A NOTE FROM THE PRESIDENT

As I reflect on my time here at The Chamber, it’s hard to believe that four years have already passed. One of the main reasons I was drawn to this region is its dynamic growth and the incredible opportunities we have ahead of us. In fact, we’ve been fortunate enough to exceed expectations, as we are leading the country in net migration with the fastest-growing counties in both North Dakota and Minnesota (outside of the Twin Cities). More and more people are beginning to recognize just how special this place is.

But even with this growth, we still face significant challenges. Seventy-seven percent of our primary-sector businesses have indicated that they plan to expand within two years, but they are facing significant challenges in meeting their workforce needs. While growth is exciting, it also comes with the responsibility to act boldly. Now, more than ever, it’s time to invest in our community, in our people and in the future.

That investment is Innovate28.

Innovate28 is a pivotal moment for our region. We have a unique opportunity to capitalize on existing relationships, leverage our resources and simplify our collective work. The key pillars of Workforce and Talent, Business Development and Public Policy will amplify what we can do together. But to be clear, this work requires collaboration from every sector— businesses, local and state governments, educational institutions and civic organizations. The Chamber is here to convene, connect and collaborate so we can achieve measurable results.

As many of you know, I am deeply competitive. When I look at regions that are excelling in areas we aspire to, it’s clear they’ve been investing in growth strategies for decades. The good news is that we’re ahead of the game in many ways, and I’m excited about the opportunity to build trust, foster cohesion and see long-lasting results for our region. Peer communities have demonstrated the power of this type of investment, and now it’s our turn.

So, what does this mean for you? Maybe you’ve already pledged to invest in Innovate28, and for that, I can’t thank you enough. Your courageous support makes this work possible. If you’re just learning about Innovate28, I encourage you to consider investing with us. We have bold goals, and we’ll need bold resources to meet them. Now is the time to double down on this region and its future.

Top takeaways from the Midwest Energy Summit

Nov. 7, the Midwest Energy Summit brought together industry leaders to discuss the rapidly evolving energy landscape, focusing on the future of energy and key issues such as rising electricity demand, the integration of renewable energy and the challenges posed by the growing role of data centers.

The first panel, moderated by Paul Jordan, CEO of Corval Group, addressed the increasing electrical demand driven by electrification

and the proliferation of data centers. Panelists Danny Martell (NextEra Energy), John Hollingsworth (ALLETE Clean Energy) and Bria Shea (Xcel Energy) explored how renewable energy sources like wind and solar are crucial in meeting current and future energy needs. The discussion highlighted the intersection of agriculture and energy, especially in the context of decarbonizing the agricultural sector and reducing the cost of

clean hydrogen through projects like the Heartland Hub. The panel also examined the challenges of an overburdened labor force and the regulatory hurdles impacting energy projects, emphasizing the need for more predictability in permitting processes to support industry growth. The panel concluded with a focus on the role of lithium-ion storage and the potential of small nuclear reactors in balancing energy reliability.

Camilo Serna , senior vice president at North American Electric Reliability Corporation, followed with a presentation on grid reliability, emphasizing the need for baseload generation and addressing the concerns posed by changing weather patterns and cyber threats. He noted that energy assurance standards are vital to maintaining a reliable grid and stressed the importance of battery storage to ensure grid stability.

Nancy Johnson of the North Dakota Soybean Growers Association then took the stage to discuss the growing synergy between agriculture and energy. She highlighted the role of soybean crushing facilities in propelling biofuels forward in the upper Midwest. She also touched on the Inflation Reduction Act, which provides tax credits to encourage biofuel production. The conversation pointed to the potential for advanced biofuels to play a pivotal role in the region's energy future.

Josh Stanislowski from the Energy & Environmental Research Center rounded out the morning with a

discussion on the expanding role of carbon capture, utilization and storage (CCUS) technologies. He discussed the Midwest’s continued research and development of Carbon Capture capabilities and the potential to transform the region's energy industry by reducing emissions and supporting the expansion of production.

The second expert panel, Future of Traditional Fuels, brought together Karl Fennessey (ConocoPhillips), Todd Sailer (Minnkota Power Cooperative) and Danette Welsh (ONEOK) to explore the evolving role of traditional fuels—natural gas, coal and oil—in the energy landscape. Moderated by Brian Kalk (Energy & Environmental Research Center), the panel discussed the challenges and opportunities facing the sector, including rising market demand, workforce shortages, and shifting state and federal policies. They examined how the industry is adapting, focusing on workforce solutions like training and automation, as well as the impact of regulatory changes. Panelists also

shared insights into how innovation is helping traditional fuels meet future energy needs while balancing sustainability goals.

The keynote session featured Tony Clark , executive-elect of the National Association of Regulatory Utility Commissioners, who provided insights into the future of electricity pricing and grid fortification. Clark discussed the challenges posed by carbon-constrained policies and the need for a balanced approach, involving more transmission lines, gas pipelines and continued innovation in energy technologies. He also explored the role of battery storage in addressing the growing demand for reliable, affordable energy.

The Summit concluded with robust discussions on the opportunities and challenges facing the energy sector. As the demand for electricity continues to rise, collaboration between energy producers, regulators and technology developers will be essential in creating a sustainable and reliable energy future.

Developing and aligning talent

Innovate28 recognizes that developing and aligning local talent is essential to closing the long-term gap between workforce supply and demand in our region. By forging stronger connections between education and industry, this initiative is creating career pathways that directly address regional labor needs.

Through events like EDventures and the Health, Tech and Trades Career Expo, and technology such as IgniteFMWF.com, Innovate28 brings K-12 students, educators and businesses together to spark early interest in high-demand fields such as manufacturing, health care, agriculture, technology and construction trades. These interactive experiences help students discover future career opportunities while giving employers a platform to showcase the skills they need most.

IgniteFMWF.com is an online platform that integrates job recruitment, skill building and career navigation into one collaborative resource. It aims to empower the community by connecting people with opportunities and resources for career growth and success. The platform offers personalized learning pathways, enabling users to explore new careers and improve their skill set.

Employers can leverage IgniteFMWF.com to post job openings, engage with potential candidates and provide upskilling opportunities for their current employees. The platform also facilitates direct engagement with educators, shaping the future workforce through meaningful collaborations.

IMPACT IN ACTION

This annual career expo welcomes more than 3,500 area high school students to the FARGODOME for a chance to explore our region’s diverse industries and careers through a day of immersive, hands-on experiences with over 100 businesses and education/training providers. This expo serves as a bridge between students and their potential career paths or areas of interest and highlights the power of community collaboration in fostering educational and professional growth.

HEALTH, TECH AND TRADES CAREER EXPO EDVENTURES

IMPACT IN ACTION

Each summer, The Chamber and Cass County Career and Technical Education Center host EDventures, a program created to strengthen the connection between educators and businesses. Throughout the week, education professionals are able to visit more than 25 local businesses to tour work environments, engage with employers and gain firsthand insights into daily operations.

EDventures plays an important role in ensuring that educators are wellequipped to prepare their students for the challenges and opportunities that lie ahead. By providing hands on experiences, focusing on essential skills and fostering valuable connections, the program will continue to enhance educational practices and workforce readiness.

Minnesota has 51 available workers for every 100 open jobs, and North Dakota has 30 available workers for every 100 open jobs. With such a severe workforce shortage across our states and the nation, competition for talented individuals is fierce. It is imperative that the Fargo-Moorhead business community is engaging in career awareness and exploration initiatives to become more visible, discoverable and attractive to our workforce of tomorrow.

INDUSTRY SECTOR PARTNERSHIPS

Industry Sector Partnerships (ISPs) are a strategic approach to workforce development that convenes employers, workforce activators, and training and education partners. Industry-specific businesses within our labor market collaborate to align common solutions with education and training, economic and workforce development, and community organizations. ISPs are employer-led to ensure that current demands are understood, which yields better outcomes for the entire system. Industries of focus: Advanced Manufacturing, Cybersecurity/IT and Precision Ag/Food.

The Advanced Manufacturing ISP was held in the fall of 2024. The meeting

was organized by The Chamber, along with key collaborators, Red River Manufacturers and Engineers Association, North Dakota State College of Science, and Minnesota State Community and Technical College.

A total of 38 attendees from the advanced manufacturing industry gathered to discuss workforce challenges and opportunities. This initial meeting laid the foundation for ongoing partnerships to align workforce skills with industry needs. The group plans to meet quarterly to continue these discussions and drive meaningful action in support of the sector’s growth and success in the region.

The Chamber’s Good Jobs Challenge (GJC) engages and connects training partners, employer partners and support organizations to achieve these core outcomes:

In this case, the GJC partnership between North Dakota State College of Science (NDSCS) and CNH Industrial educates, trains and recruits welders to the CNH Industrial workforce upon completion of the NDSCS welding program.

New Live in Fargo site launched

When marketing the region, it’s important to have an online presence with a comprehensive overview of life and work because choosing a place to live is a big decision.

With more than 8,000 open jobs in the larger region, successfully attracting talent is a critical strategy to support a vibrant and growing economy. With a large grant thanks to the North Dakota Department of Commerce, GFMEDC is leading the region’s largest comprehensive workforce attraction campaign.

The talent attraction campaign has been running throughout 2024, marketing to potential candidates with the goal of recruitment to our region. The campaign connects people to our website with a robust jobs board, pulls potential candidates into an automated email campaign and provides an opportunity to connect to local champions to ask questions or get more information.

The first part of the campaign focused on brand awareness with the overall objective to capture email information to continue to educate and inform people on the FMWF region and all it offers. Ultimately, our aim is to connect candidates with jobs and to The Chamber’s “Icebreakers” so they can learn more about the area.

The Chamber’s Community Concierge program is on a mission to foster stronger connections within our vibrant communities. The initiative is designed to create a supportive network that will allow individuals to share experiences, build meaningful friendships and cultivate valuable connections that last a lifetime. This is more than just helping people relocate; it’s about helping them truly see themselves thriving in Fargo Moorhead West Fargo.

Our area businesses also recognize how important it is for their candidates and new hires to not only envision themselves in our community but to become engrained as soon as possible. It is important to invest in the entire process and person. What will it cost our businesses or community to lose these people or to have them be unhappy and disengaged? Innovate28 helps existing employers remain competitive by connecting them with programs and services tailored to support their growth. Through the Greater Fargo Moorhead Economic Development Corporation’s (GFMEDC) Business Retention and Expansion (BRE) programming, companies gain access to financial resources, research capabilities from local educational institutions and streamlined processes for business investment, helping them stay and thrive in the region. At the same time, Innovate28 bolsters the startup ecosystem by fostering a culture of entrepreneurism,

offering resources and support to transform new ideas into impactful products and services.

This initiative also ensures the region has document-ready (certified) sites with the necessary infrastructure to accommodate businesses looking to expand or relocate. By preparing properties for development and actively marketing them to corporate site selectors, our region is positioned as a hub of innovation and growth, ready to meet the needs of businesses across industries.

ATTRACTING INVESTMENT

Doing the pre-work to get properties ready for a shovel

If time is money, offering land options that increase speed to market is a smart investment. We call them Document-ready sites (sometimes called shovel ready or certified). It refers to an available piece of land that has been vetted to some degree – a company can break ground sooner and get to the real work of what they do. In a competitive market, it’s no longer an advantage but a necessity.

Document-ready sites offer land that is closer to shovel ready because there has already been work to ensure the land is safe to develop on. For example, some of the pre-work like locating utilities and technical reporting have been done. There are levels to signify how much pre-work has been done.

To be deemed document-ready, a site has completed a litany of technical work such as soil surveys, environmental assessments, wetlands mapping or endangered species assessment. The more technical reports completed, the higher the document-ready certification –bronze, silver, gold or the highest, platinum.

The GFMEDC worked with global site location consultant, Phil Schneider, to develop this program. Schneider has reviewed and certified each site based on the appropriate level of data provided.

Innovate 28’s collaboration creates efficiencies, opportunities and added value for Chamber and GFMEDC members. For instance, the GFMEDC’s member survey technology program includes a feature that would automatically alert the Chamber public policy team if any survey responses raise public policy issues. The resulting synergies will benefit both group’s members and the community as a whole.

Growing our regional economy starts with meaningful connections to support the primary-sector companies within Cass and Clay County. Throughout 2024, our staff met or surveyed more than 160 primary-sector company leaders in Cass and Clay Counties. We learned about their successes and challenges and listened for opportunities to support their growth and success. Information in hand, we connected companies to people and programs and advocated for change that supported business growth therefore strengthening the region’s economic vitality.

This work falls within the GFMEDC’s Business Retention and Expansion (BRE) Program. Using BRE surveys, our organization collects vital information from businesses including expansion opportunities, information on challenges or barriers to growth, and evaluation of and input on community resources and amenities.

Primary-sector businesses participate either through an in-person visit or by completing a quick online survey. Through the responses, we prioritize direct support for the business in the short-term, while collecting long-term aggregate data that provides useful insight into the region’s economic trends.

What the data tells us

Seventy-seven percent of respondents indicated they plan to expand in one to two years, with most projects happening in the manufacturing, software and hardware, professional and technical services, and value-added agriculture industries. Survey respondents collectively project a potential $157 million in capital investments, the creation of over 450 jobs and an increased utilization in 564,000 square feet of real estate.

These potential expansions are being planned but aren’t guaranteed and will require the collective work of local private and public partners to increase the probability they will take place in our region. The number one issue our companies face in their growth is meeting their workforce needs, which is why Innovate28 has such an intense focus on workforce and talent.

BUSINESS RETENTION AND EXPANSION

A significant focus of the GFMEDC is to aid economic growth by helping primarysector companies secure the resources, information or connections to support expansion and growth. Looking at the data, you’ll see that 2024 was a successful year with 20 successful projects and more than 40 in the pipeline. Here are a few highlights:

Dakota Air Parts (DAP)

DAP, is an aerospace and defense logistics corporation and one of the world’s largest helicopter suppliers. Headquartered in Fargo, ND, DAP has more than 50,000 square feet of parts containing 138,0000+ inventory line items managed using state of the art inventory control systems and has been recognized by the U.S. Department of Commerce for excellence in exporting to foreign countries. The GFMEDC worked with DAP to access financial programs and resources which supported a decision to invest $9 million in Fargo over other communities that DAP also operates. This capital investment will support the acquisition of more than 72,000 square feet and 15 new jobs in the FM metro.

John Deere Electronic Solutions

John Deere Electronic Solutions is expanding its power electronics building on 19th Ave N to provide additional manufacturing space to support forecasted sales growth. The new addition represents an 84,000 square foot expansion and capital investment of more than $26 million. The new facility will allow for additional functionality including logistics, lab and warehouse capabilities. John Deere has multiple operations around the globe and this investment is a positive indicator that John Deere sees continued growth opportunities in the FM market.

Packet Digital

Packet Digital is an engineering company focusing on battery and power system development for autonomous systems, with an emphasis on UAS. Packet Digital boasts decades of experience in battery design, battery management systems and embedded programming. In December 2023, Packet Digital celebrated a ribbon cutting for a new battery and power systems manufacturing facility. The vastly improved facility repurposes 24,000 square feet of new industrial space and will add 24 new high paying jobs to the local economy.

The GFMEDC has provided the company support for expansion over the years, including connecting the company to new financial programs and tools like New Market Tax Credits, financing through the GFMEDC-managed Growth Initiative Fund, accessing incentives, strategic planning support, consultation on expansion options, connection to Department of Defense resources and more.

GROWTH INITIATIVE FUND

(GIF)

Created in 1993, the GFMEDC-managed Growth Initiative Fund (GIF) is one of our many vital business support tools. This revolving loan fund primarily acts as a community buy-down partner with the Bank of North Dakota on PACE and Flex PACE loans. The buy-down programs help unlock additional matching state grant funding to provide low-interest financing for primary sector companies, encouraging and enabling significant capital investments into their business.

The return on investment for the $7.95 million of funds invested into the GIF by Cass County, The City of Fargo and City of West Fargo have been utilized to fund 299 loans totaling $20.2 million, which were part of over $695 million in capital projects by primary sector companies and enabled $35.5 million of matching state grand funds for those companies.

Comprehensive election guides and candidate profiles will help community members make informed decisions. Educational roundtables and forums will spark meaningful dialogue, connecting business leaders and policymakers to shape a shared vision for the future.

These initiatives are designed to bridge the gap between the business community and government, ensuring our public policy supports economic growth and innovation. VOTEFMWF.ORG

In the weeks leading up to the 2024 general election, VoteWMFWF served 7,300 unique website visitors and welcomed 24,000 page views.

The purpose of this non-partisan voting resource is to empower our local community members with up-to-date information on local candidates and races, voting locations, how and when to vote, and more. As a part of The Chamber's greater civic engagement efforts, the VoteFMWF platform was also integrated into the 2024 Get out The Vote campaign.

This resource will continue to play a pivotal role in providing important and easy-to-access information to keep our community highly engaged in future elections.

Voter turnout for the 2024 general election was roughly 76% in Minnesota and 63% in North Dakota. While these numbers are at or above the national average, we have a lot of work to do engaging all our eligible voters in this critical process. Through meaningful engagement we can continue to elevate these numbers in our states and communities and make meaningful, long-term impacts together.

Sen. Cramer Roundtable

Over 50 members of the FWMF community joined The Chamber’s Public Policy Committee for a roundtable discussion with Sen. Kevin Cramer. Cramer and the group talked about the impacts of permitting restrictions, the Environmental Protection Agency's ability to set standards and regulations, federal regulations placed on liquid natural gas and how energy independence impacts the United States.

Moorhead-Dilworth Business Roundtable

Dozens of representatives from businesses, educational institutions, local and state government and state agencies held a dialogue regarding the upcoming legislative session, critical updates on the 11th Street underpass project and other pressing business community concerns.

Rep. Kelly Armstrong Roundtable

The Chamber’s Public Policy Committee and the business community discussed critical topics such as housing, workforce, education and economic growth. In addition to these local issues, the committee addressed what was happening at the federal level, specifically focusing on the Farm bill and immigration concerns.

The Chamber had a 78.26% success rate on bills we advocated for or against during the 2023 and 2024 legislative sessions in North Dakota and Minnesota. We ended the last sessions with 24 of our 38 local legislators aligned with The Chamber and business community on a majority of our priorities.

The Chamber plays a pivotal role in equipping legislators with the knowledge and insights needed to craft policies that support a thriving regional economy. Through Innovate28, The Chamber facilitates critical discussions at the local, state and federal levels, ensuring that policy decisions are informed by the real-world needs of businesses and communities in the Fargo-MoorheadWest Fargo region.

By providing detailed information on the impacts of policy changes, The Chamber helps lawmakers understand how strategic enhancements to progrowth business programs can drive economic development. Key initiatives supported by The Chamber include the Automation Tax Credit, ND Career Builders, Operation Intern, Legacy Investment for Technology Loan Fund, Automate ND Grant and the Bioscience Innovation Grant. Programs like Border Cities Enterprise Zones and Disparity Tax Credits further exemplify how targeted resources can address specific regional challenges.

These efforts also create opportunities for ongoing strategic conversations with the business community, allowing new priorities to emerge over the course of the four-year Innovate28 plan. By fostering collaboration between policymakers and industry leaders, The Chamber ensures that legislative efforts not only strengthen the region’s competitive advantages but also create the foundation for sustained growth and innovation.

Through this work, The Chamber amplifies the voices of businesses, ensuring their perspectives shape policies that enable a vibrant and resilient economy.

MINNESOTA BUSINESS MANDATE ROUNDTABLE

In 2023, a bill was proposed at the Minnesota Legislature that would mandate Minnesota employers to provide significant leave to employees, which carried many major concerns for businesses in our region and across the state –especially among border communities. The Chamber put significant effort into traveling to St. Paul, leveraging relationships across the state, engaging business leaders, partnering with area media organizations and consistently communicating the consequences of this proposal.

Notably, The Chamber organized an urgent roundtable meeting with Minn. Sen. Rob Kupec, in which 45 Minnesota businesses attended to directly share their concerns, perspectives, recommendations, data and reasons for opposition. This was a critical opportunity for the senator to connect with and hear directly from our business community prior to his vote.

ADVOCATING FOR THE DILWORTH FIRE STATION IMPACT IN ACTION IMPACT IN ACTION

The Dilworth Fire Station, built in 1982, is 6,200 square feet and provides major health and safety hazards for the firefighters and potentially compromises the safety of the growing community. With such a critical and expensive project ahead of the city, The Chamber stepped in to provide assistance.

In 2022, The Chamber added this project to its legislative priorities, with a goal to have the State of Minnesota provide over $3 million in funding. The Chamber also produced an impactful video of the Dilworth Fire Station’s shortcomings, which was sent directly to legislators and used throughout the next year to compliment greater advocacy efforts and trips to St. Paul.

In 2023, SF 1189 / HF 0889 were included into the Capital Investment Bill and ultimately signed by Governor Tim Walz. This bill appropriates $3.794 million in bond proceeds for the construction of a new fire station in Dilworth.

In 2024, the City of Dilworth officially broke ground on its new fire station. Though these public policy efforts can take time, it is clear to see the power of informing and educating our elected officials on the challenges and opportunities facing our region.

Intentional Collisions

This March will mark Women Connect's fourth annual Intentional Collisions event - an engaging and interactive experience connecting attendees with our FMWF community's influential women.

During the afternoon, each attendee will have the opportunity to select several 'collisions' they would like to make. This will give Women Connect attendees direct access to our influential leaders, and a more personal setting to share insights, experiences, journeys and advice, as well as answer any questions that may arise during the collision.

NATIONAL CIVICS BEE

Encouraging young Americans to engage in civics and contribute to their communities

The National Civics Bee is an annual competition designed to inspire middle school students to engage in civic knowledge and participate in their communities. Organized by the U.S. Chamber of Commerce Foundation, the competition encourages students in grades six through eight to write essays on important civic topics to promote a deeper understanding of civics and government.

For the first time ever, the National Civics Bee is coming to North Dakota and the FMWF Chamber is proud to support this nationwide program by serving as a local partner.

ESSAY SUBMISSION

The FMWF Chamber is seeking 100 middle school students from Cass County, North Dakota, to submit essays showcasing their understanding of civics and proposing solutions to community challenges. These essays are due Feb. 4 and will be judged, with the top 20 students advancing to the next round.

LOCAL COMPETITION IN CASS COUNTY

The essay finalists will participate in a 90-minute in-person competition where they will demonstrate their civics knowledge. The top three winners from our local event will advance to the North Dakota State Finals.

STATE COMPETITION

Held between May and August, the state competition follows a similar format to the local competition, with one student moving on to the National Championship.

NATIONAL CHAMPIONSHIP

Taking place in the fall of 2025, students from across the country will compete in Washington, D.C. to compete for big prizes and the national title.

Bridging Gaps, Creating Impact

The Workforce Forum brought together startups, government agencies, businesses and nonprofits to discuss pressing workforce challenges. Through insightful discussions and expert speakers, attendees explored innovative strategies for talent attraction, employee growth and fostering inclusive workplaces.

The day began with a panel on how to break down workforce barriers. Leaders from various industries shared strategies for creating environments where employees can thrive, focusing on flexibility, intentional onboarding and inclusive leadership. They discussed gathering employee feedback to address barriers, adjusting hiring practices to attract more talent, offering flexible policies for new parents and the importance of language support to ensure everyone feels heard.

Community insights followed, with six speakers addressing key workforce development topics. These included fostering a sense of belonging to retain talent, serving underserved populations, providing mentorship to overcome barriers and innovative approaches to help job seekers make informed career choices.

Keynote speaker Whitney Harvey, Senior Director of Workforce Diversity and Inclusion at the Minnesota Chamber Foundation, emphasized the importance of addressing unconscious biases in recruitment and creating inclusive environments. She highlighted the need for long-term commitment to equity, which strengthens retention and unlocks the potential of a diverse workforce.

HEALTH, TECH AND TRADES CAREER EXPO

December 3, The Chamber participated in the annual Health, Tech and Trades Career Expo at the FARGODOME, which attracted more than 3,000 attendees. This event gave high school students a chance to explore diverse industries through immersive, hands-on experiences. Offering them a glimpse into career paths that don’t necessarily require a four-year degree. The Chamber played an integral role in the planning and execution of the expo, with team members actively involved in the steering committee and multiple subcommittees. On the day of the event, additional staff volunteered to ensure its success.

The Chamber hosted a booth focused on their IgniteFMWF platform, showcasing its unique features for career exploration, resume writing and skill-building. Information about the Good Jobs Challenge was also shared with applicable students. To make the experience more engaging, fun promotional items and candy were distributed to those who interacted with the booth.

The career expo served as an important connection point between students and potential career paths, while also highlighting the power of community collaboration in supporting educational and professional growth. The Chamber remains committed to empowering and enhancing the workforce, including the next generation of it.
