LODGE 5 PRESIDENT’S MESSAGE John McNesby, President

Our contract is up this July. All City Unions (DC 33, DC 47, and The Fire Department) are also up. On top of that we have the teachers also up.

To make it even more difficult, SEPTA and all its 14 locals are also expiring.

All of this has a direct hit on city finances.

I firmly believe the city is going to hide behind the PICA Legislation, which simply states the city must prove it’s “ability to pay” and show proof through the 5-year fiscal plan that they can afford a contract.

Make no mistake, I firmly believe all Officers and Deputy Sheriff’s should be paid at a premium, especially after all that has taken place over the last few years.

Let’s hope that the new city administration feels the same.

That being said, we will be well prepared for a full-blown contract presentation which will last weeks, but I believe we would also be open to listening to or discussing with the city the possibility of an extension.

If not for anything else, but to separate ourselves from everybody else.

When I needed the FOP, they were there for me with advice and service. It was emotional for me to witness the 3-gun salute in Margie's honor, the bagpiper and playing of Taps, the presentation of the flag, and to be given a Philadelphia Police Department escort.

Never have I felt such support as I did during Margie's memorial services on July 6,2023 and our family will be forever grateful.

VICE PRESIDENT/CHIEF OF STAFF’S MESSAGE

Changes in the Police Department have come upon us. Will that be enough to withstand the mental and emotional toll that has taken over the past couple of years?

With a new Mayor, and City Council Members set to take office in January of 2024, what will the city look like in the form of law enforcement and support for the people putting their lives on the line every day to protect the many communities they took the oath to protect and serve.

How do you get back the respect of the city when you have a DA that only prosecutes Cops?

People in the communities are frustrated and confused by the lack of respect they receive from the prosecutors that do not protect them as law abiding citizens who pays taxes to this city for protection, and must live the daily nightmares of murders, shootings, car jackings, robberies, and crimes of the community. Kids can’t play in front of their own home, can’t go to school, or enjoy a rec league sporting event without the fear of becoming one of the many victims of this crime plagued city.

How can you sit back as the chief prosecutor of the city and continue to allow this to be your crime reform plan for years without having to answer anyone.

This topic has become the common theme in the political circus in this city, but no one with any power will stand up and 14

challenge the clown that’s leading the circus.

The old saying is “if you have a clown running the show, expect to see a circus”.

And that’s the theme for the City of Philadelphia as we know it. All the promises made to the people of the city to keep them safe and make this a better place to live, work and raise a family have been broken by many with the power to make positive changes.

An excuse, no matter how compelling, is no replacement for your promise. Make sure you remind all the politicians of their broken promises and excuses when they come knocking at your door for your vote.

Make sure to ask them where they stand on this crime reform in the city that has done the exact opposite of stopping crime.

It’s time to put the heat back on the people that want to make the laws in the city but use them to their advantage and are blatantly arrogant about it.

How can you have two sets of crime codes, one for the criminals, and one for law enforcement. These new rules are being applied across the country, and not one politician has come out to challenge this misjustice to the law enforcement community. They are totally silent until their term is about to expire, and then suddenly, they are looking for answers to help law enforcement and the communities they are

elected to protect.

No matter how much money you take from police budgets and give to the different civic organizations you create for family and friends, it will not replace law enforcement or the boots on the ground.

Transparency goes both ways. Where are the monies that were taken from the socalled DEFUND the Police?

How much of that money was used in this city to make Philly safer? Do the math and show me the results of the 14 million that was taken from our Police Department.

In any moment of decision, the best thing you can do is the right thing, the next best thing is the wrong thing, and the worst thing you can do is nothing.

Which is what most of them have done thus far. I hope I have gotten my point across to you.

I’m looking forward to the new changes that will be here sooner than we think. We must stay strong and focused on what we need to do to survive this game called life.

Maybe we will see the respect and appreciation for what you do for a living to motivate a very promising career return to form. Maybe the manpower shortage will be addressed to make it safer for everyone.

Who knows what to expect in the upcoming months.

Make sure we protect one another against the madness of the haters internally first. If we do not look out for us, we can’t expect others on the outside to look out for us. Be very mindful of what you are doing in the streets. No matter what you do, you are being watched and judged every 15

moment you are out there. Common sense goes a long way. Stay your course of the goal you have set out for yourself to maintain a piece of mind for yourself and loved ones. At the end of the day, we work for the people we care about the most.

We all work for that day when we can say that we have accomplished that goal, no matter how large or small. Walk away with your head held high and know you have given your all when that time comes.

But, if you are still here, continue to give what you can for as long as you can.

You should be the one to dictate your future and outcome. Stay YOUR path, not someone else.

The days of the one’s and guns are over unless you want to be the face plastered on national news as the story of the month.

Just remember when you’re told to go out there and produce for the people you are working for, when the s*** hits the fan, there’s only one Union that is standing behind you. The ones in the white shirts that tell you to do it will slowly disappear out of your life. Something to keep in mind.

I’m not telling you not to do your job but be very mindful of your actions while doing your job. This is not policing from 5 years ago. We have evolved into a new era of policing.

Stay strong.

Stay safe.

I penned this article a week after the departure of a Police Commissioner. With this change, it is the hope that we can return to the true mission of this police department: public safety and the suppression of crime.

After all, that is the reason most of our members took the oath and raised their right hand. With this change, we hope the new leadership that steps up does so with the best interests of the members of the PPD moving from the bottom of the list to the top. We need to move away from the detached and lackadaisical leadership of the past, in both the Department and the with the upcoming change in the Mayor’s Office.

First & foremost, I would like to thank the FOP – Lodge 5’s membership for your continued trust and confidence in “Team McNesby.”

THANK YOU! It has been a pleasure serving you. Although we continue to face numerous challenges, with we are up for the task.

MUCHAS GRACIAS! I also like to extend my congratulations to Deputy Commissioners John M. Stanford, Krista C. Dahl-Campbell, & Frank J. Vanore on their recent promotions. I look forward to establishing working relationships with all of you, especially when it comes to our ONEPHILLY payroll system.

With that said, despite the fact, there is a ONEPHILLY settlement in place; our attorneys are sorting out some kinks in order to set up the new procedure. Lodge 5 still receives complaints regarding payroll, so the sooner the better. We will keep you posted.

By no means, am I a financial guru, but during these economic uncertainties, my advice, do not panic. We have been here before.

Set some new goals, refocus your budget, and pay down your debt. You may want to consult with a financial adviser to tweak your retirement contributions.

As I mentioned in my previous article, unpaid membership dues continue to be troublesome. Any member who owes back dues is “NOT” a member in “Good Standing!” For those members who have forgotten or misunderstood, I remind you, if removed from payroll for whatever reason (excluding Military 24

Leave of Absences) you are still personally responsible to pay your dues that are in arrears.

Please do not ignore those monthly invoices mailed to you.

Also, as a reminder to members who are on the verge of retirement. If you wish to maintain your FOP – Lodge 5 membership do not forget to sign and submit the yellow card for your Pension Dues. Not surprisingly, some are reporting the City, nor the PPD are asking you to sign it, thereby making you a potential non-member of the FOP. While at it, please update your personal contact information, such as, cell phone numbers, home addresses, and insurances beneficiaries. Too many officers forget to change their beneficiaries, which creates some very uncomfortable scenarios between spouses, family members, and friends.

As I sit down and write this article I am once gain in awe of the job our active member men and women do on the streets of Philadelphia. On September 26th, 2023, our city was once again besieged by riots and looting. Throughout Philadelphia the worst of our society attempted to steal, destroy, and promote lawlessness. But like so many other times our brave members stood against the forces of evil, no matter what the odds, and brought back peace to Philadelphia. I am so immensely proud of the job you do.

Never forget, most of Philadelphia feels the same way I do. They are immensely proud of you.

Don’t be fooled by the very vocal few who are constantly against us, remember how much most Philadelphians respect and admire you. However, one of those few who is against us, responsible for the lawlessness, and is unfortunately in a position of power is our District Attorney.

The lack of criminal prosecution over the years by the Philadelphia District Attorney’s Office has had significant consequences and implications for Philadelphia. When individuals who commit crimes are not prosecuted, it creates a sense of impunity, where wrongdoers believe they can get away with their actions without facing consequences. This has led to a culture of lawlessness and further criminal activity. Criminal prosecution serves as a deterrent to potential offenders. When there is a lack of prosecution, criminals are less deterred from engaging in unlawful behavior; it’s clear that they do not fear the legal consequences. The rule of law is a fundamental principle of democratic societies. When criminal prosecution is lacking, it undermines the rule of law, and therefore undermines the belief in a democratic society.

They were representing and speaking for the over 373,000 strong members of the Fraternal Order of Police. Thank you for putting your faith in me to help lead this great organization, I am humbled beyond words and feel so fortunate to be in the position I am in today.

Lastly, I must remind you how important it is to donate to our PAC fund. Political decisions impact so many aspects of our lives, our pay, healthcare, training and education, our ability to shape the future depends on our collective action. Political Action Committees (PACs) play a crucial role in influencing policy decisions and electing representatives who align with our values. Revenge by the Prior, Progressive, Police Commissioner results in a change of Command for a Police Commander who did the right thing…needs to be corrected by the interim or new Police Commissioner…

I’m going to rehash a case where an officer was under investigation for a narcotics matter and IAB was involved, handling the investigation. I’m not going to name names as these folks have been through enough but the powers that be will know who I’m taking about.

Suffice it to say, the officer came under investigation and the investigator from IAB and following a thorough investigation, wrote a memo that in short said there was no basis or evidence to arrest the officer.

Following that, our unfair and biased District Attorney was then motivated to arrest the officer, who was promptly fired by the Progressive, politically correct Police Commissioner at the time. The case moved to trial at a slow pace in the city courts system.

During the trial, the IAB investigator was subpoenaed by both the prosecution and the defense and was put on the stand, where at the conclusion of questioning by both sides and the Judge, the IAB investigator was ruled an expert by the Judge for his prior work in narcotics.

The next day, the now formal IAB investigator was in possession of subpoenas

for the continuous weeklong trial, however, the DC of OPR interfered with an active Criminal Jury Trail and cancelled the former IAB Investigator’s subpoena’s, thus preventing him from being called to the stand to testify once again. This is the same DC who then called for the investigation of the former IAB Investigator as to why he was at the jury trial. This DC also arranged for an emergency meeting of the Executive Team, who then decided to retaliate against the former IAB Investigator, removing him from his Command and burying him in Night Command on last out the following day.

Following the IAB investigator’s testimony over a week in the trial, the Officer was found NOT GUILTY and even the Judge went on the record, exclaiming the only reason that the officer was arrested was because of the District Attorney. I guess the bias was even visible to the Judge on this one.

There was another, unannounced victim in this case. The IAB investigator who gave truthful, unbiased testimony was removed from his command and banished by the then politically correct, biased progressive Police Commissioner.

This needs to be rectified by the Interim Commissioner before any more time passes. Do the right thing!

Because of John, I was able to get connected with Diane Hlywiak who has represented me for the last 6 and a half years, while I jumped on a roller coaster ride of my life when I got injured and had to go to IOD. Diane is an amazing lawyer and was my rock throughout the whole ride and just want anyone who is on this ride to take a word of advice. 1 - Hold on tight. 2 - Make sure Diane is in the seat next to you because she will get through the ride with you. My ride finally ended on June 1st when my Service-Connected Disability was approved.

A new Police Commissioner could bring back Honor, Integrity, and Pride to the men and women in blue…

My hope for a new beginning for the Philadelphia Police Department starts where it started over three years ago. At that point in time, leadership here in the city decided to go with an unproven, experience lacking alternative for a leader to head us up. Being a police chief in a department of less than 1,000 hardly prepares one for a department the size of Philadelphia.

Running community relations in a previous department is also a poor barometer of the type of leadership that could be expected.

Then we can also draw on the leadership that was displayed during the riots that plagued the city where police officers were held back to respond to acts of violence, rather than deploy to prevent them. That decision resulted in billions of dollars in losses to businesses and untold acts of violence against civilians who were left unprotected by a leader who bunkered down at a city facility, watching things on monitors, all while being guarded by the national guard. In the meantime, in a parking lot that was less than two blocks from this bunker where she was holed up, over one thousand officers and supervisors were forming daily at different intervals being dispersed to different hot spots city wide.

The FOP was there daily, providing basic mainstays to our members such as food, water, masks, hand sanitizers and other basic needs to the men and women in blue.

What we didn’t see were members of the Command Staff, the third floor, ensuring 44

that their people were taken care of and supplied. We did hear about their aides who appeared at various times getting supplies for them. This type of absentee leadership continued for over three years, earning the nickname “MIA” (missing in action) through her entire tenure. Well-earned I might say!

That type of leadership continued for three years. Every federal guideline she read about always seemed like a great idea to employ. One must wonder where the feds got all this experience in the handling of large cities, especially since they are engaged in zero policing of a metropolitan area anywhere in the United States. Then, upon finding another job in another city, the politicians and herself seemed to praise her for a tough job to do in a tough time, running from one emergency to the next. Did you really think the people that chose her would criticize their own choices?

Hopefully, we can put this behind us now and build a strong Police Department once again. The current interim Commissioner has my vote of confidence simply based on his most current reaction to lawlessness in this great city. He ordered them locked up and had response teams floating around the city to ensure it was done. He was also out there with them, commanding the city from a different perspective, from the front lines rather than from a guarded bunker.

Summer brought so many wonderful celebrations, more than I’ve seen in many years. It was a nice compliment that so many chose their “home away from home” during the months filled with some days of intense heat and let us do the work to be able to sit back and enjoy! It’s a brief but busy season with sometimes endless detail hours and letting us help you create that special day/night with ease is what we are here for. Bringing our families, friends, brothers and sisters together for a few hours of good times forever to be remembered.

Summertime also hosted another warm but thrilling “36th Annual Ben to the Shore,” benefiting our Survivor Families. We can’t mention enough the huge value of those who support, volunteer and pedal to make this event such a success and how much it is truly appreciated. Now, jumping into Fall, the final plans are in place to enjoy another afternoon of support with the annual Philadelphia DOO WOP Festival scheduled for Sunday, October 8th, 2023, 1pm x 5pm here at the FOP with the DJ sounds of Philly’s Best Oldies and the area’s top vocal groups. Proceeds are also designated to benefit the FOP Survivor’s Fund.

Both successes are made possible by so many who make it, behind the scenes, everything and more!

Change is afoot in the Philadelphia Police Department as we have a new interim police commissioner.

Glad to see that the Commissioner is from our ranks.

Additionally, we will have a change in the Mayor’s Office come January. A long overdue change and a welcome change in our department. The men and women of the PPD have suffered long enough under lackadaisical and non-existent leadership. All of our members are in dire need of support, particularly those in patrol. Hopefully, new leadership will focus anew on crime and public safety back our cops. The most recent class of recruits numbered almost 100. As your conductor, I have the honor of meeting our newest members first when I swear them in as they enter the Academy as recruits. Hopefully, these numbers of recruits will be larger than the miniscule number of recruits we’ve seen over the last several years. At that time, we also strongly suggest that our new brothers and sisters enroll in the Deferred Compensation Pro-

gram to supplement the pensions that your FOP has long protected. In addition to pension and medical protections, your FOP always secures decent wages. As our team gears up for the next contract fight in 2024, now may be a good time to defer some of that raise money to your deferred comp before you begin to see it on your paystub.

CHAPLAINS CORNER LIVING THE MISSION! by: Lou Campione

A man dies and arrives at Heaven’s Gate. He is told he must undergo one more test. He will be shown Heaven and shown Hell and he will be asked to pick one. He protests, but is told that the final test must be endured. He is given a tour of Heaven and then he is given the tour of Hell. Upon his return he is given his final exit interview and asked to make his selection Heaven or Hell. He responds Heaven is better than it was described when he was on earth. Streets lined with gold, nine choirs of Angels, magnificent mansions, and he was surprised to see Hell was nothing like he was told. Hell was all the things he liked, beautiful golf courses, club houses, partying. So he is asked to choose Heaven or Hell, he decides Hell. He is sent down to Hell and when he arrives this time its Hell fire, people in torment and he screams up to Heaven, what happened to what he saw on his first visit. The voice from Heaven responds the first visit was before the election and the second visit was after.

We can apply this lesson to all of life.

The Devil always over plays his hand. The choices we make are based on false intelligence that the Devil helps to promote. He helps to promote bad life choices based on temptations that frequently lead to addictions and bad decision making. The answer to the Devil over playing his hand is to be well grounded in our faith. We must work every day to exercise our spiritual muscle.

As police officers and sheriff deputies we are on a mission from God and we are in the thick of a spiritual battle every minute of our lives. All the research supports that the battle is won by living life God’s way. There

are more than two thousand studies that confirm people of faith live longer, are happier, healthier, have better marriages, better family relationships, have a better support system, and are better employees.

Studies have found that a powerful connection between faith and longevity. Studies have concluded that people of faith live as much as seven years longer. Another survey concluded that the divorce rate for people of faith was one out of 1052 vs.one out of two for people who do not practice. The evidence is over whelming. The expression “there are no atheists in foxholes” is one in which we as police officers and sheriff deputies can relate, we live the foxhole experience every day and must develop the spiritual muscle to protect ourselves. We have 5783 years of Judeo-Christian history that speaks volumes of the blessing of practicing spiritual exercise to help us cope with the demands of life. We are blessed with six hundred clergy from every faith in our Police Clergy program, please let us know how we can help develop your spiritual muscle.

We offer this prayer as we continue our spiritual journey for the intercession of our patron Michael the Archangel acknowledged by the Jewish, Christian, and Muslim Faiths as the Captain of Gods Army.

Michael the Archangel defend us in the day of battle. Be our protection against the wickedness and snares of the devil. May God rebuke him. the officers fearlessly pursued the offenders into a nearby alleyway. As the pursuit ensued, the offenders discarded their firearms and fled in separate directions towards Frontenac Street. Officer Dooley continued the chase on foot and engaged in a physical struggle with one of the offenders, who managed to enter a double-parked vehicle left by a civilian. Swiftly acting, Officer Dooley shattered the window, deployed his Taser, and successfully apprehended the offender. Meanwhile, Officer Shensky apprehended the second offender on a porch on the 900 Block of Brill Street. Returning to the scene, the officers recovered two firearms, a ski mask, multiple FCC's, and identified a bullet hole in their patrol car's rear fender. Both offenders were charged with Aggravated Assault, VUFA, and related offenses.

On March 29th, Officers Dooley and Shensky were conducting routine patrol near Summerdale Avenue and Brill Street.

While traveling southbound on Summerdale Avenue, they were confronted by two armed individuals exiting a shared driveway who proceeded to fire multiple shots in their direction, striking their police vehicle. Undeterred by the gunfire,

On April 29th, Officer McGinnis responded to a distress call at 6132 Castor Avenue, where he encountered a female complainant. Despite a language barrier, Officer McGinnis learned from the woman that a 38-year-old male tenant on the second floor was suicidal and armed with a knife. Approaching the second floor, Officer McGinnis observed the male, seemingly under the influence of narcotics, pacing the hallway with the knife pressed to his own throat. Despite the male's pleas to be shot and killed, and stating that he was armed with a gun; Officer McGinnis remained composed and engaged him in conversation. As the male attempted to enter a rear bedroom, potentially to retrieve a gun, Officer McGinnis deployed his Taser, incapacitating the individual and safely disarming him. The male was then transported to Nazareth Hospital for necessary treatment. Officer McGinnis exhibited remarkable compassion and self-restraint in a

highly volatile and potentially dangerous situation. We commend him for his exceptional performance.

On January 3rd, 2nd District personnel responded to a distress call reporting a person with a gun at 900 Magee Avenue. Further information indicated that a female was inside that location suffering from a gunshot wound, and that the shooter, her father, was still on location. Upon arrival, Officers Eichler and McKenna witnessed a male entering a window of the property. Gunshots were then heard from inside.

Meanwhile, Sgt. Weber, along with Officers Arentzen and Wacker, arrived on the north side of the property. The same male emerged, holding a child, but refused to surrender and fled back inside. Another male, previously unseen, emerged from the property with the child, revealing a gunshot wound.

The officers acted swiftly to secure the child and provide medical aid. Subsequently, the first male reemerged and was apprehended. Without regard for their own safety, the Sergeant and his four officers formed a contact team and proceeded to enter the property, conducting tactical sweep.

Inside the kitchen, officers discovered a female victim suffering from multiple gunshot wounds. Although the juvenile victim survived, the female victim unfortunately succumbed to her injuries. The suspected murder weapon, a 9mm handgun, was recovered, and the offender was subsequently charged with Murder. During a routine patrol on April 20th, Officers Williams and Padua were alerted by a concerned citizen about a suspicious male near Loretto Avenue and Sanger Street. Spotting a person matching the description, the officers approached, but the individual pulled out what seemed to be a firearm and fled. Officer Williams pursued on foot while Officer Padua tracked them in their vehicle. The suspect refused multiple commands to stop and, upon Officer Williams catching up to the suspect, the suspect turned and pointed the weapon at him. In response, Officer Williams fired, injuring the suspect and immediately took cover behind a vehicle.

The suspect retaliated by shooting at Officer Williams, narrowly missing. Officer Padua arrived, fired a single shot to force the suspect to retreat. Officers Williams and Padua pursued the injured armed assailant in their patrol vehicle.

Eventually, the wounded suspect began to tire, and still armed, stopped and confronted the officers yet again. Despite numerous commands to drop the gun and surrender, the suspect took his own life, ending the threat he posed to the officers and society.

Officers Williams and Padua's swift response to the concerned citizen's tip, their bravery in the face of danger, and their effective teamwork were pivotal in resolving this highly dangerous situation. Their unwavering dedication exemplifies the crucial role of law enforcement in ensuring community safety.

On July 19th, Officer Wilent and Officer Colon responded swiftly to a stabbing incident on the 300 block of N. 13th Street. Ascending five flights of stairs, they entered the apartment to find a scene of extensive bloodshed. The victim, bleeding profusely from his upper right arm, was quickly attended to by Officer Colon, who applied a tourniquet. Officer Wilent, an experienced and state certified EMT, applied a celox pressure dressing. Despite their efforts, the victim became unresponsive and pulseless. Officer Wilent promptly inserted a nasopharyngeal airway into the victim’s nose, ensuring an open airway and initiated CPR. With the arrival of Medic 35, the victim was transported to Jefferson Hospital, where Officer Wilent's continued assistance in the ambulance contributed to the successful resuscitation efforts. Following a mass blood transfusion, the victim's life was ultimately saved. Both Officer Colon and Officer Wilent, members of the department's MIRT team, have received Medical Trauma and Emergency Tactical Casualty care training. Their quick actions and life-saving measures were commended by the attending physician at Jefferson Hospital. Kudos to these exemplary officers for their decisive and skilled response in a critical situation, embodying the commitment and training that can make all the difference in saving lives.

12th District P/O Raymond Fountain P/O Anthony Curtosi

On Saturday, January 18, Officers Foutain and Curtosi responded to a robbery in progress in the area of 52nd and Kingsessing Avenue. The complainant informed them she was counting her money while walking to the corner store when two men ran up, snatched her money out of her hand, and ran away. Flash information and the assailants’ travel direction were provided to police radio.

Assigned to the foot beat program in that area, the officers were familiar with a recent pattern of robberies that have been occurring in the area. As the officers started canvassing the area, they noticed two males walking on Chester Avenue matching the flash information. The officers quickly and strategically approached the males, detaining them with minimal resistance.

The complainant was brought to the officers’ location and positively identified both males as the men who robbed her.

The officers placed both males under arrest. The males were charged with robbery.

On September 15, a male flagged down Officer Kelemen, reporting that his mother had collapsed in a home on the 6200 block of Elmwood Avenue. Officer Kelemen promptly responded and found an unresponsive woman leaning against a porch wall. Assessing the situation, Officer Kelemen confirmed that she was not breathing and had no pulse.

Requesting medical assistance, Officer Kelemen immediately began CPR while notifying police radio. Officer Coppola, upon hearing about the situation, quickly joined Officer Kelemen and provided additional aid, using a CPR mask.

The officers efficiently alternated between compressions and rescue breaths, ensuring the patient received continuous care until medics arrived. They continued their efforts, reassessing the patient's condition and persevering through multiple cycles of CPR. Upon arrival, Medic 43B instructed the officers to continue CPR while preparing for advanced life support measures. Eventually, the patient was stabilized at the hospital, her condition critical but stable. The officers' swift actions and dedicated CPR administration played a crucial role in saving the patient's life and preventing further complications. This incident serves as a shining example of the vital importance of First Responders' CPR interventions, as they can revive patients and mitigate the effects of oxygen deprivation. Outstanding work!

On Saturday, August 20th, police responded to the area of 2900 Robins Street for a person with a weapon. A female had barricaded herself inside the property and started setting fires. Upon arrival, officers were informed by family members that the female had mental illness and they had obtained 302 paperwork for her involuntary committal. The family had initially tried to transport her to the hospital, but she grabbed knives from the kitchen, barricaded herself, and threatened to set the house on fire. The family also mentioned a non-verbal handicapped adult male on the second floor. As the officers approached, smoke began to emerge from the property. They attempted to use a provided key, but the door was blocked by furniture. Communication was established with the woman through the doorjamb, but the smoke inside raised concerns about the urgency of the situation. The Philadelphia Fire Department was called for assistance and used the Jaws of Life to open the entryway.

Officers McLaughlin, Albert, and DeSanctis confronted the female in the living room, where she stood near three large kitchen knives. They successfully ordered her to step away and took her into custody without incident. Meanwhile, Officers Owens and Vega located the special needs male on the second-floor hallway, unharmed. He was transported to the hospital as a precaution, while the female was taken to Friends Hospital for involuntary committal. The Fire Department arrived and extinguished the smoldering fires that the female had started. Subsequent investigation revealed three separate locations within the property where she had attempted to ignite fires. Outstanding work Officers!

On May 21, Officers Lankford and Bergey responded to a report of a window being shot out at 2605 Jessup Street.

The officers investigated the scene and determined that the bullet came from outside, the trajectory originating from across the street in the rear of the 2600 blk. of N. Sartain Street. As the officers went to investigate, they observed a bullet hole on the rear door of the property. While in the rear of the property, a male peeked out from the back door and slammed the door shut when he saw police. Believing this male was armed and possibly barricading himself inside, the officers set up a perimeter and notified police radio. After about 15 minutes, the male came back to the door and allowed officers inside. While inside the property, the officers saw an exit hole from inside, which confirmed the officers’ earlier suspicions. The officers secured the property for a search warrant and transported the male to Central Detectives. During the execution of the search warrant, investigators recovered a loaded Glock 17 semiautomatic handgun, a bullet proof vest, a large amount of narcotics packaging, and $1800.00 in crack cocaine. The male, a convicted felon, prohibited from possessing a firearm was taken into custody.

On August 20th, Temple University Police responded to a report of gunshots at Broad and Norris Streets. Surveillance cameras captured a female driving a silver Kia Rondo with a male offender shooting an AK-47 out of the rear driver's side window. Officers Lee and Kradzinski obtained a screenshot of the vehicle and offenders, which was shared with Sgt. Lee. The officers located the Kia Rondo on 2300 W Berks St, where the male and female from the surveillance video were arguing outside the vehicle. Backup was called, and all three offenders were apprehended without incident.

Central Detectives processed the scene and recovered an AK-47 from the vehicle, along with sixteen spent cartridges from the crime scene. The offenders were subsequently charged with VUFA and related offenses.

On February 18th, Cpl. Brooks, serving as the Operations

Room Supervisor, received a radio transmission about Temple Police Officer Christopher Fitzgerald being engaged in a foot pursuit with multiple males. During the pursuit, a physical altercation occurred, and the offender fired shots, injuring Officer Fitzgerald. Temple Police Officers swiftly arrived, providing assistance and transporting Officer Fitzgerald to Temple Hospital. Meanwhile, flash information about the individuals accompanying the offender was relayed. Reacting promptly, Cpl. Brooks left the 22nd District Headquarters and reached the intersection of 17th St. and Montgomery Ave. There, she spotted two individuals walking east on Montgomery Ave. Sensing the urgency to prevent losing sight of them while waiting for the flash information to be broadcasted, Cpl. Brooks initiated a pursuit, successfully stopping the individuals for investigation. Tragically, Officer Fitzgerald later succumbed to his injuries. The two individuals detained by Cpl. Brooks were subsequently transported to the Homicide Unit, where they were interviewed and provided pertinent information, that played a vital role in swiftly identifying and apprehending the offender. Cpl. Brooks demonstrated exceptional dedication and swift action, contributing significantly to the successful resolution of the case.

the males had entered 2224 Palethorp St. While officers continued their investigation, a victim arrived at Episcopal Hospital with a gunshot wound to the head. Additional units were then called in to establish a perimeter. Officer Agudo made contact with a male peering out of a second-floor window, who cooperated by opening the front door upon request. The property was subsequently cleared, and Officers Wildsmith and Creely apprehended two more males. With the property secured, detectives brought a witness to the location, who positively identified the offenders, leading to their arrest and subsequent charges of Attempted Murder.

The officers' exceptional community interaction skills and prompt action resulted in the swift apprehension of the offenders.

On November 9th, officers promptly responded to a radio call at 3427 Orianna St., regarding a person screaming. Despite initial attempts to make contact, officers received no response at the door. Concerned individuals approached the officers, informing them that their eleven-year-old sister 24th District was inside the residence and had been injured by a male P/O Anthony Agudo #1125 present there. Recognizing the urgency to ensure the child's P/O Mark Wildsmith #5612 safety, Officer Winton took decisive action by forcefully kicking the front door, seeking entry. The injured child received prompt medical attention for a laceration to her left arm, necessitating stitches. This exceptional display of professionalism and swift action by the officers resulted in the successful rescue of the child.

On November 29th a 14 year old male was shot multiple times and killed in the area of 100 W Wyoming Ave. Flash information of the suspects were broadcast on Police Radio.

The males fled in a white sedan.

Officers Toledo and Moore were in the area and began to survey. They spotted the vehicle parked in the area of 5400 N 6th St. The officers parked their marked patrol out of sight and kept eyes on the vehicle. The officers coordinated a plan with plainclothes officers along with other uniformed officers. Within minutes they observed the 2 males who met the description and they moved in on them. The males were taken into custody without incident. The males were transported to Homicide where they were charged with the murder of the young man.

25th District P/O Lyssa Hawley #9312

On January 13th, Officer Hawley swiftly responded to a distress call at the intersection of 13th and Butler Streets, where an unresponsive male was reported. Officer Hawley arrived at the scene to find the male lying on the sidewalk without a pulse. Acting decisively, Officer Hawley, assisted by the male's brother, commenced high-quality CPR, delivering critical chest compressions for approximately five minutes. Their efforts were pivotal until the arrival of Medic 24.

Officer Hawley seamlessly coordinated with the medics as they employed an AED, suspecting that the male had experienced cardiac arrest. Together, they worked diligently to stabilize the situation. The male, accompanied by Officer Hawley, was swiftly transported to Temple Hospital, where he was admitted in a critical but stable condition. The attending physician attested that the male's survival was solely attributed to the life-saving actions performed by Officer Hawley. This commendable display of skill and quick thinking highlights Officer Hawley's exceptional dedication

Officers Toledo and Moore relied on their experience and training while coordinating with other officers in taking down these violent felons. Great job officers!

Narcotics Field Unit P/O Leslie Simmons #4541

On August 18th, members of the Narcotics Field Unit were conducting an operation in the area of 2000 Dennie St. The targeted suspect had previously been identified as selling narcotics from a house on the block. On this day, narcotics attempted a controlled buy from the residence using a confidential informant.

Officer Simmons was performing surveillance on the block at the time of the buy. The informant attempted the buy with negative results. The suspect ran up to the unmarked vehicle Officer Simmons was in and began screaming. Officer Simmons drove away.

Officer Simmons pulled over a few blocks away and met up with the informant. A short time later a black sedan pulled up in front of them. The suspect exited the vehicle and began shooting at Officer Simmons vehicle striking the windshield. The officer was able to return fire.

Luckily, Officer Simmons or the informant were not struck by the gunfire.

Officer Simmons began to pursue the suspect as he fled but lost him in the area. The vehicle was found a short time later.

The suspect was later arrested. The residence he came out of was secured for a search warrant. A large amount of narcotics was recovered along with packaging.

This officer showed extreme courage under fire and was able to persevere under the most dangerous circumstances.

On October 16th, Sgt Mirabella and Officer Switaj responded to a Local People Trapped in the area of 5000 N 5th St. When they arrived they could see flames and smoke billowing from the location. They were stopped by a male who stated that there were people inside.

P/O Switaj saw an elderly male in an adjoining property and quickly escorted him to safety.

Sgt Mirabella went to the rear of the property that was on fire. The Sgt moved as close as he could to survey for people inside. As the Sgt started to become overwhelmed with the heat and smoke, he noticed a child disoriented in the rear. Sgt Mirabella got as low as he could and made his way to the child. When he got close to the child he realized that there were multiple children. Sgt Mirabella and P/O Switaj were able to lead all the children to safety.

The children were all evaluated by rescue. They were shaken but miraculously uninjured. Sgt Mirabella sustained superficial burns to his face and arms while helping rescue the children.

Sgt Mirabella and P/O Switaj's actions were nothing short of heroic on this day. Great job!

Criminal Intelligence Unit P/O Sean McKinght #7574 P/O Robert McMahon #3634

On March 12th, a male offender viciously stabbed two people in New York City.

Two days later on March 14th, 6th district officers responded to 12th and Vine for a fire at a Hotel. The fire marshal responded and deemed the fire an arson. Video footage from inside the hotel showed a male putting items near a staircase door and barricading the door. A moment later those items were lit on fire.

Through investigation, the detectives were able to see who the male was that rented the room. A quick search of the name and photo showed that this was the same male wanted for the double stabbing in NYC.

A patrol alert was generated and sent citywide. The following day a tip came in that the male was seen at a bus station. The detectives converged on the bus station and observed a male laying on a bench. The male was stopped for investigation and told the detectives that he was the person they were looking for. He was arrested without incident.

The supervisor and detectives showed off their investigative skills and brought a violent offender to justice without incident. Great work!

On February 2, Officers McKnight and McMahon were working in conjunction with federal agents from the ATF and FBI in response to the rise in carjacking's in the city. The officers were in the area of 22nd and Washington Ave. conducting a surveillance on a vehicle that was taken in a point of gun carjacking. The officers were able to assist the agents with placing a tracking device on the vehicle.

A short time later the tracking device indicated the vehicle was moving in the area of Carlisle and Reed St. 3rd District officers attempted to stop the vehicle but it fled.

Officers McKnight and McMahon observed the male fleeing from the vehicle in the area of 1400 Dickinson St. The male appeared to have a firearm in his left waistband. The officers identified themselves and attempted to stop the male.

The suspect pointed the firearm at P/O McKnight and P/O McMahon. Officer McKnight discharged his firearm one time at the suspect. The suspect fell to the ground dropping his gun. The male was taken into custody and the scene was secured. The suspects gun was recovered along with the carjacked vehicle. There were also key fobs recovered connected to other carjackings.

Officers McKnight and McMahon showed exceptional skill and relied on their years of training to neutralize an armed suspect and take him into custody without injury to themselves or the community.

On March 21st, while assigned to the MIRT detail at approximately 12:30am the officers were patrolling in the area of 100 E Allegheny Ave. when they were flagged down by a man who said he had been robbed and shot.

The man pointed to a male who was running away saying, “he shot me, he shot me!” The officers immediately notified police radio and went into pursuit of the suspect.

The suspect was running fast weaving in between parked cars to lose the officers who were hot on his trail. However, his efforts were useless! The officers caught up to him and took him down! The male was positively identified by the complainant. The officers also recovered a 9mm Taurus firearm with a been misfired because it had a stove pipe round in the chamber and 11 live rounds in the magazine.

Major Crimes P/O Francis Leaden #2615 P/O Joseph Kent #6933

In June, Officers Leaden and Kent successfully investigated three stolen vehicles sold to Philadelphia Metal Junkyard.

They obtained relevant paperwork which contained the name and phone number of the offender, including photos of the vehicles being towed into the lot and the offender receiving payment. Officer Leaden contacted the offender, who voluntarily came to Major Crimes. After waiving his Miranda Rights The offender admitted to towing the vehicles, explaining that they had been abandoned for an extended period. Additionally, the offender identified himself in the incriminating photos. Consequently, the offender was promptly arrested and charged with the initial three stolen vehicles.

Remarkably, the officers' diligent efforts led to the discovery of an additional twenty stolen vehicles, resulting in further charges against the offender.

On July 4, officers from the Counter Terrorism Operations Unit responded to a radio call regarding a suicidal male threatening to jump off the overpass onto the 676 expressway, approximately 65 feet below. Arriving at the scene on the 1900 block of Vine Street, the officers discovered the male who had breached a security fence separating the area designated for the Welcome America festivities. He was leaning over the guard rail on the overpass. Lieutenant Gress took the initiative to establish a connection with the distressed individual, engaging him in conversation and attempting to calm him down. Employing hand signals, Lt. Gress directed Sergeant McAlorum, Officer Culver, and Of69

ficer Binns to approach the male cautiously, ready to intervene if necessary. As they closed in, the officers managed to grab hold of the male's torso and upper body. However, the individual began to resist and struggle, attempting to break free. Consequently, he ended up dangling from the side of the overpass, with the officers desperately holding onto him.

Officer Simpson arrived at the scene and swiftly retrieved a rope "throw bag" from his patrol vehicle, commonly used in water rescue operations. The officers skillfully tied the rope around the male's torso, securing the other end to a nearby tree, providing an additional point of control. Throughout the ordeal, Lt. Gress continued employing crisis negotiation techniques, coordinating with the Philadelphia Fire Department to request the assistance of a Ladder Truck for the rescue. The male's agitation escalated, and he directed anger and profanities towards the officers, expressing his frustration at their intervention. In a desperate act, he attempted to break free from the officers' grasp and pushed off the side of the overpass. Reacting with remarkable strength and determination, the officers managed to seize him and hold on, suspending him in mid-air. With their collective strength and determination, they formed a human chain, systematically heaving and pulling the male up and over the guard rail, ultimately bringing him to safety. The officers successfully averted a tragedy and ensured the individual's well-being.

Following the incident, the male was transported to the hospital where he was provided with appropriate treatment for his mental health crisis. The courage, resilience, and teamwork displayed by these officers during this challenging and dangerous situation are commendable.

On Friday, March 13th, the SWAT Unit and Homicide Unit collaborated to execute a warrant in the area of 1600 Bridge Street, targeting multiple murder suspects. The officers announced their presence and attempted to enter the property.

Officers Ashford and Mocharnuk breached the door, Cpl. O’Connor, Officers Saba, and Scott, lead the entry team. Lt. Monk, Officers Fitzpatrick and Norat followed in as the second entry team.

Upon advancing to the second floor, the officers faced gunfire from behind a closed door in the middle bedroom. PO Saba returned fire to neutralize the threat. Unfortunately, Cpl. O'Connor was struck by gunfire but managed to notify his fellow officers. Officers Saba and Scott provided cover on the second floor while Officers Fitzpatrick and Norat extracted Cpl. O'Connor taking him to where Officers Mocharnuk and Rivers were, both officers, certified EMTs began administering immediate tactical emergency medical care while transporting the Cpl. to the hospital in a police vehicle.

Following the exchange of gunfire, the suspects expressed their desire to surrender due to their own injuries. The officers commanded all four males to exit the bedroom and took them into custody. A search of the middle bedroom uncovered ten handguns, most with obliterated serial numbers, along with a significant quantity of narcotics and packaging.

The murder weapon, a .22 caliber long rifle, was also recovered. Two of the males were wounded and received medical treatment. The other two were wanted for a murder.

Despite the combined efforts of the officers and hospital staff, Cpl. James O'Connor tragically succumbed to his injuries. A subsequent investigation revealed the assailants fired sixteen rounds from the long rifle during the gun battle with police.

Three assailants were charged with Cpl. O'Connor's murder, while the fourth suspect faced charges related to felony drug distribution.

Their unwavering commitment to public safety and their willingness to put themselves in harm's way to protect the Citizens of Philadelphia will always be remembered.

Auxiliary President’s Message...

"Never Let Them Walk Alone" Wow can’t believe we are saying “Good bye” to Summer, and “Hello” to Fall and Winter 2023. Time sure does fly when you are having fun. Never was a crazier saying developed.

National “Thank a Cop” day was on Saturday 916-2023. Our Auxiliary members were busy delivering some sweet treats to all of our police districts and Detective units in the districts. It was our way of saying we think you are Special and Sweet, deserve a treat.

I would like to say Thank You to my members for giving me the opportunity to attend the Biennial Conference this past August in Las Vegas. It was such a great experience for me to meet and work with so many other Auxiliary Presidents and Delegates to hear about how they work and what they do for their Officers. I was so grateful to have that opportunity this year. It recharged my battery to push harder and stronger for The Philadelphia Lodge 5 Auxiliary.

In the last article in May I mentioned that before we know it our Annual Designer Bag Bingo will be here. Well it sure is, the first Sunday of October, 101-2023 you will find 300 bingo enthusiasts in the Heros Ballroom playing 12 games of bingo for some beautiful Designer bags. Not to overlook the Auction basket table that is always filled with over 30 baskets that the guest can select what basket they would like to take home. This year our special program was to help some Veterans Programs in the Philadelphia area. Our guest were asked to make a $10.00 donation at the door, these donations went to the local veterans in our area. For their donation we will give them an extra set of bingo cards to play for their donation. The Auxiliary will round up the monies collected to make a even nicer donation. This is our only fund raiser that we host for the year, our Bingo profits allow us to be able to donate, help and fund new projects during the year.

The Auxiliary would be remiss if we did not mention how fortunate we are to have such a strong following of Supporters both financially and those who donate some of their products for the baskets. We are beyond blessed and very grateful.

During these trying, difficult times in our city and society there are a lot of needs for our Active and Retired officers. The Blue family always comes through

in one way or another. I am proud to say that our members are always ready, willing, and able to help with any cause or event. You will often find many Auxiliary members at the FOP during these events.

As their President I have to say when I ask for help the list of volunteers is numerous and most volunteer without hesitation.

Once our Bingo is complete, and in the books, we turn around and get ready to sponsor the Annual Wrapping Event at the FOP, this event is held in the 7C Lounge. The only thing you will need to do is bring your gifts to the 7C lounge, sit down have a few drinks and nice dinner in the lounge, while our members wrap all of your gifts, when you are done just pick those wrapped gifts up and continue to enjoy yourself. The hard work is done for you while you eat and drink. No better way to spend some quality time with friends and family and have one of your holiday chores removed from your list. The official dates will be posted on the Facebook pages of the Auxiliary and the 7C lounge. Wrapping paper and boxes are provided at no charge.

Our membership continues to grow, I have had the opportunity to meet the new calls of Cadets as they enter the Police Academy on their first day in the Department. We have seen several of the new members having cadets in the academy and we are eager to meet more families as the new classes continue to expand the department.

One fun event coming up in December, we have chartered a bus that will take 40 friends up to New York City to see a production of The Rockettes. Dinner after the show, just a fun time out to mingle and make lasting friendships within the Auxiliary.

In 2024 we are working hard to have some guest speakers at our meetings, perhaps a financial counselor we are looking at a Family Counselor that can come and talk to us the Police Families. Once they are scheduled we will share the dates.

May 2024 is time to have our elections for the Executive Board. We will have open nominations within our membership, everyone is welcome to try a new role. No one knows what the future will hold, stay tuned.

RET. CAPTAIN CARMEN J. Father of Retired Captain Carmen J. Vuotto, Jr., #21. Last Assigned Center City District. Carmen Jr. contends his father’s favorite assignment was Highway Patrol, riding in 1960’s Tank Shifter Harley Davidson.

Carmen J. Vuotto was born on July 8th 1943 in South Philadelphia to Joseph and Marie (Moretti) Vuotto.

He attended South Philadelphia High School where he played baseball and football. Carmen met the love of his life Laura (Capobianchi) and soon after they were married at Sacred Heart of Jesus Church. Carmen and Laura have two children, Carmen Jr. and Melissa.

The Vuotto family spent summers together down the shore in Wildwood Crest, New Jersey. Carmen loved the Phillies, football, and doing outside landscaping projects around the house.

Carmen joined the Philadelphia Police Department in 1966. He worked in several districts and units, most notably the elite Highway Patrol. He retired at the rank of Captain after 37 years of service. Carmen and his son, Carmen Jr., both held the rank of Captain at the same time, which was a first in the Philadelphia Police Department.

Carmen loved being PopPop to his grandson, Nicholas. To Nicholas, PopPop was his Hero.

Carmen was a very devout practicing Catholic. He attended Mass and Novena regularly. His faith and adoration never faltered.

To everyone that knew him, it was said that Carmen was a true Gentleman.

Carmen is survived by his wife Laura, married 60 years, his son Carmen Jr., daughter Melissa, and grandson Nicholas.

JERRY "BUTCH" BENEDICK APPT: 5/21/1984 CLASS: 260 DOD: 5/3/2023 ASSN: 26TH

Jerry "Butch" Benedick age 66, passed away suddenly just before midnight on May 3rd, 2023 in the arms of his beloved wife Pinky and their son Jerry III by his side.

Born and raised in Northeast Philly, Jerry grew up on Academy Road and attended George Washington HS. On his 18th birthday, Jerry enlisted himself to the United States Army where he served for 3 years retiring as private first class of military police corps branch. After a brief time working in the sheet metal industry, he left to work for Humphries Exterminating, where he first met Pinky. Jerry and Pinky dated for a few years and eventually married in 1981, just before buying their home in Parkwood.

Jerry had always believed he was destined to be a police officer.

He entered the police academy in May 1984, class # 260, with Pinky following him in 1986,class # 269.

Jerry was assigned to the 26th district, though his sights were focused on the canine unit. He was an excellent softball player and was accepted

on the 26th district team and playing for the FOP team shortly after. Jerry was happily assigned to the canine unit in Sept 1986, and was given his first partner, Shep # 523. He served in the canine unit for 23 years and in that time trained and cared for Shep, Ben, Fero, Buddy, Thor, Sampson and Odin. All but Sampson and Odin sharing the title of Canine officer.

Jerry retired from the 7th district in 2015 but not before receiving a Heroism award for his involvement with a shooting incident at the Nabisco Bakery in September 2010.

His home life with Pinky, fathered him 4 beautiful children which he absolutely adored. Along with nieces and nephews he shared his time with, teaching them fundamental life skills, like home repairs, navigation, fishing and general mechanics.

Jerry was also a dedicated member, President and vice president to the Academy Sabres Sports Assoc, where his love for coaching his kids as well as several others made him a father figure, or "Uncle Butch" to so many. You could always catch him cutting the grassy fields with his country music blaring in his headphones and a bottle of Propel or a cup of black coffee, 2 equal close by.

Sadly, tragedy struck Jerry and his family in 1994 with the death of his first son Jimmy at the age of 6 years old from an unknown heart condi-

tion. The following season Academy Sabres honored the memory of Jimmy with the formation of the Jimmy Benedick League.

Jerry was a natural at building and repairing everything.

At the time of his passing, he was in the process of revitalizing the Jimmy Benedick Memorial Baseball field, located at Academy Sabres. It was originally dedicated in 2011 with the funds and support from Pinky and Jerry, and so many families and friends that loved and cared for their son Jimmy.

It was in 2016 Jerry discovered he had colon cancer. He took on the arduous journey of chemo and radiation and successfully beat it , with the unending support and love of Pinky, family and friends. Jerry also suffered from Diabetes, but with his shared love of good food and cooking with Pinky, his dietary needs were always met. He even built her the gourmet kitchen of her dreams that he happily would do the dinner dishes---.

Jerry first passion however was not cooking but fishing. As soon as the weather broke, Jerry was off to the boat ramp with his boat and his son Jerry III and son in law Phil Gamble in tow. In 2021 Pinky and Jerry traveled on their 40th wedding anniversary to Lake Okeechobee in Florida for a chartered fishing trip and a

bucket list checkoff with promises of returning again one day.

After retiring from the police department, Jerry worked a part time job at Lowes in Trevose. He really took pleasure in assisting people in the store and sharing his vast knowledge of carpentry and associated skills.

Friday nights were his time to kick back and relax in front of the firepit surrounded by his BFFL's Deneene, Moe and Sam, good snacks and lots of laughs.

Jerry has touched the lives of so many people and was a great friend to all. His dedication to his wife, children, family and friends will be greatly missed.

A true patriarch of his family, his absence will be felt deeply.

Jerry is survived by his wife Pinky of 42 years and his namesake Jerry III, eldest daughter Jaclyn and husband Shane Warren, Jamie and her husband Phil Gamble and -their son Jameson, Jerry and Pinky's first grandson, born in 2021.

Jerry was laid to rest with his son Jimmy in Resurrection Cemetary, following a beautiful memorial service with military and police honors.

Jerry's family has requested any donations in Jerry's memory be made to the Jimmy Benedick Field of Dreams, C/O Academy Sabres Sports Assoc.
