CAMPAIGNING TO SAVE LOCAL CARE AND MENTAL HEALTH SERVICES - DANNY CHAMBERS MP

The government recently announced their spending review which included some investments for our NHS and hospitals. It is welcome news that the government has finally listened to Lib Dem common sense but without fixing social care, putting money into the NHS will be like pouring water into a leaky bucket. Spending risks going to waste if our hospital can’t discharge patients who don’t need to be there because local authorities don’t have the resources for care services.

That funding for local authorities is crucial, because this month I’ve been standing shoulder to shoulder with campaigners fighting to protect vital care services here in Winchester and across Hampshire. The Conservative-run county council has already closed too many facilities and now they’re threatening to close Chesil Lodge Day Centre in the heart of Winchester. That would be a devastating blow for unpaid carers who rely on Chesil Lodge to give them a muchneeded break from caring duties. If we don’t support unpaid carers, more people will be forced into full-time residential care — which ends up costing the council, and taxpayers, even more.

With the political will, proper investment and genuine commitment to care work, we can build a system that supports people with dementia and provides dignity, giving their families the help and hope they so desperately need.

Chesil Lodge is a lifeline for unpaid carers. We cannot let it go without a fight. I urge you to join the campaign to save it by signing the petition at dannychambers.org.uk/chesil-lodge

In Parliament, I’ve been putting pressure on the government over our growing dental crisis- especially in rural areas. In Hampshire alone, 53 dentists left the NHS last year. I’ve called for an urgent rescue plan to fix the broken NHS dental contract, to ensure everyone can get the dental care they need before it becomes an emergency requiring a trip to A&E.

I am delighted to have been appointed to the Mental Health Bill Committee - an opportunity to push for better support for those struggling with mental ill health. Young people’s mental health is a priority for me, so I have met with local organisations like Winchester Youth Counselling and visited schools across the area to understand the challenges young people are facing. I’ll be taking what I’ve learned to Parliament and making sure this mental health bill delivers real change.

Finally, it’s been great to spend much more time in the constituency during recess - from taking part in the Watercress Way sponsored walk organised by Winchester Rotary (raising £2.5k for Street Reach’s Friday Night Football) to dusting off my stethoscope again for a special visit to the Penguin Cove at Marwell Zoo. Helping with the health check ups for the penguins was a perfect way to end the week!

Hanging Baskets

We are delighted to have our new hanging baskets, barrier troughs and pole planters which arrived early June. They are beautful and will certainly bring some vibrant colour to our town.

The baskets this year have been provided by Windowflowers. They are family owned and managed horticultural nursery founded in 1947, specialising in the provision of plants and flowers to luxury hotels, offices and local authorities. They grow over one million plants each year which they use to plant over five miles

of windowboxes and twenty thousand hanging baskets.

They have been featured on TV on both BBC Gardeners World and ITV Love Your Garden as well as on the radio and in the printed media. As well as many private sectors, they currently do work for Winchester City Council, Oxford City Council, Aylesbury Town Council, Newport Pagnell, Berkhamsted, Henley on Thames and many more. So, to say they know their trade is an understatement.

Appearance

Please allow the baskets a short period to settle in. The baskets will soon be covered with foliage but due to transportation, they cannot have this at the time of install. They grow very rapidly and we remain confident that they will give you a fabulous display.

Weight

The baskets weigh between 10Kg and 15kg . If they weighed less they would have to be watered at unsustainably frequent intervals.

Sustainability

The liners are reusable (not single use) and help to conserve water – a scarce resource – by containing it. They are re-used indefinitely and therefore are a more sustainable solution to the previous polythene lined fleece. They will soon be covered by the trailing plants and flowers

They are fully maintained so please refrain from watering yourselves!

Changes at the Top

Two major changes have been announced at the top of the National Garden Scheme. Firstly our President - Mary Berry - has decided that now is the time to step down, having served for ten years in the role. Her successor is to be Alan Titchmarsh, one of Britain’s bestloved gardeners, writers and television presenters. Before taking on the role as President, Mary and her husband Paul were well aware of the amazing work of the NGS, having opened their own garden for 20 years.

The second appointment is that of Dr Richard Claxton, who is to become the new Chief Executive of the National Garden Schemestepping into the shoes of the retiring George Plumptre who has held the post for the last 15 years.

Richard is delighted with the appointment, saying that it is the perfect fit for him. Richard is a keen advocate for gardening and health, and prescribed it for his patients within his work as a GP. He has also written for Gardens Illustrated and Hortus Journal, and has worked in Garden Design. South View House

Planted on heavy clay, the gardens of Mill House are relatively young, but occupy an historic site. They surround a recently rebuilt watermill which generates domestic

electricity. Rural in feel, despite its proximity to Basingstoke, it features a number of differing zones.

Tended solely by the owners, the structure and planting has been chosen to facilitate easy maintenance (by hand, powered machinery and sheep) to save time. Static and moving water provide interest and a haven for waterfowl, pied wagtails, swans and kingfishers.

Twin Oaks Water Garden

JANE AUSTEN 250 WALKS - BEYOND THE BONNETS

Following Winchester Rambler’s sell out series of “Walks With Artists”, our new summer venture is a week long walking festival based on the upcoming “Beyond the Bonnets - Working Women in Jane Austen’s Novels” exhibition at The Arc in Winchester. These free guided walks run during the week of 2nd to 9th August, and range from 4.5 to 9.5 miles. We have chosen the following themes and locations for the walks:

Steventon: Jane’s first 25 years

Literary genius Jane Austen was born in the small village of Steventon in 1775. As we walk in Jane’s footsteps, we pass many places little changed from her day and we begin to see how she was inspired to break the literary mould in concentrating on life as she saw it and addressing human psychology, especially in relationships.

Chawton: the last 8 years of Jane’s life and publication

One of Jane Austen’s letters to sister Cassandra when she lived in Chawton said that “the plan is that we should all walk with her to drink tea at Faringdon” and this walk will do just this minus the tea drinking, unless you bring a flask!

Winchester: her last weeks and resting place

Jane Austen had several connections with Winchester and she would have visited her music teacher George Chard in Georgian Winchester, as well as friends Mrs Heathcote and Miss Bigg who resided in the Cathedral Close. At the end of this walk we consider the last weeks of Jane’s life, following her move to Winchester to seek medical care, and finally we will retrace the route of the mournful procession to her funeral at the Cathedral.

Where to save and invest a lump sum of money

Receiving a lump sum of money – whether it’s from a house sale, business sale, inheritance, or bonus – could create exciting opportunities and long-term financial security for you and your loved ones. However, it can be difficult to know where to put a cash windfall, particularly in times of economic uncertainty.

The decision that’s right for you will largely depend on what you want to do with your money, as well as your needs and goals, which we can help you assess. Here are some of the main options to consider.

Cash savings account

A cash savings account is a good choice to fund shortterm goals, such as a holiday or new car. Holding your lump sum in a cash savings account, rather than investing it, ensures it won’t fall in value just when you need it.

If you don’t need your money for several months, consider a notice or fixed-term savings account, as these may offer higher rates.

UK government bonds

If you’re looking to fund a medium-term goal, UK government bonds (‘gilts’) could be a good choice. These secure savings vehicles are guaranteed by the government and listed on the London Stock Exchange. Gilts are free from capital gains tax (CGT), which is particularly useful for higher and additional-rate taxpayers, who would otherwise pay CGT at 24%.

Stock market

For longer-term goals, such as retirement, you could invest some of your lump sum in the stock market. History shows that it tends to outperform cash and bonds over long periods.

To reduce risk, spread your money across different asset classes, such as equities, bonds and cash, as well as across sectors and regions.

Investment ISA

An investment ISA allows you to grow your lump sum while shielding it from CGT and income tax.

The ISA allowance is currently £20,000. It is a ‘use it or lose it’ allowance, which means you can’t carry it forward from one tax year to the next.

Pension

You can invest up to £60,000 or 100% of your UK relevant earnings (whichever is lower) into pensions each year and benefit from income tax relief, up until age 75.

You might be able to ‘carry forward’ unused annual allowances from the previous three tax years, but the rules are complex, so make sure you seek advice.

Your pension annual allowance might be lower than £60,000 if you earn a high income or have already flexibly accessed your defined contribution pensions.

Alresford Bowling Club

On a sunny day on 1 June, Alresford Bowling Club’s season of internal competitions and tournaments commenced with our ever popular Yardstick Tournament. The idea of the game is any bowl within one yard of the fixed jack is counted as one point for your team. Members are randomly placed in a team which adds to the excitement and fun. It sounds easy but there were some wayward shots and some brilliant ones too, much to the enjoyment/amusement of our spectators!

Congratulations to John Swinney, David Fitzgerald and Gareth Rees who were victorious on the day with the highest number of points and were presented with the Tournament Cup.

This season, one of our members reached the momentous age of 90 years. The Fire Brigade was on standby in case of any potential fire hazards, thankfully our member managed to blow all their candles out safely… eventually! We have welcomed three new player members to our club which brings our total new members to five so far this year. Our friendly matches against other local teams are progressing well and we were pleased to receive a comment recently from one of our competitors, who said how they looked forward to coming to Alresford as they thought we were always friendly, made them feel very welcome and provided an excellent tea too! One of our new members who joined in May and has been playing bowls for over sixteen years said, “It is a privilege to be a member of Alresford Bowling Club”.

We are a very friendly club, situated close to the town, with new and experienced members who are always willing to share their knowledge and love of the game. Our Roll-Ups (practice sessions) are held on Tuesday and Thursday mornings between 10am – noon and Thursday evenings between 6pm – 8pm.

I am pleased to inform you that as from 1 August membership will be half-price (your membership will cease on 31 December 2025).

Not only will you be playing within beautiful club grounds, you will be keeping active, making new friends and learning a new skill or improving on an existing one. You are allowed two free trial sessions before becoming a member (although you are always welcome to come along and watch or pay £5 and play as a temporary member). Once a member, roll-ups cost £3 which includes tea or coffee and a biscuit – amazing value!

We have bowls you can borrow until you are ready to purchase your own. Dress is informal (unless playing in a competition) but flat soled shoes must be worn at all times.

Boomtown is not planning a Finale Fireworks display on the Sunday of the Festival, however, pyrotechnics will be involved in the closing shows on the main stages.

Showcasing the very best of the New Forest and Hampshire, the Show brings together livestock and equine competitors, local producers, local businesses all topped off with lots of delicious food and drink and an exciting timetable of main ring attractions. No matter whether you want to socialise with friends and family, taste delicious food and drink, learn about the New Forest or take advantage of networking opportunities, there's something for the whole family to enjoy at the New Forest and Hampshire County Show.

If animals are what you’re looking for you’ll be spoilt for choice. From the Cattle, Sheep and Equine Competitions. As well as the animals there's countryside traditions and demonstrations, international show jumping, crafts, antiques, art, show ring displays, show gardens, flowers, vegetables, huge variety of food & drink available, local produce, animals galore and over 600 trade strands.

The world famous Heavy Horse Musical Drive will be entertaining crowd this year as the main ring attraction. The New Forest Show remains the only place you can watch sixteen pairs of heavy horses taking part in such a spectacle.

LYMINGTON SEAFOOD FESTIVAL 2025 STANSTED SUMMER FESTIVAL

Heading into its 9th year the Lymington Seafood Festival is the south coast's ‘must visit’ boutique food festival taking place on Friday 11th – Sunday 13th July it is crammed with over 100 different seafood dishes, a chef’s stage hosting the region’s best and a cookery school for foodies of all ages up for learning some new skills.

Set to stunning views across the Solent estuary, expect to sample scallops, lobster, local crab, mussels in various ways, cod cheeks, seafood tacos, mackerel, king crevettes, surf n’ turf as well as dishes from all over the world.

There’s plenty of open fire cooking with Nordic Flammlach salmon and a pop up restaurant with Great British Chef finalist Gavin Barnes serving up a feast of bream, John Dory and red mullet cooked over coals.

The Chef's Stage is hosted by TV foodie Chris Bavin with chefs from Chewton Glen, Lime Wood and The Pig as well as showcasing chefs from the best local restaurants.

An automated call back is a feature of our new phone system, which gives the caller the option to ask for a call back rather than hold on the phone if there is a queue in our busier times. If you select this option, when a member of our Reception Team becomes available the phone system will call you back and when you answer you will be connected to a member of the team.

You will also be sent a text message so you can check your queue position whilst waiting for your call back.

If you miss your call back and you call the surgery back in the same day, your call will be placed as a priority in the queue.

Covid Spring vaccination programme

Over the months of April-June our amazing practice team in addition to our bank practice nurse vaccinated 1100 of our patients who were eligible for their covid spring vaccination. In addition to this our community nurse team & bank practice nurse vaccinated any eligible, truly housebound patients. We would like to

thank our amazing staff who have carried out this vaccination programme in addition to their usual workload, this includes our tremendous Reception team & Management team who are pivotal in the co ordination of the programme. We will update patients as soon as we have been updated by NHS England with regards to if/when their will be an autumn booster program.

Travelling abroad

Immunisations and advice are available through our Travel Service. It is important to make this initial appointment as early as possible - We will be unable to offer travel appointments to anyone travelling with less than (12 weeks) prior to their departure date as in some cases a second appointment will be required with the practice nurse to complete a course of vaccinations. Some vaccines have to be ordered as they are not a stock vaccine. Your second appointment needs to be at least 2 weeks before you travel to allow the vaccines to work. There is still no guarantee we will be able to accommodate your travel request as we have limited capacity, even if you do give us a minimum of 12 weeks notice. You may need to need to book an appointment at a private travel clinic such as the Winchester travel clinic. MPS BACK CALL TO PROTECT CHALK STREAMS FROM HARMFUL PLANNING REFORMS

More than 10 MPs gathered in Parliament Square on Wednesday (4th June) to call on the Government to strengthen planning reforms to protect England’s globally rare chalk streams. The show of cross-party support follows the government’s decision to vote down key chalk stream protection amendments at Committee stage of the Planning and Infrastructure Bill. MPs are now urging the Government to protect chalk streams in their planning reforms, and accept an amendment at the Commons Report stage on 9th June.

Hosted by Hampshire and Isle of Wight Wildlife, in partnership with Wildlife Trusts across the country, the event called for amendments to the Bill that would safeguard irreplaceable chalk streams – biodiverse ecosystems predominately found in Southern England. In Hampshire and the Isle of Wight, iconic rivers such as the Itchen, Test and Loddon, plus Caul Bourne and Lukely Brook on the Isle of Wight, face increasing pressure from over-abstraction of water to serve development in inappropriate locations.

Chalk streams are exceptionally rare, with only around 200 in the world. Despite their international importance, these rivers remain under-protected in planning law. The Trust’s Save Our Chalk Streams campaign is calling for a special protection for these globally rare habitats in planning, which could be delivered by the Planning & Infrastructure Bill.

MPs are working together to create new planning protections for chalk streams, applied

to spatial development strategies created by the Planning and Infrastructure Bill. Chalk streams amendments have garnered significant support among cross-party MPs, with Chris Hinchliff’s amendment at Committee Stage attracting 14 sponsors and Gideon Amos’ amendment attracting nine sponsors.

Lorna Selby, Policy and Advocacy Officer at Hampshire and Isle of Wight Wildlife Trust, said: “Chalk streams are fundamentally irreplaceable habitats which must be protected. We are deeply concerned that recent Government rhetoric has sought to undermine the true significance of these vulnerable habitats and justify the existing gap in protections.

“Today gives us real hope. MPs from across the country and political divide have come together to demand action and speak up for these precious ecosystems. We urge the Government to listen, think again, recognise the shortcomings of existing policy and accept a chalk streams amendment at Commons Report stage.”

ALRESFORD ROTARY

Alresford 10k Road Race

On Sunday 15th June 453 runners enjoyed near perfect running conditions to participate in the 17th Alresford Rotary 10k run, once again a fixture in the Hampshire Road Race League calendar attracting some of the best runners from across Hampshire and beyond. The sunshine, broken clouds and gentle wind propelled the runners around the undulating course through the centre of Alresford, past the watercress beds and out into the countryside. Fred Slemeck (Hercules Wimbledon) won the men’s race in 32 minutes 17 seconds, with Chris Newman (Ryde Harriers) and Andy Greenleaf (WADAC) in second and third. In the women's race Erin Wilmers (Winchester RC) took the honours in 36 minutes 55 seconds with Emma Jolley (City of Portsmouth AC) and Katie Gunn (Bournemouth AC) second and third. They all received a bottle of Louis Pommery English Sparkling wine from the local vineyard and a gift voucher from Run Walk Sport Ltd of Winchester. The rest of the field followed with some fabulous personal performances in trying conditions. The oldest runner in the race was Dr Hugh Bethell in the over 80 category who

As money gets tighter, the County Council is tending to provide only statutory services. Events and support run by local groups really add to the vitality and resilience of our community. But each of these events needs an army of volunteers. The Watercress Way travels through several parishes in the Itchen Valley Division. We host a Dawn Chorus walk, take part in the Watercress Festival in May, and are planning more events over the summer. Like many other organisations, trustees and volunteers are the lifeblood of the charity. If you are a volunteer with any organisation, you will know the rewards of volunteering, either regularly or occasionally. If you’d like to volunteer, here is one option if you can only help occasionally and enjoy being outdoors!

finished in an astonishing 1 hour and 3 minutes. The age category winners (ages 40 to over 80) received hampers of local goodies put together by the Arlebury Cafe which also baked hundreds of delicious cookies for the event. Avoiding imported medals and T shirts, every runner received a cookie baked by the Arlebury Cafe and watercress from The Watercress Company. The race was organised by Alresford Rotary with all profits going to support good causes at home and abroad. The Rotary team are grateful for the significant assistance of students from Perins and local Scouts, Guides and Brownies who organised the water point on the route.

The support of local businesses contributed greatly to the success of the event. Listening

Feeling just a little smug, they sat on the bench together, sipping their coffee. It was early, yet the beach was busy; dog walkers walked dogs, swimmers swam, joggers jogged. The seafront was abuzz - a veritable hive of al fresco activity. The sun was already giving strong hints of the July heat it would shortly unleash on the great British public.

“A coffee is £3.50 at the kiosk,” she observed, pouring herself a cup from the thermos. “And I don’t know how much your quiche would be – if they served quiche at seven in the morning, that is.”

Himself was tucking into his quiche, in between sips of coffee from the thermos. “Quiche Lorraine is just eggs and bacon in pastry. Actually, I’m surprised it doesn’t appear on more breakfast menus. If curried rice with smoked fish and peas is acceptable early morning fare, then so too should quiche.”

She considered that he had a point about the kedgeree.Having forked out a fortune to park close to the beach, she was glad that they hadn’t had to fork out a fortune for breakfast. Thus far, any hopes that their foray onto the sand with their metal detectors would yield gold pieces of eight, doubloons, sovereigns –or even some change for the parking, had been dashed.

Still, they now knew the exact reading for buried tent pegs. So that was good. And they’d already done their steps for the day. Which was excellent. And they’d chatted to a lot of people; no, they hadn’t found any gold, and yes, it would be lovely if they did. All the people said ‘good luck’. Which was nice.

“Pip! Pip!” A woman was calling and running down the sand. Pip, his short Jack Russell legs

moving furiously, was on a mission to intercept a cantering Airedale. Misty-eyed with memories of her own dear departed Flossie, short-legged and, likewise, errant, she commented, “Pip’s not listening.”

The Airedale’s owner was shouting, “Marcus, Marcus!” and running along the beach from the other direction.

“Marcus isn’t listening either. Although I suspect they can both hear.” Himself said, through a mouthful of quiche, blowing shortcrust crumbs into his lap.

“I tell you what is listening ‘though..” he poured himself more coffee from the thermos, “and that’s your ‘phone. Remember that conversation about the dangers of fishing in a storm?” She did – less of a conversation and more of a Ted Talk on carbon fibre.

“Suddenly,” he continued, “my feeds are full of videos of fishermen struck by thunderboltsand-lightning. Very, very frightening..”

Himself waited for her to chirp in with the obligatory, “Galileo, Galileo,” but she was watching Pip and Marcus. As they proceeded in opposite directions, Pip and Marcus now had their owners under control and on a short leash, pulling them along behind them. Awash with fond memories of terrier-ist ownership she said, “Mmnnn?” in an absent-minded way.

“Listening. Your ‘phone. All the time. Unlike spouses.”

“Sorry. Yes, and not just ‘phones. TVs, tablets –anything smart apparently.”

“Would the smart kettle make me a cup of tea if I asked it?” He sounded wistful.

“Give it a go. More chance of the kettle listening to you, than Pip and Marcus listening to their owners.”

Breakfast over, they sallied forth for more pacing and digging. The sun crept higher, hotter - and the golden, sandy expanse was filling up

with families and their beach paraphernalia; Dads dragging trollies laden with day tents, eskies, inflatables, windbreaks, buckets and spades. And, presumably, crates of beer –judging by the number of bottle tops. They now knew the reading for those too. Which was useful.

“Time to go?” Himself suggested. His arm was aching and he’d just narrowly missed a beheading from a fast-moving frisbee.

On the drive home she caught herself wittering on about terriers; “Listen to yourself,” she said, “crazy dog lady”, waiting for some response from the passenger seat. Crickets. Not listening. Apparently not even awake. The early morning expedition, sea air and large quiche combo had sent him off. Bless.

When they arrived home and the tumultuous welcome from the spaniels had subsided, they unpacked the car. Himself was rummaging around – looking in the footwells and the door pockets.

“I think I left my phone in the car park,” he sighed.

“D’ya think it listened to us drive away?” she quipped and was rewarded by a withering look. Then added, “Don’t worry, we’ll go back and find it. Take the dogs this time. We’ll dodge the trolleys, frisbees and beer bottles and let the pack have a quick dip in the sea.”

As the dogs leapt joyfully into the back of the car, Himself said, “I know you miss Flossie. When the pack’s thinned out a little, we’ll look at getting another terrier. She stroked the furry heads and silky ears not wanting the pack to thin out at all, but she was touched.

“I thought you were asleep and didn’t hear me?” “I heard you.” He winked as he climbed back into the car, “But more than that… I was listening.”

It will be a three day event, taking place from Friday 11th July through to Sunday 13th July, and will see an intensive train service operating over the steeply graded route, providing the opportunity to enjoy the sights and sounds of both heritage and modern diesel traction.

This year’s Diesel Gala is a Laira Reunion, gathering some of the team from the Plymouth Laira back together! They were responsible for saving many of the locomotives on the line this weekend.

I have just got elected to the Council - can I make a difference?

MOST WOULD HAVE NOTICED THAT THERE HAVE RECENTLY BEEN SOME LOCAL ELECTIONS

Much has been made about various Councils “changing hands” some being “hung” and others having to postpone elections till next year. Dealing with the latter issue - in Hampshire we only had a few by-elections as we are in the middle of “devolution” with an elected Mayor being sought next May. New Unitary Councils will elect shadow Councillors later and the new organisations hopefully being ready the year after. The TV screens were full of joyous happy victors and down cast losers. Having worked as a Chief Officer in three Councils I have witnessed several scenarios the day after the election. The “day after” is very different.

Newly elected Councillors will quickly be into the Council buildings to be greeted by senior officers who will sign them up and generally point them to the “induction”. The “old” Council Cabinet has gone overnight. The majority party will elect a Leader who in turn will start allocating “Cabinet” posts. If, however, the Council does not have a “majority party” then the wheeling and dealing begins in earnest.

From the officer point of view this is the most difficult outcome to deal with as generally clear political direction is preferred. The outcome of these discussions can be very unpredictable – leading to minority administrations, joint-administrations to all issues going to a vote. The latter is often preferred as its “true” democracy in action – but is the most difficult to manage for the officers.

Together with this – the budget for the year has already been set. For the Counties much

of the cash has already slipped through to Schools directly, Highway contracts already allocated and the Director of Finance advising that the Social Care budget is probably overspending. The need to balance the “inyear” budget will probably be the first task of the “new” Council requiring “savings”. As for the year after -at least the Council has a short breathing space to think about putting up the Council Tax, pleading with Central Government and making more “savings”. This is very much the picture in most County and Unitary Councils – some already near bankruptcy. Even bringing in external auditors to look at the finances would be difficult as the cash to pay them just won’t be there. Also, most Councils would have been down this road many times. A few Councils may still have reserves or be able to generate cash by

selling buildings and other capital assets –these are shot-term answers.

So as an eager keen new Councillor this is a little depressing. The picture in local District Councils could be a little better as they do not have the responsibility for Schools and Social Care. Some have a little more flexibility to support local initiatives and voluntary groups. But all - as they are the “planning authority”will be grappling with the Governments new house building targets.

All these pressing concerns will need to be managed at the same time as Councillors are being urged to contribute positively to the Review of Local Government and the prospect of both these tiers being abolished. So suddenly the enthusiastic win in the election looks a little challenging requiring much thought, wisdom and by-partisanship.

One of the key traits of local government is “Resilience” as elected Councillors and officers are hugely committed to doing their very best for local communities. There is still room for innovation, partnership and making some things happen. But it will be tough!

Local Government

Reorganisation (LGR)

Whilst the work of collating data continues behind the scenes, here are emerging snippets of changes to HMG policy on how we will be organised. The majority of councils in Hampshire and Isle of Wight (HIOW) are still working together but two have splintered, but more interestingly rather than being asked to submit one proposal supported by all authorities, each of the 13 authorities may now submit their own proposal for how all of the HIOW is to be formed into Unitary Councils.

Another emerging (but by no means confirmed) likelihood is that smaller divisions, with one councillor will be the system, representing around 2800 voters. The previous idea of three councillors for enormous areas hit reality when rural areas were better understood. Yet another argument for taking government out of London.

We would never prejudge the boundary commission, and geography can mess up the best laid plans, but in an ideal world that could mean Alresford East plus villages an Alresford West plus villages.

Margot met the Countryside Agency on site to try to establish the cause of the flooding. The flow was restored briefly by subsequent work by a resident, who could not resist trying to resolve the blockage. Four bricks were

removed from the outflow before immovable tree roots and corrugated pipe from the main culvert were found. It has now been referred to the Environment Agency to be examined. Meantime, the path will be closed for safety reasons, the edges are difficult to see, and will be eroded by the water.

West Street Improvements

The saga started in 2008 and goes on. In a meeting held with the Hampshire Highways engineers a list of problems and costs were provided for the changing anything. The engineers also pointed out that at the end of West Street path (the narrowest part) will not be widened. However the main reason for these changed has always been the unsightly visual appearance. An Hampshire County Council report on marker towns highlighted it as ‘an eyesore’. Two recent photographs suggest the reason for this judgement.

On a similar vein the councillors receive many comments from individuals and civic groups on the poor appearance of the town, broken and uneven stone slabs in Broad Street, garnished

with patches of tarmacadam where services have been excavated. We would very much like to see money invested in improving the quality of our streetscape. We have some empty shops at the moment and there is likely to be an economic consequence to these increased signs of neglect. We would be interested in hearing your views.

Kiln Lane Building Upgrading

The building work to make the wooden Swedish houses and cottages in the district more energy efficient and more comfortable is back on track. The Swedish houses were built from imported kits in the immediate post-war years and were put up in many locations not just in Hampshire but around the country. A significant amount of work has been carried out not just in Kiln Lane but across the district to about thirty properties. The upgrading work includes replacing all the old timber cladding with a new and better insulated timber, better doubled glazed windows, better doors, new roofs with excellent insulation, floor insulation and ventilation systems. The residents will benefit from very much lower utility bills.

Makes 1 Loaf Cake INGREDIENTS

2 MEDIUM COURGETTES – 200G APPROX

150G VERY THICK NATURAL YOGURT

2 LARGE EGGS

100ML RAPESEED OIL

200G SELF RAISING FLOUR

1 TSP BICARBONATE SODA

1 TSP GROUND GINGER

150G LIGHT MUSCAVADO SUGAR

100G RAISINS CHOPPED ICING

1 LEMON GRATED ZEST AND JUICE

75G SOFTENED BUTTER

150 – 175G SIEVED ICING SUGAR

METHOD

Preheat oven 180C Gas Mark 5. Line a loaf tin with a strip of baking parchment or a loaf tin liner. Trim the courgettes, grate them using a coarse grater, squeeze the shreds to remove the water and set aside. Beat the eggs and oil together in a jug until thoroughly mixed and set aside.

Combine the self raising flour, bicarbonate of soda, ground ginger, muscavado sugar and raisins in a large bowl and mix, then add the courgettes, yoghurt, eggs and oil. Beat the mixture together to form a thick batter then pour into a loaf tin.

Bake for 45 – 50 mins until golden brown. Test with a skewer to ensure the mixture has cooked through. Remove from the oven and leave to cool, then turn out on to a wire rack and leave until cold.

While the cake is cooling, beat the butter, lemon zest and juice together in a bowl. Add the icing sugar to create a thick, smooth icing. Spread thickly on the top of the cold cake then serve. Decorate with a walnut and sprig of mint if desired.

Ancient Woodland - A celebration of place (19th July - 20 September)

Local artists Mary Waltham and Jackie Amies respond to the surrounding ancient woodlands of East Hampshire.

Ancient woodlands are the richest land habitat in the UK and home to many threatened species. These distinctive and often small tracts of woodland have been largely untouched by humans since before 1600 and cover just 2.5% of the UK.

Undisturbed soils and decaying wood create conditions that encourage species diversity of plants, invertebrates, fungi, birds and mammals. Ancient woods are also a living record of centuries of interaction and interdependence

Like a lot of small businesses Winchester Bar Services started as a side hustle. In 2012 I was working for a company installing equipment into pub cellars, my wife had gone back to university and money was tight. My brother, who was working in the events industry said, “why don’t you set up a bar company, alcohol doesn’t go off, there’s no risk.” From there Winchester Bar Services was born. Fast forward to 2024 and it has been my full-time job since 2017, we have over 30 people who work our bars across the busy summer months, and we have a huge range of events that we service each year. Some of the local events we provide bars at include The Alresford Show, The Romsey Show and we are the bar provider for events at The Guildhall in Winchester. We are proud to have worked with the British Army, BMW and many other local events including The Hat Fair, Winchestival and Southampton & Oxford Pride. We even worked at an event where the Queen was present!

But these large events are not all we do in fact they are only a small proportion. We mainly work with private clients to ensure an incredible bar service at weddings, parties, and corporate events. We bring our fantastic service to your workplace, venue, or home where our team members will set up, serve and then break down

between man and woodland, they often contain remnants of archaeological features such as wood banks, pits and charcoal kilns. No surprise then that these woods are also home to rich and diverse myths and folklore.

Can you help to Save Our Salmon?

In Hampshire’s beautiful River Itchen, wild brown trout swim alongside another of the UK’s remarkable native species: the Atlantic salmon. As a chalk stream — our country’s equivalent of a rainforest or coral reef — the Itchen is a rare and special place for wildlife. But while salmon have been a vital part of this ecosystem for millennia, their future is sadly now in jeopardy.

The UK’s salmon population is threatened by pollution, water abstraction, habitat loss, river barriers, bycatch at sea, and climate change — in fact, it was classified as ‘Endangered’ by the IUCN Red List in 2023. The Itchen is now one of just six English chalk streams that still has a wild salmon population, and only 133 fish returned to the river for spawning in 2022; the lowest number since monitoring began in 1990. While there were around 187 returning adults in 2024, this still represents just 37% of the number needed to maintain the population.

If we lose that population, an irreplaceable part of our natural heritage will be gone forever. The impact will be felt more widely, too: Atlantic salmon share many of the same needs as their fellow salmonids, our wild brown trout. Both species require complex habitat within clean, cold, plentiful water; pressures on one species are bad news for both of them.

To combat this crisis, several organisations have teamed up to create the Itchen Salmon Delivery Plan. The plan, which has been gaining momentum for the last three years, brings together conservation groups, fisheries experts, and environmental organisations in an effort to save this endangered salmon population. The group is now launching a new campaign, ‘Save Our Salmon’ to raise awareness about this urgent issue.

The Wild Trout Trust team have contributed their expertise to the wider work of the group, which includes water quality initiatives and water resources management. But we’re primarily helping both salmon and brown trout by doing what we do best: practical habitat improvement. So far, we’ve assessed the condition of over 20 River Itchen sites and undertaken practical works at 15 of them.

In many places, the riverbed gravels had become a solid mass due to excess sediment, preventing salmon from building their nests (or “redds”) within them. By cleaning the gravels and improving the flow, we’ve created valuable spawning spaces. We’ve also introduced woody material — like trees hinged into the river channel — to provide habitat for juvenile fish and the invertebrates they feed upon. While there are many other pressures that threaten salmon and trout, increasing the survival chances of their eggs is an important step in the right direction.

In the words of our Director, Shaun Leonard: “Our Itchen salmon are in serious trouble, like many other salmon populations around the North Atlantic. Atlantic salmon have a lot in common with our wild brown trout — another iconic native species. So we’re delighted to be able to share our expertise in fish habitat enhancement, to support the Itchen Salmon Delivery Plan. By improving the river’s physical condition, we aim to make it a place where salmon and trout can reproduce and thrive.”

• Make a home for wildlife: If you own or manage a piece of the Itchen, we offer free

Advisory Visits to help you create and maintain good fish habitat.

• Reduce water use: In Hampshire, most of our household water is drawn from the same source that feeds our chalk streams. Using less water in your home and garden will leave more for wildlife.

• Watch what you flush away: Take care to only put three P’s (pee, poo, and paper) down your toilet, to help reduce the risk of sewage spills.

• Look carefully at the warnings on cleaning products and detergents (try to avoid those that say “harmful to aquatic life”).
