and in other African markets. The remainder of the Fund’s investment portfolio will be allocated to fixed income instruments and cash flow instruments, issued by States and supranational institutions, global and emerging shares and other alternative investments in emerging markets on the global level.
The Fund has already set up regional investment funds for the sectors of health, hotel, mining, wood, agriculture and infrastructure in Sub-Saharan Africa, through which it will contribute towards the development and growth of the region’s economy.
