RISK MANAGEMENT MONTH: Building a safety-first fleet culture through continuous risk assessment

More and more fleet operators are taking a proactive stance on road safety and operational risk by shifting the focus from reactive incident management to behaviour-based risk prevention. At the heart of this strategy is the growing emphasis on driver behaviour monitoring and ongoing training – a combination that not only reduces collisions and claims, but also fosters a safety-first culture across both public and private sector fleets.

With advancements in telematics, data analytics, and e-learning platforms, fleet managers now have the tools to assess driver risk in real-time, personalise training, and reward safe driving behaviours – creating an environment of accountability, engagement and continuous improvement…

Understanding the Impact of Driver Behaviour on Fleet Risk

Jim Magner has held a number of senior roles within the Freight Transport Association (now known as Logistics UK) for over 30 years, prior to joining the Driving for Better Business Programme. His roles have included private and public sector, including General Manager of Membership Relations and Sector Head for Retail & Manufacturing at the FTA, being both a member of the Business Board and Senior Commercial teams. Previously he was at Nottinghamshire County Council as a Technical officer in the Highways & Transportation team.

After working in H&S for many years Alison Moriarty noted that there was a massive disparity between the way that on site and on road safety was addressed. Following this she focused on working with drivers and managers, to reduce fleet risk and thereby reduce collisions, injuries, costs and insurance premiums. She has worked in construction, civil engineering, and utilities and has been presented with many industry awards for her success in road safety. This culminated in her being inducted into the Fleet News Hall of Fame in 2025. Alison now works in a consultancy role, helping clients to lower their fleet risk.

David Higginbottom has dedicated his entire career to the transport and logistics industry, specialising in compliance, health and safety, and training.

Currently Chief Executive of Driver First Assist (DFA), an initiative he launched at the Commercial Vehicle Show in 2014.

DFA collaborates with the emergency services to train drivers in incident management and life-saving first aid at road traffic collisions.

DFA is supported by the Department for Transport and delivers training to National Highways, DVSA, and fleet operators across all sectors.

David holds an MBA from Manchester Business School and is a Chartered Fellow of the Institute of Logistics and Transport.

Ross Moorlock is Chief Executive of Brake, the road safety charity, where he has led a transformative period of growth since taking on the role in April 2023. He joined Brake in 2017 and has previously held senior positions including Chief Operating Officer and Business Development Director, drawing on a strong background in professional services to drive strategic and operational development.

Under Ross’s leadership, Brake has more than doubled in size, growing from 37 staff in 2023 to over 70 by 2025. This expansion has significantly increased the charity’s capacity to deliver impact - particularly through Brake’s National Road Victim Service, which now supports over 2,000 families a year following bereavement or serious injury in road crashes.
