New Swine Flu Spreads Officials reported a five-fold increase of cases of a new strain of swine flu that spreads from pigs to people Thursday.

Mitt Romney on Thursday accused President Obama and his allies of launching personal attacks and perpetuating lies about him in TV ads. Obama’s campaign disputed that charge.

In an interview on Bill Bennett’s radio program, “Morning in America,” Romney argued that Obama “keeps on just running” ads that various fact-checking organizations have called inaccurate.

More U.S. Airlines Arriving on Time D[m Oeha U.S. airlines are more punctual and less likely to lose your bag than at any time in more than two decades.

Travelers still have to put up with packed planes, rising fees and unpredictable security lines, but they are late to fewer business meetings and are not missing as many chances to tuck their kids into bed.

Nearly 84 percent of domestic flights arrived within 15 minutes of their scheduled time in the first half of the year — the best performance since the government started keeping track in 1988.

The improvement over the first six months of 2011, when 77 percent of flights were on time, is mostly a result of good weather and fewer planes in the sky because of the weak economy.

“My flights this year have been way better,” said Amanda Schuier, a sales manager for a Kansas City, Mo., trucking supplier who flies roughly four times a week.

=eeZ \eh ;l[hoed[ When flights are on time, it isn’t just good for passengers — it also helps the airlines’ bottom lines. The industry says it costs an average of $75 a minute to operate a plane.

Last year, domestic delays cost airlines an estimated $5.2 billion. U.S. airlines made a combined $577 million in profit last year. To better improve their on-time performance, airlines are using better technology, more realistic schedules, timely delivery of food and fuel and improved boarding procedures. (AP)

The U.S. began a landmark project Thursday to clean up a dangerous chemical left from the defoliant Agent Orange, 50 years after U.S. planes first sprayed it on Vietnam’s jungles to destroy enemy cover.

Dioxin, which has been linked to cancer, birth defects and other disabilities, will be removed from the site of a former U.S. air base in Danang in central Vietnam. it’s all part of Metro’s new customer service action plan, a host of steps intended to improve reliability and communication. Although Stessel and his staff have beefed up Metro’s Twitter presence and continue to promote the heck out of the Metro Alerts system, riders aren’t getting their messages.

“We know the vast majority [of customers] — upwards of 80 percent — don’t know what’s happening until they show up,” Stessel says.

So these LCD screens, which a re replaci ng e ver y a ncient LED clock, will tell you absolutely ever y t hing about what ’s up with Metro. There will be an “at-aglance look” at the status of all f ive lines, a panel devoted to elevator outages (with shuttle info) and a background that changes color to indicate service disruptions.

Of course, there already are electronic signs in all of Metro’s stations.

But t ho s e sm a l l public information displays are no match for the amount of info they’re tasked with conveying. “The PIDs we know and love have to scroll through eight screens to the detriment of their primary purpose,” Stessel says.

Once the new kiosk signs start doing the heavy lifting, the PIDs can focus solely on arrival times.

Stessel, who is bracing himself for the inevitable complaints when the system launches, emphasizes that the setup w ill be easily modifiable. The long-term goal is to make the technology stationspecific to address issues that are affecting only parts of the transit network.

It sounds prett y cool, but for now, all you’ll see are blank screens. W M ATA expects to finish replacing each of those old clocks with screens — so far, 65 and counting — by the end of the year, when the system is scheduled to turn on.

Until then, I’ll have to figure o u t s om e o t h e r w a y t o f i l l my time. Maybe w it h brainstorming?

“There’s no cute name for them yet,” Stessel says. “I don’t think SKIDS — Station Kiosk Information Display — is going to work.”

Legislation makes all owners responsible for pet’s every action 7ddWfeb_i" CZ$ Maryland’s General Assembly on Thursday began work on legislation that would make the Potomac a dividing line between the country’s polar opposites when it comes to liability for dog bites.

In Virginia, as in 13 other states, an owner can often avoid legal responsibility for a first bite if a pet has never before been violent. In Maryland, lawmakers’ response to a recent court ruling that singled

out owners of pit bulls could make owners of all dogs liable for any bite — including the first.

Holding owners strictly liable for the actions of their dogs is the way most states have gone and may sound logical to anyone caught on the closing end of a canine’s cuspids. But amid repeated protests, emotional pleas from animalrights groups and lobbying from the insurance industry, it remains unclear whether Maryland lawmakers will find consensus before their special session ends — likely next week.

MWi^_d]jed The weary apartment hunters of Washington, who have been plagued in recent years by rising rents, fewer vacancies, pickier landlords and periodic bidding wars, are about to get a welcome respite.

The coming surge — a whopping 6,000 new units by the end of this year — will give prospective renters a slew of new options and could even halt the upward march of monthly rental payments, according to developers, analysts and real estate professionals.

“There’s going to be a paradigm shift,” said Rick Gersten, chief executive of Urban Igloo, a company that helps connect renters with local landlords. “People are going to have more choices.

It’s going to be more difficult to retain tenants.”

Much of the building is taking place in the District, including the hot H Street NE corridor and

And payback has been achieved.

The Americans are again on top of the women’s soccer world.

They won their third-straight Olympic gold medal Thursday, beating Japan, 2-1, in a rematch of last year’s World Cup final and avenging the most painful loss in their history.

“This is the dream that we’ve all been thinking about and feeling for the last year since the World Cup,” Wambach said.

Carli Lloyd scored early in both halves, Hope Solo leaped and dived to make saves, and the entire roster found the redemption it had been seeking since that penalty kick shootout loss in Germany last summer.

Before 80,203 fans at Wembley Stadium, the teams put on a back-and-forth, don’t-turn-yourhead soccer showcase, proving again that these are the two premier teams in the world.

Throughout the game, Japan perhaps played just as beautifully as the Americans, using speed and discipline to dominate possession and scoring chances for long stretches.

Japan had ample opportunity to beat the U.S. for the secondstraight time in a major women’s soccer final, but it squandered too many scoring chances Thursday. Two shots struck the crossbar, and players also missed on several opportunities from close range.

Japan played in its first Olympic final hoping to show its World Cup win last year was no fluke, and the team was a gold-medal favorite. “I felt we could come back,” striker Yuki Ogimi said.

Wambach, the outspoken cocaptain who missed the Beijing Games with a broken leg, was always the player most impassioned about the mission to get the Americans back atop the podium. She spoke of “nightmares” from the Japan defeat, and now they’ve been replaced by tears of happiness.

The loudest of cheers erupted when she received her gold medal, and she was the only one to get a hug from American IOC member Angela Ruggiero, who draped the medal around Wambach’s neck.

The U.S. team has won four of the five Olympic titles since women’s soccer was introduced at the 1996 Atlanta Games, taking silver at the 2000 Games in Sydney.

Settling for silver, the Japanese players huddled together in defeat, with coach Norio Sasaki trying to encourage them. Karina Maruyama was inconsolable. Asuna Tanaka wiped away tears.

While Usain Bolt backed up his billing as a “living legend” by winning the Olympic 200 meters and becoming the first athlete to repeat as double Olympic sprint champion, two Americans made some history of their own.

Ashton Eaton won gold in the decathlon, dominating an event that generally crowns “the world’s greatest athlete.” As if that wasn’t enough, two-time world champion Trey Hardee was second, giving the Americans their first one-two finish in the multitalent event since 1956.

Eaton won by 198 points.

Drew Storen was the Nats’ closer last year. Now, he is taking a backseat to his best friend and teammate Tyler Clippard.

Last year’s closer accepts lesser role upon return from DL J^[ DWj_edWbi From the day Washington drafted Drew Storen out of Stanford University in 2009, the team envisioned him closing games in a pennant race just like the one the Nationals find themselves in now.

Storen negotiated for hours — not weeks or months — then signed his contract and got to work. By the

next spring, he was a major leaguer, and by 2011, he was fulfilling his destiny.

He was the Nationals’ closer.

He saved 43 games in 2011, and though he’s not physically intimidating at 6-foot-2 and 180 pounds, his simple, stiff-legged delivery cut loose a heavy, tailing sinker and a sharp breaking ball, almost always impeccably placed low and on the edges of the strike zone.

So it is odd that as the calendar turns during the most consequential season in the franchise’s short existence, Storen is not the closer.

After elbow surgery in spring training and a rehab process that consumed more than half the season, he’s back pitching but still chasing his old form. “It’s not where I’m normally at,” Storen said. “But the fact that it’s still early is exciting.”

With most games, if the Nationals are nursing a narrow lead, Storen watches Tyler Clippard, his roommate and best friend on the team, do the job Storen was brought here to do. He sits in the bullpen in a most ill-defined role. He waits for the phone to ring. It could be in the sixth inning, could be the ninth, or

And though Clippard has been a reliable replacement, manager Davey Johnson this week left the door open for Storen to reclaim at least a share of his old job. With Clippard in need of a day off, Storen saved his first game on Sunday. The Nats visit the Arizona Diamondback s this weekend.

“R ight now, I’m comfortable with Clip or Storen closing,” Johnson said. “But Clip Clippard has had the hotter hand doing the brunt of the work. I’m not going to take anything away from him, because he’s been so good.”

A starter turned set-up man turned closer, Clippard was 23 of 27 in save opportunities as of Wednesday. But since Storen’s return became imminent, Clippard’s outings have rarely failed to threaten the cardiac health of the team and its fans. Three of Clippard’s four blown saves have come since mid-July — Storen returned on July 19 — and his ERA has risen from 1.83 to 3.10.

Storen has allowed a run in only one of his 11 outings and posted a 2.57 ERA through Wednesday. For now, though, he must remain content with the designation Johnson placed on him this week: backup closer. DEREK TURNER (FOR E XPRESS)

“Use the power of networks,” says Debbie Kaplan of the rental website Urban Igloo. “Alumni networks, friends and Listservs; you just gotta get creative.”

The entr y bar is lower for friends of friends, says renter Eric Sonnenberg. You’ll still have to win the approval of the other housemates, but hav ing that connection is an advantage.

“That’s how I’ve found most of the places I’ve lived,” Sonnenberg says. “If you’re not the kind of person who can put [yourself ] across well in a short interview, then it can be tricky to get in.”

Shy people may be at a disadvantage when trying to charm strangers into letting them live in their homes. For shy grouphouse-hunters, it’s especially important to look for housemates you connect with and feel comfortable around. If you’re very introverted, group houses may not be for you. Be realistic about your ability to live in a social setting. There are other options for those who aren’t crazy about living with others but still want to save on rent.

<_bc H[l_[m The excesses of partisan sniping, negative campaigning and pandering skullduggery are the comic equivalent of fish in a barrel, and every last minnow gets picked off in “The Campaign,” in which Will Ferrell and Zach Galifianakis play North Carolina candidates going head-to-head in a farcically conniving congressional election.

If only because of the actors involved, “The Campaign” has its share of laughs, which in a script penned by Chris Henchy and Shawn Harwell tends toward the broadest possible takes on slapstick, sophomoric

sexuality and post-“Hangover” raunch. The film even possesses a whiff of topicality, in the form of Dan Aykroyd and John Lithgow playing two superwealthy, sweatshop-owning brothers who try to rig the election by infusing a super PAC with scads of money. Their name: Motch, rhymes with Koch, when Koch rhymes with “scotch,” which they imbibe like so much Coke.

But with the exception of that timely echo — and Ferrell’s flawless John Edwards impersonation as a handsome, compulsively promiscuous Democratic politician — genuinely scathing satire is largely missing in “The Campaign,” which prefers silly, outre jokes and sight gags to a truly penetrating critique of partisan politics.

As “The Campaign” opens, Ferrell’s character, a vapid smoothie named Cam Brady, is preparing to address yet one more adoring crowd of fans. What he will talk about?

answer to every question.

The Christian right comes in for even more skewering when a local tourism board director named Marty Huggins (Galifianakis) arrives on the scene, having been handpicked by the Motches to challenge Cam in the upcoming election. His suggestively mincing gait, love of pugs and high-pitched lisp notwithstanding, Marty is happily married with two kids, and the Huggins’ devout family dinner hour is the setting for one of “The Campaign’s” most over-the-top set pieces, wherein the boys confess anything they might have done that could compromise their father’s run for office. Later, in a debate, he announces his fealty to “the greatest American who ever lived: Jesus Christ.” (You’ve already seen “The Campaign’s” other standout moment, when Cam takes baby-kissing to unexpectedly pugilistic extremes, since that scene has been replayed to death in ads.)

Such are the cheap ’n’ easy shots that comprise most of “The Campaign,” which escalates into an increasingly absurdist war of mutually assured character assassination on the part of Cam and Marty, the latter of whom is being advised by a sharky eminence grise played by Dylan McDermott.

It’s not that there’s no fun to be had in “The Campaign,” and the film can’t be accused of partisan bias: Democrats are as likely to take partisan glee in the film’s depiction of the amoral Motches as Republicans are in Cam’s self-righteous hypocrisy. And Ferrell — adding a dash of his George W. Bush imitation when Cam announces, “Schools is this nation’s backbone” — develops a simpatico rhythm with Galifianakis.

Still, there’s no escaping the sense that “The Campaign” missed a chance to be swifter, smarter and more stinging, especially considering that director Jay Roach is behind HBO’s far more alert and adroitly executed “Recount” and “Game Change.”

In a way, “The Campaign” is the comic side of the same coin occupied by last year’s “The Ides of March” — a respectable piece of mainstream entertainment but one that fell short of the insight and ambition required to be a movie that singularly captured its time. Like so many of the seasonal rituals that inspired its title, “The Campaign” could have used some tough reforms before asking filmgoers for their votes.

É8ekhd[Ê 7]W_d Jeremy Renner deftly steps in to refresh the successful spy series <_bc H[l_[m “The Bourne Legacy” looks bad on paper. The fourth installment of the hugely successful franchise starring Matt Damon as the memory-depleted assassin Jason Bourne does not star Damon, doesn’t even feature his character and does not arrive by way of director Paul Greengrass, whose jagged, shaky-camera visual technique became as identifiable a marker of the series as Damon’s appealingly vulnerable hero.

But — surprise, surprise — “The Bourne Legacy” looks astoundingly good on-screen. Written and directed by Tony Gilroy, who penned all three Jason Bourne movies, “The Bourne Legacy” achieves its first order of business with intelligence and imaginative dexterity, building

on the preexisting story, expanding its human capital and geography, and leaving plenty of white space for Jason to jump back in if Damon ever decides to return.

And Gilroy has fulfilled the movie’s second requirement with similar success, casting Jeremy Renner in a leading role that asks him to carry “The Bourne Legacy” while easily co-existing with the titular ghost that haunts the franchise.

Gilroy’s most brilliant stroke of insight with “Legacy” was to set it within the reality of “The Bourne Ultimatum,” the most recent of the movies that ended with Our Man at large in Manhattan.

“Legacy” opens thousands of miles away in Alaska, where another agent, Aaron Cross (Renner), is finishing a grueling training regimen, tramping over snowy wilderness and taking mysterious pills.

How are Jason and Aaron related? Why are shadowy figures so worried about him? What does an

The answer is yes, even if the motorbike chase goes on too long.

Whether there will be more productions depends on “Bourne” fans’ willingness to let go of Jason and throw down with Aaron. With “The Bourne Legacy,” Gilroy has brought characteristic taste and skill to a nearly impossible task: embracing the past without completely erasing it, thereby creating an invitingly complicated and open-ended future.

Long Engagement One of my favorite long takes — those scenes when the camera doesn’t look away — comes at the end of the 1996 film “Big Night.” In it, two brothers make and then eat an omelet. Because it comes at the end of a frenetic movie depicting a frenetic night, this extended moment of rest is almost unbearably tense.

Another of my favorite long takes is in Michelangelo Antonioni’s “Story of a Love Affair.”

8o Ah_ij[d The camera pans FW][#A_hXo 360 degrees in 3½ minutes. Compared to “Avatar,” no, it’s not technically impressive. But in 1950, it was a Chris Nolan-style move.

There are so many great directors working today that, unless you’re taking a film history course, it’s easy to convince yourself that modern filmmaking started with Tarantino.

But you’ve got a chance this weekend to see Antonioni’s films for free, and you should take it. (The National Gallery of Art’s retrospective runs through Sept. 3.)

Disclaimer: Hitchcock hated Antonioni’s work. It’s not bubblegum fare. You could live the rest of your life happily without seeing any Antonioni.

But you’ve got nothing to lose except an hour and a half, and you might find yourself unable to look away.

KILLER JOE (NC-17, 102 minutes) This misadventure begins when dumb but decisive Chris Smith finds himself in debt to an impatient drug dealer. His solution is to kill his mother for the insurance money, which he expects will be paid to his malleable younger sister. Chris enlists Joe Cooper (Matthew McConaughey), an icygrinned Dallas cop with a sideline gig in assassination. Bringing Joe into the scheme is Chris’ second big mistake, but it’s to the movie’s benefit. McConaughey turns the oily charm of his “Magic Mike” character utterly rancid, yet his performance seduces as much as it repels. MARK JENKINS MADAGASCAR 3: EUROPE’S MOST WANTED (PG, 93 minutes) The third outing in the popular series of animated adventures about Alex the lion, Marty the zebra, Melman the giraffe and Gloria the hippo may be the best of the bunch.

To escape from Monaco — where our heroes have traveled from Africa searching for the airplane they hope will take them home — an order is given to shake the Monte Carlo animal control officer who is determined to stop them from leaving. A parade of laughs? That, you expect. What’s really surprising about “Madagascar 3” is just how moving it ultimately is, largely because of the emotionally engaging character animation. M.O. MOONRISE KINGDOM (PG-13, 93 minutes) “Moonrise Kingdom” opens with no music — just the sound of raindrops falling on the roof of a preternaturally cozy house, which the camera gently leads the audience through. As explained by a nameless narrator, “Moonrise Kingdom” will chronicle the adventures of Sam and Suzy, each of whom is woefully misunderstood by the adults in his or her life. As he’s done in all of his films, Wes Anderson confects a distinctive mix of arch humor and solemnity in “Moonrise Kingdom,” in which Sam and Suzy confront death, abandonment and burgeoning sexuality in very real terms. A.H. STEP UP REVOLUTION (PG-13, 97 minutes) Despite its title, audiences shouldn’t expect anything revolutionary from the fourth chapter in the “Step Up” franchise. Director Scott Speer transports audiences to Miami, where

poor but virtuous dancers Sean (Ryan Guzman) and Eddy (Misha Gabriel) strategically plan flash mobs around South Beach’s stylish neighborhoods. They dance to express themselves, but also to get their video clips on YouTube. S.O. TOTAL RECALL (PG-13, 118 minutes) Please erase from your minds the first “Total Recall.” Then watch the 2012 version which, like the original, is loosely based on the 1966 Philip K. Dick story about a guy in

the not-too-distant future attempting to escape his ordinariness by injecting more exciting memories into his cerebrum.

Douglas Quaid resides on planet Earth circa 2084 and wants to be someone else.

“Hell on Wheels” (9 p.m., AMC) returns for a second season. Happily, the postCivil War railroad drama appears to have picked up the pace. But don’t expect it to abandon its dependence on familiar themes from classic Westerns.

The new season begins with a train heist by embittered ex-Confederates and the beating death of a prostitute. The basic cable drama does a good job of walking the fine line between the brutal profanity of “Deadwood” and the lofty grandeur of “Lonesome Dove.”
