Infrastructure is much on our minds today as Canadians and Americans alike look to renewing the structures that support excellence, continued discovery and innovation. In this context, there can be no more important work than that done by the Foundation for Educational Exchange between Canada and the United States of America. The Foundation has built bridges of understanding across which the two-way travel of our faculty and students ensures a better future not only for each participant in an academic exchange, but for both sponsoring nations. These bridges improve with time, creating lasting friendships and memories along with the inspiration that comes with experiencing a new environment and slightly different culture and seeing one’s self from a different perspective. On behalf of the Board, I would like to thank both the Canadian and United States’ governments for their support of this program that enriches us all by cultural, intellectual, scientific and technological exchange. It is a great pleasure to express gratitude to the extraordinary staff, led by Dr. Michael Hawes, the most dedicated and innovative Chief Executive Officer imaginable. They make these exchanges happen and ensure the richness of the experience. It is a true privilege to thank the Board members with whom it is a privilege to serve the exchanging scholars who are our raison d’être. These ambassadors of our two countries travel across the continent seeking knowledge, discovering and sharing ideas. They are like the explorers of the past. Today they are our hope and our future.

1 It is with considerable personal satisfaction and continued enthusiasm that I present the 2016 annual report for the Foundation for Educational Exchange between Canada and the United States of America. We at the Foundation, along with our Board of Directors, our grantees, and our various partners, believe profoundly in the value of education, the importance of academic exchange, and the role that we play in growing productivity, rewarding excellence, identifying future leaders, and promoting mutual understanding. The Fulbright program continues to be a global leader in educational exchange and, at the same time, a key advocate and partner for new scholarship, economic growth, and social justice in local communities. Fulbright Canada is dedicated to playing its role in ensuring that the Canada – US relationship continues to be characterized by a deep appreciation of one another and by strong personal and professional ties. I would like to take this opportunity to offer my sincere congratulations to our grantees, to encourage more students and scholars to engage, and to thank my colleagues at the Secretariat, our partners throughout the academic community, our private sector supporters, and the colleagues at Global Affairs Canada, the US Embassy in Canada, and the United States State Department. The Fulbright Program Long regarded as the world’s premiere academic exchange program, the Fulbright Program attracts exceptional students and scholars from more than 160 countries. The first cohort of Canada-U.S. Fulbright award recipients was named in 1991. Since that time, some fourteen hundred distinguished students, scholars, and professionals have participated in this educational exchange program. Canada-U.S. Fulbright students and scholars conduct research, teach, or study in their host country for either one semester or a full academic year. In 2015-16, Fulbright Canada supported 50 outstanding Canadians and 59 exceptional American students and scholars.

Traditional Fulbright Awards for students are intended for graduate students and junior professionals who wish to study and/or conduct research in the host country. In addition to the Traditional Fulbright awards, scholars in both countries are invited to take up one of the 60 Fulbright Visiting Research Chairs at 36 of North America’s best universities. These chairs are intended to enable emerging and established scholars, post-doctoral researchers, and experienced professionals to conduct research, teach, or undertake a combination of activities for one semester or a full academic year at one of our partner universities. These chairs develop long-term partnerships between Fulbright Canada and the university and build the university’s capacity for excellence in research. The scope of the Fulbright program in Canada continues to grow. Fulbright Canada has introduced a number of new programs, and expanded key existing programs for our scholars, students, and professional grantees. Excellent examples of this growth and our innovations include the Fulbright Arctic Initiative and the Fulbright Canada - Palix Foundation Distinguished Research Chairs in Brain Science, and Child and Family Health and Wellness - both highlighted in this report.

The Fulbright Arctic Initiative

The Fulbright Arctic Initiative aims to stimulate international scientific collaboration on Arctic issues, while, at the same time, integrating models of traditional knowledge and increasing mutual understanding between the people of Canada, the United States, and the Arctic Council countries. It is designed to create a network of scholars, professionals, and applied researchers from the United States, Canada, Denmark, Finland, Iceland, Norway, Russia and Sweden to engage in collaborative research and to undertake an academic exchange. Seventeen outstanding international scholars have been participants of the program. Program activities commenced in May 2015 with a kickoff event in Iqaluit, Nunavut, Canada, and were concluded in the fall of 2016.

Leadership / Enrichment Programs for Fulbright Canada Alumni One of the hallmarks of the Fulbright Program is community engagement. Alumni are encouraged to engage their host communities, get involved, and expand their experience beyond the classroom, laboratory, and library. With our community engagement programs, Fulbright Canada has further enriched a unique and enlightening academic and cultural experience. Fulbright Canada’s objective is to provide a conduit between a finite source of government funding and an infinite capacity amongst a unique group of academics to envision and build a cleaner, safer, and more just world. The Killam Fellowships Program “The Killam Fellowship experience is nothing short of transformational. It provides students with the opportunity to set foot in a new world and to cultivate knowledge in an academic field through the lens of our nearest neighbor. Whether immersing yourself in American history or exploring the translation of health technology from lab to clinic, Killam fellows are encouraged to consider their studies with a cross-cultural perspective. The Killam Fellowships Program, supported by an endowment from the American Killam Trusts, is designed to develop a cadre of young leaders committed to enhancing mutual understanding between Canada and the United States. The Killam Fellowships Program provides exceptional undergraduate students from universities in Canada and the United States with the opportunity to spend either one semester or a full academic year in the other country during their undergraduate career. These awards are the first of their kind between Canada and the United States. In its inaugural year, the Killam Fellowships Program engaged 13 American and Canadian undergraduate students in educational exchange. In 20152016, the program has grown to include 355 Killam alumni.

EducationUSA This year was very important for EducationUSA in Canada. The EducationUSA Advisor position moved full time to Fulbright Canada, confirming the growing importance of EducationUSA as an integrated part of the Fulbright Canada suite of programs and as part of our outreach strategy.

Virtual presence, including social media, is an integral

part of the EducationUSA strategy. In 2016, we launched a more modern, more manageable, and more intuitive EducationUSA website. The data suggests that students tended to land on the first page of the old website and then leave, likely because of difficulty with navigation. On the new page, visitors are more likely to stay. The goal in 2017 will be to drive more traffic to the EducationUSA website by more fully integrating it into the Fulbright Canada website.

EducationUSA Advisor Jenika Heim created, managed, and executed two new and highly successful events in 2016: Guidance Counsellor Day and the Ottawa Arts Tour. On September 30th, EducationUSA held a Guidance Counsellor Day at the U.S. Embassy in Ottawa. Six U.S. universities attended and presented various topics to the 42 counsellors in attendance. It was a very successful 3.5 hour event. Lunch was sponsored by the University of Findlay and the space was donated by the U.S. Embassy, making this event both effective and affordable. The plan for 2017 is to expand this initiative to include Toronto, Montreal, and Vancouver.

Ten U.S. universities travelled to Ottawa for the Ottawa Arts Tour (November 14-15), focusing specifically on high schools and colleges with strong arts programs. This was the first EducationUSA event that involved bringing US universities to Ottawa.

2016 Highlights Fulbright Canada had an impactful and productive 2016. We developed new partnerships with universities and renewed key partnerships with public and private sector partners. At the same time, we hosted a Capacity Building Workshop to set the foundation for building more exchange opportunities for Indigenous students (supported by a grant from the U.S. Study Abroad Office in the Office of Global Educational Programs at the U.S. Department of State, and an international colloquium “Confronting Terror in Canada and the United States.” The University of Southern California and Fulbright Canada also marked the 70th Anniversary of the Fulbright Program and the 10th anniversary of the Fulbright Canada Research Chair in Public Diplomacy with a conference: “Rebooting Canadian Public Diplomacy.” Alongside these initiatives, Fulbright Canada grew both the reputation and the size of the Killam Fellowships program and the Fulbright program in Canada.

Ongoing Expansion of the Fulbright Canada Visiting Research Chairs Program The chairs program continues to be a source of considerable growth for the Fulbright Canada program. We announced several new chairs this year, including: Vancouver Island University (in Indigenous issues), Yale (in public policy), Dartmouth (in Arctic issues), the University of Arizona (in Indigenous entrepreneurship), University of Hawai'i at Mānoa (in democracy and public diplomacy), and the University of California at Irvine (in atmospheric chemistry).

Orientation The annual Fall Orientation was held in Ottawa on September 9th and 10th. The 2016-2017 U.S. Fulbright Scholars and Students and all new Killam Fellows came together and participated in a range of academic, professional, and cultural activities. The students and scholars were especially appreciative to be welcomed by the Right Honourable Beverley McLachlin, Chief Justice of Canada, during their visit to the Supreme Court of Canada. She offered a look into the Canadian judicial system, was open to questions, and was incredibly generous with her time.

Fulbright Canada Alumnus, Anand Mahadevan, Honoured for Teaching Excellence “I was selected as one of the ten recipients of the 2015 Certificate of Excellence at the Prime Minister’s Awards for Teaching Excellence May 2016. These are the highest awards for teaching in Canada, making it all that much more special that the neuroscience summer camp for students, nurtured and grown in partnership with Fulbright Canada, the Firefly Foundation, and the University of Toronto, helped in winning this award.” Anand Mahadevan (Fulbright Student, 2009-2010/Alumni Community Leadership Award, 2014-2015)

Website Redesign and Alumni Database

19 Another important initiative that came to fruition in 2016 was the website redesign and the creation of the Fulbright Canada Alumni Database. Website The contemporary design is highly navigable and improves the overall user experience. The homepage highlights open competitions and has direct links to social media channels to boost digital engagement levels. The program-focused pages follow the same trend, ensuring enhanced usability and clarity for readers. Further, featuring the driven and positive leaders and organizations, supported by Fulbright Canada, is the priority of the website. For this reason, the homepage continues to incorporate Fulbright Canada alumni and partner news and upcoming events.

Alumni Database The database is a complete listing of all alumni since the program began in 1990. The search functions allows visitors to search by name, year, home and host institutions, award type, project title and field of study. This tool is proving useful for alumni, potential partners, interested members of the public, and the media.
