Last Octobe 31, 2023, the third batch of nurses through the Philippine Recruitment Initiative of Manitoba arrived at the Winnipeg Richardson Airport. The group included John Valdez, Shayne Salonga, Vicente Ganzon Jr., and Matet Salcedo, along with their families. They were greeted with warm hospitality by healthcare professionals, members of the Philippine Nursing Association of Manitoba, and PCCM President Virgie Gayot. These four nurses are among the nearly 300 individuals who had accepted job offers during Manitoba's recruitment mission held in the Philippines back in February of the same year. Their arrival marks a significant step in addressing healthcare staffing needs in the region and signifies the successful collaboration between Manitoba and the Philippines in bringing these talented healthcare professionals to the province.

Immigration: A path to a stronger Canada Immigrants are essential to the future of the Canadian economy.
In 2022, 105,235 individuals transitioned from temporary to permanent residents.
2024 - 2026 Immigration Levels Plan unveiled
The 2024–2026 Immigration Levels Plan aims to welcome 485,000 permanent residents in 2024, 500,000 in 2025 and 500,000 in 2026.
The plan is focused on spreading the benefits of immigration to regions and communities across Canada.
By 2025, overall admissions will amount to nearly 1.3% of the Canadian population with 60%+ of admissions in the economic class.
Working to increase Francophone immigration to reach a target of 6% of French-speaking immigrants outside Quebec by 2024.
Employers in communities across Canada will be supported to fill their critical labour needs.

he Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, recently unveiled the 2024-2026 Immigration Levels Plan, a strategic initiative aimed at bolstering Canada's economy while addressing the challenges posed by an aging population and critical labor shortages in crucial sectors such as healthcare, transportation, and home construction. Immigration is deemed essential in driving Canada's economy and propelling its future growth, providing the necessary momentum to fuel innovation, expand the economy, and lend support to local businesses and communities. The 2024-2026 Immigration Levels Plan is meticulously crafted to support economic growth while concurrently managing the pressures exerted on housing, healthcare, and infrastructure, thereby ensuring a stable and sustainable population growth. The plan outlines the government's commitment to maintain the target of admitting 485,000 permanent residents in 2024, before eventually increasing this number to 500,000 by 2025. From 2026 onwards, the government aims to stabilize the number of permanent residents at 500,000, allowing adequate time for their successful integration into the labor market. Furthermore, the government plans to recalibrate the number of temporary resident admissions over the next year to ensure the sustainability of this aspect of the immigration system.

o control the population of invasive wild pigs in western Manitoba, Squeal on Pigs Manitoba has issued a "Wanted" poster for an aggressive male Eurasian wild boar that has been causing concerns for the past two years. This local organization, funded by the Manitoba Pork Council and federal and provincial governments, would like the public's help capturing this bold and fearless wild pig spotted around Wawanesa and Alexander. Unlike most wild pigs, this particular boar displays an audacious demeanor, often appearing in daylight and near populated areas. Wild pigs are known to carry diseases
that pose a threat to farm livestock, damage crops, and contaminate water sources. Despite their destructive nature, their high reproduction rates have led to a growing population. Squeal on Pigs Manitoba is actively trapping or hunting wild pigs to mitigate their impact, with 2022 removing 122 wild pigs from the province. While efforts are underway to control the wild pig population, experts emphasize that immediate action is necessary to prevent further devastation. Residents are encouraged to report wild pig sightings at squealonpigsmb.org or by calling 1-833-SPOT-PIG (1-833-776-8744).

A Slam Dunk Start to the PBA Season in Winnipeg!
T
he Philippine Basketball Association (PBA) opened its 2023/24 season with a dynamic and festive weekend, celebrating the tip-off with 85 teams ranging from youth to adult divisions. The opening ceremonies were hosted by PBA Commissioner, Manny Aranez and Muriel Magsangkay. After the parade of teams and athletes, the opening ceremonies were kicked off with opening prayers led by Pastor Fred Sebastian. "We are so grateful for the wonderful opportunity to come together and enjoy the game we love so much," he said, setting a tone of gratitude and unity for the event. City of Winnipeg Mayor Scott Gillingham was in attendance, along with City Councillors Devi Sharma and Vivian Santos, demonstrating the city's support for the PBA and its positive impact on the community. David Asper, representing the Winnipeg Seabears, shared exciting insights about the team's recent launch and their collaboration with PBA leaders Manny Aranez and Randy Viray to bring professional basketball to the city. "This past summer has been amazing as we worked together to launch the Seabears. Our biggest motivation is to promote the incredible basketball talent we have here in Winnipeg. So, as you compete, remember to have fun, elevate your skill level, and know that the Sea Bears are here as a professional basketball option for you," Asper encouraged the players. superintendent of Seven Oaks School Division, was also present, demonstrating the connection between sports and education in the community. A special shout-out went to Larry Vickar and the Vickar Automotive Group, which has been a staunch supporter of the PBA for over 24 years. Their commitment to the league is a testament to the strong community bonds and support that have helped the PBA thrive in Winnipeg. As the opening weekend unfolded, the courts were alive with the sounds of bouncing basketballs, referee whistles, and cheers from the crowd. It was a celebration of not only the sport itself but also the community, talent, and opportunities that basketball brings to Winnipeg. The PBA season in Winnipeg is off to a fantastic start, and we can't wait to see the incredible displays of skill, teamwork, and sportsmanship that will undoubtedly unfold in the coming months. F
ilipino-Canadian writers and storytellers from across Canada are making their words heard through the release of a new book, Magdaragat: An Anthology of Filipino-Canadian Writing, published by Cormorant Books. Forty-nine writers both new and established collaborated to put together the book that showcases through short stories, personal essays, poems and other genres the collective experience of the Filipino community in Canada. The contributors are based in Canadian cities including Toronto, Ottawa, Scarborough, Oakville, Montreal, Hudson, Que., Halifax, Brandon, Winnipeg, Regina, Calgary, Edmonton, Burnaby, New Westminster, Richmond BC, Vancouver, and Whitehorse. Magdaragat, a Filipino word that means voyagers of the seas or seafarers, is symbolic of the immigrant community who first arrived on Canada’s shores over 150 years ago. Filipinos have contributed invaluably — though too often invisibly — to the fabric of Canadian society. This anthology of writing by members of the Filipino-Canadian community explores Filipino-Canadian identities, experiences, histories, presents, and futures, and serves to reinforce their cultural contributions.

n a statemnt released by a spokesperson of Shared Health, roughly 300 individuals who accepted job offers, six have arrived in Manitoba through the expedited immigration process established for the Philippine Recruitment Initiative and have settled into their new communities (Winnipeg, Swan River, Russell, Ashern and Thompson). Travel arrangements for an additional nine healthcare workers are currently being finalized based on each candidate and their family’s availability to travel. Specific progress varies by candidate. Fortyfour have been approved by the Manitoba Provincial Nominee Program and are progressing to the federal IRCC approval stage. Twenty-six RN candidates have completed their clinical competency assessment (CCA) testing, with additional CCA opportunities scheduled for November. Four individuals who received job offers through the Philippine Recruitment Initiative were already participating in immigration processes at the time of their interview and have arrived in Manitoba. These individuals are working through the remaining certification and language requirements for their specific role. Third arrival of nurses last October 31, 2023

Tiny Blades and Big Smiles: Kids Took the Ice for the First Time at Seven Oaks Arena!
O
n a chilly Saturday morning at Seven Oaks Arena, the atmosphere was warm and full of excitement as a group of young skaters, aged 4 to 12, took to the ice for their first skating lesson. Their faces were a mix of excitement and a touch of nervousness. On the sidelines, parents were watching eagerly, capturing the milestone moment with their cameras and smartphones. As part of a new Filipino winter sports initiative to get more children involved in ice sports, Seven Oaks Arena partnered with The Filipino Journal to promote a Kids/Tots and Youth Learn To Skate Program in the community. This flagship CanSkate learn-to-skate program has a long and successful history of helping Canadians of all ages reach their recreational and competitive goals on the ice. Now, it was time for the kids and youth at Seven Oaks Arena to experience the magic of CanSkate. The Kids/Tots & Youth Learn to Skate (LTS) program at Seven Oaks Arena was led by Tanya Pilat, the Program Coordinator of the ESPSC. Tanya, along with her team of NCCP-certified coaches trained through Skate Canada, was committed to providing top-notch skating instruction in a fun and friendly environment. The program was designed to help young skaters develop balance, control, and agility skills needed to succeed on the ice. Parents in the stands were thrilled to see their children take their first steps on the ice. It was a special moment that filled them with pride and anticipation for the future. In addition to developing a strong foundation in skating, the CanSkate program at Seven Oaks Arena also introduced the children to a healthy, lifelong activity at an early age. Skating is a great way for kids to stay active and have fun simultaneously. Who knows, among the group might be a future figure skating champion or a star player in the National Hockey League! Whether your child dreams of reaching the Olympics, playing in the NHL, or simply enjoying

T
he development of the now broad spectrum of music many enthusiasts regard as Alternative Rock is really diverse and dynamic. This includes Shoegaze, which may be described as a blend of the melodic sensibilities of New Wave, Jangle Pop, and Neo-Psychedelia and a conservative dose of the noise and fuzz of Noise Rock and Grunge. The subtly sharp and smoothly serrated Shoegaze has really emerged as a league of its own. Best characterized by the swirling, fuzzy-sounding, heavily flanged guitars and buriedin-the-mix, echo-laden vocal tracks, it is not for the sensitive of ears. It's definitely not as loud as Metal, but it's quite hypnotic and dizzying that the typical rocker may not be able to

Comelec Concludes 2023 BSKE with 100% Canvassing Completion

he Commission on Elections (Comelec) officially concluded the 2023 Barangay and Sangguniang Kabataan Elections (BSKE) as it wrapped up the ballot canvassing in all 42,001 barangays across the country. Comelec chairman George Garcia declared, "100% complete voting and canvassing nationwide. No failure of elections." The BSKE took place on October 30, except seven barangays in Lanao del Sur and Samar, which conducted their elections a day later due to delays in the arrival of election materials. Winning candidates have been proclaimed, except those subject to suspension orders by the Comelec
and those involved in races with tied votes. The electoral boards adhered to the required fiveday notice rule, as explained by Garcia. Despite isolated incidents of violence, the long-awaited Barangay and SK polls were described as "largely peaceful" by the Comelec. However, 19 individuals lost their lives during the election cycle, which began on August 28 and concluded on October 30. An additional 19 people sustained injuries, with a significant number of incidents occurring in the Bangsamoro Autonomous Region in Muslim Mindanao.
Two Filipino Doctors Safely Cross Rafah Border to Egypt Amid Gaza Conflict

wo Filipino doctors, Dr. Darwin dela Cruz and Dr. Regidor Esguerra, crossed the Rafah Crossing into Egypt last November 2, 2023, amid the ongoing conflict between Israeli forces and Hamas in Gaza. They are volunteers for the international humanitarian aid group Doctors Without Borders. The Department of Foreign Affairs (DFA) confirmed their safe arrival in Egypt. The two doctors, along with other foreign nationals, went through a processing period at the border and were then transported to el-Arish, Egypt, which is approximately 30 kilometers from Gaza. They will be transferred to Cairo from el-Arish, with Doctors Without Borders managing their transportation out of Egypt. The total count of Filipinos in Gaza, excluding the two doctors who have already left, is 136. According to information from the Philippine ambassador in Amman, Jordan, there are 115 Filipinos in Gaza who are waiting for the opportunity to cross the border. Only 19 Filipinos, including one Filipino nun, remain undecided about leaving Gaza. The departure of foreign passport holders and injured Gazans from the Gaza Strip to Egypt through the Rafah Crossing was facilitated by a deal mediated by Qatar, involving Egypt, Israel, and Hamas. At least 320 foreign passport holders and some injured Gazans were reported to have left Gaza on November 2, with more expected to depart in the coming days as part of the agreement.

HOOVER DAM, A Civil Engineering Marvel by Gem and Lita Anis One of the world's one hundred most important places is the Hoover Dam in the Black Canyon of the Colorado River bordering between the US states of Nevada and Arizona. A concrete arch-gravity dam, the monumental Hoover Dam was built over a five-year period between 1931 and 1936 during the Great Depression as the end-product of massive effort involving thousand of workers and costing 112 lives. Also called the Boulder Dam, it was named after Herbert Hoover, America's 31st President from 1929 to 1933, who strongly supported the construction of a high concrete dam on the Colorado River. Now, it meets the domestic water needs of more than 20 million people of Las Vegas, Los Angeles, San Diego, Phoenix, Tucson, and other southwestern cities, towns and Indian communities in the states of Arizona, Nevada and California. than 70 stories high, all concrete; Hoover Dam is "concrete, and without concrete, the dam could not have been built". Hoover Dam's reservoir is Lake Mead, America's largest man-made water reservoir.
