The 72nd Annual Florida Federation of Fairs Convention and IAFE Zone 2 Meeting will be at the Caribe Royale Orlando at 8101 World Center Drive.
The Caribe Royale is an all-suite hotel, the standard one-bedroom suite has two queen-size beds and a connecting living room with a full-size sleeper sofa. *The Cancellation Policy is 3 days prior to the arrival date.* Check-in time starts at 4:00 pm for Suites and Villas. Check-out time is 11:00 am. *If your plans change and you will not be using your room, please notify Dan. There is always a waiting list.
The excitement starts at 9:00 on Wednesday morning when registration opens for the Giles Ellis Memorial event.
The Polk Sporting Clays is at the FFA Leadership Training & Event Center about 30 miles from the Caribe. Accommodations are available at the Center for the night before for $118 double. More information is at floridafairs.org. At Registrations.
Later in the evening, the YPI Mix N Mingle starts at 7:00 at the Big Foot Axe Throwers, 3262 Vineland Road, Kissimmee.
Let’s face it, at some point, you must have fantasized about throwing an axe. Well, you can’t ask for a better opportunity to materialize this wild dream. Bigfoot Axe Throwers offers an exquisite atmosphere and experience where you and your friends can dine (eat sumptuous pizza from the nearby pizzeria), drink, and throw axes at will. The 2023 Florida Federation of Fairs & Livestock Shows Convention and Zone 2 meeting. This year’s convention will be held May 18-20 at the Caribe Royale in Orlando.
Plans for the convention are underway and the Florida Federation of Fairs Board of Directors would like to cordially invite you to come be with us as we celebrate “The Greatest Fairs on Earth.”
The convention will have something for everyone as we educate each other at table and panel discussions. We will have plenty of opportunities for networking and dedicated times in the trade show.
We will continue our traditions of inductions into the FFF Hall of Fame and the Associate of the Year Award.

Hello Florida Federation Members!
I trust everyone had a wonderful holiday season and is ready for fairs to roll through Florida. Since our last newsletter, many of our Florida Fairs had folks attending the IAFE Convention in Indianapolis.
Everyone had a great time getting to see fair friends from all parts of the country and the world. It was a great time for us to gather and discuss issues surrounding our great industry.
The fair season in Florida has started off tremendously with early reports showing increases over last year. We were able to visit at Manatee County, South Florida Fair, Florida State Fair, Hardee County and Pasco. We will be out and about at other upcoming fairs as well.
In the coming weeks, a contingency of us will be traveling to Tallahassee to participate in the Florida Farm Bureau Day event to meet and speak with legislators about the Florida Fair Industry. We should never miss a chance to educate folks about the mission of fairs and what they do for our communities.
The registration for the 2023 Florida Federation of Fairs and Zone 2 Convention is underway. The Convention dates are May 18 the Caribe Royale Resort in Orlando.
Please go to floridafairs.org to make your hotel accommodations, order trade show booths and register for the event. You can pay online or print the forms and send a check.
Also, make plans to attend the YPI event on May 17th where we will be able to learn to throw an axe at Bigfoot Axe Throwers. The YPI have a great evening lined up for everyone. That should be a lot of fun!
The 2023 Giles Ellis Event “Fun Shoot” will be held on the morning of May 17th at Polk Sporting Clays which is located at the Florida FFA Leadership Training Center near Haines City. Go to our website to register for these great opportunities to have fun and hang out with fair friends.

Charging a Fee for Credit Cards: Hidden Surcharge or Incentive for Cash Discount?

Some common questions that often arise in the context of representing fair associations include: can I charge a surcharge for using a credit card? Is it illegal? Should I call it a processing fee or convenience fee instead of a surcharge?
The federal appeals court, having jurisdiction over Florida, answered this question in the case Dana’s Railroad Supply Co., et. al., v. Attorney General, State of Florida, 807 F.3d 1235 (2016). In Dana, four small businesses filed a lawsuit in federal court after receiving cease-and-desist letters from the Florida Attorney General to refrain from certain business practices that allegedly violated Florida’s no-surcharge law. Florida’s no-surcharge law is found in section 501.0117 of the Florida Statutes. That statute provides that a seller in a sales transaction may not impose a surcharge on a buyer for electing to use a credit card in lieu of payment by cash or check if the seller accepts payment by credit card.
A person who violates the statute by imposing a credit card surcharge is guilty of a second-degree misdemeanor which exposes violators to the possibility of sixty days’ imprisonment and a $500 fee. The federal appeals court struck down Florida Statute 501.0117.
The court reasoned that the statute simply prohibits a seller from using the term “surcharge” when adding a fee for a buyer using a credit card. In other words, the statute does not prevent a seller from disguising a surcharge as a “convenience fee” or “processing fee.”
As a result, the statute regulated speech rather than business conduct. Consequently, the court concluded that the statute violates the First Amendment of the U.S. Constitution.

As Florida’s new Commissioner of Agriculture and a lifelong farmer, I know firsthand the invaluable impacts agriculture has on Florida culture and economy. I also know the positive effects our proud fairs and livestock shows have on the Sunshine State – having served as the President of the Pasco County Fair Board how they connect our communities and new residents to Florida’s deep agricultural history and traditions.
Florida agriculture and related industries are the quiet, and often overlooked, giant of our economy. Through technology, innovation, and old-fashioned hard work, our farmers, ranchers, and fishermen provide the safest, most affordable, and most abundant food supply in the nation – and the world.
The agriculture industry in Florida, however, is not without its challenges. Real challenges like citrus greening and other pests and diseases, rising costs to growers and consumers due to inflation, increased pressure from development, and natural disasters impact our state and its growers. Florida’s agriculture community is also increasingly under attack by misinformed individuals and interest groups, often making big accusations with little or no evidence.
With these challenges in mind, one of my top goals as Commissioner of Agriculture is to define agriculture as a national security issue in Florida.
We often think of energy and energy independence as a national security issue, and we fundamentally understand the importance of reliable and abundant energy. We must start looking at agriculture through the same national security lens. Without a safe, affordable, and abundant food supply, we cannot survive. Our continued prosperity is dependent on it. Florida’s dynamic combination of a year-round growing season, abundant water resources, and fertile soils make our state uniquely blessed to help feed the nation.
Florida’s fairs and livestock shows have, and will continue to, serve as showcases for all that Florida’s fields, forests, and fisheries produce. By continuing to feature Florida agriculture – wrapped in the fun, food, sights, and sounds that can only be found at our fairs – we can keep the importance of agriculture top of minds. Each year and across our diverse communities, these events instill a renewed sense of appreciation and pride for the Sunshine State and its unsung heroes that keep clothes on our backs and food on our shelves.

Convention is rolling upon us quickly!
The YPI Committee has some great things in store for our gathering in May in Orlando. Our Mix & Mingle event presented by YPI will be held on Wednesday, May 17, 2023, from 7-10 pm. This year we will be doing Axe Throwing at Big Foot Axe Throwers, approximately 7 minutes from the Convention Hotel. We ask that all participants pre-register with your convention registration! If you are interested in sponsoring, please email Jacki@centralfloridafair.com or YPI@floridafairs.org .
Mix & Mingle is a fundraiser for the YPI Convention Scholarships and YPI Service Grants.
We will also be bringing back our annual Charity Drive to help a local charity in need. We are still working out some kinks with our charity and can’t wait to share it with you once it is all sorted out! We will have donation boxes, for cash donations and physical Items requested by the charity, around the convention floor. Keep an eye out for more information to come!
In addition to these two events, we would like to remind everyone to apply for the YPI Convention Scholarships & the YPI Service Grant. YPI Convention Scholarships are for young people 18-40 who are involved in their local Fair and have not attended a convention within the past two years. The scholarship covers full convention registration and a hotel room for 3 nights of the convention. Applications must be emailed or postmarked by April 1st! The YPI Service Grant awards $500 to the winning Service Grant Application. Applications must be emailed or postmarked by April 1st!

Hello Everyone!
The Citrus County Fair is almost here! We are March 27 - April 2 this year.
We are excited to announce that Modern Midways will be here this year. There will be specials on the midway all week. We know you will enjoy the thrilling rides the carnival will bring.
We have a great lineup of Fair Food for our patrons to enjoy. There is nothing like "Fair Food."
The entertainment lineup includes Danny Grant’s Cowboy Circus, Brad Machett Comedy Hypnotist Show, Rowdy Rooster, RoboCars, Fritzy’s One Man Circus, and Robinson's Racing Pigs. Jimmy Mowry will be here on Friday, March 31st for two shows.
We also have some great shows in the auditorium. The Citrus Youth Symphonic Orchestra will be here on Monday, and The Juke Box Memories Tour will be here on Saturday with lots of golden oldies for your entertainment. There will be a host of local talent performing all week.
Contests include; Karaoke, Pie Eating, Ag Bowl Competition, Public Speaking, and new this year, a Youth Tractor Driving Competition.
The Fair Livestock Program will be going on all week with our youth on display with their projects. They are so grateful to our community for helping them have a successful end to all the hard work they have put into their animals.
We just completed our 23rd Tractor and Truck Pull. Lots of noise, smoke, and raw power for 2 days. This event helps fund our scholarship programs for Citrus County Youth. We had a great 2 days.
The theme this year is "Carnival Lights and Home-Grown Delights". We invite everyone to come join the fun.

2023 Manatee County Distinguished Citizen Award
Each year, the Manatee County Distinguished Citizen Award is presented by the Manatee River Fair Association in cooperation with the Manatee Board of County Commissioners. This award recognizes those individuals who have made significant and meritorious contributions to Manatee County in the way of volunteer community service.
Since 1956, the award has been presented at the Manatee County Fair in January. The award recipient has their footprints cast in concrete which are placed at the Historic Manatee County Courthouse in Bradenton.
This year, Popi and Manny Ameres were selected as the 2023 Distinguished Citizens for Manatee County. One of the letters written on their behalf, it describes them perfectly. “Popi and Manny Ameres have always had a heart for people, especially for the community that gave them the chance to have the American Dream. Because they love Manatee and Sarasota Counties so much, they always had the heart to give back to those who supported them for so many years”. Both Popi and Manny were born in Greece and came to Manatee County in 1975 to begin their life’s work and raise their wonderful family. Congratulations to both Popi and Manny Ameres! Manatee County is a better place because of you.

Meet Kyle Robinson
Greetings! My name is Kyle Robinson, and I am the President-Elect of the Florida Strawberry Festival. I will be taking over the day-to-day operations for the Festival upon Paul Davis’ retirement in April. While I will be new to the position of Festival president, I have been a longtime visitor of the Festival and made many fond memories here with my family and as a deputy with the Hillsborough County Sheriff’s Office. I look forward to serving the Florida Strawberry Festival and the Florida Federation of Fairs & Livestock Shows community for many years to come.
Some of my fondest childhood memories were spent riding the golf cart through the Festival midway with my grandfather and former Festival President Jack Dempsey. My sisters and I spent many years visiting the festival to ride the Ferris wheel, eat loads of cotton candy and candied apples, and snag a stuffed animal or two. I can recall how fun it was sharing in the excitement with my family at that time. The Festival atmosphere is like no other. It’s like “old home week” when the city and visitors from far and wide come together to share in celebrating the sweet strawberry that has come to make us so famous. However, it wasn’t until many years later in my life, in my career as a deputy with the Hillsborough County Sherriff’s Office, that I formed a deep appreciation for the Festival and the individuals behind the berry.
Prior to my employment with the Festival, I worked for the Hillsborough County Sherriff’s Office for 27 years and devoted 25 years working security for the 11-day event. Working the Festival was a privilege not too many attain, and I feel blessed that I was given so many memorable years. The Festival’s relationship with law enforcement, specifically the Hillsborough County Sherriff’s Office spans many decades. The time- honored alliance between our organizations has cultivated a unique partnership that values the importance of security and safety of the fair-going public. In my earliest years working the 11-day event, I remember meeting a highly decorated veteran deputy seated at the pit of the stage sharing his excitement for the Festival with fellow officers, guests, and quite frankly, anyone who was willing to listen! His enthusiasm for the Festival was infectious. Little did I know it at the time, but this supremely tailored, mustached man would have an enormous impact on the future of the Festival and my life. His name was Paul Davis.
I am honored to have been selected to serve the Florida Strawberry Festival as President. It is humbling to know the board of directors, associate directors, staff, and Paul have enough confidence in me to serve in this capacity. I would like to take this opportunity to thank Paul for the years of mentorship he has afforded me without which I surely would not be where I am today both professionally and personally. Paul is a trailblazer of innovative ideas, has
superior management techniques, is a natural-born leader and, more importantly, a righteous family man we all can aspire to exemplify. He has gained local and state recognition for his outstanding leadership skills and commitment to excellence. We thank you for your service, Paul. I know I have big shoes to fill, and, like always, I hope to make you proud.
I knew I was in the right place at the right time when I walked into the Festival administrative office to see our staff – my new Festival family – gathered around the table reading scripture and joining together in prayer. Not too many people can say they have two dream jobs, but I am blessed with the opportunity of a lifetime. The Festival is different because of the people who put their heart and soul into this organization. The spirit of the Festival is alive and well in this community with more than 2,500 volunteers who come together each year to make our event possible. Make no mistake, the Lord has shown His favor on our event, and we are grateful for his wisdom and protection. We will continue to seek his guidance in all we do.
I am looking forward to the future of the Florida Strawberry Festival with high hopes. As we move into a new era, it is my wish that we continue to preserve the past and move forward with excitement and hope for a bright future. We aim to share a fresh Festival experience with our guests for many years to come.
This year’s convention theme is "The Greatest Fairs on Earth" and will be held May 18th through the 20th at the Caribe Royale Resort in Orlando. I encourage you to attend the summer convention to share in celebrating the 72 years of Florida Federation of Fairs & Livestock Shows. It will be a great time to network with executives from within our industry and fellowship with friends from across the Central Florida area.

We are installing new electrical and water connections in our livestock and vendor camping areas, creating a new seating area near our food vendors in partnership with the local high school’s technical education program and designing a new family area for the little ones to play while their parents and grandparents enjoy a rest in the shade.
We are happy to have two of our favorite attractions, Eudora Farms Petting Zoo & Chris Mabry, Hypnotist, back for the 73rd Annual Fair and excited to announce two new attractions that are sure to be a hit, Pirateman Dan and Circus Incredible! The Osceola County Fair 2023 just finished. We ran from Feb 10-19th this year and we had an awesome year!! Going up against 2022 record numbers, I’m very proud to announce that we outdid last year’s numbers for another record year!!
After a 7 year absence, we brought back the Demolition derby which was a huge favorite and we are on track to have this event continue. In addition, we had the 1st every Osceola Idol singing competition which also was a huge favorite leaving a standing room-only crowd. We had 1 -3rd place winners winning a 2795.00 scholarship to Chicago, Il, 2nd place with a 1000.00, and 3rd place with a 500 dollar prize. Again, we will have this continue. Our 3rd new event that was added this year was bringing a country music artist for a concert for which you needed to purchase tickets. Again, this was successful and we will continue to book an artist and label this as the Osceola County Fair concert series.
I am Joel Rose the new General Manager for the Osceola County Fair and was brought in July of 2022. Retired from the United States Air Force where I was Director of Operations for all First Lady Travel throughout the world, and coming to the fair from the hospitality industry as Hotel General Manager of Marriott hotels and American Cruise Lines, I was looking to get more involved with my community. I found this opportunity with the KVLS & Osceola County Fair and it was a perfect fit for both my professional aspirations and my family life.
We are now in planning mode already for our 80th year coming up in 2024. You can expect that there will be spectacular shows, events, and celebrations to mark this monumental occasion. We have attached several photos for your viewing and please feel free to use any you see fit.
I want to personally thank my staff, and each and every person I have had the opportunity to meet so far in the fair industry! Clay County Fair kicks off March 30th for an 11-day run featuring a list of new activities for fairgoers to experience.
We will play host to Bob & Gary a pair of Alpacas packed full of personality. Ted the Clydesdale and three mini-cows. We added a new Tractor Driving competition. Butter Sculpture, Jurassic Kingdom & TRex Exhibit, Pirate Man Dan, Agricadabra and Kids Pedal Tractor Pull will be making their Clay County debut. They will be joined by our regulars: Dennis Lee Show, Disc Connected K9's Frisbee Dogs, Lew-E's Comedy Circus, Pretty Bird Paradise, Mobile Glass Studio, Rosaire's Royal Racers Racing Pigs, Team T&J Kids Jumpin Jamboree, The Plant Guy, Tim's Trains and Fun Connection Stilt Walking.
A list of new contests like Deviled Egg, Charcuterie Board, Puzzle, Beard & Mustache, Mullet Matchup, Husband Calling, Pacman & Mario Kart will be waiting with blue ribbons

The Early Florida Village is a unique opportunity to step back in time to see Clay County life in the years past. During the fair each exhibit is live with demonstrators dressed in the era to provide guests with a live experience of how life was in Early Florida. Food samples, shade trees and sitting areas make the live history experience a real enjoyable treat. This is also home to our Little Red Barn, which features baby farm animals!
The Early Florida Village is open each day of the fair until 7:00 PM, with limited demonstrations on most days.

South Florida Fair Enjoys Record Breaking Days

Tyrannosaurus Rex and triceratops may have vanished millions of years ago, but the 2023 edition of the South Florida Fair brought them and other dinosaur species back to life. That’s because the Fair’s theme was Dino-Myte.
The 2023 Fair kicked off with an evening Ride-A-Thon on Thursday, Jan. 12, and the full fair followed the next day, drawing visitors through January 29 at the South Florida Fairgrounds in West Palm Beach.
The Fair experienced one of its best years ever, attracting record crowds on multiple days of its 17-day run. “I think people are feeling more comfortable being in large crowds again, which I hope is a good sign for the fairs that will take place later in the year,” said Vicki Chouris, president & CEO of the South Florida Fair. “Visitors also loved our dinosaur theme, plus we had near perfect weather this year. Both of those factors also contributed to our overall success.”
Many of the Fair’s longtime food vendors noticed the increase in attendance.
The Fair’s staff attributes much of its success to its high-quality vendors along with a variety of attractions. This year’s activities included Imagine Exhibitions, which showcased several animatronic dinosaur displays second to none. The traveling exhibit, titled “Dinosaurs Around s most unique and recently discovered dinosaurs. Guests were able to discover where the various species of dinosaurs lived, how they arrived and the latest paleontological, cutting-edge research.

Fairgoers also got to see lifelike dinosaurs in action and interacted with them throughout the Jurassic Kingdom Lockdown show. Additional theme-related exhibits included prehistoric dinosaur adventures, a mobile museum, the Palm Beach Museum of Natural History, the Cox Science Museum and Aquarium, a Dino Encounters Excavation Zone and Mr. Adler an experienced paleontologist who loves to take his babies for a stroll around the fair.
New attractions included Extreme Illusions and Escapes, presented by American Bath & Shower. Featuring Josh and Leann Knotts, the duo presented a show mixed with stage illusions, skillful escapes, audience participation and music to go along with it.
For the first time, the Fair offered two different wine pairing dinners, sponsored by the Sun Sentinel and presented by Cugini Winery.
A new horse show titled “Hollywood Horses Tricks and Tales” impressed guests. Austin Anderson offered this educational show. He taught the audience how the horses are trained and discussed how he approaches training, working with a horse’s natural ability and how to enhance it. The horses performed some amazing tricks and even took a bow on command.

South Florida Fair Enjoys Record Breaking Days continued
The annual ice skating show, Dinotopia On Ice, presented by Ford, is always a crowd pleaser and this year was no different. Of course, the award-winning agriculture and livestock program featuring more than 1,000 exhibitors from more than 30 Florida counties also engaged visitors.
The always popular Mooternity barn gave guests a chance to see calves being born.
More than 200 rides, games and attractions, five stages of live music, a drumline competition, two robotic competitions, daily parades and comedy hypnotist Brad Matchett also drew a lot of attention.
And what’s a fair without the usual “fried everything” which is among the top reasons why guests come to the Fair.
Another highlight was Carnival Eats, a Canadian TV series that features culinary creations from various fairs and festivals. The show’s 10-person crew spent four days filming on the fairgrounds. They captured foods made by several concessionaires and also interviewed the vendors and fairgoers as they tasted delectable delights. Two shows are planned with a tentative show date of July.
The South Florida Fair also crowned Miss South Florida Fair and Miss Palm Beach County. Participants competed for more than $13,000 in scholarships. Both title winners will be entered into the Miss Florida 2022 Competition in June. The Fair also awarded $55,000 in scholarships to 21 deserving students.
“The Fair is all about bringing smiles to the faces of everyone from young children on up,” said Chouris. “We also are very proud to be an integral part of our community by helping our youth with scholarships and programs to further their education.”

On February 21st the Pasco County Fair Board of Directors gathered with the Late Sylvia Young's family (H.C., Mary & Trish ) to dedicate a memorial plaque in honor of Sylvia. The plaque is located on the North end of the Schrader Building. Sylvia chaired the Community Booths in the Schrader Building for years and spent many, many hours in this building. She was a hard worker with a Heart of Gold. She is missed by us all.

Capitol Update:
Greeting from Tallahassee. The Legislature has completed their last schedule committee meetings prior to the start of the 2023 Legislative Session, which is slated to begin on Tuesday March 7th. The philosopher Buzz Lightyear said it best “To infinity and beyond!” There may be no more appropriate quote to describe the popularity, power and direction of Governor DeSantis! Certainly, all who read this may not agree with everything the Governor has done or is doing yet, it is hard to argue the fact that the Governor continues to chalk up “wins” and continues to control the narrative. Looking to the 2023 Legislative Session with a full Republican Cabinet and super majorities in the Senate and House, we are likely to see “the free State of Florida” continue to be the epicenter for “anti-wokeness”, and significant policy debates with state and national importance.
Speaking of the Republican cabinet; there have been some changes within the Florida Department of Agriculture and Consumer Services as life-long farmer and former Senate President Wilton Simpson (R-Trilby) is Florida’s new Commissioner of Agriculture. Commissioner Simpson has truly hit the ground running in his new role, he has already assembled a stellar team of professionals to lead the department and Florida agriculture to a robust and bright future. We look forward to the Commissioner’s vision for both the Florida State Fair as well as opportunities for growth and improvements at all our fairs statewide.
As we look toward to start of session, Wednesday March 8th is the Annual Florida Farm Bureau Taste of Florida Agriculture event. I know some of you will be attending this event and we look forward to seeing you in the Capitol. We expect this year to be full of much “excitement” of two front” 1). As mentioned above, we expect to see very bold policy pushed by the Governor and the legislature and, 2). The state is very healthy financially and we expect to see much in the way of programmatic funding as well as discretionary spending (i.e. tax-exemptions, local funding requests). So, for those coming to Tallahassee, if your fair applied for FDACS Educational and Promotional Grant funding or other legislative appropriation, please take the opportunity to stop by and thank your legislator for their support.
In the policy arena, we do not anticipate any legislation to change provisions of Chapter 616 which, is critically, the area of law which enables us to function. However, we are closely watching HB 543/ SB 150 Relating to Public Safety. These bills which are also known as the Constitutional Carry bills would allow a person who meets the criteria to obtain a conceal-carry permit to legally carry a weapon without the permit. It is important to note, these bills do not allow for open carry of fire arms. Quite simply, the bill does not expand or contract the places you can carry today in Florida with a permit, nor do the bills change any of the private property rights provisions which exist in Florida law today; the proposed bills would expand the universe of people who can legally carry.
One other piece of legislation which is of interest is SB 240 Education. This legislation continues to work on the apprenticeship and career educational programs offered at Florida Schools. More specifically, the bill creates a framework to tie college credits to agriculture certification as well as other career and technical certification programs. It also revises certification which are eligible for CAPE funding. The real takeaway and interest from our perspective is the focus on agricultural certification. Having clear direction and criteria in place should help bolster enrollment and interest in agricultural education programs and by extension increase participation in FFA and 4H by Florida students. As always, there are many other good, bad and downright ugly ideas which seem to float around the Capitol during this time of year. We will continue to watch, update and act on behalf of the Federation when appropriate. We sincerely appreciate the opportunity to work on your behalf and, again we look for to seeing you in Tallahassee.

The Jacksonville Business and its panel of local business leaders have spent weeks poring over a record number of 40 Under 40 nominations to pick this year's class of honorees.
The result is a group of young men and women who are not just shaping Jacksonville today but are also helping the city reach new heights in the future.
Hailing from a range of industries and background, these honorees were selected based on the impact they have had on their organizations, on the business community and on the First Coast overall.
The 40 Under 40 honorees and their accomplishments will be celebrated at a luncheon April 20 and in a forthcoming special edition of the Business Journal.

FLORIDA 4-H LINKS YOUTH WITH NEW OPPORTUNITIES IN AGRICULTURE

This spring a hardworking 4-H member will kick-off the first Florida 4-H Beef Heifer Chain thanks to the Chickering family of C1 Beefmasters
In 2019, DJ and Robin McGlothern of Irish Oaks Farms created a new opportunity for 4-H members when they donated a registered Jersey calf establishing the Florida 4-H Dairy Chain. Tucker of Escambia County became the proud owner of Lyla, and the first link in the chain.
Soon after, Woody and Grace Larson of Family Tree Enterprises donated a Brown Swiss, and Don Bennink of North Florida Holsteins kicked off a Holstein chain. Then in 2022 Brent Clements donated a Guernsey who found her home in Citrus County. Irish Oaks, Family Tree Enterprises and North Florida Holsteins would then donate additional calves to start even more chains! The program has placed a total of 13 registered dairy heifers and two dairy goats with 4-H members across the state.
“We are thrilled to be adding a beef chain to the program. Like any animal project, youth learn a tremendous amount of responsibility and establish a work ethic, as a living creature is counting on them daily,” said Chris DeCubellis, animal sciences state specialized agent for UF/IFAS Extension 4-H Youth Development.
In addition to caring for the animal day to day, youth work with a local veterinarian and their county’s 4-H Extension agent to make sure their animal receives routine medical care. Participants train their animal, teaching it to be led around the show ring and stop on cue for judging. At the fair, youth must also be prepared to talk to the public about their animal and share their knowledge.
When the animal is old enough to have a calf of its own, it is bred to obtain purebred female offspring. After weaning, the offspring is awarded to another 4-H’er creating another “link” in the chain and the process starts over again. After the first offspring is added to the chain, future offspring belong to the 4-H member, allowing them to develop their own purebred herd.
“They learn decision making skills, record keeping skills and gain confidence as they enjoy progress and success with their project animal,” DeCubellis said. “Of course, they learn skills specific to their project, and we hope they also discover potential careers too.”
“The idea is longevity with this program to help a youth establish their own herd, so we focus on younger youth who we hope will be in the program for a long time,” DeCubellis explained.
The program is open to enrolled 4-H members age eight to 13 who want to start or improve their own purebred herd. Members apply by submitting a cover letter, 4-H resume, essay, and letters of recommendation from their club leader, 4-H agent and veterinarian, along with an attestation of proper care. continued on next page

As a former high-school History teacher, Al originally created a historical strolling Troubadour magic production for the New York State Park’s Department. The show made extensive use of Al’s collection of antique magic tricks from the 1800s. “Doc Belmont’s Magnificent, Magical Medicine Show” has grown out of that production. It’s a fun show, perfect or any fair’s old-time or Western area, that makes use of some of the best Magic & Illusions from the past, plus astonishing new magic effects with an old-time look. All are presented as a tongue-in-cheek, humorous version of an old -time Medicine Show.
The Belmonts offer much more than a magic act. Their Showmobile allows the presentation of a fast-moving, Broadway-style magic show offering fair guests a truly theatrical experience with great tricks set to wonderful stories, lots of audience participation and great production values including dazzling lighting. A recent guest wrote, “Fantastic show and experience! Amazing grand illusions and smaller intimate magic. Really professional show. Highly recommended as great family entertainment!”

RMA Celebrates 20 Years at Manatee County Fair
The Manatee County Fair was held January 1222, 2023 and it was a very special time as RMA Presents, Inc. celebrated our 20th consecutive year of booking national entertainment for the fair. Through the years, we've enjoyed award winning and some of the best in country, contemporary Christian and bluegrass music. John Anderson, Ricky Skaggs, The Bellamy Brothers, Don Williams, Marty Stuart, Rhonda Vincent, For King and Country, Cain, Building 429 and the list goes on. We will always remember having to raise the sides on the tent for Jake Owen in 2010 and The Band Perry in 2011 to accommodate the crowd since seating inside was full. The 2020 Veterans’ Day program at the fair was very special with Darryl Worley and Jessica Lynch. And this year's lineup continued to add to the history as pictured.

Johnny D our John Deere inspired robot-rangers graced the fairgrounds of the Highlands Co Fair in Sebring, FL on Feb 3. He made his debut a few years back at the Florida Strawberry Festival in Plant City. Since then he's been all over the state and country performing at fairs, festivals and various Boat, RV and Farm shows. His success led us to design a Johnny d 2.0, a giant Japanese manga inspired robot called Royale and even a cowboy robot for festivals and fairs that have rodeos.
The great fun for kids and adults alike.
Life inside the robot. Of course these robots are just costumes. Though as we have progressed in their designs they have some electronics and other mechanical features. But a real human being inside has to be the one controlling everything. Captured a sketching of the robot interacting with a kid. In that art you see the robot using one of his lines, "tomorrow the robots take over the world." Of course it was said in a deep robot voice. But kids of a certain age see right through the concept realizing there's a person in there. As a result we get questions like, "how do you go to the bathroom in there" but the most common things asked, " is it hot in there?" Or, "can you breathe in there?"
But I suppose if I have to tell the most embarrassing and the most funny story is the fact that a good 5 to 10% of every granny that comes in for a picture has the innate ability to slide their hand between the bottom plate and the actor’s bottom and squeeze. And yes, they know what they're doing. But of course they always finish by saying that the picture that they just took is for the grandkids. Sure it is.

I have spent four wonderful winter weeks with you all centered around preparing for and producing the NICA Business EXPO and Fare Foods Food Show. At this year’s event, we were proud to celebrate the theme of “All In!” On Monday and Tuesday, important topics were productively discussed by Concessionaire, Fair, and Associatevoices at the NICA Business Expo:

• New Products That Draw Media Attention
• Why the Choices You Make During Move-In Matter
• Successful Exit Strategies
• Nuts and Bolts of Successful Selling (held at the Florida State Fair)
• Making Social Media and Marketing Work for You

• What’s On Your Mind?
We also featured a sold-out Heartsaver CPR Class that trained a group of attendees on Monday morning and two sessions of Roundtables that encouraged NICA Members to discuss Convenience Fees, Sustainable Packaging, Staffing, Tipping Practices, Product Duplication, and Fair Hours/Length of Stay. Moreover, we also held a session for the first time on the Florida State Fairgrounds led by Jeff Thornberry, CCE, called the “Nuts and Bolts of Successful Selling” to assist our Commercial Vendor members.
On Monday evening and Tuesday afternoon, the Fare Foods Food Show showcased over 50 Exhibitors in the Ballroom, Cypress Room, and Entrance Hall. Some of the new products included Boxed Water, Glove to Go, Mrs. T’s Pierogies, Forever Concession Trailers and longtime exhibitor Smithfield Foods. Moreover, we also held a session for the first time on the Florida State Fairgrounds led by Jeff Thornberry, CCE, called the “Nuts and Bolts of Successful Selling” for our Commercial Exhibitor members. NICA is working with WNA and Whirley to put our 32 oz refill program back in small and medium sized fairs following its absence due to Covid. This program also supports the NICA Foundation scholarship and educational programs of which Audrey Poole is the Board President.
Wednesday’s events featured the NICA Leadership Luncheon and the Annual General Membership Meeting, including the Passing of the Gavel from Daryl Whicheloe, CCE to Vincent Nelson CCE, Board Installation led by Kathy Ross CCE, Greetings from IAFE and Business Partnerships, Coca-Cola Membership Contest Winners, NICA Year in Review, and CCE Award Presentation. Our Annual Gala closed out the evening with an inspirational greeting “We’re On the Rise” from IAFE President and CEO, Marla Calico; the spotlighting of the NICA Foundation where donors with multiyear agreements were honored and an announcement that $35,000 will be awarded in 2023; and the honoring of Past President, Don Delahoyde CCE, Five Star Catering as NICA’s 2022 Hall of Fame Recipient for his many contributions to NICA and the Industry.
NICA is proud of our long term meaningful and successful partnership with Fare Foods. Events were well attended and good conversations occurred between sellers and buyers and panelists and attendees and amongst members and nonmembers. I’ll admit, I get a little worn down this time of year in a sea of paperwork and meetings but seeing you folks in the south hosting or getting ready to host your events is giving me the extra motivation I need to get through. The sun is shining, facilities look great, and crowds are big!
There are a lot of exciting things happening with the IAFE, including a new website! If you have not done so, make sure to check it out. And of course, don’t forget to mark your calendars for the upcoming IAFE events including the new safety and security boot camp. A program developed for all fairs and presented by the IAFE Safety & Security Committee, this safety boot camp consists of virtual workshops and an inperson field trip to the South Carolina State Fair.
Last, but certainly not least, it is also my honor to serve as the 2023 program chair for the International Convention set to be held this November 26-29, at the Salt Palace in beautiful Salt Lake City, Utah! Our theme for the year is RISE, standing for Reunite, Inspire, Support, and Educate. Participation will be key for this convention, starting with a call to action to share your inspirational stories. 2023 Safety and Security Boot Camp
A Boot Camp for all IAFE members that include six virtual learning opportunities and an in-person, field trip to the South Carolina State Fair. Designed for all fair sizes, the` IAFE Safety and Security Boot Camp is a workshop series to assist member fairs with their safety and security programs. The curriculum has been developed by the IAFE Safety and Security committee, which is comprised of individuals, working in the industry, which have FBI, highway patrol, local police and Sheriff, and private security company backgrounds.

Greetings friends of the Florida Federation of Fairs from the Outdoor Amusement Business Association (OABA)
At the time of this writing, we are attending many of the state and regional meetings that take place across the country. Many of the same discussions are taking place about the cost of goods and services, the high price of fuel and the shortage of labor with carnivals and fairs alike. Many are apprehensive of price increases to our guests and some are forced to raise prices out of necessity. There has never been a greater time for fairs and carnivals to get together and communicate on how we move forward as an industry.
While fairs certainly have their own challenges with a depleting group of volunteers, difficulty in obtaining low-skilled workers and rising costs it appears that our carnivals face these challenges and then some. We hear the stories of some fairs no longer being able to obtain a carnival. We hear about the labor shortage that results in less rides arriving on the fairgrounds. Let’s discuss what is going on.
The Outdoor Amusement Business Association (OABA) estimates that at the end of 2022 we have about 200 active carnival companies in the United States. That is down from around 400 in 2017, a 50 percent reduction in the past five years. The reasons for this dramatic drop are many and varied. Among them rising operating costs, lack of labor and a non-generational transformation.
The OABA has made presentations at the IAFE Convention and several state and regional meetings outlining the expenditures of a typical carnival. Every dollar taken in the carnival expends the following: 10% on insurance, 20% on transportation and fuel, and 25% on labor. That leaves 45% to pay the rent, cover overhead and administrative costs, new equipment investment and maintenance and, hopefully, a little profit. Obviously, this formula is not sustainable. We need to have serious discussions with our fair partners on how we can adjust the current model in order to create a mutually beneficial working relationship in the future.
The inconsistent and random foreign guest worker labor force (H2B) plagues our industry every year. The amount of Department of Labor certificates for labor exceeds 225,000. This is the number of jobs available that United States workers don’t want. The 66,000, and in some cases, 120,000 visas allocated still fall short of the jobs by over 100,000. The result is a lottery system to allocate workers which usually takes place in late December or early January. If a carnival receives no workers, they can’t fulfill the contractual obligations that they might have held with a fair for decades. The carnival industry lives by the motto “the show must go on” and for the most part, we have been able to uphold our obligations. However, the day may come, in the near future, that a fair will get the phone call they won’t have a carnival this year. We continue to advocate in Washington DC to permanently fix this crisis, and we continue to head in the right direction, but we are not there yet.

We have been blessed…In 1983 Mick Scully and David Musselman began working together as a team helping all types of venues with all types of family entertainment. Putting their experience and successes together and from that collaboration came Capitol International Productions INC.
Our company now provides entertainment in almost every market. From fairs, festivals and theme parks to casinos, concert venues and performing arts theatres, race tracks and even sports teams, home shows, car and sport shows.
Thru the 70’s and 80’s, MickScully had his own company, booking stars in concerts in many different venues. InternationalBookingsManagement. He worked with many of the top agents. Many specialized in concerts at fairs and other outdoor venues.
David Musselmanperformed in one of the top Christian/family musical shows playing fairs in the Midwest as well as conventions and other venues. This allowed him to meet many of the top fair buyers, Corporate meeting planners and other agents with whom he continues to work today. In 1980 David went to work for his agency, CapitolBooking Service, as an agent. Later he purchased the company prior to uniting with Mick Scully in 1985 to form the new corporation.
Capitol International Productions, over the last 40 years, has become the “GO TO” agency for on-grounds entertainment in county and state fairs. Rob Boso, David Musselman, Melissa Oquist Musselman and Brandi Monte, (the Fair/ Theme Park Department), work for artists daily, touring them and helping them with all aspects of their contracts and careers. Capitol is one of the few agencies that represent these types of acts exclusively. Some for over 30 years.
Weareblessed and when things are in turmoil, as they seem to be recently, we are still thankful and encouraged that the best is still ahead of us.
We are proud to be a member of the FL Federation of Fairs all these years since the early 1980’s. We have never missed a FL Federation convention and that has to be some type of a record.

FLORIDA DAIRY FACTS
• Most of the dairy cows living in Florida are Holsteins (the black and white cows).
• Lafayette and Okeechobee are Florida’s leading dairy counties.
• Most Florida dairy herds range in size from 150 cows to 5,000 cows.
• Florida’s dairy farms are primarily owned and operated by second and third-generation farmers.
• Florida dairy farmers recycle about 170,000 tons of byproducts such as citrus pulp, brewers’ grain and whole cottonseed that are consumed by the cows instead of ending up in landfills.
• There are about 125,000 dairy cows in Florida that collectively produce about 300 million gallons of milk a year.
• Each Florida dairy cow produces about 6-8 gallons of milk each day and is milked 2-3 times per day.
• Milk has played an important role in America’s history since 1611 when the first cows were brought to Jamestown, Virginia.
• The average dairy cow weighs 1,400 pounds, which is about the same size of a mature male polar bear.
• Cows chew their cud at least 50 times per minute.
• Cows can go up stairs, but not down stairs.
• According to ancient records passed down through the centuries, the making of cheese dates back more than 4,000 years.
• One gallon of milk is approximately 345 squirts of a cow’s udder.

Hypnosis is brought on by your will not mines”
Benjamin Jackson has been in the fair business for nearly 3 decades. He started as a ride manager for one of the largest amusement companies in the county, then he went on to become a circus ringmaster for various circuses, then he owned and operated a variety of carnival concessions selling fair novelties, drinks and candy, and most of all he owned the Fool The Guesser game where he guessed fair goers age, weight, and birth month and if he guessed wrong they won a selection of various prizes.
Benjamin has always been an entertainer most of his life so after being close friends with a hypnotist he met at a fair in South Carolina and later worked for he decided that was what he wanted to do in the future. So when his friend/boss announced his retirement Benjamin went through training to become the master hypnotist he is today. F1 Meat Co. Welcomes Community to New, USDA-Inspected Facility
FORT MEADE, Fla The F1 Meat Co. officially known as Florida First Meats LLC welcomed more than 125 guests during a field day for the new USDA-inspected meat-processing facility in Fort Meade on Jan. 13. Guests toured the facility from the pens where livestock are dropped off to where the cuts are wrapped and stored in the cooling facility.
“It has taken 12 years to get to this point and we couldn’t have done it without many of you,” F1 Meat Co. owner Baxter Troutman told the audience. “I had a crazy idea to sell my steers by finding individual buyers and locally processing them. That idea grew into purchasing a mobile facility to process animals for local youth fairs around the state. Now, it has become this, and I’m very excited to see how we can grow.”
Troutman’s vision has generated excitement in the Florida cattle industry.
“Baxter has developed something that brings a new energy into the industry,” said Jim Handley, president of the Florida Cattlemen’s Association. “This is going to have a positive impact for years to come.”
Rick Dantzler, chief operating officer of the Citrus Research and Development Foundation, has known Troutman for about 30 years and was happy to see this day come.
“He is a genius, an entrepreneur who can make things happen,” he said. “He has developed something here that is going to help the ranchers and landowners.”
Julio Robaina of Miami served with Troutman in the Florida House of Representatives. He sees F1 Meat Co. as a way to expand Florida’s cattle industry into the Hispanic market.
“A lot of Floridians around the I-4 corridor forget that Hispanics eat a lot of beef and pork. We see this as a big opportunity for the Hispanic market. It’s very exciting to see.”
David McCullers, manager of Crooked Lake Ranch, said F1 Meats is a timely development for the cattle industry.
“Why should we pay the freight to send our cattle 3,000 miles to get processed, only to have it shipped back to the state?” he said. “This is a much-needed, Florida-first deal, and it will feed a lot of people.”
“Our business model is simple,” Troutman said. “Help our local fair community. Help our local cattleman. Help our local farmers.”

Born in Pennsylvania Virginia moved to Florida many years ago and became involved with the St. Lucie County Fair as a Director, and as chairman of “Woman’s World.” A statement from the Fair: “Virginia was instrumental in building Woman's World into what we all are so proud of today. She along with her quilting and sewing ladies worked diligently for many hours preparing and displaying their wares. Virginia was a ‘True Fair Friend’ and will be greatly missed.” The first Virginia’s Ribbon was awarded this year. (see page 68) Virginia enjoyed attending Florida Federation of Fairs conventions and treasured the many friends she made through the Fair industry. She is survived by four children: Jeanne Keaton, Marianne Gruzlewski, Bill Matson, and Tommy Patton. Virginia is also survived by 8 grandchildren and 13 great-grandchildren.

He is survived by his wife of 37 years, Suzanne Walden Cribbs; children, Joshua Timothy Cribbs (Abbie) of White, South Dakota and Caitlin Rebekah Walker (Barrett) of Plant City, and four grandchildren. His mother Geneva Cribbs, brothers, Danny Cribbs (Debbie), and Phillip Cribbs (Lori); mother-in-law, Linda Walden; brother-in-law, Jay R. Walden; sister-in-law, Lauren W. Ebert (Terry); and many nieces, nephews, family and friends.

Born in Graceville, Florida, he was a member of the U.S. Air Force and a graduate of the University of Florida. He retired from the Manatee County School Board after 31 years, where he worked as an Agriculture teacher at Southeast High and Sugg Middle schools. He was involved in the FFA programs in Manatee County for many years and served on the Manatee County Fair Board for 23 years. He was named Director Emeritus after he retired in 1991. Charles was a member of Woodland Community Church where he served as Head Usher, Assistant Treasurer, and on many committees. He is survived by his wife, Barbara of 62 years., his sons; Freddie Dale Williams of Archer, FL, Eddie Dennis Williams of Bradenton, Charles Mark Williams (Beverly) of Lakeland, FL, Dr. Timothy Brandon Williams (Lohri) of Plant City, FL; and daughter, Rebecca Hodge (Shawn) of Bradenton. Born in Massachusetts Bruce had a long history with the outdoor amusement business. Over the past 20 years, Bruce and Janice Gifford owned a business that provided and distributed Fair posters and coupons. He also ran a Racing Pigs attraction and worked behind the scenes of the Magic of Lance Gifford Show. With the help of his family and friends, Bruce was transported by ambulance from a Massachusetts hospital to Tampa last year. He is survived by his companion of over 50 years Janice Gifford. His children: Lance Gifford, Dawn Gifford, Tina Smith, Dennis Bemis and Donna Brock.
