GOP Divided on Shutdown Threat Factions are split on Obamacare strategy before budget battle

Congressional Republicans struggled to tamp down a family feud Thursday as they approached a politically charged showdown with the White House that combines the threat of a government shutdown and the GOP’s bid to repeal the nation’s 3-year-old health-care law.

One day after conceding that the Democratic-controlled Senate probably would not allow a repeal, Sen. Ted Cruz, R-Texas, still vowed to do “everything and anything possible to defund Obamacare.” That includes a possible filibuster of legislation to prevent a partial government shutdown, Cruz added.

That was a step further than Sen. Mike Lee of Utah — Cruz’s partner in a run of “Defund Obamacare” television commercials — was willing to go. President Barack Obama’s health-care law “is not worth causing a shutdown over,” he said.

Washington Republican Sen. John McCain insisted he is “more pro-Russian” than Russian President Vladimir Putin, accusing Putin of corruption and repression in an opinion piece for a Russian news website — an answer to the Russian leader’s broadside last week in The New York Times.

“I am pro-Russian, more proRussian than the regime that misrules you today,” McCain wrote. “I make that claim because I respect your dignity and your right to selfdetermination.

Storms Wreak Havoc in Mexico Death toll rises to 97, not including dozens buried in mudslide

With a low, rumbling roar, an arc of dirt, rock and mud swept down the hillside in the remote mountain village of La Pintada, Mexico, sweeping houses in its path, burying half the hamlet and leaving 68 people missing in its mad race to the river bed below.

Monday’s tragedy was one of the harshest results of twin weekend storms that struck Mexico, creating floods and landslides across the nation and killing at least 97 people as of Thursday — not counting those buried in La Pintada.

Interior Secretary Miguel Angel Osorio Chong told local media that conditions were still so unstable in La Pintada on Thursday, three days after the slide, that rescuers hadn’t been able to recover any bodies yet.

Elsewhere, government photos show major mudslides and collapsed bridges on key highways, including the Highway of the Sun, a major four-lane expressway that links Acapulco to Mexico City. All of the main arteries to the Pacific Coast resort town remained closed Thursday.

So isolated is Acapulco that cargo ships have been contracted to supply food to the city by sea.

The cynical truth is that the Navy Yard murders had neither the kinds of victims nor the story that sustains media interest and public revulsion.

TV news trucks frame a memorial Thursday near the Navy Yard, but the rampage dropped out of the spotlight earlier this week.

48 hours after a gunman murdered 12 people in another U.S. bloodbath, the national news media had other things on their minds.

On Fox News, the midday panel discussed something called “the Hiccup Girl trial.” Yahoo.com’s lead story was about the early retirement of an NFL player. MSNBC had the jump on a “brain-eating amoeba” affecting someone, somewhere in Louisiana. CNN coupled coverage of the shooting’s aftermath with live updates about the safe return of an abducted 14-year-old girl in Georgia.

This was a day after Britney Spears appeared on “Good Morning America” to announce her new Las Vegas show. “Only on GMA!” the promo bragged.

No one announced a telethon for the Navy Yard victims or broke out ribbons of any color. Major League Baseball briefly considered playing

a game Monday a few blocks from where the bodies lay. No problem: The Nationals played a doubleheader Tuesday, instead.

The desire to get back to something else is understandable; the news from the Navy Yard was grim.

But the national news media’s fastfading interest suggests there was something ordinary and familiar about Monday’s body count.

It’s not just that we’ve seen this before, even though we have: There were 78 mass public shootings in the United States between 1983 and 2012, according to a Congressional Research Service study, which totaled 547 dead and 476 injured.

But not all senseless crimes are equal in the national consciousness.

It’s as though the events of Monday morning, after the first breathless reports, failed to jog the media’s central nervous system and, by extension, the public’s, into a sustained response.

The relative nonreaction might be explained by what Monday’s tragedy was not. It wasn’t Tucson, with its six dead and its now-famous survivor, former congresswoman Gabby Giffords. It wasn’t Aurora, Colo., with its anyone-could-have-beenthere locale, a movie theater. Nor was it Columbine or Virginia Tech, with so many promising young lives cut short, nor Fort Hood, nor Boston, with the specter of terrorism.

And it wasn’t Newtown, Conn., with its monstrous slaughter of small children and the adults who had taught and protected them.

The cynical truth is that the Navy Yard murders had neither the kinds of victims nor the story that sustains media interest and public revulsion.

Those who study crime can tell you what excites and interests the public, which is not just titillation.

Outrage is important. The Navy Yard murders had only one of these dimensions: They occurred in the District, amid the national media, making them instantly visible.

Beyond that, ennui.

Some of the mystery of the crime died with the alleged shooter, Aaron Alexis. He will have no perp walk, no long and agonizing court trial.

He appears not to have been an ideologue or a terrorist. He was a young man with demons and guns; we have seen his kind before, in Jared Loughner, James Holmes and other infamous shooters.

He was also African-American, and this apparently matters, says criminologist James Alan Fox. “It’s not nice to say it, but white America tends to be more intrigued about the minds and motives of white murderers,” said Fox, a professor at Northeastern University. “There have been black [mass shooters], but it’s hard to remember who they are.

The D.C. sniper is an exception.”

Fox, who has been studying mass murder since the early 1980s, sees a dismaying jadedness in our national response to such spectacular acts of inhumanity. Even as overall gun violence has fallen, what shakes the nation has graduated, higher and higher, he says.

“When four people were killed [in a shooting], it was always covered” nationally, he said. “Of course now, four people doesn’t get covered. It doesn’t rate.”

Reports indicate team was told to leave scene of shootings Washington U.S. Capitol Police officials have launched a review of reports that tactical team members were ordered by their commanders to leave the scene after they responded to the mass shooting Monday at the Washington Navy Yard.

A Capitol Police officer, who spoke on condition of anonymity, said he thinks officers could have made a quick entry into the building where a gunman opened fire,

killing 12 people.

“We were definitely the closest tactical team in the city,” the officer said. “They were ordered to disengage and turn back. For what reason, we don’t know.” A statement said the Capitol Police Board will lead an independent review.

“Nothing is more important to me than for us to be where we’re needed to protect lives and property, where appropriate,” said U.S. Capitol Police Chief Kim Dine. “We’re going to find out what happened.”

The allegation — first reported by the BBC and WUSA-9 — does not specify where the team was located and at what point during the incident it arrived. It was not

of being dispatched and that two active-shooter teams were in the building within seven minutes.

Meanwhile, Anthony Meely, the chairman of the labor union for the Naval District Washington Police, said seven officers were on duty at the sprawling base Monday morning, down from what he said was 12 before budget cuts three years ago.

Meely, a sergeant, said naval officers first went into the building and confronted the gunman in an exchange of gunfire in the lobby. He said a contract guard was fatally shot as the chief yelled for him to take out his gun.

The CEO and founder of RideScout, an app that aggregates transportation options, might decide to board the bus. Or he could catch a cab. Or he could swing by the nearest Capital Bikeshare station.

There are so many alternatives that let you ditch your wheels in D.C. that it’s overwhelming just to keep track of them all.

The District has had a handful of groups organize these parklets over the past several years, but for the first time, the District Department of Transportation decided to get involved and encourage participation.

“We had talked about it before and finally got it together this year,” says Sa m Z i mbabwe , associate director for planning, policy and sustainability, who boasts that D.C. will have 17 of the parklets this year. That’s a tiny fraction of the city’s 18,000 metered spaces, but it’s enough to capture people’s attention and get them thinking creatively about how city streets can be used.

Several parklets are being organized by D.C. agencies. DDOT, for instance, is using its space (700 F St. NW) to throw a third birthday party for Capital Bikeshare.

A whole bunch will be in Georgetown, including at least two with a cafe theme. Malmaison (3401 K St. NW) will host a pop-up library with complementary samples of juice, coffee and pastries, while CycleLife USA (3255 K St. NW) will offer bike parking and more free coffee.

And a few others will be situated downtown but designed to make visitors feel far removed from the city. The Landscape Architecture Foundation (1900 M St. NW) plans to drag in hay bales, dogwood trees and grass into its parking space — and promises to reward anyone stopping by with a “recreational element.” Fittingly, the National Wildlife Federation (901 E St. NW) is transforming its space into a “certified wildlife habitat,” hosted by mascot Ranger Rick.

It’s a lot to see in one day. Good thing you won’t need to worry about your car.

Virginia’s median household income fell more than 2 percent last year, the most significant drop in the country at a time when most states saw their incomes go flat, according to Census Bureau figures.

Several economists said the declining figure is the result of budget cutting in Washington that rippled across the state even before the sequestration-mandated cuts took effect this year.

Maryland Hunts for Casino Site

The median income for Virginia households fell in a single year by $1,400, to less than $62,000, the Census Bureau said. Adjusting for inflation, that is almost $1,000 less than it was in 2000.

Median household income is considered a broad measure of economic well-being, and Virginia’s loss stood out in a year in which, according to the Census Bureau, incomes and poverty rates finally leveled off after four straight years of decline.

Prince George’s County, Md. Maryland’s search for its sixth casino site will intensify next month as a state commission plans to visit the three Prince George’s County locations where gambling companies want to operate.

The commission announced Thursday that it will travel during the week of Oct. 21 to National Harbor, Rosecroft Raceway and a nearby vacant parcel in Fort Washington — the three locations identified by gambling companies competing for a single license.

The commission plans to hold public hearings regarding each of the sites after the tours.

Four casinos are currently operating in Maryland, and a fi fth is scheduled to open next year in Baltimore.

Wilson and the Redskins’ secondary might need some divine intervention. The unit has allowed opposing passers to complete 73.1 percent of their throws for an average of 10.2 yards an attempt — both NFL-worst figures.

The secondary figured to be Washington’s weakest element this season, and the group has fallen short of the meager expectations heading into another tough challenge Sunday against the passhappy Detroit Lions and the electric Johnson.

“We’re getting to the point where we just have to do it,” cornerback DeAngelo Hall said. “Talk is cheap.”

The Redskins infused the secondary with youth through the draft, but rookies Bacarri Rambo and David Amerson have been going through serious growing pains.

“Just to be able to get off the field early is important,” Wilson said. “That sets the tone for the whole game.”

It all adds up to a daunting task for a unit that has to find a way to prove itself — in a hurry.

Lions running back Reggie Bush has gotten off to a hot start in his first season with Detroit, accounting for 260 total yards in two games. But Bush is questionable for Sunday’s game because of a knee injury. Joique Bell will get the call if Bush can’t go.

The Redskins have the worst rush defense in the league, allowing 201 yards a game.

On Wednesday, Robert Griffin III said he may look to run more. After leading the league averaging 6.8 yards per carry in 2012, Griffin has just nine rushes for 25 yards (2.8 per carry) this year. The Redskins were expected to scale back on Griffin’s rush attempts with the quarterback coming off a knee injury, but the zone read has completely disappeared.

Matthew Stafford set an NFL record in pass attempts in 2012 with 727, but the Lions quarterback was sacked only 29 times. In comparison, the Chargers’ Philip Rivers threw 200 fewer passes and was sacked 20 more times. Stafford’s quick release helps him avoid pressure, which Redskins linebacker Ryan Kerrigan (3 sacks) hopes to apply.

When an injury of any kind is linked to Stephen Strasburg, there’s a reason for caution, as far as the Nationals are concerned.

After already missing a start against the Mets last Friday due to tightness in his right forearm, Strasburg was still experiencing the same issue and was scratched from Thursday’s start against the Marlins.

“He wanted to pitch [Thursday] and I said, ‘No way, I got guys on full rest. I’ll pitch [Gio Gonzalez and Jordan Zimmermann] and you can be in the lineup for Saturday,’” Johnson said. “It was my decision.”

in the 2009 MLB draft. About 2½ months after making his big league debut in 2010, Strasburg tore his ulnar collateral ligament and needed Tommy John surgery.

He saw little time in 2011 and had his season cut short by an innings limit in 2012.

This year, Strasburg has seen his workload increase, but a few nagging injuries have popped up along the way. He’s dealt with similar soreness in his right forearm at times this year, as well as a lat strain that led to a brief stint on the disabled list.

St ra sbu rg sa id he’s been checked out by the team doctors and that his arm is structurally sound. Therefore, he can’t figure out why the tightness won’t go away.

“It’s like a real strong cramp,” Strasburg said. “I think it would put us in a bind if I went out there and felt it. We’d definitely be down some pitchers.”

When Strasburg’s arm does warm up, he said, he’s generally pain-free. The process of getting his arm to that point is what kept him out of Thursday’s game.

“In my book, I don’t want to have anything bothering you the day before you pitch,” Johnson said.

For the season, Strasburg is 7-9 with a .296 ERA in 28 starts.

Johnson was confident that Strasburg would be ready by Saturday’s game, as was Strasburg himself.

This is Edsall’s third season

at Maryland, and it appears he’s finally got a team capable of making noise in the ACC. Coming off 2-10 and 4-8 seasons, the Terrapins brushed aside Florida International and Old Dominion before taking care of business at UConn in their first road game of the season.

The last time Maryland started 3-0, it went on to win the ACC title.

After two straight miserable seasons, the players are finally seeing results in the form of victories.

“It’s definitely nice to know the blood, sweat and tears have paid off in the first three games,” tight end Dave Stinebaugh said. “But we’re not happy or satisfied with where we’re at. We’re trying to get better and get that next win.”

What did you learn about those questions?

I realized that grandparents often don’t see raising their grandchildren as a burden, even though it is. … I also learned that sometimes people care about you, but they just don’t understand tact.

It occurs to me you like happy endings.

What I try to do is put all the characters in a position where they are forced to deal with whatever their problems are. If they get through it, they deserve — to me — to end up on a higher plateau. A happy ending — as long as it’s earned — is not the same as a fairy-tale ending.

The increasing cost of living in the inner suburbs, especially in Northern Virginia, has taken a significant toll on the number of apartments considered affordable to families. In 2000, about 20,000 of the 35,000 rental apartments in Arlington were ranked as marketrate affordable; now, only 6,000 of the county’s 43,000 rentals are.

Those who lined up early last week for the chance at the new apartments attested to the difficulty of finding affordable rentals.

“I pay $1,600 for a one-bedroom” on the west end of Columbia Pike, said Senait Worku, a coffeeshop cashier who works two jobs, as does her husband. “We have lived here seven years, and we want to try for lower rents.”

Among the taxi drivers, computer techs and disabled senior citizens, a pregnant Melkam Tebeje turned up at the rental office with several members of her family.

“We need to have an apartment without paying a lot of money,” she said. An Alexandria grocery store cashier, Tebeje said she can’t save for school because her rent is so high. “If I get one of these [apartments], I can go to school, too, but

now I don’t have time because I work two jobs.”

The four-story apartment building, at 901 S. Dinwiddie St. just behind the newly opened Arlington Mill Community Center, will be affordable to people or families earning less than 60 percent of the area’s median income, which would mean a family of four with an income of $64,000 or less could qualify. Most of the apartments have two or three bedrooms. A dozen of the units will be set aside for those with very low incomes.

The complex also has a dozen wheelchair-accessible apartments.

ments for local residents because pushing the nonaffluent to outer suburbs exacerbates the Washington area’s traffic congestion, and many communities value a mix of people who earn a variety of incomes.

The $31 million Arlington Mill Residences are being financed with an $8.9 million loan from Virginia’s low-income housing finance agency and $22 million in federal tax credit housing money from Bank of America. The property is on land owned by the county, and Arlington Partnership has a discounted 75-year lease.

The demand for the rentals “is amazing, no question about it,” said

ing beginning teachers, police and firefighters, retail employees, construction workers, and many professionals. Most are priced out of the home-purchase market and often struggle to find adequate rental housing. The average rent in Arlington last year ranged from $1,422 per month for an efficiency to $2,782 for a three-bedroom unit, the county reported, rising 13 percent from 2011.

Affordable housing advocates say that the situation has been getting worse over the past decade and is now a crisis.

Arlington Partnership and its construction partner are still sorting through the applications and determining how many of the 3,600 applicants qualify for the Arlington Mill apartments. The lottery to award the units is expected to be held sometime this fall.

Giada De Laurentiis Have you ever eaten something that made you think you were somewhere else? Maybe a piece of saltwater taffy would instantly remind you of walking along the boardwalk at the ocean.

But what if food could take you somewhere you had never been? That’s what happens to the main characters in a new series of books by Food Network star Giada De Laurentiis. In “Recipe for Adventure,” Emilia Bertolizzi, 12, and brother Alfie, 11, experience magical food that transports them to faraway places.

De Laurentiis, the author of several cookbooks, was inspired by her family — most of whom work in the movie business — to write the series. “They told us the most fantastic stories about the places they made movies,” De Laurentiis says.

“Recipe for Adventure” takes readers to Naples, Italy, in the series’ first book, which was published this month.

De Laurentiis, who was born in Rome but moved to California when she was very young, says her earliest memory of being in the kitchen was making pizza with her grandfather, who was from Naples. So the southern Italian city was a natural setting for the first book. While there, the characters explore the art of making pizza.

“In my opinion, the food there is the best in the world,” De Laurentiis says.

“It’s the birthplace of pizza.”

Has HGTV turned Americans into a bunch of crazed DIYers?

I think our economy is driving the DIY movement more than HGTV. I think people are being thrifty, and this makes them want to DIY. It also gives them a sense of pride in what they’ve done.

You’ve coined this term “design crimes.” How do nesters get on that rap sheet?

One is hanging your window treatments too low — they should go to the ceiling or hit the crown moulding! Another is blocking the circulation of the room with furniture.

What are other common decorating mistakes?

People tend not to understand the difference between cool tones like blues and greens and warm tones — oranges, reds. Then they’ll paint a room that directly adjoins a cool room a warm tone, and it doesn’t look right.

How would you describe your decorating style?

I like my rooms to be preppy, vibrant and colorful. I call it Palm Beach chic, because I love to mix bright colors, chinoiserie [Chineseinspired pieces] and patterns.

How can I use bright colors at home and not make it look like a clown lives there?

Well, you don’t want your home to resemble a circus. If you want to go bold, either use bright colors on the walls or in a few pieces of furniture and accessories. Don’t do both bright walls and furnishings, though — it’s too much.

What are your tips for arranging accessories?

Don’t randomly place pieces on, say, a coffee table or a chest of drawers.

Organize accessories with a structure and purpose, like putting a box with remote controls on the coffee table next to a neat stack of books. And then add a quirky conversation piece.

Are there any other good rules for displays?

For accessories and plants, height is also a big factor. You need things at different heights to create interest.

Besides paint, what’s the best way to switch up a room on a budget?

Switch out your rug. A rug on the floor can revamp a room almost faster than a can of paint on the wall. It brings in new colors and freshness.

Do you see any upcoming design trends?

I Want to Ride My Bicycle “Wadjda” is a film made of moments. Obviously, every film technically is, but it’s rare to find a movie that layers so much into what appear to be simple events.

In “Wadjda,” the first feature film shot entirely in Saudi Arabia, a 10-year-old girl (Waad Mohammed) tries to raise enough money to buy a bicycle.

The Wheels of Change A Saudi-born director makes history with ‘Wadjda,’ the tale of a girl who longs to ride Film “Wadjda” is a story about a girl and a bike. Writer-director Haifaa Al Mansour’s own story is, in part, about a woman in a van.

In the film, which opens locally Friday, the title character (Waad Mohammed) is a 10-year-old Saudi girl on the cusp of major changes.

It’s nearly time for her to don the abaya, the black, billowing garment Saudi women typically wear that covers everything but the face and hands. Wadjda’s father is about to take a second wife in the hopes of having a son. And her best friend Abdullah is leaving her behind — on his bike. Wadjda wants her own bike so she can race Abdullah and, though it’s legal for her to buy one, a girl riding a bike is culturally taboo. Her efforts to buy the bike are the focus of the film, the first feature shot entirely in

Saudi Arabia.

As for Al Mansour and the van, that’s just one of the unique situations that cropped up while shooting in Riyadh, where Al Mansour grew up. Since men and women are not supposed to mix on the street, the director called most of the shots from inside a van, watching takes on a monitor while shielded from public eyes.

Al Mansour Still, the location opened up opportunities for Al Mansour, especially when she was guiding her actresses, none of whom had worked with a female director.

“TV is big there and there is no film, so for her it was a step down,” Al Mansour says. She eventually got Abdullah to accept the role, which led to a monumental moment for both actress and director.

“She had always worked with male directors, and for me she opened up in a way she could not before,” Al Mansour says. “To be allowed to take her on that journey, that was very special.”

The film shows how Wadjda changes people’s opinions — about girls on bikes and about just girls in general — through quiet perseverance and personal relationships. That’s what effects change, Al Mansour says, particularly in Saudi Arabia’s conservative culture.

“No one will give you change.

You have to work for it,” she says.

“You have to earn it not by screaming, but by working hard, by believing in yourself, by proving yourself.

“There are windows, but if you are radical, no one will talk to you.

And that window will be shut.”

Take one shot, when 10-year-old Saudi girl Wadjda is looking at her father’s family tree. Her uncles’ names are there, as are their sons’; her dad’s name appears, too, but there are no leaves coming from his branch, since Wadjda is his only child. Her dad loves her — that’s obvious in their scenes together — but she can clearly see she doesn’t really count.

In a film of extraordinary moments, one stood out for me because it sums up feminism. Wadjda desperately wants a bike, but it keeps slipping from her grasp. Trying to be nice, her friend Abdullah says he’ll lend her his. “If you give me your bike,” she retorts, “how will we race?”

“Feminism” has become such a needlessly loaded, unfairly burdened term. And I could go on about patriarchy and male privilege and how that feeds into many people’s reluctance to identify themselves as feminists. And now I don’t have to, because I can point to the moment where a Saudi girl tells her friend that she doesn’t want to take anything from him. She wants something of her own — something that will benefit not only her, but him. If she gets a bike, they can have more fun together. He won’t have to circle around her while he rides and she walks on their way to school. They can race, and sometimes she’ll win, and sometimes he will. She’s not asking to get a bike for free, or to have his taken away. She’s not lobbying to change the rules. (Technically, it’s not against Saudi law for Wadjda to buy and ride a bike. But there are a lot of things women worldwide can do legally that we still don’t for fear of cultural retribution or because of the risk of physical harm. It’s legal for me to run alone at night. I don’t.)

I’m pretty much done arguing about what feminism is and what it isn’t; it’s tiresome, particularly on Twitter (yay, “block” button!). But now, thanks to this, the best film I’ve seen all year, I have a simple explanation for those too thickheaded or stubborn to listen to complex theories: Men have bikes.

We want bikes, too. Then we can ride off together.

“Thanks for Sharing,” starring Mark Ruffalo, Gwyneth Paltrow and Tim Robbins, uses the rom-com format to explore a serious subject — addiction.

Co -w r iter a nd first-time director Stuart Blumberg displays a def t touch with comedy, but the Blumberg film, out Friday, also depicts just how quickly addictions can destroy lives and re-emerge in those who seem to have their demons beaten.

What made you write a romantic comedy about something that’s usually taken very seriously?

You always need an obstacle when you’re writing, whether it’s a romantic film or a comedy or a dramedy. I think that addiction provides a very strong obstacle.

It was something I had been toying with for years, and I felt like it was an idea whose time had come.

Why are so many characters dealing with multiple addictions?

That was something I noticed going to these meetings [for research].

There were a lot of people in multiple programs — half the people

in sex addiction meetings were in AA. They call it “whack-a-mole” — you knock down one thing, another thing comes out.

There are certain behaviors that are lauded as impressive, even though they might be harmful. Someone

might not drink, but they work so much they haven’t seen their family and friends in weeks, but it’s OK because that’s workaholism. Society privileges some behaviors and stigmatizes others.

Mark Ruffalo’s character can get a ton of women, which doesn’t seem all that bad and isn’t illegal, but the way Josh Gad’s character acts out, rubbing up against women in the subway and filming up their skirts, is really creepy.

I did want to show that [addiction] can be very lonely, but there’s a part of it that’s really fun. It’s fun and awesome until it’s horrible. Just to say all this behavior is horrible doesn’t capture the truth of it.

Guess They Won’t Be Twerking It Out A day after it was announced that his engagement to Miley Cyrus was over, actor Liam Hemsworth was caught kissing Mexican actress and singer Eiza Gonzalez, People magazine reports. The two met up in Las Vegas over the weekend and were later spotted in Los Angeles, People says.

Purple Hair Dye Doesn’t Grow on Trees, You Know Kelly Osbourne is suing her former landlord for taking her $18,700 security deposit, TMZ reports. The landlord claimed the entire deposit was needed to cover damage and cleaning fees. Osbourne claims that the landlord never bothered to stop by and check out the apartment. If Osbourne wins, she could receive up to twice her original deposit.

Who Will Hunt Her? Beth Chapman, the wife of TV bounty hunter Duane “Dog” Chapman, has pleaded “not guilty” to harassing a 16-yearold girl at a Colorado lake. Witnesses told investigators she called the girl “a tramp, slut and whore” for wearing inappropriate clothing. Police in Monument, north of Colorado Springs, couldn’t reach Chapman to issue a summons, so they obtained an arrest warrant July 13. (AP)

Actor Zac Efron’s frequent absences on the set of Seth Rogan’s new comedy “Neighbors” were attributed to a postrehab drug relapse, TMZ reports. Efron, who plays a frat boy in the movie, was abusing cocaine and Molly – a pure form of Ecstasy that’s popular at clubs, TMZ says. The website also said that drug-fueled partying by Efron and friends resulted in about $50,000 in damage in a Las Vegas hotel room. “It was common knowledge he was struggling with cocaine,” a source said. TMZ says that after the film wrapped, Efron got another dose of outpatient care. (E XPRESS)
