I hope this finds each of you well and enjoying a busy summer. What a great Convention we had in May. Our 73rd Annual proved to be our largest yet, with more than 600 attendees, and our largest Trade Show ever.
Thank you to each of you who were able to attendyou helped make this happen. Andoursponsors! Thankyouforyourcontinuedsupport. I would like to personally thank each and every one of you for being a part of our amazing industry! I would be remiss if I did not thank Dan West and Elaine Maxwell for doing such an amazing job of pulling all of the pieces together.
As for a few updates and notes for the months ahead - Committees - many of you have signed up to serve on one of our committees and are wondering when they will be announced. Please know that I am working to finalize them, and they will be announced soon. Committees and committee members - as we all know - are designed to be rotated somewhat while changing members, allowing new faces and ideas to be involved. It is through our committee involvement that we become knowledgeable of the innerworkings of our organization. This is true with our own events.
Our big agenda item this year is revisiting our Strategic Plan. This will involve focusing on our Mission Statement, Vision, and Values. This committee is being chaired by our Immediate Past President, Terry Atchley.
Our Fair Trip this year is to the Wyoming State Fair in mid-August. I am excited that we have approximately 20 signed up for this trip. We will be meeting with various teams, offered tours and insights into the amazing Wyoming State Fair. If you’ve ever had the opportunity to join in on these annual fair trips – you know that you will not be disappointed. This is not only a fabulous learning experience, but an incredible networking opportunity – oh, the ideas we can share!!!!
And lastly, for now, our Summer/Fall Workshop will be held September 13th and 14th in Tampa. Our home base will be the Florida State Fairgrounds and our program will focus on Chapter 616. Our 2nd Vice President, Eddie Cora, will be Chairing this committee.
Executive Director Dan West
HelloFloridaFederationMembers!
I hope everyone is off to a great start for the summer of 2024. So many of our members are on the road again and we pray that everyone will remain safe in their travels throughout this time. I would like to thank everyone for attending the Florida Federation of Fairs Convention. With over 600 folks in attendance, it was a time for us to come together as a fair family and celebrate the industry that we all cherish. It was also a time to reflect on the memory of our dear president, Hal Porter who passed away in late January. Hal Porter is dearly missed, and his memory will continue as we move forward making, fairs in Florida the best they can be. It was Hal that selected the theme for this year’s convention. “Cowboy Up,” which was displayed with hats and boots at the President’s Party and other events. Thank you all so much for paying tribute to Hal.
The 2024 Convention Trade Show was made up of 135 booths and we had over 20 showcases that performed in different venues. A big thank you to Cheryl Flood and Eddie Cora for chairing these two committees and to all the convention committee members who gave so much of their time to make it a great success. Thank you also to Lane Wetherington and the Gala and President’s Party Committees for providing the venue for great fun and excitement. We thank all the sponsors that provided support to the Federation to make the event the best it could possibly be.
Congratulations to our 2024 Hall of Fame recipient, Mrs. Felecia Chivington of the Pensacola Interstate Fair, and our 2024 Associate of the Year, Mr. Marc Dobson. Thank you both for the many years of dedicated service you have had in the Florida Fair industry. Congratulations to our new President, Mrs. Fran Crone. Fran has hit the ground running and is developing the committee assignments for the upcoming year. Three cheers to the scholarship recipients and Fair Award winners at the convention. We have a lot of YPI members out there who are stepping up and doing great work for their fairs and the industry. Keep up the great work!
I would be remiss if I didn’t mention Vicki Chouris who just retired from the South Florida Fair. I was able to make it to her retirement party to wish her the very best. Vicki has been a leader of our Florida
Federation as President and long-time board member. Vicki, we know we will continue to see you at fairs and conventions, but I just wanted to extend a thank you from all of your friends at the Florida Federation of Fairs.
As we move forward into the summer, we are working on several opportunities for the Federation. There will be a delegation led by President Crone that will be traveling to the Wyoming State Fair August 15-17, and the FFF Summer Workshop will take place September 13th and 14th at the Florida State Fair in Tampa. Information for the Summer Workshop will be sent out in the coming weeks.
In October, the Florida Federation of Fairs will take part in the Southeast Ag Expo in Moultrie, Georgia. Since Florida will be the “Premiere State” at the Expo we have worked with the folks from FDACS to have a booth in the Florida area to promote our Florida Fairs. We will be looking for some folks to attend this three-day event with us. Please let me know if you are interested.
Again, have a wonderful summer and please remember that you have a lot of Fair Friends across the state of Florida.

“CAN A FAIR ASSOCATION LOAN MONEY TO A DIRECTOR OR OFFICER?”
A question sometimes has arisen in the past on whether a fair association can loan money to its directors and officers. We are of the opinion that a fair association should not loan money to its directors or officers.
A fair association is defined in the Florida Statutes as an association not for profit incorporated under Chapter 616 of the Florida Statutes for the purpose of conducting and operating public fairs or expositions. Pursuant to Chapter 617 of the Florida Statutes, which governs Florida not-for-profit corporations, loans may not be made by a Florida not-for profit-corporation to its directors or officers. In addition, a loan to a director, or officer, may run afoul of IRS regulations. Specifically, the private inurement doctrine, which stands for the proposition that the assets of a tax-exempt organization cannot inure to the private benefit of an individual connected with that tax-exempt organization.
Lastly, Section 616.07, Florida Statutes, makes clear that all money and property of the fair association is public property which shall be administered by the fair association, as trustee, to be used exclusively for the legitimate purpose of the association. Arguably, a loan of fair money to a director or officer does not serve a legitimate purpose of the fair association.

I am honored and was blindsided by this amazing Hall of Fame Award. I am truly following some awesome inductees.
Thank you so much for honoring me with this award. I was floored when it was announced and did not know what to say when my name was announced and surprised by my family. Both my family and Fair family kept the secret from me.
My father, past manager John E. Frenkel, Jr., and grandfather, past manager/founder John E. Frenkel, Sr., are looking down, smiling from ear to ear. They taught me how to run a fair and have a love for it. The Fair is in your blood, and I have grown up with it.
I would like to express my deepest gratitude to my board and membership for their unwavering support during my 34 years of employment at the Pensacola Interstate Fair. It has been a challenging journey, but we have always managed to overcome the obstacles together. THANK YOU!
This award is not just a recognition of my individual efforts, but a testament to the collective support of my fair and family. I could not have achieved this without all of you. THANKYOU!

Welcome Director
Danny Alfonso
Danny was born in Manatee County and began volunteering with the Manatee County Fair in 1999. From 2001-2009 he and his wife Kimberly served as the Steer Barn Superintendents for the Manatee County Fair. In 2009, he began serving as an Associate Director on the Fair Youth Livestock Committee until 2011 when he became a full Director. In 2019, Danny retired from the Telecommunications Industry to accept the position as CEO/Fair Manager for the Manatee River Fair Association, where he began serving on the Agriculture, Hospitality and Gala committees for the Florida Federation of Fairs and Livestock Shows.
Welcome Director
Lisa Kelley
I am a lifelong resident of Hendry County, born in Miami and raised just outside of Clewiston on the family farm. I have experienced the many changes and challenges that our agricultural communities face season after season. Fairs, especially Florida fairs, are an important educational avenue in which to educate an ever-changing Florida landscape and culture. Serving on the Hendry County Fair and Livestock Board is a way to not only promote and support such a noble cause but also gives me a chance to work with and gain knowledge from likeminded people.
I have served on the Hendry County Fair Board for over 30 years. As a volunteer with 4-H and then working for the extension office for a short period of time it brought a different perspective to the world of Youth Livestock for me, which led to my interest in the fair industry. I have participated in just about every role a small fair has to offer. Exhibitor, 4 – H volunteer, extension employee, exhibitor parent, fair volunteer, committee chair, and supporter all have different views and opinions of what a fair is. Bringing all of that into focus is extremely challenging and very rewarding. As a Board Trustee, I currently serve as the treasurer and have for 12 years. The Hendry County Fair is dedicated to preserving Hendry County’s Agricultural Heritage while educating those not familiar with our way of life on the importance of how food is produced. For me, the most rewarding aspect of volunteering at the fair is being a part of providing our children with the experience of raising and showing animals - which makes for some good humans.
On a personal note, I have worked at US Sugar for 27 years, having roles in both agriculture and manufacturing and I am currently the Director of Administration for Sugar Manufacturing.

My areas of responsibilities at US Sugar include Safety, Security, Human Resources, Labor Relations, Recruiting, Administration, Special Projects, and Mobile Equipment. A unique viewpoint that I have is the true farm-to-table experience. My family and I grow sugarcane on our farm. That cane is processed into refined sugar and then put into bags for consumers at the place where I work every day.
When not at US Sugar or the fairgrounds, I enjoy my small herd of cattle. The Brahmans are for looking at, and the rest for consumption. I also enjoy spending time with my family (including my fair family), traveling, and a little turkey hunting now and then. I am especially proud that my son works on the family farm right alongside his 92-year-old grandfather. Farming is truly a way of life and the purest of occupations! Florida fairs sincerely understand the importance of Agriculture and I am appreciative of the opportunity to serve and support.

Florida Federation of Fairs Honor Hal Porter, Discuss Safety & Launch Strategic Plan Initiative
The 2024 Florida Federation of Fairs annual convention saw an increase in attendance and an increasingly optimistic state industry. But the association and its membership took the opportunity to celebrate Hal Porter, who died earlier this year. Porter, manager of the Citrus County Fair, was elected president of the Florida Federation of Fairs for 2023-24 and as president selects the convention's theme, which Porter selected a month before he passed “Cowboy Up”
“Hal had selected the theme at our December board meeting,” said Dan West, Executive Director, FFF. “The President's Party was a tribute to Hal who was had been the longtime manager of the Citrus County Fair in Inverness. Hal was a Florida Cowboy and a devoted supporter of Florida 4-H.”
“It was bitter sweet,” admitted Fran Crone, Fair Manager, Southwest Florida & Lee County Fair. “When you pick the theme, our committee comes up with the graphics and the President's Party was pulled together nicely. It was a good gala and it was in Hal's honor, and he was a cowboy, a true country gentleman.
The Florida Federation of Fairs is comprised of 45 member fairs, 30 of whom were represented at the annual convention, held May 16-18 at the Caribe Royale Hotel in Orlando. More than 600 attended the meeting, a higher turnout than 2023, indicating a very upbeat membership. “The 2023-24 fair season did very well in Florida,” said West. “Several fairs had record-breaking days and for the most part weather was not a major factor.”
“The attitude of the attendees was very good,” said Crone. “Everyone enjoyed being together and discussing fair issues. Florida fair folks always like being together and having a good time while preparing for the upcoming fair season. People are happy to be there, the convention was bigger than it has ever been.”
Top-of-mind for attendees was fair safety and security. Nationwide, fairs both large and small have been plagued by disruptive teens, especially in Florida where brawls, stampedes and rowdy behavior at the Florida State Fair, South Florida and other Florida events captured viral headlines this year and last. At least three educational sessions were devoted to the topic, organized by the FFF's Safety and Security Committee. Crone said the sessions focused on practical solutions to this serious issue. “The workshops emphasized looking at your grounds, creating barriers that are aesthetically pleasing but offer safety and minimize crowds,” she said. “There's no one solution and we discussed many topics. There was a lot of brainstorming. Many fairs now only allow clear bags to be carried into the fair, and those fairs shared that information on how to implement that procedure.”
Another safety issue and one more exclusive to Florida was the new “permit-less” Open to Carry Law, signed by Governor Ron DeSantis last year, allowing all adults to bear arms without a special permit. How this affects the Sunshine State's fair industry is still uncertain because while some fairgrounds are allowed to ban firearms, many are not. “What can be enforced depends on who owns the property,” she said. “We had a panel discussion on it because there are some limitations in the law that not everyone is aware of. Every fair is handling it differently.”
The main thrust of the educational programming was in keeping with the Agricultural mission of most Florida fairs. “The most popular topics were on growing the agricultural programs, enhancing those programing in the community. Fairs have the rides and the food and the entertainment, but we're really about agriculture, the 4-H and FFA programs. The fairs depend on education and the future of farming.”
Wilton Simpson, the Florida Agriculture Commissioner, spoke at the Opening Session via zoom. Crone noted that Simpson, “comes from a fair background, and he's always been a great supporter of fairs.” In addition, Florida Senator Ben Albritton. Florida Farm Bureau President, Jeb Smith, and IAFE President & CEO, Marla Calico, also attended the Opening Session. Continued
Future Forward
The tradeshow exhibition had 135 booths (last year was 115). “There were more ticket companies, a graphics companies, even a golf-cart company,” said Crone. “People are realizing that fairs are growing and you are seeing growth in those categories servicing Florida Fairs. There were also new insurance companies this year.”
West added, “There were 14 showcases throughout the convention. There were bands, strolling acts and stage acts included.”
The FFF is also undergoing a changing of the guard, as evidenced by large presence of the younger generation of fair professionals. “For lack of a better term, we're losing a lot of our older heroes, like Hal. Fair mangers and board members are beginning to retire, and now there's an influx of newer managers, CEOs, COOs, those sort of positions. Personally I am glad to see these kids are up and coming, and they are bringing new and different ideas that we all are learning from. They're an important piece of the puzzle. We want to make sure they have the tools they need to move us forward.”
New ideas and directions are the cornerstones of Crone's presidential agenda. She's been tasked with two main objective. One is “clarifying” the Federation's Mission Statement – nonprofits regularly revisit and update their mission statements every few years.
The second objective is interrelated to the mission statement clarification – a new Strategic Plan for the Florida Federation of Fairs. “We are looking at everything we do, how fairs work with 4-H, FFA, even legislatively. We advocate, we educate and we participate and there are a lot of things we need to do be able to do, that we need our members to do, so we can better respond to our communities.” “The 2023-24 fair season was a good one here in Florida,” said West. “Having gone to many of them, there were large crowds and the weather was seasonable for the events. They are coming off a good year and have high hopes for another year on the horizon. Everyone leaves the convention pumped and ready to go to work. I'm sure the fairs are excited about bringing another fun fair season for the citizens of Florida.”

Data Makes the Difference
Our 2024 Florida State Fair kicked-off the national fair season celebrating record-breaking, opening day attendance as well as multiple, single-day attendance records this past February. Much of this success is attributable to our customer research that influenced our planning decisions as we looked to build on our previous year’s successful gate promotions and fair experiences.
We applied several methods of guest research including focus groups, surveys and social tools to inform and ground our strategies to both build attendance and guest satisfaction. Based on guest insights, we were able to selectively program a powerful mix of both sales/value-based promotion and experience-based promotion. Importantly, we sought to harness input from both existing fair fans as well as from potential visitors to guide advertising and programming decisions to delight all and attract new prospects from our Tampa Bay community. Although key takeaways from focus groups varied by groups of seniors, families or young adults, there were some consistent themes across all segments: Crowded conditions are the biggest concern that can compromise the guest experience, and cost is the most important consideration in choosing entertainment options. So, we knew that to grow attendance, we had to focus on attracting targeted audiences to off-peak and lower attendance periods and offer customized promotions. We looked to our first weekend as one opportunity where we also compete with Super Bowl Sunday, a lofty challenge.
Additional survey data was collected and analyzed on motivators, visitation patterns, preferences, including the ranking of potential new attractions. Some insights were validated and further quantified to help with the analysis. Example: 19% of our most loyal fair fans said they
will visit when the best discounts are available and only 10% said they would plan to visit on weekend evenings. When asked about attendance on Super Bowl Sunday, almost 68% said they would likely attend if there was a great promotion versus 45% without. Social channels provided qualitative insight such as revealing that many of our first responders work on our usual Heroes Day promo day.
Ultimately, our first weekend plan evolved from this data. Advance flash sales offered low priced armbands, good first weekend only. Super Savings Sunday offered guests free admission with purchase of armband after 3pm and free admission all day for first responders. Free Sunny squishy giveaways at the gate appealed to both families and seniors. The entertainment options reflected guest insights – Fireworks returned to the fairgrounds after many years, one night only concert with a nationally recognized country artist, Silent Disco for first weekend only, and a unique First Friday Grove Party with pop-up market, adult beverage tastings, and hourly giveaways gave lots of great reasons to come out to the fairgrounds. And they did. Opening Thursday through first Sunday, our attendance AND revenue increased 10% consistently over 2023.
Perhaps one of the most enduring insights coming out of our research is that our community wants and needs to see more of us throughout the year to maintain our presence and brand in the market. Armed with a bright, new brand ambassador – our mascot, Sunny – we will be front and center as we plan for a greater year-round presence where we can continue to connect with seniors, families and young adults. We will be celebrating with the community at the largest Back to School event in the country supporting families in need and have confirmed our place in the Tampa Veteran’s Day parade, as well as a variety of holiday events and more.

State Fair continued from page 30
Understanding the needs of our guests and how to broaden our appeal to new prospects becomes infinitely more attainable when armed with data and insights. We are continuing to invest in research and have just launched a formal survey designed specifically to understand why individuals have not chosen to come visit our fair. Those insights will provide the catalyst for great work to break down these barriers and build our world of fair fans. Data and insights do make the difference as we plan to evolve and grow. Can’t wait to see what we learn next!

Florida Strawberry Festival
The 89th Annual Florida Strawberry Festival® ended Sunday, March 10th with an “Out of This World!” attendance with nearly 635,000 guests welcomed.
February 27 - March 9, 2025 | Plant City, Florida
The Festival’s most beloved tradition is hosting the youth livestock shows that take place during the 11-day event. It is remarkable to see buyers come together in such a way to benefit so many FFA, 4-H and YLPA students who work diligently throughout the year with their steer, swine and plant projects. Nearly 150 businesses within Plant City and the surrounding communities helped to financially contribute to the agriculture education programs at the Festival resulting in a record-breaking $1.9 million dollars in gross sales attained during the 2024 event.
In addition to the livestock program, the Festival showcased 21 headline entertainers, including ZZ Top, Jordan Davis, The Beach Boys, Black Eyed Peas, Foreigner, Zach Williams, and country superstar, Cody Johnson. Patrons could partake in the free on-grounds entertainment, Belle City Amusements rides, youth livestock shows, food, arts/crafts vendors and more. As anticipated, food vendors brought some BERRYtasty treats such as the Chocolate Covered Strawberry Slush, Almond Joy Funnel Cake, Strawberry Cinnamon Bun, Strawberry Crunch Cone and so much more, which visitors and media partners would agree were delicious!
While the fair is over for now, organizers of the Festival are busy preparing for the future of the 11- day event. The Festival board of directors, associate directors, staff and maintenance team are hard at work to provide guests with a fresh Festival experience by updating the grounds with new facilities, additional parking lots and a crisp coat of paint here and there. We look forward to seeing you once again at BerryFest25 where we can all gather together, once again, to celebrate the sweetness that makes us so unique.
Welcome our new social media committee! We are excited to continue the tradition that Doris and Suzanne created, thank you both for your dedication in creating a great platform for us to work with. Please send us a message if you have news you'd like for us to share. We will be coming up with a social media plan shortly that will include new features and spotlights. A CONVENTION REVIEW
DeAnna's Steak Sundae
We started off Wednesday night with YPI night at Andretti Go Carts. It was a blast racing go carts and playing arcade games with friends and meeting many new friends. *any bumping or trash talk that happened on the race track stays on the race track.*
The sessions were enjoyable and engaging through out the week. Speakers encouraged us to laugh often, and enjoy the moments of being with family & friends. Remember our goal is to teach youth hard work, morals, responsibility through 4H, FFA, youth programs.
Michael Rogalsky spoke about leadership styles. He had us take a personality test and divide into 4 color groups. The laughter and jokes continued into the next session. Many of us went away saying that we need to do this at our fair or business to build comradery and lessen stress as we work together.
There was much more discussed and talked about but you had to be there. Hope to see you at next year's convention.......on the Race track!

A Boy and His Cars.
If you were in Orlando for the convention at Caribe Royale, you may have met this man. This is my husband, Paul Sutton, who is in his element with our RC racing business. Like most boys, Paul grew up enamored with anything on four wheels, from Matchbox toys and Hot Wheels tracks to Pinewood Derby. He never entered a Soapbox Derby, but Paul did climb into a homemade “custom” wooden push cart to speed dangerously down neighborhood hills.
One year, Paul’s mom bought him a plastic resin mold kit to create souped-up miniature street rods. Little did she know that his first real job would be doing just that for Tonka Toys in Mound, Minnesota! That’s where he met me, because I worked there, too, as a resin compounder.
Back in the day, slot car racing became a huge fad for a decade or more, predating video arcades. If you’re over 50, you might recall this addictive attraction. Young Paul saved every dollar to race slot cars, and still has one of the prized checkered flags he won!
Fast forward After trying out Enduro motocross racing as a young adult, entering Figure 8’s at the fair, and even ranking third in the nation racing off-road Stadium Lite buggies on dirt tracks (in conjunction with truck races and monster truck shows) Paul settled down to working his full-time job in plastic injection molding and raising his family in Winfield, Kansas…until one day, he was transported back to his days at the slot car track. Sitting in the break room at work, he leafed through an Entrepreneur Magazine.
In the back was an ad for Micro-Reality Racing. There was no turning back Speed Racer was brought back to life! In 2008, we began traveling with our 1/10-scale portable RC stock car racing system, and three years ago it became our full-time business.
The excitement of this attraction can be hard to put into words. You almost have to be standing at the console with your hands on the wheel, feeling the adrenaline start to rush. That’s why we do more than set up our booth in the trade show at conventions.
We want attendees to be able to race the cars themselves, and feel the years peel away because that’s what happens! We want fair board members to envision how RORRing Entertainment can be utilized to enhance their county fair experience.
It’s such a great time, seeing people of all ages enjoy our racetrack men and women, boys and girls, even toddlers up on their knees on the table, with Mom or Dad cheering them on! This is an entertainment option that is literally fun for all ages.
RORRing Entertainment is uniquely positioned to offer advertising opportunities: a huge scoreboard banner, signs surrounding the racetrack, and custom car bodies displaying your sponsor’s logo. Sponsors’ eyes light up when they get behind the wheel to race a custom car body that was designed just for them. Afterward, they can keep it along with the memories of the good times they had at your county fair on display in their place of business. Everybody gets the chance to be a kid again, and as we know, that’s what it’s all about.

Enhancing the Florida Fairs 2024 Convention Experience with EventHub’s Interactive Mobile Trade Show Map
A New Technology Partnership for Florida Fairs
This year’s Florida Federation of Fairs & Zone 2 Convention was a huge success. Attendees were well informed of programming with the incorporation of digital resources throughout the convention, which included QR code links in the printed program, and combining traditional signage and printed exhibitor descriptions with innovative technologies. One important aspect of this was the interactive and mobile-friendly trade show map and vendor directory provided by EventHub. EventHub was proud to partner with the fair association to provide this service as a showcase to how the company’s interactive mapping is used by many county and state fairs across the country, both for layout planning and booth assignments and to foster greater engagement and spending by attendees on fair commercial vendors and concessionaires.
Partnership in Action: Interactive Booth Mapping and Vendor Directory
EventHub, known for its cutting-edge event management solutions, delivered a game-changing feature to the 73rd Annual Florida Federation of Fairs and Zone 2 Convention. By incorporating their interactive mobile trade show map, they provided a seamless way for attendees to explore exhibitor booths and services. Viewable via the link https:// homebase.eventhub-floorplan.net/fffls2024, and by scanning the QR code in the image above, this digital tool also included a vendor directory that allowed users to browse product and service information about each exhibitor, then click through to locate their booths with ease and plan their trade show time efficiently.
The map’s user-friendly interface and real-time updating capability ensured that attendees were always informed about booth locations and any changes during the convention. This level of interaction not only boosted attendee engagement but also provided exhibitors with increased visibility and opportunities to showcase their products and services effectively.
Looking to the Future
The 2024 Florida Fairs Convention set a new standard for fair convention trade shows with the integration of EventHub’s interactive mobile trade show map, which helped to modernizing the convention experience. This innovative tool not only improved the attendee experience but also provided exhibitors with a dynamic platform to connect with potential customers and advertise their products and services. As technology continues to evolve, partnerships like the one between EventHub and the Florida Federation of Fairs & Livestock Shows highlight the importance of embracing digital solutions to enhance traditional events. Attendees and exhibitors alike left the convention looking forward to what next year’s event will bring, with high expectations for further technological advancements. Some of these may include the growth of this year’s partnership to include digital program and speaker profile elements next year. More info about EventHub’s capabilities can be found at https://eventhub.net
The National Independent Concessionaires Association is a membership-driven organization dedicated to strengthening relationships with the Fair, Festival, and Special Events Industries through effective communication, education, benefits, leadership, and solutions.
Our growing membership includes over 1,100 mobile food and retail Concessionaires, Fairs, Festivals, and Associate Members in Industry-related companies that specialize in distribution, insurance, manufacturing, supplies, and special services in the United States and Canada. NICA's large number of benefits include discounts on variety of items including food, beverages, supplies, travel, and lodging, so you can make the most of your season.
NICA participates in a majority of State Fair annual conventions nationwide along with the NICA Business Expo and Fare Foods Food Show in February, Florida Federation of Fairs Convention and Trade Show in May, IAFE Convention in November, and NICA Marketplace and Trade Show in December.
It was nice seeing many of you at the recent convention in Orlando. The Florida Fed meeting is one of my favorites and always has a wonderful program.
Our main message at the convention was to enlist your help in solving our foreign guest worker issues. We can’t continue to fulfill our obligations to our partners with a random and uncertain H2B Visa program. We have bills filed in both the US House of Representatives and Senate that will allow carnival and concession workers to utilize the P4 visa program. This program has no caps and will provide us with a stable and consistent supply of foreign guest workers.
We are in the process of getting co-sponsors in the House to sign on to the bill. Our goal is to reach 100 co-sponsors before the summer recess in July. We need your help! Please contact your US Congress person and ask them to co-sponsor Bill H 1787. Florida has 28 Congressional Districts. As of this writing only three have signed on to the bill, Salazar, Darren, and Mast.
Small Business Owners for the Industry
Our mission as professional small business owners is to be instrumental in maintaining and improving the quality of the overall experience of our fair & festival patrons.

Hi, I’m Andy. I’ve been working with members of the fair and festival industry since 2008, helping them understand how our unique and non-traditional insurance tool can help mitigate loss caused by bad weather. We’ve transacted over 10,000 unique policies and paid out over $3M in claims – just since 2017. This product has helped so many outdoor events survive a storm, and I’d like to tell you how.
As a fair manager, employee, or volunteer, you are tasked with the responsibility of making an outdoor event successful. There are many things to prepare for and consider to ensure that things run smoothly. One important factor that is often overlooked – or, left in the “we’ll hope for the best” column, is the weather – specifically rain. If it rains before or during your event, people are more likely to stay home, resulting in a loss of important revenue dollars. Additionally, money already spent on built-in expenses such as fencing, tents, security, performer retainers, and equipment is forfeited.
It is important not to dismiss the possibility of rain and to consider your options for rain insurance. Policies can be customized to fit the budget of your fair or festival. You don't have to insure the full value of your event; you can set a lower insurance limit, reduce the coverage hours to include only the most critical, or increase the selected rainfall threshold to help meet your budget.
Vortex Weather Insurance offers an easy and straightforward quote process for events all across the country. To give you the most accurate costs and pricing on your fair/event, we’ll need 3 key pieces of information.
Your Event Location
Vortex’s rain insurance quote options are based on statistics from the National Weather Service by city and state. For accurate rainfall measurements, we’ll need to know the exact location of the event. The rainfall is measured in 2.5 x 2.5 mile square grids by the independent third-party National Oceanic Atmospheric Association (NOAA).
Your Time Window
For your fair’s custom policy, you can have Vortex include the hours of your entire event, the event’s most profitable hours, the hours leading up to your event, or any combination that best fits your needs. It really is flexible enough to work with any budget.
Your Rain Threshold
Even light rain can impact the success of an event. You’ll need to decide which rain threshold makes the most sense for your needs. We’ll be there to help talk through any questions you might have about rain insurance for fairs. Commonly Requested Rain Options
1/10 (0.10) inch of rain – light rain
3/20 (0.15) inch of rain
1/5 (0.20) inch of rain
1/4 (0.25) inch of rain – moderate rain 1/3 (0.33) inch of rain 1/2 (0.50) inch of rain – heavy rain 3/4 (0.75) inch of rain
1 (1.0) inch of rain
What happens if it rains but your event isn’t canceled?
Cancelation is not a requirement for a payout. If the recorded rainfall at your location at the time and date of your event meets or exceeds your selected rainfall threshold, your policy triggers and we’ll send a check in about two weeks. With a Vortex rain insurance policy, we don’t require ‘proof of loss’ for the insurance to pay a claim. It’s really that simple.
When rainfall keeps participants home, but event cancellation is not necessary, rain insurance can help recoup lost revenue. Even if your event is rain or shine, you are still at risk of losing revenue from concessions and attendees. With rain insurance, the only factor that determines if a claim occurs is whether a certain amount of recorded rainfall (by NOAA) during the risk period meets or exceeds your preselected threshold. This can be a valuable part of the overall risk management strategy for an event organizer or manager.
How much does rain insurance cost?
When determining the cost of an insurance policy, historical data can be used as a gauge of what to expect. In Florida, premiums are typically lower during the drier months of November through April, and higher during the wetter months of May through October. We can show you some quotes to better understand your risks and costs.
Atlanta Dogwood Festival – A Real Life Example
This annual festival has been held in Atlanta for over 30 years. One year, they didn’t have a proper policy in place to address the risk of rain – it better addressed event cancelation. That year, it rained. But not enough to cancel the event; the end result was a major loss of revenue due to the public choosing to stay home because of the rain. The following year, they contacted Vortex. We helped to structure a policy for their needs. It rained again during their event, and the policy triggered, and we paid them their claim. Without this policy in place, the festival would have suffered major revenue losses in back-to-back years, potentially impacting their ability to continue.

Ed Swindle 13-1930-2-2-2024
Mr. Ed Swindle was a lifelong Agriculturalist and a dear friend of the Florida Strawberry Festival. He was involved in agriculture in one way or another from an early age. Throughout his life Mr. Swindle has owned and operated numerous acres of tomatoes, strawberries, orange trees and timber, in Hillsborough, Jackson and Calhoun Counties. His dedication, sincere admiration and love of the community, and the Festival, will be greatly missed. We are honored to have shared in the life of such an extraordinary man.

Bonnie Faye Wetherington
May 9, 1940 - April 22, 2024
Faith was the cornerstone of Mrs. Faye Wetherington’s life. Faye's gentle spirit and kind heart touched everyone she met throughout her 83 years of life. She served as a Festival volunteer for many years with her husband, Ron and was a Queen’s Coordinator for the Festival Queen and Court for a short time. In more recent years, she devoted her time and talents spending the holiday season prepping and preparing for Christmas Lane. Her memory will be cherished and kept alive in the hearts of those who were blessed to know her. We are overwhelmed with gratitude for the life and legacy of Mrs. Faye Wetherington.
