COVID cases could Man shoots passenger while driving on SR 105 be getting sicker By Karen S. Carter COVID-19 Stats Update May 14, 2021 Cases New cases over the last 14 days: 44 Case rate per 100k over last 14 days: 203.3 Active cases: 41 Total cases since start of pandemic: 1,015 Hospitalizations New hospitalizations over the last 7 days: 1 Total hospitalizations since start of pandemic: 39 Deaths Total deaths since start of pandemic: 12 The COVID increase has slowed down a bit, but the stats are still not good. “If you look under the active cases, you see that downward trend,” said Pacific County Risk Manager Kathy Spoor. “We’re hopeful that we have plateaued again in this last increase that we’ve seen and will continue to see a downward trend.” “Our concern is that some of the cases we are seeing are folks getting sicker as reflected in the number of hospitalizations that we’ve seen here,” she continued. “Get vaccinated and be very careful when you go out in the public.” Pacific County Department of Health and Human Service Director Katie Lindstrom expressed her concern over the new strains invading the county. “We are actually seeing that people are getting sicker with See covid Page A4

PCDOH reaches out to homebound residents

By Karen S. Carter The Pacific County Department of Health and Human Services are rolling out vaccinations for specialized populations. These populations include homebound residents and the homeless of Pacific County. “We are currently reaching out to people who are homebound,” said PCDOH Director Katie Lindstrom. “A couple of weeks ago we went out and provided about 21 vaccination for homebound people in north Pacific County.” The number is greater now. The dedication of Pacific County to the distribution of the COVID-19 vaccine is proven by their willingness to come out to people’s houses to administer the vaccine to people who cannot go to the vaccine clinics. They are also planning on an event in July called Project Community Connect that offers necessary services to the homeless population. This year the event will be held outdoors. “We will also work at setting up some vaccination at that event,” said Lindstrom. There will be more news available about this event as we get closer to the date. By GEORGE KUNKE, geoakunke@gmail.com Daokhamlaotim Xaysy, 56, South Bend, was arrested for Attempted Murder 1 and reckless endangerment after shooting a passenger while driving at a high rate of speed on State Route 105 last Wednesday morning. It all happened at approximately 10:40 am when an argument ensued between Xaysy and the passenger, Hompheng Kousonhsavath, 61, of Raymond, in a Toyota pickup that Xaysy was driving going south on 105. The argument started after Kousonhsavath said something Xaysy did not appreciate about his family and he became agitated, according to a statement to law enforcement. The two are roommates and somehow related. Xaysy started speeding in the pickup, and then took out a handgun and attempted to shoot the passenger in the head. The two began fighting for control of the 9mm handgun when Xaysy fired a round that grazed Kousonhsavath's left ear. The struggle continued when the truck crashed off the roadway deep into the woods approximately seven miles west of Raymond. Kousonhsavath was treated at the scene and did not need additional medical attention.

Sgt. Bradford Moon, Supervisor for Pacific and Wahkiakum County State Patrol for the past 11 years described to the Herald what took place. “It happened north of the transfer area on State Route 105 at milepost 6.7,” Sgt Moon told the Herald by phone. “The vehicle was traveling at a high rate of speed based on a witness.” “The vehicle was headed southbound and crossed the center line and went off the roadway back into trees. The two gentlemen got into an argument and the driver tried to fire a gun to his head and hit the ear. The passenger that was shot tried to get the vehicle to stop and it drove off the road and crashed. The driver got out and a fish and wildlife officer took the driver into custody and called for aid. The vehicle is in our bullpen and is a 1994 Toyota Tacoma pickup.” Captain Dan Chadwick of the Washington Department of Fish and Wildlife was driving to Westport with a friend and happened upon the scene approximately one minute before they heard the call about the situation on the scanner. Chadwick said he tried to deescalate the situation. Chadwick described to the Herald by phone what took place.

“We got there one minute after it occurred and then we heard it broadcast on dispatch. It happened so fast,” Chadwick explained. “I had a retired officer (Mike Cenci) with me going to Westport to meet another officer (Dan O'Hagen) to give him a plaque (award) for his 38 years of service to the department.” Captain Chadwick and Cenci then saw a man in the roadway as they approached the scene. At this time, the gun was in the truck. “He was very distraught. He was yelling and pacing back and forth,” Chadwick continued. “I was trying to understand the situation. He was on the highway with his hands in the air and he was very animated. Mike was interviewing the victim and learned that the suspect had allegedly shot him. The victim said he (Xaysy) was not acting himself that day. He (Kousonhsavath) commented about his driving. He pointed the gun at his head and put it up to his head. An altercation took place in front of the vehicle while the truck was moving. The truck went quite a ways off the road into a bunch of trees.We didn't have to stop any bleeding. He was very lucky. The bullet grazed him. He was extremely lucky.

“Mike, a deputy chief, went back to work on the victim,” Chadwick said. “It was like old times. We secured the scene until the county and troopers arrived and aid was there. “I'm thankful and glad I had Deputy Chief Mike Cenci with me.” Chadwick said. “It was a lot smoother with the two of us there. Fortunately, traffic was light. We were in the right place at the right time.” Chadwick is the captain for region 6, which entails Thurston and Pierce counties and west of there to the Olympic Peninsula and the Columbia River. It's a very busy region with the main focus being fish and wildlife crimes and covering aspects of the ocean, dealing with bears...I'm all over the place.” Chadwick was a deputy for 4½ years and has been with WDFW for 25 years. He was recognized as Officer of the Year by WDFW in 2005, and has also received a number of regional awards. “It's been a good career. I rose through the ranks,” Chadwick said. Xaysy is scheduled to appear in Pacific County Superior court Friday; he was appointed a courtordered attorney. His bail was set at $100,000.
