ILC’s Potential for Fukuoka

Fukuoka Now speaks with the Governor of Fukuoka Prefecture

F

ukuoka Now’s Editor-in-Chief, Nick Szasz met with Hiroshi Ogawa, Governor of Fukuoka Prefecture to learn about the bid for the next International Linear Collider (ILC), a cutting-edge particle accelerator to be constructed in the Sefuri Mountains on the border of Fukuoka and Saga Prefectures. Given its scale, the ILC is estimated to have an economic ripple effect of ¥1.1 trillion, and there are other benefits. Here's part of their conversation. Read the full text online. Fukuoka Now: In simple terms, what is the ILC? Governor Ogawa: The ILC (International Linear Collider) is one of the three major projects of the century, on par with the International Space Station and ITER (International Thermonuclear Experimental Reactor). Particles will be collided at nearly the speed of light in a 30~50kmlong chamber located 100m underground in an attempt to recreate the Big Bang. Another objective is to shed more light on the Higgs boson particle. There are several candidate locations, but there will only be one ILC in the world. Japanese researchers have indicated two candidate sites in Japan, Sefuri (Saga/Fukuoka) and Kitakami (Iwate), and they are currently investigating the environmental and social conditions of each site. The results of this research will be reported to the national government. FN: What benefits, economic or otherwise, do you expect the Prefecture to gain from the construction of the ILC? Gov.: First and foremost, there will only be one ILC in the entire world, so I would be very excited if it were built in Asia, not to mention Japan. If the ILC becomes a reality, Japan and Kyushu could contribute to advancing fundamental science for the world as well as the progress of mankind. Also, we will be able to produce even more outstanding talent since

we will have excellent research facilities. For example, young people who come into contact with researchers and their families might be positively influenced to pursue science. This kind of exchange could produce the next generation of human resources, and I think that is an amazing thing. The construction of the ILC will generate many technologies, devices and systems, and we can expect these to have a ripple effect into many fields just as they did at CERN. It will lead to advances in other industries and medicine, and I think it will invigorate international exchange. FN: What can Fukuoka Now's readers do help Fukuoka win the bid? Gov.: We have tried to make people understand the importance of fundamental physics and to encourage children’s scientific curiosity. In that sense, I hope that readers of Fukuoka Now can work on increasing the number of children who love science. We are also

spreading the w o rd a b o u t the ILC and its significance around the greater region. I n t h e ve r y least, we need the people of Fukuoka to get excited about this project. Iw ould definitely like to deepen the residents’ understanding of this endeavor. It is important to let people who might live and work at the ILC know just how safe and livable this area is. Fukuoka is a great place to live and a great place to visit. Researchers, after all, are people who have to live somewhere, and I think, no matter how world-class they may be, they will only accomplish great things if they enjoy and feel safe where they live. ocated in the quiet residential section of Takamiya, Bio Kitchen Minoriwo, which opened in March, occupies a refurbished 60-year old house. Minoriwo is operated by a company that runs a nutrition school and sells fresh Kyushu produce. Aiming to make "healthy foods that people of all ages can enjoy", Minoriwo offers a menu full of dishes made from organic, additive-free ingredients. The lunches (¥1,100~) are great, but the restaurant is often booked full, so we suggest you enjoy the relaxing ambience at dinnertime. You can request a tailor-made course (¥2,500; reserve at least one day in advance), or you can order a la carte from the vegan and lacto-vegetarian menus. There are also dishes that can be prepared vegan or lacto-vegetarian upon request. #2 Niginohama 幣の浜 Long, natural, and uncrowded, this is our favorite, but alas not so convenient. Excellent surfing spots. Few facilities or toilets. #3 Nogita 野北 Becoming more popular as more cafes set up, including Cadillac Ranch, Hinode (great tacos!), Current and Ohana! #4 Futamigaura 二見ケ浦 Excellent waves and the widest choice of cafes and beach huts in Itoshima, including the legendary Sunset Cafe. Also famous for meoto-iwa, the "husband and wife" rock shrine. #5 Obaru 大原 Cleaner and less crowded than Momochi, yet near the city. Impressive view of Hakata Bay and fireworks are permitted until 10 pm. #6 Nagatare 長垂 With consistently strong winds, Nagatare is popular with windsurfers and other marine sports fans. #7 Ikinomatsubara 生の松原 A 2 km long beach by a pine forest near Imajuku Sta. The waves here aren't big, so ideal for wake boarding, BBQing and just hanging out. #8 Nokonoshima 能古島 This island has several beaches, the largest of which is part of Nokonoshima Island Park, and has all the facilities a family with kids could want, including bungalows for overnight stays.

#9 Seaside Momochi シーサイド百道 Golden sands, parks, restaurants and a multitude of nearby recreation spots make this one of Fukuoka's favorite places in summer. Sunbathers, rollerbladers, smoochy couples and toddlers


alike vie for space on the beach and promenade. #10 Fukuhama 福浜 A tiny, sandy beach that is close enough to Tenjin to make a lunch hour sunbathing session possible. Special zone for BBQ'ing and fireworks. #11 Katsuma / Shirase 勝馬/白瀬 This charming golden-sand beach, separated from the main road by lush greenery, remains unspoiled and clean. Snorkelers and divers will prefer the rocky Shirase beach, which has navigation ropes in the water leading to prime underwater sights. #12 Uminonakamichi 海の中道 Long, narrow, sandy beaches on the east side of the artificial land bridge to Shikanoshima. No developments or shops and strong winds can make for choppy waters. Swimming is not allowed. #13 Gannosu 雁の巣 Large golden sand dunes make this beach very unique and picturesque. Not much in the way of facilities – place to get away from it all. #14 Nata 奈多 Facing east, this is the best beach to catch the sunrise. The waves can be quite big here, even in the summer.

Chantal on Keya Beach, Itoshima walk! No uminoie so shop before you head out. Swimming is not allowed. #16 Shingu 新宮 Big, long, flat beach that is okay for swimming but even more popular for beach walking alongside its green pines. This is a popular beach for families as well. Convenience store (Seven Eleven) is 5 min. by car.

#18 Tsuyazaki 津屋崎 Wide, long beach also popular with windsurfers and with plenty of facilities, including a good variety of cafes, uminoie, showers and even hotels.

#17 Fukuma / Miyajidake 福間/宮地岳 Long, windswept beach immensely popular with windsurfers. Many beach cafes, lots of events throughout the summer and excellent sunsets.

A

s a cyclist in Fukuoka City, drivers are dangerous idiots. But as a driver in Fukuoka City, cyclists are dangerous idiots. I ride a pretty fast hybrid bicycle (mountain bike handle bars and gears with the weight and tyres of a touring bike). I don’t ride on the sidewalk, because pedestrians walk every which way, often unexpectedly changing course to pop into a shop. Pedestrians are like targets in a game of Frogger. Old ladies with incontinent dogs - 50 points. Senmon-gakko students with a sluggish pace, reflective of their reluctance to grow up - 100 points. Distracted school kids ruled by the Heisenberg Principle. You can know their location (squatted on the ground, examining a worm), or their momentum (chasing a cat), but not both - 200 points.

The road is safer than the sidewalk. The vehicles are travelling in the same direction. I ride fast enough to keep near pace with cars and buses. But, drivers pass too close, nearly clipping your handlebars with their side mirrors. Truck drivers forget how long their vehicles are and nearly force you off the road as they pull back to the centre of the lane. Drivers turning onto the main road will look right through cyclists. The visual motion detectors are only sensitive to cars. Seeing no cars, they will turn directly into a cyclist. Drivers waiting to turn across oncoming traffic will misjudge your speed, confusing your touring cycle travelling at 40 km/h with a mamachari. When challenged, drivers respond with some variation of “Get off the f@#king road.” It’s surprising how knowledgeable Japanese drivers are of English expletives.

As a driver, cyclists are the most dangerous things on the road. Wakamono bakamono ride right through stop signs, happily text messaging. Late-for-work salary men, singlehandedly pedaling like mad men in the rain, with their other hand holding an umbrella. Bow-legged deaf babachans leisurely ride mamacharis in the middle of the road. High school boys returning late at night from jyukyu, oblivious to the practical demonstration of Darwinism that they risk. What colour are black-haired high school boys riding 3 abreast, in black school uniforms on black bicycles late at night with no lights? Black! “Get off the f@#king road”. The law says bicycles are categorized as mini-vehicles. Riding on the sidewalk is punishable by up to 3 months imprisonment and a fine of up to ¥50,000. Though, as anyone can see, this law is ignored. For the last few years, Fukuoka City has been converting wider sidewalks in to half walkways and half bikeways, such as along Meiji-dori by Heiwadai park. This does make cycling safer, provided that cyclists and

pedestrians keep to their path. But this only covers a small area of the city. I propose a license fee of ¥1000 on each bicycle sold in the city, with the money used to mark off bike lanes on roads and sidewalks. This will keep cyclists from playing frogger with pedestrians. And, I propose the police enforce traffic rules on cyclists - stops at red lights, signaling turns, and lights at night. By obeying the rules of the road, cyclists will be seen as rightfully belonging on the road. I know these sound utopian. In the meantime, if you are a cyclist and ride on the roads, wear bright clothing and ride with a flashing light on, even during the day. You’d be surprised how more frequently drivers will notice you and not cut out in front of you. Fukuokan drivers are famously bad drivers, so stop at red lights and stop signs. Use hand signals to show your turns or if you’re going to pass a parked truck. You’d be surprised how many drivers acknowledge your intentions and give you room. Have a mirror on your handlebars. It lessens the surprise when cars pass, especially Priuses.

If you notice a truck stuck behind you, wave a signal to him when you are ready for him to pass. Use your bell with pedestrians. Remember, bicycles are pretty quiet. Just a short ring lets old people and mothers with children know that you are coming. When you are driving and passing a cyclist, give them at least one-and-half metres. It’s extremely unsettling feeling a side mirror just miss your shoulder. Also, cyclists sometimes have to make quick dodges for crushed pop cans. When turning, check for oncoming cyclists near the curb too. Basically, treat a bicycle as you would a small car. More courtesy = less idiocy.

Welcome to Yamakasa - Welcome to Fukuoka! You’ve probably already spotted some half-naked men running around town. These men in loincloths are participants in Fukuoka’s most anticipated annual festival, Hakata Gion Yamakasa. The highlight of the festival kicks off at exactly 4:59 am on July 15th when thousands of men from seven districts race through the streets carrying decorative, one-ton floats. Spectators line the streets cheering them on by shouting “oisa-oisa” and splashing them with water to keep them cool. Although the teams are timed, the event is not considered a race. The most successful team must exhibit cooperation and solidarity. This teamwork is not limited to just the runners. Local townspeople also participate by preparing for the festival and building floats almost a year in advance. We hope you’ll find this special map of use on the morning of the 15th. Don’t sleep in, and if you bring a camera, have a plastic bag handy because it gets really wet!

With over 770 years history, Yamakasa is Fukuoka’s most beloved annual festival. The climax begins at 4:59 on 7/15 when thousands of loincloth-clad men race through the streets carrying heavy floats. From 7/1 you can view the decorative floats at Kushida Shrine. Oisa-oisa!

Now in its 27th year, this annual film festival celebrates independant Asian cinema over two weeks. Works from Japan, Korea, Taiwan and Mongolia are featured in the 14-film selection, and film directors and actors are invited to Fukuoka for discussions and symposiums.

福岡の夏の風物詩「博多祇園山 笠」。770年以上の歴史がある博 多を代表する伝統的祭りで櫛田 神社の奉納行事である。趣向を 凝らした飾り山笠は、見て回る のも楽しい。クライマックスは 15日午前4時59分に始まる追い山 笠。各流が5分毎に櫛田神社をス タートし威勢の良いかけ声とと もに博多の街を走る姿は迫力満 点だ。

◊ Tenjin "Coolmusement" Park

Fun for kids and adults alike, Tenjin "Coolmusement" Park will be back again this summer in the City Hall plaza. The park will be open 10:00~17:00 from 7/20 (Sat) to 8/11 (Sun), and admission is free. Attractions include a large water slide and a mini-car ride (¥200 ea.) as well as a cooling mist zone and 20m water cannon. There will also be changing tents on site.

◊ Hakata Gion Yamakasa Hakata Gion Yamakasa, the annual festival that heralds the start of summer, will be held from 7/1 to 7/15 this year. Decorated Yamakasa floats, carefully crafted by Hakata Doll makers, will be on display at 13 locations until the night of 7/14. Portable floats will be carried through each team's neighborhood on the night of 7/10 before being taken over the Nakagawa River into the city center on 7/13 (Course: Gofukumachi Crossing~City Hall~Hakata Riverain). The main event begins at 4:59 on 7/15. After singing a chant at Kushida Shrine, the teams will race through the streets with their floats.

◊ City Releases Major Plans To achieve the goals of the Fukuoka City Master Plan, the City's basic roadmap for the next 10 years formulated last year, the City created its Policy Promotion Plan and Administrative and Financial Reform Plan after a public comment period in April. Based on these plans, Fukuoka aims to become "a leading city in Asia, balancing people, urban functions and the environment."

◊ Asian-Pacific Children’s Convention 25th Anniversary The Asian-Pacific Children’s Convention in Fukuoka began in 1989 as a citizenlevel international exchange event held for the Yokatopia Expo. The event is run

by volunteers with aid from public bodies and local corporate sponsors. The APCC consists of the Invitation Project, which brings children from around the Asia Pacific to Fukuoka, the Mission Project, which sends local children to Asian countries, and the Bridge Project, a series of volunteer and exchange programs for APCC "alumni".
