THE DISTRICT Heeding the struggles of D.C. residents hassled while ordering beers or trying to board flights, the city government is ditching “District of Columbia” on driver’s licenses and reverting back to “Washington, D.C.” The appearance of the city’s formal name on licenses since 2013 has been blamed for confusion, with reports of concessions staff at sporting events, clerks at liquor stores and even airport screeners apparently thinking denizens of the nation’s capital were presenting ID from Colombia or another distant land. Many licenses already say Washington, D.C., because they were issued before 2013 and haven’t expired. “The Administration determined ‘Washington, D.C.’ better represents the city and will reduce confusion in other jurisdictions,” said Lucinda Babers,

The Transportation Security Administration included instruction on recognizing D.C. licenses in its training sessions after reports of agents who weren’t sure whether to let residents with

And the National Football League sent its teams photos of the old and new D.C. licenses to share with concessions staff after a constituent complained to D.C. Del. Eleanor Holmes Norton that he was asked to fork over a passport while trying to order beers at Metlife Stadium in New Jersey. “Poor things, they are going to have to be untrained now,” Norton joked. Help name National Zoo’s baby cheetahs The National Zoo is running a contest to name its baby cheetahs. The voting ends Friday at noon and the winning names will be chosen Saturday. The zoo has CBS hosting the voting on the cheetahs’ naming. Two litters of cheetahs were born last month at the Smithsonian’s Conservation Biology Institute in Virginia, 10 of which survived. At the zoo, officials said the baby cheetahs are doing well. A zoo spokesman said they were “healthy and thriving.” They will receive their first vet exam in six weeks. (TWP)

A D.C. apartment is squashing a political feud of sorts. WTTG-TV reports the complex across from Nationals Park recently reminded residents it’s a lease violation to hang anything off a balcony after two residents put up signs with competing political messages. Aman Dhanda said she spent several months living beneath an apartment with a Donald Trump banner. So she put one up herself. It just said “nope,” with an arrow pointing upward. (AP)

White House sidewalk access being restricted The U.S. Secret Service says it is restricting public access to a sidewalk south of the White House to make it harder for people to get onto the grounds. The agency says restrictions will help officers respond to potential hazards, including fence jumpers. The changes went into effect late Wednesday. A busy year for demonstrations could cost the District millions if Congress doesn’t act THE DISTRICT The major protests in D.C. that have greeted President Trump’s first year in office are set to return in force, continuing an already expensive year for city officials who work to keep people safe during mass gatherings. With polls showing Trump facing unusually strong disapproval of his agenda in the first 100 days of a presidency, organizers are promising spring rallies for a variety of mostly liberal causes, including science, climate change, immigrants’ rights, gay rights and arts funding. Last weekend, demonstrators called on Trump to release his tax returns. D.C. officials are accustomed to accommodating First Amendment demonstrations. But there’s a real chance the city will burn through the money it gets every year from Congress to cover

police overtime and other costs. For local law enforcement, responding to protests is usually no big deal. The violence around Trump’s inauguration, when a group of self-described anarchists broke windows at downtown businesses and set fire to a limousine, was unusual and led to hundreds of arrests. No one was arrested during the Women’s March on Washington, which drew hundreds of thousands of people the day after Trump was sworn in, making it one of the largest demonstrations in the city’s history. “It’s the nation’s capital. It’s where people come to voice their grievances with the government,” Metropolitan Police Department Chief Peter Newsham said. “We welcome that.” The bean-counting, handled by the city’s homeland security department, is the tough part.

The increase in the number of requests the National Park Service has received this year for permits to protest on D.C.’s federal land over the number at this time last year, said Mike Litterst, a spokesman for the agency. The agency had received 197 permit requests for demonstrations as of April 19, compared with 148 at the same time in 2016. (THE WASHINGTON POST)

Congress sets aside money every year to reimburse the city for the cost of First Amendment activities. That number fluctuates yearly but is usually around $15 million, said Christopher Geldart, the city’s former homeland security director. The biggest cost is police overtime; the department pays officers extra to staff demonstrations so it’s not taking anyone off regular patrol. For the current fiscal year, Congress has set aside $14.9 million to reimburse the city, and $3.8 million of that had already been spent by Jan. 1, which doesn’t include the women’s march. The city is also still seeking reimbursement for what it spent on the

inauguration. While Congress allocated $19.9 million, the city spent more than $30 million. By contrast, Congress gave $50 million to the cities that hosted last year’s presidential nominating conventions — much smaller events than the inauguration that attract a fraction of the crowd. Geldart said that if Congress fully reimburses D.C. for the inauguration, there should be enough to pay for the women’s march and all the other planned demonstrations. But there’s no guarantee D.C. will be successful with a Republican Congress. It’s also not clear which protests will gather momentum. City officials track bus, train, air and hotel bookings to get a sense of what to expect. For the hospitality industry, demonstrations are a mixed bag, said Elliott Ferguson, who heads Destination D.C., the city’s tourism bureau. On one hand, the crowds spend money at hotels and restaurants while they’re in town. But international visitors could also be turned off if they perceive Washington as a cauldron of dissent. “If you’re marching for immigration rights or whatever the case is, and it’s tied to Washington, then it becomes, ‘All bad things happen in Washington, D.C.,’ ” Ferguson said. The demonstration Thursday was intended as a protest against federal interference with states that have legal marijuana. Possession of up to 2 ounces of pot is legal in D.C., and the demonstration was held on city land rather than federal land in an attempt to comply with that law. local Union dissent highlights challenges Wiedefeld’s turnaround plan faces TRANSPORTATION General Manager Paul Wiedefeld’s ambitious rescue plan for Metro drew a generally positive response Thursday, but a bitter dissent from the agency’s largest union was a sign of the formidable obstacles he faces. Wiedefeld’s recommendations are “bad for riders, bad for workers and bad for the region,” ATU Local 689 said in a statement. The union, which represents about 9,200 Metro workers, said Wiedefeld’s plans to outsource services and provide less-generous pensions to future hires aim “to balance the agency’s budget on the back of [Metro’s]

hard-working employees.” Overall, however, elected officials, transit advocates and business groups praised Wiedefeld for offering what many called a “reasonable” plan that deals head-on with the tough challenges facing the transit agency. Although many disagreed with individual details, and the region’s top Republican officials were distinctly skeptical, most welcomed Wiedefeld’s call for new taxes or other dedicated funding sources to channel an additional $500 million a year to Metro. The money would go to buy new railcars, buses and other equipment, and to perform the maintenance necessary to restore service quality. “This proposal appears to be a realistic and responsible contribution to the regional discussion

Cherokee Nation files suit over opioid scourge HEALTH Lawyers for the Cherokee Nation filed a lawsuit in tribal court Thursday accusing the nation’s top drug distributors and pharmacies of flooding communities in Oklahoma with hundreds of millions of addictive pain pills. The suit alleges that the companies violated sovereign Cherokee laws by failing to prevent the diversion of pain pills to the black market, profiting from the growing opioid epidemic and decimating communities across the nation’s 14 counties in the state.

It is the first time an Indian nation has filed suit against companies for the damage done by powerful pain pills such as oxycodone and hydrocodone. The suit names the three largest drug distributors in the United States: McKesson, Cardinal Health and AmerisourceBergen. Also named are some of the biggest names in the retail drug business: CVS, Walgreens and Wal-Mart. Lawyers say that the drug distributors and pharmacies knew or should have known that the amounts of drugs they

were sending and dispensing to the Cherokee Nation were suspicious. In 2015, the lawsuit says, nearly 845 million milligrams of opioids were distributed in the Cherokee Nation. That is enough to provide every adult and child with 955 5mg pills — one of the most commonly prescribed doses. A Slovakian company called AeroMobil on Thursday unveiled its version of a flying car, a light-framed plane whose wings can fold back, like an insect’s, and which operates with a hybrid engine and rear propeller. You can preorder your own later this year, but it won’t be cheap — between $1.3 million and $1.6 million. You would also need a pilot’s license. Several companies are working on flying cars, either like AeroMobil’s two-seater, which needs a runway (not the highway), or others that function more like helicopters, lifting off vertically. The AeroMobil has a driving range of about 62 miles and a top land speed of 99 mph. When flying, its maximum cruising range is 466 miles. GM plant in Venezuela seized as protests swell Action may be attempt to provoke U.S., distract from opposition rallies VENEZUELA General Motors announced Thursday that it was shuttering its operations in Venezuela after authorities seized its factory in the country, a move that could draw the Trump administration into the escalating chaos engulfing the South American nation after days of deadly protests. The plant in Valencia was confiscated Wednesday as antigovernment protesters clashed with security forces and progovernment groups in a country battered by economic troubles, including food shortages and

triple-digit inflation. Three people were killed and hundreds arrested in the deadliest day of protests since the unrest began three weeks ago. GM called the expropriation of its factory “an illegal judicial seizure of its assets.” The company, which employs nearly 2,700 workers in the country, isn’t the first foreign firm whose assets have been confiscated by Venezuelan authorities, but those actions have typically been preceded by repeated public threats from the socialist government. Venezuelan officials offered no explanation for the country’s seizure of the GM facility, but the timing of the move suggests President Nicolas Maduro may be looking to escalate tensions

with the U.S. and blame his government’s struggles on a brewing confrontation with the Trump administration. Maduro claims his opponents are colluding with U.S. authorities to overthrow him, and he has placed Venezuelan security forces on high alert. But it was unclear if the GM seizure was meant as some form of retaliation for the alleged plots. A Silicon Valley perk: Time off for activism Silicon Valley companies have long been known for employee perks, such as free massages or dog-friendly offices. Now some are adding another incentive to attract and retain workers: paid time off to protest or engage in other political activism. The new policies come as some tech companies take a stand against President Trump’s goal of tightening restrictions for foreign workers, who play a huge role in Silicon Valley. Fauna, a database startup based in San Francisco, recently began allowing its 13 employees to take unlimited paid leave to participate in rallies or other civic activities. “Since there’s been such a divide in our country, we felt we should be very explicit about our policy,” said recruiting and retention director Amna Pervez, adding that the company also provides unlimited vacation time. Paris A gunman opened fire on French police Thursday on a renowned Paris boulevard, killing one and wounding two others before being fatally shot himself in an incident that shook France just three days before a crucial election. The French Interior Ministry, confirming the shooting, said two police officers were “seriously wounded” and that security forces gunned down the attacker. The ministry said the person fired on a police car. Through the Islamic Stateaffiliated Amaq news agency, ISIS claimed responsibility for the attack, saying that it was carried out by a Belgian national identified only as Abu Yusuf. A spokeswoman for the Paris police, Johanna Primevert, said the gunman attacked police guarding an area near the Franklin Roosevelt metro station Thursday night at the center of the heavily traveled ChampsElysees avenue, The Associated Press reported. But even when he does get healthy, it’s unclear if Schmidt will come out of the lineup because his speed is wellsuited for this series. For Schmidt, this is a sort of reward for his steadfastness. A year ago, Washington dealt for Mike Weber at the trade deadline, cutting into Schmidt’s playing time down the stretch. When Schmidt had a costly turnover in the postseason, he was benched. This season, Schmidt was a regular, one of the Capitals’ most improved players on the blue line. But he got pushed out of the rotation by the trade-deadline addition of Kevin Shattenkirk. Schmidt, who is in his fourth season, remained patient as the team’s seventh defenseman, and he’s played even better in the opportunities he’s had since Shattenkirk came aboard. The game is slated to be the Thursday night contest, a game the NFL added in 2006 to complement its traditional doubleheader hosted by the Lions and the Cowboys. It will mark Washington’s 10th appearance on Thanksgiving, including last year’s 31-26 loss in Dallas. ‘Fire’ power: One bad film does not doom a director I can’t say I was looking forward to seeing “Free Fire.” On the surface, it had enough going for it — I like the main cast, specifically Brie Larson and Armie Hammer. It’s a comedy, and it’s short, which are two things I like. What worried me actually wasn’t a what — it was a who. I hated “High-Rise,” “Free Fire” director Ben Wheatley’s last film, to the point where the fact that he had directed two really good episodes of one of my favorite TV shows, “Doctor Who,” was no comfort. The bloviating, selfabsorbed “High-Rise” made

me think Wheatley might not have what it takes to work on the big screen. After watching “Free Fire,” I’m ready to admit I was wrong. The film has a very simple setup: Various underworld people of various levels of intelligence (among them Larson, Hammer and Cillian Murphy) gather in a warehouse for a gun deal. The gun deal goes wrong. Everyone begins shooting at each other. Also, it’s very funny. Here’s the thing I didn’t like about “High-Rise,” which was a big, stinking pile of metaphor starring Tom Hiddleston: The story was secondary, sacrificed on the altar of style.

It was a glossy, slick film — so slick that it left nothing for its audience to grab onto or be invested in. In “Free Fire,” which Wheatley co-wrote, the director’s style serves the story. The frenetic shootout scenes — which felt like a more chill version of 1998’s “Lock, Stock and Two Smoking Barrels” — were nicely balanced with scenes where characters and audiences both could take a breath, reload and maybe make a few quips. The 1970s setting not only gives the film a visual flair (do they make facial hair like they used to? No, they do not) but makes narrative sense; one cellphone and the whole plot falls

apart. The minor characters are well-drawn. The major ones are vividly memorable, particularly Hammer’s chic, pot-smoking gun dealer and Larson as the only girl in the clubhouse (if there were an Oscar for outstanding performance of an eye roll, she’d be a shoo-in). What I liked best about “Free Fire,” though, is that it’s a reminder of a simple fact: Directors can get better. It’s easy to assume that good directors emerge fully formed from the head of Orson Welles, but helming a movie is just like any other job: Work, time and training almost inevitably lead to improvement. I don’t know what Wheatley did in the time between “High-Rise” and “Free Fire,” but whatever it was, it strengthened his weaknesses and honed his strengths. Why does the film include a section on World War I? I thought it was very important to introduce this idea of mechanized death, and that this [city] is a product of a so-called “civilized” society. So the city’s existence would contradict the idea that Europeans were the most advanced society? [Fawcett] was a total threat to the entire belief system. There had probably been a very elaborate, rich culture in South America … that the Spanish and the Portuguese had pretty much destroyed. How do you write a true story when you don’t actually know the ending? I don’t think there’s any question about what happened. There was a group [of indigenous people]. He ran into them. That was it. The whole idea that they’re savages, that they kill white people — there’s a reason.

Anything but ‘Unforgettable’ FILM REVIEW Would anyone who works for an online business really not have a Facebook account? The toxicrelationship thriller “Unforgettable” hopes viewers won’t notice its pesky plot holes, but despite a mostly uninspired cast, this predictable film eventually builds a campy momentum. We meet a scarred, shaken Julia (Rosario Dawson) in classic noir style, as police interrogate her about a murder she claims she didn’t commit. Well, how does she explain all those Facebook messages she exchanged with the victim, her abusive ex-boyfriend? The plot unfolds six months earlier, when Julia is leaving a job at an online storytelling company to move to San Francisco with her fiance, David (Geoff Stults), and his daughter, Lily (Isabella Rice). Unfortunately, David’s ex-wife, Tessa (Katherine Heigl), doesn’t hide her contempt for her replacement, belittling her at every opportunity. When Tessa learns that her rival isn’t on Facebook (there are such people, but in this context it doesn’t make sense), she creates an account for her and contacts Julia’s ex-boyfriend, setting in motion a lurid and ridiculous social media melodrama. The film ramps up the horror of domestic tensions between and

within families. Tessa, it turns out, has never been able to live up to the expectations of her upperclass milieu or of her demanding mother (Cheryl Ladd). Veteran

producer Denise Di Novi, for her first feature as a director, observes two women buckling under enormous pressure. It’s too bad that Heigl isn’t up to the demands of her role. While she exudes physical strength, her doe eyes lack the severity to make something truly threatening out of the kind of role that screen legend Joan Crawford could have performed in her sleep. The film’s men are even less distinct. Stults is barely distinguishable from Julia’s mildly sneering ex (Simon Kassianides).

Perhaps surprisingly, television veteran Ladd injects a bit of much-needed life into the film. But as Tessa’s pathological machinations descend into nearly slapstick violence, you wish for more vivid performances to fill out this live-action Road Runner and Wile E. Coyote battle. “Unforgettable” borrows elements from film noir, Lifetime movies and slasher flicks, and updates them for the internet age. FILM REVIEW In “The Promise,” intense hidden emotions are suddenly unleashed, threatening plans, vows and even lives. Oh, also, there’s a war. Financed by ArmenianAmericans, “The Promise” highlights what it presents as the murder of 1.5 million Armenians by the Turkish government in World War I. (The government of Turkey has refused to acknowledge the violence as genocide.) But all the horrors in this film are shown mostly as the backdrop to a love triangle. When the tale begins, it’s 1914 and Michael (Oscar Isaac), a pharmacist, accepts an arranged engagement to a woman he doesn’t know so he can use her dowry for tuition to go to medical school. Arriving at the big-city home of his wealthy uncle, Michael is immediately smitten with his young nieces’ dance teacher, Ana (Charlotte Le Bon). Both Michael and Ana are Armenian. But Ana already has a boyfriend: American journalist Chris (Christian Bale). Meanwhile, amid all the swooning, the film does depict individual executions and mass slaughters, but it dials back the carnage to PG-13. It also has some touching scenes, including a partly happy ending, but such moments are dramatically limp. Attempting to make an atrocity palatable to a mainstream audience, “The Promise” delivers the history, but undercuts its impact. MARK JENKINS (TWP)
