Welcome Welcome to the 2017/2018 Winter Edition of the Fernie Real Estate Magazine. Early snow can mean many things here in Fernie. Above all is the excitement for the upcoming ski season! With last year’s epic snow still fresh in our minds, many of us are keen to get an early start and engage in Fernie. The roar of the snow removal engines reminds me of the housing market in Fernie today. Real Estate in Fernie has had an exceptional ride in 2017 with demand right inside the City out pacing the inventory for the entire year. Single family homes, condos and new construction were all notably well ahead of last year’s results. The continued growth in the Fernie market, despite the failed attempts of many powerful economic forces, leads me to believe that there is a momentum that will continue to elevate our market for many years to come. You may recall in a recent article I mentioned that four significant driving forces in the Fernie Real Estate market are Coal, Oil, Snow and the Canadian Dollar. Today, we are missing only one of these factors that would lead us to a “perfect storm” Some analysts have projected that Oil will

Emotion Factor It’s almost impossible to keep your emotions out of the equation when you buy or sell a home. Being aware of them and understanding how they may influence you are key to making a good decision. It’s not surprising, really. Buying property is a big investment. How could emotions not be a part of that? And when you add in the fact that our homes are our sanctuaries, where we retreat after a long day, where we raise out children and create a lifetime of memories, separating the emotion from the logic is understandably difficult. Studies have shown that emotions can be twice as important as knowledge when 6 fernierealestate.com
it comes to our buying decisions. And while it’s important to feel an emotional tie to the place we live in, making decisions on emotion alone is not wise. The trick is realizing that emotions will play a role and working to minimize their effect. That’s where having a realtor you trust can help guide you into the right decision – and out of a wrong one. The best way to look at the situation is to see it as selling a house, and buying a home.
THE EMOTION FACTOR
When we sell Because we have so much invested in our home, both emotionally and financially, we have a lot of trouble seeing it objectively when it comes time to sell. Invariably, we think it’s worth more than the market may say it is, we gloss over its flaws, focus on its positives, and we attach greater value to any improvements we’ve made than might be justified, because we also see the time, effort and money that went into those improvements. It can take a long time before we’ll listen to outside experts, and sometimes we never do, refusing to go with a lower listing price, for instance, because we can’t detach and make a realistic appraisal. The emotional pull is also why we’re encouraged to de-personalize our home – taking down family photos, changing paint colours to neutrals, decluttering – to make the home as appealing as possible to a range of potential buyers. This depersonalizing both lets us start to let go and lets a prospective buyer visualize themselves in the space.
When we buy There are also emotional hurdles when it comes to buying. We can fixate on one thing and forget about the bigger picture. Wanting a bigger house, for instance, can mean moving farther away from work to find a home we can afford. But the longer commute that results can conflict with an often even

bigger desire: wanting to spend more time with family. In our push to own a home, it can be easy to compartmentalize expenses and minimize the costs that will be associated with fixing up, furnishing and running a household. That can lead to poor choices about how much to pay for a home in the first place. And while we may think we’re being logical in our home choice, more often than not we make a decision because the home “feels right.” The smell, layout or colours of a home we walk into can all influence us, though we may not be aware of it. Even the process of the deal can be fraught with emotion. There’s doubt and fear involved in making that leap to sign the offer to purchase: Is the price too high or low? Will we get it? Is this the right decision? There can be doubt and fear on the part of the seller as well, along with a feeling of loss, even if they’re getting a good price. And tricky negotiations can easily lead to hurt feelings. A lowball offer, for instance, can be seen as insulting. So, is there any point in asking buyers and sellers to keep their emotions in check? Certainly. Just because we know emotions will be part of the equation doesn’t mean they should rule the show. But it’s much easier to manage them – and expectations – if we acknowledge that they are a factor.

Mortgage Changes Office of the Superintendent of Financial Institutions announced that effective January 1, 2018 the new Residential Mortgage Underwriting Practices and Procedures will be applied to all Federally Regulated Lenders. Changes have already taken effect for insured mortgages (those with down payments lower than 20%) The most recent changes will affect the minimum qualifying rate for uninsured mortgages - those mortgages with a down payment of 20% or higher
Stress Testing The new guidelines will require that all conventional mortgages (those with a down payment 20% or higher) will have to undergo stress testing. Stress testing means that the borrower would have to qualify at the greater of the fiveyear benchmark rate published by the Bank of Canada (currently at 4.99%) or the contractual mortgage rate +2% (5 year fixed at 3.34% +2%=5.34% qualifying rate). These changes effectively mean that an uninsured mortgage is now qualified with stricter guidelines than an insured mortgage with less than 20% down payment. The implications of this can be felt by both those purchasing a home and by those who are refinancing their mortgage. Let’s look at what the effect 10 fernierealestate.com
will be for both scenarios:
New Home When purchasing a new home with these new guidelines, borrowing power is also restricted. Using the scenario of a dual income family making a combined annual income of $85,000 the borrowing amount would be: CURRENT GUIDELINES: Qualifying at a rate of 3.34% with a 25-year amortization and the combined income of $85,000 annually, the couple would be able to purchase a home at $560,000 NEW GUIDELINES: Qualifying at a rate of 5.34% (contract mortgage rate +2%) with a 25-year amortization and the combined annual income of $85,000 you would be able to purchase a home of $455,000. OUTCOME: This gives a reduced borrowing amount of $105,000‌ Again a much lower amount and lessens the borrowing power significantly.
Refinancing A dual-income family with a combined annual income of $85,000.00. The current value of their home is $700,000. They have a remaining mortgage balance of $415,000 and lenders will refinance to a maximum of 80% LTV. The maximum amount available is: $560,000 minus the existing mortgage
MORTGAGE gives you $145,0000 available in the equity of the home, provided you qualify to borrow it. CURRENT REQUIREMENTS:
Qualifying at a rate of 3.34 with a 25year amortization, and a combined annual income of $85,000 you are able to borrow $560,000. If you reduce your existing mortgage of $415,000 this means you could qualify to access the full $145,000 available in the equity of your home. NEW REQUIREMENTS: Qualifying at a rate of 5.34% (contract mortgage rate +2%) with a 25-year amortization, combined with the annual income of $85,000 and you would be able to borrow $455,000. If you reduce your
existing mortgage of $415,000 this means that of the $145,000 available in the equity of your home you would only qualify to access $40,000 of it. This gives us a reduced borrowing power of $105,000. A significant decrease and one that greatly effects ones borrowing power. These changes are significant and they will have different implications for different people. Goods and Services Tax (“GST�) is a tax imposed by the federal government under the Excise Tax Act. The current rate of GST is five percent (5%). It is applicable to most goods or services sold or supplied in Canada. In British Columbia, GST is a standalone tax, but in some provinces (Ontario for example) GST is combined with the provincial sales tax to form a Harmonized Sales Tax. When buying or selling real estate, you

should carefully consider whether GST applies to the transaction. In most cases it is the buyer that is required to pay GST to the seller, who then remits it to the federal government. The general rule of thumb is that GST is always applicable to a real estate transaction, unless a specific exemption applies. The most common GST exemption is for used residential housing that has not been substantially renovated. GST

A common trap to be aware of is if the property was used for nightly or short term rentals, which are common with vacation properties at ski hills or lake resorts. This is normally considered a commercial use and as such will attract GST on a subsequent sale, even if the property is not new and was being used partially for personal use. typically applies to the first sale of a new residential property, but GST will typically not apply to subsequent sales of the same property as long as it has continued to be used for residential purposes. However, if the property has a mixed residential/ commercial use, like a farm, GST may still apply to the commercial portion of the property. If the vacant land was used for business purposes, such as a farm, GST will likely
apply to the sale. It is also important to note that GST will apply to the sale of vacant land owned by a corporation, whether or not it was used in the course of a business. GST typically applies to the sale of commercial property. In some circumstances, the purchaser can elect to self-assess the GST instead of paying it and then claiming it back via input tax credits. GST is an important issue in all real estate transactions. Determining whether GST applies to a transaction should be done before a purchase and sale contract is signed. Although Calgary will continue to be their main home for now, teacher Mary-Sue and Grace plan to spend most of the summer in Fernie, while travelling salesman Curtis is on the road. The family—along with their two fox red labs, 5-year-old Lucy and 7-monthold Tucker—are excited to explore the valley’s trails by snowshoe and join in at community events and clubs. They sampled stream fishing in Fernie this past summer and are keen to get back on the water in spring. In time, says Curtis, they are open to the possibility of relocating permanently. For now, they are happy to soak up the Fernie factor and enjoy their little piece of paradise.
