n a dazzling display of talent, poise, and dedication, Winnipeggers Katrina Czarina (KC) Salazar and seven-year-old Lesceia Fajardo achieved remarkable success at the 2024 Canada Galaxy Pageants, held October 12-14, 2023, in North York, Ontario. Seventeen-year-old KC Salazar secured the coveted title of 2024 Miss Teen Canada Galaxy. Her triumph earned her the honor of representing Canada in the Miss Teen Division of the Galaxy International pageants, scheduled for August 12-19, 2024, in Orlando, Florida, USA. KC's journey was marked by her elegance and exceptional

community engagement, earning her the Miss Publicity title for her outstanding volunteering and numerous public appearances. Adding to the glory, sevenyear-old Lesceia Fajardo claimed the title of 2024 Little Miss Galaxy Canada, representing Winnipeg in the Little Miss category. Like KC, Lesceia also shone with her community spirit, securing the Miss Publicity title in her division. Other awards won by KC included Best in Fashion Wear, Best in Evening Gown, Miss Photogenic, and Miss Congeniality. Lesceia was not to be outdone, earning her accolades with Best in Interview, Best in Fashion Wear, and Evening Gown awards. Winnipeg had more reasons

Philippine Fiesta for Smiles and Sight 2023 By Dr. Tricia Magsino Barnabé

here is the place to be on a chilly November evening, if you’re in the mood for some food, fun, games and (oh, yes!) prizes??? On Saturday, November 18th at 7:00pm, guests will be offered food, desserts and beverages at the Vickar Ford showroom on 2000 Main Street, where attendees will celebrate a Pahiyas-themed fundraising event

called Philippine Fiesta for Smiles and Sight 2023. Like all Philippine fiestas, there will be entertainment by guest performers, hilarious Philippine games, and other interesting amusement, such as the karaoke auction where guests can make a bid to either sing a group song with their buddies or make a special request to hear their favourite singer. This colourful event will offer raffles and silent auction, so guests have a chance to win some money and some great items. Booths with trinkets, baking and sweets, jewelry, artwork and more would be worth browsing – and any items taken home in exchange for a donation would go to a very worthy cause. To purchase $25 tickets (includes fiesta, food and drink), please scan the QR code on the event poster or contact Carol Colina (431)388-2937 or carol.l.s.colina@ gmail.com Proceeds from this event will support the Smiles and Sight Philippines Mission 2024 this winter in February 2024, a vision steered by dentist Dr. Tricia Magsino Barnabé, whose goal is to provide free dental, vision, and optical services to poverty-stricken children and families. There will be two sites to host the mission, both established by the charity organization ANCOP (Answering the Cry of the Poor) :

the first site will be in a village in the middle of Quezon City slums and the second site will be in the community of Pagbilao in Quezon province. Nine volunteer dentists from Winnipeg, Calgary and Victoria, together with one hygienist, one dental assistant and several other support members, are funding the mission and donating their knowledge and skills to educate patients and treat their dental disease. A group of fellow optometrists and ophthalmologists from surrounding areas of the mission site will offer their services in this two week mission. All money raised from the event will help provide funds for transportation, supplies, instruments, equipment, medication, eyeglasses, reading glasses and miscellaneous essentials for oral and eye healthcare needs. The Smiles and Sight Philippines Mission 2024 is in collaboration with two charities: Answering the Cry of the Poor (ANCOP) and Kindness in Action (KIA). ANCOP International Canada https://ancopcanada.org/ is a duly registered, non-profit Canadian charity that is dedicated to restore dignity and uplift the lives of the impoverished families in various countries in Africa and Asia. The charity Kindness in Action www.kindnessinaction.ca is an outreach program that provides dental services to the less fortunate in Nicaragua, Guatemala, Honduras, Guyana, Peru, India and the Philippines. Initial talks about the mission began at a simple chat session at Salisbury house, over breakfast. Members from Vickar Automotive, Integral Dental Group, Couples for Christ and other organizers were brainstorming ideas for Dr. Tricia Magsino Barnabé’s A Million Dreams 2022 production, a musical revue called New Beginnings in a New World. It was at that time that Dr. Tricia pledged that an allotment of $10,000 from her musical revue proceeds should subsidise some of the costs of running a mission in the Philippines. She especially wanted to provide dental care to her kababayans

in her home province of Quezon. In attendance at that meeting were Dr. Tom Colina and Ronald Mervin Sison, two musically talented professionals who were cast in roles in that musical revue, so she solicited support from Dr. Tom to gather and head a dental team. As it happened, Ronald Mervin Sison, a licenced optometrist overseas, stepped in and proposed to liaise a group of optometrists and ophthalmologists through his various connections in the Philippines. Here to talk about this mission are those two commendable individuals: Dr. Tom Colina and Ronald Mervin Sison. Question: What was your initial reaction when you heard about the possibility of assembling a dental or vision/optical team, in addition to participating in New Beginnings in a New World? Dr. Tom: I was thrilled to hear that some of the proceeds of the musical revue would be used for a future dental mission. It would be a worthwhile undertaking to not only be a part of raising funds to support the work of Answering the Cry of the Poor (ANCOP), it would be an opportunity to again directly provide needed care for ANCOP village beneficiaries. Having led past Kindness in Action dental missions to ANCOP villages in 2007 and 2014, I am very cognizant of the need, and having seen the benefits and care that ANCOP avails to the poorest Filipinos, reinforces my commitment to support a deserving organization. Mervin: Being part of the performing cast of NBNW was exciting to begin with as it had been 25 years since I had done any musical theatre; however adding in the possibility that we could do a dental mission to the Philippines and add a vision + optical component made it even more exciting! I’ve participated in many vision + optical missions for many local and international

organizations, and it has been many years since the last one - this is my first post-pandemic mission. Question: Who will comprise of your teams? Dr. Tom: We have a team of 20 individuals that will aim to make a positive impact on the health of the patients that we will treat. The team is comprised of dental professionals – dentists, a dental assistant, and a dental hygienist but also team members who are not in the dental profession motivated to make a difference, including two medical doctors from Ottawa. Mervin: As of now for our vision + optical component we have around 15 local optometrists as well as a few ophthalmologists based in the Philippines who will be participating. I will be the sole team member coming from Canada. What services will you provide? Dr. Tom: As in previous missions, the dental services will involve not only teeth extractions which are necessary to get patients out of pain or often address infection, but also fillings or restorations. As well, oral hygiene presentations and instructions, dental cleanings, and fluoride application will be provided. Mervin: For the vision + optical we will be doing vision screening - visual acuity, color vision, binocular vision, ocular health, refraction, and referrals also if needed. If the patients need glasses, the goal is also to have them made and provided on site. What challenges do you expect on this mission? Dr. Tom: The logistics of moving a team of 20 with equipment and supplies from Canada to the Philippines is a challenging task. n a ceremony honoring Indigenous nations in Manitoba, Wab Kinew was sworn in as Manitoba's premier and 14 cabinet members last October 18 at the Gardens at The Leaf Assiniboine Park. The premier’s executive council will have 15 ministers who reflect the province geographically, culturally, and as a society, including ensuring gender parity in the cabinet. The complete list of cabinet ministers is as follows: Wab Kinew (MLA for Fort Rouge) – premier, minister of intergovernmental affairs and international relations, minister responsible for Indigenous reconciliation; Uzoma Asagwara (MLA for Union Station) – deputy premier, minister of health, seniors and long-term care; Ron Kostyshyn (MLA for Dauphin) – minister of agriculture; Matt Wiebe (MLA for Concordia) – minister of justice and attorney general, keeper of the great seal of the province of Manitoba, minister responsible for the Manitoba Public Insurance Corporation; Nahanni Fontaine (MLA for St. Johns) – minister of families, minister responsible for accessibility, minister responsible for gender equity; Bernadette Smith (MLA for Point Douglas) – minister of housing, addictions and homelessness, and minister responsible for mental health; Nello Altomare (MLA for Transcona) – minister of education and early childhood learning; Ian Bushie (MLA for Keewatinook) – minister

of municipal and northern relations, and minister of Indigenous economic development; Malaya Marcelino (MLA for Notre Dame) – minister of labour and immigration, and minister responsible for the Workers Compensation Board; Jamie Moses (MLA for St. Vital) – minister of economic development, investment, trade and natural resources; Lisa Naylor (MLA for Wolseley) – minister of transportation and infrastructure, minister of consumer protection and government services; Adrien Sala (MLA for St. James) – minister of finance, minister responsible for the Public Utilities Board, minister responsible for Manitoba Hydro, minister responsible for the Manitoba public service; Renée Cable (MLA for Southdale) – minister of advanced education and training; Tracy Schmidt (MLA for Rossmere) – minister of environment and climate change, minister responsible for Efficiency Manitoba; and Glen Simard (MLA for Brandon East) – minister of sport, culture, heritage and tourism, minister responsible for francophone affairs, minister responsible for the Manitoba Liquor and Lotteries Corporation. For the first time in Manitoba’s history, the premier will hold the title of minister of Indigenous reconciliation in addition to the title of minister of intergovernmental affairs and international relations. Asagwara, deputy premier and minister of health, will also make history as the first Black and non-binary person to hold the role of deputy premier. The premier noted the significance of Asagwara’s appointment for the province and reaffirmed health care as a top priority for his government. The appointments of Smith and Fontaine make history as the first First Nations women to be appointed to Manitoba’s cabinet. Smith will oversee a new portfolio with a holistic approach to addressing addiction and chronic homelessness, noted the premier, which will ensure the services required to help someone off the street are housed under one government department, including working with other levels of government to increase access to affordable housing. The premier noted this new provincial ministry will be integral to fulfilling his government’s promise to eliminate chronic homelessness within eight years.

be housed in safe accommodations, and will need to be fed so that they can perform the work. Mervin: The initial challenges for the vision + optical component were consolidating the ground team in the Philippines while leading the team here from Canada and having the online meetings regarding our vision screening goals, process and flow. Another challenge is obtaining funding for the glasses that will be dispensed. Once we are there at the mission sites, as this is the first time we are doing it together with Drs. Tom and Trish’s dental team, the on-site coordinating regarding patient flow will be something to manage. Dr. Tom: The provision of dental care in a not-so-ideal setting also will be challenging. The temporary clinics that we set up involves providing hours of treatment - which we will be doing in a standing position, with patients lying on tables - in an extremely hot environment. What triumphs do you expect on this mission? Dr. Tom: The triumph would be having the opportunity to and fulfilling the goal of alleviating pain and improving the patient’s quality of life. I am very excited to be returning to the ANCOP Canada Village on Visayas Avenue to see how it has developed. In 2007 when we served that village, to get to the village involved walking through the slums, and reaching the ANCOP village felt like reaching a patch of sunshine and hope.

Mervin: As a triumph we are hoping to be able to vision screen and provide glasses for 1000 patients and change lives. Having been on many missions in the past, many in the Philippines will go through their lives without ever having an eye exam, and many will never have glasses or be able to see functionally enough to read, go to school, or work because they cannot access or afford vision care. If we can change even one person’s life and one family’s life it will be well worth the journey. The Smiles and Sight Philippines Mission 2024 is in cooperation with Vickar Automotive Group, Integral Dental Group, A Million Dreams and the Manitoba Dental Association, with extra support from Couples for Christ and media sponsors the Filipino Journal, Pilipino Express, 92.7FM CKJS Radio, Barangay Canada, and Bond Printing. Donations of medications and reading glasses will be provided by the Dona Marta T. Hernandez Foundation in the Philippines. Under the "Not a Bot" subscription method, new users signing up via the web version of X are now required to pay an annual fee of P42.51 to access basic features, such as posting content and engaging with other users. This initiative, owned by Elon Musk, aims to reinforce ongoing efforts to combat spam and manipulation on the platform, particularly by automated bots. It is important to note that the subscription fee currently only applies to new users created through a web browser, while those using the X mobile application are exempt from this charge. Users who pay the annual fee will be able to interact with the web version of X, including posting content, liking, replying, reposting, quoting, and bookmarking posts.

Meanwhile, users who choose not to pay will be limited to a "readonly" version, permitting them to view posts, watch videos, and follow accounts. X stated that this measure attempts to address the issue of bots and spammers while maintaining accessibility to the platform through a nominal fee. New users in the Philippines and New Zealand, registering through the web version

will be required to verify their phone number and select a subscription plan, which includes the $1 Annual Fee, X Premium, or Verified Organizations. This rollout will not impact existing users in these countries. X did not offer a specific rationale for selecting these pilot countries, but concerns regarding disinformation and the use of bots to manipulate online discussions have been subjects of research in the Philippines.

Fourth Filipino Fatality Confirmed in Israel-Hamas Conflict

I

n the ongoing Israel-Hamas conflict, the Department of Foreign Affairs in the Philippines has confirmed another Filipino fatality last October 19, bringing the total to four. This Filipino's identity has not been disclosed. The government previously reported the deaths of three Filipinos in Israel, including a Filipina nurse and two caregivers. The majority of the approximately 30,000 Filipinos in Israel reside in areas outside the conflict zone near the Gaza Strip, while around 150 Filipinos are in Gaza. The recent attack by Hamas on October 7, 2023, is one of the deadliest in Israel's history, resulting in over 1,400 casualties, mainly civilians within Israel. In response, Israel has carried out airstrikes in the Gaza Strip, resulting in around

3,000 casualties, primarily civilians. An explosion at a Gaza hospital on a recent Tuesday resulted in at least 471 deaths and 300 injuries. Israel and Palestinian militants have traded blame for the attack on the hospital.

In response to the escalating situation, the Philippines has ordered the mandatory repatriation and evacuation of Filipinos in Gaza, following Israel's announcement of a coordinated military offensive into the Palestinian territory by land, air, and sea.

he Commission on Elections (Comelec) has warned candidates in the upcoming barangay and Sangguniang Kabataan elections (BSKE) in the Philippines, as the campaign period commences. Comelec Chairman George Garcia emphasized that candidates engaging in vote buying and other election offenses will face disqualification. Garcia urged candidates to strictly adhere to campaign rules, emphasizing that disqualification could result in a wasted campaign and damage to their reputation. He encouraged Filipinos to report violations, promising swift action from the Comelec. The Comelec Chairman also stressed compliance with campaign material regulations, specifying that billboards, posters, and tarpaulins should not exceed 2x3 feet. Candidates must obtain permission from property owners before posting campaign materials. The Comelec's Task Force AntiEpal will handle disqualification cases related to campaign material violations, with the support of the Philippine National Police (PNP)

and Bureau of Fire Protection. If complaints remain unresolved by election day, the Comelec may opt to suspend the proclamation of winning candidates with pending disqualification complaints. This authority extends beyond the elections, allowing the Comelec to disqualify erring candidates even after proclamation. Chairman Garcia noted that, as of now, the Comelec has not received any reports of vote buying. The Bangko Sentral ng Pilipinas (BSP) is actively monitoring possible digital vote buying and has informed financial institutions under its supervision. BSKE candidates are also required to submit statements of contribution and expenditures (SOCE), with candidates failing to do so after two elections facing disqualification from public office. The deployment of ballots and election materials for BSKE is 95 percent complete, with deliveries completed in various regions, and the remaining areas to be addressed soon.

he 49th Metro Manila Film Festival (MMFF) has expanded its lineup to 10 movies, with six new entries revealed. Notable films include "When I Met You in Tokyo" starring Christopher de Leon and Vilma Santos, "Becky and Badette" featuring Eugene Domingo and Pokwang, "Mallari" with Piolo Pascual and Janella Salvador, "Firefly" featuring Alessandra de Rossi and Cherry Pie Picache, "Broken Hearts Trip" with Christian Bables, and "Gomburza" starring Enchong Dee, Dante Rivero, Piolo Pascual, and Cedrick Juan. MMFF's selection committee chose these additional movies after three films received identical high ratings, making the total selection 10 instead of the traditional 8. In July, the MMFF unveiled the initial four selections for its 49th edition. Leading the pack is the highly-anticipated Star Cinema collaboration "Rewind" featuring celebrity duo Dingdong Dantes and Marian Rivera. The other three films in the first batch of selections are "A Mother and Son's Story" from Cineko Productions, Inc., starring Sharon Cuneta and Alden Richards; "(K)ampon" by Quantum Films, with Beauty Gonzales and Derek Ramsay; and "Penduko" by Sari Sari Network, featuring Cristine Reyes and Matteo Guidicelli. On October 14, 2023, Bur Oak Trail in Birds Hill Park was transformed into a battleground for cycling enthusiasts, showcasing the thrill and camaraderie that define the sport. The winners of this exciting event were:1st Place - Alladin Devera; 2nd Place - Mark Soriano; 3rd Place - Jordan Rivera The race was made possible through a collaborative effort with the Quezon Province Association of Manitoba, Inc. (QPAM), Sonny Puache of Alexciting Adventures (YouTube Channel and Facebook

Page), and Naturel Janitorial Inc, underscoring the power of community partnerships. Juan Padyakers, founded in 2019, is not just a biking club; it's a testament to inclusivity and shared passion.
