Objectives

Evaluate the impacts of the Electricity Connection Regularization Pilot Project for Paraisópolis community: •Attitudes and awareness about the use of electricity; •Payment of light utility bills; •Satisfaction with the electrical power service; •Perception of changes inside the community as a result of the pilot activities. Disseminate project results through a case study and an international workshop.


Areas of investigation

 Sociodemographic profile of households.  Survey on the households’ physical conditions.  Budget, Expenses and Relationship with Light Utility Bills.  Overall satisfaction with the Pilot Project.  Perceptions about electricity: Safety, Quality.  Project’s Communication: Visits, Lectures.  Perception of social and economic changes after the Pilot Project.  Receipt of: new light bulbs, refrigerators, and rewiring.  Satisfaction with Rewiring and Refrigerators processes.  Predisposition to buy a new refrigerator and to finance household appliances.

Characteristics •

The sample profiles of each segment confirm the difficult life conditions of the population seen by the Pilot Project: –12% live on a monthly family income of up to 1 minimal salary, –31% are in the informal work area, and –36% live in homes with 1 or 2 rooms.

In spite of that, the possession of electrical appliances is high, mainly Refrigerators, Blenders, Clothes Iron, and Television.

In virtually all the variables of this block, the segment “General Treatment” shows more favorable life conditions than the others, which also reinforces the adequacy of the criteria adopted by the Pilot Project for selecting the households receiving differentiated treatments, with Rewiring and/or Refrigerator. According to the collected data, these households really had higher need for additional support from the project.

On the other hand, this difference of socioeconomic profile among the treatment segments makes it more difficult to evaluate the Pilot Project’s impact.

Monthly Expenses & Household Budget •

The Light Utility Bill is the second most present monthly expense, just behind Food and a lot ahead of Water, Gas, and Telephone Utility Bills. However, it is positioned below in the ranking of expenses considered as the highest, far below the Telephone Bill. The exception to this tendency takes place in the segment receiving Refrigerator+Rewiring..

When the interviewed think of the expense they would leave unpaid in 1st place, the Telephone Bill and the Light Utility Bill share the top of the ranking, with the former more often mentioned in the “General Treatment” and the second in the “Refrigerator+Rewiring”. However, by summing the three mentions, Light Utility Bill becomes the one most liable to delinquency, except for the segment “General Treatment”, where it continues to share this position with the Telephone Bill.

Information Level e Exposure to the Project •

Even among households benefited with Rewiring or Refrigerator, Awareness about the “Paraisópolis Electrification Project” does not reach 100%. Seemingly, it is not just a matter of “landmark”, because these results are obtained after a brief explanation of the project

Data about the occurrence of the visits previewed in the project to households, according to the interviewed family heads and homemakers’ recall, may help explain this awareness gap: 8% (a mean driven by the 12% in the segment “General Treatment”) cannot recall the visit for the household Registration, and only 38% in the segment “General Treatment” recall a visit for Wiring Diagnosis.

The recognition of having received the 5 visits previewed in the Pilot Project ranges from 23% in the segment “General Treatment” to 65% in the segment “Refrigerator+Rewiring”.

Anyway, the project achieves a high awareness rate, and most importantly, this is accompanied by a spontaneous pertinent and consistent content

Communication about energy saving • Seemingly, the rewiring treatment caused higher recognition, in these households, about lectures and visits performed with the purpose of making them aware of and educating them about energy savings. This occurred even when verifying that the actual attendance to lectures was even lower among residents in this segment with Rewiring. • Lectures are more often recalled (mean, 56%) than the Visits by the agents wearing “Eletropaulo in the community” T-shirts (mean, 38%). • Among those recalling lectures or the agent’s visit, a good use of these actions is verified, with high replication level of pertaining contents, mainly of very specific aspects such as “not take long in the shower” , “not forget light bulbs on”, and “save by reducing the use of household appliances/electronic appliances”. Probably, this is why these communications are considered so important by our interviewees. • Finally, the high level of spontaneous mention (recognition) of two essential motivations for the project in conveying these pieces of information about energy savings should be noted: Help keep the light utility bill low and help the community be able to afford their light utility bills.

Awareness about the distribution of new refrigerators to some households is much higher than about rewiring events among those not directly benefited with neither of the additional treatments (52% to 90%).

This differentiated recognition is also confirmed when we see that 70% of the households receiving the refrigerator only are aware about rewiring, while 96% of the households receiving rewiring only are aware about refrigerators.

The authorship/responsibility for the project is known by 52%, in average, although there is some confusion with the City Hall.

Overall satisfaction with the project is very high, with the mean of 62% in the level of “fascination” (sum of the two highest scores, 9+10). The positive strength, reflected in the spontaneous mentions in all of the segments, of the perception of the end of accidents with illegal wiring is striking. In addition, the improvement of electric power quality after the project is evident in the results, ranging from 83% in the segment “General Treatment” to 98% in the “Refrigerator+ Rewiring”. Also, among the households receiving rewiring, problems with electric power, previously more serious, have virtually disappeared.

Satisfaction with the Project

In the segments with additional treatment, of Rewiring and/or Refrigerator, satisfaction levels with the specific actions of the Project – Educational Initiatives, Rewiring (among those receiving) and Refrigerator (among those receiving) are extremely high, ranging from 75% to 98% in the level of “fascination”.

In the segment “General Treatment”, it is also observed a more positive opinion about the specific initiatives of the Project, reaching almost unanimity when it comes to rewiring and refrigerator replacement.

There is a clear perception of improvement of life among the households benefited with rewiring and/or refrigerators and of energy savings after these Project’s initiatives.

All this explains the project obtaining a recommendation rate ranging from 83% in the segment “General Treatment” to as high as 98% in the segment “Refrigerator+Rewiring”.

When, in the beginning of the interview, residents are asked about recent positive e negative changes in the community, an impressive picture of spontaneous recognition of the impact of the Project in electricity issues is obtained.

In addition, all of the potential stimulated effects, whether they are relative to the quality of energy or the safety at home and in the community or even the regularization of households, are perceived as very advantageous by more than 80% of interviewees.

The Segment “General Treatment” tends to recognize, in a little less intense manner, advantages as well as overall improvement of safety in their homes and for those living in the same region, although at levels of 72% and 80%, respectively

On the other hand, the negative argument with the highest adhesion is that of ‘who will gain with this is the electric power company’ (39% t2b).

In terms of expected effects, helping the community to become part of the formal society e saving energy positively stand out. At the same time, there are no negative expectations at a significant level. Interviewees of the “General Treatment” group are, once again, those who have less optimistic opinions, although still with a quite positive overall scenario of expectations.

Thus, residents of the participant households expect, in their vast majority, that Paraisópolis Electrification Project beings many more benefits than losses to the community.

Only 13% of interviewees state to have left one of the two last light utility bill unpaid, although other 31% say that payment required great effort (that is, it is possible to imagine that in a little “tighter” month, they would not be able to pay it). Both percents rise significantly in the segment “Refrigerator+Rewiring”.

Over half of the sample that was not benefited with new refrigerators has the same one for 5 years or more, with about one third of them having bought a second-hand refrigerator. In this context, the proportion planning to change their refrigerators within the next 2 years, between 32% and 41%, seems relevant

Upon the disseminated awareness that old refrigerators spend more energy (over 85%), the strong predisposition of these Paraisópolis residents to adhere to a financing to replace the refrigerator or other low-consumption household appliances is understandable, with extremely high probability of adhesion from 33% among those with “General Treatment” and rising to 48% among those who were benefited with rewiring.

The Electrification Pilot Project in Paraisópolis community obtains very positive results in terms of perception from the approached residents, independently of having receiving benefits such as rewiring or refrigerator replacement or not. The overall levels of “fascination” and those by the Project’s action range from 62% to 95%. The perception of improvement in the energy quality reaches a mean of 77%, with almost 100% among those who had their electrical installations rewired. Residents of the households receiving additional treatment show significantly more positive opinions about the project than those of households that participated in the general treatment only. This difference continues even when the socioeconomic level of households is controlled, once the general treatment segment has clearly better life conditions than the other ones, which could influence their opinions. By only considering the Class D households of the four surveyed strata, therefore, an increase of overall satisfaction with the Project persists among residents receiving rewiring or new refrigerator. In addition to the benefits, one can draw the hypothesis that the closer contact with the Project of the households involved, through the rewiring and refrigerator replacement processes, helped to better convey the objectives of the Project to these segments, giving them a stronger perspective of gain for the community.

Although not reaching the totality of the households involved, the Project’s recognition exceeds 80%, with half being aware of the main responsible people. Other results indicate that the communication, including educational activities, succeeded in building a consistent information base about the Project’s objectives and about energy savings. In terms of perception of the impact on the community, the strong presence of safety increase in that accidents with illegal wiring have ended, which was commonly spontaneously mentioned is surprising. In addition, all of the supposed advantages from regularization achieved at least 80% of agreement. . Despite this frankly positive scenario of opinions, the risk for delinquency from this public affected by the pilot cannot be underestimated, as almost the totality of them reports to be already adopting energy saving measures but still there are 12% who could not afford the last light utility bill and 31% who had to make great effort to pay. Further analysis of the Budget structure of these households, with a potential monthly financial planning support and the continuity of the educative work, could be an interesting “maintenance” step for the project.
