We arrived et Koronadal- airport about 2 orclock in the afternoon and rrere received by the offleials of the scttlcnent. Fron Saturday to Sunday I rttonded folr! nass ralLicd ln different villagcs of the settlenent. 0n Saturday afternoon, a nass rally ras held followlng e floral Farade, at Lagao. In this neetlng I took the first opporburrity of e:cplaixing the policies of the adroinistration wlth particular referencc to the Pregident I s soeial eeelioretioa progran and his deep lnterest in the success of the KoronadaL setLlement and the welfaro of the pioneers. I read to the people assenbled there the Presidenirs rnessage. There at lagao, as reIL as 1n other places, the nessage was received i*!t h enthusiasn and cheerfulness. It gave ner hopes to the scttlers. Sunday, three nress ralLieg $ere hel-d at Polonolo, Tupl and Marbel, organlzed comunities on the s ettlement. In each of those gatherlngs I devoted ny tlme orpoundLng to the people the govorrrnentrs efforts tonrard the general impr.overaentof the economic and social conditions of the people end expressod to then the Presi.dentra eerious eoncern over the economic securj_ty of thc scttlers. f also reed your messag. to them. 0n these occasions, I jnvited all those present to present thelr probl,*ns afier glvlng them assurance that I rculd present their problâ‚Źrtre to the ettention of the Pregidert .

In all these gatherings, Senator Pendatun was prcsent and addressed the people. In general he advised ttrese settl-ers not to be bothered by the present political controveriies l-n Manlla and to dedi.cate their effortg i.o the Lmprovement of their settlensrtAt only one time, at Tupi, did the Senator touch direct\r upon poJ"itics and only to deny the charges against him in connectlon with the crop loan scandal. He challenged the people to denounce hi.ll not only to the entire coutry if they kner'* of any instance where he took advaniage or profl-ted fron these crop loans He announced that he would fight Congresenan Piang transactions. whomhe accused of being responsible for the insinuations against him in connection w'ith the crop loans. Situation

in Koronadal

foronadal, as we gaw 1t, ls ln a bad state of neglect. There i.o no visible aclivity outslde of indivldual farming by the settLers. The land conslsting of 97,OOOhectares has gone to weeds and 6gon. gbthered frorn both officlals of the settleAccording to infornation ment and the settlers, the National Land SettLenent Adndnigtratj.on has been unebl e due to lack of funds, to exiend effective assistance to the settlers since l-iberat,Lon w:ith the tnceeption of loans in kind for irmediate subsistence. The laborers including the important ones, the tractor drivers, have been 1ald off resulting ln further dirninution of sefir"ices. It was disclosed that stnce llberation the NLSA has aequired 2J tra.etors out of wbich onl-y three are J.n llork animals are urgently needed as the conworkl"ng condltion. dltlon of the land makes it absolutely necessary that the settlers should have work animals, especially because the adn i 4is13311orl cannot provide tractor senrtce. Moreover, work anJ-mals are needed phases of farm work ILke carting or transportatJ.on in the dlfferent of produets frona the farms to the houses or the warehouses. They are also needed in essentlal setvices like drawlng water and haulJ.ng fuel and other corunodities needed in the da1ly l-lfe of the settLers. A! one gces around the settlsnent the condl-tion of neglect is vislble all arorurd. Half flnished buildings have been abandoned for lack of fr:nds. Machineries stal"led or in disrepair, four schools are closed for lack of teachers or appropriations to raaintaln thm. ?he roads rrhich are no better than openings through thl-ck cogon, give the !npression of lack of p).annlng and sysiematic progran of developneni. For mil-es and rniles aror:nd, one cannot see any tended plantatlon. All ls weeds, grassea and the et ernal cogon.

It is reported that they have a dumny inside the settlenent. I personally saw a rice nill and warehouge, the blggest in the cornpound, which is ovmed by a Chlnese who ls said to be the biggest buyer of rice and other pro_ ducts. Most impoltant problen of the s ettlenent is the awardlns of lots to the settlers. Not one tll1e has been lssued to the Jettlers even to thoae who are eupposed to have paid thei.r obligations. The sltuation has created serLous dlecontent and a feeting of insecurity on the part of the settlers. Accordlng to officials of the set -en ent the nork of surveylng and subdlvictlng the lot has hardly begun because of lack of funds. The general appearance of the people is that 1n splte of obvious . bandicaps and difflculties the settlers seerato be reJ.atlvel-y contented and ln good health. They are, however, loslng heart in tire onesided battle against nature with no nachinery to speak of, not having _ even carabaos, they flght rrlth thelr bare hands for survlval.
