This is NOT a contract year, our contract is up June 30th 2024. However; we will be receiving a $1700.00 retention bonus before July 31st, 2023.
Next year all four municipal unions will be up for renewal at one time, and all unions will be working with a new mayor to try and get this done.
We also have to get around PICA. PICA is the Pennsylvania Intergovernmental Cooperation Authority. This is a state law which basically says the city will have to show its ability to pay for any contract awarded
Rest assured we are going to squeeze the maximum amount of money possible to put in your pockets, you certainly deserve it, Long hours, understaffed, days cancelled, you deserve a fair contract with a decent percentage increase.
I hear all the time about surrounding counties and other departments, people were sending over a recent contract settlement from New York, looking at the face of it, it looked real good, when you read it fully it showed the fine print. They worked without a contract from 2017, The raises equaled 3-4 percent annually with medical Co-Pays, and a cost of living somewhere around the moon.
When we do our presentation, we use other comparable cities with departments our size, Not smaller departments with only 100 or so Officers.
Since taking office, we have led all city unions and other major departments in pay increases with well over 50 percent. We plan on putting on another first rate presentation again for next year We will be calling on you to attend these hearings as there is strength in numbers I will keep everyone up to date as we progress more starting early next year.

On May 9th at the FOP General Body Meeting, President John McNesby announced to all of you that I would be stepping down from my daily duties here at the FOP to pursue a personal venture that I’ve longed to do. This opportunity for me presented itself at a time in my life when I feel I can devote all my energy to it and hopefully succeed at this new venture for my family and myself
While I will continue to support all of you should you have the need for me at any time in your life, I won’t be able to enjoy a success in this new venture unless I put myself into it at a level it needs
I will continue to serve as a Vice President here part-time at the lodge but in an advisory role. I will also serve in my National position as Vice President until at least this term ends and will make that decision when the appropriate time comes.
I want to take this opportunity to publicly thank each one of you that have helped me along the way during my career in Law Enforcement and again as a Union Representative here at Lodge 5. I’ve had every opportunity to succeed since the time I entered the Police Academy through my
days here at the Lodge. I’ve met some true characters in this time frame and I’m sure the same could be said about me at different points in my career. It’s been said that as we entered the Police Academy, we were not only embarking on a truly dangerous but rewarding career, we were also witnessing the greatest show on earth. That was as true then as it is now
In closing, I wish I could name names of people who have had an influence on my adventure, but this publication would be too heavy to carry should I list every one of you who made a difference in my life in a positive way In my latter years, I must offer a big Thank You to John McNesby, who not only brought me on board here at the FOP but supported me immensely in the move to the National FOP and once again now as I depart for this new adventure.
Suffice it to say, you ’ ve all made a difference in my life, and I will always be indebted and grateful to each one of you.

By the time you receive this article, we will have already had the Primary elections in the city of Philadelphia We will still have to wait until November before we decide who will be the next Mayor of the city.
The next person to take that seat will be in for a challenge to get some sense of control of the lawlessness plaguing this city, along with the overall inconsistent services throughout the city in most of the department
As I’m getting more comfortable with the Pension Board and system and how it works, I can honestly say that for the most part most of the employes really do care about helping the members and do their best to get our members processed in a timely manner. I did not know the process or the steps that were in place to start collecting your pension Now, having the knowledge and experience of dealing with the members and their pensions, I can share a little light on some of the issues that plague the system and remove the myths about the system.
Let me start with the disability system. As you may remember, one of the candidates running for mayor put an article in one of our newspapers who I refuse to mention by name, and basically crushed our Heart and Lung system, and they were not successful in their bid for Mayor, thank goodness for that.
As she did her Audit of the Heart and Lung and our members’ so-called abuse of the system, she failed to mention or keep out some very important factors which I will be glad to shed some light on them.
Let me begin with the most important fact that she failed to mention The Medical Director for the city is an independent contractor (Consultant) since 2013, the city hired to review the injuries of ALL CITY EMPLOYEES, not only Police Officers. In other words, she is a very high paid consultant that works part time for the city on Employee Disability. I have been a Pension Trustee for almost two years, and this has been a problem prior to me being elected I can’t just sit back and keep quiet and watch what the city allows this to happen to our members and other represented and nonrepresented members throughout this city, the Pension Board constantly takes the blame and heat for the Medical Director and Risk Management.
I meet every month to decide the livelihood of someone ’ s pension based on the information from a report of Part-Time Medical Directors conclusion that have never established a relationship or rapport with someone that may have come to her office, or not, for less than a half hour. As a matter of fact, most of the reports that are submitted for the Medical Director, the person has been out of work for several years before she writes the report and send it back to the city to be used at the Pension Board monthly meeting for determining if that person should receive a Disability Pension or not. Granted, I have no medical background to decide on someone ’ s injury, but I can understand basic English In other words, we all know how to read between the lines. How about this very important fact not
being mentioned in the newspaper article about the Heart and Lung.
Another fact not mentioned, Risk Management has a representative that sits on the Pension Board at the monthly meeting, that gets to vote and decide if a person should receive their service-connected disability pension, after being the same person that could have sat as the city’s neutral arbitrator on the Heart and Lung panel and being directly involved with the PMA(Third Party Administrator) process To simplify it for you, Risk Management gets three (3) bites at the apple to try and prevent someone from getting a service-connected disability pension. Risk Management is also tasked with making sure the paperwork of ALL CITY EMPLOYESS IS PROCCESSED IN A TIMELY MANNER. GOOD LUCK WITH THAT.
I hear the frustration from our members daily, and that’s just our members. Imagine the frustration of the other city employees that don’t have someone to help them with their process of getting information or a status of their matters. To sit at a meeting and have to make a decision on someone ’ s pension after getting a report on an injury that in some cases could be from 10 years or more, is very challenging.
The purpose of me writing this is to let our members know that I am doing everything I can to get your matters resolved expeditiously with the best outcome for you to move on with a piece of mind. I cannot do anything on my own, and especially when we deal with other people in the process who see it differently. I can give you my word that I will work hard for everyone in the city no matter what you do as a city employee. I was elected to the Pension Board as an advocate for the workers of this city to make those decisions you elected me to make in all fairness of the employees
This is just a fraction of the many things wrong with this broken system.
Also, remember, any employee that works in any department of the city is a city employee, and they also answer to someone above them. Not returning multiple phone calls, emails, and voicemails full is totally unacceptable and should not be tolerated. You must be vocal and speak up for your rights as a city employee.
The city politicians, who had no clue about the process interjected their comments when the article came out, without having all the facts, nor did they understand the process. This happens all too often when they hear anything about the Police Department or the FOP and benefits that we bargained for in good faith and earned. We choose law enforcement, and they choose politics We do not publish articles on every decision they make that impacts not only the safety of the city but could have a long-term devastating outcome to the city and the residents. We interject when it is necessary.
My main goal is to make sure all the employees of this city are afforded the best opportunity to receive what they earned or deserve while working for this city
I will put forth my best efforts to the new Mayor elect to look at this process and make some changes and decisions that will offer employees a better remedy in all fairness to the city and the employee.

Roosevelt PoplarIt is a pivotal time for both the Philadelphia Police Department and the city. The coming year of 2024 means a new Mayor, a new city administration and likely; a new police commissioner.
We will have a new Mayoral Administration and the FOP is very cognizant that a change in leadership brings with it a change in approach and practice by those in positions of authority. The FOP will continue to closely monitor all issues related to the wages, hours and working conditions, and vigorously protect the benefits and rights which have been fought for and gained over generations of Lodge 5 members.
If there is a change of police commissioner, it would be very refreshing to go back to an individual who has come up through the ranks of our Police Department to arrive at the top job. Philadelphia and our Department have unique cultures and we have witnessed the downside of individuals in place who do not understand our city or our culture.
Our members deserve a huge amount of credit while performing their duties admirably in very trying circumstances. This is especially true of the men and women in patrol who work in impossible conditions each and every day doing very dangerous work with very limited staffing. Those in patrol have it even harder as they do their job while being second-guessed, questioned, disciplined and continually thrown under the bus by this PPD administration. This is an administration that is largely holed up in
their offices and then appear for photo ops after the real cops have strung up the crime scene tape around the latest incident of uncontrolled violence in our great city.
The Philadelphia Police Department needs to return to a culture of support for its officers. That is long overdue. The era of excusing criminal behavior while disparaging cops needs to end. Let the cops be cops and do their jobs.
As you read this, we will likely have completed a trial in Common Pleas Court against the District Attorney, the City and the Police Department regarding the practice of placing huge numbers of police officers and detectives on the Do Not Call (Brady-Giglio) list. We realize that this is nothing more than an attempt by irresponsible public officials to smear cops in order to benefit the criminal element. A criminal element that is intent on crippling our great city. We will update you on the results.
Next year is a contract year and we are now in the midst of preparing our contract proposals. The team we have here at the FOP to represent you and your families is dedicated to delivering the best contract possible for you. We realize that there is not enough money to compensate you for performing the toughest job in the world, but we are prepared and hard at work to deliver for you.
Please stay the course. We pray and hope that there is light at the end of this dark tunnel.
A day in the life of your FOP Executive Board Member. Much like a Police Officer, an Executive board member never knows exactly what his or her day will bring. Every member of the Executive Board has a role in the operations of the Lodge. Every day we cover and represent you in all District and IAB interviews, PBI hearings, and arbitrations We meet with Command Staff to resolve as many disciplinary issues as possible minimizing a long-drawn-out process for our members. We fight with the city to get our exonerated Officers their back pay as quickly as possible. Whenever an order, schedule change, or policy implementation of any kind is given that violates our contract we immediately contact those responsible and resolve the issue.
The FOP also manages all injury claims, from minimal quick recovery injuries to catastrophic ones. Unfortunately, we have members who have been catastrophically injured in the line of duty and their required care can be difficult to navigate but we are here for them Every day we handle issues with on duty Officer injuries and ensure they get the care they deserve, sometimes requiring them to be moved to heart and lung. Regardless of what you need we are there. We are there to plan fundraising events for our members We are always planning and hosting events to raise money for our members in need. Those events don’t just happen. A lot of work goes into making those fundraisers happen. We are also responsible for planning and hosting events that ensure our Officers are never forgotten Whether it’s Hero Plaques, Street Renaming, or any other dedications.
We handle hundreds of phone calls and emails a day from our membership for help and guidance in a variety of different areas both personal and professional. As many of you know our buildings and facilities are not always in the best shape. We expedite all facility complaints made by our mem-
bers and can usually have the issue resolved within 24 hours. Many calls are from our retired members, and we make sure we do whatever we can to help them. Take all of that and add in Police discharges, Police shootings, and all of the other emergency situations that can and do happen and you see how busy our day to day is.
Recently a few members attending the Fraternal Order of Police (FOP) – Lodge 5 meetings were curious to learn why the FOP refinanced its Commercial Mortgage (11630 Caroline Road). In simple terms, it was a financial business decision by John McNesby and the Executive Board Due to the way Commercial Mortgages are set up, every five years our mortgage was up for re-evaluation and the interest rate was about to increase to 6 2% In the current financial climate that would have been a substantial increase While Firstrust Bank was incredibly good to us in purchasing 11630 Caroline Road, business is business. The Philadelphia Federal Credit Union (PFCU) offered a much better interest rate that also reduced our mortgage payment a little over $15,000 00 a month. Additionally, PFCU will be or have already installed a new ATM in the 7C lounge with “NO WITHDRAWAL FEES” for members of any credit union banking institution The refinance also provided new funds to conduct much-needed improvements to 11630 Caroline Road. We will keep you posted. Sierra FOP Lodge #5 TreasurerAs I sit down to write this article we are very busy at the FOP This morning we attended the Funeral Services for Deptford Police Officer Robert "Bobby" Shisler who was shot and killed in the line of duty. Yesterday myself and others from the Executive Board attended the Philadelphia Police Foundation’s A Night for Blue where we helped raise money for the Police Department. The day before that we attended the National Police Officers Memorial Service on Capitol Hill in Washington, D.C. honoring 443 Police Officers that lost their life in the line of duty The rest of this week will be spent preparing for our Annual Survivors Benefit this Saturday. It is a huge event that we could not accomplish without all our member volunteers. I cannot thank you enough for all your hard work. We do all of this in addition to member services, contract disputes, legal representation, and long list of additional tasks. It’s not easy but its what you deserve for all your hard work on the street.
I want to congratulate my good friend Butchie Riddick on his retirement after 30 years. I was lucky enough to work with Butchie during my time in the 12th District He knew everyone on the street in the 12th and everyone definitely knew him A true asset to the Philadelphia Police Department, he will be dearly missed. Congrats my friend, well deserved.
As many of you have heard I am running for a National FOP Board position at this year ’ s National Conference. Steve Weiler has done an excellent job representing us at a national level. I can only hope to make as big of an impact as he has. It is important that Philadelphia has a seat at the
national table. Our voice must be heard! If elected, I will prioritize Police Officer Wellness. Specifically, mental health. The disastrous defund the police movement, lack of manpower, and emergence of rogue progressive prosecutors has taken a devastating toll on Officers' mental health in recent years I am confident that my ideas and initiatives will make a significant impact. I have a strong vision for the future of our beloved Fraternal Order of Police, and I believe that together, we can achieve great things.
I understand that serving on the National Board is a tremendous responsibility, and I am committed to being a dedicated and responsible representative for all our members. I will work tirelessly to ensure that the voices of all members are heard, and that we work together to achieve our shared goals. I invite you to join me on this journey, and to support me as I seek to represent you on the National Board as 2nd Vice President Together, we can build a better future for ourselves, our families, and the Fraternal Order of Police.
Fraternally, John HoytMay is known as Police Survivor's Month; during the month, there are various ceremonies held to honor those who made the ultimate sacrifice.
On May 3, 2023, the City of Philadelphia held its Annual Survivor's Day.
We honored all Police and Firefighters who died in the line of duty. May 8, 2023, the State Fraternal Order of Police held its annual event honoring all those who died in the entire State of Pennsylvania. The National ceremony was held on May 15, 2023, the ceremony honored all law enforcement officers who died all over the country This year at the national ceremony we honored our own: Pia Erin Tokley, Cpl. Deborah Rosario and Pia Vladimir Maleev who all passed during the COVID 19 pandemic.
We also held our Mayoral Election on May 16, 2023, this election will decide who our new Mayor will be along with City Council representatives. The city needs to move in a new direction; the citizens of Philadelphia deserve better. Hopefully, with a new administration it will bring the change we need, allowing the police to do their job. They deserve proper back up and hopefully it will happen with this election after all, they all supported law enforcement.
An update on the Heart and Lung panel. I was notified by the City of Philadelphia Department of Risk Management that they have finally credentialed Temple Occupational Medicine program to be added to our Heart and Lung program. This will allow
officers to finally have a say in their medical treatment I will update the membership with any new information once I receive it
This goes without saying but please report all injuries the moment they happen. DO NOT GO HOME WITH AN INJURY, if you do the city will deny the injury and you will have to fight to get it recognized They will make you burn your time and pay for your own medical treatment.
The Fraternal Order of Police is currently working with life insurance companies to improve the quality of our insurance for our families Now is a suitable time for all of us, active and retired, to contact FOP and speak with Andrea Murk at 215-629-2 to make sure all your beneficiaries are correct. Most of us still have the same beneficiary from day one at the Police Academy. Please do yourself a favor, and check them for accuracy, it will give you and your family peace of mind. We can change all policies including your pension at FOP headquarters

Work here for me at the FOP isn’t really work as it’s a job that I enjoy doing. Most days I’ll receive anywhere from 10 to 20 calls from members, both active and retired Some are in trouble and need to be directed to the correct law firm or Executive Board member here for assistance. Some come from retirees seeking help with a simple will or a Power of Attorney or even an Advanced Health Care Directive; all that can be accomplished here at the FOP at no charge, including notarization. Active members often call for representation at an interview, a payroll problem, or even a labor problem that could require a grievance to be filed. The point is that if you call here, we will help you! We can’t help you with things you don’t tell us about. We work for you, plain and simple. You should also know that the clerical staff here are tireless workers and they too are here to help. Without them, we’d all be lost here.
Following a legal arrest by one of our own on 3-23-2023 in the Germantown section of Philadelphia, a parade of public officials marched to their drummer and proceeded to condemn the actions of the Officers at the scene. Three of the public officials released a joint statement on March 24th and they are Philadelphia Council Member Cindy Bass, & State Senators Sharif Street and Art Haywood In their joint statement, they claim to have viewed body-cam video of the arrest with law enforcement officials. Following this viewing
they all released a joint statement in which they stated, “ we unequivocally condemn the actions of the officer which are inconsistent with de-escalation, trust, and good community service.” Their statement went on to say they were encouraged that Police Commissioner Daniel Outlaw “immediately suspended the officer pending and internal investigation.” They also stated, “We expect the department to follow through with the appropriate disciplinary action following the conclusion of the internal investigation ” Remember that these politicians use the word “unequivocally” which means there is no doubt. Pure political garbage if you ask me. Nowhere in that statement is anything about the defendant. Nothing about him carrying an illegal visible gun, nothing about the drugs or drug paraphernalia such as scales used for distribution and nothing about using his vehicle to cause harm to the officer while trying to escape. Not a word!
Then we get to Police Commissioner Outlaw who later in the day stated “the conduct displayed by the officer is highly concerning and I have ordered an internal investigation into the incident. All of the officers have been identified, and the primary officer has been placed on restricted duty pending the outcome of the investigation.”
The joint statement by the politicians and the action by the Police Commissioner all took place on Friday, the 24th of March, less than 24 hours after the arrest.

Now I’m sure that the Police Commissioner could have viewed both the body cam videos of all the officers involved on Friday and I’m also sure she certainly could have viewed the fake video posted on social media. I’m saying could have since I don’t know An officer was removed from duty on Friday with all the clouds that could possibly overshadow him put in place by this Commissioner. We need to know what she did and why she took the knee jerk reaction in removing the officer from the street!
What we do know is that on Tuesday morning, 3-28-23, the officer was taken off restricted duty and restored to full duty by the Police Commissioner What took four days to figure that out? How can you effectively lead a large-scale police department
when you ’ re the lead player in decisions like this? The answer is there is no leadership on display here, what we see is another political pawn playing to the crowd.
You will notice that I have not mentioned the officer’s name in this article and there’s a reason for that The people whose names are listed don’t deserve to be in the same article as this heroic officer by name. They haven’t earned that honor!
How long will this city have to endure political hacks making jackass decisions such as this? Despite all of this, please keep your fellow officer in mind and know that on the street, you need each other. Be safe out there!

If we count the family members of our 14,500 active and retired members, our FOP family surely exceeds over 100,000 folks. With that large group of people, there is also a need to be met or someone who needs assistance, advice or counseling. This is even more apparent with the current staffing crisis in the police department and the lack of morale that currently exists. Please look out for your co-workers and friends and ensure that everyone is doing OK physically and emotionally. The FOP has an enormous amount of resources available to help in any situation. As the story begins a monastery is in turmoil, they are rearranging the furniture on the deck of the Titanic. The devil was working overtime to destroy the mission of the monastery. People relied on visits to the monastery to ask the monks for help in dealing with the hard questions “What should I do with my life? How do I find meaning? How do I get the most out of life?” The monks had lost focus due to losing sight of the mission. “Life at the monastery changed. It was so gradual at first. They had slowly closed their hearts to God and each other ” They were fighting amongst themselves. As a result people stop coming to them. The mission was lost. The Abbot who was responsible for supervision of the monks prays to regain the lost mission and is inspired to seek the help of a friend who is a wise Hermit. After prayer and meditation, the wise Hermit’s advice is for the Abbot to return to the monks and tell them the Messiah is among you. The Abbot returned and called a meeting to pass along
the advice and the monks began to practice it. They treated each other and those who came to them as though they were the Messiah, as a result they regained the mission. They returned to the hunger for mission, to treat others the way we want to be treated, to practice the golden rule Once again, they opened their hearts to God and to each other. Kelly offers an observation from Michelangelo the famed artist, at age 88, he said. “I regret that I have done so little for my eternal soul.” What was his regret that he had not practiced care of his soul? He made the observation at age 88, we have the knowledge let’s put it to work We have the answers to the most difficult questions in life, our Judea-Christian belief is that we should live with the goal of attaining Heaven. We should make choices every day, so that at the end of our lives we can look back and conclude we did it Gods way. Our goal must always be at the end of our earthly journey to attain Heaven. This requires that we practice our faith by treating all we meet as though they may be the Messiah. Kelly proposes we must stop searching for worldly solutions to spiritual problems. “Law is a poor substitute for love. Laws take over where our love runs short Laws compel us to do what we should do willingly. Laws cannot legislate love and only love can take us from the current state of affairs to the world we all want to live in.” All of the problems we have can only be resolved by including God in the equation. It has been said we have fifty thousand plus laws to say what is said in the Ten Commandments. What are we not understanding, we must include God in all that we do,
we are on a mission endorsed by him. Sound familiar, for us as Peace Keepers, others look to us for guidance. We encounter people at the worst points in the struggles of life and how we respond to them is a test for us. We decide how to respond to them, we can practice the lesson of holy moments and use it as a handbook for the rest of our life, to have a positive impact on all we meet. To do as much good as we can, for as many people as we can, for as long as we can. To have an attitude of gratitude, to be the light in the darkness. May we always live the mission!

Chief Masi truly exemplifies what it means to be selfless, to truly be a servant and guardian angel. He had dedicated his life to protecting the citizens of Philadelphia in addition to helping the protectors of the city. When your out there on those cold details or large crime scenes in the winter…that hot chocolate and those hand warmers are heaven sent! On May 16 Officer McKenna was working in plain clothes when he responded to a shooting inside a housing complex. Once on location, he located a unconscious shooting victim in the grassy courtyard area Officer McKenna rolled the victim over checked his vital signs, and located a gunshot wound on the victims left thigh The wound was bleeding profusely. Given the amount of blood loss already, the officer ran to his vehicle and retrieved his tourniquet and applied it to the wound After the tourniquet was placed on the victim’s leg. With the help of other responding officers he carried the victim several yards through the courtyard, down to street level for an awaiting ambulance. Medics transported the victim to Einstein Hospital, where he was rushed to emergency surgery and ultimately survived his injuries The attending physician at Einstein Hospital provided the p o l i c e d e p a r t m e n t wi t h a l e t t e r c o m m e n d i n g O ff i c e r McKenna and attributed the victim’s survival to the officer ’s actions. The letter stated in part “The patient was bleeding to death and your quick response in applying a tourniquet to his leg saved his life.” Excellent work!

On January 28, the officers responded to Penns Landing where a victim had fallen approximately 20ft off the dock into the Delaware River The temperature was 23 degrees with cold strong blustery winds, and the water temperature was 35 degrees Upon arrival the officers located the victim s t r u g g l i n g t o s wi m i n t h e i c y wa t e r a n d i m m e d i a t e l y r equested fire department to respond. The officers were able to maintain a visual on the victim Concerned hypothermia might set in and cause the victim to go unconscious; they engaged him in conversation to keep him calm and conscious
The officers were able to locate a life preserver along the dock, and made several attempts to reach the victim, who was now struggling to keep his head above water. Finally, the victim was able to grab hold of the life preserver, and the officers were able to pull him closer to the dock before he drifted away Once the fire department arrived on location, Rescue 1 was able to utilize their equipment to pull the victim out of the water. The victim was transported to Jefferson Hospital were he was treated for his injuries Great job Officers!

On August 31, Officers Banister and Carr responded to the 1700 block of South 65th Street for a report of a shooting. Upon arrival they were unable to locate a scene or a victim Realizing the corner store had surveillance cameras, the officers decided to check the surveillance footage. To their superise it captured an offender chasing and shooting at an unknown male who was running away from the offender. The officers recognized the offender from previous contact The officers also received information from a confidential source that the offender fled in a silver Buick. The license plate provided by the source came back registered to an address on the 6200 block of Dickens Avenue.
T h e o ff i c e r s we n t t o t h e l o c a t i o n a n d o b s e r v e d a m a l e matching the flash information obtained from the surveillance video standing in the doorway The officers placed the male into custody and held the house for a search warrant. Detectives were able to recover a .22 caliber handgun loaded with six (6) live rounds and a box of 22 caliber ammunition. Good work Officers!

On June 20, Officers Karinja and Stralo were provided information about a fugitive from the Bensalem Township Pol i c e De p a r t m e n t ’s j u r i s d i c t i o n , wa n t e d f o r I n v o l u n t a r y Manslaughter and is known to frequent a home on the 2000 block of S. Aikens Street. Both officers were familiar with the address which was known for illicit narcotic sales and prostitution
The officers went to the address and attempted to serve the warrant When the officers knocked on the door, they observed a male look from behind the blinds of a window, then immediately flee toward the rear of the property. Believing this was the suspect trying to escape, both officers ran to the rear alleyway, covering both ends of the alleyway to prevent escape and intercept the male
As the male exited the rear of the property and fled down the alleyway, he was holding his front waistband and refusing commands to stop The male attempted to hop a fence to another backyard when he was quickly snatched down and taken into custody by the officers
Recovered from the male was a loaded 9mm Taurus and nineteen packets of crack cocaine. Further investigation reveled the defendant wasn’t the person they were looking for. However, he was a convicted a felon on parole for VUFA violation Because of their diligence they were able to get a violent criminal offender off the street. Great job!

On July 1st, at approximately 10:00 pm, Officers Sullivan and Kirby were working targeted patrol in the area of 7000 Di c k s Av e . i n r e s p o n s e t o t h e i n c r e a s e o f g u n v i o l e n c e . While patrolling the area, the officers both observed a male riding a bicycle on the sidewalk, as opposed to the designated bike lane The officers conducted a mere encounter with the male who stated that he had narcotics on him As the officers conducted a frisk of the male, he attempted to flee but was quickly apprehended The male began to resist as the officers attempted to secure him. Officer Sullivan felt a firearm in is his waistband and verbally shouted a warning to his partner Officer Kirby deployed his Taser on the male, which prompted the male to comply with police commands. I n c i d e n t t o a r r e s t , t h e o ff i c e r s r e c o v e r e d a l o a d e d 9 m m semi-automatic firearm and various narcotics. The officers performed an intelligent and important act of police service and because of their alertness and quick action, they are a positive reflection on the entire police department Job well done!

On October 31st, Officer Hopkins responded to a carjacking p o i n t o f g u n , a t a g a s s t a t i o n i n t h e a r e a o f 2 1 s t a n d A llegheny. The male complainant stated he was pumping gas when two males wearing black ski mask approached him and his girlfriend, when one pointed a gun at his head and yelled “Give up everything you got”. The complainant then handed over his wallet, 2 cell phones, and the keys to the car.
T h e s e c o n d m a n p o i n t e d a g u n a t h i s g i r l f r i e n d a n d d emanded she get out of the vehicle They then sped off in the female complainant’s 2020 Ford Fusion. Officer Hopkins asked the complainants if there was anyway of tracking the vehicle. The female complainant stated she had the Ford Pass app, but was unable to use it since her phone had just been stolen Without hesitation Officer Hopkins, downloaded the Ford app on his own phone, allowing the complainant to sign in Offficer Hopkins was then able to relay the direction of travel to police radio. He also relayed the vehicle only had enough fuel to travel another 6 miles before running out of gas
18th District Officers Tsoflias and Sztenderowicz observed the vehicle at the BP gas station in the area of 57th and Walnut Streets. One offender standing next to the vehicle and the other pumping the gas. The officers were able to detain both individuals A firearm was recovered from one of the d e f e n d a n t ’s wa i s t b a n d s , a s we l l a s t h e wa l l e t a n d c e l l phones belonging to the both complainants While investigating, the officers observed a female hiding inside the ve-
hicle and recovered a second firearm, which was located between the passenger side front door and passenger seat. T h e o ff e n d e r s we r e b o t h p o s i t i v e l y i d e n t i f i e d a n d we r e charged with multiple offenses.
The proactive approach to locate the complainant’s vehicle and team work exhibited by these officers is a shinning example of Philly Cops represent!

On December 20th police responded to a shooting on the subway platform at 1300 Market Street. Upon arrival a male wa s f o u n d s u ff e r i n g f r o m a s h o t g u n wo u n d a n d u n c o ns c i o u s . T h e m a l e wa s t r a n s p o r t e d t o J e ff e r s o n a n d t h e scene was secured. Detectives Gibson and Cangelosi responded to process the scene and started canvassing and patrolling the subway area for possible video and witnesses. Eventually a witness was located who gave the Detectives a possible location of the offender who appeared to be a homeless male.
After reviewing additional video over several days from local b u s i n e s s e s De t e c t i v e s G i b s o n , Ca n g e l o s i , a n d M c G u i r e were able to recover video of the offenders direction of travel before and after the shooting. Still photos were developed and sent to the DIVIRT team for dissemination, throughout the PPD, YouTube and other social media outlets
Tips were developed from other officers who recognized the offender from previous arrests A photo array was prepared for the complainant who positively ID the suspect and an arrest warrant was secured.
The detectives learned through interviews the suspect was utilizing the vast railway and tunnel system to elude appre-
hension. Knowing how dangerous the suspect is the detectives made a conscious effort to ensure this suspect would b e a p p r e h e n d e d b y l a u n c h i n g c o n t i n u o u s s o c i a l m e d i a alerts and ramping up their patrol efforts.
On January 21st the offender was arrested and taken to Central Detectives, where he confessed to the shooting. He was charged with Aggravated Assault, VUFA, Robbery and other related charges
The persistence and tenacity of these Detectives enabled them to remove a dangerous offender off the streets Excellent team work Detectives!

Several video clips were obtained showing the victim leaving the bar, and additional footage showing the offender running from the park while pulling his pants up From that footage, a description of the offender was developed and screenshots of the offender were sent to Officers Greider and Troy who stopped a male fitting that description That male, who was wanted on an unrelated warrant was taken into custody and transported to SVU for interview While at Special Victims the detectives were able to secure a confession from the offender which led to his arrest. The teamwork and cooperative effort put forth by the officers and detectives involved resulted in a dangerous rapist being removed from the street. Outstanding job

On September 16th, at approximately 1:45 AM, police res p o n d e d t o t h e a r e a o f 1 8 0 0 Wa l n u t S t r e e t f o r a r a p e i n progress Responding officers were met by the victim who sated that she was raped between two tents that had been set up in Rittenhouse Square Officers secured that scene and transported the victim to SVU for interview and treatment. The victim relayed to investigators that she was at a bar in the area of 19th and Chestnut Street with friends when s h e l e f t t h e b a r a l o n e . T h e v i c t i m d i d n o t k n o w h o w s h e ended up in Rittenhouse Park, or how she encountered the offender who raped her. The victim only recalled waking up to the offender on top of her before witnesses scared the off e n d e r c a u s i n g h i m t o f l e e o n f o o t A t t h a t t i m e O ff i c e r s Blackburn, Rosenbaum, and Detective Marcellino began to
On February 25th, Officer Stephens received a radio call of a person with a knife threatening employees and patrons of the airport Upon arriving, Officer Stephens was met by a male who appeared to be both confused and paranoid. Supervisors responded to the scene and declared it a barricade situation after the male pulled back a metal screen and started climbing under the pedestrian bridge that crosses over the departures road Undeterred by these actions Officer Stephens maintained communication with the male in an attempt to convince and reassure him that he was there help him and provide assistance when needed After an extensive conversation, the officer was able to gain the males
where he had barricaded himself. Without further incident, the male was transported to the hospital to receive the treat-
sound judgment and great restraint, substituting the need for force with a calm understanding that de-escalated an otherwise volatile situation Tremendous job!
On September 14th, while off duty in Wildwood Crest NJ, Detective McLaughlin encountered an unconscious male on t h e h i g h wa y De t e c t i v e M c L a u g h l i n s t o p p e d t o s e e i f h e could offer assistance to the male. He immediately did what he was trained to do by assessing the safety of the scene and attempting to gain the males attention through a series of verbal and physical commands. When it became obvious that the male was unresponsive, Detective McLaughlin assessed the males breathing and pulse but found none. He then instructed his wife, who was with him at the time, to call 911 while he began to administer CPR. During CPR, an employee from a nearby business arrived with an AED but d i d n o t k n o w h o w t o o p e r a t e t h e e q u i p m e n t De t e c t i v e McLaughlin promptly attached the AED and shocked the male as advised He then continued CPR, completing three rounds of compressions and breaths. In addition, Detective McLaughlin delivered two more shocks as advised by the AED before responding officers took over lifesaving efforts Medics then transported the victim to the hospital where he was placed in critical condition, treated, and later upgraded to stable condition. I n No v e m b e r O ff i c e r Do m i c o , a n d De t e c t i v e S h e e r o n opened an investigation into a Drug trafficking Organization that was supplying several high volume heroin corners in East Police Division Domico and Sheeron utilized numerous investigative techniques to identify and monitor the leade r s o f t h e DTO i n c l u d i n g c o n t r o l l e d n a r c o t i c s p u r c h a s e s , physical surveillance, pole cameras, vehicle trackers, pen registers, and eventually a Title III wiretap. The information garnered from those methods was used as probable cause to secure multiple federal search warrants for eight locations utilized by the DTO. In addition, the reputed leader of the organization and seven of his associated were indicted on multiple counts of intent to distribute heroin and firearms violations. The investigation culminated with the execution of the search warrants, which resulted in the recovery of nearly $5 million worth of heroin, fentanyl, cocaine and crack. In a d d i t i o n , a p p r o x i m a t e l y $ 1 2 5 k US C a n d f i f t e e n f i r e a r m s were recovered. The hard work and perseverance of Officer Domico and Detective Sheeron resulted in the dismantlement of a violent drug trafficking organization who were responsible for the distribution of bulk amounts of heroin and fentanyl in our communities Excellent job!
In December, P/O Stevens, P/O Jackson, and Sgt Meehan identified a large-scale supplier of bulk crystal methamphetamine and cocaine operating in the city and surrounding suburbs Based on this information Operation “Methatron” was initiated by squad three of the FBI Safe Streets Task Force Over the course of the following months, a combination of physical and electronic surveillance was utilized to establish the organizations leadership, members, and method of distribution Numerous federal and local search warrants were executed during operation Methatron that resulted in the arrest and prosecution of thirty-one members of the targeted trafficking organization. In addition, the officers recovered over $5 million worth of crystal methamphetamine and cocaine and removed twenty-one illegal firearms from the street. The persistence and dedication displayed by Officers Stevens, Jackson and Sgt Meehan led to the dismantlement and federal prosecution of one of the most dangerous and prolific drug trafficking organizations in the city and surrounding area We applaud their hard work and a job well done.

First Responder Addiction treatment (F.R.A.t.) program- Livengrin Foundation has been treating Philadelphia Police Officers since 1966. This program was designed and is run by one of our own Lodge 5 members. The staff of F.R.A.T. program are retired law enforcement who are counselors.
