The cpo Creed During the course of initiation, you have been caused to humbly accept challenge and face adversity. This you have accomplished with rare good grace. Pointless as some of these challenges may have seemed, there were valid, time-honored reasons behind each pointed barb. Your faith in the fellowship of Chief Petty Officers was necessary to overcome these hurdles. The goal was to instill in you that trust is inherent with the donning of the uniform of a Chief. Our intent was to impress upon you that challenge is good; a great and necessary reality which cannot mar you – which, in fact, strengthens you. In your future as a Chief Petty Officer, you will be forced to endure adversity far beyond what has thus far been imposed upon you. You must face each challenge and adversity with the same dignity and good grace you demonstrated. By experience, by performance, and by testing, you have been advanced to Chief Petty Officer.

In the United States Navy – and only in the United States Navy – the rank of E7 carries with it unique responsibilities and privileges you are expected to fulfill and bound to observe. Your entire way of life is changed. More will be expected of you; more will be demanded of you. Not because you are an E7, but because you are now a Chief Petty Officer. You have not merely been promoted a paygrade, you have joined an exclusive fellowship and, as in all fellowships, you have a special responsibility to your comrades, even as they have a special responsibility to you. This is why we in the United States Navy may maintain with pride our feelings of accomplishment once we have attained the position of Chief Petty Officer. Your new responsibilities and privileges do not appear in print. They have no official standing; they cannot be referred to by name, number, nor file. They have existed for over 100 years, because Chiefs before you have freely accepted responsibility beyond the call of printed assignment.

Their actions and their performance demanded the respect of their seniors as well as their juniors. It is required that you be the fountain of wisdom, the ambassador of good will, the authority in personal relations as well as in technical applications. “Ask the Chief” is a household phrase in and out of the Navy. You are now the Chief. The exalted position you have achieved – and the word exalted is used advisedly – exists because of the service, character, and performance of the Chiefs before you. It shall exist only as long as you and your fellow Chiefs maintain these standards. It was our intention that you never forget this day. It was our intention to test you, to try you, and to accept you. Your performance has assured us that you will wear “the hat” with the same pride as your comrades in arms before you. We take a deep and sincere pleasure in clasping your hand, and accepting you as a Chief Petty Officer in the United States Navy.

Guest speaker Captain Cynthia Judy Director, Fort Belvoir Community Hospital

aptain Judy is a native of Colorado and the granddaughter of a retired Senior Chief Engineman whose sea stories led to her career choice of the Navy. She attended the University of Northern Colorado earning a Bachelor’s of Science degree in Nursing in 1992. Commissioned as an Ensign, she attended Officer Indoctrination School in Newport, Rhode Island.

Her initial orders were to Naval Hospital, Orlando, Florida, where she served as a staff nurse on the Medical Ward and in the Emergency Room. In 1994, she transferred to U.S. Naval Hospital Rota, Spain and was assigned to the Multiservice Ward, Emergency Room, and Surgical Services. In addition, she served as the Lead Nurse for the Space Shuttle Support Team, where she coordinated and participated in missions and training exercises throughout Spain and Africa. Her next assignment took her to the Pacific Northwest, where she served as the Quality Manager for Naval Hospital Oak Harbor, Washington focusing on accreditation, quality care and patient safety. In 2002, she reported to Naval Medical Center Portsmouth, Virginia where she first served as the Division Officer of the Internal Medicine Unit before her selection as the Flag Aide to the Commander. In 2005, she attended Eastern Virginia Medical School in Norfolk, Virginia completing two tracks of study in Epidemiology and Health Management, and earning a Master of Public Health degree. In 2007, she returned to Naval Medical Center Portsmouth where she served as the Head of Health Promotion, as well as the Associate Director for Surgical Services. She was appointed as the Director, Healthcare Business Operations and Tidewater Multi Service Market in April 2010, where she led the local TRICARE contract transition, providing oversight of managed care for 411,000 eligible beneficiaries and 107,000 enrollees with a prospective payment system value of 265 million dollars. In July 2012, she reported to Naval Branch Health Clinic Groton as the Officer in Charge, ensuring optimal support of the Submarine Force and its families. In July 2015, she was appointed as Executive Officer of the Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois, which is the nation’s first fully integrated federal health care center between the Departments of Defense and Veterans Affairs.

She served as Commanding Officer of U.S. Naval Hospital Rota, Spain from August 2017 through April 2019.

Captain Judy’s military decorations include four Meritorious Service Medals, Navy Commendation Medal, three Navy Achievement Medals and various service related awards and campaign ribbons. She is a member of the American Public Health Association and the Honor Society of Public Health, Delta Omega.

The fouled anchor The Fouled Anchor is the emblem of the Rate of Chief Petty Officer of the United States Navy.

The fouled anchor has long been the symbol of the Chief Petty Officer.

In terms of the Chief, the fouled anchor symbolizes the trials and tribulations that every Chief Petty Officer must endure on a daily basis.

Attached to the Anchor is a length of chain and the letters U.S.N. To the novice, the anchor, chain and letters only identify a Chief Petty Officer of the United States Navy, but, to a Chief, these have a more noble and glorious meaning.

The “U” stands for Unity, which reminds us of cooperation, maintaining harmony and continuity of purpose and action.

The “S” stands for Service, which reminds us of service to our God, our fellow man and our Navy.

The “N” for Navigation, which reminds us to keep ourselves on a true course so that we may walk upright before God and man in our transactions with all mankind, but especially with our fellow Chiefs.

The Chain is symbolic of flexibility and reminds us of the chain of life that we forge day by day, link by link and may it be forged with Honor, Morality and Virtue.

The Anchor is emblematic of the hope and glory of the fulfillment of all God’s promises to our souls. The golden or precious Anchor by which we must be kept steadfast in faith and encouraged to abide in our proper station amidst the storm of temptation, affliction and persecution.

The fouled anchor During World War II, Commanding Officers were authorized to advance and promote deserving and qualified Sailors to the highest enlisted rank of Chief Petty Officer. The determination of deserving and qualified could be difficult for the Commanding Officer. The situation also presented challenges to the Sailor who aspired to attain a Chiefs rating. How best to prepare? How to plan and track preparation? How to best display your qualifications? From these dilemmas sprang the original charge books.

Chiefs began to direct First Class Petty Officers to prepare themselves to assume the additional responsibilities by recording all the details of those responsibilities. Ships professional libraries were generally nonexistent or poorly stocked and much had to be learned directly from conversations with the Chiefs themselves and taken down to be studied later. In addition to the technical aspects of the various ratings, Chief Petty Officers also talked to the First Class aspirants about leadership, accountability, supporting the chain of command, and other professional subject matter often using personal experiences to illustrate how something should (or should not) be done. The collection of notes and study material eventually came to be called by some a Charge Book perhaps because the Petty Officers who kept them were their charges; (entrusted to their care) for professional development or perhaps because the entries included charges (authoritative instructions or tasking of a directive nature).

Today’s Charge Book then is a great tradition which has its roots in a magnificent period of our history. Chiefs have preserved it and have returned it to its original purpose. Today’s Charge Book is not entertainment and it is not a vehicle for hazing, however mild. It is valid and valuable learning tool. It is treated with respect and as a badge of honor by all concerned.

Even better, when CPO Initiation season is over, it becomes a treasured keepsake and the repository for the accumulation of the most precious of our career photos and mementos.

GUIDING PRINCIPLES Deckplate Leadership: Chiefs are visible leaders who set the tone. We will know the mission, know our Sailors, and develop them beyond their expectations as a team and as individuals.

Institutional and Technical Expertise: Chiefs are the experts in their field. We will use experience and technical knowledge to produce a well trained enlisted and officer team.

Professionalism: Chiefs will actively teach, uphold, and enforce standards. We will measure ourselves by the success of our Sailors. We will remain invested in the Navy through self-motivated military and academic education and training and will provide proactive solutions that are well founded, thoroughly considered, and linked to mission accomplishments.

Character: Chiefs abide by an uncompromising code of integrity, take full responsibility for their actions and keep their word. This will set a positive tone for the command, unify the Mess, and create spirit de corps.

Loyalty: Chiefs remember that loyalty must be demonstrated to seniors, peers and subordinates alike, and that it must never be blind. Few things are more important than people who have the moral courage to question the appropriate direction in which an organization is headed and then the strength to support whatever final decisions are made.

Active Communication: Chiefs encourage open and frank dialog, listen to Sailors and energize the communication flow up and down the chain of command. This will increase unit efficiency, mission readiness, and mutual respect.

Sense of Heritage: Defines our past and guides our future. Chiefs will use heritage to connect Sailors to their past, teach values and enhance pride in service to our country.
