JACKIE'S COUNTY CORNER Happy New Year!

Young people in the UK need a better dealand that includes in Hampshire. So it was a real pleasure to be at the launch of Hampshire Cultural Trust’s Children and Young People’s Fund.

Paul Sapwell, the Chief Exec and his team at HCT recognise that funding project by project just isn’t enough: they want to provide opportunities for young people to try new challenges and opportunities with others, through access to culture and the arts, with experienced staff all year round. There are opportunities for activity for young people (and all ages!) on the new equipment funded by Allegra’s Ambition and supported by Winchester City Council at Winchester Sport and Leisure Park (just off junction 10 at Bar End). The equipment is so well thought out and so beautiful, but it’s beauty belies its use. Your own body weight provides the challenge as you climb over, slide off and hang from it. I recommend a visit!

Getting outside in the short days of January can be difficult but a visit to the Alice Holt Forest has exciting marble runs - it’s not just the marble that does the running!

But most worrying of all for parents and for me is that not all young people are thriving in mainstream schools, and the rapidly rising number of children with SEND (Special Educational Needs and Disabilities) is bringing Hampshire and other County Councils to breaking point. The waiting list for ADHD assessment is currently closed leaving parents feeling helpless. The Government has started a consultation which began in December with a series of National online conversations with parents.

I attended the first one and I saw other parents from Hampshire on the call. The panel included Rachel de Souza, the Children’s Commissioner and was hosted by the Minister for School Standards, Georgia Gould.

This consultation is ongoing into 2026.

THE OUTLOOK FOR THE UK PROPERTY MARKET IN 2026 IS BROADLY POSITIVE Most forecasts are pointing toward steady, sustainable growth in both sales and lettings. After several years of economic adjustment and interestrate volatility, confidence is gradually returning, and 2026 is expected to mark a period of stability rather than dramatic swings.

For the sales market, this means activity should strengthen as affordability pressures ease slightly and households who delayed moving decisions in previous years re-enter the market. First-time buyers are expected to remain active due to government support schemes and a greater supply of energy-efficient new homes. Meanwhile, upsizers and movers who postponed plans during higher-rate periods may return, helping to lift transaction volumes. Although affordability will remain a challenge in some higher-priced areas, the overall environment is expected to be more encouraging than in recent years, with gradual, manageable price inflation rather than rapid spikes.

The lettings market is projected to follow a similar pattern of steady improvement. Rental growth, which slowed noticeably in 2025 as supply increased, is expected to stabilise. Rents are forecasted to continue to rise, but at more moderate levels compared with the record increases seen between 2021 and 2023. More rental stock, particularly professionally managed, purpose-built homes should give tenants greater choice, while landlords will likely benefit from stable demand and consistent occupancy.

Overall, 2026 is expected to see both sellers and landlords well-placed to benefit from a market moving steadily in a positive direction.

GARDENING TIPS FOR JANUARY

BY JILL WALMSLEY, EDUCATION TRUSTEE OF HAMPSHIRE GARDENS TRUST January may feel like the depths of winter, but it’s the month that sets the tone for the year ahead in the garden. While the weather is cold and daylight scarce, there’s a quiet sense of renewal beneath the surface. At Hampshire Gardens Trust, we encourage everyone to take inspiration from Hampshire’s historic landscapes — but the same principles of care and preparation start right at home in our own gardens. Here are some helpful tips for the new year:

1. Tidy and Take Stock

After festive distractions, a gentle tidy-up can do wonders. Remove fallen leaves and debris from borders, clear paths, and check for signs of frost damage. Take a moment to assess your garden’s structure — evergreens, paths, and bare branches can help you plan improvements for the year ahead.

2. Prune and Protect

January is a good time to prune apple and pear trees while they’re dormant. Remove dead or crossing branches to shape the tree and encourage strong growth. Check that plant supports, ties, and stakes are secure after winter winds, and protect tender plants with fleece or mulch.

3. Start Early Crops Indoors

For an early start, sow seeds of hardy crops like broad beans, onions, or chillies indoors or in a heated propagator. If you have a greenhouse, check ventilation and clean the glass to maximise light levels for young plants.

4. Feed the Soil

When the ground isn’t frozen, add compost or well-rotted manure to enrich your beds. This will improve soil structure and give your spring plantings a strong foundation.

5. Help Wildlife Through Winter

Keep bird feeders topped up and ensure fresh, unfrozen water is available.

Avoid cutting back all dead stems — they provide valuable shelter for insects and seed for birds.

6. Plan for the Season Ahead

January is perfect for dreaming and designing. Browse seed catalogues, plan your vegetable rotations, and order bulbs or bare-root plants before spring arrives.

Even on the coldest days, a little time spent outdoors can lift the spirits and remind us of the cycle of growth that will soon begin again. RECIPE OF THE MONTH

Winter salad of curried parsnips, leeks and chickpeas A winter salad is a wonderful thing. This is a recipe from Rebecca at Open House Deli in Winchester for a wintry mix of curried parsnips, leeks and tasty, nutririous chickpeas! Perfect for that January detox.

INGREDIENTS

METHOD

• 2 parsnips, cut in half lengthways and into strips • 1 leek • 1 tin of chickpeas • 1 tsp garam masala • 1 tsp curry powder • 25g dessicated coconut • 50g rocket • Juice of 1 lemon • 2cm ginger, grated • 1 tsp tumeric • 2 tbsp tahini • 1 clove of garlic • Olive oil • Salt

Preheat oven to 190c.

Place the parsnips on a roasting tray, coat in garam masala, curry powder, olive oil and salt; roast for 30 minutes. Add the leeks in for the last 10 minutes until golden.

In a separate tray, toss the chickpeas in salt and oil, roast for 20 minutes.

Place the coconut in a pan and dry fry for 5 minutes until toasted.

In a blender, mix the lemon, ginger, turmeric, salt and garlic.

Add a small amount of water to thin.

Mix all the ingredients in a bowl. Transfer to a serving bowl, layer the dressing throughout. Sprinkle some toasted coconut on top.

REAL COFFEE AT HOME: OUR FAMILY HERITAGE MEETS WITH MODERN SPECIALTY If you’re a coffee lover in Hampshire, chances are you have heard about Moon Roast, the small batch roastery quietly serving some of the country’s best brews from its picturesque home on a working farm. Known for its down-to-earth approach, Moon Roast has become a renowned part of the local food and drink scene.

The story began back in 2012, when founder Francis Bradshaw decided it was time to revive his family’s fourgeneration heritage in the coffee and tea trade. CURTIS MUSEUM & ALLEN GALLERY Rediscovering the Allen Gallery Alton’s Allen Gallery is an intimate setting for one of the nation’s most outstanding collections of ceramics. Since autumn 2022, supported by The National Lottery Heritage Fund, Hampshire Cultural Trust has been working to rediscover the Allen Gallery for the people of Alton and the surrounding area, building partnerships with local organisations, hosting workshops, talks, films and undertaking auditing and research to tell the stories of the objects on display.

As always, this past year has been a busy one for the APA, especially as it was a Duck Race year, and once again the people of Alresford turned out in force to help us raise lots of money to put to use in the local community.

The Gallery closed at the end of 2025 for a major refurbishment and is expected to reopen in early 2027. When it returns, visitors will find revitalised galleries, a welcoming community space, and fresh ways to experience our nationally and internationally important ceramics collection. During the closure, the community programme will continue to run from the nearby Curtis Museum.

One of the local projects that we have been able to support again this year is the Alresford branch of the Winchester Food Bank, and a couple of weeks before Christmas we were able to make a slightly more festive delivery, which we hope has made Christmas just a little better for those in our community who are really struggling.

New Alresford Town Council Happy New Year from all at New Alresford Town Council

Brand-new table tennis table installed in Arlebury Park!

We’re excited to announce that a brand-new outdoor table tennis table has now been installed in Arlebury Park, offering a fantastic new recreational activity for residents of all ages.

Alongside the table, new surfacing has been laid to create a safe, comfortable playing area, perfect for friendly matches, family fun, or a quick game in the sunshine.

To make it even easier to get started, bats and balls have been provided in the box located just beneath the table. You are welcome to bring your own equipment if you prefer, but if you find yourself dropping by on a whim, please use those provided and return when you are finished.

Whether you’re a seasoned player or completely new to the game, we invite you to come along, have a go, and enjoy this new community facility. It’s a great way to get outdoors, stay active, and meet others in the local area.

Painting and Maintenance Work Underway at Sun Hill Recreation Ground and Arlebury Park

Residents may have noticed that painting and general maintenance work is currently taking place at Sun Hill Recreation Ground and Arlebury park playgrounds. This scheduled upkeep is part of our ongoing commitment to ensuring that the park remains a safe, welcoming, and enjoyable space for everyone in the community.

As part of this project, the team is refreshing the paintwork on fencing, play equipment, and other fixtures throughout the site. These improvements

to complete the refurbishment. In the meantime, we kindly ask all visitors to be especially vigilant and respectful when entering the building, particularly during wet or muddy weather. Please take extra care with shoes, pram wheels, and sports equipment to help us keep the newly refurbished area looking its best.

Refurbishment Works Complete in Alresford Recreation Centre Reception Area

We are delighted to share that the reception area at the ARC has recently undergone a fresh and much-needed refurbishment. The space has been updated to create a brighter, more welcoming entrance for all visitors, and we hope you enjoy the improvements as much as we do.

A new general notice board has been installed, giving residents and community groups a dedicated place to share updates, events, and information. We welcome contributions, so please feel free to add notices that may be helpful or of interest to others.

In addition to this, the reception area now features new flooring and doors, giving the space a cleaner, more modern appearance. One of the most significant improvements is the installation of a brand-new lift, making the building far more accessible and convenient for all users. Protecting your sight: Why OCT scans should be part of every eye test Many serious eye diseases begin quietly, without pain, discomfort or any noticeable changes to your vision. Conditions such as glaucoma, age-related macular degeneration and diabetic eye disease can progress for years before symptoms develop, by which point damage may already be irreversible.

That’s why early detection is one of the most powerful tools we have for protecting eyesight — and why OCT scanning has become such an essential part of modern, forward-thinking eye care.

An OCT (Optical Coherence Tomography) scan is a quick, completely painless technology that allows us to look beneath the surface of the eye in extraordinary detail.

While a traditional retinal photograph captures a flat image of the back of the eye, an OCT scan goes several steps further. It creates a cross-sectional, 3D-style view of the retina, allowing us to examine the layers beneath where early signs of disease often appear. In simple terms, it’s a bit like having an ultrasound or MRI for the eye — but far more precise.

The process is easy. You simply sit in front of a camera-like device for a few moments while it scans each eye. There’s no contact, no drops and no discomfort. But the amount of information it gives us is remarkable. Subtle swelling, thinning, fluid build-up or structural changes that could indicate the very earliest stages of disease all become visible long before they would show up on a standard image or cause you any symptoms.

This long-term monitoring is particularly important for conditions that develop slowly or unpredictably. Being able to detect a shift early — sometimes years before symptoms appear — gives you the best chance of protecting your vision for life.

Catching concerns early means we can act early. That might involve referring you for treatment, increasing monitoring, or offering lifestyle or eye-care advice tailored to your specific risks. Early intervention is almost always more effective, and with many eye diseases, it is the key to preventing permanent vision loss.

For this reason, we strongly recommend that every adult includes an OCT scan as part of each routine eye examination.

NHS hospital services do not share their images with community opticians, so without regular OCT scans at your eye test, we would have no visual record to track changes. It’s also worth noting that OCT scanning is not included in the national diabetic eye screening programme, so if you have diabetes, it is especially important to request an OCT scan to ensure nothing is missed.

“I never want to see another pig in a blanket,” she groaned, pulling at the waistband of her leggings. “Or a prawn in a duvet. In fact, food wearing any type of bedding will never again pass my lips. Ever.”

She looked at Himself over the half-undecorated Christmas tree, expecting him to agree. He didn’t look entirely convinced, though, it had to be said.

Twelfth Night had arrived; the goblins would be watching and waiting to possess those decorations left up. At least, Himself was just superstitious enough to insist that the decs were all down and back in their boxes before January 6th. “Just in case,” he said.

“Would you like a glass of Baileys?” He offered, tentatively. At her horrified expression, he quickly muttered, “no, silly idea.” Baileys in cocktails, Baileys in hot chocolate, Baileys on ice-cream even – all these had not only seemed perfectly reasonable during Christmas – they’d been mandatory. During New Year too. Right up to the day she went back to work, in fact. But now the thought of alcoholic beverages of any description, sickly, sticky or fizzy, was something she was filing away in a mental drawer labelled, ‘Open in Case of Emergency and/or Burns Night’.

Christmas had cantered off for another year, escorted by a herd of illuminated reindeer - and the decs were down at last. One final sprig of the jolly holly that had adorned the pictures was crackling on the fire with the remnants of the Yule log.

Wrapping paper, cards and crackers bought in the sales, had been packed away with the decorations – to be rediscovered with surprise and delight next December.

Yuletide was gone, but by no means forgotten. A constant reminder of those (not-very-much-salad) days of carefree supping, sipping and snacking, was the uncomfortable snugness of her work wardrobe. The gym membership deals that once flooded her inbox had dried up. The particularly good value ‘twelve days of Christmas’ package would have been handy about now, she thought. Of course, when it had arrived in an email twelve days before Christmas, she’d barely had time to draw one breath, let alone a quick succession of them, panting on a treadmill.

“How about a Quality Street? They’re mostly strawberry and orange, your favourites.” Himself waved the mauve container vaguely in her direction and she thought she might heave. “No?” he murmured as she shuddered and turned a delicate shade of pistachio.

The next morning she dragged the exercise bike into the conservatory from the shed. “It’s going to be lettuce for breakfast, lunch and dinner,” she announced from her seat, pedalling furiously. As Himself and the spaniels exchanged mournful looks, she conceded, “well, maybe not breakfast..”

She’d dusted off the hand weights too and was now stood in the kitchen doing bicep curls and lateral raises. “Five-a-day isn’t the thing, you know – it’s more like seven – or even ten a day! Perhaps vegetarian’s the way to go..”

The dogs hoped she didn’t mean them and slunk off to their bed.

But Himself was very much afraid that she might mean him and sat down at the kitchen table. “That’s a lot of fibre, darling.” He shifted uncomfortably and reached for a satsuma, thinking he ought to make a start.

“I’m going to jog around the block with the dogs and then I’ll construct a healthy meal plan.” There was something evangelical in her energy and Himself felt overcome with weariness just watching her stride out of the front door. He mourned the passing of the festive season and very much fancied a Baileys to go with his Quality Street. There was that nice pie in the fridge that he’d been hoping was for dinner, too. Maybe with some chips..

But her enthusiasm knew no limits. Back from her jog, she bounded out of the door and leapt into her car, returning from the supermarket in no time with the entire vegetable section - and salad stuffs of types he’d never seen before. And hoped he’d never see again.

He took himself off for a bath, having smuggled a little glass of something and a few foil-wrapped somethings into the bathroom beforehand. As he lay in his steamy den, sipping and chewing by turn, he once again heard the whirr of the exercise bike. And sighed.

Sometime later, after a watery nap and a change of clothes, he sauntered into the kitchen to be greeted by an unexpectedly savoury smell. The table was laid. Things looked promising.

“Starving!” She announced, getting the pie out of the oven. “All that exercise just made me hungry. I mean,” she put a large dish of broccoli and peas on the table next to the chips, “I do think we should up our vegetable intake. But,” she said, dishing up hot turkey and ham pie, “let’s not go cold turkey.”

Winchester City Council January 2026

Mayoral Elections Cancelled for 2026 (probably) Government has decided to defer the mayoral elections until 2028. You may be familiar with the phrase ‘order + counter order = disorder’.

The mayor will run the Hampshire strategic authority, be responsible for driving local economic growth, strategic planning/ infrastructure, strategic transport, etc.

Powers and funding will be transferred from government. Quite sound, in that the strategic authority can apply funds where most needed, based on good local knowledge and a mandate from the local electorate. There is a consultation on major changes to councils. Hampshire and the Isle of Wight have 15 councils; government wants views on the options being considered.
