Development (MGLSD), the International Labour Organization (ILO), the Dutch Employers Cooperation Programme (DECP) and UN Women which have helped us to implement our planned activities. Your contribution and support have enabled FUE realize her vision of being a leading organization in serving employers’ interests and needs.

This 2017 Annual Report highlights the milestones the Federation of Uganda Employers has achieved on your behalf and with your support.

In line with our legal mandate and mission, FUE was able to represent employers at different forums and partnership engagements both at national and international level.

It is with great pleasure that I present to you the FUE Annual Report for the Year 2017.

I take the honor to welcome you all to this 39th FUE Members’ Annual General Meeting. This is a special event for us as we share reports on the progress of our business, deliberating on issues affecting our business operations and drawing a strategic agenda for implementation in the forthcoming year. I wish to commend everyone who has contributed and supported us in one way or the other most importantly our Members, FUE executive Council, Executive Committees and Management staff headed by the Executive Director.

I also like to recognize the support of the Confederation of Norwegian Enterprise (NHO).

We have also been able to work closely with different development partners including our line Ministry of Gender Labour and Social

FUE played a significant role in implementing actions in advocacy aimed at strengthening local capacity for participation in decision making, influencing the policy agenda at local, national, regional and international level as well as facilitating meaningful and structured engagements and dialogue between employers, decision makers and other private sector players. A number of position papers articulating employers’ interests and needs were developed and submitted to relevant Ministries, Departments and Agencies. These included; the employers’ positions on minimum wage, taxes, energy costs, local content policy, Uganda’s national budget 2018/19, sugar bill 2017, national human resources policy, and employment for persons with disabilities in Uganda. We also conducted workplace surveys such as salary surveys both general and sector specific for members.

FUE continued to represent Employers’ interests and needs on 20 government boards and committees which include; National Social Security Fund (NSSF), Directorate of Industrial Training (DIT), Skilling Uganda Reform Taskforce, Nakawa Vocational Training Institute, Labour Advisory Board, Private Sector Foundation Uganda(PSFU), Global Fund Country

Coordination Mechanism Board, Uganda Business Technical Examination Board (UBTEB), Minimum Wage Advisory Board, Retirement Benefits and Pension Reform Taskforce, National Curriculum Development Centre (NCDC), National Disability Council, National Social Health Insurance Task Force, URBRA, the Industrial Court, Labor Advisory Board, and Higher Education Students Financing Board among others.

At the East African Employers Organization (EAEO), FUE has been the Chairperson across the three tier structure, namely; the EAEO AGM and the EAEO Executive Committee and the EAEO Committee of Experts. The EAEO continued to lobby the EAC towards several practical aspects of implementation of the Common Market Protocol on Free Movement of workers within the region.

FUE was able to organize several events aimed at promoting industrial harmony and enhance competitiveness for members, these included the Future of Work on 7 February 2017 at the Kampala Serena Hotel, the Employer of The Year Awards event on 19th September 2017, the 5th Annual Women Leadership Conference on 20th October 2017 at Kampala Serena Hotel, and the Annual CEO breakfast meeting on 30th November 2017 Sheraton Kampala Hotel among others.

As legally mandated by law, FUE played a key role in assisting some members to settle disputes through mediation and at the industrial court.

We also provided legal advice and support to a number of Employers, aimed at maintaining harmonious relations at their workplaces. Due to members’ needs, we developed and launched 2 new programs; the Executive Training in Employment Relations (ETER) and the Private Sector HIV/AIDS Workplace One Dollar Initiative (ODI).

I also take this opportunity on behalf of the FUE Governing Council to recognize our former ED Ms Rosemary Ssenabulya’s role and the achievements FUE registered during her 17 year tenure as Executive Director. In the same spirit, I welcome Mr Douglas Opio who took over the mantle of the FUU as executive director on 1st December 2017.

Douglas has worked with FUE for 8 years and was head of Policy and Research before being appointed ED. He has a wealth of knowledge and experience in private sector issues at national, regional and international level and he satisfied the FUE Governing Council interview panel that he will steer FUE to even greater heights.

Lastly, I wish to draw your attention to major FUE activities for 2018 including the following; 1. We shall organise the East Central and Southern Africa Employers Organizations (ECSAEO) Conference on 26th and 27th April 2018 2. We shall organize the 7th Annual Women Leadership Conference on 19th October 2018 3. We wish you all a successful year ahead and look forward to collaboration and partnerships in the future as we move on into a year of transition and new opportunities.

You will read about these and other activities in the report. We are ready to serve you even better in 2018.

I am extremely delighted to write this message to you all. It is the first one since I was appointed as the new Executive Director. 2017 was a year of great accomplishments and serious challenges. This new journey of success and interesting challenges started on the 1st December 2017 and since then I have been receiving a lot of positive messages from employers and our partners which gives me greater hope about what we can achieve together in the coming years.

Mrs. Rosemary N. Ssenabulya did a good job for the past 17 years and we hope we can continue to deliver for employers and all our stakeholders as expected. We are optimistic that with your support we can be able to take FUE to the next level in its development to serve employers and the country at large.

We face new opportunities and new challenges which only a decade ago was unthinkable. We are having new discussions and new engagements with the growing challenge of unemployment, economic instability and serious industrial relations issues especially following the establishment of the industrial court. New precedents are being set through judgments which are being passed so

It is recognized both locally and internationally as a top notch employers’ organization. How has Kinyara positioned itself as a top company in the sugar industry?

Our position in the sugar industry is based on common principles of a transparent, mutually beneficial agenda with all our stakeholders and a sense of common purpose. We find that managing relationships and expectations goes a long way in improving partnerships for growth.

This is the basis of our unique business model that is designed around the collaboration of community, farmer and miller for the benefit of the region and the nation at large.

For the FY 2017/18, so far, we have improved operational efficiencies and incorporated stakeholder feedback into our day to day as a means of improving the business partner experience. Environmental conservation is at the top of our agenda. We are fully operating our newly commissioned Effluent treatment plant, increasing our tree planting and wetland restorations programs.

Kinyara Sugar Limited is an agro processing enterprise, domiciled in north western Uganda with a rich 40 year history woven in the fabric of the Bunyoro culture. A keen promoter of modern environmentally conscience farming methods, organic processing and community partnerships.

We have been fortunate to have a driven management team whose main agenda is to consolidate the partnerships built and lessons learned. Sugar production is a raw material dependant industry in a highly operational environment. Therefore, our key focal points over the next financial year are the welfare and growth agenda of the farming community in Masindi and our very vital Human Resources.

That being the case however, we also would hope that a regulatory frame work will be put in place to ensure that the farming community is protected from exploitation by speculators, thereby enabling long term planning and investor confidence.

How did Kinyara Sugar Limited perform last year in terms of business and what are this year’s plans?

For the Financial year 2016/17 I am pleased to let you know that Kinyara Sugar Limited was recognised as the Excel Tax Payer of the year awarded by The Uganda Revenue Authority.

This was for of payment of UGX 118 Billion

How has the company contributed to the development of Uganda’s economy?

Every year we invest in relevant and sustainable initiatives of health, education, infrastructure and environmental conservation.

In 2017 we also revived our participation in sports targeting the youth of the Masindi region through football programs endorsed by the governing body FUFA, cricket, basketball and golf. We hope to have an all-inclusive grass roots platform for talent promotion.

We are privileged to make worthwhile contributions to the local and central government tax base while improving the livelihoods of the Bunyoro region through our Out-grower scheme where we partner with 6000 farmers.

How has Kinyara Sugar Limited improved on the livelihood of sugar cane out-growers in Masindi?

Our Out-grower scheme has increased household revenues, access to social amenities, growth and development of the community.

Why do sugar prices keep on increasing despite having many sugar producers in Uganda?

Sugar Manufacturers are not in control of retail prices. Retail prices are not a reflection of the cost of production or revenues of sugar producers. The factory price today stands at UGX 125,000/= per 50Kg bag which translates to UGX 2,500/= per Kg for unpackaged sugar.

Speculation and lack of a recommended retail pricing policy allows for fluctuation and other market forces to dictate the retail price.

What is your comment about Uganda’s sugar industry?

Uganda’s Sugar Industry can be a positively disruptive game changer as we target Middle Income status. With emphasis on the Buy Uganda Build Uganda policy, this all inclusive industry can increase employment, contribute to the tax base, increase forex earnings, improve household incomes, conserve the environment, improve infrastructure, promote foreign direct investment, increase bio energy on the grid and make Uganda a regional hub of sugar production IF a regulation framework is implemented.

Higher Education Students’ Financing Board [HESFB] Rationale for the Establishment of the HESFB In 1997, the Government established Universal Primary Education (UPE); this led to the increase in enrollment for Primary Education which currently stands at 8.3 million Pupils (i.e. 91% of the Primary School Going Children in Uganda).

The increase in Primary enrollment over the years, led to an increase in the number of students joining Secondary Schools and subsequently Tertiary Institutions. Currently, the Universal Secondary Education (USE) enrollment stands at 1.3 million students (i.e. 25% of Secondary School Going Children).

To address the increasing numbers, the Government introduced Universal Post Primary Education and Training (UPPET) in 2007 and Universal Post Ordinary Level Education and Training (UPOLET) in 2012.

These initiatives are the key influencing factors that led the NRM Government in its 2011 presidential manifesto to create a Students’ Loan Scheme that is intended to support financially the students who qualify for Higher Education but are unable to finance it. This lead to the establishment of the Higher Education Students Financing Board ( HESFB) Higher Education Students’ Financing Board (HESFB) was established by an Act of Parliament, No 2 of 2014 as a body corporate-semiautonomous body mandated to provide Loans and Scholarships to students intending to

pursue higher education. It has been in operation since 2014 and has so far awarded loans to a total of 5,259 beneficiaries consisting of 3,784 (72%) males and 1475 (28%) females at both Universities and Other Tertiary learning institution. These students are spread in 18 Universities both Public and private Chartered universities and 33 Other tertiary institutions in Uganda Purpose for the funding Loans are provided majorly; (i) To increase equitable access to Higher Education for all Ugandans; (ii) To support qualified students who cannot afford Higher Education; (iii) To ensure regional balance in Higher Education services for all Ugandans; (iv) To develop and support programmes which are deemed critical for national development; (v) To ensure a sustainable revolving loan Fund.

Eligible programmes The Students’ Loan Scheme offers financial support to students pursuing accredited programs at the following education levels (i) Diplomas (ii) Undergraduate programmes HESFB determines the programs for funding on annual basis in line with the National Development Priorities and available Resource Envelope. To date offers loans to students pursuing science programmes save for Persons with Disabilities who are funded for

Eligibility Criteria: An applicant is considered for funding on condition that: (i) They have an admission letter for an accredited program from a Chartered University or listed Higher Education Institution. (ii) They are citizens of Uganda. (iii) They are subjected to assessment of their parent’s income levels or ability to finance higher education using proxy indicators (Means Testing). HESFB has developed a score card that it uses to rate students who are unable to fund higher education The Board only funds students who are established to be needy.

Application Process Loan Applications a). Offline Application: Eligible applicants can get a hard copy of the application form from the participating Universities; Office of the Academic Registrar; or from any Centenary Bank Branch across the country. b). Online Application: Eligible applicants can register and apply online for the Higher Education Students’ Financing Loan on the Higher Education Students’ Financing Board’s website http://www.hesfb. go.ug/ilmis Submission of application forms On completing the application form, offline applicants are required to submit their application forms to any branch of Centenary Bank . All application forms are channelled through Centenary bank Loan Application Requirements All completed application forms must be accompanied with: (i) 3 coloured pass port size photographs; (ii) Acceptable valid form of Identification which can be (National ID, Voter’s Card, School ID); (iii) Bank slip confirming payment of the Application fee; (iv) Academic Certificates/Pass Slips; (v) Birth Certificate;

(vi) Admission letter to a Higher Education Institution; (vii) CRB/Financial Card [Mandatory]; (viii) Sketch map to applicant’s home of origin.

Applicants are informed not to deal with third parties who may cheat them. Applications should be submitted directly to Centenary bank who in turn will submit them to the offices of the Higher Education Student Financing Board. Loans are given at a free cost save for the application fee that is payable to the Bank on return of the application form and therefore students are cautioned not to bribe any person in the process.

Repayment Modalities Loan beneficiaries are given a grace period of one year after completion of their studies to start repaying the loans.Upon employment of a loanee, the employer is supposed to inform the Board in writing within a period of 14 days specifying the position and salary. The Employer shall be obliged to deduct the amount specified by the Board and remit the same to the Board.The deduction shall not exceed 30% of the net salary or income of the employee. Deductions of a student loan takes priority over all other deductions save for taxes and other statutory deductions Where the employer or employee has not informed the Board of employment the Board may direct the employer to deduct a specified amount from the salary of the employee An employer who knowingly does not (i) Deduct or remit the loan repayments (ii) Notify the Board of employment of a loanee (iii) Commits an offence and is liable on conviction to a fine not exceeding 240currency points or imprisonment not exceeding 10 years or both

Minimum Wage In 2014, during the International Labour Conference, the Government was tasked to explain why Uganda does not have a minimum wage having ratified some relevant conventions. The Government’s response was positive committing to take appropriate action

by July 2015 and a Minimum Wage Advisory Board set up by Cabinet. However, FUE undertook an independent study on minimum wages in Uganda.

The objective was to develop employers’ position on the fixing of minimum wages in Uganda.

After a consultative and well researched process, the following recommendations were proposed by the employers regarding the minimum wage discussions in Uganda; • A Collective Bargaining approach to minimum wage • Harmonizing sectoral minimum wage arrangement with a national minimum wage, • Periodic review of minimum wages after every two years

• Standardizing Terms of Reference (ToR) for the standing committee • Standardizing computation of the minimum wage including non-wage benefits, employer’s ability to pay the minimum wage should be emphasized • And lastly, employers proposed minimum wages based on sectoral minimum wage as following; - Agriculture (110, 000 UGX) - Manufacturing (120, 000UGX) - Hotel (150, 000UGX) - Construction (160, 000UGX) - Others (100, 000UGX) Employers’ views were presented to the committee of Gender, Labour and Social Development of the Parliament of Uganda.

National Social Health Insurance Scheme (NHIS)

T

he process of developing the NHIS has been an incremental one, characterized by smallscale, gradual changes and repeated adjustments through various stakeholder engagements during the three phases of development: from 1995 to 1999; 2000 to 2005; and 2006 to 2011.

Once established the proposed Uganda NHIS is a contributory health financing mechanism in which members pay a premium in exchange for a defined package of services, containing elements from both formal and informal employment sectors.

Promoting inclusive employment of persons with disabilities amongst private sector In Partnership with National Union of Disabled Persons of Uganda (NUDIPU), FUE started generating data in employment of persons with disabilities that is being used for advocacy and awareness rising and lobbying the government to introduce policy initiatives to promote inclusive employment as well as identify policy gaps and lobby for policy and legal amendments.

To achieve the above objective, FUE renewed NUDIPU’s subscription and representation to their governing council and agreed to promote inclusive employment of persons with disabilities among her members.

Several stakeholders including FUE continued to advocate for the NHIS through jointly writing a private sector position paper that was presented to the Ministry of Health.

There has been some progress in the discussion of the NHIS bill. For instance, the Ministry of Finance, Planning and Economic Development has already issued a

Certificate of Financial Implications for the NHIS Bill which is projected to start in financial year 2018/2019.

The certificate allows the Ministry of Health to present the NHIS Bill to Parliament for discussion. The Bill if passed in its current status will: a) Allow government and private employee s to contribute 4 percent of their monthly salary to the NHIS b) Employers will contribute 1 percent of each employee’s monthly salary. c) Self-employed individuals will pay shs100,000 per year d) Pensioners will contribute 1 percent of their monthly pension payment. e) Indigents will not contribute to the scheme but will be subsidized by other members of the scheme. It will take 10 years for all indigents to be covered as only 10 percent will be enrolled per year.

f) According to the certificate, the Government will continue to fund the provision of free health services in health facilities until every Ugandan is enrolled in the NHIS. It will also continue to fund public health interventions and other specialized services outside the standard benefits package and other health system investments such as major infrastructure, human resources, specialized medicines and technology at a reducing scale as contribution to NHIS increase. g) The NHIS will be composed of three sub-schemes including the Social Health Insurance (SHI), the Community Based Health Insurance (CBHI), and the Private Commercial Health Insurance (PCHI) which will be implemented concurrently. The CBHI will largely comprise of the informal sector.

Workplace Research Timely collection of survey data and feedback enables FUE to develop employers’ positions that help shape national manpower policies and formulate tripartite guidelines. In FY 2017, the following surveys were conducted: a) FUE undertook a Women’s Empowerment Principles survey in order to be able to document best practices among organizations in the promotion of UN Women Empowerment Principle (WEPs).

The WEPs are a set of Principles for business offering guidance on how to empower women in the workplace, marketplace and community.

FUE signed an MoU with Higher Education Students Financing Board (HESFB) FUE strengthened her collaboration with various stakeholders and signed Memorandum of Understanding (MoU) with the Higher Students Financing Board (HESFB). The overall objective of this agreement is improving on the recovery of funds loaned to beneficiaries of the Higher

Education Students Financing Scheme. It should be noted that by law every employer is required to remit to HESFB, a specified amount of money from the emoluments of a student loan beneficiary. FUE will support the transition from school to work by the student loan beneficiaries.

Submissions across a range of policy issues During the past financial year, FUE made a number of submissions across a range of issues where it was important to have a business perspective included. a) Employers’ Position Paper on Taxes and Business Development in Uganda- Presented to the Ministry of Finance Planning and Economic Development. b) Employers’ Position Paper on the local Content Policy in Uganda- submitted to the Ministry of Trade, industry and Cooperatives . c) Employers’ position paper on energy and business development in Uganda-presented to the Ministry of Energy and Mineral Development.

d) Employer’s Budget Proposals for consideration in 2018/2019 budgetpresented to the Ministry of Finance Planning & Economic Development e) Employers’ Position Paper on the National Human Resource Policy submitted to the Ministry of Gender, Labour and Social Development f) Employer’s position paper on sugar bill submitted to the Ministry of Trade, Industry and Cooperatives

b) Study on the Promotion of Inclusive Employment in Uganda, the main objective of this research was to collect information on where Persons with Disabilities (PWDs) are employed and types of employers that promote inclusive employment. Specifically, the research looked at establishing companies employing PWDs among FUE membership, finding out the number of PWDS employed in those companies/Organizations, types of disabilities PWDs have, kind of education qualifications the PWDs have and employers’

mainstream programmes available for the PWDs in their day today work among others. c) FUE produced general and sector specific Salary Survey 2017 Reports. With coverage of over 400 job positions across more than 20 key industries, the reports provide representative and reliable salary information to assist employers in reviewing their salary structures.

Research & Information Sharing Policy and Research department conducts regular sharing of information to keep members abreast of new developments in the employment landscape.

Information sharing on both current and long-term strategic manpower issues assist members to be better prepared for future manpower challenges. In FY2017, more than 500 participants had benefited from these knowledge sharing arrangements such as the Future

of Work and Labour laws awareness campaigns. Other sharing sessions included, the monthly policy updates which were shared with the members. These related to issues that were affecting members throughout the year. Issues such as skills development, inflation, national budget, employment, social security, taxes, and salary surveys among others.

National Apprenticeship Framework for Uganda While the jobs recovery is underway in many countries, persistently high rates of youth unemployment remain a significant labour market challenge in Uganda. The Government in collaboration with FUE and NOTU has responded by developing the National Apprenticeship Framework for Uganda as not only a route into creating sustainable employment but also for raising the skill levels of the workforce. Apprenticeships and other workbased training opportunities will be valuable training pathways for improving the transition from school to work.

The specific objectives are: a) To promote workplace re-skilling and skilling for educated and uneducated; b) To enhance productivity and competitiveness of workers and enterprises; c) To strengthen institutional framework in the delivery of education and skills development at the world of work

Social Development Sector Plan (SDSP) 2015/16-2019/20 FUE has continued to work closely with the MGLSD at the SDSP. The SDSP was designed to build resilient and cohesive communities across the country. The Plan whose theme is Empowering communities particularly the vulnerable and marginalized groups for wealth creation and inclusive development helps in guiding the operations of the sectors for the financial years 2015/16-2019/2020. The SDSP seeks to address gaps and challenges of high and increasing number of vulnerable and marginalized groups, inadequate human and financial resources,

weak coordination and monitoring and evaluation as well as management of information system.

FUE worked closely with MGLSD on two out of the five thematic prioritized thematic areas namely: Labour, Productivity and Employment, Social Protection for Vulnerable and Marginalized groups and Gender Equality and Empowerment. Other thematic working areas are Community Mobilization and Institutional Capacity Development.

1. FUE is currently contributing to the EAEO-EATUC research on the current status and feasibility for a framework of a labour market information system (LMIS) in the East African community (EAC), the ongoing research seeks to:

a) Examine the current national contextual labour market profile and economic analysis that warrants the need for a LMIS within the context of regional integration in the EAC b) Establish the status and feasibility of the LMIS in terms of the current national LMIS infrastructure and institutional framework in the EAC

New Members 2017 The role of Marketing and Membership Development department is increasingly pivotal and integral to sustainability of FUE. The department thus continues to re-invent as well as customize services and trainings to meet member needs.

Membership Recruitment The department continues to recruit new members through various strategies including business clinics, door to door visits to potential members, media campaigns, trainings organized, referrals made by existing members as well as a strong visible advocacy among others.

Through the above interventions, a total of thirty one new members were recruited in 2017. See table below for the new members recruited.

Membership Retention The departmental continues to put in place strategies to retain existing and new members.

Frequent physical visits are made to members to find out how best they can be served and also to update them on what their association is doing.

The recruitment and retention drive will continue for the organization to acquire the numerical strength needed with its growing advocacy agenda in a steadily changing economic environment.

Business Clinics The department conducted three business clinics, one in Lira in December 2016, Mbale in December , and Kasese.

CEO Breakfast Meeting The department organized a CEO breakfast meeting at Sheraton Hotel on 30th November 2017 attended by over fifty CEOs under the theme ‘’Skilling and inclusive employment for Private Sector growth’’ District Chairpersons For easy lobbying and advocacy at regional level, FUE has district committees in fifteen districts in Uganda. The district committees have continued to lobby and advocate for employers in their respective districts.

News Letters To keep our members updated on what we do, we kept a track record of each event and shared newsletters. The last one being a combined edition that featured from May to December 2017 capturing our activities and any other information relevant to our members. The newsletters were sent out to our mailing list inclusive of HR managers CEOs and key decision makers.

1. Leadership Development Female Future Program The Leadership Development Female Future Program (FFP) is implemented by FUE and is an exclusive female only program. The participants have a total of 15 contact days and the rest is field work with smaller group activities, networking meetings, online assignments and research all through the 9 months of the Program. Since 2011, 140 ladies have graduated from the program, 25% have acquired board positions, 37% have got much higher and more challenging jobs, 24% have started their own companies and the rest have got increased responsibilities in their current employments.

3. Annual Women Leadership Conference (AWLC) FUEWEC holds the Annual Women’s Leadership Conference every year and has so far held 6 conferences. The conference brings together women and men from all employment sectors to share leadership ideas, experiences and skills.

The 9th and 10th cohort graduated at the 6th Annual Women Leadership Conference on 20th October 2017 with a total of 31 ladies from various organizations and different sectors.

The FFP was nominated by ILO as one of the 10 best practices of Gender Equality and Uganda is the first country in Africa to successfully run the program

4. Female Future Alumni Association, Uganda The Female Future Alumni Association of Uganda comprises of all the FFP graduates. It is run by a Board of Directors and has an Investment club.

Members of the association meet from time to time for various activities.

2. Networking Meetings Networking meetings offer a platform for women from different sectors of life to share ideas, opportunities, discuss and give career advice. The Health/ Aging gracefully talk and networking meeting was held on 10th March 2017 at Kampala Sheraton Hotel and was attended by 49 ladies. The talk was purposefully held not only for networking but also to help women understand some of the health challenges they face and how to deal with them.

The 6th Annual Women’s Leadership Conference was held on 20th October 2017 under the theme ‘Lead like a woman, dare to make waves’ and was delivered in partnership with the Confederation of Norwegian Enterprises (NHO), UN Women and UN Global Compact. It was attended by 297 guests.

5. Mentoring Training The mentoring program is piloted by the Association where all the members identify and mentors younger ladies from all walks of life.

This gives opportunity for sharing experiences, successes and molding younger ladies to prepare for leadership positions in their career and to lead a more purposeful life.

FUE NHO Project Under the FUE-NHO current cooperation program 2015-2019, FUE continued with project activities in the 3 areas of Organization development, Human Resources and the Female Future Program, as approved for 2017.

In this 3rd year of the current cooperation, FUE realized the following achievements;

FUE presented seven position papers to Government, 5 workplace research surveys, and 3 Employer assessments on among others Employment of Persons with Disabilities (PWDs) and implementation of the Women Empowerment Principles (WEPs). The issues were considered and taken up for appropriate action by the Government.

Over 108 employers adopted best human resources practices through company visits that were conducted

by FUE HR Specialist and selected staff members to the various membership accounts. This mainly included reviewing & offering guidance for their staff contracts, work place policies and HR manuals 89 organizations enlisted in the Employer of the Year Award 16/17 Survey where 83 were assessed and a total of 11 got awarded in the various categories 297 participants attended our 6th Annual Women Leadership conference

FUE continued to host the Global Compact Network Uganda, to promote and facilitate local engagement for companies & organizations to implement the UN Global Compact 10 principles, and the SDGs within their operations.

The GC Network Uganda signed the MOU with the UN Global Compact office for the 2017 work streams. Below is a summary; • Held 6 Network steering committee meetings • Recruited 6 new signatories to the UN Global Compact • Provided support to signatories to submit their COP (reports) • Held 2 Trainings on Business and Human rights-how to implement the Protect Respect & Remedy framework for companies in Uganda • Partnered with FUE & UN Women to conduct a survey on how Ugandan companies implement the Women Empowerment Principles • Partnered with FUE & UN Women and was part of the 6th Annual Women Leadership Conference in 2017 • Engaged 8 companies towards implementing the Children’s Rights and Business Principles under the 2016 partnership with UNICEF & Save the Children • Participated in the UN Global Compact annual local networks forum in April and the Regional meeting in November

FUE Holds a Successful 14th Edition Employer of the Year Awards (EYA) Survey & Best Practise Showcase 2016/2017

It is with great pleasure that we report that EYA 2016/2017 was such a resounding success, we can only say thank you to all who made it possible. This edition was the 14th since EYA’s launch in 2000.

In keeping with precedence, the EYA commenced with a Theming and launch workshop, where HR practitioners decided the area of interest was this time around, would be HR analytics, this was followed by a call for interested organisations to enlist for participation in the broad categories of Large/well established firms, SMEs and Young employers, an exercise that yielded a grand total of 83 organizations. The infield survey then commenced, executed by a team whose mandate stems from a Memorandum of Understanding between The Federation of Uganda Employers-FUE and Makerere University-MUK led by Prof. Julius Kikooma of the Institute of industrial psychology. This team made whole day and in some cases two day survey visits to participating organizations and conducted a thorough questionnaire led examination of the relevant areas with a keen eye on not only written/ documented policy positions, but rather executed policy positions verifiable by evidence and visible impact. This data was then aggregated by the team and results only revealed (to the public and to FUE) for the first time at arguably the most colorful EYA dinner event ever which was held at Kampala Serena Hotel on 20th September 2017.

research and listing of winners (pictures included) are contained in the EYA report. Without a doubt, HR Analytics best practice was elevated to a whole new level by this exercise and you should use this opportunity to benefit yourself, your organization.

All the survey stages received rave reviews from all and sundry with notable commendations coming from CEO’s, HR practitioners both of FUE member organisations and soon to be member organisations, as well as government as was represented by the Minister of Housing Hon. Baryomunsi who promised to interest more government organizations to participate. He represented the speaker of parliament as the Guest of honor.

New category is introduced: As one of several measures in the right direction in as far as encouraging organizations to embrace employment of people with disabilities (PWDs) is concerned, EYA 2016/2017 introduced the Employer of PWDs award. A parallel call for enlistees and survey was successfully conducted country wide and two organizations that scored best in the relevant criteria were awarded as well. This was courtesy of a memorandum of understanding between FUE and NUDIPU.

Child Labour

East African Employers Organisation The East African Employers Organisation (EAEO) is a special fraternity of employers that was legally registered in 2011 with the Government of the United Republic of Tanzania. The core mandate of EAEO is to promote the interests of employers at the regional level. Over the past few years of its existence EAEO has changed from being a platform within the East African Business Council (EABC) into a fullyfledged organisation with two full time coordinators based in Arusha supported by two technical advisors based at the Association of Tanzania Employers (ATE) and the Federation of Uganda Employers (FUE). FUE has been actively engaged with EAEO on issues of free movement of workers and fostering harmonious industrial relations within East African Community.

Specific Objectivities: 1.

To enhance capacity of employers, companies, enterprises and small farmers, organizations, cooperatives and district authorities to participate in social dialogue and child labour policy development and implementation.

To raise awareness and advocacy on child labour, OSH and ILO Conventions 138, 182 and 184 among relevant stakeholders in Gulu and Omoro districts. *

FUE started implementing a project entitled, “Employers Initiative in Eliminating Hazardous Child Labour in Tobacco growing through Social Dialogue� in Omoro and Gulu districts.

The project is being implemented in Gulu and Omoro districts; operating in 3 sub-counties in Omoro district where tobacco is mostly grown and Paicho Sub-County in Gulu. (Koro, Lakwana, Odek and Paicho)

FUE Youth Development Desk

One Dollar Initiative

FUE Youth Development Desk The Federation of Uganda Employers (FUE) Youth Development Desk (YDD) was established to support the growth in membership of FUE especially among SMEs and to address the current unemployment crisis that the country is grappling with. It is therefore intended to facilitate the attainment of Uganda’s Vision 2040. The Youth Development Desk is envisaged to facilitate the process of creating employers for now and for the future. It is also intended at addressing the issue of skills mismatch and shortages with a specific focus on young people in order to ensure that employers have a constant supply of high quality human resource.

FUE Youth Development Desk conducted several Start and Improve Your Business (SIYB) trainings to over 600 youth from Central, Eastern, Western and Northern Uganda. SIYB supports the sustainable development goals by promoting, business development policies that support decent job creation, entrepreneurship and encourage the growth of micro, small and medium enterprises and

productive employment and decent work for all, including the youth and persons with disabilities.

Under Counseling and Placement of Job Seekers, FUE ensured that jobseekers get counseling and career guidance in order to establish their employment needs, training gaps and career aspirations. Also, FUE together with KCCA, Restless Development provided Mentorship & Life skills Development, to the youth (18 – 35 years). Over 2000 youth were equipped with practical skills and experience so that they are more employable and competitive in the labour market. This program was designed as an enabler in the workplace giving the trainees an edge over others in the digital space to acquire gainful employment or practical skills to start up their own businesses.

Despite the significant achievements made to date in Uganda, HIV&AIDS still remains a challenge, with remarkable high HIV prevalence with new infections working population. Under the initiative, ODI aims at making available technology, learning services, supplies and networks through the private sector to spur and leverage resources for existing HIV and AIDS efforts in the country.

Today in-kind investment from hotel, media and manufacturing sectors through free seminar venues, Air-time on electronic media and beverage products with tagline with HIV&AIDS messages reaches the vulnerable adolescent girls and boys who comprise over 70% of general population. Engaging the private sector with their corporate sustainability approaches will support critical HIV and AIDS gaps and challenges that accrue benefits to the business community.

Ultimately this strategy will result into availability and accessibility of quality HIV&AIDS preventionservices, reduced HIV infection and transmission among working population and MARPs, reducedmortality and morbidity, improved child survival, improved productivity and competitiveness ofcompanies, improved health care seeking behaviours and sustaining our businesses.

Engaging Men in Uniform of Uganda Wildlife Authority (UWA) in HIV Prevention

O

ne of the key drivers of the HIV&AIDS epidemic especially among the most at risk populations and those in hard to reach areas is involvement in risky behaviours and sexual life styles which is further aggravated by lack of sufficient knowledge and limited availability, access and utilization of HIV prevention services.

As outlined in UWA workplace HIV&AIDS policy, the Authorityrecognizes that one of the most effective ways of reducing and managing

the impact of HIV&AIDS in the workplace is through the implementation of a behavioural change programme for its staff and community members with whom they interact. Uganda Wildlife Authority (UWA) partnered with Federation of Uganda Employers (FUE) to design and implement an HIV&AIDS Behavioral Change intervention targeting men in Uniform composed of Rangers and guides. This is in line with Point 1 of the 5 Point Plan in the Presidential fast-Track Initiative

on ending HIV&AIDS in Uganda.

The Project covered 4 National Parks of Kidepo, Bwindi, Kibale& Lake Mburo and a total of 582 staff and community members received HIV Testing Services.

It is recommended that organisations; »» Start youth friendly and men friendly services because men rarely report to health facilities. »» Introduce and establish corporate marital counselling for men (CMCM) at the workplace to reduce domestic violence. »» Introduce Men Sex Talks for them to openly discuss about sexual and health experiences. »» Create opportunities for men to ask about health and sexual questions and seek advice. »» Use young women to talk to men (Women to Men Talks) about HIV & AIDS and health through women to men talk’s champions.

Responding to sexual harassment and HIV & AIDS in the flower sector in Uganda The production of flowers is traditionally Labour intensive, with a higher population of the workforce being women in their reproductive age between 20-45years. According to Uganda Flowers Exporters Association (UFEA), the flower farms spend 20-30% of the total production costs on workers welfare. Therefore health concerns for the workers is a priority and highly risky behaviors like sexual harassment, challenge of HIV&AIDS on the workforce is of paramount importance.

With support from Hivos and technical assistance

from Federation of Uganda Employers, six flower farms namely Mairye Estates, Exclusive Cuttings, Wagagai Limited, Fiduga Limited, JP Cuttings and Ugarose flowers have been assisted to strengthen their structures for implementing HIV&AIDS and sexual harassment interventions. Workplace champions were trained and provided with information package to deal with HIV&AIDS and sexual harassment interventions to benefit women and men at the workplace.
