S i r : For the information of His Excellency, I have the honor to quote hereunder resolution approved by Lhe Executive Committee of t-hePhilippine Council for Uniled States Aid, on July 2I, L9St: "RESOLVED, that Lhe Chairman b-^ aulhorlzed, as he ls hereby authorized, to sign all papers relative to Lhe relationships between pHILCUSA and the ECA, Special Technical and Economic Mlssion (STElt{), particularly the agreements definlng the use of counterpart funds for definite projects, the basic terms for the utilization of technical consultants furnished by lhe United States Government to the philippines, the conditions for the use of dollar and peso funds made available under the American military assistance (JUSMAG) to the Philippines, and other pertinent papers essential to the proper execution of the various proJects under the ECA Aid program.
