Delegate Chris Stolle is our featured speaker for our June meeting - the final meeting for our 2011-2012 operating year. Delegate Stolle’s record of service began when he graduated from the Naval Academy in 1981, then qualified as as a Naval Nuclear Engineer, serving on submarines. While in the Navy, Chris earned his medical degree and continued his service as a Navy Doctor. A learned man, Chris earned his MBA from William and Mary. He continues to serve, now as our 83rd District Delegate. We will also elect our BCL officers for 2012-2013 - Chris will swear in our officers after our election. Don’t miss this important meeting that will set our course for 2012-2013. See you June 12th! Bring a neighbor!

Hooray - summer is upon us! Nothing beats summers in Bayview by the Bay! Cookouts, swimming, gardening, riding bikes with the kids, all kinds of fun. Don’t forget to mingle with friends at the Sunday night Big Bands on the Bay and TGOV Friday night concerts - BCL is part of the OV Crew. I live on an interesting street. I’ll bet you do, too - after all, we are in OV! We’re an eclectic neighborhood, but I’ve noticed that we have a lot in common with our neighbors. A love for the Bay and being near it, playing at the beach, having a good place for our children to play, chatting with neighbors and enjoying our yards. By being outside and paying attention to what is happening around us, we help keep things quiet and enjoyable for everyone. Just be outside, visit with friends and pay attention to the children – we all will make a big difference. Have a great summer by the Bay - see you around OV! There were no robberies this past month. Stolen vehicle reports stayed steady. However, property crime and burglaries have increased. With the warmer months here we can expect more people to walk around our neighborhood and some could be looking inside vehicles & homes. Make theft less likely to occur by removing valuables from sight and locking windows and entrances. Vandalism has increased to 10 over this past month. In addition to having more people out due to the warmer weather, the school year will be over very soon. Please remember that the city curfew begins at 11pm, and is in effect for anybody under the age of 17. Violent crimes (assault, rape, murder) have increased slightly. There were 7 violent crimes as opposed to 5 in the previous month. Neighborhood Watch Notes By John Gaul On May 25th the Norfolk Police Department’s Crime Prevention Unit held their quarterly meeting for neighborhood watch coordinators. Among the many topics discussed was the incident in Florida involving neighborhood watch. George Zimmerman, a neighborhood watch volunteer, has been charged with second degree murder of 17-year-old Trayvon Martin. The Norfolk Police discourages the use of foot patrols and emphasizes that we should not approach any suspicious character. Instead, always call 911 if we see somebody suspicious, then allow the police to handle the situation. The descriptions callers give when reporting somebody to the police was another topic at the meeting. These reports are often used as evidence in court cases; therefore, take care to be as accurate and detailed as possible. During any 911 call, please stay on the line for as long as you feel comfortable and not in any danger. The Crime Prevention Unit has also started a program which will send information by email to Neighborhood Watch Coordinators. The data will include crime trends as well as crimes at large. We welcome the opportunity to pass on data. So, if you are interested in receiving this information, please send us your email address. Lastly, our city has seen increases in burglaries and other property crimes. Thus, Norfolk Police recommends that we all take advantage of “Security Surveys” available through the NPD Crime Prevention Unit. Within 7 days of a request, a Crime Prevention officer will inspect any residential or commercial property at no cost to the property owner. Once the inspection is complete the officer will provide a written report that identifies areas where the owner has done a great job with security and make recommendations for improvements in design elements such as locks, lighting, or landscaping where needed. $2.5 Million for Energy Bills Dominion Virginia Power Provides $2.5 Million To Help Customers With Energy Costs Dominion Virginia Power is providing $1 million this summer to help Virginians in financial need pay part of their cooling costs, bringing the company's 2012 contribution to its EnergyShare program to $2.5 million. Applications are being accepted June 1 through Sept. 28 to participate in the year-round cooling and heating assistance program in Virginia. "These grants make a real difference in the quality of life for those most in need who are struggling to stay cool," said Paul D. Koonce, chief executive officer of Dominion Virginia Power. "EnergyShare is funded by Dominion, its customers and its employees and has been helping families in need for three decades." An eligible individual can receive a one-time payment of up to $300 to help meet cooling costs. Local health and human services agencies administer the program. For information, contact Dominion's Customer Service Center at 1-866-DOM-HELP (1-866-366-4357) or visit www.dom.com, search: EnergyShare. To qualify for EnergyShare cooling assistance, an individual must have received a disconnection notice (not required for those age 60 or older) and meet at least one of the following criteria: • Have exhausted all other sources of cooling assistance, or • Have a personal or family crisis, or • Be income-eligible. Last year, EnergyShare helped nearly 5,000 families pay part of their summer energy costs. Additionally, the Fan Care program is being offered again this year to help Virginia seniors with cooling their homes. Dominion is partnering with the Virginia Department for the Aging to provide free fans to qualifying seniors who live in the company's service area. Under a $50,000 grant from Dominion, local area agencies on aging screen applicants and distribute fans. Eligible individuals can receive one fan per cooling season. The program runs through Sept 28 or as long as funds are available. For information on Fan Care, contact the Virginia Department for the Aging at 1-800-552-3402. Page 5

TIPS TO MAINTAINING SAFETY AND SECURITY By John Gaul Please keep an eye out for yourself and others, and call 911 if anything seems suspicious. Also, consider the following tips to help maintain safety and security: • Always Lock Exterior Doors, Especially Storm Doors • Lock Windows when Away from Home • Keep All Entrances and Garages Well Lit • When Going Out, Keep a Television or Radio On • Utilize an Alarm System • Keep Valuables Out of Sight • Never Leave an Automobile While it is Running • When Entering and Exiting Always Lock Your Car

MYTH GRINDING: THE TRUTH ABOUT GARBAGE DISPOSALS t’s time to play a little game called “Myth Grinders.” Take a moment to determine what is fact vs. fiction when it comes to garbage disposals and let us know how you do! Truth or Myth? Garbage disposals can lead to clogged pipes. This is TRUE! Garbage disposals can break up nearly any organic material you put down them. But that’s all they do — they break things apart into smaller pieces. When these substances are washed down the drain, they cling to pipe walls and build up over time causing blockages. Truth or Myth? Using a garbage disposal is an environmentally friendly way to get rid of kitchen scraps. This is a MYTH! The problem begins on the other side of the connection where food leaves the blades and enters your plumbing on its way to the sanitary sewer system. This system is designed to manage the flow of wastewater exiting your home, not the scraps and shreds of food leftover on your dinner plates. When these substances are

washed down the drain, they build up over time blocking the flow of wastewater. This can lead to sewer backups into homes, onto streets, down storm drains and into local waterways. This is bad for the environment, and a threat to public health. Results: So, how did you do? Whether you knew what was fact vs. fiction or not, here’s the real truth: the best way to protect your pipes and prevent costly blockages and backups is simply to skip the garbage disposal and always be mindful of what you wash down the drain. Use a strainer in your sink to catch any food particles that attempt to escape and throw the scraps collected into the trash or compost bin. It’s an easy way to help save the environment from the threat of harmful sanitary sewer overflows and save yourself the expense of having to call a plumber to fix a clog! Special Opening Ceremony for Historic Fort Norfolk 801 Front Street, Sat June 9 3-3:30pm Come celebrate the re-opening of historic Fort Norfolk, the last remaining of the 19 harbor-front forts authorized by President George Washington in 1794 and active fort during the War of 1812. Participating in the ceremony will be the Army Corps of Engineers, Norfolk Historical Society, Stihl Inc., and Rocky Hill Contracting. The ceremony will also include the Garrison of 1812 reenactors who will be doing historical demonstrations throughout the weekend.

War of 1812 on Display Portsmouth Naval Shipyard & Lightship Museums Sat-Sun, Jun 9-10 10-5 393-8591 2 High Street on the Portsmouth, Virginia Waterfront In coordination with the celebration of OpSail 2012 Virginia™ is a special temporary mini-exhibit, “War of 1812: A Nation Forged by War.” This display, comprised of six interactive historical banners, commemorates the bicentennial of the War of 1812. On Saturday, June 9th, the museum and ship will host hands-on War of 1812 themed activities (inside), including shako making and Congreve rocket construction. From 12:00-6:00 p.m. enjoy living history with the crew of the Chesapeake’s Revenge, as they demonstrate the art of boatbuilding, and discuss the historical efforts to build the Chesapeake’s Revenge during the War of 1812 period. And don’t forget to jump aboard the Lightship Portsmouth bounce house, which will be setup in front of the historic Lightship, 10:00 a.m.-5:00 p.m. Most of the artifacts on display belonged to U.S. Navy Commodore Charles Morris (1784-1856), one of the many American naval heroes commanding the seas during the war. In 1812 Morris, executive officer on the USS Constitution, was severely wounded during a battle with the HMS Guerriere. In 1814 Morris commanded the USS Adams in raiding expeditions against British commerce, as the war still raged. The Morris collection and additional War of 1812 related artifacts, like discussions on the wartime Battle of Craney Island in 1813, will be on display through August 11. Parade of Sail Up the Chesapeake Bay Tuesday, June 12, 2012 The Parade of Sail Up the Chesapeake Bay is a new event for OpSail 2012 Virginia! As the fleet of tall ships departs on the morning of Tuesday, June 12, 2012, they will proceed in formation out of the Elizabeth River, past Fort Monroe in Hampton and turn northward in the Chesapeake Bay towards their next port of call in Baltimore, MD. The fleet will maintain a speed of six knots, passing Smith Point at the mouth of the Potomac River around sunset (about 9PM) on Tuesday, June 12, 2012. Recreational boaters, yacht clubs and charter vessels are encouraged to participate in the Parade by sailing alongside the fleet as they make their way northward. This will offer a unique opportunity to see the tall ships in their natural environment - at sea. For Americans, the War of 1812 played an important part in our nation's development. Often referred to as a second war for independence, the conflict began over maritime disputes between the United States and Great Britain. Emerging from the war, Americans had a new sense of national pride. Naval heroes like Stephen Decatur, Isaac Hull, James Lawrence, William Bainbridge and Oliver Hazard Perry were national icons on par with today's biggest movie stars. The US Navy emerged from the war with a clear mission ‐ to deter aggression and maintain freedom of the seas for America's growing merchant marine. In 2012, America will commemorate our Navy's history, honor the men and women serving us today, and celebrate with the world our maritime heritage. Page 12

August Sales Tax Holiday Under Virginia law, most purchases of tangible personal property are subject to both state and local sales and use taxes. The tax rate is generally 5% of the cost price. The rate on sales of food for home consumption is 2.5%. A sales tax holiday is a temporary period during which purchases of certain items are exempt from the sales and use taxes. Following legislation enacted by the 2007 Session of the Virginia General Assembly, Virginia now has three annual sales tax holidays. In addition to the specific items exempted for each holiday period, dealers may also elect to absorb the tax on any item they wish during that period.

School Supplies and Clothing.

August 3-5, 2012 During this three-day period, purchases of most school supplies, clothing and footwear will be exempt from the Virginia sales tax. Each eligible school supply item must be priced at $20 or less, and each eligible article of clothing and footwear must be priced at $100 or less. Items need not be intended for use in school or in connection with a school activity to be eligible. No computer supplies or sporting goods will qualify for a tax exemption. Greetings.... Welcome to the Neighborhood We’ve all been there at one time or another....a new addition to the neighborhood. This can be slightly awkward as the newest face on the block, but it’s important to get to know your neighbors. If you are a long‐standing fixture of the neighborhood, be sure to take some time to welcome the new members of the community and exchange emergency contact information. This is important in the event there is ever trouble at their home or your home and someone needs to be contacted. Getting to know your neighbors also helps prevent crime by giving everyone the “inside scoop” on what the normal pattern of activity is for each home. Do they work during the day or at night? Who should or shouldn’t be on the property? Are they on vacation? All of these are important tidbits of information that can help you and your neighbors be more observant and responsive to suspicious happenings in the neighborhood. ...and don’t forget, call 9‐ 1‐1 for in progress incidents or crimes!

Help keep fats, oils and grease (FOG) out of your drains. It is as easy as 1-2-3! 1. Can the Grease - Pour used cooking grease into a n e m p t y, h e a t s a f e container, such as a soup can, and store it in the freezer. Re-use the oil for up to six months, or once solidified, toss the can into the garbage. 2. Scrape Your Plate - Wipe all pots, pans, dishes, and cooking utensils with a paper towel prior to washing to absorb the grease. 3. Catch the Scraps - Eliminate using the garbage disposal. Catch food scraps in your sink with a basket or strainer and toss them into the trash. BCL Website Under Construction Notice: The Bayview Civic League website is sorely out of date. Your webmaster, that’s me, has run into some compatibility problems. Suffice it to say that site needs a complete makeover and I must decide whether to update all the individual pieces of the current program I used or to completely rewrite the whole site with a new application. Neither option is quick. Both have a steep learning curve. Therefore I must beg your indulgence with the continued inaccuracy of the site for the next couple of months. My goal is to be finished quickly – long before I must turn my attention to the September “Bayview Bulletin.” Meanwhile, please follow BayviewCL on FACEBOOK for news and updates. Crispus Attucks Cultural Center Gets Statewide Recognition Vi r g i n i a n s f o r t h e A r t s Foundation has announced that the Crispus Attucks Cultural Center is the winner of the 2011 Dominion ArtStars Rising Star Award for the Hampton Roads/ Eastern Shore region. Through the generosity of the Dominion Foundation, the CACC is awarded a $1,000 cash prize for its extraordinary impact on the community, contributing to K-12 education, and building a better quality of life through its y e a r- r o u n d a r t s e d u c a t i o n programs at the Attucks Theatre. GARDEN Summer 2012 by Susan Jones June: Much of the heavy garden work should be done. Regular maintenance, an hour or so a day, should keep the garden in good trim. I always take an early morning walk in my garden with my coffee, a pair of clippers, and a plastic bag for errant weeds. This can be a very pleasant way to start the day. If you have not finished, continue planting flowers, but be aware that the hotter it gets, the more stress new transplants will suffer. Now is the time to replace those fading pansies with hardier summer flowers. Consider perennials which will reappear next year. It’s better to get as much planted as possible by mid-June. Spice up your cooking, consider an herb garden. The main requirement for growing herbs is growing them in the proper location. Most prefer full sun as long as regular summer temperatures don't rise above 90 degrees. If you have very warm summers, then consider planting in an area that gets morning sun and afternoon shade in the summertime, or a place that receives filtered light (such as under a tree that allows some light to pass through). Check the area several times during the day to make sure that there are at least four hours of sun. (e.g., 8 to 12, 12 to 4, or from 9 to 11 and 2 to 4) Planting Herbs For planting Herbs, you need approximately 1 to 4 feet in diameter for each plant, depending on the plant. Here are some general guidelines for plant sizes: • 3-4 feet - Rosemary, Sage, Mints, Oregano, Marjoram • 2 feet - Basils, Thyme, Tarragon, Savory • 1 foot - Cilantro, Chives, Dill, Parsley It is very important to keep rosemary trimmed as these plants can get huge! Prepare The Soil Next, you need to prepare the soil. Digging with a large garden fork loosens soil that has become compacted over the years. This allows water to drain and creates space for plant roots to reach down into the soil. This is the most important step--shortcuts here are disastrous for your plants. Adding compost to your soil, about an inch or so on top and then mixing it into the soil, helps prevent drainage problems and adds fertilizer to the garden. The Final Step is to Plant Healthy, Strong Plants and Water Them As They Get Dry. Most Herbs like to be watered as soon as the soil that is a couple of inches below the surface is dry to the touch. Since temperatures and humidity cause drying times to vary every week, you must Volume 13 Issue 9

check the soil often. Do not over-water. More water is not better and can lead to diseases or just poor growing conditions for your herbs, resulting in reduced growth. Harvesting For harvesting, simply cut off about 1/3 of the branches when the plant reaches at least 6-8" tall. By cutting close to a leaf intersection, your plants will regrow very quickly. Some plants, such as parsley, grow new leaves from their center. In this case the oldest branches need to be completely removed. Leave the tiny new branches to grow from the center. This will become clearer as you watch your plants grow and mature. www.tastefulgarden.com The lawn will grow quickly in June and likely require frequent mowing. Keep the blade high and mulch—don’t bag—the clippings whenever possible. A mulching mower is a good investment. It decreases the need to bag clippings and the amount of clippings going to landfills. It is less work as you don’t have to carry heavy bags and it provides organic food for your lawn. If several days of rain make mulching impossible, catch and dispose of the clippings. The most important thing will be to keep everything watered. Get out all the hoses and sprinklers. If you haven’t done so already, examine them for leaks or damage. Buy new ones if necessary. Consider investing in a soaker hose for large areas that need deep watering. You may also think about installing a sprinkler system, if you have high watering needs. As previously mentioned in this column, think about using rain barrels to catch the rain from your roof and redistribute it to your garden. Soaker hoses work well with barrels. Place rain barrels on a 12 inch platform to ensure adequate pressure for water flow. This is a wonderful way to keep your garden watered, your water bills down, and to protect the environment. Monitor mulch levels in flowerbeds and around trees and shrubs. Adequate levels — 2 inches to 4 inches deep — prevents evaporation and keeps soil temperature cool. During hot weeks, do gardening chores before noon and after 7 p.m. to avoid heat and stress to the plants and to yourself. Watering in the morning, from 7 a.m. to 11 a.m., is optimum. Nighttime watering is not recommended. Wet gardens at night tend to draw damaging pests, such as slugs

GARDEN. Continued from page 22 and beetles. However, if any plant is wilting, water it no matter the time of day. Keep a close watch on patio containers and window boxes. They lose soil moisture much more quickly than flowerbeds. Container plants can die quickly if left to dry out in the hot sun. Flowerbeds, even those in shade, and newly planted trees and shrubs, need a good soaking, too, when the summer heat sets in. Established trees and shrubs don’t need watering as much as shallow rooted annuals and some immature perennials. All flowering plants will need consistent care during this blooming season. Roses are in their glory and need feeding and water. Watch for disease. If you have knock out roses, however, which also are blooming profusely now, they are much less susceptible to disease and require less care. Keep an eye out for pests and disease on annuals and perennials, as well. Pruning off spent blooms, while not necessary, does promote additional blooming. Perennials in Mid-summer: All perennials should be fed at least once in July. This helps strengthen them against disease and insects, while encouraging blooms, as well as root and foliage growth. Spring-blooming perennials, such as peonies, will be strengthening for next year's blooms. "Deadheading" is also important for perennials. Trim spent blooms as soon as they have faded. For instance, remove old flower spikes from hostas, coral bells and bleeding heart. Depleted peony flowers also should be removed. If perennials are suffering from extreme heat and drought, cut them back and then water and feed generously. They should revive. Continue pinching chrysanthemums every ten days until the end of July. Then stop. Pinching the growing tips encourages bushy growth and more fall blooms. Continue feeding until the first of September. Treat hardy asters in the same fashion as chrysanthemums. They will bloom at the same time and also should be pinched back and fed during their growing seasons in late summer. Target days for pinching: July 1 and 15. August: August means high summer, and lots of it! Mostly, that means two things for gardeners: hot and dry. But as in July, it also means bugs, all kinds, everywhere.

And some little varmints, too, like field mice. They're looking for shade, food and water, like the rest of us. Some flowers—such as celosia, zinnia, marigold, portulaca, heliopsis, daylilies, scabiosa, nasturtium, coreopsis, coneflower, yarrow, sunflower and most wildflowers— thrive in hot and dry conditions. But, even they still need occasional watering when rain becomes scarce in August. August is also the time to prepare for Fall planting. Begin by preparing the beds where you will plant new bulbs and transplant perennials in September, October and November. Loosen the soil and add fertilizer and amendments, such as compost, lime and gypsum. Nursery mail-order catalogues showing all kinds of bulbs should start arriving. Look through them and order this month. Garden centers and local nurseries will begin offering spring bulbs. Don't plant any yet—it is too hot. Store them in a cool place for planting in September and October. Reward yourself. Enjoy spending time in your garden. Spruce up your deck or patio or other sitting area so you can grab a good book and a tall cool drink. Bring cut flowers indoors for large and small bouquets throughout the house. Be sure to shake off the bugs before bringing flowers indoors. Hang some up to dry for use in fall and winter arrangements. Keep rose petals and herbs, such as lavender, to dry for a homemade potpourri. Take lots of photos of your garden, which should be in full bloom now. This will help you next fall and winter, when you start planning for a new season.
