PRESIDENT’S MESSAGE

I would like to start this article off by introducing myself to the members that are not familiar with me I am currently an active Police Officer on a leave of absence from the Philadelphia Police Department. June of this year will be my 34th year with the City of Philadelphia Police Department.

I started my career in the 22nd Police District in 1990 and was transferred to the 25th District in 1997. Not by my choice. Hahaha, but I would not take those moments back. I have worked with some amazing people along the way and will always have those memories.

I was elected to the position of FOP President on November 1, 2023, when Past President John McNesby stepped down from the position. I officially took office on November 10, 2023, unanimously by our Board of Directors to finish out the term that ends in 2025.

I was Vice President/Chief of Staff under John McNesby during his tenure I also served as a Trustee in my beginning years with the FOP. I am well versed on the daily operations of running the FOP, and I plan to continue to do whatever it takes to make sure our members and their families receive the best benefits we can get for them while maintaining a safe and positive environment for them. I have to say that this has been an extremely exciting couple of months for me since taking over as President.

We have a new Mayor and a new Police Commissioner that have shown in this brief period of time that they care about our men and women in this department, and I look forward to working with them and to help them help us achieve our goals as well as theirs.

It has been an exceptionally long time since we have felt that we could turn to the people running the city and get any assistance. I am hoping

to completely change that narrative and work side by side with them, and not against them. We have a few hurdles to get over in this city as we have seen such a great city, dwindle down to almost nothing.

I have been in contact with politicians on the city and state levels that have openly supported law enforcement in our city, which is a breath of fresh air for all of us I genuinely believe the citizens of this city deserve that much.

I am asking all members to give me the opportunity to show and prove to you that I am the right person to lead this organization in the right direction for the future for all of us. I have a personal stake in putting this organization on the top of the map. With that said, I need all of us to unite as one, and not let the negative distractions get in the way of what we need to accomplish

I made mention of being in contact with the politicians, I will hold each one of them to their words about working with us I will remind them of the movements to defund the police, and how the script has changed to REFUND the police.

I would like to see more politicians standing side by side with us when we are in a crisis instead of listening to and looking at social media for their facts. That would be a victory in itself.

If I start naming some of the issues we currently have in the Police and Sheriff Departments, I will probably need an entire book to write them in. I figured that I would start with one of the most critical issues we have to date, and that would be the manpower. Manpower is one of the most vital components of any business on every level If you do not have the people to do the job, the job becomes more of a burden than a career, as we all know so well going on the last 2½ years now

low in manpower, which has become its own pandemic within the city. We have people leaving at an alarming rate and we cannot fill the positions in enough time to make any kind of impact on improving the losses. You are forced to work overtime, denied days off, and sometimes mentally abused just by going to work putting up with people that demand more than can be given. You earn time as a good employee, but you are punished for what you are entitled to, a simple day off that you have earned. I am confused.

I have heard your complaints, and I will do everything in my power to get us some relief. The city knows how many people we are short, and we know as well. But they still insist on telling the public that we are only short 20% of the budget I will let them continue to use that number if that is what they want to put out there.

When contract negotiations begin, that will be my starting point for increasing the salaries for the members. I am ok starting at 20%. We will see where that goes. There are a number of is-

sues, as I stated, that really need to be addressed, and I plan to mention every one of them. We must remind them of the money they have saved over the past 3 years with barely any recruitment and attrition.

They have talked about civilian positions, and I believe they have started the process. I will look into starting the process of a contract reopener to address the civilian position and express the need for more compensation for the people overworked and understaffed. I do not want to put too much out there; we must stay strategically smart about how we approach these matters.

Just know that we hear what you are saying and what concerns you the most. I will be sending out information soon to keep you updated on what we are doing and how things are working out.

“On Sunday, December 10th Highway Patrol Officers Rycek #6430 and Glenn #3690 responded to a radio call for a person with a gun at Brous and Cottman Ave, upon arrival the suspect fled in his vehicle until he was stopped at Frankford and Welsh Rd where the offender began shooting at Police Even though both Officers were almost immediately shot they were able to engaged and return fire along with other Highway Patrol Officers incapacitating the offender and placing him in custody A benefit was held in their honor where $21,750 dollars was raised. Officers Rycek and Glenn donated the entire amount to the FOP Survivors Fund.”

I am forwarding this letter for inclusion in our Peace Officer Magazine in order to recognize the dedicated service of Corporal Regino Fernandez who is assigned to the Citywide Vice Unit.

Corporal Fernandez, just completed thirty years of dedicated service ( 8-13-93 ) to our police department while also serving twenty years in the Army Reserve. This service is commendable, however his most recent accomplishment is his graduation with a college degree from East Gateway Community College with honors. This opportunity was advertised in our Peace Officer Magazine.

Despite the COVID restriction and daily challenges as a police supervisor, Corporal Fernandez persevered and and graduated with distinction Corporal Fernandez credits his family and the support of the FOP for this accomplishment, and hopes that his success will encourage others to pursue their college dreams

Recording Secretary’s Message

2024 has already been a year filled with change. As you know after 17 years as our President John McNesby stepped down at the end of 2023. I want to start by thanking John His tireless hard work representing each and every one of us has led to a better quality of life for Philadelphia Police Officers and retirees My family and all our families have been directly impacted positively by his efforts I also want to thank John for making me a part of this Board. It has been an honor to serve our membership and I would not be here if it wasn’t for John. Thank you. With that change we have a new President, Roosevelt Poplar I have worked with Roosevelt for several years now and his hard work and commitment to the membership are second to none We are in good hands, and I look forward to working with him in the future

We also have a new Mayor and Police Commissioner What the future holds no one knows but I am extremely hopeful. The recent press conferences and promotions have been the most positive law enforcement and specifically Philadelphia Police Department centered events I have seen in a long time I hope it is a sign of good things to come. I’m sure there will be times we don’t always agree with City Hall and rest assured that we will be your voice and fight for you, but I am hopeful that they recognize how Important we are to the success of the city and that we are treated as such.

I am excited to tell you that we are launching a new tool to help our membership deal with the stresses of the street In recent years we have lost an unacceptable number of Officers to suicide. In fact, I don’t believe that there is anyone in our membership who didn’t know or at least worked with someone who has committed suicide The department and LEHB have several great programs to help our members deal with the stress of this job, but can we do more? The answer is always yes That’s why I along with some brave cops from our membership have spent the last few months working on a new program to promote mental wellness to the membership The goal of this initiative is not to replace existing programs but to be an additional tool to help our membership The importance of mental health programs in law enforcement cannot be overstated, as the nature of police work exposes officers to high levels of stress, trauma, and emotional strain. Police officers frequently encounter traumatic situations, including violent crimes, accidents, and crises. Over time, exposure to such events can lead to psychological distress, post-trau-

matic stress disorder (PTSD), and other mental health issues

As Police Officers we are not comfortable asking for help We are the help We are the ones others asked for help from. It is my belief that this becomes an obstacle for Police Officers seeking treatment for stress and trauma they experience on the street. Our program removes that obstacle and provides access to stress management tools. When utilized these tools can make a significant difference in the mental health of those who need them. This program equips officers with coping skills, resilience training, and stress management techniques to better navigate the challenges of the job. By providing tools for self-care and emotional regulation, our program helps officers maintain their well-being and perform their duties effectively

Law enforcement is a demanding and high-pressure profession that can lead to burnout and compassion fatigue, especially when officers are repeatedly exposed to traumatic events Mental health programs offer strategies for preventing burnout, managing stress, and mitigating the effects of vicarious trauma, ultimately helping officers sustain their well-being and effectiveness over time

They will detail not only how to do them but why they help You can do these exercises anywhere and with complete anonymity I hope if you need them, you try them, BECAUSE THEY WORK!

I look forward to serving you in the year to come I encourage you to come to meetings, events, and fundraisers We have several Survivor’s Fund events coming this spring that are always a great time while raising money for the greatest cause, our Survivors We have the Polar Plunge in North Wildwood on April 6th. Our Survivors Benefit in May And something new this year, we are doing a Survivor’s Fund Phillies game on May 21st $40 will get you a ticket to the Phillies game, tailgate food, and proceeds will all go to the Survivor’s Fund I look forward to seeing everyone

Vice President’s Report

First and Foremost, I hope you are all doing well. It's been some time since I posted an article here, but I felt compelled to help clear up some misinformation regarding my position at the FOP Lodge 5.

As some of you may know, I retired from the Philadelphia Police Department in 2023. My retirement as a police officer has nothing to do with my FOP Vice President position. I am still committed as one of Your Vice Presidents, that I can assure you of. However, I did decide to revise my position at the FOP to a more part time position. Meaning I am focusing on what I have done best for many years, and that is raising funds for Families behind the Badge and survivors.

That has not changed. Actually, I am hoping to make 2024 a record breaking year at our annual events, Polar Plunge and The Ben to the Shore Bike Tour I can only do this with all of your support. The families of our fallen brothers and Sisters need us, and we will never dissapoint them!

I hope this helps clear up the recent misinformation floating around the departments. For those that know me, you know where my dedication and heart are, and that is with the Police Officers and their families. I am not going anywhere anytime soon! Stay safe out there.

Vice President’s Message

CHANGE, CHANGE, CHANGE. Our world is full of change We have a new Mayor; we have a new Police Commissioner, and we have a new FOP President. In my career, there have been two constants: change is inevitable, and cops Hate change! So, change is very difficult, but necessary. I can’t make assurances as to what happens in the Police Department, but with the FOP I can commit to each and every member and their family that our team here at the FOP is prepared to put forth the same level of work and dedication that you have come to expect from us.

As you are well aware, the FOP never stops working on the contract The moment we secure a contract, we get to work on the next contract. We are always seeking new and innovative contract provisions to protect your wages, working conditions and health benefits because we realize that you and your family deserve nothing less. We have already proven this by securing one-year contract extensions for our members in the form of a 5% raise this coming July. We have also secured an extension for our brothers and sisters in the Sheriff’s Department with an upcoming 4.5% raise. While every bargaining unit member is important, I truly believe that the most vital and valued members of our Bargaining Unit are the street cops assigned to the Patrol Districts. It’s probably why I get agitated when members in the Command Staff complain so much.

As for the change in the city and PPD leadership, folks in positions of authority are saying the right things and it appears that all want us to return to the true mission of this police department: public safety and the suppression of crime. After all, it is the reason that most of us are in this very noble profession.

We are seeing subtle but noticeable changes in how the men and women of the police department are viewed and treated by PPD leadership and I hope that we are moving away from the discipline first mentality of the previous administration. The street cops need and deserve more support than they’ve received in the past.

We continue to assist our members who have suffered greatly at the hands of a District Attorney’s Office whose disdain and hatred for the police lead to unequal justice in our great city. We were recently very relieved when our friend and colleague Joe Bologna was found Not Guilty of the ridiculous charges that were levelled against him by our DA. It was proven in court that Joe is a man of character who was simply doing his job that day Joe was fortunate that 12 very diverse and fair-minded Philadelphians saw through the unfair charges leveled against him. We now move forward via the grievance and arbitration process to assist Joe in getting back to his rightful position within the PPD. Those have known and worked with Joe never doubted his strength and resolve but I wonder where one goes to counteract the very public attack upon his reputation that he and his family had to endure. We at the FOP have had the great honor to assist Ryan Pownall as he seeks to clear his name based upon the hell that has been brought down to bear on him and his family by the DA’s office. Ryan recently had his case heard in arbitration and we are hopeful that he will be back in the police department shortly.

who have had their lives upended and careers ruined by an unethical prosecutor. The FOP and our membership stand alongside all of these members and their families. In addition to the support of the FOP, all of our members deserve an increased level of support from the PPD leadership and the city administration in the fight against a DA’s office who seems to target cops rather than criminals. On the DA front, we continue to see an inordinate number of officers being placed on the Brady list If you get placed on this list, please contact us as we have a sample letter for you to send to the DA’s office to preserve your rights and to contest your placement on the list. (As I write this, I’m reviewing several dozen more Brady notifications I just received from Internal Affairs).

Our fundamental purpose here at the FOP is the negotiation of the collective bargaining agreement (the contract) for our members to enhance your wages, working conditions, medical benefits and other benefits to compensate you for the honorable and hard work you do on behalf of the city on a daily basis. After the contract is negotiated, it is our obligation to enforce the provisions of the contract to ensure that the city is complying with the contract and not violating it. We do this via the grievance and arbitration process, and we are by no means shy about doing so. If you believe that the contract has been violated, please reach out to us. This applies to compensation, overtime, vacation and holiday leave, discipline and a myriad of contract provisions. Please let us know if you have concerns or questions

The FOP is the exclusive bargaining agent of all the members in the bargaining unit. Although the FOP wholeheartedly supports and relies on our various ethnic and social organiz a t i o n s , t h e F O P r e m a i n s t h e S O L E a n d E XC L U S I V E e n t i t y r e g a r d i n g m e m b e r representation. For instance, the Commanders Association is not a recognized bargaining agent, the FOP performs that role (and we do

a great job). I wonder how long it would take for the Command Staff to shut it down if over a hundred street cops took a couple hours out of their work day discussing their work woes over coffee and pastries. Note to commanders: FOP meetings are held every 2nd & 4th Tuesday and you ’ re more than welcome (we have currently less than a handful of Captains and above that regularly attend.)

One of the greatest contract provisions we have ever achieved is the Catastrophic Leave Fund. This is a fund where members can donate sick time to a bank and critically ill members who are in danger of going off payroll can utilize donated time to stay on payroll and maintain benefits for themselves and their families. The donation rate has been very good and only those who truly need it have benefitted I can assure that the FOP and the PPD police this program very diligently to make sure there is no abuse. Please consider donating as the donation period is open now. Members helping members is the core of the Fraternity that is the FOP.

When you receive the 5% due this July, the total percentage of pay increases in the last four years will stand at 17 25% While understanding that no amount of money could ever fully compensate a Philadelphia cop for the work you do, that number is pretty significant. Any time you receive a pay increase is a great time to take a renewed look at your entire financial health. You may want to increase your contribution to the Deferred Compensation Plan and review your FOP and private life insurance coverage

Another important resource to access is the Retirement Seminars here at the FOP. The Retirement Seminars are now on our website and are available in one- or two-hour blocks according to topic.

As I begin to draft this article, I started reflecting on my first day at the Police Academy 32 years ago I remember then, signing quite a few payroll deduction documents and I had not even received my first paycheck. However, two of the most important documents I recommend everyone to seriously consider are the Life Insurances offered by the FOP – Lodge 5 and Deferred Compensation. I know no one thinks of death or retirement when they first enter the academy, but considering the attitude towards our profession, you really should. Remember, nationwide, our profession continues to be under attack Take the time to prepare for those unfortunate, untimely occurrences

Whether you choose FOP or other insurance products on your own, I cannot express the importance of having life insurance. It relieves the stress on your family, friends, and / or designees, when regrettably, a death takes place. Unfortunately, I have seen too many families suffer the loss of their loved ones and not have life insurance or when they do, in numerous cases, the wrong beneficiary is listed. Usually from a previous past relationship. Important to note, your FOP dues do not include payment for funerals Preplan and prepare because so often the FOP gets blamed and there is absolutely nothing, we could do about it.

Also, although retirement may appear to be in the distant future, retirees will tell you it does sneak up on you. Deferred Compensation is an excellent way to prepare for retirement to supplement your pension. A countless number of my colleagues regretted not signing up sooner or at all.

Back in December of 2023, I was sworn in and entrusted as the new Pension Board Trustee beginning January of 2024 because of Roosevelt Poplar taking over the reins as President of FOP Lodge #5 I assure you that, although challenging, I will do my best to continue the work of my predecessors. Because I do understand the importance of protecting and ensuring the Pension Fund stays healthy.

I appreciate the vote of confidence in Immediate Past President John J McNesby, current President Roosevelt Poplar, and former Pension Trustee Ron Stagliano in choosing me as the successor. I cannot thank them enough.

According to the Executive Director of Philadelphia Board of Pensions & Retirement Francis X. Bielli, Esq., in the most recent preliminary actuary audit report of the Pension Fund, “Determined it is 62.2% funded and since the 2016 Pension Reforms, the funding percentage has increased approximately 17 4%, Very Impressive ” Also, for those of you currently in the DROP program or considering signing up, the interest rate for the year 2024 is 3.675%.

Killed in the Line of Duty

Sgt. Richard Carrero Mendez #5041

October 12, 2023

Richard Carrero Mendez was killed in the line of duty October 12th 2023. Born in Puerto Rico he became a Philadelphia Police Officer in 2001 and he served in the 25th District for 18 years before being transferred to the Philadelphia Airport, where he served until his last breath. Richard had over 67 certifications and commendations, he created countless memos and spreadsheets, he was one of the first officers at the Real Time Crime Unit and he was one of the first officers of the Major Incident Response Team. In 2014, he was finally able to attend higher education and received his Associates of Science in Business Administration, then two years later in 2016 he received a Bachelor of Science in Business Administration with Summa Cum Laude, and then a year later in 2017 he received a Master of Science in Business Administration.

All while being a full-time Police Officer, a full-time husband, father, son, brother, and friend. He is dearly missed by his wife of 25 years Alexandra, his daughter Mia, his mother Maria, and his three siblings Maria Magdalena Vargas, Jeorge and Ismael Carrero and an army of nieces and nephews, countless cousins, and close friends. Mass of a Christian burial was celebrated 11/24 at the Cathedral Basilica of Saints Peter and Paul and internment with police officers held at Forest Hills Cemetery. He was posthumously promoted to Sergeant and was awarded the Purple Heart, the Valor Award, and the Medal of Honor. He was a good police officer, an even better husband, and the best daddy in the world.

Changes in Leadership, in City Government, the Command level, and the FOP

As days go by in 2024, the effects of recent elections are in place and reactions are starting to develop based upon these changes In City Government, the new Mayor and members of her staff have so far shown that they are on the side of Law Enforcement as the most recent officer involved shootings have shown. These cases, while not easy on the Officers involved, were easier for the politicians to back us as video evidence and other factors backed the officers independently. It is still not lost on us that the Mayor did come out forthwith and immediately backed the troops, as well she should have. Our measure will be the cases where there are no videos or other factors that tend to back the troops. It is hard for police officers, in a frantic situation, to take precious split seconds to activate a button when you are trying to preserve your life or the life of a fellow officer or citizen. We will have to wait and see about these matters.

In the meantime, we still must deal with the current person occupying the DA’s office. We still have no idea if he will have a good relationship with the new leaders, nor do we know how he will deal with new State Laws that have been structured to deal with his office’s lack of tenacity, when dealing with crimes committed on public transit. We do know that he is fighting these laws, but the success of that fight remains to be seen

As far as the Department goes, it was refreshing to get a person from within to head

the rank and file. We all know how the last experiment worked out and dwelling on it is counterproductive, it is over The new Commissioner is someone I worked with when he was new in the department in the 6th District. I can honestly say to all of you, you would have been glad to collaborate with this man. He was a good police officer and supported his fellow workers well. I was in 5 Squad at the time, working in TFP and in plainclothes as a Burglary Detail and I can tell you that he was always there to back us up when requested I believe that experience that he gained as a police officer in the 6th, armed him with an understanding of just what police officers do and helped him as he progressed through the ranks. He is still the same guy and deserves a chance to succeed and earn our support.

Here at the FOP, we too have had a change in leadership and again time needs to be given to allow our new leader the opportunity to show his worth Based on my personal experience with this man, most if not all our members will be happy with the path we follow here.

In closing, it is a time for new beginnings and we all should give these changes a chance to bear fruit. If the fruit that grows is acceptable, it can only be better for the rank and file. However, should it prove to be otherwise, rest assured that this FOP is well equipped to fight any changes that are made that do not benefit the rank and file. That is a promise!

Conductors’ Message

As I write this, winter weather is still upon us, holidays concluded They came and went so quickly, I’m not sure we had a chance to blink. However, we didn’t soar through those special days without our annual morning spent with our most beloved survivor families, the tradition of honoring them will forever continue. They mean everything to us. ALWAYS will.

Since my last article, we experienced the approach of the fall months, the end of 2023 and new 2024 beginnings. These months sadly delivered at the start, very heavy broken PPD hearts, with the loss of our brother, tragically shot and killed, Officer Richard Carrero Mendez A night that his daughter requested him to “call out sick”, but he said he had to “go to work”. Dedication, Service, unending. We also received distressing words that our brother Officer R aul Ortiz had been shot as well in the arm Another fallen officer, another hurt, immeasurable sadness. Prayers of strength extended indefinitely.

Dates from October 2023 to January 31st, 2024, our brothers/sister, seven in all were SHOT IN THE LINE OF DUTY. 2023 was named the most violent year against Philadelphia Police Officers. The Department of Justice data estimates that 16,000 officers suffer injuries after being assaulted on the job each year, of the officers who are assaulted, approximately 53 are feloniously killed by civilians Seems this number, these estimates, annually just continue to climb.

On the labor front, R oosevelt Poplar and the team are working hard to preserve your rights and working conditions The team has already achieved an extension of the 2024 contract award with a 5% raise that kicks in this July for our officers and they are working diligently to prepare for the 2025 contract cycle The team was also able to achieve a contract extension and a 4.5% raise for our hardworking members in the Sheriff’s Office.

Unfortunately, there is little or no manpower on the streets and this extends to every district and every unit. We are all short-staffed and our members are working harder than ever Our team is at the forefront every day fighting for your rights and standing alongside you at the Police Board of Inquiry and at arbitration.

In 2023, we mourned the loss of 270 of our sisters and brothers from the Fraternal Order of Police Lodge #5 Philadelphia. The F.O.P. reaches out to the families offering our prayers and assistance to them. Our Judeo-Christian belief is that it is a good and holy practice to pray for the dead and to care for their families. This is our obligation to those who have gone before us. It is the responsibility of each of us to leave our families a spiritual inheritance. I am reminded of the saying, “There are no atheists in a foxhole.” My father served in the United States Army, First Infantry Division during WWII achieving the rank of Master Sgt One of the battles he participated in was the Normandy Invasion, D-Day. History records that 90% of those who landed at Omaha Beach were killed or wounded. I once asked him how they prepared for the landing and he replied “We knew what the mission was and we all thought we would not survive the landing In preparation, we went and found a Rabbi, Priest, or Minster and made our peace with God, and I have tried to live my life that way. ” Wow, what a priceless gift to leave our families. One study concluded if a father practices his faith 91% of the time the children will follow. Each of us is in a spiritual battle every day and we do not know the hour we will be called to our final roll call, but we should always be prepared spiritually for it. When we reach out to the families of our deceased it gives them great comfort when they have the assurance that their loved one gave that spiritual inheritance.

asked, “When people are dying, what do they talk about? They told me that people who are dying talk to nurses about how they wish they had lived their lives differently I wish I had the courage to just be myself I wish I had spent more time with the people I love. I wish I had made spirituality more of a priority. I wish I hadn’t spent so much time working. I wish I had discovered my purpose earlier. I wish I had learned to express my feelings more. I wish I hadn’t so much time worrying about things that never happened I wish I cared less about what other people thought. I wish I had taken more risks. I wish I had realized earlier that happiness is a choice. I wish I had loved more. I wish I had taken better care of myself. I wish I had been a better spouse. I wish I had paid less attention to other people’s expectations. I wish I had stayed in touch with old friends I wish I hadn’t spent so much time chasing the wrong things. I wish I’d had more children. I wish I had touched more lives. I wish I had pursued more of my dreams.” Great advice for all of us, to reduce our regrets, when we do our exit interview.

On January 8th, Officers Barclay and Farrell responded to a distressing situation at 700 Kerper St, where they found a n u n r e s p o n s i v e j u v e n i l e o n t h e h i g h wa y. T h e o ff i c e r s wasted no time, immediately initiating two-person CPR for the next five to ten minutes until the Philadelphia Fire Department arrived Thanks to their unwavering efforts, the juv e n i l e ' s p u l s e a n d c o n s c i o u s n e s s we r e r e s t o r e d j u s t a s primary CPR responsibility was transferred to Medic 48. The

juvenile was expeditiously transported to Jeanes Hospital, subsequently airlifted to St. Christopher's for essential heart surgery, and survived Lieutenant Jablonski of the Philadelphia Fire Department commended the officers, recognizing that their swift and skilled actions played a pivotal role in saving the young life. On November 6th, Officers Esack and Cobb were engaged in a surveillance operation in an unmarked car at 100 Green Lane due to a surge in thefts from autos While stationed in a lot at that location, they witnessed a black Volkswagen speeding into the area, heading toward the rear of the lot a n d t h e i r c a r. T h e v e h i c l e ' s o p e r a t o r s wi f t l y e x i t e d wi t h a firearm raised. The offender proceeded to point the gun over the hood of the officers' car in their direction and advanced towards them, still armed. In response, Officers Esack and Cobb promptly exited their vehicle and issued orders for the offender to drop his weapon. They successfully took the offender into custody and confiscated a loaded 9mm polymer handgun with 15 rounds from his waistband Their exceptional composure in managing an extremely stressful situation brought it to a peaceful conclusion Great job by Officers Esack and Cobb!

On November 12th, Officers Ferrero and Grant, patrolling undercover in response to a surge in burglaries, displayed exceptional vigilance and proactivity While on the 300 block of S. Camac, they observed two offenders forcibly entering a residence yard by breaking a wooden gate The officers, without hesitation, exited their vehicle, entered the yard via t h e s a m e wo o d e n f e n c e t h a t t h e o ff e n d e r s h a d s e c u r e d shut, and witnessed the offenders attempting to breach an iron security door and gain access through a sliding glass d o o r t o t h e h o m e S wi f t l y a n d c o u r a g e o u s l y, t h e o ff i c e r s identified themselves, subsequently apprehending both offenders in the rear yard of the property. The homeowner, upon arrival, confirmed that the offenders had no permission to enter the yard or the home and revealed a history of prior break-ins Thanks to the proactive patrol and the officers' experience, two offenders were apprehended in an area rec e n t l y p l a g u e d b y b u r g l a r i e s , d e m o n s t r a t i n g r e m a r k a b l e work on the part of these officers Wonderful job!

On October 18th, officers responded to a Burglar Alarm at 6 0 0 N B r o a d S t , d i s c o v e r i n g a p u n c h e d - o u t l o c k a n d a n open property Simultaneously, a Burglary Alarm sounded for a separate location on the same block, prompting Officers Pinto and Macchione to investigate Inside the second location, they encountered offenders attempting to flee. Officer Trush apprehended one, while Officers Reyes and Garr e t t p u r s u e d a n d s u c c e s s f u l l y a p p r e h e n d e d t h e s e c o n d offender. Officers Macchione and Pinto recovered burglary tools and the punched-out locks from both businesses Subsequent interviews with Central Detectives revealed the off e n d e r s ' a d m i s s i o n t o c o m m i t t i n g s e v e r a l a d d i t i o n a l burglaries This coordinated response led to the arrests of both offenders and the resolution of multiple burglary cases, exemplifying the exceptional work of these officers

On February 12th, 2023, during the last tour of duty, P/O Athanasiadis and P/O DelGuidice were patrolling eastbound on Lancaster Avenue when they noticed a silver Kia Optima idling on the 4100 block of Aspen Street Running a check on the vehicle's tag via NCIC/PCIC, they discovered that it was reported stolen with instructions to guard it for prints due to a carjacking at gunpoint in the Northeast Division Approaching the vehicle, they found the offender asleep in the driver's seat When they opened the driver's side door to remove him, he woke up and immediately resisted, initiating a physical struggle. In the midst of this struggle, the officers noticed the offender reaching for something on the passenger seat, which turned out to be a firearm. A fierce struggle ensued inside the vehicle as the officers fought to prevent the offender from accessing the weapon Realizing he couldn't reach the gun, the offender attempted to drive away by quickly shifting the car into gear Eventually, the officers managed to pull him out of the vehicle, but the struggle persisted. They grappled with the offender for several minutes until backup officers arrived and assisted in securing his custody. Once apprehended, a black Taurus 9mm with an extended magazine, loaded with twenty-two live rounds, was recovered. Northeast Detectives were notified, and the a

The officers began to follow the vehicles A short time later the officers observed one of the males outside of his vehicle. The male had a red laser dot on his chest The officers noticed a male a short distance away on the highway. Believing a shooting was about to occur they stopped the male for investigation

Immediately Officer Brennan felt the handle of a firearm in t h e m a l e ’s wa i s t b a n d A v i o l e n t s t r u g g l e e n s u e d f o r t h e firearm The offender broke free and struck Officer Convery in the face. Officer Brennan deployed his taser and the officers were able to take the male into custody

A significant portion of these arrests, 338 to be precise, were related to firearm offenses, with an astounding 290 illegal handguns confiscated from the streets of Philadelphia over this threeyear period Remarkably, these officers demonstrated their unwavering commitment to public safety by arresting six in-

d i v i d u a l s f o r h o m i c i d e a n d s e v e r a l o ff e n d e r s i n v o l v e d i n shootings. O n M a r c h 2 5 t h , a r o u n d 1 0 : 4 4 P M , O ff i c e r S a n c h e z r esponded to a radio call reporting gunshots in the vicinity of 10th and Cayuga Streets Upon arrival, he noticed a male standing on the same corner from which the gunshots were reported As Officer Sanchez approached, the male tried to enter the gated yard of a nearby residence but was thwarted by a locked gate. Realizing he couldn't get in, the male fled f r o m t h e s c e n e O ff i c e r S a n c h e z i n i t i a t e d a f o o t p u r s u i t , loudly issuing verbal commands for the male to stop. After a few blocks, he located the male concealed between two parked vehicles. However, as Officer Sanchez closed in, the male made another attempt to evade him. During a brief struggle, Officer Sanchez and responding backup officers s u c c e s s f u l l y t o o k t h e m a l e i n t o c u s t o d y. A s u b s e q u e n t s we e p o f t h e p u r s u i t p a t h l e d t o t h e d i s c o v e r y o f a 9 m m handgun equipped with an extended magazine loaded with 34 rounds. Furthermore, ten fired cartridge casings were found at the original radio call location Tremendous job by Officer Sanchez and the responding officers!

On November 4th, a concerning situation unfolded as a witness urgently flagged down officers on 3300 N American St, r e p o r t i n g t h e u n s e t t l i n g d i s a p p e a r a n c e o f h e r 2 - y e a r - o l d d a u g h t e r T h e wi t n e s s e x p l a i n e d t h a t , wh i l e a t t e n d i n g t o other family members inside her residence, the child had been taken by an unknown individual Additional witnesses p r o v i d e d c r u c i a l d e t a i l s , i n d i c a t i n g t h a t t h e o ff e n d e r h a d lured the child with candy before swiftly abducting her In response, Lieutenant Sullivan initiated a grid search of the imm e d i a t e a r e a t o l o c a t e t h e m i s s i n g c h i l d . Du r i n g t h i s intensive search, Officers Beyan and Forkay made a critical observation. They spotted an individual walking with a small child in the vicinity of 2nd and Allegheny who matched the descriptions provided by the witnesses The officers acted swiftly, securing the suspect and taking custody of the child. To confirm the identity of the offender, the witness was transported to the scene and positively identified the individual as the one responsible for the abduction. The offender was s u b s e q u e n t l y t r a n s p o r t e d t o S p e c i a l Vi c t i m s , wh i l e t h e y o u n g v i c t i m r e c e i v e d a n e v a l u a t i o n a t S t . On June 5th officers from the 26th district responded to the area of 500 W Lehigh Ave. Officers located a homicide victim with a gunshot wound to the head A crime scene was established, and the investigation began

After the scene was processed, firearm evidence was turned over to FIU at the Office of Forensic Science Officers Welsh and Stott began to investigate the evidence. Through this evidence it was determined by the officers that the defendant may have been involved in a homicide that occurred in Wilmington, Delaware. Once this evidence was gathered and analyzed, contact was made with the Delaware State Police and the officers traveled to their lab a short time later. The evidence was examined at the Delaware State Police lab After hours of microscopic investigation, the officers determined that it was indeed the same weapon used in the homicides

Additionally, Officers Stott and Welsh, along with Philadelphia Homicide, were able to link two additional Philadelphia homicide cases to the same weapon After days of microscope work, Officers Stott and Welsh were positive that all the cases were linked together, and the defendant was arrested and charged with a total of 4 homicide cases. played a vital role in the arrest and charging of a violent murderer, not only in Philadelphia but also in Delaware.

On January 15th, Officers Washington and Boone were on patrol in the 18th District in response to an increase in violent c r i m e i n t h e a r e a W h i l e n e a r t h e 4 4 0 0 b l o c k o f M a r k e t Street, they received information that the suspect in a violent murder was in the vicinity, operating the victim's vehicle, a black Nissan Rogue A short while later, the officers spotted the vehicle in a nearby parking lot. After confirming the license plate, Officers Washington and Boone attempted to stop the vehicle, but the driver disregarded their commands and fled at a high speed. The officers initiated a vehicle pursuit, and after a few moments, the offender crashed into the r e a r o f a n o t h e r v e h i c l e . O ff i c e r s Wa s h i n g t o n a n d B o o n e managed to secure the occupants of the vehicle, who were later transported to homicide after receiving medical attention. Further investigation revealed that the offender had not only murdered the mother of a Philadelphia Police Officer but had also committed a second homicide just days earlier. A fantastic job by Officers Washington and Boone in appreh e n d i n g a d a n g e r o u s s u s p e c t i n v o l v e d i n t h e s e h e i n o u s crimes.

On October 30th, Highway Patrol Officers Galiczynski and Metzger were on patrol in the area of 3200 Kensington Ave. The officers observed a gray Ford Focus traveling southbound The officers conducted a check of the tag which showed the vehicle was in stolen status. They activated their lights and attempted to stop the vehicle The vehicle attempted to turn on G Street when it struck a parked vehicle. The male driver fled the vehicle while holding his waistband Officer Metzger gave chase on foot when the male pulled a gun from his waistband and pointed it in the direction of Officer Metzger At that moment, Officer Galiczynski was able to tackle the offender from his blind side and take him to the ground. The male still had the firearm in his hand. A struggle ensued and the officers were able to take the male into custody without injury.

The officers’ actions on this day removed a gun from the streets and potentially stopped and further violent crimes. Great job officers!

On January 18th, Officer Moreau's exceptional courage and swift response to the sound of multiple gunshots near 58th and Baltimore led to a critical apprehension Upon arriving at the scene, Officer Moreau encountered the victim lying on the sidewalk and immediately apprehended the offender, who was attempting to flee. Simultaneously, off-duty Sergeant Burton, who was in the area, witnessed the offender firing multiple gunshots and promptly provided invaluable support to Officer Moreau. Together, they successfully took the armed offender into custody, recovering not only the weapon but also two fully loaded magazines and a holster Although the victim, sadly, succumbed to their injuries, Officer Moreau and Sergeant Burton's immediate and fearless actions exemplify the highest standards of law enforcement and have made our community safer Outstanding job, officers!

On the evening of August 7th, a newlywed couple arrived a t t h e i r we d d i n g r e c e p t i o n a t F e r g i e ' s P u b o n S a n s o m Street, placing their wedding gift handbag on the gift table, which held a substantial amount of cash, checks, and gift cards When they went to retrieve the handbag at the end of the evening, it had vanished. The manager was able to access surveillance footage from a camera directly above the gift table, revealing a female taking the gift bag as she left the reception with a male companion. The complainants recognized the female offender and promptly contacted the p o l i c e . Du r i n g t h e i n v e s t i g a t i o n , t h e m a l e c o m p a n i o n reached out to arrange a meeting with the complainants, l e a d i n g t h e m t o s e t u p a r e n d e z v o u s a t t h e Ri t t e n h o u s e Hotel in Rittenhouse Square. taker, and Gibson established surveillance across from the hotel and intercepted the male and female when they arrived in a blue Mazda CX5. The officers took them into custody and found the gift bag, which contained the missing cash, checks, and gift cards. vehicles. Ten days after the initial robbery, detectives-initiated surveillance at 4900 Royal Street, spotting a suspect unlocking and entering a vehicle. The detectives swiftly arrested the suspect for the stolen auto and executed search warrants at his residence and the vehicle, yielding significant evidence, including clothing worn during the robberies, a 9mm Glock, and items belonging to multiple victims The relentless teamwork and diligence led to the neutralization of a significant threat, resulting in charges against the offender. On August 14th members of the Narcotics Strike Force attempted to serve a search and seizure warrant on the 3700 block of north 15th Street. During the pre-warrant surveillance, Officers observed a narcotics transaction. Moments later, a male exited the warrant location on the block carrying a large duffle-bag and entered another house on the block After the original warrant was served and several prisoners were secured, Strike Force officers attempted to secure the second location for a warrant. While officers made their way to the rear of the house on the 1st floor, they were met by a heavy barrage of automatic g u n f i r e wi t h o n e o ff i c e r b e i n g s h o t . These officers were pulled to safety by their fellow brothers and sisters O ff i c e r s t o o k u p p o s i t i o n s o n t h e o u t s i d e o f t h e p r o p e r t y while taking cover. On Friday, July 21st while assigned to a protection detail around 5oo Bainbridge St Sgt Kolenkiewicz and Officer Torres heard a person screaming and a dog frantically barking. They began walking down the block toward where they thought the sounds were coming from when they saw two males scrapping, engaged in a violent fight with a dog entangled in the brawl

The Officers began running toward the male As they got closer, they could see a man with a dog on a leash backing up and bleeding heavily from his head. The other man was aggressively advancing toward screaming and yelling while wielding a knife.

The Officers took a tactical position, radioed for backup, and began ordering the man to drop the knife. The man was in a rage and focused on the victim, disregarding commands to stop and drop the knife The officers issued a final comm a n d f o r h i m t o s t o p a n d d r o p t h e k n i f e . T h e m a n t h e n looked in the direction of the officers and with hesitation, he dropped the knife.

The officers immediately secured the male and began rendering first aid to the stabbing victim The weapon was recovered, the victim received treatment and the defendant was charged with aggravated assault and related offenses Great Job!

In June officers from the 14th District identified the Anderson Drug Trafficking Organization operating within the confines of the 14th District So, they took this information to Captain Fraser who enlisted the help of the DA’s Dangerous Drug Offender Unit

For months the Officers and Detectives conducted a joint i n v e s t i g a t i o n wh i c h e n a b l e d t h e m t o i d e n t i f y s e v e r a l k e y p l a y e r s a s t a r g e t s o f t h e i n v e s t i g a t i o n A s a r e s u l t o f a n

eight-month long investigation, on April 20th lead by Captain Fraser, a joint task force consisting of 14th Dist VCRT, PPD SWAT, NJSP SWAT, DEA, and DDOU, was ready to execute twenty-four search warrants and conduct numerous street sweeps throughout the city of Philadelphia and one location in New Jersey

While survailing from an undisclosed location, waiting for the targeted suspect to deliver a large amount of narcotics t o t h e s t a s h v e h i c l e , t h e O ff i c e r s o b s e r v e d t h r e e m a l e s armed with guns exit a parked vehicle and rob their targeted suspect taking the narcotics and his personal vehicle The robbery suspects fled the location in both vehicles. The officers had relayed the information via police radio allowing the National Guard helicopter to follow the perpetrators

The Officers in the helicopter observed the robbery suspects ditch the car they stole and resume fleeing with all three of them in one vehicle. The helicopter followed the robbery suspects all throughout Philadelphia until they crashed their vehicle in the 24th District and fled from the vehicle with an officer hot on their trail.

All three suspects ran, and after a legnthy foot pursuit they all ended up running into a factory where they were all app r e h e n d e d i n d i ff e r e n t a r e a s t h r o u g h o u t t h e f a c t o r y b y Deputy Commisioner Stanford, Lt Lisa Pittaoulis, Officer ’s Killian, Rosa, and Hedson.

All three robbery suspects were members of a rival gang, the “Haines Street Hustlers”and were positively ID’ed. While all that excitement was going on…. back at the ranch…. The rest of the task force successfully executed the remaining warrants, arresting 20 members of the Anderson Drug Trafficking Organization 750,000 USC, 17 firearms, 3,000 lbs of marijuana, over 1 kilo of cocaine, 14 vehicles, several homes and jewelry were also confiscated. The was an excellent collaborative effort by all involved!

Auxiliary President’s Message...

"Never Let Them Walk Alone"

On behalf of our Executive Board and members, I would like to say “Happy New Year” to all Philadelphia Officers and their families We are looking forward to another year of being able to assist in any way possible, as we have in the past.

Change happens in our lives and recently within the FOP. I was honored to present a plaque to John Mc Nesby from the Auxiliary for all his hard work and dedication over the past 17 years John helped us when we asked and for that we are grateful. President Roosevelt Poplar welcomed me to sit down with him and talk about the Auxiliary and what the FOP would like to see from us and in turn what we will need I am looking forward to working with President Poplar and his team just as hard as in the past, continuing a lasting friendship.

During the winter months things tend to slow down, but not with the Auxiliary Our members are excited to start planning for our annual Cookie for Cops Day. This year the event will take place on Saturday, April 13TH, 2024, just a few weeks later than in years past, but we are trying our luck for better weather and no conflicting holiday activities

As we have been, we will be appealing for sponsors interested in funding one of the 300 trays that will be delivered to every Police District, Special Unit, Divisions and Head Quarters. A minimal donation of $25 00 sponsors a tray and of course we will be happy to accept more or less as we are very grateful for all donations. The donated funds help the Auxiliary purchase enough cookies to fill all of our trays. Since Covid-19 times we have been contacting local bakeries asking for donations of their baked goods and we explain in detail what is done with the cookies. In past years, we have been very fortunate to have approximately 15 bakeries respond, excited to participate, with some sending as many as 50 pounds and dozens of varieties With the donations received from our supporters, the Auxiliary will then match the bakery’s donation with a purchase of the same amount. We feel very good about this program because we are asking for help and at the same time supporting local businesses. We share the names of all donors and bak-

eries in each tray, to let our officers know how many do care. We are also very grateful to our friends from Traffic and the Three Six Nine LE motorcycle club, who escort us to the district selected to receive a special delivery on Saturday, April 13TH, 2024. Look for us traveling the highways making our favorite deliveries of the year!

Unfortunately, in today’s society there are way too many times that our Police Officers are being shot at during a call for help. There are many who are hurt requiring long term care and unfortunately, we have lost another Officer in 2023. The FOP and the Survivor Fund are always helping these officers and their families in times of need Our members can be found at most if not all of these events helping to make it a successful function, giving the families a hope for a brighter 2024. We enjoy these functions and our members are eager to help We get to mingle with others, we may not have the opportunity to meet new police families, as well as it being a great way to spread our good works and what we do for the police and their families

This year the Auxiliary is working on some guest speakers for our general membership meetings. Our doors are always open to new members, who can be family members of Philadelphia Police Officers or just friends who want to help and be part of a group that supports the police. Even some retired police officers are within our membership, so if you are a retired officer and would like to join the Auxiliary, we would love to have you join us. Our annual membership fee is very reasonable at $20.00.
