MONDAY 24TH MAY 2021 10:00 - 11:00 AM Food Standards - deep dive David Pickering, CTSI Lead Officer for Food will use practical examples to examine food standards enforcement issues and assess how officers can reach pragmatic resolutions to them satisfying regulatory and business needs. Whilst there is still uncertainty, it will look at the reasons why and how these could be resolved to enable the market to continue to operate effectively.

11:30 - 12:15 PM Animal Health - deep dive Steph Young, CTSI Lead Officer for Animal Health. With the Trade in Animals & Animal Related Products (TARP), the landing of dogs into GB had been a cause for concern for a number of years for local authorities. This session will offer advice on the rules relating to importation of cats, dogs and mammals in accordance with the pet travel scheme and the powers available to them where non-compliance with the rules is identified.

TUESDAY 25TH MAY 2021 10:00 - 11:00 AM Intellectual Property - deep dive The transition period has ended – but is Brexit behind us? Building on February's online IP course this course will review the current position five months on. The UK is now a 3rd country outside the EU What barriers to trade have emerged? What new cross-border challenges face rights owners and business? What does the government propose to do next?

1.00 - 2:00 PM - Lunchtime resources 2.00 - 2:30 PM Intellectual Property Delivered by Matt Cope, Deputy Director, IP Enforcement. This session will cover some of the changes to the UK IP system following EU exit, what that means for registered rights and for the IPO as the body responsible for overseeing the system. The session will also cover changes to the exhaustion of rights regime that underpins parallel trade, looking at potential options for the future and how policy decisions will be made.


WEDNESDAY 26TH MAY 2021 10:00 - 11:00 AM Travel Law - deep dive How do we deal with a consumer who has visited a travel agent to book a package holiday and has so many problems they have come to Trading Standards? Bruce Treloar, CTSI Lead Officer for Travel explores the scenario and picks apart what offences have taken place and the need for specific evidence and draft offences under this legislation. Bruce will also update on the responsibilities there are for Travel Agents under the Regulations including a brief look at a Covid-19 issue with UK accommodation providers.

11:15 - 12:00 PM Conducting Inspections In this session Mark Gardiner, CTSI Lead Officer for Product Safety explores the issues with personal and professional COVID-19 risk management. There will be information and a discussion on professional decision making in investigatory or enforcement roles, which become particularly important as restrictions are relaxed.

THURSDAY 27TH MAY 2021 10:00 - 10:30 AM UK ICC - update This course is an update on the UK International Consumer Centre (formerly the UK European Consumer Centre) and the changes that have come into place due to the UK's exit from the European Union. This session will explore updates on the operational aspects of the UK ICC as well as discussing current complaints.

11:00 - 11:30 AM Competition and Markets Authority As the UK has now left the EU, it has also left its Consumer Protection Cooperation network and, potentially, this will lead to a divergence in consumer law between the UK and EU over time. For the CMA, formerly the UK’s representative on the CPC, this has meant a refocus on international consumer partnerships such as those with OECD and UNCTAD. This talk will focus on the impact that EU Exit has had on the CMA and its external relationships. It will explore what the future of UK fair trading law might look like in the context of possible diversion from the EU’s new deal for consumers and the potential for the UK Government to reform consumer law, especially to face the challenges posed by digital markets. Craig McClue, a TSO of many years, formerly CTSI’s Head of Policy and Chair of its Brexit Think Tank, will present this session.

FRIDAY 28TH MAY 2021 10:00 - 11:00 AM e-Commerce - deep dive David MacKenzie, CTSI Lead Officer for e-Commerce. Divergence could have a variety of consequences for e-Commerce, whilst some will be medium and long-term issues, some short-term challenges have already arisen. Through the “Omnibus Directive” and the new market surveillance Regulation, the EU has sought to “catch up” with modern eCommerce and regulate it accordingly. Will the UK follow suit or plot its own course? This session looks at the issues under scrutiny in this early test of how post-Brexit Britain will trade online.

11:30 - 12:15 PM Capturing and Interrogating Website Images Images incorporated in webpages are potential electronic evidence and can be captured in conjunction with webpage screenshots. It's important that investigators understand the status of an image and how to ascertain its origin or source, even when that information is not immediately apparent. Willie Paul will also explore techniques to access original image properties that may be relevant to an investigation.
