Foundation Kosovo-Luxembourg (FKL) is a local NGO, which was established in July 2014 with its Head Office in Ferizaj. FKL is the successor to Fondation Caritas Luxembourg (FCL), which operated in Kosovo between 1999 and 2018 and had a regional office in Kosovo from 2007 to 2018. Foundation Kosovo-Luxembourg has continued the support activities to municipalities in Kosovo initiated by FCL and had developed some sectors further in particular southern Kosovo. Foundation Kosovo-Luxembourg is governed by a Board of Directors and a General Secretary. Its main donor is FCL, which is funded by the Government of Luxembourg. Foundation Kosovo-Luxembourg is currently implementing its 4 th Mandate of activities and projects, which is based on the Strategy for 2017-2020; “A holistic approach to fighting poverty”. Foundation Kosovo-Luxembourg has two offices: a Head Office in Ferizaj and a regional office in Mitrovica, with 3 staff dedicated to projects implemented in the North. FKL currently has 10 staff, many of whom were previously employed by the local Foundation Caritas Luxembourg office. The projects and activities listed in this factsheet were implemented during the periods in which the organisation operated as Fondation Caritas Luxembourg and subsequently as Foundation Kosovo - Luxembourg.


COMMUNITY DEVELOPMENT – NORTH AND SOUTH

Community Development is an approach to strengthen selected local communities so that they can better identify and prioritise their needs, advocate for their rights, partner with other authorities and manage their own resources. The project aims to empower local communities and ultimately raise the ability of individuals to become active citizens in their communities, organisations and networks. The main fields of intervention include Education and Income Generating Activities, whilst cross cutting issues such as Gender and Youth are also integrated.

INCOME GENERATING ACTIVITIES

The main aim of the Income Generating Activities Project is to support vulnerable people and those that are eager and able to work, including individuals, businesses and families, in the sustainable establishment of income generating activities to provide or supplement their income. Activities targeting other groups may also be promoted, provided they reflect the priorities identified by local authorities and are in fields with high potential and economic interest for the region, as well as being cost-efficient.

EDUCATION/ INFRASTRUCTURE

The Education project intervenes on several levels, including the provision of scholarships to high school students and direct support to schools and municipal institutions involved in education. The aim of the scholarships is to reduce school dropouts of pupils (especially young girls) from families of poor economic backgrounds. The support to schools helps improve teaching conditions affected by lack of funding. The project addresses the effects of poverty and lack of knowledge, which are the two overarching issues affecting education in all the project locations.

Infrastructure From 1999 to 2018, FKL and FCL focussed on a number of infrastructure projects, ranging from building and renovating schools and medical centres, building playgrounds and revitalising various educational facilities. These projects had a profound effect in the improvement of the education and health system in target municipalities.
