REPort Charlie Tanck Regional Executive

We have had our first membership meeting for 2015. Around the time this is published we will have our awards banquet. Congratulations to everyone who was recognized by the Region and the various competition groups. In 2014 the FLR board undertook some administrative items in hopes to define some of the areas that were often discussed at board meetings but never finalized. Three guidelines were produced to finalize these discussions. They are posted on our website. In my tenure with the board I have found that many items have been addressed by previous boards. What was confusing was finding these documents and knowing it was the last update. Someone (usually Carl Dresie) had a copy. Getting accurate information to our members is important. Guideline 2014-1 has to do with who will be reimbursed for various conventions. It states what has been the Finger Lakes Region policy but also gives latitude to expand reimbursement 4

with prior board approval. Hopefully this will provide us with a consistent treatment of all members. Guideline 2014-2 has to do with spending approval. Most spending in the region is approved via a competition group’s budget that is presented and approved by the board. As with any organization things come up periodically that are not covered in budgeted items and need to be addressed quickly. To expedite such matters spending limit authorizations have been established. This hopefully will give members the information needed and who to contact when dealing with these expenses. It will allow us to capitalize on opportunities that may come up with a short timeframe to act. Guideline 2014-3 has to do with our competition boards. It establishes a minimum standard for the boards and responsibilities of the chairperson and event chairs. There is nothing new in here. It is pretty much how we are operating now. One of the main provisions is giving the board chairs more authority. After budget approval the chairpersons are authorized to request sanctions with no other approvals. As Regional Executive I have approved sanctions for groups. My approval added no value. It was just one more bureaucratic step for groups who are doing a good job. This is a way of showing that we trust these groups to run their areas. The last thing that was addressed was our By-Laws. There were no drastic changes. The timeframe between reviews was formalized to every four years. The terms for board officers was changed from one to two years. Term limits for the RE were added. The RE is now limited to two consecutive two year terms. Hopefully members will come forward to fill these positions as needed as the term limits come up. This is a volunteer organization. The board’s function is to facilitate the various group endeavors. Day to day operations should be done by the

people who are most knowledgeable. The board should make suggestions and ask questions of groups’ proposals but it should not be in the business of developing the proposal. If you have any suggestions for other areas that need to be addressed please let us know. Our next effort will be the financial policy. Until next month, Charlie

Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes January 6, 2015 Location: Fireside Grill & Sports Bar, 3939 E Henrietta Rd Henrietta, NY 14467 Regional Executive Charlie Tanck called the meeting to order at 8:00 p.m. DEVELOPMENT • Spending limits have been approved by the Board. • The Bylaws will be voted on at the March meeting. • Dave Ciufo resigned; Chris DeMinco has been appointed Assistant Regional Executive. TREASURER • We ended last year on a good note. • We have paid our bills for this year, no income yet. MEMBERSHIP • We broke even with four new members and four losses - at 435 members. NEW BUSINESS • Alex Avery has finished school and can take photos. SOLO • We have placed an order for new wireless timing equipment and live timing. • Xerox is not going to charge us for Street Survival on April 18th. • We hope to have sponsors for Street Survival.

• The schedule is coming along. • Marcus will begin reaching out to sponsors. • Marcus is working on the budget. We need new cones. RALLY • Long Way Home at the Wadsworth Grill on January 10th. • Six events scheduled in the series. RACE • We planned to share the Nelson Ledges /Westward Ho event with Ohio but haven't heard back from track management. January 15 is the drop dead date before we pull the plug. • Our only other race is the July Majors at Watkins Glen – volunteer attendance may be an issue. DEVELOPMENT • Bylaws were agreed to by the board

(to be published in Top End). • The Vote will be held at the March Membership Meeting (notice will be in Top End). • Spending Limits have been approved by the Board. • We are going to update our financial policies next. • Solo budget will be presented in February. • Race budget due in March - annual budget rather than "per race". • Rally budget due in April. • Groups will review performance in October. • Dave Ciufo is resigning as Assistant Regional Executive; the Board will appoint Chris DeMinco in his place for 2015. RALLY • Twenty four people attended the Christmas party with Santa and helper. • The Winter Series ends in March so thinking of having an end of season awards party. • Long Way Home is January 10. • Ithaca Rally is January 24. • Rally needs to use Social Media to promote their events. • No progress on Perry's Park tentative RallyCross the 17th.

SOLO • Street Survival will be held at Xerox in Webster. • MCC has agreed to five dates with a few extras. • Have not heard from Delphi. • Have not heard from Brockport Airport. • Spencer has agreed to having an event on their grounds. • We plan to coordinate with WNY/ CNY • Lots of local competitors are planning to attend national events. • New equipment expenditure of $5,000 was approved. • We have to start going after sponsors now. RACE • Nelson Ledges is iffy; January 15 deadline to hear from them – no response so far. • Majors event is coming together, but we anticipate a decline to 220 participants. BYLAWS OF THE FINGER LAKES REGION, SPORTS CAR CLUB OF AMERICA, INC.

WHEREAS the FINGER LAKES REGION SPORTS CAR CLUB OF AMERICA, INC. (“Club”) approved bylaws on July 9, 1981, with revisions on October 3, 1988, November 6, 1991 and November 7, 2009; and WHEREAS the Club desires to amend and restate the bylaws; .NOW, THEREFORE, the Club amends and wholly restates the bylaws to read as follows: I. NAME AND PURPOSE A. The name of the Club shall be the FINGER LAKES REGION S P O RT S C A R C L U B O F AMERICA, INC. B. The purpose of the Club shall be to promote the welfare of the community through as follows: the promotion of local and national amateur sports competitions and exhibitions; participation in and conduct of competition events; the promotion of ownership, operation and preservation of sports cars; holding driver education events; cooperation with similar clubs and groups. C. The corporate seal shall be circular in form, being inscribed with the name of the Club, the year of its incorporation and the word “New York.” The Secretary, with the approval of the President or Treasurer, may change the form of the seal at any time. II. MEMBERSHIP AND DUES A. The original members of the Club constituted all members in good standing of the Western New

York Region Sports Car Club of America, Inc. residing in the State of New York, Counties of Allegheny, Genesee, Livingston, Monroe, Ontario, Orleans, Seneca, Steuben, Wayne, and Wyoming. B. Current membership in the Club shall be restricted to members of the Sports Car Club of America, Inc. (“SCCA”) who designate the Finger Lakes Region as their local region. C. Annual regional dues shall be set by the Board of Directors. If no change in the amount of dues is made by the December board meeting preceding the year end, then dues shall remain as they were for year ending. D. Termination of Membership: 1. Regional membership will automatically lapse for nonpayment of dues if national membership in the SCCA has lapsed for non-payment of dues. Regional membership will also lapse for non-payment of regional dues at the end of 90 days after being billed. 2. Any member may be suspended until the next annual meeting for infraction of the Club rules by vote of a majority of the Board of Directors of the Club or for other cause if a majority of the Board of Directors deems the suspension to be in the best interest of the Club. Upon suspension, the member will be informed in writing and will be given a reasonable opportunity to be heard regarding the suspension. 3. Any suspended member may be presented at the next annual meeting for expulsion and shall be expelled if a majority of the members present and voting shall vote to expel the member. The vote shall be by secret ballot. 4. Any member may resign by

written letter to the Secretary. The resignation shall be effective upon receipt, provided all debts to the club have been paid. III. MEETING OF THE MEMBERS A. Regular meetings of the membership shall be held monthly, or as otherwise scheduled by the Board of Directors. Meetings shall include reports of officers and committees and other such business as may come before the meeting. B. The annual meeting of the members shall be held at the regular meeting in December of each year for election of directors and officers. C. Special meetings of the members may be called by the Regional Executive, or by a majority of the Board of Directors. D. A written or printed notice stating the place, day, hour and purpose of the annual meeting of the members and special meetings shall be given by the Secretary at least 10 days before these meetings. Notice shall be sent to each member by mail or email to the address appearing on the records of the Club. E. A quorum shall consist of the members present at regular, special, or annual meetings. F. All actions not otherwise specifically detailed in these bylaws shall be by majority vote of those board members present. IV. CLUB ADMINISTRATION A. The administration of the Club shall be by the Board of Directors. The Board of Directors shall consist of the officers and directors whose election, qualification, duties and term of office are set forth below. B. Each member of the board of Director shall have one vote. C. A Quorum of the Board of Directors shall be a majority of the then existing members of the Board of Directors. D. The elected officers of the Club shall be the Regional Executive

who will function as President; the Assistant Regional Executive who will function as Vice President; Secretary, Treasurer, and Activities Director. They shall serve for two year terms, with a maximum of four consecutive years of service. The past Regional Executive shall attend board meetings for one year following the election of a new Regional Executive, but shall have no vote and shall serve only in an advisory capacity. E. In addition, there shall be four elected directors. Each director shall serve a two year term, with a maximum of four consecutive years of service. The elections shall be staggered, with two directors running for office each year. F. Candidates for officers and directors shall be selected by a nominating committee and presented to the board for approval prior to annual elections. G. Additional nominations for officers and directors may be made in writing to the Secretary by petition of not less than five members of the Club, and submitted at least 30 days prior to the annual meeting. H. Candidates shall have been a member of the Club and SCCA Inc. continuously for at least two years prior to qualifying to run for office. Membership shall be deemed to have begun as of the date the member’s application is received by the Club’s membership volunteer. I. The officers and directors shall be those nominees duly elected by majority vote of the members present in person or by proxy at the annual meeting. Voting shall be by secret ballot. J. In the event of a vacancy among the Officers or Directors, the Board of Directors may appoint an acting officer or director to serve for the remaining service period of the vacated position. The appointee shall have the full authority of their

position and, in the case of an acting director; the period of appointment shall not be regarded as a term in office for re-election purposes. K. The duties of the Officers and Directors shall be as follows: 1. The Regional Executive shall preside at the meetings of the Club and Board of Directors, shall set the agenda for those meetings, and shall be the primary point of contact between the Club and SCCA, Inc. The regional executive is authorized to sign contracts and checks on behalf of the Club. 2. The Assistant Regional Executive shall perform the duties of the Regional Executive in his or her absence, and shall assist the other officers as required. 3. The Secretary shall attend all meetings of the members and Board of Directors and shall record all the votes and minutes of those meetings. The Secretary shall ensure that notice of all meetings of the members and votes by the members are communicated to the membership. 4. The Treasurer shall have custody of all money, debt, and obligations belonging to the Club. They shall receive money from the Club and deposit it in the Club account. The Treasurer is authorized to sign contracts and checks on behalf of the club. The Treasurer shall give a report on the financial status of the Club at the annual meeting, and when requested, at the Board Meetings and Membership Meetings. No obligations, debt or other liability shall be incurred by the Treasurer without the specific prior approval of the majority of the Board of Directors. 5. The Activities Director shall coordinate the Club’s calendar and carry out a balanced program of activities for the year.

V. COMMITTEES 1. The Nominating Committee shall be appointed prior to July 1 of each year by the Board of Directors. None of the members shall be on the Board of Directors, with the exception of officers leaving office at the end of the year. The names of the members of the nominating Committee shall be announced after August 1. The Committee shall submit, in writing, the names of the candidates for election as officers and directors to the Board of Directors for approval. Following approval, the names of the candidates shall be published in the November issue of Top End prior to the annual meeting so that the membership may make an informed vote. 2. The Board of Directors may at any time appoint standing committees to act with respect to unique matters. VI. FISCAL YEAR A. The fiscal year shall be the calendar year. VII. AMENDMENT OF BYLAWS A. The Board of Directors of the Club, or any 10 members, may by written petition submitted to the Secretary, propose amendments to the bylaws. B. Upon such proposal being made, a copy shall be included in the notice of the next meeting of the members, together with a proxy proposal. C. A vote shall be taken not less than 10 days nor more than 50 days following notification to the general membership. D. These bylaws may be amended by a two-third majority vote of the members present at the meeting at which the vote is taken, either in person or by proxy. VIII. REGIONAL TROPHIES AND AWARDS A. Eligibility to receive annual year end awards shall be confined to members of the Club. B. Eligibility to receive regional competition awards shall be confined to SCCA members. IX. GENDER The masculine gender, whenever used herein, shall include the feminine, the feminine shall include the masculine; the neuter shall include both the masculine and feminine; and the singular shall include the plural wherever necessary or appropriate. Rally Meeting Notes

January 13, 2015 96 Church Street, Victor, NY These notes are grouped by subject and are not in chronological order. The following eleven RoadRally and RallyCross enthusiasts were present; Rick Barnes, Carl Dresie, Ben Gilmore, Jamie Hayslip, Jerry Kerwin, Gretchen Kriesen, Tom Langdon, Alan Smith, Andy Smith, Zak Smith and Tony Zanni. General Rally The best way to slow cars down through an area is via a CAS change between instructions with mileages. Using a pause over a distance may result in a team driving at rally speed and then taking the pause at the end. Gary Thomas will purchase boxes for the rally clocks. Both a rally safety pre-check and a rally pre-check form are available under the downloads link on the national SCCA website under RoadRally and Toolkits. Carl has a preliminary calendar showing Solo and race dates. Some dates are tentative. RallyCross An application needs to be made to run at Perry’s park. Other venues are being investigated. Ben has written a dust plan for RallyCross events. A calcium chloride solution can be used to help keep the dust down. The smaller the droplet size, the better job of keeping the surface damp. Waste Management Winter Rally Carl will put together instructions to go with the radar gun equipment for Gretchen and Jamie to use for “O” Control at the WMWR. Entries are open now. Winter Rally Series Trophy glasses were purchased for the six events, a case of 24 for each event. Zak offered to print stickers for all participants in each of the series events. Stickers will be different for each event, so that if you compete in all events you will have a complete set of stickers. The use of LED light bars needs to be addressed, because they are

bright and can hinder check point timing AND alert local residence of the event. Competitors that drop out of an event should NOT continue on the route. If they want to run the route they should continue and observe rally speeds. The generals state that the most experienced member in the team defines whether the team is Novice or not. The Long Way Home was reviewed. All but two of the 22 entries finished. Two detailing kit door prizes donated by Arete Auto Salon were raffled off. One competitor drove up from New Jersey; another has run events in India. They placed third overall, second in Limited running C speeds. The Ithaca rally ready. Jamie and Gretchen are ready to have Cabin Fever Rally 2015 checked. Arrangements will be made with Jerry. Miscellaneous Discussions Several deer were struck on the Jan. 10 rally, but were not picked up and taken for meat. That use of deer roadkill is a standard in Maine. The quality of the meat may not reach a high standard. Hakkas are noted for not throwing studs. Roadside gravel can perform the same function as the rumble strips on the edge of the Thruway of warning a driver when he is nearing the ditch. A number of irrelevant and incriminating conversations are not included in these notes.

Long Way Home 2015

The 2015 running of Alan Smith’s Long Way Home rally ran from the Wadsworth Grill to the ArrowMart in Friendship and back for a total of 167 miles, 136.21 leg miles. The roads used were many of those used in earlier runnings of the Long Way Home, include Mudville Rd. (twice) but put together in a different order. Of the 22 teams entered, one came from as far away as New Jersey. The Winter Series is gaining widespread recognition. Congratulations to all 22 teams that competed. Karl Haltiner/Mac McCann took the overall win with only 67 points, as well as the win in the Limited class. Gary Thomas/John Kastenhuber took the Equipped class with 70 points, only 3 points behind the O/A winners.

In Stock, Jamie Hayslip/Gretchen Kreisen held a strong lead in class even after capturing a timing allowance during Leg 4. An impressive win for Joe Dopkowski/Tyler Burke in Novice with on 170 points/fifth overall. Special thanks to Alan Smith and his volunteers for another excellent (and very popular) winter road rally event!
