In Paul Ryan’s high-energy debut as Republican vice presidential candidate, Mitt Romney’s campaign made one thing clear: Romney’s ideas rule, not his running mate’s.

Romney put gentle but unmistakable distance between his agenda and Ryan’s hot-potato budget proposals on Sunday as the new team soaked up excitement from partisans in North Carolina and Ryan’s home state of Wisconsin. But Democrats weren’t about to let them off that hook.

Romney walked a careful line as he campaigned with Ryan by his side in North Carolina. Romney singled out Ryan’s work “to make sure we can save Medicare.” But the presidential candidate never said whether he embraced that plan himself.

Romney and Ryan, in their first joint television interview Sunday, were clearly mindful that some of Ryan’s proposals don’t sit well with key constituencies, among them seniors in such critical states as Florida and Ohio. Bicycle riders have a new way to plan trips around the Washington region. And this tool lets them draw on their experience and wisdom to guide other cyclists.

BikePlanner.org is a website that does what the name suggests.

Riders can select routes and tweak them based on their preferences for speed, flatness or safety.

There is a limit to what a map can provide. Only someone who travels through an area knows about a particularly steep hill or an endlessly congested spot. That’s where the hive mind comes in.

BikePlanner relies on OpenStreetMap, an open-source service that is basically a map version of Wikipedia. Maps can be edited, and users will be able to draw on the collective experience of Washington bicycle riders to plan routes.

“This tool is really a way to tap into the knowledge and experience of local area cyclists,” said Chris Eatough, program manager for Bike Arlington.

BikePlanner was created by OpenPlans, a nonprofit group based in New York that wants to use technology to improve transportation. The organization also worked on CiBi.me, a trip planner for New York City’s (delayed) bikesharing program, and a trip planner for the TriMet transit system in the Portland, Ore., area.

Much of the technical work was already done for the Portland project, so it wasn’t a huge leap to create the new sites.

“No one knows the ins and outs and nuances of biking our area

more than the people who bike it all the time,” Eatough said. “People have the areas they really know about and are experts on. People who bike to and from work have refined that trip. … They know it better than anyone else.”

The website could help different types of riders in different ways, said Shane Farthing, executive director of the Washington Area Bicyclist Association. Experienced cyclists might want the fastest routes; occasional riders and newcomers might feel more comfortable knowing that they were taking a flatter or safer path.

“What people want is, ‘How do I avoid that hill?’ ‘How do I find an area where I don’t deal with too much fast traffic?’ ” Farthing said.

“Getting information out there that is reliable and vetted is huge.”

Wal-Mart Set for Georgia Avenue Big-box retailer plans to begin construction of store in September Wal-Mart plans to begin building a store on Georgia Avenue NW next month, and with construction already under way on its store off North Capitol Street, the retailer could open its first two District stores by the end of next year.

Since announcing in late 2010 that it planned to open four stores in the District, the chain has had to temper its expectations. The original time line of opening four by the end of 2012 quickly proved unrealistic, and Wal-Mart acknowledged delays in the spring.

Although the retailer has faced some opposition from community leaders and residents upset about its management practices, Wal-Mart spokesman Steven Restivo attributed the delays to the complexity of the mixed-use projects where its stores will locate. Unlike the chain’s sites in many rural areas, all but the Georgia Avenue project in D.C. are part of mixed-use developments,

and none are owned by Wal-Mart.

The store already under way, at 77 H Street NW, is a part of a development by JBG Rosenfeld that will feature 303 apartments above a 76,000-square-foot urban format Wal-Mart alongside other smaller stores. Work should be complete by the end of 2013 or early 2014, Restivo said.

Other projects are moving more slowly. A store pegged for East Capitol Street and being built in conjunction with the D.C. Housing Authority will need zoning changes via the city’s Planned Unit Development process, which allows developers to seek greater density. Restivo said Wal-Mart expects that process to begin in the fall.

Restivo said the chain remained committed to its D.C. sites and was using the additional time created by delays to hold more meetings with residents.

“The bottom line is that we’re striking a balance between an unprecedented level of community engagement and an efficient and realistic construction schedule,” he wrote in an email. “We look forward to serving D.C. customers soon.”

Lawsuit Over HIV Diagnosis Settled in D.C. MWi^_d]jed A District of Columbia health clinic specializing in HIV and AIDS has settled a lawsuit that accused a staff member of mistakenly telling a patient he was HIV-positive.

Terms of Terry Hedgepeth’s settlement with the WhitmanWalker Clinic weren’t disclosed.

Hedgepeth brought a $20 million lawsuit in 2005, five years after a clinic worker mistakenly wrote in his files that he had tested positive for HIV. The test was negative, but Hedgepeth didn’t know that until he decided to seek alternative treatment in 2005. His lawyer says the misdiagnosis caused post-traumatic stress. For some, that arrangement can help bring peace of mind. Others will scoff at the hefty fees and restrictions involved. Here are five tips when considering whether to get a reverse mortgage.

The longer you wait, the more you can borrow against your equity. You also stand to save more money on interest if you put off the timing of the loan or when you start receiving payments.

KdZ[hijWdZ Jof[i Reverse mortgages generally fall into three categories: Home Equity Conversion Mortgages, or HECMs, which are backed by the federal government; proprietary reverse mortgages, which are essentially private loans; and, single-purpose reverse mortgages, which come with restrictions as to what you can spend the money on. Romney is the son of a politician who found great success in the private sector. Ryan is the son of a lawyer who died when Ryan was 16, and Ryan has spent almost his entire adult life in Washington â&#x20AC;&#x201D; either in government or in think tanks trying to influence government.

At times, his votes in Congress have gone against the grain. When Republicans attempted to repeal federal wage protection laws for unions, Ryan sided with Democrats in opposition. Even so, Ryan campaigned for Wisconsin Gov. Scott Walker, who fended off a recall attempt spurred by state law changes cast as anti-union.

Ryan, whose district lost a General Motors assembly plant a couple of years ago, supported the auto industry bailout. Romney famously penned an opinion piece in 2008 with the headline, â&#x20AC;&#x153;Let Detroit Go Bankrupt.â&#x20AC;?

But thereâ&#x20AC;&#x2122;s no question that his budget and Medicare plan present the fattest target for Democrats. Romney campaign adviser Ed Gillespie emphasized Sunday that as president, Romney â&#x20AC;&#x153;would be putting forward his own budget,â&#x20AC;? making clear the presidential hopeful is not wedded to his running mateâ&#x20AC;&#x2122;s proposals.

Ryan has won seven congressional elections, most handily. But he has never run statewide, meaning the campaign to snatch the Wisconsin electoral votes that went to President Obama last time will be a test of his appeal beyond his back yard.

research and analysis that helps policymakers decide to address a particular problem or fund a certain program. So while getting his master’s in public policy at American University (American .edu), Paiva loaded up on quantitative analysis courses, including classes in micro and macro economics, statistics and finance. Now, he has the tools to measure the effectiveness of a policy and help determine if a program’s cost is worth its results.

“Everyone really wants to know that their money is being invested wisely,” says Paiva, 24, who recently completed his degree and is doing consulting work for a research firm focused on environmental policy.

A great idea is one thing. But do the numbers show that it’s needed or that it will be worth the cost?

And how have similar approaches fared in the past? Those are the kinds of questions that drive the

public-policy decision-making process these days.

Governments, nonprofits and other organizations increasingly want data and statistics to back up their decisions.

“It’s coming from the top; Congress wants to see it, the president wants to see it,” says Sheena McConnell, an associate director and senior fellow in the D.C. office of Mathematica Policy Research (Mathematica-mpr .com), which studies and analyzes the effectiveness of policies and programs.

“It’s not just let’s continue funding this program or doing this policy,” McConnell says. “They want to know that it works.”

To that end, many employers in the public policy field are looking to hire people who can analyze complex sets of data and use the results to craft effective policies in such areas as education, crime prevention and international development.

Taking quantitative courses has long been a requirement in most master’s in public policy (MPP) programs. But these days, many students choose to go well beyond the core requirements for Continued on page E4

quant classes. Even the schools themselves are pushing students to gain more of those skills, citing the growing need for them in today’s job market.

“I t hin k we need more quantitative skills in MPP programs; we could be pushed harder to be better at quantitative reasoning,” Paiva says.

The trend is being driven, in part, by the move for accountability and transparency in the public and private sectors, says Sandra O. Archibald, president of the Association for Public Policy Analysis & Management (Appam .org).

“St udents are in so much demand if they have that skill set,”

says Archibald, who is also dean of the Evans School of Public Affairs at the University of Washington in Seattle.

Mathematica’s McConnell says candidates with master’s degrees in public policy need to have strong quantitative skills when applying for positions at her company.

“When they join us, they don’t need to be able to do a complex statistical analysis,” McConnell says. “But they need to be able to understand one when presented it.”

And since a statistical model is only as good as the data it’s based on, public policy grads must be able to evaluate the quality of the data itself. Separating “good” data from “bad” is a vital skill for any public policy student whether they’re doing their own research or using

Taking quantitative classes “makes them better consumers of the information they come across,” says Carolyn J. Hill, associate dean for academic affairs at Georgetown University’s Public Policy Institute (Gppi.georgetown.edu).

But experts point out that strong quantitative skills don’t mean anything if students can’t put data into some kind of context, which is where qualitative analysis comes into play. An understanding of human behavior and how people make decisions is important when crafting effective policy.

He did a similar analysis of a program for the Inter-American Development Bank, “to give them a better sense of the dollar-for-dollar ratio of cost to benefit,” he says.

He also used his stat skills to create impact evaluations of a Jamaican program to teach farmers improved techniques.

Many public policy students choose areas of expertise. Some of those, such as health care, might rely heavily on data. But other areas depend on qualitative skills just as much as quantitative acumen.

Ernest Wong, who earned a master’s in public policy from George Mason University in May with a focus on national security, has found this to be the case. In his experience, the numbers alone can’t tell you how best to protect the country, and it takes more than a computer program to understand the reasons behind any threats.

“Even if you’re lucky enough

to have good data and find robust correlations, determining whether they qualify as causation requires human judgment,” says Wong, 26, who recent ly completed an internship with the federal government.

But other students, including Paiva, believe that their dexterity with data is what will get them jobs and help them create new policy that’s both efficient and effective.

How has the Internet changed people’s desire for information?

It has just made it explode. You see people going online and looking up information who would have never stepped foot in a physical library i n y e a r s p a s t but who think nothing of sit t ing in f ront of t hei r computer and Googling and reading newspapers and consuming blogs and Twitter feeds and all these different pipelines for information. So the Internet has drastically changed it.

Are there certain careers or fields for which people need stronger research skills?

It doesn’t hurt to be able to find answers to questions that will come up in the course of really anybody’s business.

The process of research is the same, whether you’re finding who the guitar player for some long-lost band was or looking for scientific research on an obscure piece of biology for the National Library of Medicine.

There are really two types of questions: an open-ended question and a factual question. If you move away from questions that really call for an opinion rather than a factual answer, you’re well on the way to formulating those questions that can be answered.

Is it best to start your research online?

I think it would be hard to dissuade people from beginning their research without looking at Google or Wikipedia.

Those are good places to start and terrible places to end research. They can give you a quick overview, but they don’t have the substantive information you might find in a book.

How can you tell if information is legit?

Any information point is erroneous until proven otherwise. You want to make sure, if you’re dealing with a fact that’s coming from a source, it’s verifiable. If it’s an opinion, [make sure] you’re dealing with an opinion that’s coming from somebody that’s qualified to opine on the subject.

What’s a common research mistake?

Most people don’t use the power of Google as they ought to. Google has a lot of tools, like the ability to get rid of ambiguous words. If you’re looking for legal briefs online, if you search the word “briefs,” you’re going to get ads for men’s underwear. The secret is just putting a minus sign before the word you want to exclude from your results [like the word “underwear,” in this case].

Weekends often find her primping brides-to-be through Georgetown Bride (Georgetownbride.com), her 4-year-old wedding styling business.

Schwartz Jones describes her results as clean and natural, a style that appeals to D.C.’s more conservative tendencies.

“The challenge with the makeup in D.C. is bringing out somebody’s features but making sure that it’s not the makeup that’s speaking,” she says.

“You’re focusing more on things like flawless skin and matte skin and sculpting with contouring.”

“It’s basically making someone look picture-perfect and making them the most polished version of themselves,”

she says.

The pace is unpredictable. “I could go three or four days with no physical work and just doing admin stuff, and then I could be booked on five different jobs over the course of two days,” says the Bloomingdale resident.

Most of her clients find her through her website (Melissaschwartzjones. com) or her wedding business. She’s also represented by the Zenobia Agency, which has a roster of artists who do hair, makeup and styling.

But it’s not all photo shoots and glamorous people. While Schwartz Jones spends about 25 hours a week doing clients’ makeup, she spends about 10 hours a week on the less exciting realities of running her own business, including invoicing, scheduling and maintaining her portfolio.

The freebies paid off down the road, when her portfolio landed her paying customers and an agency contract.

“Most of what I know has been self-taught,” Schwartz Jones says.

In fact, her first lessons came from her mother, who owned a salon. After she kicked off a career in makeup, Schwartz Jones honed her skills by taking private lessons in airbrushing, red-carpet makeup, editorial makeup and bridal beauty through the Powder Group (Thepowdergroup.com), and MAC Pro (Maccosmetics.com/ macpro).

the ability to handle unpredictable locations: “You could be out in a field in the middle of West Virginia somewhere trying to do makeup on a tree trunk or you could be at the Presidential Suite at the Hay-Adams,” she says.

Since no license is required to be a makeup artist, Schwartz Jones suggests skipping school in favor of getting a job at a department-store makeup counter or finding a mentor you can learn the ropes from.

No matter how many classes you take, success requires patience and persistence. “I don’t know many artists in this area who are really doing this full time and paying their bills,” says Schwartz Jones, who primarily worked for free for the first few years of her career. “It’s not something you can get rich on overnight.”

In this year’s version of “Air Jaws,” for example, filmmakers built an underwater housing so they could take 1,000 frames of footage a second below the waves.

“You’re suddenly so conscious of an individual who is looking back at you; that is so much more powerful than you,” Runnette says. “When he looks at you and doesn’t bite you, that’s, in a way, more exciting.”

And for activists — including a group of shark-bite survivors working with the Pew Environment Group — the series provides an opportunity to reach the more than 30 million viewers who watch each year.

“This is the ultimate melding of shark attacks becoming shark conservation,” says Debbie Salamone, a Pew Environment Group communications officer who had her Achilles’ tendon severed by a shark in 2004. “I think it’s really helping us.”

=hem_d] Kf >ebbomeeZ The memoir ‘My Life As a Mankiewicz’ has endless celeb stories 8eea H[l_[m “Gentlemen, it’s a wonderful art we’re doing business in.” That line, a pungent summation of the movie industry, is from “The Barefoot Contessa” and was penned by writerdirector Joseph L. Mankiewicz, the most renowned member of a behindthe-scenes Hollywood dynasty that continues to thrive.

The Mankiewiczes often provided stars with the kind of dialogue that makes legends. It was Joe who had Bette Davis telling partygoers to “fasten your seat belts” in “All About Eve,” and it was Joe’s brother Herman, along with Orson Welles, who gave us “Rosebud” in “Citizen Kane.” Tom (Joe’s son) was one of the fellows who put those clever quips into the mouth of James Bond. And Tom (1942-2010) also wrote the recently released “My Life As a Mankiewicz,” a memoir of his years in Hollywood.

The Mankiewicz family is not inclined to “outward affection,” but

Joe comes across as a good, if emotionally distant, father. The trauma of Tom’s life was having to cope with his schizophrenic mother, actress Rosa Stradner, loving and wonderful one minute, terrorizing and desperate the next. Tom says that her illness and suicide (when he was 16) led to his lifelong attraction to similarly fascinating but troubled women. He never married, never had children and always feared abandonment.

Mankiewicz speaks candidly about the professional perks and burdens of being Hollywood royalty, acknowledging that the advantages do outweigh the drawbacks.

He was a childhood witness to his father’s emergence as a top writer-director and the winner of four

Oscars. The most memorable of the author’s interactions with Joe’s films comes when Tom visits the seemingly never-ending spectacle of his father trying to direct “Cleopatra” (1963).

On location in Rome, there’s college-boy Tom having dinner with Elizabeth Taylor at her villa when Richard Burton suddenly arrives at the back door, followed by Eddie Fisher coming downstairs. Awkward but priceless, with Tom an uncomfortable front-row spectator at the scandal of the day.

Other prime firsthand anecdotes fill this entertaining book, including Humphrey Bogart giving a pre-teen Tom his first alcoholic drink and Marlon Brando later saving him from a knifewielding producer’s wife.

M a n k i e w i c z ’s l a s t i n g achievements may be minor (the ’70s Bond pictures he wrote don’t exactly rate with the ones from the ’60s), but there’s a tingling immediacy and value in much of what he observed.

The book ends with “All the audience knows is what they see,” but thanks to Mankiewicz’s posthumously published words, we get to know a little more than we did.

Rakoff was one of the earliest contributors to public radio’s “This American Life.” Last year, he wrote an essay for the New York Times Magazine about the awkward things people say to someone who is dying.

Today, it reads like an explanation of his own approach to writing.

“With so much muddy logic crowding out reason,” he wrote, “it’s best when news, good or bad, is delivered quickly and clearly.”
