The New York State Legislature made some positive inroads on pro-growth issues, according to the legislative scorecard recently released by The Business Council of New York State. The scorecard covered the 2013 and 2014 sessions, and reviewed voting records on specific bills that represent priority issues including business tax reform, state spending and revenue, spending growth, wage law reform, the Brownfield extender, and more. As in past years, the Senate and Assembly Republican conferences generally demonstrate the strongest support for Business Council issues. Ken Pokalsky, vice president of government affairs for The Business Council noted, “A high number of both (Senate and Assembly Republicans) scored 80 percent or more, while members of the Independent Democratic Conference also achieved positive scores.” Our local representatives both scored high in The Business Council rankings. State Senator Cathy Young received an 88 percent, while Assemblyman Andrew Goodell scored 93 percent for their voting records on Business Council priority legislation for the combined 2013-14 sessions. Business Council president and CEO Heather Briccetti said, “Our legislative scorecard shows the Legislature made significant progress on issues critical to economic growth, good jobs and strong communities, with two-house passage of a number of priority issues.” Despite that, there is still work to be done. The scorecard notes there is still unfinished business in energy, health care and other key policy areas for business. Pokalsky added, “It also illustrates the challenges raised by legislation that would impose new costs and new restrictions on the private sector and further impair the state’s economic competitiveness.” The Chamber of Commerce and the Manufacturers Association of the Southern Tier greatly appreciate the hard work of Senator Young and Assemblyman Goodell and their voting record in support an improved business climate in New York State.

Chamber members and non-members alike are welcome to attend the upcoming Chautauqua County Chamber of —2— Commerce Annual Awards Banquet to help honor a number of outstanding people and organizations in our community. The Banquet will be held Thursday, October 9 at the Williams Center on the SUNY Fredonia campus. The Economic Development Award will be presented to Southern Tier Brewing Company. One of the fastest growing companies in Chautauqua County, Southern Tier Brewing is known for its craft beers that are now distributed far and wide. Locally, its facility in Lakewood has become a destination for residents and visitors alike who are interested in brewery tours, tastings, and a myriad of festivals and events held there each year. The Person of the Year Award is going to David Wilkinson, Business Manager of IBEW Local 106. Mr. Wilkinson was instrumental in organizing regional labor unions and local groups to rally to save the NRG plant in Dunkirk in the past year. His leadership and dedication to the project was extraordinarily important to its success. As a result of that work, NRG will convert its plant on the Dunkirk shoreline from coal to natural gas, providing a cleaner and sustained power source as well as maintaining jobs and the county’s single largest taxpaying entity. Each of the six Community Chambers selects a Community Service Award winner to honor as well. They are: Dunkirk Community Chamber, Dr. Raja Gopalan; Fredonia Community Chamber, Joe Russo and the RO Foundation; Hanover Community Chamber, David Kurzawa; Jamestown Community Chamber, Tim Shults; Mayville-Chautauqua Community Chamber, the Children’s Safety Village; WestfieldBarcelona Community Chamber, John Rawlinson. A Snellen eye chart is used by eye care professionals and others to measure visual acuity. Snellen charts are named after the Dutch ophthalmologist Herman Snellen who developed the chart in 1862. The traditional Snellen chart is printed with eleven lines of block letters. The symbols on an acuity chart are formally known as “optotypes”. In the case of the traditional Snellen chart, the optotypes have the appearance of block letters, and are intended to be seen and read as letters. They are not, however, letters from any ordinary typographer’s font. They have a particular, simple geometry in which the thickness of the lines equals the thickness of the white spaces between lines and the thickness of the gap in the letter “C”. Wine Tips Boiling the cork in hot water for a few minutes makes it easier to put back into a wine bottle. Chilling makes wine less sweet. Decanting is typically done to remove sediment from older wines, though it can also help in softening younger red wines. For younger wines, it is best to decant sooner, while older wines should be decanted closer to consumption.

He constantly scratches at his stomach, which is now red and irritated. I tried changing his diet to reduce what I think is an allergy. I used to mix egg into his food; now I just cook vegetables, meat and rice for him and mix in brewer’s yeast. When Barney went in for his booster shots recently, I asked if the vet could give him a cortisone shot to stop the itching. They refused because he is so old, and instead offered two prescription pills and an expensive shampoo. Because I’m on a limited income as a retiree, I refused. So you will need to research and compare. On a personal note, I hope you’ll at least get the medication, which is likely being prescribed to treat an infection as well as reduce inflammation. At the very least, you should call a few different clinics to compare prices for medication, and ask if they offer senior discounts or low-cost services. THE BATTLE FOR TRUMP CONTROL

Trump control is often a decisive factor in the play of suit contracts. Whenever possible, the defenders try to run declarer out of trumps so that they can eventually cash their tricks in the side suits. At the same time, declarer tries to maintain control over the trump suit in order to withstand this attack. Consider this deal where trump control plays a key role. West leads the king of hearts and continues with the ace. After declarer ruffs, he has four trumps left, and so does West. If South were now to play the ace and another trump, he would lose control of the hand and take a bad beating. West would cash the K-Q of trumps and play another heart. When South ruffed,

leaving West with the only remaining trump, the rest of West’s hearts would become tricks, and declarer would go down four! To forestall this, South leads the nine of spades at trick three, not the ace. If West ducks, South gets home safely by cashing the ace and then leading his winners in the side suits. So let’s say West takes the nine with the queen. How does West then proceed? This is a crucial decision, for West’s next play determines the outcome. Since dummy can ruff a heart continuation, West might decide to make a neutral return, such as a diamond or a club. If he did this, declarer would win and play the ten of spades in order to maintain trump control. Whether West won the ten with the king or decided to let the ten hold, the contract could no longer be defeated. But if West, upon taking the nine of spades with the queen, returns another heart, the contract cannot be made. The old bugaboo against giving declarer a ruff-anddiscard does not apply here. In fact, it will cause South endless pain and suffering, regardless of which hand he chooses to ruff in. RELOCATION OF PROFESSIONAL SPORTS TEAMS SINCE 1970 MAJOR LEAGUE BASEBALL

Seattle Pilots moved to Milwaukee and became the Brewers. The MLB would grant Seattle a new franchise in 1977. Second Washington Senators moved to Arlington, Texas and became the Texas Rangers. Montreal Expos moved to Washington, D.C. and became the Washington Nationals. The Expos had split time between Montreal and San Juan, Puerto Rico in 2003 and 2004.

NATIONAL FOOTBALL LEAGUE

• 1982: Oakland Raiders moved to Los Angeles. The NFL refused permission for the move, but the team won the right to relocate in a court case. Baltimore Colts moved to Indianapolis. The team’s offices were slipped out of Baltimore in the middle of the night to avoid a proposed eminent domain seizure by the state of Maryland. St. Louis Cardinals moved to the Phoenix area, playing games in nearby Tempe. The team now plays in another Phoenix suburb, Glendale. The team was renamed the Arizona Cardinals in 1994. Los Angeles Raiders moved back to Oakland after 13 previous seasons, the first “return” relocation of a North American professional sports team. Also the Los Angeles Rams moved to St. Louis. Since then, Los Angeles, the nation’s second-largest market, has not hosted a NFL franchise. Cleveland Browns moved to Baltimore and became the Baltimore Ravens. The move was one of the most controversial in major professional sports history. In response to a fan revolt and legal threats, the NFL awarded a new franchise to Cleveland in 1999, which for historical purposes is considered a continuation of the original Browns franchise. Houston Oilers moved to Memphis and became the Tennessee Oilers. The team originally planned to play both 1997 and 1998 in Liberty Bowl Memorial Stadium in Memphis before moving to their intended destination of Nashville. However, due to poor attendance, the team moved to Nashville in 1998, playing in Vanderbilt University’s stadium. The team was renamed the Tennessee Titans in 1999, when their new stadium was opened. The NFL eventually awarded Houston an expansion team for 2002.

San Diego Rockets moved to Houston. Cincinnati Royals moved to a new primary home in Kansas City and a secondary home in Omaha, carrying the name Kansas City-Omaha Kings. The team ceased Omaha operations in 1975 and became known as just the Kansas City Kings. Dallas Chaparrals became the San Antonio Spurs. New York Nets, one year after the ABA-NBA merger, become the New Jersey Nets. Although the Nets moved within the New York metropolitan area, they dramatically changed their primary market within the area. When representing “New York”, they played in Nassau County on Long Island; their primary fanbase is now in New Jersey. The Nets are scheduled to move again within the New York area in 2012, this time to Brooklyn, at which time they will become the Brooklyn Nets. Buffalo Braves became the San Diego Clippers. New Orleans Jazz moved to Salt Lake City, becoming the Utah Jazz. : San Diego Clippers moved to Los Angeles. Kansas City Kings moved to Sacramento. Vancouver Grizzlies moved to Memphis, Tennessee. Charlotte Hornets moved to New Orleans. New Orleans Hornets moved to Oklahoma City following Hurricane Katrina. The relocation was temporary and the team moved back to New Orleans following the 2006-07 season. The Seattle SuperSonics became the Oklahoma City Thunder.

This is because losing vision lowers defense, so tigers (and many other cats) only purposefully do so when they feel comfortable and safe. Bears make up a part of the diet of many tigers, due to overlapping habitats. Sometimes tigers will imitate the sound of a bear’s prey to lure unsuspecting bears towards them. Tigers live for about 25 years both in captivity and in the wild. There are only about 3,500 tigers left in the wild. There are a greater number in captivity. Tigers are solitary animals and only group together either when permitted by a large kill or in the case of a mother with cubs. Tigers have color vision like humans. Tigers have antiseptic saliva. They lick their wounds to disinfect them. Just like housecats, the markings on a tiger’s fur are also found on their skin, so even a shaved tiger would still show its stripes.

The Minnesota North Stars moved to Dallas and became the Stars; Minnesota was awarded an expansion team in 2000. The Quebec Nordiques moved to Denver and became the Colorado Avalanche. The Winnipeg Jets moved to Phoenix and became the Coyotes. The Hartford Whalers moved corporate offices to Raleigh, North Carolina and became the Carolina Hurricanes. For two years they played home games in Greensboro while an arena was under construction in Raleigh. The Atlanta Thrashers moved to Winnipeg, becoming the latest incarnation of the Winnipeg Jets.
