REPort Charlie Tanck Regional Executive

2014 is just about finished. The Board of Directors election is complete and another busy year is ahead. I hope to see many of you at the annual awards banquet January 31at the Rivers Edge, 31 Paul Road. The Region will have an abbreviated Club Racing schedule in 2015 due to paving at Watkins Glen International. We are co-sponsoring a race at Nelsons Ledges with Mahoning Valley Region. I have gotten a lot of feedback with concern about this event. I am told that our experience with co-sponsoring with other regions has not been good. We are not going into this with rose colored glasses. We will have to pay attention to the details and work things out beforehand. People have made a case for us going it alone. There are more than just the financial aspects of an event we have to consider. Club Racing participation has diminished. We are fortunate to be a Region whose finances are sound and have a world class race track in our area. The Fun One, our 4

regional race at WGI, has always been a success. We have also had the largest participation at Nelsons Ledges. So why not go it alone. The answer is that we have to look at the long term and the bigger picture. Regions are having trouble with their race programs. Cost at tracks continue to go up and participation down. If the number of regions with race programs shrinks so will the pool of participants making it harder to have a successful event. Partnering with other regions may become a necessity for a successful event in the future. If we work together hopefully we can all continue to have race programs. Finger Lakes and the Glen Region have worked together for years. We share tech, registration, timing and scoring, grid and corner workers. At Nelsons Ledges we are going one step further and sharing financial responsibility. Most of the participants for our race at Nelsons Ledges come from the regions to our west. Only a small number of our own racers make the trek to Ohio. Mahoning Valley approached us and asked if we would consider a joint race. They had also reserved a date at Nelsons for an SCCA event. We had done nothing. They would have preferred the June date but gave us the right of first refusal. They have shown they are willing to work with us. I believe we can make this work. We have a mutual need. Our SOLO group has successfully partnered with other regions and car clubs. Participation and competition has grown. Most of our new members have come from this program. They also benefit from having a fairly large group of SOLO enthusiast being actively involved in planning and implementing their activities. The region has to follow their lead and attempt cooperation rather than competition for Club Racing. Until next month Charlie

Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes December 2, 2014 Location: Fireside Grill & Sports Bar, 3939 E Henrietta Rd Henrietta, NY 14467 Charlie Tanck, Regional Executive called the meeting to order at 8:00 p.m. ELECTIONS • Brian Reeves and Kurt Thiel are elected as directors. • All incumbents win. • Dave Ciufo will resign; the board will appoint Chris DeMinco. REGIONAL UPDATE • Marcus Kroll is revising the bylaws. • We had a good financial year. • The Mini-Con settled the NEDIV race schedule. • We're going to try and keep the Fun One alive for 2015 somehow. • Nelson Ledges is not communicating. SOLO • The new wireless timing system should work with our display. • We need to keep PRO as a class because Western New York uses it. • Unique numbers for all competitors would make life easier for timing, but competitors would probably complain. • We still need people to volunteer for Waivers and Safety. • Shaun will be training people on MotorsportReg at the start of 2015. • BMW has agreed to hold a joint Joel Ajavon Memorial Autocross and donate the surplus to the Joel Ajavon fund at the Rochester Area Community Foundation. RALLY • Christmas Party is December 13 at Cheap Charlie’s. Santa will attend.

• No competitors got lost at the Rick Barnes rally, but a checkpoint team did get lost. All 11 teams finished. • January 10 is the Long Way Home which starts at the Wadsworth Grill. Alan needs workers. • The Ithaca Rally is January 24. RACE • Paving at Watkins Glen after NASCAR disrupts our season. • Discussions regarding New England, Ohio, and Pennsylvania tracks. • Going to let the new tracks settle. OLD BUSINESS • Banquet is January 31. • We need volunteers to assist with activities. • The regional karting event was well attended by 24 people. MEMBERSHIP • Membership as of Dec. 1was 435. TREASURER'S REPORT • Money keeps arriving from the Fun One. • Our expenses for the Fun One were less than budgeted and we took in more money than we planned. • We still have a few bills to pay for 2014. • Advertising income is recorded as "Uncategorized" for Solo. • Overall the region had a good year; surplus will be moved to investments. ACTIVITIES • Each group needs to pick awards for the banquet. • The board will have a closed meeting for nominees on December 2 DEVELOPMENT • Dave's name appeared on the ballot by mistake. He will resign and the board will appoint Chris. • Marcus will submit finalized bylaws for approval at the next meeting. • Spending guidelines were discussed • Budgeted expenses are automatically paid by the treasurer; anything over $2,000 requires board approval. MINI-CON • Charlie went and spent his time in NEDIV meetings. • NEDIV series for 2015 will be eight races (including the Glen and Nelson Ledges). • They reviewed NEDIV rules, classes, support and sponsors. RACE • The 2015 schedule has been disrupted by paving at the Glen. • Race is discussing other options. • Mahoning Valley is not opposed to using the Fun One name on our shared event to preserve the tradition. • N e l s o n L e d g e s h a s b e c o m e unresponsive. SOLO • Xerox has approved our use of their lots for Street Survival. • MCC has approved five events on their lots. • We have yet to hear from Delphi.

• Spencer Speedway has agreed to one or two events. • Brockport Speedway will be inspected for suitability. • Costs for wireless and live timing are still being explored. • We're happy with a school bus to replace the truck. RALLY • Christmas Party is December 13 at Cheap Charlie’s. • Eleven teams competed in Rick Barne’s warmup Rally. • Alan Smith is organizing the January 10 rally. • The Ithaca Rally is January 24. • Six events are planned for the 2015 Winter Rally Series. • Rules need to be clarified regarding LED lights. With the start of the new year comes the start of new competition seasons. Whether you participate in Race, Rally or SOLO you should consider volunteering for one of the positions that make the events happen. Look over the 2014 season’s positions listed on page 2 and find a spot where you can contribute. The fun you have competing comes about by the organization provided by a staff of volunteers. The region spends about $2 for each copy of the Top End that is mailed to the members. The edition is available in digital format featuring more color and content. That version is sent to each e-mail address available from the national office and is posted on the web site. You have the option of opting out of the hard copy and receiving the digital version. Contact the editor at cfdresie@ cs.com if you do not need a hard copy.

Marcus Kroll Pending board approval, the SOLO group plans to purchase a wireless timing system and live timing. The wireless system will be easier to put up and take down, more reliable as nobody can run over the wires, and will allow more creative course design which will deliver a better experience to our competitors. Live timing will let our competitors see where they stand at any point in the day by pulling up the results on their phones. I went out to Brockport this weekend and explored their airport. The site would be very suitable for an autocross, particularly if we can get some of the planes parked on the ground into hangars or out of the way. If anyone has contacts with the airport I would appreciate their help in setting up at least one event there.

The national schedule is now out, and it looks like there will be plenty of events within driving distance of our region. We plan to place the national dates on our schedule, although they won't count for points. In a customer-oriented approach, we've been careful to avoid scheduling autocrosses over national events due to some vocal complaints from a few whiners (you know who you are). The new 2015 PAX numbers are also out. Much discussion (argument) is being had across the internet regarding the numbers, especially as they relate to the Street class. The consensus seems to be that the PAX still favors cars on r-comp tires, even if they're no longer available for the Street competitors. Try and stay sharp over the winter with RallyCross, Karting (check our Facebook page for FLR oriented karting days), or plain old video gaming. Before you know it, the season will be here again.

The Long Way Home ‘15 January 10, 2015

It is once again time to enjoy the winter roads of the Southern Tier with the Finger Lakes Region’s 2015 Winter Rally Series. The first rally of the series consists of approximately 160 competitive miles using mostly unpaved roads in the New York Southern Tier. Entry fees are $35/car for SCCA members, $45/car for guests. There is a 35 car limit, so pre-registration is recommended. Series classes are Equipped, Limited, Stock, and Novice. Snow tires are recommended (all season tires may limit your speed group eligibility), tow rope/strap, and 90 minutes of flares or one DOT triangle are required to compete. A rally of approximately 190 miles using paved and unpaved roads in the southern parts of West-Central New York. Entry fees are $35/car for SCCA members, $45/car for guests. There is a 35 car limit, so pre-registration is recommended. Series classes are Equipped, Limited, Stock and Novice.

Special instructions

There are several special directives/instructions you need to be aware of. You may see a lot of these noted by abbreviations, although most rallys now try to avoid abbreviations in the instructions • BFZ – Begin a Free Zone. A free zone is a section of the rally where there will be no checkpoints. A free zone is often used in conjunction with a transit to get you through a town. It is also used after a checkpoint (see the checkpoint slip) so you can clear the area near the checkpoint without having to worry about encountering another checkpoint. • EFZ – End Free Zone. The free zone ends at this instruction. Checkpoints are possible again. • BFLZ – Begin Free Light Zone. You may use your high beams and auxiliary lights – but do so with common sense. Don’t shine your lights into farm houses! • EFLZ – End Free Light Zone. No high beams or auxiliary lights until your encounter another Begin Free Light Zone. • BQZ – Begin Quiet Zone. Be very very quiet… out of consideration for houses and farms, etc. Short shift, no high rpms; be a good neighbor. • EQZ – End Quiet Zone. You can relax your noise abatement program. But as with your lights, be considerate and use common sense at all times.

Transits

At times during a rally the course follows a moderate or even heavily traveled section of road, or may need to pass through a village or town. It doesn’t make sense to have competitors try to keep “on-time all the time” in these sections. A transit is used to get you through these types of situations in the rally course without having to worry about pauses, or specific average speeds, traffic, etc... A transit is almost always also a free zone, and so you don’t have to worry about checkpoints in a transit. A typical transit instruction reads something like “You have 10 minutes to reach NRI 57 at mile 68.24”. The time allowed is reasonable so you can proceed at normal, legal speeds, and accounts for local traffic and road conditions. Follow the route instructions to reach the end of the transit zone and find a nice place to wait until your scheduled arrival time (unless it took you too long to get there). If you do stop to wait, make sure that you are not impeding traffic, blocking other rallyists, and are not in front of a house or open business. Leave that point about 1030 cents early, just as you do when you leave a checkpoint.

Time Allowances

Time Allowances, or TA’s, are great! The purpose is to rein in mad dashes trying to make up lost time. Heroic efforts to make up time usually result in accidents, irritated citizens, and additional lost time. In your hurry you are prone to miss turns (remember, on course is more important than on time). TA’s need to be taken in odd multiples of 50-cent values, e.g., 50 cents (0.50 minutes), 150 cents (1.50 minutes), 250 cents (2.50 minutes) and so on, up to a maximum of 19.50 minutes for the rally. If you are late, and if it is dangerous to try to make up the lost time, take a TA. You will receive TA slips at registration, and can use blank sheets of paper from your legal pad to make your own if necessary (we’ve been on rallies where we used all the slips we got at registration).

Non-timing related tips

Have warm coats and/or blankets in the car, a reasonable first-aid kit, something to drink and eat, just in case you end up stuck in East Betwitchit... Did I mention it's good to have a cell phone? Some cell phones don’t always work well out in the Southern Tier where a lot of the FLR rallies are held – so have your problem on the top of a ridge where reception is better. I sometimes bring hard candies or small Snickers™ bars for the checkpoint workers, and the driver takes a couple back to them when he picks up the checkpoint slip.

Time in seconds vs. time in 1/100 or 1/1000 of a minute

Most stopwatches, wristwatches, and clocks read in hours, minutes, and seconds. For our purposes, this is workable, but less desirable than a clock/watch that reads in 1/100 or 1/1000 of a minute. Calculations involving minutes and seconds are somewhat more difficult than calculations in 1/100 or 1/1000 of a minute. Most rally computers and odometer/clock units give you a choice of which to use. There are a few stopwatches that can display time (but not time-of-day, so they are better suited for zero-based calculations) in 1/1000 of a minute, but they are hard to find. The Sportline Alpha Decimal model 475 is one such watch, but I do not know if it is available any more. Mine (now sadly crushed under a car after being carelessly left on the roof of the car) was about $75 in 1998. Timewise makes nice A and B Box devices, but also makes very nice rally clocks that will function nicely as your timing device. They are a bit pricey ($160-$180) Alfa (Small Systems Specialist, another manufacturer of excellent A/B Boxes) also makes a couple of nice clocks (Alfa-Checkpoint, Alfa-Club) for $150$200. All of these devices read in seconds or in 1/1000 of a minute (and have stopwatch functions). The Alfa units also include an adjustable odometer, and that might move you into the “limited” class once you completed your first five rallies (you are considered a novice until you’ve completed five rallies). The FLR winter series rallies use Timewise units as their checkpoint timing clocks. 11


If you don’t have a clock/watch that display time in 1/1000 of a minute, you can still do all your pre-calculations in 1/100 (or 1/1000) of a minute, and perform your time summations for arrival times using those 1/1000 of a minute values. Do simple conversions on the fly as needed. For example, you want to know how close you are to being on time. At NRI 20, your calculated time is 9:12.05; your watch reads 9:12:23. You can either convert the ‘:23’ to 1/100 of a minute (23/60 = 0.38, so you are 12.05 – 12.38 or 0.33 minutes or 33 cents late) which is the easiest and most workable method, or you can convert the ‘.05’ to seconds (0.05 * 60 or 3 seconds, so you are 12:03 – 12:23 or 20 seconds late). After doing this for

a short period of time, most of the conversions can be done easily in your head (no paper required!). If you need a simple aid, you could prepare a table ahead of time, for example: (See Figure 4.) Figure 5 is an example of a checkpoint slip; you will get something like this at each checkpoint. The total mileage for this first leg, OMP to checkpoint number 1 is 10.175 miles. At “C” speeds, it should have taken you 47.95 minutes, and this includes the 30 minute odometer check. So your actual time from OMP to the checkpoint should have been 17.95 minutes. Notice also that it shows you the next instruction is at 10.57 miles, and that it should take you 0.65 minutes to get

there. Finally, you are in a free zone (no checkpoints) until you reach mile 10.57. The “D” speed is the “emergency” speed. This is used if road conditions are such that while it is still safe to continue the rally, it is prudent to reduce speeds. Thus “A” speed cars drop to “B” speed, “B” to “C”, and “C” down to “D”. By the way – ALWAYS READ THE BLOODY CHECKPOINT SLIP! It can contain additional information not in the instructions – such as free zones, extra pauses, route changes, etc.

Thanks to John for writing this article describing a method for calculating times for a TSD (Time/Speed/Distance) rally. The Finger Lakes Region’s Wi nter Rally Series is this type of event. There are other means of timing these rallies, anything from “seat of the pants” where speeds are adjusted according to arrival times at a check point, to “equipped” where a computer compares distance and time to define the amount of time early or late. Set up a system that works for your team and enjoy the rally experience. (Ed.)
