Let me start by saying that it is an HONOR to serve as your president. The Florida Federation of Fairs has a long history of outstanding people serving this industry. I hope to be able to be added to that list.

I have been active within the Federation since the late nineties. I volunteered on many committees and also served as chair of several.

The Fair industry is ever-changing so we must keep up. But the mission and goals cannot be compromised. The challenge will not be easy to complete. I have great faith in the people of our Fair industry to accomplish this task. The youth and our

Hello Florida Federation Members!

The 2022-23 Fair season is in our rear-view mirror and what a season it was! As we head off into the summer, we should reflect on all the memories that were made by Floridians as they visited fairs across the state and what a great impact all our fairs have on their communities. At this time, fall fairs are making plans for their upcoming fairs that will take place from September through November.

We wish all the associate members the best as they travel to fairs across the country.

The 2023 Florida Federation of Fairs & Zone 2 Convention was a great success with nearly 550 attendees coming together to discuss fair issues, have fun, and socialize before we part for the summer months. A special “Thank You” goes to all our sponsors for making our convention one of the best in the country. I think the theme for this year’s convention says it all “The Greatest Fairs on Earth”. When we all work together promoting our fairs and the industry we love, it makes the theme come to life. With the success of the Giles Ellis Memorial “Fun Shoot”, the YPI Axe Throwing event, and having Florida Agriculture Commissioner Wilton Simpson as our keynote speaker, the convention was jam-packed with great information for the fairs to take back to their boards. The 2024 Convention will again take place at the Caribe Royale in Orlando on May 16-18. Make sure to add that to your calendar. If you have topic ideas for the 2024 convention, please send those to me so we can add them to our list.

The 2023 FFF Summer Workshop will take place in Inverness, Florida on August 18th and 19th . The twoday workshop is being hosted by the Citrus County Fair and our new FFF President, Mr. Hal Porter. Information for this event is included in this issue of the newsletter as well as information on the Fall Fair Trip where we will be heading to The Big E in West Springfield, Massachusetts. Please make plans to attend these two events with our delegation.

FLORIDA’S NEW CONCEALED CARRY LAW

As many of you know, Florida’s Legislature passed House Bill 543 this year which changed Florida’s Concealed Carry Law by enacting new statutes relating to the right to carry a concealed firearm or concealed weapon. This new law becomes effective July 1, 2023.

Before July 1, 2023, Florida’s concealed carry law prohibits a person from carrying a concealed weapon or concealed firearm unless the person has a valid license to carry a concealed weapon issued by the Department of Agriculture and Consumer Services. There are certain prohibited locations where you cannot carry a concealed weapon or concealed firearm, even if you have a concealed weapons license. Those prohibited locations include, but are not limited to: any school, college, or professional athletic event not related to firearms; any elementary or secondary school facility or administration building; any portion of an establishment licensed to dispense alcoholic beverages for consumption on the premises; and any place where carrying a firearm is prohibited by federal law.

After July 1, 2023, a person is permitted to carry a concealed weapon or concealed firearm if he or she has a valid concealed weapons license or does not have a concealed weapons license but otherwise satisfies the criteria for receiving and maintaining a concealed weapons license. If a person carries a concealed weapon or concealed firearm without a concealed weapons license, the person must carry valid identification at all times and display such identification upon demand by law enforcement and obey the prohibition against carrying a concealed weapon or concealed firearm in the prohibited locations. Note that it is law enforcement, not a fair association, that is authorized to make this inquiry and determination.

In sum, the law eliminates the need for obtaining a concealed weapons license through the Department of Agriculture and Consumer Services, so long as a person would otherwise qualify to receive and maintain one. Notably, none of the prohibited locations were changed by this new law.

The FFF had 20 representatives attend the event and had the opportunity to meet and educate our legislators about the fair industry in Florida and the impact it has on our communities.

The “Taste of Florida” event took place that evening on the capitol courtyard where we handed out Carmel Corn and Cotton Candy that was donated by Staci’s Sales and Grand Rapids Popcorn. Thank you to all of those who were able to attend and our sponsors that donated the items to hand out.

WOW!!!

Needless to say, I was in total shock when my name was announced as the inductee to the Florida Federation of Fairs Hall of Fame! What an honor to follow in the footsteps of all the past Hall of Fame inductees.

I cannot remember anything that I said when I was on stage! I always remembered being in awe when someone was inducted into the Hall of Fame, never thinking that one day it would be my name they announced.

For those of you that did not know, I was not involved with the fair growing up. I was visiting the Osceola County Fair in 1996 with a few friends and met my husband, Rex there. Rex was a volunteer member running fair security and had been involved for most of his life at the fair. His passion for the fair rubbed off on me and I was hooked from then on!

I would like to say thank you to everyone that has supported me through the years:

First, my family, for having patience and understanding with me being gone from home visiting fairs, attending conventions and being gone 11 days straight during our fair.

Second, The board of directors, volunteer members and staff at the Kissimmee Valley Livestock Show & Osceola County Fair and all the James E Strates family for supporting me with our fair, as board member and past President with the FFF, and the involvement with the IAFE. Without all their support it would have been very hard to accomplish.

Third, to all my fair friends – that means EVERYONE!!! I truly appreciate all the guidance everyone has given me through the years. This industry is so sharing and caring to everyone. I am so blessed to be a part of it.

I hope to see you all during my fair visits.

ASSOCIATE OF THE YEAR

Fifty-seven years ago a man named Sam Lloyd walked into my father's pizza shop and asked him to become a vendor at the Dutchess County Fair. After the first day my dad knew that this industry is what he wanted to spend his career in. I am the oldest of three children that grew up spending the summers at northeast fairs and going to school in Florida. My childhood was filled with fun, sacrifice, travel experiences, and hard work. I would not have traded any of it for the world. When I got to the age of 15 my dad said to me "Son you can have anything you desire in life you just have to work for it." The next day I walked into the pizza stand and learned how to make pizza. From that day on the industry has become my passion. My life revolved around it, I met my wife Sandi at the Altamont Fair (NY). We planned the birth of Emily in the winter off-season. Every other special event was planned around the business.

I have been in the industry for most of my life. There was a short period when I decided to try a "normal job." That lasted for five years. That time made me realize how special the fair industry is. I have had the honor to meet and work with so many great people. I have attended fairs from Calgary, Canada to Minnesota to Springfield, Massachusetts to Freyburg, Maine.

One afternoon in 2019 I was fishing and my phone rang. The name came up Paul Davis from Florida Strawberry Festival. When I answered the call one of the greatest honors was offered to me. Paul asked if I would consider being on the board of the Florida Federation of Fairs. I did not know how significant that decision was. The next spring at the Strawberry Festival Covid hit the industry. This was a moment that the industry did not know how to overcome. The greatness of every person from fair management to concession to show owner in this industry is being able to overcome any obstacles. The new President of the board (Jim Ward) and the Executive Director (Dan West) are the unsung heroes that saved our industry. They put together a weekly Zoom meeting that gave each Florida fair manager so much information, support, and encouragement to restart the industry. I became the voice that gave the fairs a viewpoint from a different side of the industry. This made me realize that if we come together and have honest conversations that talk about hard topics nothing is impossible to overcome. I truly believe the Florida Federation of Fairs board of directors during 2020 saved our industry along with every Florida fair. We showed how to open safely.

When my two years were over on the board I was saddened but I knew I was going to be involved where I was needed. This past May I was given the highest honor of being named the Associate of the Year. I will never forget that night and want to thank everyone. I wanted everyone to know my feelings on the Florida Federation of Fairs because sometimes in our industry we only focus on the negative situations to overcome sometimes the greatest situations get overlooked. I encourage each and every member to get more involved and for the people that are not members to join an organization that makes an impact in our industry.

Tim Lovett was born and raised in Plant City. He attended Cork Elementary, Tomlin Junior High and Plant City High School. Upon graduation, Tim attended St. Leo University where he completed his bachelor’s degree in sociology. Mr. Lovett put his degree to great use in the years following college as he pursued a law enforcement career with the Plant City Police Department and Hillsborough County Sheriff's Office. In his time as a law enforcement officer, he worked as a deputy, detective, corporal and sergeant, was assigned to various federal task forces, and earned numerous awards and accolades. After 31 years of service, Tim retired from the Sheriff's Office and began his career with the Florida Strawberry Festival as Vice President of Operations and is currently serving in his eighth year. Mr. Lovett has been married to his wife, Sabrina, for 28 years, and they have three children and two grandchildren, with one on the way. In his spare time, Tim enjoys spending time with his family and friends, and attending church.

I HAVE A NEW JOB! I'm excited to announce that I have accepted the position of Executive Director of the St. Lucie County Fair. I served the Martin County Fair for a decade and am grateful to the Board of Directors, volunteers, vendors, community members and so many more for all of their support. I look forward to working with dedicated fair professionals at the SLC Fair and making connections in a new community.

I bring 10 years of fair management and marketing experience that will serve their community well. I am a graduate of the Institute of Fair Management, earned my credentials as a Certified Fair Executive, and currently a member of the Florida Federation of Fairs Board of Directors.

Welcome Associate Director Jodi Buresh

Director of Partnerships, Saffire

Jodi Buresh was born and raised in the fair industry in West Fargo, North Dakota. She first began participating in the 4H Horse program and showing registered appaloosa horses nationally and in Canada until she was 18.

In 1990, her father, Roger Arzt was the president of the Red River Valley Fair Association in West Fargo, ND.

She was ‘fired’ from her father’s plumbing company and was told she would be the livestock coordinator at the fair and would start on Monday. Little did she know, this would lead to a lifetime career with many different positions. Jodi stayed at the RRVF for 5 years before taking a 10 year hiatus while working at North Dakota State University. During this time, she became a member of the RRVF Board of directors and moved up to the Executive Committee. After hiring a new General Manager, they created a new position and she was offered the Assistant General Manager position in 2008 and assisted in bringing the RRVF back to a profitable venue.

Jodi implemented the first agricultural education exhibit at the Fair and generated over $50,000 in sponsorships by year two. This exhibit is still thriving today and has become one of the top visited attractions at the fair.

Jodi’s first Florida Federation of Fairs convention was in 2016. While a member of FFF, Jodi has given many presentations and has been involved in other aspects to ensure the success of the convention. Jodi is an active participant in the IAFE and has graduated from the Institute of Fair Management and received her Certificate of Fair Executive. Jodi also participated in the IAFE Speakers Bureau and shared her experiences across the country at many Association conventions.

In 2016, Jodi joined the Saffire Team and is Director of Partnerships. As part of Team Saffire she helps forge new relationships with folks in the event industry to help them find raging online success. She travels to fair conventions across the country, hosting educational sessions on digital marketing and boosting ticket sales.

Also in 2016, Jodi joined the board of directors at the Norman County Fair in Ada, Minnesota. Jodi’s role on this all volunteer board has been to create an agricultural education attraction. The success of this attraction has garnered the ability to take a small worn down building and expand and add onto it with donated funds. The community involvement has been growing ever since. Jodi wrote multiple grants and was able to secure additional funds that is given back to the community with food distribution and outreach. Enlisting the local FFA chapters and community college to assist with agricultural education has been growing each year.

Jodi’s entire family is involved in the fair industry. Her father is still active on the board of directors at the Red River Valley Fair, her sister, Lori, is also on the board of directors at the Red River Valley Fair. Her oldest son, Carson, is the Director of Partnerships at the Red River Valley Fair. Her youngest son, Connor, is employed with Saffire and serves as on-site support at events while attending college. Her niece, Michaela Liebl, is the General Manager of the Anoka County Fair, Minnesota. She met her husband, Bob, in 1992 when she hired him as a beer garden worker at the Red River Valley Fair, and they have been married for 28 years.

What is “Florida Dairy Farmers?”

Florida Dairy Farmers (FDF) is Florida’s milk promotion organization, representing the state’s dairy farmers who work every day to provide a steady supply of fresh milk. The farmer-funded organization works to enhance the industry’s image with a goal of increasing milk and dairy product sales statewide via consumer marketing and education. The Dairy Council of Florida is a division of FDF and serves Florida educators and health professionals.

How does the Dairy Council of Florida help health professionals?

Registered dietitians with the Dairy Council of Florida provide outreach to dietitians, doctors, nurses and other health professionals. The Council is considered a reliable resource that offers sound, research-based information to assure the benefits of dairy are portrayed accurately. Dairy Council dietitians routinely make presentations at seminars and meetings where they deliver information on breaking research while reiterating the importance of keeping dairy in the diets of their patients and clients.

How does Florida Dairy Farmers work with Florida retailers?

Florida’s grocery stores are the final stop before fresh Florida milk arrives in the homes of consumers. FDF has a department dedicated to working with retailers on various promotion programs that assist with the in-store visibility and enhanced access of dairy foods. Retail programs that are underway include having milk made available in other parts of the stores, such as at the deli and checkout lanes, and concepts including reinventing the dairy case.

How is FDF’s sports marketing program used to promote the industry and a healthy lifestyle?

From high schools to colleges to the pros, Floridians are fanatical about their sports. FDF is there every step of the way to capitalize on that enthusiasm, whether it’s utilizing positive NFL players as spokespersons, teaming with the national champion Gators or through its highly visible Florida Dairy Farmers High School Sports Awards program. Capitol Update:

Greetings from Tallahassee-

We hope you all are having a great summer! It was an absolute pleasure to have the opportunity to interact with many of you during the Federation’s Annual Conference in Orlando! It has been an absolute privilege to represent the Federation in Tallahassee and, we believe there are truly bright days ahead for every Florida Fair and Exposition! For the first time we are aware, we have several Legislators whom serve or have recently served on their local fair boards and we have a Commissioner of Agriculture Wilton Simpson who serve on the Pasco County fair board including a stint as President of the board. Commissioner Simpson continues to be an advocate for fairs and expositions and we look forward to a continued strong working relationship with the Commissioner and his staff as we blaze a broader path forward for the Federation and its members

The 2023 Legislative Session was relatively uneventful, inasmuch as, the Republicans have a super majority in the Senate and the House and, all four elected cabinet positions are held by Republicans. Legislators delivered on pretty significant “red-meat” issues ranging from school choice to immigration and gender issues and school curricula. The Legislature also stuck their toe in the water on the 2nd Amendment, specifically expanded the universe of individuals whom can carry concealed weapons legally.

During the Federation’s annual conference, we participated in a lunch discussion around the new gun law and the potential implication to federation members. While there were several great take-aways from the luncheon, it seems most important to note, the new law does not expanded nor contract the locations where you may legally carry. Federation members who previously could not prohibit an individual with a concealed carry permit from entering; still cannot prohibit them from entering. The challenge in implementing the new law is the universe of people who can legally carry “individuals whom have a concealed carry permit as well as those individuals who otherwise meet the

criteria to qualify for a concealed carry permit”, creates the potential for the universe of individuals carrying a gun legally to increase dramatically. While the Federation is focusing on potential long term solutions, realistically a solution of this type will not realistically occur before fair season begins. To this end, we strongly encourage all members to reach out to their legal counsel to determine the best protocol you can implement at your show.

At the drafting on this update, the Governor has yet to receive the proposed state budget. Thus, numbers listed below are still subject to potential veto when the Governor ultimately signs the 2023-24 state budget. One specific grant program which many of our members apply and receive assistance from is the Agricultural Promotion and Education Facilities Grant program through the Florida Department of Agriculture and Consumer Services. As passed by the Legislature, there were 19 individual projects funded totaling $18,079,071. We certainly appreciate the importance of these grants to all federation members, and we strongly encourage all members to apply for funding when appropriate.

Again, we cannot thank you enough for the trust you place in our firm to be your eyes and ears, your voice in Tallahassee. We look forward to continuing working with the Federation and its members to make everyday in Florida an amazingly “Fair Day”!

NEWS OF FLORIDA FAIRS

Hillsborough County Fair

The Hillsborough County Fair is hosting their 1st ever Back 2 School Bash on Sat. August 12, 2023 from 12-5 pm at the Hillsborough County Fairgrounds located at 215 Sydney Washer Road. Dover, FL 33587. This community event will be FREE to everyone and include free family activities including Inflatable Obstacle, Dunk Tank, Volleyball and Dodgeball Tournaments, Hayrides, Cake Walk and Facepainting. We will also host a Family Food Truck Rally where families can purchase food from local food trucks! We will partner with the Hillsborough County Public School System and other local businesses to provide resources and services for families as they prepare for the 2023-2024 school season.

The Hillsborough County Fair will be collecting school supplies for this event to assist children in need at local schools. We also will be having a Basket Raffle to raise funds for our Back 2 School Supply Drive. In addition, the Hillsborough County Hydration Station and the Hillsborough County Sheriff’s Office Ice Cream Truck will be on site!

Danny Grant (Cowboy Circus), RoboCars, Fritzy, Rowdy Rooster, Robinson’s Racing Pigs, Lazer Tag, and Brad Matchett Comedy Hypnotist Show. We had two awesome concerts. Jimmy Mowery on Friday and JukeBox Memories on Saturday in the Auditorium.

Our contests were also a success. The Ag Bowl, Pie Eating, Skill were fun and educational.

The exhibits were well received and made beautiful displays for the folks to enjoy. The commercial exhibits offered an array of products for review and purchase.

We were excited to have Modern Midways as our carnival this year. They had lots of new and exciting rides and games for the people to enjoy. There were specials all week on the Midway.

The Youth Livestock programs were record numbers this year. The shows and sales were a tremendous success. We are very thankful for the community support of our youth.

We had a fun time at the convention in Orlando. We appreciate the learning opportunities offered. The networking and fellowship with our Fair Family were enjoyed by all. We won two first Kandi McPherson and our photograph by Marlene Law was accepted for the 2023-24 Directory Cover.

We have several off-season rentals coming up; Rabbit Show, Gun Show, Dance Recitals, The Elvis Summer Fest was in June and the 27th Annual Citrus Stampede Rodeo in November. We are glad the grounds stay busy.

NEWS OF FLORIDA FAIRS Pasco County Fair

The Pasco County Fair Association Board of Directors recently returned from the Florida Federation of Fairs Convention in Orlando. 11 board members attended along with the fair's office manager. Paul Blommel, husband of director Donna Blommel attended the convention with Donna and is responsible for making the wooden cut-out of the state of Florida with many of the Florida Cattle Rancher's Cattle Brands. The cut-out was a BIG hit at the President's Party Live Auction. The hand-crafted cutout sold for $1,700.00 and was purchased by the St. Lucie County Fair Association. The wooden cutout will hang in the St. Lucie County Fair Association's Office.

The Pasco County Fair Board of Directors also enjoyed a tasty seafood dinner at Landry's Seafood House with their midway provider Matt McDonagh owner of Big Rock Amusements on Friday night of the convention. Big Rock Amusement was the sponsor of the Photo Ops at the Present's Party and Gala at this year’s convention, as well.

The Annual Fair Committee is currently working on and negotiating entertainment contracts for the 2024 Pasco County Fair. Committee members Tracy J. Thompson, Mary Beth Lumbra, Jim Ward, Elaine Enfield, and Wayne Howard put in a lot of hours trying to bring the BEST of the BEST to the fair annually. The entertainment line-up will be announced in the Fall. The 77th Annual Pasco County Fair runs February 19 - 25, 2024. A new livestock barn is currently in the works to replace the current aging barn on the fairgrounds. The new barn project is slated to be finished just in time for the 2024 fair and will house the Youth Beef and Swine Shows as well as the sales, according to Fair President, Kevin Corrigan. The new barn project was made possible by the State of Florida funding projects.

Miss Broward County Fair

Coral Springs native, Alana Scheuerer, is poised to captivate audiences and grace the stage at the prestigious Miss Florida pageant in Lakeland on June 20.

After being crowned Miss Broward County in February, Scheuerer’ s journey to the bright lights of Florida’s beauty pageant stages has been profoundly shaped by her Coral Springs upbringing.

Born and raised in Coral Springs, Scheuerer tells Coral Springs Talk she attended Maplewood Elementary, Sawgrass Springs Middle, and Coral Glades High and that her experiences at those schools and growing up in Coral Springs have made becoming Miss Broward County that much more special.

“Coral Springs has shaped who I am by being a warm and welcoming place to live and grow up,” said Scheuerer.

“I appreciate the diversity in our community and how it’s shaped me to be empathetic, service-led, and accepting to others around me.”

According to Schuerer who still lives in Coral Springs participating in the Miss America Organization has had a profound impact on her personal and professional life, and her path along the way has been made easier by the support of others and the significant scholarships she has received.

“I grew up [in Coral Springs] with a single mom who worked three jobs so that I could dance,” Scheuerer said, adding, “Scholarships allowed me to pursue my master’s degree and think about other ways to better my education without the burden of student loans.” She said she started for scholarships but stayed for service.

The 2023 Miss Florida pageant will be the Scheuerer’s second appearance in the competition. Last year, she was crowned Miss South Florida Fair, making her eligible to compete in the 2022 Miss Florida competition, where she eventually placed runner-up.

While she didn’t take home the crown of Miss Florida 2022, the experience of getting so close only motivated her to get back to the stage this season.

“It was a tough position to be in but pushed me that much more to work hard and stay motivated,” Scheuerer said. Outside the pageant circuit, Scheuerer enjoys working at the Museum of Discovery and Science special events and serves on Coral Springs Public Art Committee. Still, her biggest passion is giving back to the community.

She recently received a Broward County Proclamation for her work on the TAP: Turn up Artistic Participation initiative, where she serves as an educational voice for art resources.

Explaining its impact on the community and what she enjoys most about the program, Scheuerer shares how TAP encompasses everything she strives to be as she works toward becoming CEO of a children’s museum or further diving into arts administration.

Since 2018, it’s been her mission to educate, advocate, and help others participate in the arts.

“Through my initiative of TAP, I teach ‘Move and Groove’ classes to school groups, have advocated for the arts in Tallahassee and D.C., and partner with several state and national art organizations,” she said. “Coral Springs and Parkland know firsthand how the arts heal through tragic times, and it is just one of the benefits of the arts I feel everyone should have access to.”

Florida 4-H summer activities are in full swing!

• Campers have been enjoying the outdoors and learning at our three 4-H Camps. 4-H Camp Cloverleaf kicked off the summer camping season with “Around the Barnyard” camp.

• Intermediate youth (ages 11-13) spent a weekend at the University of Florida for iLEAD with educational and leadership development workshops.

• Teens convened at the State Capitol June 26-30 for the 51st Session of Florida 4-H Legislature. This mock legislative experience is a life-shaping experience cultivating engaged and empowered community leaders.

• Many 4-H members are representing their communities and Florida in state, regional and national competitive events this summer. Here are just a few:

• The Hillsborough County 4-H Senior Team took first place at the State 4-H Horticulture ID and Judging contest, qualifying them for national contest this fall in Michigan.

• Florida 4-H Junior Quiz Bowl team - representing Levy, Leon, Hillsborough and Okeechobee Counties – won National Junior Ayrshire Dairy Quiz Bowl in June at the national convention in Maryland.

• Alachua County 4-H Senior Team won the State 4-H Avian Bowl Contest and will travel along with winners of the State 4-H Poultry Judging Contest to nationals this fall in Kentucky.

• Marion County 4-H Forestry Team won state and will represent Florida at the National Invitational later this summer.

Florida Farm Bureau Announces Third Annual Home Field AGvantage Tailgate

Florida Farm Bureau Federation will celebrate football and agriculture by serving as the game-day sponsor for the Florida State University vs. Southern Miss game on Sept. 9 at Doak Campbell Stadium and again for the University of Florida homecoming game against Vanderbilt University on Oct. 7 at Ben Hill Griffin Stadium.

Both tailgate events are free to the public and will provide football fans with an interactive agricultural experience that highlights assorted products grown statewide. The event will also include educational exhibits, games, food samples and activities for the whole family.

In addition to the interactive exhibit, there will be an on-field recognition for the Florida Farm Bureau Farmer of the Year and farm families who practice environmental stewardship.

“Farmers and ranchers are essential to the success and growth of the economy,” said Florida Farm Bureau President Jeb S. Smith. “The Home Field AGvantage provides an opportunity to celebrate agriculture and bring awareness to the importance of our farmers and ranchers and how we are all connected by the food and products they produce.”

What a great Convention we had this year! The YPI committee hosted our annual Mix N Mingle Event on Wednesday, May 17th at Big Foot Axe Throwers. We had just over 50 participants and were able to raise $2,000 toward YPI Scholarships to the annual Convention. In addition, the YPI Committee hosted a Charity drive for Dreamcatcher Horse Rescue, a local Charity in Clermont, FL. The Florida Federation of Fairs was able to collect $5,061 to help the rescue succeed!

Coming in the 2023- 2024 year YPI would like to announce the Rising Star Award presented by YPI. The goal of this award is to recognize the leadership and industry contributions of Florida Federation members, age 40 and younger. Nominees not selected will need to be re-submitted each year to be considered. The deadline for nomination will be April 1, 2024. Nominees shall be associated as an employee, volunteer, or board member of a member fair, show, exposition, or exhibition in good standing with the Florida Federation of Fair & Livestock Shows. Nominees shall not have reached their 41st birthday prior to the first day of the Florida Federation of Fairs Convention. Please keep an eye out for the application link that will be posted later this summer!

Thank you to each and every Associate that dedicated their time to make this year’s 72nd Annual Convention at the Caribe Royale Resort in Orlando a great success. This was my first year as Trade Show Chair and I learned many valuable lessons and created many new great relationships. The Trade Show reached an all-time high since 2020 and was maxed out with over 116 booths. As a result, I’m pleased to say that several of our Trade Show vendors have already been contracted by some fairs across the State Of Florida.

Record Attendance/Increased Security: Industry Issues Take Center Stage

at FFF Convention

Record attendance, upbeat attendees, and a focus on security – the annual convention of the Florida Federation of Fairs (FFF) reflected a rebounding fair industry. Among the many issues collectively addressed was devising effective responses to an uptick in violence at some Florida events.

“We had a great convention, said Terry Atchley, president of the Hardee County Fair and the outgoing president of the FFF. “It brings to mind how we as an industry have come from when we were struggling to survive COVID and fairs were shut down. We've had a strong comeback, higher participation in our agricultural programs, and beauty pageants. Our members had great fairs, it was a really positive convention and it was huge.” Strong Season

The FFF represents about 48 fairs, and registered attendance for the 3-day convention exceeded 550 according to Dan West, Executive Director, FFF. “The fair season was very strong with several fairs with record breaking events,” he said. “This was the third convention post-COVID for the Florida Federation of Fairs. The convention had great attendance. Everyone had a great time after a successful fair season.”

As outgoing president, Atchley decided to forego modesty and risk braggadocio when he selected the theme –“The Greatest Fairs on Earth” –“I wanted to beat our chests because we are a great organization,” he said. “I've personally been involved with our fair for 15 years, and we were a small rural fair. There are a lot of things that we as a small county fair have done that I learned through years of attending the convention. We are blessed with quality education programming and an active membership. We are among greatest showmen and women on earth.”

The networking and fellowship of the organization and its annual May convention has been an invaluable resource for the Hardee County Fair through the years and during his presidential tenure, Atchley pushed that role forward through both the annual gettogethers and a revamped website. “The Federation has a strong foundation and now we've just been able to get a much better website to promote our services and make it more accessible and easier to use for all our fairs. It's those resources between the fairs.”

While there are high-profile fourth quarter fairs in the Sunshine State, the vast majority of the FFF member-fairs are first quarter events. The 2023 boom in attendance and spending experienced by these fairs reflect the full resumption of normal activities, not the least of which was travel and the annual migration of Snowbirds swelling Florida's population which has seen an upswing in citizenry.

But this uptick in fairgoer turnout amid a healthy state economy was undermined by outbreaks of teen violence and heightened security responses by some of the most high-profile Florida fairs in the industry, including the Miami Dade County Youth Fair, the South Florida Fair and the Florida State Fair. “It was a very strong topic at the convention,” said Atchley. “When you are dealing with masses of people at a large fair, security and safety are top priorities.”

According Hal Porter, General Manager of the Citrus County Fair and incoming FFF President, the most telling sign that the outbreaks of fights and melees afflicting many fairs in recent years was the abundant audience for a the Crowd Control class, the second time in a row. “It had huge attendance, it was our second time having the seminar and it had much more attendance this year. That's directly related to the sign of the times.”

Porter pointed out that while Florida media emphasized the youth aspect of the story, “I think it's wrong to isolate just teens. There are different groups involved and their goal is to create a disturbance organized through social media. The world has changed, but the fair still has the reputation of being a safe place for family fun and education. Our challenge is trying to be true to our mission while bearing the increased cost of security.”

A subject covered in the seminar and discussed throughout the convention was the cost of security. Most fairs have already invested in metal detectors, fencing and other security hardware but when it comes to the recent spate of unruly and violent incidents, personnel makes the difference. Local law enforcement are almost always the go-to security force for fairs, “but the rate of pay has increased for off-duty police. We spent more than $4,000 on extra police this year compared to previous years.”

Record Attendance/Increased Security: Industry Issues Take Center Stage at FFF Convention

Another area of security concern for Florida Fairs was not just fairgoer fights but weaponry. A new Florida law, due to go into effect July 1, allows gun owners to carry a concealed weapon without a license – previously, gun owners who wanted to carry their licensed gun had to obtain an additional license which included training and background checks. .

Most Florida fairgrounds prohibit armed fairgoers by County ordinance, which Atchley said was grandfathered into Concealed Carry Law that goes into effect this summer. “You no longer need a permit to carry a gun, but they are still prohibited at fairs. There is some confusion about this, so it was thoroughly discussed. There will be different actions at different fairs in how they address the issue within their communities.”

Florida Agriculture Commissioner

Florida Agriculture Commissioner Wilton Simpson attended the FFF convention, and also served as keynote speaker. address covered “the importance of Florida Fairs and the impact they have on the public,” according to West.

Porter called the commissioner “a friend of Florida fairs who served on his local fair board. He has the political experience to help our industry.”

He added, “We had representatives from Florida 4-H and Florida FFA speak to the convention body on how fairs make a difference in the lives of the agricultural youth of Florida and how we can all work together to make these youth organizations stronger.”

The FFF convention also displayed a reinvigorated partnership between fairs and their carnival partners. According to Porter, Simpson announced that a proposed Inspection Fee increase by Florida Department of Agriculture and Consumer Services, that had been put on hold due to COVID, will not go into effect after all. The regulation would've made Florida the state with the highest ride inspection fees in the nation.

“Everything we do as a fair is in partnership with our carnival companies,” said Porter. “The problems they are having with labor and the H2B workers are not going away and as an organization we need to support them.”

The convention featured 12 Showcases and 115 Trade Show Booths (2022: 100 booths) as well as Serve Safe classes and an IAFE Institute of Fair Management Class on Competitive Exhibits. In addition, the 2023 Hall of Fame Recipient was Dawn Rowe of the Osceola County Fair, and the 2023 Associate of the Year was Eddie Porcelli of Spaghetti Eddie’s.”

Even as the FFF and its members navigate the array of economic and social issues impacting the industry, the convention and the cadre of first quarter fairs augurs well for the upcoming season. “The attitude was very positive and happy,” said West. “The Florida Fair season was very strong. We all see that Florida is continuing to grow as people move here every day. We know that Florida Fairs are providing a great product for the public and we will continue to see increases at our fairs.”

International Association of Fairs and Expositions Ambassadors Selected

Springfield, MO – Seven individuals were selected to join the International Association of Fairs and Expositions (IAFE) Ambassador Team. These selected individuals were named after a competitive selection process and will serve the IAFE for a two-year term.

Each member of the prestigious IAFE Ambassador Team serves a vital role in our association and within the fair industry. The ambassadors are selected to support the mission of the IAFE through active outreach to state, provincial, regional, and county agricultural fairs, shows, exhibitions, and expositions,” Marla Calico, President and CEO, said.

These seven selected individuals will join two returning ambassadors to complete a nine-person team. The Ambassadors are responsible for welcoming new members, communicating IAFE benefits, organizing member programs at the Annual IAFE Convention and generally representing the fair industry.

OABA Hits the Ground During Capitol Hill Lobbying Days

Team

In May, nearly 20 OABA Members and, representing the fair industry, Marla Calico, Vicki Chouris and Shari Black, flew to Washington for our first lobby day of the new 118th Congress. Over the course of thirty-six hours, your OABA representatives teamed up to reach out to thirty-two Members of Congress and staff. Members of Congress were particularly interested in the perspective of our fair participants. Legislators finally connected the dots between the challenges of our American carnivals and how it translates to an adverse effect on our County and State Fairs. Our agenda focused on three major asks:

Support our industry by Co-Sponsoring the CARE Act (H.R. 1787);

Support H-2B Cap Relief Language in the Fiscal Year (FY) 2024 Department of Homeland Security Appropriations Bill; and Support the continued non-funding of egregious anti-industry measures in the FY24 Department of Labor, Health and Human Services Appropriations Bill.

The Carnivals Are Real Entertainment (CARE) Act

Representative Zoe Lofgren, former Chairwoman of the House Committee on the Judiciary’s Subcommittee on Immigration and Citizenship, developed a potential solution for developing a reliable workforce for those in the outdoor mobile entertainment industry who have traditionally relied on utilizing 7,500 –10,000 H-2B workers annually. Her proposal calls for a new category of visas for guest workers in the mobile entertainment business in the existing P-visa framework.

This new category, P-4, would be limited to carnivals or circuses that travel around the United States on a temporary or seasonal basis; or providers of services normally affiliated with either that travel around the United States on a seasonal or temporary basis to provide services to State, County, and local fairs and festivals, or support events sponsored by not-forprofit organizations for fundraising.

The P nonimmigrant visa (NIV) classification was created by the Immigration Act of 1990, Public Law 101-649 of November 29, 1990, specifically to provide for certain athletes, entertainers, and artists who are coming to perform in the United States. To work for a P-1, P-2, or P-3 visa recipient in the U.S., an applicant must be coming to the United States to perform essential support services that cannot be readily performed by a US worker and is an indispensable part of the performance of services to be performed. Historically, P-1 thru P-3 visa applicants came to the U.S. for a temporary purpose such as a festival or to tour and so forth.

The “P” visa currently covers foreign nationals who are entertainers and artists coming to the U.S. to participate in a culturally unique program, and many circus performers come to the U.S. under the P-1 visa.

While the P-1 visa classification is available for foreign national entertainers coming to the U.S. temporarily, it historically has also been available to essential support personnel who are an integral part of the performance of a P-1 entertainment. As such, the Pvisa structure, intent, and practical application conforms well with the outdoor mobile entertainment industry well.

Why the CARE Act Makes Sense

The existing framework and intention of the P-Visa Category fits the outdoor mobile entertainment industry perfectly and does not require the creation of a new visa program;

Adding a P-4 category that includes the mobile entertainment industry removes approximately 10,000 traditional H-2B visas allowing them to be utilized by others who require H-2B employees;

The annual need for H-2B visas – as reported by the Department of Labor’s certified need – is grossly unmet despite limited cap relief provided by Congress.

The Carnivals Are Real Entertainment (CARE) Act incorporates restrictive language that Congress has enacted in the H-2B program every year since FY17 – requiring certification that sufficient U.S. workers are not available AND the employment of such individuals will not adversely affect the wages and working conditions of workers in the United States similarly employed.

For us to make headway on this measure, we will continue to work with Congresswomen Lofgren and Salazar to drive Members of Congress to co-sponsor the CARE Act. During our meetings on the Hill, this was one of the major requests your OABA team made of each office.

H-2B Cap Relief in the FY24 Appropriations Bill

While the industry awaits some Congressional action that affords real, permanent H-2B cap relief, we have utilized the appropriations process to secure flexibility in the existing statutory caps associated with the H-2B program. As a result of OABA’s collective government relations efforts, we secured the inclusion of cap relief language in the Fiscal Year 2023 appropriations bill. Section 101 (6) of Division A of Public Law 117-180, Continuing Appropriations and Ukraine Supplemental Appropriations Act, 2023, extended the authorization previously provided in Section 204 of Division O of the Consolidated Appropriations Act, 2022. This language provided the Secretary of the Department of Homeland Security with the authority to make available additional H-2B visas for FY 2023.

On Dec. 15, 2022, the Department of Homeland Security (DHS) and the Department of Labor (DOL) jointly published a temporary final rule increasing the numerical limit (or cap) on H-2B nonimmigrant visas by up to 64,716 additional visas for all of (FY) 2023.

Of the 64,716 additional visas, 44,716 were made available only for returning workers (workers who received an H-2B visa or were otherwise granted H-2B status in one of the last three fiscal years). The remaining 20,000 visas are set aside for nationals of El Salvador, Guatemala, and Honduras (collectively called Northern Central American countries) and Haiti, who are exempt from the returning worker requirement.

OABA strongly urges Members of Congress to include this provision once again in the FY24 Department of Homeland Security Appropriations bill currently being considered by Congress.

Labor Provisions in the FY24 Appropriations Bill

A 2015 interim final rule on H-2B employment sought to increase the wages rates arbitrarily and unilaterally for H-2B workers well above rational economic levels. Congress recognized that the rule was a threat to jobs and small businesses and included much needed H-2B relief in the Fiscal Year 2016 Consolidated Appropriations Act (PL 114-113), and has prohibited funding certain provisions of the DOL Rule since that time. Small and seasonal businesses continue to have problems with the Department of Labor’s H-2B certification process; the implementation of changes to wage surveys; the de facto enforcement of provisions prohibited by P.L. 114-113; and issues pertaining to the implementation of modifications made to the returning worker procedures. OABA advocates the continuation of the prohibition against enforcing corresponding employment, the 3⁄4 guarantee rule; and defining seasonal need provisions.

The regulations under the rule require that employers offer and provide required wages and benefits to H-2B workers and workers engaged in corresponding employment. Corresponding employment for purposes of the H-2B program is the employment of non-H2B workers by an employer that has an approved H-2B labor certification when those workers are performing either substantially the same work included in the job order or substantially the same work performed by the H-2B workers, with exceptions for certain incumbent workers. H-2B employers are required to pay workers the highest of the prevailing wage rate or the federal, state, or local minimum wage. They must offer a three-quarters guarantee (similar to that under the H-2A program) that ensures payment of wages for at least three-fourths of the contract period.

In addition to the cap relief measures noted above, we have successfully worked to ensure that these arbitrary provisions included in the 2015 interim final rule are not enforced. Since the 114th Congress, temporary provisions on the H-2B visa have been regularly enacted as part of annual appropriations bill related to DOL labor certification. Language included in DOL appropriations acts for each year from FY2016 to FY2023 address the H-2B prevailing wage, requires use of the DHS regulatory definition of H-2B temporary need, and prohibits the use of funds to enforce the definition of corresponding employment and the three-quarters guarantee rule. In addition, DOL appropriations acts for each year from FY2015 to F2023 include “staggered entry” provisions that give employers in the seafood industry with approved H-2B petitions additional time (beyond the approved start date) to bring in workers.

OABA strongly urges Members of Congress to continue including provisions regarding prevailing wage, and those provisions that prohibit the enforcement of corresponding employment, the 3⁄4 guarantee rule; and defining seasonal need provisions in the FY24 Department of Labor Appropriations bill currently being considered by Congress.

Other Legislation We are Watching

In addition to the primary legislative agenda outlined above, OABA also supports and endorses significant legislation that creates true cap relief for the H-2B program. While we continue to advocate for the inclusion of the CARE Act language in any bill that might be introduced, I wanted to highlight a few additional initiatives that have been introduced in this Congress that are helpful to our efforts: John Ariale is a Principal and the Director of the Federal Appropriations Practice at Husch Blackwell Strategies where he works with Gregg Hartley, William Fox and Lynn Jacquez as part of OABA’s Government Relations Team in Washington, DC. Scott’s World of Magic

I have now been in the entertainment business since 1980. Wow does time fly when you are having fun!! I have booked thousands of dates for all types of acts and shows in all types of venues in the last 42-plus years, and I am still young. ?? I think it is mainly due to the wonderful family entertainment that surrounds me on a daily basis.

In 1985 my division of Capitol International Productions went almost exclusively into the fair and theme park markets. This team includes my associate Rob Boso, his assistant Brand Monte and, of course Missy, my better half who manages the artwork and website. Most of you know Rob because he is the point man with most of the acts and all of the contracts.

In 2010 we had been mostly booking two types of the most popular on-grounds attractions in fairs. They were animal shows and thrill shows. These were the money-makers for the fairs, the ones that drew the crowds and helped traffic flow with placement.

I had not considered many of the stage shows because everyone was booking music, magic, Broadway, and various other stage shows. We wanted to be unique and bring on- grounds attractions to a new level for the fairs who could not or would not spend the amount of money a name artist and staging cost.

Then I received a brochure in the mail nicer than any I had ever seen. It was high quality, high gloss, full color, and it had a beautiful design with pockets, for the various types of shows this producer could provide. The videos were fantastic. The pictures were excellent, and the show was a step above any other magic production I had seen.

I reached out to Dale Scott once I saw his material. When I met him, I found a very high-class operation with all the equipment and a warehouse full of illusions. Dale could produce any type of show we needed. One problem, however. Not many fairs were used to high–end magic productions and we needed to open doors. Dale came up with the idea of starting as a strolling magic show, “The Crazy Comedy Magic Show” and this is how he opened door after door at major state and county fairs. He would stroll or do any stage situation they needed. 90% of the fairs he played wanted more and boy could Dale Scott provide it.

Scott may give a fresh take on an old art, but in performing at Fairs around the Country, he is also returning to his roots. As a child in Cincinnati, Ohio, Scott grew up attending the Hamilton County Fair. “My Uncle was a Fair Manager for 28 years and on the Board of The Ohio State Fair. “Some of the first Magic I ever saw was as a child at the Fair,” he says. It captivated him, and he hopes to pass on that Sense of Wonder.

He pursued Magic & became a graduate of the prestigious Chavez College of Prestidigitation and Manual Dexterity, having studied under the premier sleight-of-hand authority, Neil Foster Practice paid off with Scott winning Gold Medals from the Society of American Magicians & International Brotherhood of Magicians.

Scott further developed and honed his skills with five World Cruises on the famed QEII, which led to a successful career, with over fourteen different cruise lines. With Scott, you won’t find the typical magician in tails. What you will find is Magic on a Grand Scale. After a week headlining the World- Famous Magic Castle in Hollywood, president, and owner William W. Larson wrote: “He de-lighted Magic Castle audiences with his talent and style, which is unique and imaginative!”

And then came love. Ana, a beautiful fitness instructor from Spain Ana joined the cast and together they created a role for her that is part sidekick, part audience liaison, and part elegant ingénue. Critics have claimed that the instant rapport Dale & Ana have, with their audience, stems from the enchanting chemistry between the two of them.

Dale and Ana are not only great performers, true professionals, and brilliant innovators in the field of magic, but they also are kind and generous people who will do everything in their power to make YOUR show successful and your day better. Now they have dedicated their careers entirely to the fair and theme park markets by heading up the magic division for the fair and theme park division of Capitol International Productions. Bob Abdou “Mr. Puppet”

Bob Abdou got his stage "Mr. Puppet" in 1996 from a young patron of the Center for Puppetry Arts in Atlanta. Bob started volunteering there every Saturday, greeting people with a ventriloquist dummy at the door. Bob wasn't there one week, and this child asked, 'Where's Mr. Pup at the door, pet'?

The staff at the box office told Bob a child called him Mr. Puppet. At that moment, Bob's new stage name would be Mr. Puppet, and a career as a ventriloquist was born.

Since then, Bob has made a 27-year career of being Mr. Puppet. He has become a beloved children and family entertainer in Georgia, Pennsylvania, Texas, Ohio, and now in his new home in South Carolina. Mr. Puppet has performed worldwide, as far away as Hawaii and Japan. He is a regular performer at the Red Skelton Theater in Vincennes, Indiana, he's performed for 22 years at the Fest for Beatles Fans (the official convention celebrating the FAB 4), and he's even had his Beatles puppets walk across Abbey Road in London! Mr. Puppet has averaged 35 Amish school shows For the past seven years and is one of the few "non-Amish" persons in Ohio accepted to perform for this community. Mr. Puppet wants to enter the Florida county fair market and show you the quality show you deserve.

Mr. Puppet's first fair was the Michigan State Fair in 2002, and he did it for three years in a row. Since then, he's done hundreds of shows at fairs in Ohio, West Virginia, Georgia, and North and South Carolina. He keeps children and families entertained with his interactive shows full of puppet characters like Bob the Dancing Skeleton, BeeBee the Clown, Sweet Tea the Dinosaur, and everyone's favorite, Stinky the Possum. Bob has a way of drawing everyone into a show with his high-energy and audience participation. Children laugh and scream delightfully, and even the most reluctant teenagers find his show entertaining.

Bob says he's noticed something about being at many fairs: "When you entertain the children, the parents stay at the fair and spend more money with the vendors. Then the kids want to come back next year. Then when they get older, they come with their friends. Then they come with their dates and spouses and can't wait to bring their children to the same entertainment." A show with Mr. Puppet entertains all ages with belly laughs and creates fond memories, which helps fairs realize great entertainment continued success and longevity.

Ventriloquism is an excellent fit for county fairs. It's a favorite with audiences, and the puppet characters help everyone to be drawn into the performance quickly. And Ventriloquism is HOT right now. With Darcy Lynne and Brynn Cummings from America's Got Talent, young people are familiar with and inspired by this classic fair staple. And with his decades of experience as a ventriloquist, Mr. Puppet is a great ambassador for the art form. After shows, Mr. Puppet mingles with those wanting to learn the art of ventriloquism and help create a buzz for future entertainers.

Over the 7,200 shows performed, Bob has gotten a lot of accolades, but the most important to him is the thanks he gets from the people who see him and love his shows. One of his favorite testimonials came from a mother who said, "My son laughed so hard at your show that no sound came out!" Mr. Puppet makes himself available to have pictures taken of his puppets with his fans. Once, after a Fair in Morrow County, OH, there was a note on his dashboard. It said, "Thank you for the joy you bring to the world." It was from one of the 4H parents who took her group to see the show. Bob said, "Not every performer can do outside shows. It takes a love for the audience, appreciation for any size audience, and always giving them the best performance possible, that's what they deserve, and that's what my clients expect- and I deliver!

Bounce and Oo La La appeared at many of our Fairs. Remember the little boy that performed with them? That not so little boy, Danny Grant, got married in May to Lindsey Carpenter. They returned from their honeymoon in time to attended the convention. We wish them the best!

Born in Bradenton, he was a pillar in the Manatee County and Sarasota County communities. He served on the Manatee County Fair board for many years. He was President of the Circus Hall of Fame, the Director of the Sarasota Chamber of Commerce as well as being active in many community organizations. He married his high school sweetheart, Helen Frances Ball on June 1, 1956, and they enjoyed a wonderful life together for 67 years. Dewey is also survived by Steve (Candice), Donna, and Susan Harrigan (Bob), eight grandchildren and 10 great grandchildren

Born in Baltimore he lived in Lake Worth, FL as a teenager and at 18 he enlisted in the US Marine Corps. He served during the Eisenhower administration at both the White House and Camp David. After graduating from FSE he had a long career in banking. Since arriving in Inverness in 1962 he was active in the community serving as President of the Citrus County Chamber of Commerce, a Director of the Citrus County Fair Association, and an active volunteer of the Citrus County Historical Society. He is survived by Gloria his loving wife of 44 years; one son, two daughters, and two grandchildren and one great granddaughter

Born in Warsaw, New York and passed away in Webster, Florida. She was a long time volunteer at the Pasco County Fair. She is survived by daughter Courtney Hall, son Travis Rubio, and five grandchildren.

Lewis Bear, Jr.

Lewis was a highly regarded leader in the Pensacola community and the state of Florida where he was well-known and respected for his business and philanthropic contributions. Lewis was a long time board member of the Pensacola Interstate Fair. He established many scholarships in the name of the Lewis Bear Company. He is survived by his wife, Belle, of 56 years and his three children: Lewis Bear III (Jennifer), Cindi Bonner (Chad) and David (Cindi), and four grandchildren.

Born in Bartow, he lived in Medulla his whole life. He was an Air Force Veteran. For many years, he served as an auctioneer for the Florida Strawberry Festival's Youth Plant Show. He retired from CSX Railroad. He is survived by his three daughters: Kelley Southern, Elizabeth Erin Newcomb, Kathryn Kern Govan, Son: Cress Ragland, and eight Grandchildren.

Born in Robertsdale, PA and died in Plant City. He was a retired teacher, as well as a coach in Plant City. He was active in his community and served as chair of the Florida Strawberry Festival Photography Contest. He was chair of Plant City Relay For Life. He is survived by his wife of 58 years, Sandra Black; sons Chris Black (Sherri), and Alan Black (Sarah) and six grandchildren

“We were filled with great sorrow yesterday when we heard the heartbreaking news of the passing of our dear friends, Randy and Jill Scott, and Jill’s sister, Judy Cook. As the voice of the Festival, Mr. Randy’s dedication to our 11-day event was immeasurable. From singing the National Anthem each morning to serenading us with Happy Trails each night, Mr. Randy’s song will forever be missed. He was a beloved employee of the Festival, where his time and talents were always put to great use. Everyone's admiration for Mr. Randy started with just him his sweet demeanor, steadfast spirit, quiet confidence, and genuine concern for others. Mrs. Jill was the jewel of Mr. Randy’s eye. If you could catch a glimpse of her, she would often be seen working fervently behind the scenes to help support her family. Her willingness to serve others and desire to show appreciation for others set her apart from the rest. The Scotts were true servants whose reach extended far behind the Festival grounds. Their presence will be greatly missed within our community. Please join us as we extend our deepest sympathy to their family, friends, and the Cook family.”

The are survived by their children; April O’Rourke, Angel (Larry) Carter, and Aimee (Paul) Sumner, and their five children.
