The Business Agenda focuses on employment creation as one of the key cornerstones in the promotion of the attainment of Uganda’s Vision 2040. The business agenda identifies five priority areas for jobs to be created in the economy.

Facilitate skills for Employment and Development Recent years have seen policy-makers and social partners across the world become increasingly concerned with the match between their workforces’ skills and their labour markets’ needs. Skills mismatch, the gap between the skills required on the job and those possessed by individuals, raises the question of the ability of societies to capitalize on their workforces. Skills are also a critical asset for individual workers and firms in a rapidly changing and globalized world. In some developing and emerging countries, where volatile economic growth is accompanied by a poorly educated workforce, skills shortages and an under skilled workforce tend to compromise economic development.

2. Reforming the labour laws The President of Uganda, H.E. Y.K Museveni assented to all the four labour laws in May 2006 after nineteen years of consultation. In the same year, the Minister of Gender, Labour and Social Development (MGLSD) issued a Statutory Instrument to operationalize them. The old laws were not fully in compliance with the core conventions of the International Labour Organization (ILO) which the Government had ratified. It was therefore expected that through the enactment of the new laws, employers and workers would enjoy their rights as provided for in international instruments. Federation of Uganda Employers (FUE) Strategic Plan 2019- 2023 The 2019-2023 strategic plan lays a foundation and key aspects for the Federation of Uganda Employers (FUE) to further leverage on its performance and remain relevant in its capacity to mobilise, represent and advocate for the interests of employers in Uganda. Simply put, this plan sets an agenda for FUE to increase its relevance and engagement with its members (old and new) to ensure FUE remains the leading employer representative for the private sector including multinationals, large companies, SMEs, NGO’s, civil society and Government organizations in Uganda.

The five-year strategic plan puts in place FUE’s medium term goals and objectives with measurable performance indicators for the period 2019-2023. The five-year strategic plan envisions becoming the leading organization in serving employers interest and needs. In preparing this plan, emphasis has been put on aligning FUE’s futuristic performance projections while being mindful of the ever changing customer needs and global environment set targets and standards, the desired targets of the Board to achieve the required relevancy, based on extensive input from staff, performance evaluation by management, employers, input from experts and consultations with FUE stakeholders.

The 2019-2023 strategic plan builds upon the achievements of previous 2014-2018 strategic plan while closing in the gaps where challenges were faced. Some of the achievements made in the previous five year plan include increase in membership through recruitment of over 150 new members, increase in visibility, improved staff capacity to deliver, support to skills development lobbying and advocacy as well as direct partnerships with academic institutions and other organisations, presentation of employers’ views for streamlining of social security, and participation in drafting national policies and laws to facilitate job creation.

The plan aligns FUE’s vision to the emerging global developments such the Sustainable Development Goals (SDGs) specifically Goal 8, the ever changing government priorities as articulated in the National Development Plans (NDPs) and the policy environment to ensure all FUE’s stakeholder needs are met. Thus, the strategy helps to position FUE at the centre of promoting good decent working environment and that employers are not oppressed in their endeavour to contribute towards meeting the Uganda Vision 2040 agenda.

This is a mandatory process and a requirement under the Occupational Safety & Health Act 2006. The department facilitated employers to register their workplaces with the department of occupational safety & health under the Ministry responsible for Labour.

Occupational safety and health sensitisations These sensitisations were half day sessions organized for supervisory teams and persons in charge of safety and health held at employers’ premises/ enterprises to discuss the employers’ obligations and standards/ principles established by the occupational safety and health law.

Strategic Meetings

The department was involved in a number of strategic meetings with social partners to enhance the component of social dialogue; 1. FUE-NOTU Bipartite Meeting on the development of the Social Dialogue Committee held on 26th-27th May 2018.

2. Meeting to Train the Social Dialogue Committee held on 27th July 2018.

3. FUE-NOTU Meeting for signing the Joint Position Paper on the Minimum Wage held on 13th September 2018.

4. 1st Social Partners Meeting for the Review of the Employment Act 2006 held on 20th September 2018.

5. Inauguration Meeting for the Medical Arbitration Board held on 26th October 2018.

6. 1st Review Meeting for the Workers’ Compensation Act 2000 held on 15th November 2018.

2018 was a year that saw the BDS department continue boosting the financial status of the Federation, fully managing the Human Resource function. We commend all members and non members that trusted the Federation to execute their trainings and consultancy assignments, which tremendously supported us to reach this far.

The following were the key objectives that guided BDS to the overall goal of the Federation: 1. Offer consultancy business solutions to both members and non-members to increase FUE’s resource base 2. Increase the contribution of training and consultancy services to FUE’s annual gross revenue 3. Offer functional and motivating Human Resources Support activities to all FUE employees and increase organizational efficiency

Training and development is the field which is concerned with organizational activities aimed at addressing training needs for companies/organisations. In 2018, FUE conducted General and In-house training programs for members and non members, contributing towards enhancing members’ competitiveness by building capacity through training and development for productivity while raising income for FUE. FUEWEC Highlights

Female Future Program Fatmah Nsereko

1. Leadership Development Female Future Program

The Leadership Development Female Future Program (FFP) is implemented by the FUE and is an exclusive female only program. The participants have a total of 15 contact days and the rest is field work with smaller group activities, networking meetings, online assignments and research all through the 9 months of the program. Since 2011, 159 ladies have graduated, 25% have acquired board positions, 37% have got high level jobs, 24% have started their own companies and the rest have got augmented responsibilities in their current employment.

FFP was nominated by ILO as one of the 10 best practices of Gender Equality and Uganda is the first country in Africa to successfully run the program. The 11th cohort graduated at the 7th Annual Women Leadership Conference 2018 with a total of 19 ladies.

2. Annual Women Leadership Conference (AWLC)

FUEWEC holds the AWLC every year and has so far held 7 conferences. The conference brings together women and men from all employment sectors to share leadership ideas, experience and skills.

The 7th Annual Women Leadership Conference was held on the 19th October 2018 under the theme; “Building a lasting legacy: what is yours?� This was delivered in partnership

with the Confederation of Norwegian Enterprise (NHO), UN Women, UN Global Compact Network Uganda and the Swedish Embassy. The conference was attended by about 286 delegates.

3. Female Future Alumni Association, Uganda

The association comprises of all the FFP graduates. It is run by a Board of Directors and also has an investment club. The members of this association meet from time to time for various activities. The Association has been registered by V. Agaba Associates and also acquired a resolution.

4. Networking meetings

These offer a platform for women from different sectors of life to share ideas, opportunities, discuss and give career advice. The first breakfast meeting organized by the Female Future Alumni Association BoD was held on 28th June for the purpose of introducing the Association and its leadership to the alumni as well as networking opportunity.

5. Mentoring Training

Each FFP participant is required to identify and mentor younger ladies from all walks of life. This gives opportunity for sharing experiences, successes and molding younger ladies to prepare for leadership positions in their career and to lead more purposeful life.

Seventh Annual Women’s Leadership Conference (AWLC) Theme: Building a lasting legacy: What is yours?

19th October 2018, Kampala Serena Hotel, Uganda The Annual Women’s Leadership Conference was organized by FUE in partnership with Confederation of Norwegian Businesses (NHO), International Labour Organization, UN Women, UN Global Compact, and the Swedish Embassy. It was attended by over 280 women in Leadership positions and those aspiring, Women on boards, CEOs from the Corporate World, Ministers, Senior Government Officials and Experts from Ministries Responsible for Gender and Labour, Civil Society Organizations, resource persons from leadership training and related institutions, the Sister Employers Organizations within East Africa and Norway (NHO), ILO, UN Women, United Nations Global Compact and Ambassadors.

Seven years ago FUE decided to celebrate the Female Future Program in an extra ordinary way. FUE decided to crown it up all by organizing the Annual Women Leadership Conference which is a graduation platform for FFP participants. The conference was officially opened by Hon. Peace Regis Mutuuzo, the Minister of State for Gender and Culture, Ministry of Gender, Labour and Social Development.

The key note address was delivered by Dr. Deborah FranceMassin, the Director of the Bureau for Employers’ Activities and the panel discussion emphasized the need to do more in the promotion of women in leadership. Twelve (12) CEOs signed up to uphold the Women Empowerment Principles in their respective organizations. In addition, 19 ladies graduated from the Female Future Programme.

Three main recommendations have been made; firstly, UN Women and Federation of Uganda Employers need to support more organisations to sign up to promote the Women Empowerment Principles and to join efforts with other UN agencies to implement Gender Equality Schemes throughout the corporate sector. Secondly, FUE should work in partnership with the Ministry of Gender, Labour and Social Development to enroll members of Parliament into the Female Future Programme. Thirdly, the 2019 conference should be better publicized to ensure better attendance of women from the political sphere.

One Dollar Initiative

Ending HIV&AIDS George Tamale ODI Cordinator

through the Private Sector One Dollar HIV&AIDS Initiative (ODI)

Launched on 7th June 2017 by Mr Michel Sidibe the Undersecretary General of UN and Executive Director UNAIDS, the private sector has geared up and committed to end HIV&AIDS through the One Dollar Initiative.

Approximately 1,324,685 people are living with HIV&AIDS; and of these an estimated 1,141,489 (86%) are on life-long ART treatment. Without increased effort, more people will continue to be added to this pool. The rate of new HIV infections stands at 962 people per week which translates to 137 people being infected with HIV daily or 6 individuals per hour (UNAIDS, 2018). The increasing number of people on life-long ART treatment and the need to prevent new infections both called for an innovative domestic financing mechanism that is sustainable hence One Dollar Initiative.

From the latest National Expenditure Assessment, Uganda’s expenditure budget for maintaining the 1,141,489 patients on AIDS related care and treatment currently stands at over 276 million dollars per year. This includes both the costs of drugs and the equipment used for diagnosis and follow-up to assess the treatment success. This cost is expected to rise as a result of the yet undiagnosed individuals who should step forward to be tested plus the continuous addition of new infections.

Most importantly, up to 93% of the annual AIDS related treatment budget is being supported by external sources through

Development Partners.

The private sector has stepped in as a partner through the One Dollar HIV & AIDS Initiative (ODI) to complement the resources for sustaining the AIDS response as outlined in the Presidential Fast-Track Initiative (PFTI) to end HIV by 2030 through an ENDOWMENT FUND to support treatment and to stop the flow of new infections and support the UNAIDS 90-90-90 target. The Federation of Uganda Employers (FUE) and Uganda Manufacturers Association (UMA) are the Trustees One Dollar HIV&AIDS Initiative.

The Initiative is to encourage every Ugandan to make a minimum voluntary contribution of one dollar (equivalent to UGX4,000/=) per person per year or per month towards an HIV&AIDS free Uganda. With a one-time donation of UGX350,000/= (USD90), one person can be supported with full treatment for a year. However, a one-time investment of Uganda shillings 3,500,000, will support a person on treatment for life. Bigger contributions are welcome from the corporate sector, organizations, private individuals and other well- wishers committed to give more. Recognition will be given in the following plaques: PLATINUM (Support for 280 people, GOLD (140 people), SILVER (70 people), BRONZE (30 people), COPPER (15 people), ALUMINIUM (8 people), IRON (3 people), ZINC (for one person).

On Sunday 9th December 2018, a Charity Walk & Run led by HE Deborah Malac-US Ambassador to Uganda and Mr Patrick Bitature, Chairperson Private Sector Foundation Uganda to raise awareness about ODI and launch contribution platform to the general public.

A total of 719 participants took part in the Walk/Run and they were joined by Dr Karusa Kiragu-UNAIDS Country Director, Dr Maxime Houinato-Executive Director UNWomen, Hon Judith Alyek-Chairperson HIV&AIDS Parliamentary Committee, Ms Amy Cunningham-PEPFAR Coordinator, Dr Nelson MusobaDirector General Uganda AIDS Commission, Prof Vinand Nantulya-Chairperson ODI, Ms Rosemary N Ssenabulya-ODI Vice chairperson, Mr Gideon Badagawa,-Executive Director PSFU, Mr Douglas Opio-Executive Director-FUE, Ms Stella Kentutsi-NAFOPHANU, Mr Daniel Birungi – Executive Director UMA, Mr Wilbrod Owor, Executive Director Uganda Bankers Association, Mr Cephas Birungi, Board Member and Ms Syson Namaganda, Coordinator UCCM Global Fund among others.

Participants also included those from Private sector companies, government agencies, civil society and the UN Community and Head of missions and Embassies. In attendance also was the ODI Governing Board Members, Staff and Entertainment Group.

International Labour Organisations supported the One Dollar HIV&AIDS Initiative (ODI) to Go Online and on Tuesday 13th November 2018, ODI website, online system and HIV&AIDS Walk was launched.

The objective was to; • Promote the visibility of the “One Dollar Initiative” nationally and globally • Increase people’s and organisations to access information about HIV&AIDS, including activities undertaken towards addressing the HIV&AIDS response • Provide a platform for nationals and the worldwide to offer in-kind and financial contributions to the ODI in Uganda.

• Provide real-time access to Information including up-dates on ODI activities, tracking funds generated and utilized, membership and advisory information (feed-back).

Governing Board of the One Dollar HIV&AIDS Initiative Inaugurated Supported by International Labour Organization, ODI Board comprising of Prof. Vinand Nantulya - Chairperson, Rosemary Ssenabulya, Eng.Martin Kasekende, Barbra Ofwono, Gideon Badagawa, Cephas Birungi, Maria Kiwanuka, Wilbrod Owor, Stella Kentutsi and George Tamale were inducted and inaugurated by Mr Patrick Bitature, Chairperson of Private Sector Foundation Uganda and Patron of ODI. Other associate Board members on the ODI Board comprise of Mr David Mawejje -ILO, Trouble Chikoko-UNAIDS, Dr.Nelson Musoba, Jackie Katana, Andrew Kyambadde-HDP, Dr Herbert Turyagyenda-UHF, Dr. Maggie Kigozi CCM Global Fund, Laban Mbulamuko-MoFPED, Cunningham Amy-PEPFAR and Esther Nekambi-UFEA. Promoting enterprise productivity and decent work through sexual reproductive health rights and gender equality at the workplaces.

Leveraging on her strategic positioning and working structures for effective policy advocacy, labour laws reforms and policy formulation and implementation with government and businesses enterprises, FUE entered a new partnership with the Danish Family Planning Association (DFPA).

FUE and DFPA started collaboration since January 2018 through 2021 to promote enterprise productivity and decent work through sexual reproductive health rights and gender equality project. The project aims at improving company and employee productivity, increase availability of workplace health services in health areas that include HIV&AIDS care &treatment, reproductive health /family planning (RH/FP), Occupational Safety and Health (OSH) and implement Global Compact (Corporate Social Responsibility) principles.

FUE members have started benefiting from a wide range of workplace health services including; • Knowledge attitude practices and behaviour (KAPB) survey • Sexual Reproductive Health Rights & Gender Equality training

Child labour project

Child Labour Project On Elimination of Child Labour in Tobacco Growing through Social Dialogue in Gulu and Omoro Districts Child labour committee members received bicycles to monitor and report child labour cases to sub-county and local leaders for action. The project started in October 2017 and ended on the 30th September 2018.

FUE received financial and technical support from ILO/ECLT with the former contributing in terms of human resource.

Main objectives of the project

Project title, “Employers Initiative in Eliminating Hazardous Child Labour in Tobacco growing through Social Dialogue” in Gulu/Omoro districts.

Main Objective:

To contribute to the elimination of worst forms of child labour in Uganda.

Specific Objectivities:

1. To enhance capacity of employers, companies, enterprises and small farmers’ organizations, cooperatives and district authorities to participate in social dialogue and child labour policy development and implementation.

2. To raise awareness and advocacy on child labour, OSH and ILO Conventions 138, 182 and 184 among relevant stakeholders in Gulu and Omoro districts.

Areas of Operation

• The project was implemented in Gulu and Omoro districts • Operated in 3 sub-counties in Omoro district where tobacco is mostly grown and Paicho Sub-County in Gulu.

(Koro, Lakwana, Odek and Paicho)

7. Printed out 400 posters,2 banners. (distributed IEC materials on child labour to drive child labour messages home).

Key Achievements

9. Held three Social dialogue meetings in three Sub counties with Employers, Tobacco farmers (farmers' Associations), relevant public institutions as a tool for influencing the mind set of workers, tobacco farmers, communities and children on the themes of off-farm and on-farm income generating activities and preventive measures against HCL in tobacco growing

1. Conducted a social mapping exercise for 30 lead farmers/stakeholders and identified farmers and associations who are playing complementary role in the prevention of hazardous child labour. Lead farmers, Leaf Technicians, District Agricultural Officers, Agricultural Extension Workers, stakeholders and other district technocrats were invited.

4 sub-counties were identified where tobacco is mostly grown, these were; Koro, Lakwana, Odek and Paicho.

8. Documentation of good practices was done by RUDMEC

2. 400 tobacco farmers were identified who are playing complementary role in the prevention of hazardous child labour.

10. Sensitised and mobilized 30 tobacco farmers in target communities to apply Occupational Safety and Health(OSH) procedure and good practices based on the evidence based practical advice and to monitor children's activities on tobacco farms

3. Conducted a workshop for 30 farmers and stakeholders to enhance their capacity to participate in social dialogue on elimination of child labour in tobacco growing

11. Conducted four community conversation meetings on hazardous child labour and occupational good practices in tobacco. (for 20 participants in each meeting)

4. Conducted three introductory meetings with district and sub-county authorities on HCL.(15 participants per meeting).Invited participants from both Omoro and Gulu districts totalling to 45.

12. Conducted physical visits with ten key stakeholders to 2 organizations involved in combating child labour to learn lessons and good practices which could be replicated in the project areas.

5. Trained 33 employers, workers, CDOs, Tobacco Leaf inspectors and agricultural extension workers in child labour monitoring and reporting using appropriate channels.

13. Conducted a one day workshop for twenty participants from local media houses (both owners and prominent presenters) to raise awareness on the ILO conventions 138,182 and 184.

6. Identified and engaged five relevant institutions/ programmes providing remediation and other social protection services to affected children. The 5 relevant institutions identified were; Alliance One International, Save the Children in Uganda, World Vision, IUF and Omoro and Gulu District Local Government

14. Conducted half day awareness raising workshop with 15 key political leaders, employers and workers to raise awareness on the ILO convention 138, 182 and 184.

15. Conducted two radio talk shows on WDACL theme and

advocated for ratification of ILO convention 184 on local FM radio stations(Mega and Speak FM) 16. Mobilised 30 lead Farmers, potential employers and other stake holders to Mark the World Day against Child Labour national event.

17. Participated in activities/meetings to mark the World Day Against Child Labour both at national and district level.

18. Provided means of transport ( 35 bicycles) to Child Labour Committees in the 4 Sub-Counties of Koro, Odek, Lakwana and Paicho to help them during Child Labour Monitoring and Reporting 19. Provided 8 mobile phones to Chair persons and mobilisers of child labour committees in the 4 Sub-Counties of Omoro and Gulu districts (2 per Sub-County) 20. Translated the brochure from English into the local language (luo) 21. Printed out 4,400 brochures 22. Purchased and Printed 200 “Lesus” for women with Child Labour messages 23. Radio spot messages and DJ mentions on elimination of Child Labour in Tobacco growing on Radio Rupiny and Speak FM (for 1 month) aimed at creating awareness

Way forward and Sustainability

• The project started right from the beginning to tap into the existing government structures like Gulu/Omoro Districts’

OVC coordination team which are mandated to harmonize and coordinate interventions concerning OVC, including child labour within the district.

• Close collaboration and involvement of the District Technical Team • Continuous encouragement of employers to promote education within their localities through financial assistance or donating scholastic materials as CSR • Show casing or recording some of the good practices that some of the employers have implemented that can help to involve other employers in the elimination process and integrate in FUE activities like AGMs. • Facilitating the enactment of by –laws at sub-counties • Involvement of cultural and religious leaders to change their mind set

Lessons Learnt

• It is important to involve key district and Sub-County officials at the beginning of the project • The media played a big role in awareness raising (Dissemination of information and mobilization) • Fighting child Labour is a collective responsibility Child Labour committees at Lakwana Sub-County, Omoro district with AOTU team and FUE team. Committee members received bicycles to monitor child labour activities in tobacco farms

Communication, Marketing and Membership Development The role of Corporate Marketing and Communications is increasingly pivotal and integral to sustainability of organizations. The department thus continues to re-invent as well as customize services and trainings to meet member needs.

Membership Recruitment

The department continues to recruit new members through various strategies including

business clinics, door to door visits to potential members, media campaigns, trainings organized, referrals made by existing members as well as a strong visible advocacy among others.

Through the above interventions, a total of thirty six new members were recruited in 2018.

Membership Retention

The departmental continues to put in place strategies to retain existing and new members. Frequent physical visits are made to members to find out how best they can be served and also to update them on what their association is doing.

The recruitment and retention drive will continue for the organization to acquire the numerical strength needed with its seemingly growing advocacy agenda in a steadily changing economic environment.

Business Clinics

The department conducted three business clinics, one in Gulu, Mbale and Mbarara.

FUE Chinese business clinic

On 7th Aug 2018, we conducted a Chinese Business Clinic at the Kampala Serena hotel, the first one of its kind organized

by FUE in partnership with NHO. The purpose of this seminar was to provide advice to the Chinese employers, contractors and Chinese business community in Uganda with practical tips and guidance on how to comply with the Ugandan labour laws and employment relations requirements in Uganda, among others. We also exposed them to precedents at the Industrial Court and highlighted out the fact that most of these start as simple workplace issues but later escalate to full litigation cases.

In addition, our Executive Director called upon them to become FUE members. He gave an exclusive presentation on the FUE value proposition to the Chinese business fraternity; showing them what and what we intend to give them upon joining FUE. We were graced to have key delegates like Mr Zhang Weidong Chairman – CECCIU, Ms Tori Tveit, Director –NHO, Mr Yu Wu, Deputy Director General – CEC and Ms Zhao Xiufen, Economic & Commercial Counselor - Chinese Embassy as well as HE Susan Eckey, Ambassador - Norwegian Embassy.

In attendance were executives from top Chinese employers in the country.

From random interviews, it was a pleasure to know that the seminar added value to participants. They learnt a lot, and as FUE, it was a pleasure to start an active working relationship with the Chinese business community.

CEO Breakfast Meeting The department organized two CEO breakfast meetings on 26th July 2018 under the theme ‘’staying afloat in a challenging economy’’ and a second one in November 2018 at Sheraton under the theme “Embracing innovation’’ all these were attended by top level CEOs in the country.

News Letters To keep our members updated on what we do, we kept a track record of each event and shared newsletters. The last one being a combined edition that featured from May to December 2017 capturing our activities and any other information relevant to our members. The newsletters were sent out to our mailing list inclusive of HR managers CEOs and key decision makers.

IN 1997, THE GOVERNMENT OF UGANDA LIBERALIZED THE COMMUNICATIONS SECTOR BY SPLITTING THE THEN UGANDA POSTS AND TELECOMMUNICATIONS COMPANY LIMITED (UPTCL), INTO FOUR ENTITIES: • • •

UGANDA COMMUNICATIONS COMMISSION (UCC) - THE COMMUNICATIONS INDUSTRY REGULATOR UGANDA POST LIMITED - ALSO KNOWN AS POSTA UGANDA POST BANK UGANDA - A GOVERNMENT-OWNED FINANCIAL INSTITUTION UGANDA TELECOM - AN INFORMATION TECHNOLOGY AND COMMUNICATION NETWORK COMPANY.

013, saw the consolidation of the Uganda Communications Act, of 1997 and the Electronic Media Act, 1996 that merged UCC and the Broadcasting Council into a single regulatory entity.

This year (2018), UCC celebrates regulation of the communications sector as an independent regulatory body.

INSTITUTIONAL GROWTH In the 20 years of regulation, the Commission has evolved from an embryonic structure into a vibrant complex organization able to cope with new demands and challenges in the sector.

In an effort to bring the services closer to the people, UCC opened up regional of ces in Mbale, Mbara, Masindi, and Gulu.

These have ensured adequate representation of UCC at the regional level, as well as undertaken; project moitoring, stakeholder engagement, consumer awareness, compliance monitoring and inspection of operators.

INDUSTRY GROWTH AND DEVELOPMENT UCC has had a profound impact on the growth of the communications industry Uganda has achieved 100% communications coverage at sub-county level.

Mobile voice communication: At least 85% of land area (geographical coverage) and 95% of the population has access to telecommunication services. Currently the number of users of telephony services is close to 24.26 million (of a total population of 35 million), with a tele-density of 65.37%.

Broadcasting: Uganda has achieved 100% radio signal coverage with 292 operational FM stations. There are twenty-eight (28) Free-to-Air TV stations and six (6) Pay TV stations.

Postal services: The postal sub-sector has strengthened its operations with postal services accessible to 56% of the population.

The sub-sector facilitates the delivery of electronic commerce (e-commerce)

Data/Internet access and usage: Currently, the number of internet sub- scribers is close to eleven million.

Infrastructure development: Both the government and the private sector have continued to invest heavily in infrastructure deployment. The provision of quality service is largely dependent on the availability of ICT Infrastructure. As a result, the sector has greatly influenced service delivery in the public sector as well as enhanced transparency and accountability in governance through enabling citizen participation in the broadcast and print media.

REGULATORY MILESTONES The ICT industry is fast evolving. The products, services and needs of the stakeholders have kept evolving over the years and UCC has had to adapt its regulatory tools and methods to the changing needs. Over the years the Commission has changed licensing regimes, adopted new regulatory tools, equipment and services in ful lment of its statutory mandate.

• The Rural Communications Development Fund (RCDF) – The fund has achieved progressive penetration of ICT infrastructure into education, health, agriculture and governance.

• The Call center – Toll-free call center provides a platform for consumers to interact with the Commission on all consumer related sector issues, in all languages.

• The Digital Logger – 24-hour real time back storage for all broadcast content to ensure compliance to broadcasting and ethical standards.

The Computer Emergency Response Team (CERT) – That protects consumers of communication services as well as critical communication infrastructure online.

The 4 regional monitoring stations That actively monitor the use of the RF spectrum country wide.

A Central Data Repository System (CDRS) - That captures, stores and processes all information from licensees on a web-based platform.

Migration from Analogue to Digital Terrestrial Television Broadcasting (DTTB) Increased consumer empowerment through various advocacy and awareness campaigns such as Consumer Parliament, Girls in ICT, National Conference on Communications, and price compara- tive websites among others.

Capacity building of local content developers and exhibitors though the Uganda Film Festival; as well as the Annual Communications Innovation Awards (ACIA) that recognizes and rewards outstanding ICT innovations.

The future will see to promoting the integration of communications services in other sectors. We hope that government reconsiders lowering taxation on communication gadgets, especially smart phones to increase consumption and ultimately lower costs.

Other focus areas will be in the promotion of online safety, and environmentally sustainable investments and services.

We have created platforms that empower and protect the consumer through dialogues such as Consumer Parliament.

Strong partnerships which have increased Uganda’s influence and visibility in the global ICT space. Uganda is a member of a number of administration councils though which decisions are influenced and policies made.
