Letter from the CEO The amazing staff at Family Service & Guidance Center experienced just about everything in 2013: daunting challenges, exciting innovations and satisfying successes. The implementation of managed care, the success of Mental Health First Aid and a fund raising milestone were among the many noteworthy events and accomplishments. FSGC served 12,027 children, adolescents and families from over 40 Kansas counties with direct services, outreach and education in 2013. This is an incredible team effort, from the clinician who treats the child, to the administrative staff who submit paperwork to insurance companies, to the case managers and attendant care providers who work with the child and family in the community. I marvel at what they are able to achieve. FSGC transitioned into KanCare, a managed care program through which the state of Kansas administers Medicaid. Three different managed care organizations are contracting with the state to provide integrated health care services. Working with three different Managed Care Organizations (MCOs) was a challenge because each has their own unique requirements and rules. Nevertheless, FSGC staff consistently did what was necessary for our children, teens and families to get the services they needed. Mental Health First Aid training became available in our community and has been immensely successful. Participants in this exciting eight-hour training learn how to help persons developing a mental illness or in crisis. Family Service & Guidance Center partnered with Valeo Behavioral Health Care to teach this class across our community to anyone who wants to attend. Nearly 350 people have been trained, and many of them have already used their training to connect with people who are suffering from mental illness. The FSGC Foundation awarded over $258,000 to several projects and programs in 2013. They included $76,000 for the future construction of a playground for school-aged children and $40,000 for the hiring of a full-time community outreach professional to help children get the mental health services they need. Our Early Childhood Intervention Program received their first installment from the Cindy Sue Juby Trust of $114,354. Cindy Sue Juby bequeathed $1.4 million to FSGC in 2012 to support programs for children from birth to age 6. It has been a pleasure working with Cindy’s family to ensure that her wishes are carried out. Finally, our 7th annual Works of Heart Art Event and Auction celebrated a milestone evening last August, raising $100,000. This is the first time Works of Heart has cracked the six-digit mark. The success of this event rests with the tremendous talents of our Featured Young Artists, clients ranging in age from 3 to 17 who share of themselves so generously and allow us to benefit from it. They remind me of the vast potential in all children, and I’m sincerely grateful for that reminder. There were numerous challenges during 2013, but there was also a lot to feel good about. I’m reminded of the movie, “A League of Their Own,” in which manager Jimmy Dugan (played by Tom Hanks) reminds one of his players, “It’s supposed to be hard. If it wasn’t hard, everyone would do it. The ‘hard’ is what makes it great.” Helping children live happier, healthier lives often means overcoming obstacles and meeting problems head on. I’m privileged to work at Family Service & Guidance Center with many wonderful colleagues, and I look forward to 2014 being another year of learning, perseverance, innovation and success for us and for the thousands of children and families we serve. Letter from the Board Chair The need for children’s mental health services in our community continues to grow. That’s why 2014 will see some of the most important expansion and growth since Family Service & Guidance Center completed our centralization onto a three-building campus in 2008. Crisis Resolution Program expansion: FSGC’s Crisis Resolution Program (CRP) has done a tremendous job of helping children avoid placement in a psychiatric hospital. The need for crisis services in our community has increased dramatically in recent years: In 2010, 295 children were referred to CRP; in 2013, the number was 722. That’s an alarming 245 percent increase. FSGC will purchase and renovate a building in Topeka in 2014 that will double CRP’s capacity from 8 children to 16. Plans are for CRP staff to move in by May 1, 2014. A Playground for Older Children: Studies tell us that play offers children opportunities to learn important social and emotional skills, including taking turns, settling conflict and sharing. The challenge for many of FSGC’s children, however, is that they don’t have access to safe places to play. FSGC will be making plans and raising funds to build a safe, enclosed playground for children ages 5-12. FSGC staff are meeting and working with clients on the playground as I write this, and it is slated to be ready for play in Summer 2015. Health Homes and Community Outreach: Mental and physical health care continue to become more and more interconnected. FSGC is partnering with numerous health care organizations in our community to implement Health Homes, a new Medicaid initiative that provides coordination of physical and mental health care for individuals with long-term chronic health issues. Health Homes focuses on the whole person in order to better manage their conditions and help them be as healthy as possible. FSGC will also be locating clinicians in neighborhoods across the community to make our services accessible to more people. Sometimes people are hesitant to come to Family Service & Guidance Center to help their child get the services they need. Others might lack reliable transportation to get to and from appointments. So, FSGC is going to them, locating staff in prominent neighborhood hubs – schools, community centers, churches, etc. – across our community. This kind of outreach has been very successful in other communities and has helped thousands of children get the services they need right in their own neighborhoods. Everyone at Family Service & Guidance Center is very excited about taking these steps forward to ensure that every child, adolescent and family in our community gets the help they need to live a happier, healthier life. Youth Development Program Created nearly 25 years ago, YDP helps at-risk students succeed The staff at Capital City School were at the end of their rope in the early 1990s. Capital City School is for children in grades six through 12 in the Topeka Public Schools. Capital City students are at high risk of dropping out of school. Some deal with mental illness and severe behavioral problems. “Staff were working with students who were unruly and disrespectful,” Anthony Bryan, FSGC Director of Outreach and Healthcare Integration, remembered. Bryan oversaw several therapeutic groups at the time. “Students would get frustrated and leave or get violent. The school knew suspending them wasn’t the answer.” Capital City approached FSGC for help. FSGC tried to find a proven program to replicate, but there weren’t any, so staff developed the Youth Development Program (YDP). Two FSGC group leaders would be at the school five days a week, facilitating groups for students who needed help with social skills, respecting authority, expressing themselves appropriately or who just needed positive direction. Students were referred to the group by school staff, and groups consisted of six to eight students roughly the same age. “While the students were with us, we wanted them to focus on themselves and their emotions and how to handle them,” Anthony Bryan explained. “From day one, I was amazed at how easily YDP staff connected with students. Kids who were having a bad day would ask to go talk to their group leader.” “There was a great sense of belonging among the groups,” Patricia Bryan recalled. She assumed oversight of YDP in the mid-1990s. “Students felt more understood and less isolated. They knew other people who were struggling with the same things.” Nancy Crago, Director of Psychosocial Rehabilitation, said the ability of FSGC’s staff to blend with school staff was crucial. “We showed the teachers that we understood their role, and we educated them about ours,” she said. “Staff were always available to talk with teachers and attend meetings to discuss children’s needs and ready to help if a student was having a rough time.” Anthony Bryan said, “YDP staff became a resource for the teachers right away, and they appreciated having us there because it allowed them to focus on teaching,” Anthony Bryan said. After a couple of successful years at Capital City, FSGC got a call from Eisenhower Middle School who wanted to know if FSGC could bring a similar program to their site. FSGC obliged. Within a few years, more Topeka middle schools had Youth Development Program groups. The Youth Development Program is still going strong today. Tina Stevens, FSGC Team Leader, said that many of the goals are the same, but group leaders us a wider range of approaches to work with students on emotional and social skills. For example, she said service projects are especially effective. “Groups will visit retirement homes or help pack food boxes at Let’s Help or serve lunch at the Rescue Mission. They see the faces of the people they help, and that makes a really big impact.”

Works of Heart event wins big in Vegas National Spotlight Shines on Annual Event Not many people get on a plane bound for Las Vegas, knowing they’re going to come home a big winner. Brenda Mills, Family Service & Guidance Center CEO, did. The Family Service & Guidance Center CEO travelled to Vegas in April 2103 to accept one of a handful of National Council Awards of Excellence on behalf of FSGC’s Works of Heart Art Event and Action. The Award of Excellence was for Artistic Contribution and honors the use of artistic expression in the treatment of individuals with mental illness as well as leading to greater understanding of people struggling with mental illness. FSGC was recognized for their “innovative and inspirational efforts to change the lives of children and families” at a dinner and ceremony attended by more than 600 people at the National Council’s annual conference. Brenda Mills, FSGC Chief Executive Officer, said, “Art can be the perfect outlet for a child’s emotions when words just won’t come. Our children who create art as part of their therapy are experiencing tremendous benefits, and the Works of Heart Art Event celebrates their immense talent.” Linda Rosenberg, President and CEO of the National Council, praised the event as more than an innovative way for children with mental illness to express themselves. “FSGC is nurturing hope and helping these children live happy and productive lives, surrounded by supportive people who love them,” Rosenberg said. Over 350 art enthusiasts and community leaders attend the Works of Heart Art Event and Auction each year. Art created by 10-15 of FSGC’s talented young clients is selected from over 100 pieces created at Art Nights during the winter and spring, and those pieces are auctioned off at the annual event. The artists attend the event with their families and have the opportunity to meet with agency supporters and prospective buyers to talk about what art means to them. Event proceeds benefit the families FSGC serves by ensuring that children’s mental health programs are available in the community. The children’s art pieces sell for as much as $1,500. There’s a much bigger benefit, however, than the $100,000 the event raised in 2013, Mills said. “The smiles on the children’s faces as the bids for their artwork go higher and higher is priceless,” she said. “Every child has vast potential, and once you help them find their niche, it can make a dramatic and positive change in their lives.”

Special Events The 7th annual Works of Heart Art Event and Auction It was a momentous evening for Topeka’s biggest and most unique arts-related event. The spotlight shone brightly on the Featured Young Artists, FSGC clients ranging in age from 3 to 18. Over 350 art enthusiasts, community leaders and agency friends packed the event to bid on a variety of art pieces and other items, and for the first time, an FSGC event raised over $100,000! Money raised at Works of Heart directly benefits the families FSGC serves by ensuring that top-quality, affordable mental health care is available in our community today and for generations to come. As always, the immensely talented Featured Young Artists were the main attraction. They chatted with guests about their art and helped guests remember that children with mental illness have the same hopes, dreams and talents as other kids.

It was a memorable night for our creative Featured Young Artists, and their joy, excitement and artistic expression certainly touched the hearts of those in attendance.

The 17th annual FSGC Outback Day Over 300 people attended the 2013 FSGC Outback Day and enjoyed a delicious lunch while supporting the children and families FSGC serves. This fun event raised over $20,000 through sponsorships, event ticket sales and ticket sales for the always-popular Basket Raffle. Helpful volunteers from Bank of America once again played a major role in ensuring the success of FSGC Outback Day. Events like this can’t happen without enthusiastic volunteers like them.
