Brussels is the capital of Europe and also one of the most diverse cities in the world

Belgians have always been known for their modesty, especially in comparison to larger countries, and, the truth is that most countries are larger than Belgium. Likewise, in a modest but nonetheless convincing and decisive manner, we would like to highlight our candidacy for EuroPride 2020. Brussels has always been a refuge for pioneers, thinkers, and people who broke ranks. Very early on, Belgium has been voting an extremely progressive legislation that allowed homosexuals to marry, to have and adopt children and in the meantime, have also the right to have a sex-change operation more easily according to their gender identity and expression or change their name from the age of 12 onwards. We did not do it to please the LGBTQI+ community. We did it because when we recognise diversity and differences in humankind, we enhance our society. Brussels is the capital of Europe and also one of the most diverse cities in the world with more than 60% of young people whose parents are of foreign

nationality. Many also came and grew up in Belgium but decided to come out as homosexual because they felt they could finally be themselves in our city. This is one of the main reasons why we put forward our candidacy for the EuroPride. We want to keep spreading the message – especially in these polarised times – that it is okay to be LGBTQI+ and that Europe welcomes everybody, regardless of sexual orientation or gender. Some people seem to have the impression that the Pride is just a huge party, with loads of wacky colours and hip music. It is not. It is the commemoration of gay people who were persecuted and raided in a bar called the Stonewall Inn, in 1969 in Manhattan, New York. The protests afterwards made people realise that they could achieve so much more together. People all over the world understand that solidarity is not just a word. That freedom is not just a concept. It means having the right to demonstrate, from

Manhattan to the Thames, from the Senne to the Volga. It means standing together for the values that you share. It means having the right to express yourself, to love who you want, to walk along the streets with whomever you want.

Rights will never be accepted if we do not show people that the government will stand for them. Will uphold them. And as long as people are hurt and persecuted because of their sexuality, people will walk the streets – all over the world - at the end of June.

These are rights that will probably never be completely accepted, but they must be defended and strived for permanently. In politics but especially in the streets.

We therefore ask you with some modesty but also a lot of conviction to support our candidacy for the EuroPride: let us bring the Pride to the European capital.

In Brussels, we have launched the campaign ‘All Genders Welcome’ to show that we as a government want to make every effort in that respect and give the best example we can. We have made our antidiscrimination policy tougher and we have also made it easier to prosecute against those who discriminate. We are giving courses to our policemen to help them handle homophobic and transphobic acts and discrimination. Because if there is no one to uphold those rights, they will vanish into thin air.

2. OUR BID IN A GLANCE Titre

Did you know that Brussels is the second most diverse city in the world? Intertitre

As the capital of Europe, Brussels is an international city like no other. 183 different nationalities are well represented and create a unique atmosphere in which cultures intermingle. ‘Living together’ means living with people of different nationalities and cultural backgrounds, different religions and philosophical convictions, different political opinions, different languages, different socio-economic status and of course including all gender identities and expressions. As the second country in the world opening marriage to everyone, Belgium has since long been on the forefront of the fight for equal rights for the LGBTQI+ community. We will continue to do so within our country and on a European level. The EuroPride 2020 will be the first EuroPride under the new European Commission but will also mark the 25th anniversary of the Belgian Pride. As we all know, progress on LGBTQI+ issues has been particularly slow in the EU over the last couple of years. Let’s get

together in its capital and wake up and stir up the European politicians! We expect a lot from them, so let’s submerge them in rainbow colours. Brussels hosts the headquarters of the main EU institutions, and has a strategic position to assure a strong political LGBTQI+ friendly message. Organising the EuroPride in Brussels in 2020 would make a difference to fully enforce the principle of non-discrimination and equality on grounds of sexual orientation and gender identity in all spheres of life for all European lesbian, gay, bisexual, transgender and intersexual persons. Oh, and by the way, Brussels has kept expanding its great LGBTQI+ life, from a range of bars with their well-known street parties, to one of the most famous European gay venues, LA DEMENCE, attracting thousands and thousands of party people coming from over 60 countries all over the world, every time. If Brussels is selected, the EuroPride 2020 will take

place in May 2020 on different locations throughout the centre of Brussels: theatres, cultural centres, cinemas, conference venues, museums, bars, party places, and... in the streets of Brussels You will be offered a great number of activities during the EuroPride Festival, the two weeks preceding the grand final day: a broad range of cultural activities, an international LGBTQI+ human rights conference, workshops, debates, a march against violence, our well-known Film Festival, warming-up parties... To finish with the final bouquet, everybody will meet up during the grand finale, with a sizzling show, the diverse EuroPride Village and the (extra) large colourful EuroPride Parade, taking over the centre of Brussels!

So, to sum up, the EuroPride 2020 should come to Brussels because: • EuroPride 2020 will be the first under the new European Commission. Only in our European capital can we create a truly European Pride and motivate the European institutions and politicians to be on the forefront again! • The LGBTQI+ life in Brussels is well-known for its welcoming character, offering something to all publics and groups: cosy bars, huge parties, a large number of associations… and of course an extremely participative Pride. • Brussels is the second most diverse city in the world after Dubai, the most cosmopolitan in Europe. What better place to create the most inclusive EuroPride ever and celebrate the richness of living together in diversity!

3. THE EUROPRIDE 2020 TEAM Titre

3.1. Our Expertise: The Belgian Pride

The first Belgian Pride took place in Brussels in 1996. The Belgian Pride is in itself an association, founded by the three Belgian LGBTQI+ umbrella organisations, and working for the whole of the LGBTQI+ sector to organise the yearly Belgian Pride. It is this association that, as a member of EPOA, is the official candidate applying for EuroPride 2020.

The first editions had a strong militant feel to them. Throughout the years, the Belgian Pride has evolved into a great celebration of diversity, all the while keeping its pluralistic character, in which passion, politics and progression go together with pride, parades and parties! While in 1996 approximately 2,500 people participated, the event drew 25,000 participants in 2005 and more than 100,000 participants in 2015. Thanks to its more recent political themes and claims, like the demand for a warm and human asylum and migration policy for (LGBTQI+) refugees in 2017, the Belgian Pride has obtained a strong position in the field of international solidarity.

The RainbowHouse

RainbowHouse Brussels is the home of over 50 LGBTQI+ associations in the Brussels-Capital Region. For a city of the size of Brussels, it is a remarkably large network of associations and activists, characterised by a great diversity in its own ranks. The RainbowHouse is situated in the centre of Brussels and offers an open door to anyone seeking information and support, while its bar managed by volunteers attracts a highly diverse public (women, queers, transgenders, people of all ages…). The RainbowHouse team – in close co-operation with associations and volunteers – organises several cultural and activist festivals as well as projects, including training of the police, raising awareness in communities and organisations, and a welcome and support programme for LGBTQI+ asylum seekers.

visit.brussels is the Brussels tourist agency. Its mission is to bolster and spread the image of the Brussels-Capital Region. visit.brussels wishes to put Brussels on the local and international map as the capital of 500 million Europeans, the ‘world city’ where 183 different nationalities mingle, making Brussels a cosmopolitan place with permanent links to the rest of the world. It is clear that Brussels has earned an exceptionally strong LGBTQI+ image over the years. Its LGBTQI+ friendly nature plays a prominent role in the city’s diverse profile, as well as in its commercial interests, two of the core priorities for visit.brussels. Within the policy of this strong and visible organisation, the LGBTQI+ theme is given particular attention.

3. THE EUROPRIDE 2020 TEAM Titre

Government of the Brussels-Capital Region

Intertitre

The Brussels-Capital Region is the capital of Europe and also capital of the federal State. The Government of the Region is the executive body of the BrusselsCapital Region: it defines how the laws laid down by the Brussels Parliament are implemented. The fight against stereotypes, discrimination and violence against the LGBTIQ+ community is considered as a priority issue in the implementation of the Equal Opportunities policy.

City of Brussels The City of Brussels is the largest municipality of the Brussels-Capital Region. It is the centre of the Region and hosts the Belgian Parliament as well as the main European institutions. Most of the main activities of the LGBTQI+ community as well as the annual Belgian Pride are held within the city’s boundaries.

Syndigay Syndigay is a grouping of Brussels and Belgian LGBTQI+ businesses which make up the economic backbone of LGBTQI+ life in our country. It forges solidarity and support towards owners of LGBTQI+ establishments. Throughout the year, it also sets up events and provides for audienceoriented entertainment, information and prevention activities at their venues. It largely contributes to Brussels’ vibrant nightlife in the gay district, especially on sunny summer days, when rue du Marché au Charbon/Kolenmarkt turns into a lively street party, which is virtually unique in Europe.

Brussels Gay Sports The Brussels Gay Sports provides its members the opportunity to practice sport and other activities in a welcoming and friendly setting, where the pleasure of being together, of sharing and meeting each other takes precedence over the competitive and sometimes exclusive nature of sport. BGS is open to everyone and is able to present a different image of the LGBTIQ+ community in the sporting domain where there is still a need for greater recognition and diversity.

Straffe Ketten

Sensoa & Ex Aequo

The Straffe Ketten RFC is the first and only inclusive rugby club in Belgium. In Flemish Brussels dialect, a ket is a guy from Brussels, therefore a straffe ket is a tough Brussels boy (ketten is the plural of ket). Our club was created to offer the LGBTQI+ community a safe space to discover and enjoy one of the greatest sports ever, as a player or as a supporter. In its 7 years of history it has forged a strong bond with the bear community of Belgium and with the Bear Pride, including a few titleholders and candidates. The Straffe Ketten come in all shapes, but you will recognise them in their blue, white and yellow jerseys.

Sensoa promotes sexual health as a centre of expertise. Key issues for Sensoa are the promotion of comprehensive sexuality education, the prevention of STDs and HIV, the prevention of unplanned pregnancies, the prevention of sexual abuse and the integration of people living with HIV. Ex Æquo is a non-profit health promotion organization aimed at reducing new HIV / AIDS and sexually transmitted infections (STIs) among men who have sex with men. The organisation is known for prevention materials accessible through fieldwork, engagement of volunteers from the association and partnership with LGBT associations and businesses .

4.1. Everyone Welcome

Of course, we could call them the ‘usual suspects’, the ‘minorities’ or the ‘special cases’. But we rather call them brothers and sisters, warriors and lovers, mothers and daughters, queens and princes, survivors and inspirers. In a nutshell, our heroes and VIPs.

Intertitre

We embrace every colour, gender, sexual orientation, nationality, origin and ability. As an organisation, we are committed to offer as many minority groups as possible (persons with disabilities, elderly…) the opportunity to experience the EuroPride in optimal conditions. In this respect, we for instance have in mind digital accessibility, a website, a sign language interpreters during the various ceremonies, a square for wheelchair users during the parade, a quiet area in the EuroPride Village for those in dire need of some peace and… quiet, adapted activities such as themed exhibitions, changing rooms and spaces to unwind, meeting points, etc. In short, and in conclusion, Brussels is immoderately diverse, utterly European and extremely LGBTQI+ friendly: three aspects of key importance for the EuroPride. And it is far more than a picture-perfect rainbow scenery. Diversity is an everyday reality in Brussels and the LGBTQI+ friendliness is reflected at all levels: from local to European, from small

associations to mega-parties, from residents to visitors, from the public sector to private initiatives, from small cultural stages to an immense Pride, from party to activism, from straight to queer! The Public Throughout the programme, consideration will be given to the different target groups which are part of the LGBTQI+ community. In the programme overview, logos will indicate which activities are suited for a specific group (or for all). On the website and app, activities will be filtered by target group as well. Some specific target groups which we would like to address in particular, will be given additional attention. Activities for these specific target groups will be compiled in clear target group programmes which will also be disseminated in a highly targeted manner. Amongst others, following target groups will be given extra attention: women, transgenders and LGBTQI+ persons from migrant communities, disabled people, seniors as well as families of all kinds (singleparented, blended, same-sex-parented, mixed…).

4.2. EuroPride 2020 Brussels Conferences

Intertitre

In terms of activism and politics, the main goal of the EuroPride 2020 is to get Europe back on the forefront of the fight for LGBTQI+ equality, within Europe and at a global level. By 2020, we will find ourselves in the early stages of the new European governing period, with important years ahead of us to strengthen European policies and ambitions. It is a unique opportunity to engage all European institutions and politicians in the EuroPride, as well as LGBTQI+ movements all over Europe. Together we must create a sense of urgency and mobilise the positive and willing forces within the European institutions, in order to end the current stage of inertia and get things finally moving again! These ambitions will be materialised in a large, multi-day European and international political conference, bringing together politicians at European and national level from all over Europe, as well as important actors in civil society, public administrations, the academic world‌ The conference will partly have an internal focus (obligations and positive actions of EU/CoE member states) and partly an external (role of Europe in international institutions, defending and promoting human rights, issues of decriminalisation, development aid, reception of refugees‌).

First day: World LGBTQI+ Rights Conference The World LGBTQI+ Rights Conference focuses on LGBTQI+ challenges in the world (focus on Latin America, North America, Africa and Asia).

Second day: European LGBTQI+ Rights Conference The European LGBTQI+ Rights Conference will focus on LGBTQI+ Rights State of the Union. Attendance European Ministers, international and European organisations, academics, experts and civil society organisations will meet in order to exchange and debate. Strategic partners In the run-up to the conference, we assess the cooperation with strategic partners in order to from the outset – build bridges towards different movements and minorities. We work towards cooperation and solidarity between countries, but equally towards solidarity between movements and minorities, i.e. women’s movements, ethnic-cultural minorities, religious communities, organisations of people with disabilities… Because together we stand stronger.

Goals We use Brussels as the centre of European and world politics. We first and foremost want to get our message across to the European institutions, get these institutions involved and remind them of their responsibilities and powers to exert national and international pressure in order to safeguard and ensure LGBTQI+ rights. We facilitate support from LGBTQI+ activists by providing a platform, exchanging good practices and giving them the full opportunity to do networking. Programme The programme will feature an array of keynote speakers, interactive workshops, innovative panel discussions, horizon-expanding presentations, lively speaker corners, and informal meetings, with both high-level speakers and hands-on experts from smaller organisations or more problematic countries. From a thematic perspective, particular focus will be laid on the future challenges facing the LGBTQI+ community, intersectionality (and intersectional thinking) being a crucial point of concern. Debates & meetings

Various debates will be held on local, regional, national, European and international level and contacts established with: • Brussels municipalities & Brussels-Capital Region • Belgian political entities (on regional and federal level) • EU institutions (Parliament, Commission, Council and international organisations (UN, NATO, IGLA, TGEU, IGLYO...)) • Lobbying organisations • Croatia, as country presiding the Council of the European Union from January until July 2020 • Embassies and representations in Brussels • Regulatory agencies • Trade unions Meetings and business lunches will be scheduled with trade union associations, companies, work councils and professional federations to assess and foster their engagement in LGBTQI+ rights.

Political co-operation Two years prior to the EuroPride, we will engage in 3 annual meetings with politicians in order to rally them to our cause and disseminate our core issues. One year prior to the event, we will work with them in a view of setting up task forces. We will also co-operate with political advisers to facilitate the transmission of different messages, including: • Awareness of themes • Awareness of the need to take part in the event • Awareness of the need to commit and act

Reminder of what has been done and what we will do In 2006, the International Conference on LGBTQI+ Human Rights, held in Montreal as part of the Outgames, kicked off this event. Over 1,500 delegates crossed the globe to exchange and discuss in the various workshops and plenaries,

where several international experts took the floor. The Conference concluded with the adoption of the Montreal Declaration on LGBTQI+ Human Rights, which was tabled at the United Nations. For instance, in 2017, the International IDAHOT Forum was held in Brussels. In 2018, Brussels will host the multi-day ILGA-Europe Annual Conference, with an expected number of 700 participants from across Europe. We will be working with BGS and Tapalanote to organise the Various Voices competition in 2020.

Heritage and legacy This is the legacy of the Conference, a legacy that will be enriched by the participation of a large number of people of diverse origins and cultures. It is possible to mobilise numerous representatives throughout Europe to take part in this Conference and to discuss it in the various workshops and

Over a 2-week period, Europe will celebrate LGBTQI+ rights with all its countries and will highlight diversity. The brand-new House of European History and the Parlamentarium will host special exhibitions on the history of the LGBTQI+ rights across Europe. All ‘European’ areas in Brussels will celebrate united and under the same colours, beyond any political affiliation with rainbow-coloured zebra crossings, European gay flags, etc. A temporary exhibition on LGBTQI+ rights could be arranged in the House of European History, including a giant outdoor portrait of Europe’s diversity by (a) major artist(s). We could arrange for a city lights plan including rainbow-coloured lights on the Berlaymont and European Parliament buildings. We will do everything possible to make sure the EuroPride Parade goes past or stops in front of the European institutions.

European LGBTQI+ Awards powered by European institutions (including European institution, ILGA-Europe, EPOA) – each year from 2020

The goals are to: • identify several categories of people to highlight the work and efforts made to enable LGBTQI+ culture to radiate, or their commitment to defend the community • if not, nominate personalities or states which have stood out owing to their discriminatory remarks or acts • enlighten best programmes for associations/trusts which support LGBTQI+ rights • propose each countries’ pride delegation to integrate the EuroPride parade, the permanent EuroPride Village, the jury

Representations and international organisations: ‘EuroPride: be proud of Europe!’ in partnership with Commissioner.brussels, the organisation with mission to welcome all international organisations in Europe We will propose to the cultural missions of European embassies to associate themselves for a day to the EuroPride and to open their doors (or a dedicated place) and offer visitors the opportunity to discover movies, plays, poetry, music related to LGBTQI+ and diversity issues. They will also introduce visitors to their gastronomic delights. In other words, 28 European countries will be unveiling their culture and cuisine for a 2-week period. It is also a good way to involve the countries concerned politically in defending the rights of LGBTQI+ people and to show them their support for the cause. It is also up to us, visitors, to open ourselves to cultures that we do not know and celebrate diversity (ubiquitous in Brussels). For older children: Parliament/Youth Council

The Youth Council will be aimed at young people aged 12-17. It is a simulation of the parliamentary work which allows them to: • live the stages of the legislative process • understand the basis of the functioning of parliamentary institutions • discuss topics specific to LGBTQI+ issues with young people from all over Belgium/Brussels-Capital Region • acquire communication skills • develop certain intellectual and civic skills • increase their interest in civic life and the involvement of activists Work should be carried out in advance with schools, municipalities, city districts to prepare the reflection which will be conducted over 1 or 2 days and will result in the presentation of a text/motion to be presented to the Brussels-Capital Region or Belgian Federal Parliament. The event could take place in the premises of the Brussels-Capital Region Parliament, Federal Parliament or one of the commission rooms. The event could be held in the presence of a minister at the opening of the works and of the Mayor at the delivery of the works and supervised by 2 or 3 deputies/ministers/MPs.

4.4. The EuroPride 2020 Festival

Although the annual Pride mainly owes its reputation to the Pride Parade, the Brussels Pride Festival prior to the parade offers a wide range of activities which deal with sexual orientation and gender identity in other ways. These activities, mainly set up by the RainbowHouse and its affiliated associations, display great diversity both in content and nature: film, debates, theatre, exhibitions, workshops, large information market during an annual city festival, march against violence, festive evenings, etc. During this 2-week period, Brussels will be decked out with the rainbow colours, i.e. on Grand-Place and on huge office buildings. It is also during the Pride Festival that particular attention is requested in terms of media coverage.

Launch of the EuroPride Festival Friday 8 May 2020 The EuroPride 2020 festival will officially kick off on Friday evening with the opening ceremony on Brussels’ magnificent Grand-Place. The tasteful ceremony will place strong emphasis on the substantive message of the EuroPride. Following the opening ceremony at Grand-Place, people will walk in the small streets within the historic city centre and make a stop at the world-famous Manneken-Pis and Jeanneke-Pis. The opening ceremony will be concluded at the entertaining rue du Marché au Charbon/Kolenmarkt, home base of the Brussels RainbowHouse and numerous gay bars. For several years, visit.brussels has been making it a point of honour to promote Brussels as the gay-friendly capital of 500 million Europeans. Intertitre

Today, courtesy of its humanistic culture and modern legislation, Brussels stands out even more in the European landscape. Thirteen years ago, Belgium signed the law legalising same-sex marriage, thereby becoming the second country in the world to acknowledge equal rights for the gay and lesbian community. Three years later, the country’s Parliament also granted same-sex couples the right to adopt children. As true pioneers, our country and our capital city set an example that many others are now following.

Bringing all Brussels’ Festivals together Intertitre

The Pride Festival is a large LGBTQI+ festival organised every year by the RainbowHouse, the umbrella of all LGBTQI+ associations in Brussels. In addition, every year, the RainbowHouse and its associations organise a list of festivals, including the L-Festival, two film festivals (Massimadi and Pink Screens), the festival of the transgender and intersexual persons’ association Genres Pluriels, activities around International Womens’ Day (8 March), International Day Against Racism (21 March), etc. For the occasion of the EuroPride 2020, we will ensure that all these festivals are scheduled as ‘satellite versions’ within the EuroPride programme. These festivals include: • L-Festival (usually held in November), a 10-day event for and by lesbian, bisexual and transsexual women, with a distinct feminist undertone. It is the only women’s festival of this scale in Europe. It features activities of all kinds, which – due to

its unique nature – obviously attract a female audience from Brussels, Belgium and far beyond. •

Another major Brussels festival is Massimadi Festival (usually held in May), the only festival devoted to LGBTQI+ films and culture from Africa and its diasporas. Each year, the Massimadi Festival addresses issues pertaining to privileges: systems which, on different levels (colour, gender, sexual orientation, gender identity, revenue, etc.) make sure that some are more privileged than others.

Euro Pride Brussels Film Festival: in co-operation with movie theatres, Pink Screens Festival, lined up by the association Genres d’à Côté, will set up a special film festival for the EuroPride weeks. Brussels EuroPride Legacy We aim at creating a monument in honour of the EuroPride, as an initial development to a permanent LGBTQI+ centre dedicated to European LGBTQI+ history and culture.

Exhibitions Co-operation with the Centre for fine arts BOZAR, cultural centre Flagey, Musée d’Ixelles, Musées des Beaux-Arts, ADAM (Brussels Design Museum), MIMA (Millennium Iconoclast Museum of Art) with a view to including LGBTQI+ or ‘queer’ topics in i.e. open-air exhibitions in parks or on squares. We will work to develop an international LGBTQI+ exhibition in cooperation with one of the federal museums and call on a LGBTQI+ curator/specialist in art in order to build a major exhibition on art like the one that was set up in the Tate Gallery or on a queer subject like homoerotism in art masterpieces (Caravaggio...). The LGBTQI+ community will be represented through art and displayed in the said exhibition.

During the whole duration of the event, the EuroPride Village will set up shop in the historic centre of Brussels as the beating heart of all activities taking place between Bourse, Monnaie, Mont des Arts, Grand-Place and place Rouppe. The area of the EuroPride Village will be located in the vicinity of the gay village. It will therefore be easy to build links between both villages and create unity. On Wednesday evening, the EuroPride Village will swing open the gates with a spectacular show, but also on all other days, the stage will welcome numerous performances. In addition, visitors in the EuroPride Village will be spoilt for choice with a wide selection of tasty snacks and refreshments in the outdoor restaurants and food trucks area, a varied range of activities including a mini fair facing “Bourse” or La Monnaie, a Rainbow Pastry Contest as well as rainbow cookie & cupcake workshops, the bloggers’ Village, a testimonial records area, a tv set for live shows, an auction on objects and works of art for fundraising, video and photo booths integrating the masks of the EuroPride, an open scene, humour festival, and information stands of partners, sponsors and organisations, including prevention, screening, risks reduction and drugs testing, pride shops (official merchandising sale), LGBTQI+ goodies sales shops, a library (in agreement with FNAC/Filigranes), associations booths, post office area (postcards, special stamps, collections), ATM machines. The entire location will be artistically designed to enhance its attractiveness.

The EuroPride Parade On Saturday, the EuroPride Parade will wind its way through European district to the streets of Brussels’ historic city centre. Participating groups will include a mix of sponsors, non-profit and professional organisations. All will be asked to match the chosen central theme.

No effort will be spared to make sure that the floats are fully decorated and directly related to the EuroPride theme. For this purpose, we will appoint a parade coordinator who will be in charge of both floats and EuroPride Parade route. He/she will assist the groups and help their delegations spruce up their parade floats in keeping with the theme. His/her job will also include the parade route. For instance, a mass of rainbow flags is expected to line the entire parade route, shop owners and residents will be asked to decorate their windows, the public infrastructure will once again be jazzed up (zebra crossings, traffic lights), etc. We will do our utmost to include European Prides, organisations and city floats in the parade. Our intention is to extend an invitation to all other European countries for them to take part in the EuroPride Parade as we want all Europeans to be represented. The EuroPride Village is also the end point of the EuroPride Parade on Saturday. Parade-goers will have the perfect opportunity to keep the festivities going with a special entertainment programme (live show, DJ sets, light show...) On Sunday 24 May, we will organise different concerts in the EuroPride Village during daytime before the closing ceremony.

The Closing Ceremony is the end of an exciting and emotional time The Opening Ceremony of the Europride 2020 will be a very special experience but the slot ceremony is the end of an exciting and emotional time. On Sunday afternoon, Closing and handing over will come to a fitting end with a well-developed closing ceremony on the EuroPride Village stage with concerts and performances of international artists from both the current and following Europride host.

4.6. Sports Programme

Sports sites in Brussels can host a large number of amateur sports tournaments. In addition, we can rely on associations such as BGS (Brussels Gay Sports) and Straffe Ketten (first and fully inclusive rugby team club which will celebrate its 10th anniversary in 2020) to schedule activities within the context of the EuroPride, i.e. International Inclusive Rugby Tournament – ‘countries of origin’ in association with the IGR (International Gay Rugby), the Bingham Cup 2020 (the biggest gay and inclusive rugby championships in the world). These sports activities are also an ideal opportunity to create inter-generational workshops. Every year, BGS already organises a LGBTQI+ tournament. Straffe Ketten on the other hand organised the Union Cup in 2015. A vast sports programme tournament will be set up with LGBTQI+, inclusive or regular teams during the weekend of 15 - 17 May. Other sports activities will include a Run International event, a race and games for disabled people, a bicycle race, cheerleading, roller/bicycle parade, etc. Possibly on the agenda: a pre-Olympic event in the framework of Tokyo 2020 organised in co-operation with the Belgian Olympic Committee. Not forgetting, 2020 is also the year of the 2020 UEFA European Football Competition which might enable us to mobilise even larger crowds. The objective is to make LGBTQI+ life more acceptable in professional and amateur sports.

4.7. Life in the Gay Village

Even outside the associative life, Brussels has a lot to offer

In many cities, we witness a decline in the number of LGBTQI+ and gay bars... but not in Brussels. As one of the few cities, the capital of Europe has managed to maintain and even strengthen its gay village. Brussels’ gay village is diverse, warm and welcoming. The beating heart of Brussels’ gay community can be found in the Saint Jacques neighbourhood around Grand-Place. Both Rue du Marché au Charbon and rue des Pierres offer a great diversity of bars to have a drink, to try your luck, with friends for one night or a lifetime… Bears, twinks, fashionistas, butch, gym queens, hipsters, transvestites, queers… everybody is welcome! Whatever the weather, there is always a crowd and an atmosphere on rue du Marché au Charbon at the weekend, and the party continues late into the night. So, for the EuroPride, Syndigay will arrange for a great offering – whilst co-operating with partners – to entertain people in the best possible way.

Beer Project - Bars Programme

Last November, UNESCO announced that beer culture is now inscribed on the Representative List of the Intangible Cultural Heritage of Humanity. It is not only the product that should be honoured, but our heritage and traditions. LGBTQI+ Pride is part of a pride and we must be proud of our unique brewing know-how. Making and appreciating beer is part of the living heritage of a range of communities throughout Belgium. It plays a role in daily life, as well as festive occasions. Almost 1,500 types of beer are produced in the country using different fermentation methods. Since the 80s, craft beer has become especially popular. Our goal is to create a link between the product and the experience of the EuroPride. We will therefore propose the following: • beer brewing workshop • beer agenda making people discover special beers in the gay village in association with Belgian beer brewers • visit of Brussels breweries (Cantillon) in collaboration with visit.brussels • beer tasting contest powered by the Brussels Beer Festival in the Brussels’ City Hall • cooking with beer workshop with produce from the local market in the EuroPride Village • contest beer moment, sharing of the best moments with text and photo

Raise awereness and take part to the Drag Race

Who never thought of transvestiting if only for an hour or two? Now is the time! This race is open to everyone, men and women, gender disappearing under heels during a race in the city. Drag racing is not so much a sporting activity as a means of putting yourself in someone else’s shoes just for a moment, in a way, becoming someone else, through acceptation, pleasure, curiosity, love or empathy. Because they dress our feet, shoes say a lot about our personality. High heels are also a symbol of women’s power. By this symbol, we offer a unique but mostly fun sporting experience. Since running is not for everyone, it could be conceivable to propose in addition activities in connection with fashion or shoes, walking sticks, strollers, etc. customisation workshops. At the same time, we could also organise the “Walking Dad” parade to celebrate child adoption laws for same-sex couples.

Brussels EuroPride 2020 wants its nightlight to undergo a massive face-lift.

Every Friday and Saturday and on bank holiday evenings, it is a brand-new outdoor concept which advertises ‘street parties’. The party will kick off in the gay village and at the same time, in the EuroPride Village with an outdoor stage. It will then carry on in dedicated clubs and famous spots which will be privatised for the event. Some of the best Belgian collectives will work the turntables. To each organisation, its style and trends. Electronic music will be represented from every angle: techno, house, dub, bass music, electro... Beatmakers and rappers will also be well-represented. In total, 90 artists will perform on Brussels’ EuroPride 2020 stages: definitely the place to be for all addicted party animals from all over Europe. For 3 weekends in a row (8/9, 15/16 and 20/21/22/23 May), street parties will be co-organised by Syndigay in the gay village with gay events and venues.

From 6 to 11:00pm – FREE A place to party and relax for free: ‘The Street Party’ will settle in a friendly and laid-back atmosphere in the midst of the EuroPride’s booths and gay bars and provide a scene dedicated to DJ sets, including a superb sound system. For the most part, Belgian DJs and groups will take the stage. ‘The Street Party’ will provide the perfect opportunity to have a sneak preview of the summer hits that will rock the season, while sipping a cocktail. From 11:00pm to 5:00 am (€15, €25 or €35) – presales, early-bird registration or party packs are possibility Taking place in different venues with state-of-theart sound systems, ‘Europe Beats the Night’ will offer a unique indoor (and some outdoor) experience! On Sunday, the Brussels Park will be transformed into a hive of activities.. The cultural, athletic, and traditional associations of Brussels will present their activities in fun and interactive ways. Artistic troupes from Belgium and abroad will perform short, poetic shows, offering a magical moment to young and old alike!

Out! Village

As every year, a city event will be held at the Royal Park throughout the weekend launch of the EuroPride. The Out village made by LGBTQI+ associations will take centre stage.

Family Days

The goal is to attract a family audience in a broad sense, i.e. families of all kinds whether traditional, same-sex-parented, single-parented, mixed, blended, extended, disabled, adopting.... In the midst of all associations gathered in the Royal Park to take part in the Iris Festival, young and old will have a great time playing games, jumping on bouncy castles, attending concerts or watching a movie (in

association with the Pink Screens Festival, free of charge for parents with children between 2-12). In addition, Brussels LGBTQI+ and family associations will arrange for a family potluck picnic in the park where everybody is welcome to bring homemade meals; sponsors will offer organic snacks and juices. Youth centres will also celebrate the EuroPride by exploring all the colours of the rainbow in mixed and multi-coloured art projects (rainbow ribbons, sunscreens, cupcakes, lemonade, etc.) for children aged 4 or 6 to 12. Children will be encouraged to wear costumes in order to advance equity through and for children of LGBTQI+ people through support, education and messages.

A day of conferences and debates on topics such as adoption, surrogacy, education‌ will be organised in co-operation with Belgian LGBTQI+ associations on Saturday.

The International Gay & Lesbian Travel Association is the world’s leading global travel network dedicated to connecting and educating LGBTQI+ travellers and the businesses that welcome and support them along the way. The IGLTA Annual Global Convention is the world’s premier educational and networking event for LGBTQI+ tourism professionals. The 37th edition (2020) of the conference will connect gay, lesbian and gay-friendly travel and tourism suppliers and buyers through its hosted buyer and scheduled appointment programme, numerous educational workshops and networking receptions. One day will be dedicated to European LGBTQI+ consumers and travellers. In 2018, visit.brussels will launch the largest survey ever carried out in Europe with the major LGBTQI+ European media about LGBTQI+ consumers and travellers and discover what their real expectations, way of living and more are. So, for the first time in the European LGBTQI+ history, and for EuroPride 2020, the global result of the survey about LGBTQI+ consumers will be presented to the world.

The programme overview will be disseminated not only by means of a programme book but also via a website and app. Since the programme includes an extensive list of main and smaller activities, a comprehensive programme overview will be put together for the entire event. We also plan on creating a ‘EuroPride’ label for all events organised in the 2020 theme. The idea is to put as many LGBTQI+ topics as possible from different European countries on the agenda.

Connect Programme

An application connected to the BEACONS © device (for more information cf. Annexes) is probably one of the most attractive offers and anchored in a desire to connect the user to the real world to offer him a tenfold experience. These devices allow to propose a high added value and a better experience of the city. This technology offers new, highly relevant interactions between the user and the environment. It maximises the data and services it needs in a hyper contextual way. All sectors are concerned: communication, mobility, culture, sports, but also institutions (city, region), trade and services (bars, restaurants, advertisers, event organisers, financial institutions). Long-term vision investment: not only the economy will benefit from the introduction of the system, the cultural experience will also be dramatically improved. Security is also one of the big points that would benefit from such a tool.

For interviews and broadcastings, visit. brussels’will bring support and expertise. visit.brussels’ press department will accredit our own internal journalists, photographers and videographers, and broadcast texts, images and videos free of charge so that the totality of the messages we wish to communicate are effective and tailored to the needs and to each information and communication channel. In doing so, we will reinforce the coverage that journalists usually offer to this type of event. By organising our own coverage of the preparation, monitoring and reporting of publications, we maximise our chances of benefiting from a faithful coverage of our events, relaying the results of our efforts. Journalists and bloggers from the EuroPride 2020 team will take turns to bring the LGBTQI+ event of the year to life in real-time in text, photo, video and computer graphics. Students in journalism and communication schools or experienced professionals, journalists or influen-

tial bloggers, they’ll be twenty – French-, Dutch-, English- and Spanish-speaking journalists, photographers and videographers – to manoeuvre every day. Driven by the EuroPride 2020 media cell, they will achieve full coverage of all events. Brussels Conferences, Parade, evenings, cultural or sports events, nightlife, etc., but also reports on side events of the EuroPride will be proposed. Photographers/video reporters will be on hand to share the atmosphere of the EuroPride and offer the best pictures and numerous videos on the fortnight for all media (broadcast, web, tablets and mobiles) in French, English, Spanish, and Dutch. Numerous fixed and interactive computer graphics, videography’s on the progress of the EuroPride will also be available. The Internet site and the dedicated application, but also the Twitter, Facebook or Instagram accounts of EuroPride 2020 will report on the news of this worldwide event until the end of the EuroPride event. During the EuroPride, the EuroPride vibe will be felt throughout the entire city and Brussels will transform into a genuine rainbow city

Rainbow colours will be ubiquitous: flags and banners, billboard ads, animated city screens, rainbow buses and trams, but also same-sex traffic lights and rainbow zebra crossings. Shop owners will be asked to decorate their shop windows in the EuroPride colours and residents to proudly fly the rainbow flag. Hundreds of rainbow flags will hang in the streets of Brussels’ city centre.

At night, major Brussels buildings will be highlighted in rainbow colours: office buildings (Belfius, ING…), Central Station, City Hall on Grand-Place. Drawing up an impressive lighting plan and putting monuments and symbols in LGBTQI+ colours is an ideal way to develop LGBTQI+ friendly visibility. Creating some LGBTQI+ monuments can also foster reflection on the difficulties experienced by the LGBTQI+ community.

The idea is also to create LGBTQI+ pedagogical support thanks to specific animations: drawing, painting, sewing… your flag, with associations, fashion design schools, youth/sports clubs, educational institutions, retirement homes, homes for disabled people, etc. We could reach out to different populations and discuss diversity and acceptation. Another idea is a ‘Catwalk Project’ – designing real or personal flags (cf. supra), then sewing them to create a collection of clothes/accessories for a runway on a float during the EuroPride Parade.

Over the years, Brussels has already developed a strong LGBTQI+ visual identity during its numerous Prides. It is necessary to rely on what is in place to make more elaborate proposals like renaming the gaybourhood (St Jacques district) and developing

6. THE EUROPRIDE 2020 ORGANISATION Titre

6.1. Welcoming People in the Best Way

As regards volunteering, we aim at a number of 500 volunteers doing their utmost to make the EuroPride a hit

Volunteers will be in charge of welcome corners installed in stations, airports and the EuroPride sites. In the EuroPride Village, volunteers will cover a broad range of welcoming activities: holding stands, selling merchandising and tickets. A dedicated stand will warmly receive national and international journalists and bloggers. Volunteers will also assume the responsibility of welcoming and supporting disabled people and insuring part of the security during the EuroPride parade, in close co-operation with police and security teams during evening events and parties. In addition, they will pitch in during sporting events as referees, water carriers, meal distribution, etc.

The association of guided tours of Brussels will work to build a special offer dedicated to LGBTQI+ people, including all of Brussels’ DNA (chocolate, beer, art nouveau…). For obvious security reasons, the EuroPride will closely co-operate with police and security teams. The Brussels-Capital Region already works on training police officers in the field of LGBTQI+ friendliness. For the next 2 years, we will improve training (with Rainbow cops and co-operation with the RainbowHouse and Brussels State Secretary of Equal Opportunities,Bianca Debaets).

The Brussels Greeters association members will also be totally dedicated to helping and supporting the people attending the EuroPride in different ways. 6. THE EUROPRIDE 2020 ORGANISATION Titre

Accessibility for all

EuroPride must provide adequate access facilities and services for people with hearing and visual disabilities, disabled people, elderly individuals and those with reduced mobility (pregnant women, person with children in prams, persons in wheelchairs, people in need of a safe and inclusive changing area). EuroPride volunteers will make sure that the event is accessible to all. Anyone with access problems and having booked/ purchased a EuroPride ticket may reserve a service/help to be determined at a later stage. People only have to sign up to make their day/stay as inclusive and enjoyable as possible!

This service will make it possible to book a parking lot in a car park dedicated to the disabled in the city centre (with lift, open 24/24 and free of charge on presentation of the European disability card), ask for places on parking spaces reserved for the disabled in front of outdoor theatres/shows, access to wheelchair accessible toilets or book personalised service with sign language interpreters for French, Dutch and English. People only have to fill out a form on the website. Please note that entrances or specific information for people requiring accessibility aids will be available on printed or downloaded tickets.

In the run-up to the EuroPride 2020, we provide a strong growth scenario for the next 3 years, both in terms of the size of the event and the number of participants. In the coming years, we will therefore strongly focus on the international appearance of the annual Pride in Brussels. Of course, this growth scenario will affect the cost tag and will also increase revenue evenly.

As soon as the organisation of the EuroPride 2020 is allocated to Brussels, we will start with official talks with the various Belgian authorities to materialise their support for the EuroPride 2020. In the process of preparing our candidacy, many exploratory discussions have been held. We will also approach existing and new sponsors with the request to support our event in the coming years to the EuroPride 2020. Differentiations will be made between partners, sponsors and supporters. This means that depending on the amount paid or the assistance provided, the subsidiaries will have their logo associated to the EuroPride 2020 logo (cf. Olympic Games) on posters, banners, etc. An official partner will be systematically quoted and illustrated. A sponsor will be in charge of funding a single well-defined activity (or several activities) whereas a supporter will appear on the list of supporter recognition which will be published on the EuroPride website. Significant in this respect is that financial partners

should apply a favourable policy towards employees and specifically LGBTQI+ personnel. The EuroPride 2020 event will also rely on subsidies from the Brussels-Capital Region. Brussels EuroPride 2020 sponsors contribute in many ways, ranging from financial support, providing services or donating products, media or advertising support and much more. We offer unprecedented opportunities for visibility and brand awareness for our sponsors, customising packages to suit their needs and specific marketing objectives whether they are large businesses or non-profit organisations. Sponsorships are a great way to support one of the largest Pride celebrations in the world while positioning brands at an event which is an example of co-existence and diversity. EuroPride 2020 influences the LGBTQI+ community on a global level and our community helps shape the future of our world. The EuroPride Village is built in the historic part of the city centre. Expenses for the closing ceremony on Sunday are also included. The highlight will be the EuroPride Parade that will wind its way through the streets of Brussels on Saturday. The costs for the EuroPride Parade will be

7.1. LGBTQI+ Community in Belgium and Brussels

The very first Pride in Brussels took place in 1996.

It was also the first Pride in Belgium with a national character. The participants came from all corners of the country: from Brussels itself, as well as from Flanders and Wallonia. A short time earlier, several other Prides had also been organised in the cities of Antwerp and Ghent, but these were almost exclusively made up of participants from Flanders. At the first edition of the Pride in Brussels, there were around 2,500 participants. That might not seem a lot now, but it was a huge success at the time. Back then, more than 70 LGBTQI+ associations were already involved in the organisation of the Pride. After the first successful edition, there was such an enthusiastic response that it was decided from then on to make the national Pride in Brussels an annual event. Its success has been going on unabated ever since.

demands have been put forward. For example, campaigns were fought for a law against discrimination of LGBTQI+ people, legal recognition for same-sex couples, civil partnerships and adoption. A new organisation was set up in 1996 to organise the first Pride in Brussels: The Belgian Lesbian and Gay Pride (BLGP). It is still the same organisation which is responsible for organising the annual Belgian Pride today. In the early days of the Pride, people used the term Samedi Rose/Roze Zaterdag (Pink Saturday) to refer to the Brussels gay Pride, although the name of the organisation, BLGP, was subsequently used. However, since so many different target groups have joined the Pride over the years with their own specific identity, the name of the organisation was changed in 2010 to The Belgian Pride.

The early editions of the Pride had a rather militant character. Over the years, the Belgian Pride has developed into a genuine celebration of diversity. The political aspect has always continued to play an important role. In the meantime, various political

The Belgian Pride has continued to grow over the years, both in terms of its programme and turnout. While there were around 2,500 participants in 1996, by 2005 the number had risen to 25,000, and in 2015, there were more than 100,000 participants. The most recent edition, on 20 May 2017, was once again a huge success, with around 90,000 visitors. But more important than this number is the fact that the dual character of the Pride was even more in evidence this year. The Belgian Pride has a strong tradition of being both celebratory and activist. It was apparent throughout that the organisational aspect was very prominent, and complementary to the commercial participants in the parade. The political demand this year, a compassionate and human asylum and migration policy for (LGBTQI+-) refugees, under the title #CrossingBorders, was also extremely well communicated, both on the day of the Pride and in the media: press, TV and online. With this action, the Belgian Pride profiled itself strongly in the area of international solidarity.

7.2. LGBTQI+ Organisation

Belgium has a strong tradition of associations, and the LGBTQI+ scene is no exception.

There are numerous LGBTQI+ associations forming a patchwork of organisations which are active in countless spheres: sports, leisure time, culture, cinema, defending interests, community building, raising awareness in the workplace, projects for and by women, transgender persons and other minorities within our minority, education, well-being and care for the elderly, personal coaching, parenthood, sexual health, support for sex workers, media, documenting LGBTQI+ history... the list is endless. There are three organisations in Belgium which encompass all of these associations: çavaria in the Dutch-speaking part of the country, Arc-en-Ciel Wallonie in the French-speaking part, and RainbowHouse in Brussels. In total, there are around 200 affiliated organisations! Each of these organisations have their own individual network of members and volunteers. It is a huge network of activists and engaged LGBTQI+ people, who stand up for the interests of each other and for the LGBTQI+ community as a whole.

These three umbrella organisations not only have their own character and activities, they also work closely together to achieve their common aims. The political landscape of Belgium is complex, meaning that competence for the various levels of government is dispersed. In particular for federal matters, close collaboration between the umbrella organisations is essential. The main element of this in recent times has been the amendment to the transgender law, an important demand which was finally achieved in 2017, after years of intensive lobbying work. In addition, the three umbrella organisations are consolidated into one joint structure, The Belgian Pride. It is this structure which is the candidacy holder for the EuroPride 2020, and which has organised the annual Pride in Brussels for over 20 years with ever-increasing success. The Belgian Pride is an NGO, carried by the 3 LGBTQI+ umbrella organisations in Belgium, which has enjoyed the support of the government and private partners for many years.

7.3. RainbowHouse-based Organisations

Of the roughly 200 Belgian LGBTQI+ associations, around 50 are based and active in Brussels, which is an enormous number for a city of that size.

The associations come together at the RainbowHouse, an umbrella organisation with a meeting house in the heart of the city, nestled in the LGBTQI+ nightlife district. RainbowHouse has existed for 16 years and relies on a broad range of support from local and regional governments, which are involved financially, but also substantively, in the projects which are organised. In the first instance, RainbowHouse is there to provide support to its own members (the 54 affiliated organisations), and offers an open house to them, but also to the general public who can go there for information, personal support, or simply a pleasant evening.

In addition, RainbowHouse is involved in lobbying activities, generally in co-operation with the other umbrella organisations, and works towards an open and inclusive society. It does this partly through projects, including training and awareness-raising of the Brussels police and municipal administrations (the latter under the title ‘All Genders Welcome’).

7.4. LGBTQI+ Rights

In Belgium

Lesbian, gay, bisexual, transgender, queer, intersexual (LGBTQI+) rights in Belgium are considered as some of the most progressive in Europe and in the world.

After granting same-sex couples domestic partnership benefits in 2000, Belgium became the second country in the world to legalise same-sex marriage in 2003. Same-sex adoption and adoption by single LGBs was legalised in 2006. The fertility law of 2007 provides easy and affordable medical access to reproductive technologies for lesbian individuals or couples who want to have children through artificial insemination by anonymous donors. Since 2015 co-mothers get the same parental rights as male fathers. They are automatically the second legal parent when married or can recognise their child at civil registry. Anti-discrimination legislation in Belgium is more extensive than in many other European countries (Act on Combatting Certain Forms of Discrimination, 2007 and Act on Combatting Discrimination Between Women and Men, 2007). It is not limited to employment but extends to education, access to goods and services, housing and other aspects of public life.

Recognised grounds of discrimination are, among others, sex (and sex change), sexual orientation, gender identity and gender expression. There are two major equality bodies in Belgium, the Institute for Equality Between Women and Men (for discrimination related to gender, including transgenders) and the Interfederal Centre for Equal Opportunities (for discrimination related to sexual orientation and other grounds of discrimination). Transgenders have been allowed to change their legal gender and first name since 2007 by administrative procedure. In 2017 the renewal of this law has been voted and all requirements concerning medical treatments and sterilisation are being removed. Belgium has various State Secretaries of Equal Opportunities (at different levels of its regional and federal political system), which actively sponsor the country’s LGBTQI+ grassroots organisations. The former Prime Minister of Belgium is an openly gay man and was one of the only three Prime Ministers in the world to identify as LGBTQI+. Elio Di Rupo enabled the first Interfederal action plan against homophobia and transphobia.

Brussels’ European quarter – as it is commonly referred to – houses 61 EU Commission buildings, member states’ permanent representations to the EU and third states, as well as representations of European interest groups, 170 regional representations, public affairs consulting firms, etc. Over 10,000 organisations are entered in the official register of EU lobbies. With an estimated number of 20,000 lobbyists, Brussels ranks second in the world’s lobbying capitals after Washington DC. Following the European elections in 2019, a brandnew European team will be in charge. The entire European LGBTQI+ movement expects it to show prominent leadership in matters such as human rights and the situation of LGBTQI+ people and other minorities. Brussels has a strategic position and the necessary know-how to become a standard bearer and play a leading role in the promotion and support of a strong European LGBTQI+ friendly policy. The Intergroup on LGBTQI+ Rights of the European

Parliament’s gathers over 100 members of the European Parliament from all political groups and countries to advance issues connected to the rights of lesbian, gay, bisexual, transgender and intersexual (LGBTQI+) people in the European Union and beyond. The LGBTQI+ Intergroup is the largest of the European Parliament’s 28 Intergroups and has over 150 members, who are all democratically-elected Members of the European Parliament. In the Council of the European Union, national ministers meet regularly to adopt EU laws and coordinate policies. The Council of the EU doesn’t have a permanent, single-person. Instead, its work is led by the country holding the Council presidency, which rotates every 6 months. During the EuroPride 2020, the Croatian government will chair and help determine the agenda of Council meetings in each policy area, and facilitate dialogue with the other EU institutions.

Bluetooth beacon networks deployed in urban areas and public places are an innovation infrastructure that can be made available to innovators, start-ups, ecosystem actors, residents... And therefore, promote the emergence and development of new services in mobility, on a daily basis in the city. It is necessary to place the user at the centre of the project to offer an added value and attractiveness. The implementation of a network of interconnected beacons will be a success if 3 major ingredients are combined: the right tools to easily deploy and manage the beacon network, the right partners who are both experts in technologies and experienced in deploying large-scale solutions, and of course, the desire to make the city more connected.

The interactions with the tags allow a better knowledge of the flows, hence a continuous improvement in welcoming and satisfying visitors: • notification to travellers when they are approaching their bus or metro stop as well as schedules. BEACON technology in a few words

Beacons are small sensors that emit a Bluetooth 4.0 signal, also called Bluetooth Low Energy (BLE), whose range is about 50-70 meters. The transmitted signal is unique for each sensor and can be located by the Bluetooth 4.0 of smartphones. Beacons act as digital beacons that can ‘wake up’ smartphones and applications which are ‘listening’. Beacons are passive elements that do not send information and do not transmit content, unlike NFC tags, for example.

For smartphones to be ‘woken’ by beacons, users must have previously downloaded the application which listens to the signals of these same beacons. Then, an action is performed in the application, for example the display of a notification according to a particular context. Also, all the intelligence is in the back office to parameterise the behaviours of the applications according to the context.

3.1 Het belangrijkste maatschappelijk doel van de vereniging is de jaarlijkse organisatie van de “Belgian Pride”, een manifestatie met een nationaal karakter, georganiseerd in het Hoofdstedelijk Brussels Gewest. c) de deelname aan internationale samenwerkingen, meer bepaald met buitenlandse verenigingen die hetzelfde doel nastreven, of met internationale federaties die kaderen in het maatschappelijk doel.

7.5 De Algemene Vergadering is bevoegd om een of meerdere bestuurders als gedelegeerd bestuurder te benoemen. Deze gedelegeerd bestuurders kunnen de organisatie minimum per twee verbinden. Deze mogen onder meer, zonder dat deze opsomming beperkend is, en zonder afbreuk te doen aan alle andere machten voortvloeiend uit de wet of de statuten, alle daden en overeenkomsten stellen en afsluiten, schikkingen treffen, compromissen sluiten roerende en onroerende goederen verwerven ruilen, verkopen, onroerende goederen of rechten met een hypotheek bezwaren, leningen afsluiten, alle legaten, subsidies, schenkingen en overdachten aanvaarden alle bijzondere machten toekennen aan mandatarissen van zijn keuze, al dan niet leden. Deze gedelegeerd bestuurders zijn gemachtigd om postliggende stukken, postassignaties, aangetekende brieven en dergelijke in ontvangst te nemen. Zij hoeven daarvoor niet gezamenlijk op te treden.

3.3 De vereniging mag geen stoffelijk voordeel aan de leden verschaffen. Art. 4 – Pluralistisch karakter 4.1 De vereniging is pluralistisch. Ze staat voor diversiteit en werkt onafhankelijk van politieke groeperingen of partijen, alsook van levensbeschouwelijke organisaties. De Belgian Pride schaart zich achter de waarden, principes en idealen van de Universele Verklaring van de Rechten van de Mens. Artikel 5 – Duur 5.1 De vereniging is voor onbepaalde duur opgericht. TITEL II – ALGEMENE VERGADERING: SAMENSTELLING, BEVOEGDHEDEN, BESLISSINGEN, BIJEENROEPING, NOTULEN, TERUGTREKKING EN UITSLUITING, DE LEDEN Art. 6 – Samenstelling 6.1 De vereniging bestaat uit effectieve en toetredende leden 6.2 De effectieve leden zijn vertegenwoordigers van de drie regionale LGBTI federaties in België (Brussels Hoofdstedelijk Gewest, Vlaanderen en Wallonië). Te weten Arc-en-Ciel Wallonie vzw, çavaria vzw en RainbowHouse Brussels vzw. 6.3 Het aantal leden is even. Elke regionale federatie stelt een gelijk en even aantal effectieve leden voor (minimum twee). Op voorstel van de Raad van Bestuur beslist de Algemene vergadering over het aantal effectieve leden.

6.5 Met een absolute meerderheid van de aanwezige of vertegenwoordigde leden beslist de Algemene vergadering over de toetreding van de effectieve leden. 6.6 De toetredende leden zijn derden die interesse tonen voor het sociale doel van de vereniging en bereid zijn mee te werken aan de realisatie ervan. Zij dienen een gemotiveerd geschreven verzoek in bij de Raad van Bestuur en zij worden aangenomen door de Algemene vergadering met een absolute meerderheid. Zij dragen bij tot de diversiteit en de expertise van de vereniging. Zij verbinden er zich toe de voorliggende statuten te eerbiedigen en de beslissingen die genomen worden in overeenstemming hiermee te respecteren. Zij verbinden zich ertoe deel te nemen aan de activiteiten die door de vereniging georganiseerd worden. Zij kunnen uitgenodigd worden op de Algemene vergadering maar hebben geen stemrecht. Zij kunnen verkozen worden voor de Raad van bestuur volgens de voorwaarden voorzien door het artikel 18. Het aantal toetredende leden is onbepaald. Het staat elk toetredend lid vrij zich terug te trekken uit de vereniging mits een geschreven ontslag gericht aan de Raad van bestuur. 6.7 Aan de leden kan geen enkele toelatingssom of lidgeld gevraagd worden Art. 7 – Bevoegdheden 7.1 De Algemene Vergadering is bevoegd voor de aangelegenheden zoals bedoeld in de wet op de verenigingen zonder winstoogmerk. 7.2 De Algemene Vergadering is eveneens bevoegd om te beraadslagen over het aantal parades per jaar en de stad waar het evenement zal plaatsvinden. Het wijzigen van het Brussels Hoofdstedelijk Gewest als plaats kan slechts gebeuren met een 4/5 meerderheid van de stemmen. 7.3 De Algemene Vergadering keurt het algemeen beleid goed, in de vorm van een jaarprogramma, evenals de prioritaire jaarthema’s. De wijze van samenwerking met de verenigingen die vertegenwoordigd zijn in de Algemene Vergadering, wordt vastgelegd in het huishoudelijk reglement. 7.4 De Algemene Vergadering keurt het huishoudelijk reglement goed.

Art. 8 – Beslissingen 8.1 Onverminderd de bepalingen in de wet op de verenigingen zonder winstoogmerk, beslist de Algemene Vergadering bij gewone meerderheid van de aanwezige of vertegenwoordigde leden. 8.2 Onverminderd de bepalingen in de wet op de verenigingen zonder winstoogmerk, beslist de Algemene Vergadering slechts rechtsgeldig indien de helft van de leden aanwezig of vertegenwoordigd zijn. Art. 9 – Bijeenroeping 9.1 Er moet tenminste één maal per jaar een statutaire Algemene Vergadering gehouden worden. Deze wordt steeds georganiseerd in het eerste semester van het burgerlijk jaar. 9.2 Een bijzondere Algemene Vergadering kan bijeengeroepen worden op vraag van minstens twee bestuurders of op vraag van minstens 20% van de leden. 9.3 Een bijzondere Algemene Vergadering heeft plaats in de gevallen voorzien door de wet. 9.4 De Raad van Bestuur roept de algemene vergadering samen, ten laatste twee weken voor de vergadering per brief, fax of e-mail. De uitnodiging bevat de agenda van de vergadering. 9.5 Elk lid heeft het recht aanwezig te zijn en deel te nemen aan de vergadering, ofwel in eigen persoon, ofwel door tussenkomst van een ander persoon, die een derde mag zijn, in het bezit van een volmacht. Art. 10 – Notulen 10.1 De notulen van de Algemene Vergadering, worden opgenomen in het register van de proces-verbalen en bewaard op de zetel van de vereniging. De notulen worden getekend door twee bestuurders. Art 11 – Uittredingen en uitsluitingen 11.1 Het staat de leden vrij zich op elk ogenblik terug te trekken uit de vereniging. Zij geven hun intentie aan per aangetekende brief gericht aan de Raad van Bestuur. 11.2 De uitsluiting van een lid kan enkel uitgesproken worden door de Algemene Vergadering. 11.3 Het besluit tot uitsluiting wordt genomen met een meerderheid van 2/3 van de vertegenwoordigde stemmen. 11.4 Het lid dat men wenst uit te sluiten dient te zijn gehoord of minstens om uitleg zijn verzocht via een aangetekend schrijven. Art. 12 – Samenstelling 12.1 Het aantal bestuurders is even. 12.2 Op voorstel van de regionale federaties wordt een gelijk aantal bestuurders per regionale federatie vertegenwoordigd in de Algemene vergadering, verkozen in de Raad van bestuur. 12.3 De Algemene vergadering kan andere bestuurders aanduiden tussen de toetredende leden met een gewone meerderheid. Indien alle effectieve leden van één federatie zich unaniem verzetten tegen een kandidatuur zal de Algemene Vergadering deze stemming naar een volgende AV doorverwijzen. Deze procedure kan maar éénmaal toegepast worden. 12.4 De Raad van bestuur streeft in de mate van het mogelijke naar een evenwichtige vertegenwoordiging op vlak van gender. 12.5 De bestuurders worden verkozen voor twee jaar. Zij kunnen worden herverkozen. 12.6 Bij de aanduiding van de bestuurders, moet de taalpariteit steeds worden gerespecteerd. 12.7 De RvB kiest een voorzitter, een secretaris en een penningmeester tussen de bestuurders. Art. 13 – Bevoegdheden 13.1 Alle rechten die niet expliciet aan de Algemene Vergadering zijn voorbehouden, behoren tot de bevoegdheid van de Raad van Bestuur. Art. 14 – Beslissingen 14.1 Onverminderd de bepalingen in de wet voor verenigingen zonder winstoogmerk beslist de Raad van Bestuur bij gewone meerderheid van de aanwezige of vertegenwoordigde bestuurders. 14.2 Onverminderd de bepalingen in de wet voor verenigingen zonder winstoogmerk beslist de Raad van Bestuur slechts rechtsgeldig indien de helft van de bestuurders aanwezig of vertegenwoordigd zijn.

We are delighted to hear that Brussels is a candidate for Europride 2020. With this letter we wish to give The Belgian Pride our full support in the bid for Europride 2020. Sensoa is the Flemish expertise centre for sexual health. As partner organisation of the Flemish Government, we implement prevention activities toward men who have sex with men. Sensoa has never missed a Belgian pride celebration in Brussel since our organisation was founded in 2001. Our organisation participates in the celebration by joining in the Pride march and by distributing condoms and other prevention materials to the many participants. For us, Brussels Pride is an excellent yearly occasion to put sexual health on the agenda for gay and bisexual men, as well as to show solidarity for people living with HIV. During our outreach activities with MSM (men who have sex with men) in Brussels we have noticed that our capital is increasingly visited by an international audience. Every weekend you can witness a European celebration of LGBTI pride in Brussels, so it would be fitting if Brussels can host the title of Europride 2020. We are sure the organisation of the event will be in excellent hands with The Belgian Pride. We hope we can welcome you soon in Brussels. With kind regards,

I address you this letter to show our support for Brussels in the bid for EuroPride 2020. Dear members of EPOA

I strongly believe that Brussels would be an excellent location for the EuroPride 2020 to take place, in Europe’s capital city.

I support Brussels in its bid for EuroPride 2020. As member of the comunity and personnaly involved in the city’s association life, I think Brussels is the perfect location for EuroPride 2020. Brussels is a vibrant place, with tons of festivals and gay activities, a strenghtful energy, a great

gay village and structured communities; Brusselss is also the beating heart of Europe. Intertitre

As General Secretary of the Belgium Bear Pride, I fight for the bear community and the whole LGBTQI+ equality in Belgium, in Europe and Beyond. I live in Brussels, I meet my friends and my community there. I love that city and the friends i have there. That’s why I decided to support the bidding of Brussels for EuroPride 2020.

As a spokesman for all members from MSC Belgium, we are committed to further strengthen and eager equal rights for the whole LGBTQI+ in Belgium, in Europe and Beyond. Mr Leather Belgium, a title we organize every year, is a proof that we stand up for who we are and show our country that being different is perfectly acceptable in our society. For several reasons, Brussels would be the perfect setting for the EuroPride 2020. It’s not only the Capital of European Union, but also a vibrant city where different nationalities, communities, cultures and generations meet. Furthermore, Brussels has a great LGBT+ agenda, great structured communities and a strong and well-organized civil society. MSC Belgium is a member of the Rainbowhouse Brussels participating at several meetings and working groups in favour of the LGBTQI+ community, open towards straight men and woman to build bridges in order to be accepted in both ways. Brussels is the city we live in, where we meet our friends. This is no doubt one of the mayor cities where difference is being applauded. That’s why I decided to support the bidding of Brussels for EuroPride 2020.

European Pride Organisers Association (EPOA) Kolenmarkt 42 B-1000 Brussels Dear all, With this letter, RainbowHouse Brussels, Arc-en-Wallonie and çavaria want to express their full support for the application of the Belgian Pride to act as the organising partner of the EuroPride 2020 in the city of Brussels. RainbowHouse Brussels, Arc-en-Ciel Wallonie and çavaria together represent more than 170 associations in the Brussels-Capital Region, Wallonia and Flanders. A wide network with a great diversity and a huge number of volunteers and activists, that offers all sorts of activities. United we stand in our support of the board and team of the Belgian Pride in the yearly organisation of the Belgian Pride, the traditional ‘opening’ of the European Pride season. RainbowHouse Brussels organises the majority of cultural, activist and festive activities in the two weeks preceding the Belgian Pride, known as the PrideFestival. Brussels is the second most diverse city in the world, and the most diverse city of Europe. The Belgian Pride fully reflects this great asset, not only in terms of sexual orientation and gender identity, but also in other elements of diversity, such as origin, sex, age, religion, ability… anything that makes people unique. Brussels being the de facto capital of the European Union gives every Belgian Pride a strong European identity. We aim to strengthen the European aspect in the years leading up to the Europride in 2020. Another key element of the Belgian Pride is being rooted in the local and communal levels of society. The Belgian Pride reaches out to all levels of government (from local to international), all regions and cities of the country, all groups in society (with a special focus on marginalised groups) and all types of partner organisations (non-profit, public and commercial). The staff of the Belgian Pride has all the expertise and experience to successfully organise the EuroPride in 2020. They can rely on an extensive network with a great variety of partners, as well as on a large group of committed volunteers. We believe that having the EuroPride in Brussels would give a much needed boost to the political discussions on the EU level. Especially at a time when LGBT rights worldwide are under threat and the European Union seems to stand by idly. We hope hosting the EuroPride in Brussels will encourage European leaders to once again take the lead in the defense and advancement of LGBT rights for all. More EUPride is needed! As part of its international mission, the Centre for Fine Arts Brussels (BOZAR) aims to show and establish exchange with cultures from all over the world, to promote cultural diversity and intercultural dialogue and to advocate the role of culture as a catalyst for creativity. BOZAR does not only show art for art’s sake. We believe in debate, and in the community building capacity of the arts.
