ItisdrivenbytheevidencedneedsofCornwall&IslesofScilly businessesandinformedbylocalstrategicprioritiessuchasthose laidoutintheLocalIndustrialStrategy,Vision2030,Ten OpportunitiesandtheGoodGrowthInvestmentPlan

StatisticsfromONS,Lightcast,curriculummapping,gapanalysis, ongoingbusinessengagementandothersourcesarealsousedto ensurethatimprovementswillbemeasuredandmeaningful.

Stage1:Development(September2022–July2023)

LocalSkillsImprovementPlans(LSIPs)aimto:

•placeemployersattheheartoflocalskillssystems;

•facilitatemoredirectanddynamicworkingarrangementsbetweenemployers andproviderstohelpensureprovisionbettermatchesemployerneeds;

•enablelearnerstogaintheskillstheyneedtogetgoodjobsandincrease prospects;

Sinceautumn2022,employerrepresentativebodies(ERBs)haveengagedthousands oflocalbusinessesregardingtheirskillsneeds,helpingthemtoforgenew,dynamic relationshipswithlocalprovidersandstakeholders.

Beingemployer-ledandlocallyowned,LSIPsareuniquelyplacedtosetoutthekey changesneededinalocalareatohelpmaketechnicaleducationandtrainingmore responsivetolocalemployerandlabourmarketneeds.Furthermore,toensurereal tractionwithkeystakeholders,LSIPshavebeenplacedonastatutoryfooting,through theSkillsandPost-16EducationAct2022.

On11August2023,all38areasofthecountrypublishedtheirLSIPs.

LSIPs:KeyFindingsandAnalysisfromacrossLSIPs

ThePlanscontainawealthofemployerintelligenceregardinglocalskillsneedsandthetypeofchangesthat localareasareproposingtomeettheseneeds–andDfEisusingavarietyofmethods,includingartificial intelligence(AI)/largelanguagemodels(LLM),tohelpidentifyandanalysethemesacrossall38LSIPs.

NOTE:LSIPsdonotaimtoprovidespecificorquantitativeoutputofthenumbersofjobs/skillsexpectedinanarea.Itis notpossibletocalculatetheaggregatelocalskillsplanwithquantitativeoutput.

Stage2:ImplementationandReview(August2023–March2025)

•Theobjectiveofstage2isembedding theLSIPprocessinthelocalskills system.EachdesignatedERBwillbe expectedtogalvanisecollaborativeaction withlocalemployers,providersand stakeholders,tosupportthedeliveryofthe actionableprioritiesandtheroadmapset outintheLSIP.

•ThedesignatedERBsneedtoregularly reviewtheirLSIPandwillbeexpectedto provideanannualprogressreportinJune ’24and’25.

•ThenextdevelopmentphaseforeachLSIP willcommencefollowingcompletionofthe SpendingReviewin2025–wehavealso committedatthispointtoreviewingallthe LSIPgeographiesand,whererelevant, runningnewcompetitionsforERBs.

TheRoleofKeyStakeholders

•Employers:toengage,expresstheirskillsneeds,helpshapeprovisionandincreasetheir investmentinskills(bytakingonapprenticesetc)

•Providers:toimprovethealignmentoftheirprovisiontolabourmarketskillsneeds

•JCP,NationalCareersServiceandCareersandEnterpriseCompany:toworkwiththeERB leadingtheLSIPtohelpidentifyandshapelocalsolutionsresignpostingcitizenstocareersand relevantlearningopportunities

•MCAs,LEPsandLAs:tosupportERBsbyprovidinglocaleconomicdataandanalysisandby shapingtheirstrategiesaccordingtotheemployerneedssetoutintheLSIP

•DfETerritorialTeams:tosupporttheLSIPsTeamandERBsbyprovidinglocalareaknowledge (particularlyreskillsproviders)

•NationalSectorandTradeBodies:toengagewithERBstohelparticulatelocalskillsneeds.DfE canhelpsharedetailswithallERBsifrelevantandnecessary.

LocalSkillsImprovementFund(LSIF):PolicyAims

LSIPsaresupportedbythe£165mLocalSkillsImprovement Fund(LSIF),whichwillhelpFEprovidersacrossageographicarea respondcollectivelytotheprioritiesintheLSIPs.

TheLSIFisdesignedtosupporttransformationalactivityacrosseach ofthe38geographicareascoveredbytheLSIPsandbuildsonthe StrategicDevelopmentFund(SDF)whichwaspilotedin2021-22and rolledoutacrossEnglandin2022-23.

Atleast£2.5mLSIFfundinghasbeenmadeavailabletoeacharea, withmanyareasabletoapplyforahigherleveloffunding,reflecting theirlargerworkingagepopulation,aswellasexistingattainmentand productivitylevels.

LSIFfundingwillhelpplugsomeofthekeyskillsgapsemployers identifiedthroughtheLSIPsby:

•providinginvestmentinnewfacilitiesandequipment

•fundingthedevelopmentanddeliveryofnewcoursesand curriculum

•supportingexcellenceincollegeleadership,governanceand teachingtocreateasustainableapproachtoaddressinglocalskill needs,particularlyatlevels3to5
