1. Standing Army Regulations and instructions prohibits the holding of excess equipment and supplies without prior authori ty from Hq, Philippine Army. As the directive activating the 5th Ind Div does not indicate any authority as to the max~um stock levels authorized for this Div~ and due to further fact that this Div should have a reserve stock over and above that authorized in Tlo & E and TIBA, it is necessary that authority be requested to have ex~ess equipment and supplies in this Div. 2. A small number of equipment and. supplies over and above the authorized allowances of the Divisi~n is needed as a reserve. We must have a stock of equipment of equipment from which we can immediate~ replace those rendered unserViceable. If the Div does not have this reserve stock, it would mean that any unservi ceable equipment can .be replaced only after the equipment is drawn from Base "R". The time lag may hinder the operations o~ the Div.

1. Transfer of equipment from one unit to another in the same r egiment or separate battalion may be authorized by Regtl Comdrs or Comdrs of separate battalions.

1. Philippine Army Troops are on the same ration scale with Ameri can troops Xl accordance with Circular No. 156, GHQ, Southwest Paci fic Area , 15 Aug 43. 5th Inf Div has been drawing rations from Base "R" based on this rati on scale.

The ration as it i s now fol lows: (ocmponents of t he rat ion omitted)

From t he peroonal experi ence of t he unders igned and from conferences wit h unit commanders, i t has been f ound that t he ration being issued now, while it is suff icient in every way in quanti t y and nutritive value, does not suit Fili pino taste and eating habit s. Fl our i ssued as part of the ration is hardly, if ever, used as we do not have a bakery.

4. In vi ew of the above, this Section believes that either of the following lines of action be taken: (a )

That a new rat ion scale be recommended to Hq, Philippine Army.

(b)

That present ration scale be allowed to conti nue but that rations be supplemented with fresh vegetables and other fresh foodstuff which can be prepared to suit Filipino taste and eating habits.

5. New' ration scale - A new ration scale for Filipino troops may be prescrilbed but this will entail t he stockage by Base "R" and other US supply agencies of additional items. Having different rati on scales for American and Filipino troops will compl i cate matter s as: (a) Supply agencies will work with two r at i on scales instead of only one. (b)

There are messes maintai ned now for both Ameri can and Filipino together. Men eati ng together in the s ame mess should eat the same kind of rations.

In view of the above, this Section believes that a distinct rati on scale for Filipino troops does not solve the problem.

6. Ration to be supplemented with fresh foodstuff - Troops easily get tired of canned foodstuff. I t is necessary that fresh foodstuff be given when sa me is available. Fresh vegetable and other foodstuff are available provi ded we have the necessary funds for the purpose. From studi es made, it has been determined that an allowance of $.05 per man per day for t his purpose is sufficient.

ACTI ON 7.

REC OMME~

It is recommended that: (a .) Authority be re ques ted from Hq, Philippine Army for t he expenditure of $ .05 per man per day for the purchase of f resh vegetables, etc. to supplement the ration. Attached is a draf t of letter to be sent for this purpose.

(b) The flour now issued as part of the ration be withheld from issue to troops. This will be baked and issued as bread. (c)

Hq, Philippine Ar~ be requested. to at tach two sections of the 1st QM Bakery Co, Camp Murphy to the 5th Inf Div.

This detachment shall bake bread for the 5th Inf Div and other Ar~ units that may be assigned in this area later.

A QMBakery Co is equipped with field ovens and there is no need of setti ng up a fixed oven for this purpose.

SUPERVISION OF G-4 AND OTHER SUPPLY SERVI CE PERSONNEL

1. Through out the duration of the traini ng peri od uni t commanders are enjoi ned to practi ce close s upervi sion on t hei r suppl y services, and watch the i ndi vidual performance of the personnel. Uni t commanders wiil correct mistakes on the spot, and in extreme cases wher e he finds an i ndividual incapable of t he responsibiliti es vested in him, recommendations for his reassignment will be made immediately. Records should be inspected as often as is practicable, and the same should be kept clean and up to date. Reports to be rendered to higher headquarters must be in on time.

2. The different specialists schools went on as scheduled where in students were given ~itten and pr actical examinations. The Directors of the different schools have rendered reports on the proficiency of each student including the recommendations for the posi tions these men are to occupy in their organizations. Uni t commanders will follow such recommendations of school directors as closely as possible, except in Cases where there are conflicts in ass ignment, at which time common sense should be the guiding principle. Assignment of Supply personnel should conform in so far a~ possibl e to their individual qualiÂŁications, which in the long run will redound for the be~fit of the service.

Ammuni t i on requi rements:

1. Commanders must anticipate their ammunition needs and ' submit their requests t hr ough proper channels to insure the availabilit y of ammunition to meet scheduled reqUirements. In case ammunition i s not made avai lable, after due anti ci patory planning, commanders should noti fy the next hi gher headquarters of the failure of ammuniti on suppl y.

2. Training of appropriate personnel in ammL~ition supply should follow the combat system prescri bed in FM 9-6, 10G-10, and supply policies prescribed qy thi s headquarters. ~

3. Expenditure of ammuniti on m~ be exceeded for essenti al traindepending upon t he availabi lity of ammunition.
