» Vigil for 26-year-old fatally shot by Orange County sheriff’s deputies

Activists with Orlando Against Police Crimes and friends of 26-year-old Jose Luis Lopez organized a vigil at Lake Ellenor Park last Sunday to honor the life of Lopez, who was fatally shot by Orange County sheriff’s deputies in his own home last month. Lopez, who friends say didn’t speak or understand English, was believed by deputies to be holding a knife — but an admission from the sheriff’s office and body-camera footage released a month later revealed there was no knife found on the scene. Two deputies shot Lopez, believing he was a burglar following a 911 call from a neighbor and friend of Lopez’s. Lopez had been in an argument with a co-worker, who broke into Lopez’s home. Lopez had his co-worker in a headlock when deputies saw them through a kitchen window and shot what they thought was an attacker. The co-worker, 25-year-old Cristian Duran-Contreras, has since been charged with burglary, theft — and a second-degree murder charge, because his “unlawful felonious actions” led to the situation in which deputies shot Lopez. Activists and friends raised money to fly Lopez’s remains back to his family in his home country of Mexico.

» Judge denies request to block Florida’s social media ban for young teens In a big courtroom victory for Gov. Ron DeSantis, a federal judge in Tallahassee denied a request to block Florida’s limits on social media for youth under 16. U.S. District Judge Mark Walker rejected a request by a group of tech companies for a preliminary injunction that would have at least further temporarily blocked the state’s ban from taking effect. In his 13-page ruling, Walker said the plaintiffs failed to prove which social media platforms — TikTok, Instagram, Facebook or others — would be affected under Florida’s ban. The tech companies had argued in court that at least one of the social media platforms would likely be covered by Florida’s law and would have to spend money and resources to comply with it. Walker said that wasn’t a convincing enough argument. The law applies narrowly only to social media platforms with “addictive features” like push notifications, with 10% or more of daily active users who are younger than 16 and who spend on average two hours or more on the app. If all those conditions aren’t met, the law doesn’t apply to the platform. The social media law, which was supposed to take effect Jan. 1, would block anyone under 16 from using some social media but would allow 14- and 15-year-olds to use the apps with a parent’s permission. Companies that violate the law could be fined up to $50,000 per violation.

» Migrant children fleeing abuse could have a harder time getting residency in Florida

A bill advancing in the Florida Senate would make it harder for children without legal status who are fleeing abuse in their home countries to become permanent residents. That’s because they could lose the assistance of immigration attorneys and advocates, who say that Senate Bill 1626 would stop them from applying for immigration relief on behalf of such children. While immigration proceedings fall under the federal government’s jurisdiction, children without legal status can find a pathway to permanent residency if a state court determines they depend on the state and that they are eligible for special immigrant juvenile status. Courts issue such orders when children have been abused, neglected or abandoned. Under Vero Beach Republican Sen. Erin Grall’s proposal, courts couldn’t declare that children who immigrated alone were abused if the abuse happened before they entered the country or if an abusive parent is not in the United States. Grall said the changes are necessary to protect unaccompanied minors from ending up in the custody of bad people and to close what she claimed is a loophole allowing criminals and gang members to gain legal status. John Barry, a lawyer who represents immigrant children for the Orlando Center for Justice, calls the bill unethical. SB 1626 advanced through its first committee last week, while a Florida House version of the bill has not yet been heard.

» GOP again aims to restore the rights of 18-year-olds to purchase long guns

A bill aiming to lower the age for Floridians to purchase shotguns and rifles from 21 to 18 advanced in its first hearing before a Florida House committee last week. The bill also would allow someone 18 or over to purchase a handgun from a private seller. (Federal law prohibits anyone under 21 from purchasing a handgun from a federally licensed firearms dealer.) Similar legislation — which would remove a key provision of the 2018 Marjory Stoneman Douglas Public Safety Act — has passed in

the Florida House in the past two legislative sessions, but has been blocked in the Senate. The mood in the Senate is different this year, though. There’s new leadership in the House and Senate, and Gov. DeSantis has also called for the prohibition to be eliminated. As an indication of its strength in the House, the bill (HB 759) is co-sponsored by eight Republicans in addition to its primary sponsor, and has been assigned to just one more committee before it can make its way to the full chamber for a floor vote.

» Florida GOP continues push to ban local governments from adding fluoride to water

A Senate committee last week approved a wide-ranging bill that includes preventing local governments from adding fluoride to water supplies. The Senate Agriculture Committee unanimously supported the bill (HB 700), which involves a series of issues related to the Florida Department of Agriculture and Consumer Services. Local governments in Florida and across the country recently have debated — and, in some cases, stopped — the longstanding practice of adding fluoride to water supplies. The bill, sponsored by committee Chairman Keith Truenow, R-Tavares, would prevent in public water systems “the use of any additive included primarily for health-related purposes.” Truenow said Floridians can get fluoride in other ways. But health organizations have long said fluoride in water helps prevent cavities and dental problems. Brandon Edmonston, a lobbyist for the Florida Dental Association, urged lawmakers to leave decisions about fluoride in water to local governments.

Florida Republican Sen. Jonathan Martin

doesn’t think employers should be forced to pay young workers the bare minimum

Florida’s minimum wage is one of the highest in the U.S. South. The state minimum wage currently sits at $13 an hour for non-tipped workers, and will rise to $14 later this year. That’s because of a constitutional amendment Florida voters approved in 2020 to gradually raise the state minimum wage to $15 an hour by Sept. 30, 2026. But some state legislators in the Florida Legislature — who forced voters to approve a higher minimum wage, because they wouldn’t enact one themselves — think this base wage is too burdensome for some employers. Which ones? Employers who want to pay workers less, but don’t want to break the law.

With a row of young people sitting quietly behind him during a committee hearing last Monday, Florida Sen. Jonathan Martin, R-Fort Meyers, defended a new proposal of his (SB 676) that would create carve-outs from Florida’s minimum wage for interns, apprentices, “pre-apprentices” and other work-study program employees.

The proposal itself doesn’t include specific age limits for which workers employers can pay less than the bare minimum. But Martin’s goal is to allow young, unskilled workers to trade away their right to a minimum wage in order to gain job experience and skills.

“We’re not talking about somebody who has to have a livable wage to survive,” Martin claimed. “We’re closing out opportunity for an entire generation to build skills and develop opportunities in the workforce that we all had when we were growing up.”

“If the young people who want the skills, want to work … I want to make sure that the employers can afford to bring them on,” he added.

The bill introduced by Martin — and Florida Rep. Ryan Chamberlin, R-Belleview, in the Florida House (HB 541) — doesn’t explicitly say employers can pay interns and apprentices less than minimum wage. It offers the “opportunity” for a worker to opt out of being paid minimum wage. Under the proposal, an apprentice or intern could “[check] a box on an application form to opt out of the minimum wage requirements” or “[provide] the employer with a written acknowledgment signed by the employee that the employee is opting out of the minimum wage requirements.”

An amendment made to the bill by Martin on Monday would require workers under 18 to get a parent or guardian to sign off on that waiver. It would also require that a worker “knowingly and voluntarily” agree to being paid a lesser amount.

Opponents of the bill, including State Sen. Carlos Guillermo Smith, D-Orlando, said the bill would allow employers to exploit workers of all ages, including but not limited to teenagers in the workforce.

“We have a constitutional minimum wage in Florida: It’s $13 an hour. And this law, this proposal, is an attempt to circumvent it,” Smith argued. “It’s an attempt to exploit workers of all ages.”

Jackson Oberlink, a lobbyist for Florida Rising, a progressive advocacy group, also pointed out that because there aren’t specific legal definitions for who counts as an “intern,” employers could leverage that ambiguity to their advantage.

“A fast-food worker, a grocery store cashier or a construction apprentice could suddenly find themselves reclassified as an intern and making far less than the legal minimum wage,” said Oberlink. “There’s nothing in this bill to stop employers from using that loophole to slash wages.”

The bill could also be unconstitutional. A Senate staff analysis of the proposal notes that, under existing case law, even “if an employee signs a waiver stating that they opt out of minimum wage requirements, the employer is still bound by the minimum wage requirements of the state Constitution.”

Martin, however, believes that if this bill did pass, and someone sued over it, the conservative majority of the Florida Supreme Court would have his back.

“I’m very confident that this is something that the Florida Supreme Court would side with us on,” he declared.

Unlike state law, any changes to Florida’s state constitution must be first approved by voters.

“The language of the constitutional mandate is clear that employers must pay the established, hourly minimum wage to employees,”Senate staff analysis of the bill reads.“There is no exception or exemption from the minimum wage specified in the state constitution, other than those incorporated from the [Fair Labor Standards Act].”

Florida’s business lobby has been fighting Florida’s minimum wage requirements for decades — first by lobbying against a constitutional amendment in 2004 that first established Florida’s minimum wage, separate from the federal minimum wage (which currently languishes at just $7.25 an hour).

More recently, Major League Baseball successfully lobbied lawmakers in 2023 to carve out minor league players from Florida’s minimum wage requirements.

The following year, business groups such as the Chamber of Commerce and the catchall Associated Industries of Florida convinced Florida’s GOP lawmakers to approve a bill (HB 433) that, effective October 2026, will prohibit cities and counties from requiring their government contractors to pay their employees anything above the state minimum.

Martin maintained, however, that the idea for the bill didn’t come from a think tank or from model legislation pushed by conservative “bill mills” like the American Legislative Exchange Council (ALEC). Instead, he said it came out of an organic conversation with Chamberlin, the House bill sponsor.

“Because the minimum wage was so high, I saw a lot of young, younger students — teenagers — missing out on opportunities that we had when we were growing up, when the minimum wage was much lower, where we could hone our skills, build a résumé and develop job skills that would be beneficial through the rest of our career,” he said.

A spokesperson for the Economic Policy Institute, a progressive independent think tank that researches economic trends and policies, said their experts were not aware of similar bills that had recently been introduced elsewhere in the U.S.

The National Federation of Independent Business has registered to lobby on the bill, according to disclosure records. The Florida NAACP, Florida Alliance for Retired Americans, Florida AFL-CIO and Florida National Organization for Women (NOW) are opposed.

Under the federal Fair Labor Standards Act, employers are legally allowed to pay workers under 20 years old a subminimum wage for the first 90 days of their employment. There are some other types of employees — incarcerated workers, certain workers with disabilities, and tipped workers — who are also legally allowed to be paid subminimum wages.

Sean Donnelly, director of two apprenticeship programs run by the International Brotherhood of Electrical Workers Local 606 in Orlando, told Orlando Weekly he isn’t entirely sure Martin and Chamberlin’s proposal would affect the IBEW program — since the union negotiates wages for apprentices directly with employers and contractors.

But the idea still doesn’t sit well with him. “One hundred percent, I am worried about it affecting our own programs.”

Apprenticeship programs can be union — where a local labor union will negotiate competitive pay for apprentices, and help them find work after — or non-union. Some of the nonunion programs may, for instance, be sponsored by an employer, a contractor, or a trade group like the Associated Builders and Contractors, a group that has openly opposed minimum wage mandates and lobbied last year to allow teenagers to legally work atop roofs.

The IBEW’s three-year electrician apprenticeship program in Orlando offers starting wages of $17.15 an hour for their inside wireman route — above minimum wage — and $21 an hour for a program at Walt Disney World. The programs are tuition-free, and wages rise each year of the

program. By the program’s end, apprentices in the inside wireman program earn $27.12 an hour, and those in the Disney World program earn $24 an hour.

Donnelly, himself a graduate of an IBEW program, said the program is perfect for people who maybe can’t afford or don’t want to go to college, but who want to build a career that offers a living wage.

All apprentices are paid the same, regardless of race or ethnicity or gender. All you need is a high school diploma or GED. The average age of their apprentices is young people in their early to mid-20s. Their oldest graduate, a couple of years ago, was 69 years old.

Donnelly notes that even with their current wage scale, apprentices in Florida are struggling to make ends meet.

“Our apprentices have a hard enough time as it is, working in Central Florida,” he admitted. “A very difficult time.”

Taking into account basic expenses such as housing, groceries and transportation, MIT’s living wage calculator estimates that a childless single adult in Florida must bring in $23.41 per hour working full-time (annual earnings of $48,692) in order to just live comfortably. If you have one child, that rises to $38.72 an hour, or $41.50 an hour in a two-adult household with two children where only one adult is employed. Martin, who admitted he had to turn down an unpaid internship in college himself because he couldn’t afford it, claimed his minimum wage proposal will give individual workers more “freedom” and “opportunities.”

“This gives an individual the freedom to show up at an employer’s place of business and say, ‘Hey, I’m willing to sweep floors and learn the job. I’m willing to be a hand while you’re working on engines, and hold a flashlight for you. I’m willing to learn your business in exchange for experience and skills,’ that they could then transfer into the workplace without having to pay to go to college,” said Martin.

Sen. Tom Leek, chair of the Senate Commerce and Tourism committee that heard the bill last Monday, added that internships and apprenticeship programs are just “temporary.”

“You’re not committing yourself to a life of a lower wage, but what you are doing is allowing that person to make the decision on their own, that they would like to have a marketable skill more than they’d like to have 15 bucks an hour,” he said. “And that’s a fair trade.”

The Senate Commerce & Tourism Committee voted 5-3 along party lines to advance the bill forward, with Democratic senators Tracie Davis, Smith, and Kristen Arrington voting against and Sen. Clay Yarborough absent. Republican Sen. Joe Gruters voted in favor of advancing it forward, but admitted he had “reservations.”

Both proposals have to clear three committees and be approved by a majority in the House and Senate chambers in order to pass. Then the bill would head to Gov. Ron DeSantis for his final approval.

Florida med students rally in Tallahassee for single-payer healthcare, $35 cap on insulin

As health justice advocates grapple with the new reality of federal health policy and cuts to health service agencies under the Trump administration, medical students in Florida are keeping the fight for affordable healthcare alive.

Medical students at public universities, organized with Students for a National Health Program, traveled up to Tallahassee last Thursday to advocate for proposals sponsored by Florida Democrats this session that would cap insulin copay costs at $35 per month, establish a task force to study the feasibility of a universal statewide health insurance program, and get Florida on the path toward creating one. Both proposals this year are sponsored by Orlando’s Democratic Sen. Carlos Guillermo Smith and Rep. Marie Woodson, a Democrat in South Florida.

“I find myself in medical school and kind of on the front lines of just seeing the, I don’t know, the inefficiencies, the inequities, all of the ‘in’-words that you can think of, as far as American healthcare system goes,” Artenisa Kulla, a 26-year-old medical student from St. Petersburg, explained in an interview with Orlando Weekly Kulla, an immigrant from Albania who moved to Florida with her family as a child, is one of roughly 30 to 40 medical students, physicians, pre-med students and other community stakeholders who visited Tallahassee to meet with state legislators and express their support for Woodson and Smith’s proposals.

As a medical student, Kulla said she recognizes the “immense privilege” she has in her professional capacity as a healthcare provider. “You put on the white coat and everybody listens to you, so why not take this opportunity to use this power that we’ve been given for good, and to not be apolitical about it, when standing and being silent has not really made anything better for our patients?”

Kulla, who’s getting ready to begin her residency in urology, said a $35 insulin cap in Florida “should have been passed a very, very long time ago.”

The statewide health insurance program, modeled after the federal Medicare for All proposal popularized by Vermont Sen. Bernie Sanders, has a lesser chance of making any headway in Florida’s Republican-controlled legislature.

“The talking points that resonate, I think, are the personal stories,” said Kulla.

Growing up in a blue-collar immigrant family herself, Kulla was inspired to advocate for more affordable healthcare coverage because of her

father, who developed cancer when she was a child. Her father’s cancer treatment pushed her family into medical debt, and prevented him from working.

“This young individual who had so much economic potential, all of that is destroyed because he is now having to deal with medical debt,” Kulla remembered. “And he was out of work for an entire year because he couldn’t — obviously, from all of his cancer care — couldn’t go and work construction the way that he used to.”

An estimated 2.5 million people in Florida — or roughly 11 percent of the population — lack health insurance. Florida is one of just 10 states nationwide that hasn’t expanded its public Medicaid program, a move that would help hundreds of thousands of uninsured Floridians access coverage.

“The overarching message that we are trying to deliver is that healthcare should absolutely be a priority in the state of Florida,” said Pritom Karmaker, a first-year medical student from Melbourne who now goes to school in South Florida. A graduate of UCF, Karmaker also traveled up to Tallahassee to advocate, for the first time, with SNHP.

Insulin is a life-saving medicine for people with diabetes. Unfortunately, it can also be cost-prohibitive, forcing diabetics with fewer financial resources to ration their insulin, placing their health — and lives — at risk.

Under legislation filed by Smith and Woodson, all private health insurance policies would be barred from charging more than a $35 copay or cost-sharing requirement for a 30-day supply of insulin or other blood sugar regulation drug for diabetes management. The cap, if approved, would apply to all health insurance policies renewed or issued on or after Jan. 1, 2026.

According to the American Diabetes Association, at least 25 states and the District of Columbia have capped insulin costs to some extent. In the red state of Alabama, insulin costs are capped at $100 for a 30-day supply. Eighteen other states, including deep-red ones like Louisiana and Texas, have capped monthly copay costs to $35 or less.

The federal Inflation Reduction Act of 2022, signed into law by President Joe Biden, similarly adopted a $35 insulin cap, specifically for people enrolled in Medicare plans. Biden had proposed the idea of extending this to people with commercial insurance, but didn’t follow through.

According to the Florida Health Insurance Advisory Board, which supports an insulin cap,

the cost of insulin is 10 times higher in the U.S. than any other developed country “and creates an enormous financial burden on Floridians who cannot survive without it.”

The board, first established by the Florida Legislature in 1992, noted in a recent letter to Florida Insurance Commissioner Michael Yaworsky that making insulin more affordable could help prevent more costly health emergencies down the road.

“We have all heard heartbreaking stories,” the board writes. “While there is no high cost of development to insulin and innovation is limited, there is also no ‘free’ market where market forces would drive down the cost to consumers.”

The idea of a universal or single-payer healthcare system gained greater notoriety during the 2016 presidential election cycle, thanks to democratic socialist Bernie Sanders, who pitched the idea as part of his presidential platform. But the idea was first proposed on a federal level decades ago and has even been proposed in the Florida Legislature before.

In the mid-1990s, Florida healthcare advocates even pushed to get a single-payer proposal on the statewide ballot, so voters could have a say on the issue. “All persons shall have a right to comprehensive health care services from the health care provider of their choice in a single payer health care system,” a summary for the initiative read. Although it managed to gain some news coverage, the proposal never made it onto the ballot.

In 2021, Republicans tried, unsuccessfully, to prevent a similar proposal from ever reaching the ballot again. Manny Díaz Jr. (then a state senator from Hialeah, now Florida Education Commissioner) filed a joint resolution proposing an amendment to the state constitution requiring a two-thirds vote of both houses of the Legislature, plus the governor’s signature, to enact a single-payer healthcare system. This draconian attempt to bypass the will of the people died in the Rules Committee, but gives a view of state lawmakers’ feelings about cutting the insurance middleman out of healthcare.

Under Smith and Woodson’s 2025 proposal, dubbed the “Healthy Florida Act,” the state would establish a task force to recommend a design for a publicly funded, single-payer health coverage plan.

Under such a plan, the cost of most medical services, including vision and dental care, would be fully covered by the state, with no responsibility for copays, deductibles or premiums. Coverage for all healthcare services currently available under Medicaid, Medicare and other already extant publicly funded healthcare plans would be preserved.

Although a full cost estimate for such a plan is unclear at this point, the legislation allocates $1.17 million for the first fiscal year of the act’s implementation — just a sliver of the nearly $20 million Gov. Ron DeSantis is estimated to have spent fighting last year’s abortion and marijuana-related ballot measures, or the $12 million state legislators allocated for DeSantis’ harshly

criticized migrant relocation program in 2022. Core values of the healthcare proposal include “[r]emoving cost as a barrier to healthcare” and “removing any financial incentive for a healthcare practitioner to provide care to one patient over another.”

Karmaker, the med student from South Florida, believes that making healthcare more accessible would help people access the care they need before they find themselves in a health emergency.

“There’s a lot of issues that can be prevented, a lot of complications that people suffer from — diseases — that they shouldn’t have to suffer from,” he said. “And that takes the toll not just on the healthcare system as a whole, but on the population of people that live here.”

Advocates point to examples in other states, like Oregon’s Task Force on Universal Healthcare, approved by state legislators in 2019. Attempts to establish universal healthcare plans have also been seen in states like California, Maryland, New York and Illinois.

Capping insulin costs, and healthcare affordability proposals more broadly, however, haven’t necessarily been identified as priorities this legislative session.

DeSantis, for his part, has called for changes to Florida’s ballot initiative process, to make it harder for voters to approve constitutional amendments. Florida House and Senate leaders, meanwhile, are looking to spur a “rural renaissance,” explore property insurance reforms (if homeowners are lucky), and Make Condos Affordable Again. A potentially unconstitutional effort to undermine Florida’s minimum wage requirements and a host of other initiatives are also on the agenda.

Both goals, to cap insulin costs and to create a universal health coverage plan in Florida, have featured in bill proposals filed before. But in Florida’s GOP-controlled Legislature, and in a political environment where business groups that oppose such proposals have much more influence than workers, neither has ever made it very far.

The Associated Industries of Florida, a business lobbying group and a generous donor to Florida Republicans, explicitly opposes the creation of a universal or single-payer health insurance system.

Efforts to cap insulin costs, at least nationally, have been more bipartisan, but have similarly stalled in the Florida Legislature. A 2022 bill (SB 678) aiming to cap costs at $100 for a 30-day supply of insulin, for instance, died without receiving a single hearing.

“This is something that isn’t going to happen overnight,” Karmaker admitted.“Our healthcare system is deeply, deeply flawed on many different levels, and it’s going to take a lot of work from a lot of different people over who knows how much time until our healthcare system is vastly improved.”

“This might be a lifelong endeavor,” he added, “but I’m convinced that this is the right thing to fight for, and that eventually, that dream will be realized one day.”

City of Orlando requests $5 million from Orange County for Pulse memorial, but county commissioners must approve the expenditure

Orlando Mayor Buddy Dyer is asking Orange County to help pick up the tab for a permanent memorial to commemorate the victims and survivors of a mass shooting that killed 49 people and wounded dozens more.

The shooting at Orlando’s Pulse nightclub, just south of downtown early in the morning of June 12, 2016, marked a tragic day in the city’s history. But efforts to establish a permanent memorial marking the massacre at the LGBTQ+ club have suffered serious delays, largely due to the failure of the nonprofit OnePulse Foundation formed in the months following the event.

When the nonprofit dissolved at the end of 2023, the city of Orlando bought the former nightclub property and decided to take on the mission of building a permanent memorial on its own. The city has committed $7.5 million

community resilience. We hope that the County will continue that spirit of partnership as we as we [sic] work to realize an overdue memorial that properly honors the 49.”

A spokesperson for Orange County told Orlando Weekly that Demings is “supportive” of the request, but that any final decision on the request would need to be approved by the Orange County board of commissioners during annual budget talks this summer.

According to the Orlando Sentinel, some commissioners have reservations about the idea.

“I think the county, our whole community, wants to contribute to recognizing and memorializing the loss, making sure that this never happens again,”Commissioner Kelly Semrad told the Sentinel.“But I think there are a lot of reservations in terms of what happened to the original amount of money that came into the [OnePulse] foundation and where did it go, and making sure that we’re accountable, transparent, and that future investment goes where it needs to.”

County commissioner Mayra Uribe, whose district includes the Pulse property, similarly expressed hesitation, citing ongoing unknowns about the funding that OnePulse received for a memorial ahead of its dissolution.

Orange County last year sold the property intended for a controversial Pulse museum project that OnePulse had pitched. After the nonprofit’s dissolution, the county got stuck with the foundation’s property tax bill — rendering the county’s relationship to the nonprofit a sore one.

The OnePulse Foundation, founded shortly after the shooting by former club owner Barbara Poma, raised millions of dollars in public and private donations over the years for a permanent memorial and museum concept that never materialized.

The group dissolved itself in disgrace on Dec. 31, 2023 after years of mismanagement and the eventual departure of Poma from the organization. Poma was criticized for paying herself a six-figure salary as OnePulse’s executive director, and was sued by victims’ family members and survivors for allegedly failing to maintain adequate security at the club.

Orlando won’t pursue SoDo homeless shelter, Mayor Buddy Dyer says, after pushback from nearby residents

Orlando will no longer pursue the creation of a homeless shelter in a former work release facility in SoDo, Mayor Buddy Dyer announced last Monday.

The site along West Kaley Street was proposed as a potential shelter location by city officials, but after an assessment, it was determined to be “not feasible.”

The proposal was introduced last year with an agreement between Orange County and the City of Orlando that addressed a number of unresolved issues between the two. According to the agreement, the city would have leased the vacant space from the county for $1 per year for seven years.

Since the proposal came out, residents of the neighborhood just a mile east of the facility have campaigned against it. A February town hall meeting saw dozens of residents express concern over the proposed shelter and whether its proximity to their neighborhood would harm the community.

Orange County recently approved a local law that complies with a new Florida law — which went into effect in October 2024 — that prohibits sleeping or camping on public property overnight. The city has since seen local law enforcement arresting homeless people, while local homeless service agencies voice concern over where they’re supposed to go.

A group of survivors, family members, and community allies have called for a third-party investigation into the Pomas. Some have expressed cynicism surrounding the city’s process for developing a memorial since OnePulse dissolved, and have accused city officials of being complicit in the nonprofit’s failings.

A memorial is expected to be completed by the second half of 2027 at the site of the former nightclub, where an interim memorial has sat for years. The city earlier this month began its search for a contractor to design and build their concept, which was developed with feedback from an advisory committee of survivors, victims’ family members, and other community stakeholders.

Osceola County, just south of Orange, announced plans to develop their own tribute to Pulse survivors last year, and plans to break ground this summer.

Dyer did not state last week whether Orlando has immediate plans for a different shelter location, although the city did recently announce that officials are eyeing another solution: Greyhound buses transformed into mobile shelters. The seats would be replaced with beds to house up to 20 people in each.

Further information has yet to be announced ahead of consideration by City Council March 24. If approved, the bus shelters could be underway this summer.

Helena Collective revives 6/VIII six years after its debut

Divorced, beheaded, died, divorced, beheaded, survived.

The women of the Helena Collective, an all-female vocal ensemble, are reviving their award-winning production of 6/VIII: The Six Wives of Henry VIII to tell the ghostly tales of these ill-fated queens of England.

Helena Collective is composed of area vocalists from various opera and theater backgrounds. Members include Sarah Purser, Lizzy Ariza, Anna Eschbach, Samantha Barnes Daniel, Lynn Peghiny and Katie Pinder Brown.

6/VIII will be performed at the Timucua Arts Foundation house as part of the venue’s ongoing opera festival on Sunday, March 23.

The opera festival has been running since March 7 and closes March 29. Highlights have included a chamber rendition of Nikolai Rimsky-Korsakov’s one-act Mozart and Salieri, and the love letter to feminist DIY in the 1990s that is A Zine Opera by ChanJi Kim and Keri Lee Pierson.

“We’ve been trying to find a reason to do it,” Purser says of resurrecting this piece. “We were going to do it during the pandemic and then that all fell through, so when we found out about the opera festival at Timucua, we thought that this was a really great opportunity to do this production one more time.”

that we needed a sub and so she learned the track. So here we are six years later and we’re pulling her back in again to sing with us.”

At Timucua, Purser is expecting a more intimate experience compared to Helena’s original performance at Fringe.

“It’s a small theater. We’re calling it semi-staged because we don’t have all of the lighting and technical elements that we would have in a traditional theater setting, but it will be as close to our original production as we can possibly get,” says Purser.

Purser envisions that these staging changes will complement the show’s spirited nature.

“It sort of sets up the mood. I almost like to compare it to a ghost story, sort of hearing these women’s voices from the other side. There’s kind of a mystic vibe about it,” Purser says.“We wear really light colors like whites and creams and it’s almost kind of ghost-like.”

Purser stresses that Helena’s 6/VIII is not to be confused with the British musical comedy Six, which explores the same topic.

“A lot of people think it’s just like Six the musical and it’s not, it’s completely the opposite,” Purser explains. “It’s dark, it’s sort of somber. We take a lot of time to dive into the darker side of the beheadings and the betrayals, so it’s definitely not a lighthearted production.”

Helena Collective began as a group of friends who were professional singers in Central Florida. In forming what is essentially a feminist supergroup, members of the collective were looking to focus on music that focuses on the female experience.

“We want to perform music that is not necessarily written by women, but music that reflects the feminine experience,” stresses Purser.

Purser, also the education director at Opera Orlando, is hoping to bring opera and classical music to unexpected and accessible spaces.

was awarded “Best Play — Musical.” The book was written by Barnes Daniel to accompany Libby Larsen’s song-cycle about the six unfortunate wives of England’s King Henry VIII.

“It’s not only just beautiful music, but they’re really compelling stories and I think it’s important to hear history from the other side. We always have to hear it from the male perspective, but it’s really important to hear it from the women’s perspective as well,” says Purser.

For this performance, Helena Collective will be joined by guest artist Jillian Morrisini, the owner of Songbirds Music, Art and Dance Center in Oviedo.

“She actually subbed when we did the production at Fringe,” Purser says. “There was one date

Purser believes that by putting classical music in accessible spaces like Timucua or less-usual venues like Stardust Video & Coffee — where Helena Collective has previously performed — more people will come to enjoy more traditional styles of music.

“I want to open the box and let people know that yeah, this might be classical music, but it’s just music and music tells stories of people,” Purser says. “It might sound a little bit different than the rock band down the street, but we are doing the same thing: We’re making you feel, we’re making you think and we’re telling stories.”

When Cirque du Soleil served as a headlining act at last month’s resurrected Immerse arts festival, the lion’s share of applause was aimed toward the colorful aerial acrobats dangling from a construction crane above downtown and the fairy-like unicyclists circling beneath them. However, the Orange Avenue audience also gave a big, warm hand to “Mainamie,” the giant white glove with legs who serves as the main heroine’s maternal mascot in Drawn to Life, Cirque du Soleil’s resident show at Disney Springs.

For the past year, that role has been primarily played by Caroline Bernier-Dionne, a multitalented Canadian performer who also serves as the production’s puppetry coach. To highlight this week’s celebration of World Puppetry Day on March 21, Cirque recently invited me on an exclusive backstage tour with Bernier-Dionne to learn how they make desks gallop and sheets of drawing paper dance five nights each week.

A native of Québec, Bernier-Dionne was cast in her first Cirque du Soleil show in part for her figure skating skills, landing a role in the 2018 touring ice show Axel. After a pandemic pause, Bernier-Dionne returned to Cirque’s stage last year. In addition to performing in up to 10 shows weekly, she’s “in charge of all the puppetry aspect of the show: supervising the puppeteers, how they work, the artistic precision [and] quality.”

“If you do [puppetry] well, it brings something really magical to the audience,” says BernierDionne. “It’s really close to magic for me; it’s the illusion of life.”

Our tour took us from the grid’s vertiginous catwalks high above the stage down into the bowels below it, where the elevator lifts from

the old La Nouba show still function, with stops along the way in the costuming department (where dozens of loads of laundry are washed every day) and the fully equipped training gymnasium. One highlight was the props shop, where technician Gracen Gilmore and her team proudly showed off a newly rebuilt animator’s desk that conceals a puppeteer inside.

“Puppets have a life, and so after a certain life span, we have to repair and replace them,” Gilmore says, explaining how they make each successive generation of props for this ongoing production increasingly ergonomic, using techniques like 3-D printing. “People in our props team and myself have all been doing this as a labor of love.”

Finally, we ended in a rehearsal hall, where Bernier-Dionne introduced me to two of the show’s signature supersized puppets — Mainamie and a Comforting Sheet — inhabited by Andréanne Nadeau, who ordinarily portrays the main character’s mother.

First, Nadeau danced delicately despite the enormous hand’s 18-pound weight, demonstrating how she manipulates the thumb with one arm while pulling wires with the other to clench its fingers. “Puppetry is really physical. We are sweating a lot,” Bernier-Dionne explains. “It’s also a lot of dance, so the person inside has to have some skills and elegance on how to position the feet.”

Next, Nadeau slipped inside one of the largerthan-life animation sheets, onto which Disney sidekicks like Olaf are projected, while BernierDionne pointed out the infrared dots that allow cameras to track and adjust the images. BernierDionne coaches new performers “how to breathe in this big structure, how to make it really alive, [and] to use all the curves,”she says.“I call my puppeteer the light catcher: They have to get the light on them and be aware of how the light responds.”

Despite the show’s exacting technical demands, “I always give to the puppeteer some freedom,” says Bernier-Dionne, who insists that there’s still some room for artistic freedom within their scripted tracks. “You can improv, you can do something creative, because we are not robots. We are puppeteers, we are creators. We create in the moment, in the present.”

Like most Cirque performers, Nadeau had no prior puppetry experience, but says that “puppetry is really an art that I think everybody embraced, because we all had to learn so much to perform it and really bring life into those inanimate objects.” She credits Bernier-Dionne with being “a master puppeteer [who] has such love and passion for the work, she had us all falling in love with these characters.”

To transform non-puppeteers into lovers of the craft, Bernier-Dionne employs “my enthusiasm, but also the fun of it,” she says. “I always gather like a hockey team. I always bring as a Canadian the spirit of, ‘OK, let’s go!’ and we clap before, and we do this as a game. It’s the game of puppetry.”

That kind of infectious, unpretentious enthusiasm makes Bernier-Dionne a perfect international ambassador for an art form she half-facetiously says “could bring peace on earth.”

She serves as vice president of the Canadian branch of UNIMA, the nearly century-old union of puppeteers around the world, during a challenging time for artists trying to work across the U.S.–Canada border, but she remains positive despite tensions between the governments.

“I feel art is really something that has no boundary,” Bernier-Dionne concludes. “Puppeteers are artists that gather internationally together really well, because in puppetry, it’s not [about] us, it’s always the object. It’s really, I feel, therapeutic for mankind to get some puppetry going around.”

Gyukatsu Rose sizzles with breaded beef cutlets, but will wagyu lovers sniff it out?

When Sonny Nguyen opened Domu in 2016 after nearly a decade of working in various capacities for James Beard-nominated restaurateurs Johnny and Jimmy Tung and their Bento Group, he didn’t think his ramen-ya would achieve the level of popularity or success it has. “I just wanted to bring something fun, new and exciting to Orlando,” he says. And he certainly couldn’t have imagined he would one day be nominated for a James Beard Award, as he was this year for Best Chef: South. Indeed, the past six months have been fruitful ones for the 35-year-old chef-restaurateur. In October, he opened his poke concept, Rion’s Ocean Room, on the ground floor of East End Market and, this past January, he opened the row of counter seats next door for a venture called Gyukatsu Rose.

It’s named after his youngest daughter, Harlee Rose, and modeled after restaurants in Japan offering gyukatsu, or flash-fried beef cutlets for patrons to sear tableside on a hot stone grill. But Nguyen is offering wagyu — what the menu describes as “a proprietary cut” from “100% Japanese Tajima cattle crossbred to achieve a premium BMS (beef marble score)

of 6-8.” Now wagyu, whether it’s from 100% full-blood, Japanese Tajima cattle, or Tajima cattle crossbred with, say, an Angus cattle (as in the case with Australian wagyu) is marbled. Like really stupendously marbled. But in both my visits to Gyukatsu Rose, the wagyu we were served was lean, with little to no fat distribution. It’s good beef, but it just doesn’t eat like lush, buttery, melt-in-your-mouth wagyu.

“I think that marbling score is about 6-8 points too high,” half-joked my dining comrade. In Nguyen’s defense, those scores, he says, are determined by his supplier. Anyway, if the wagyu had been heavily marbled, the cost for 130 grams (or 4.6 ounces) would likely double or triple from its current price of $29 ($48 for 260 grams). Nguyen says,“Things I kept in mind were that the wagyu had to be extremely tender and it had to be at an affordable entry point for the customer.”

And the meat is tender, no question. I just felt it needed to be cooked to a medium-well (or until the edges of the pre-cut slivers of breaded, flash-fried beef crisped) in order to extract the most flavor. Personally, I’d rather pay a bit more for a better grade of wagyu, but Nguyen is considering adding a premium option. A

pescatarian one, too, both of which would serve the operation well.

The fun part is dipping the beef into the onion-yuzu and yakiniku sauces, or enjoying it with the citrusy heat of yuzu kosho sauce, or sprinkling a bit of spicy ichimi togarashi onto the cooked morsels. Hell, just a sprinkle of pink salt, or a wee brush of real wasabi, will do the trick.

Of note are the side items — barley koshihikari rice, creamy potato salad dotted with corn and scallions, sweet pickled bok choy, blistered shishito peppers and a cabbage salad with tomatoes begging for a liberal squirt of sesame-scented goma dressing. The sides are all included in the price, as is a soupy ending of suimono with umami-filled dashi broth and enoki mushrooms. Oreo-crumbled matcha ice cream ($5), brûléed tableside, makes a sweeter conclusion.

Reservations, it should be noted, are required to sit inside at the counter, but there are two tables outside reserved for walk-ins. It’s where we sat, and were capably tended to, on our second visit. Passersby took notice of the sizzle scenting the spring air, sniffing and reacting with delight.

The Twister: Caught in the Storm — Proving Bill Paxton wasn’t completely full of shit, this documentary re-examines the enormous tornado that hit Joplin, MO, 14 years ago. Research included scouring the inventory of local news outlets for archival footage and interviewing the staff at a local diner. So if the Jewish weather machines were involved, we’ll absolutely hear about it. (Netflix)

Bet Your Life — Turkey adds a supernatural element to the concept of the buddy comedy,

Happy Face — From a book to a podcast to this series dramatization starring Annaleigh Ashford and Dennis Quaid, Melissa Moore has made a cottage industry out of being the daughter of the notorious Happy Face killer. But if you’re thinking she’s played that bad hand for all it’s worth, wait until she turns it into a single-shooter video game. (Paramount+)

Khakee: The Bengal Chapter — The India of the early 2000s is the backdrop for this reality-based cop drama, which shows how valiant police managed to preserve order at a time of widespread corruption. Which is something our own men and women in blue will get around to here, as soon as the Klan gives them the OK. (Netflix)

LOL: Last One Laughing U.K. Twelve comics from across the pond set themselves the Herculean task of trying not to crack up at one another’s funniest antics. In the cutthroat elimination round, everybody’s asked to think of one upside to being Canadian. (Prime Video)

The Residence — When a state dinner ends in murder, the suspects include all 157 staffers who work behind the scenes at the White House. This comedy mystery is based on a nonfiction profile by journalist Kate Anderson Brower, and also on the innermost impulses of everybody who’s ever been employed there. (Netflix)

Wolf King A 16-year-old werewolf assumes his destiny as a pack leader in an animated series adapted from the writings of English novelist Curtis Jobling. Jobling’s Wereworld series is up to six books now, and the show could be just as long-lived, if he doesn’t have any deeply felt opinions about trans athletes. (Netflix)

Little Siberia — When a meteorite crashes in the hinterlands of Finland, a local priest accepts the challenge of keeping it out of the wrong hands. Because really, who knows how things would have turned out for Jordy Verrill if God had been on his side? (Netflix)

Revelations — Religious visions are the secret weapon of a Korean minister as he tries to help a detective locate a missing person. Honestly, Joel Osteen could be doing this kind

Chelsea Handler: The Feeling — The comic and former talk-show host takes to the stage to share some hilarious anecdotes, like the one about her chance meeting with Bill Cosby. Something tells me this is the kind of routine you don’t want to do in a club with a two-drink minimum. (Netflix)

Con Mum — Five years ago, British TV chef Graham Hornigold was reunited with his longlost birth mother. Or was he? The possibility that she was actually just a scam artist looking to horn in on his success is what drives this twisty docuseries. Expect a slightly different take from the upcoming American version, in which three different women deny paternity of Guy Fieri. (Netflix)

First to the Finish — Six documentary episodes follow the progress of the young competitors in the 2024 Mazda MX-5 Cup racing championship, with a special focus on two women drivers and one female team owner. Jesse Watters has already given his blessing, because it keeps them off the road with men. (Prime Video)

Side Quest — This cleverly named offshoot series explores the personal impacts of the video game that’s at the heart of the show Mythic Quest. But how many episodes do we really need to grok the idea “Everybody got really fat playing it and developed the social skills of a box turtle?” (Apple TV+)

STRANGE WAYS, HERE SHE COMES

Katy Pinke finds solace in creating and sharing music in difficult days

“It’s like an escape into another dimension with people, where there’s still beauty and community,” says Katy Pinke of playing music live. “Performing and singing is, in itself, a healing and focusing thing. And I feel like it’s just been a moment of maybe escaping for a while. But the thing is, when I’m performing or singing, what’s going on in the world will cross into my consciousness. But it’s an opportunity to alchemize it so it feels like an escape, but not escapist.”

again — as the bard William Nelson once warbled — even in a world gone mad.

Pinke has already finished an initial run of dates on the Northeast, playing as a duo with Nico Osborne and putting on dazzling performances that saw her interpret her adventurous indie-rock through, of course, guitars but also theatrical performance and staging. This second, just-commenced leg of Strange Behavior roadwork sees Pinke striking out southward solo, including — crucially — three Florida dates in three very different cities: Tallahassee, Gainesville and Casselberry. skeletal and beautifully stark fashion now given lush and orchestrated arrangements with kaleidoscopic instrumentation and sprightly musical flights. There’s some intrigue, in that these solo shows feature Pinke methodically deconstructing the new songs back down to solo hymns.

“A lot of these songs were all written originally with just me with a guitar. So there’s something fun about bringing it back to that and just letting the song structures and the lyrics stand out and speak for themselves,” says Pinke. “I’m not going to have my band, but now I have the advantage of being in-person with my body and my face and the whole presentation in front of people. So that will hopefully fill in a sense of the world without having all the extra bells and whistles of having a band with me. I see it as an opportunity for another kind of world-building.”

Despite this solo deconstruction, Pinke is excited about Strange Behavior as a finished document. On this record she explored new sounds and new ways of expressing herself through a wider musical palette — indie-pop writ large and brightly hued.

Head, these shows will be Pinke’s first time playing the state.

Pinke describes herself as an interdisciplinary artist, with experience in acting, set design and as a painter — and these are sides of herself that Pinke integrates seamlessly into her musical practice with masks, dramatic lighting and body movement, projections and, of late, puppets. Those same puppets are making the journey to Florida with Pinke. She says her current performances are a bit “Andy Kaufman-esque,” trying things out on the fly mid-set, keeping spontaneity and chance operations centered.

“I like artists that are kind of interdisciplinary and that explore the nonlinear, kind of irrational, wacky sides of the unconscious. And I feel like puppets lend themselves really well to that,” says Pinke. “I went to clown school way back, and I think that acting training and all of those experiences definitely are making their way into my consciousness even when I ‘just’ play music and I’m not involving other elements. There’s definitely a sense of theater about things.”

The songs Pinke is performing on this tour will be in large part drawn from her freshly released album, Strange Behavior — also her first proper vinyl release (so bring some cash to the show).

The record is a big step forward for Pinke’s sound, with songs that would once be presented in a

“I think that there’s something about these songs, I feel like there’s a kind of clownishness and — there I go bringing that up — there’s a kind of sense of humor about a lot of them. They feel lighter to me. They deal with heavy themes, but in this slightly funhouse way. There’s sometimes a self-deprecating thing, and there’s something that I feel lends itself to more color,” says Pinke.“My co-producer and I, Nico Osborne … we let ourselves get silly but ended up producing some really cool sounds.”

For an artist as resolutely focused on forward movement and creative evolution as Pinke, what makes the songs on Strange Behavior especially notable is that many had been intended for her eponymous debut. Pinke demurred on using the songs then but kept steadily working on them, feeling the lyrics needed to be shared.

“Once I’ve written a song and it exists, and I’ve performed it out, it’s kind of like, not up to me anymore. … With these songs, a lot of them were ones I was holding on to because maybe I felt that self-doubt at first, because they were a little bit exposing,” says Pinke. “But they exist. They came from somewhere real at certain times in my life. So someone might get something from them. Who am I to not honor them and let them be in the world?”

LOCAL RELEASES

The latest release by 0 Miles Per Hour belies their youth. A palpable graduation, the indierock band’s new Shell EP doesn’t sound like a band of players who’ve barely cracked their 20s. But 0 Miles Per Hour have been doing this together for a long time.

Although now a young Orlando buzz band, the quartet of Chrissy McKeever (bass/vocals), Jack Dee (guitar/vocals), Kai Rodriguez (drums) and Jackson Bates (guitar) are childhood friends who essentially learned to play music together and formed 0 Miles Per Hour way back at the beginning of high school.

Moreover, ever since the band first emerged on the city’s music scene in 2019, the members have spread out to become key figures in the auspicious next wave of Orlando indie talent as players in other rising acts like hardcore stars Watts, shoegaze contenders Soap Box Derby and new screamo band Knaw. Yet it all started with 0 Miles Per Hour.

Recorded in Jacksonville with Drew Portalatin (Spanish Love Songs, Origami Angel, Save Face), the Shell EP is 0MPH’s most extended, serious and seasoned collection to date. Notably less bouncy than their earlier punk and pop-influenced work, these six songs are, sonically and emotionally, more complex indie-rock composites.

The melodic punk gales here blow with real force of emotion and mood. Meanwhile, the shoegaze and grunge sonics are a woolly blend that makes their sound simultaneously heady and heavy. It’s all whipped into a thick but well-defined froth that’s as equally suited to the 2020s as the 1990s.

inspiration from some of the other projects we’re in definitely comes through. The result is much different than some of the other stuff we put out in the past. [It’s] a mixed bag of shoegaze, emo and post-hardcore.”

Swamp Sistas Unplugged and Unfiltered: Swamp Sistas, the Orlando-area

sorority spearheaded by Beth McKee, have long been one of the truest community forces in the local music scene. More than just cultivating the now, their upcoming event proves they’re working to foster the next. “Unplugged and Unfiltered” will be a special inaugural engagement that blends not just music and storytelling but generations.

Veteran Swamp Sistas Beth McKee, Renee Arozqueta, Jen Lowe and Amy Robbins will perform in the round alongside local teen songwriters Colette Boral, Ender Keating, Scarlett Allen and Lila Beckler. Besides songs, there will be open conversations about creativity and inspiration through live interviews by co-hosts Max Wilder and Nina Friend of WPRK radio show “Girlmaxxing.” It’ll be a candid, enlightening snapshot of a continuum of Orlando female creatives all on one stage. Riki, Donzii, Offerings: There are few readier icons from the electronic underground right now than L.A. siren Riki. Her synth-pop rides a tight line between the sleek and soft edges of the 1980s, fusing new wave and pop into a thing of seduction. Factor in her chic, art-forward mien and it all adds up to a sophisticated synth fantasy. Opening will be a pair of equally stylish Florida natives. Although recently relocated to L.A., darkwave freaks Donzii got hot as a Miami force who’ve impressed many times here in Orlando, so their appearance will be a great homecoming. Washington, D.C.-based writer Lauren FrancisSharma and the Writers Atelier mark the release of Francis-Sharma’s latest novel, Casualties of Truth, right here in Orlando. Francis-Sharma previously authored Book of the Little Axe, nominated for the Hurston/Wright Legacy Award, and the critical fave ’Til the Well Runs Dry. The child of Trinidadian immigrants, Francis-Sharma’s past works have centered on the Caribbean, but her latest novel turns instead to the legacy of apartheid in South Africa and delves into the aftermaths of state-sanctioned racial injustice. This is a sound that Pantera would take

to the bank later. Or could it have been because seminal 1990 album Slaughter in the Vatican featured an image of the Pope being marched to the gallows? Meet Ross!

Ross (A565962) is the oldest dog we have at the shelter: a super senior, 14 years old. He is also one of the sweetest and most energetic dogs here. His spirit, despite his age, remains strong. Ross loves being around people and will nudge and headbutt until he’s showered with affection. Ross is also facing a heartbreaking reality: His previous owner informed us he has cancer. And his owner had a chance to reclaim him, but has yet to come back to bring him home.

So Ross is here, alone, waiting and hoping to be seen. He was recently featured on the news, and was a total rockstar. We’re hoping someone will look past his age and his heartbreaking diagnosis, and just give him a warm and loving home for the rest of his life.
