Orlando Fringe announced that Out Fest isn’t happening this year, Orlando City Council picked a wellconnected design firm to build the Pulse memorial, Alligator Alcatraz detainees sued Trump and DeSantis, and other news you may have missed last week.

» Orlando Fringe canceled LGBTQ+ theater festival Out Fest this year Orlando Out Fest, a theater festival dedicated to recognizing queer artists in Central Florida produced by Orlando Fringe, will not return this year, the organization announced last week. Fringe’s inaugural Out Fest debuted September 2024. It comprised three days of shows that celebrated queer stories, history and artists. Tempestt Halstead, artistic director of Orlando Fringe, noted financial difficulties as the reason behind the decision to pause Orlando Out Fest for the foreseeable future, as reported by Watermark. Although the stand-alone festival is out of commission, the team behind the organization say they remain committed to supporting and uplifting queer artists and their stories. Gov. DeSantis last year vetoed Florida’s funding of $32 million in arts grants, blaming the content of fringe theater festivals for the veto and leaving organizations from youth symphonies to watercolor societies struggling across the state. Orlando Fringe itself missed out on an additional $150,000 grant due to reallocation of cultural funding by the state Legislature.

» City Council tapped Winter Park design firm to build Pulse memorial Orlando City Council chose a well-connected Winter Park design firm to build a memorial commemorating the 2016 Pulse nightclub shooting in Orlando. Gomez Construction Co. was the top-ranking firm chosen by city staff and design experts through a bidding process. The firm received unanimous approval from City Council to finalize the design of and build the memorial, which is estimated to cost $12 million. Founded in Miami, Gomez Construction Co. has previously done work for the Orlando International Airport, securing contracts through the Greater Orlando Aviation Authority, a government entity overseeing the airport that Orlando Mayor Buddy Dyer sits on as a board member. The firm’s portfolio, spanning the Central Florida and Miami areas, includes various hotel, hospitality and urban construction projects, including a meeting and event space at the Art + History Museums of Maitland and the Ruby Tuesday restaurant at MCO. The city of Orlando has committed $7.5 million for the Pulse memorial project (which had been previously botched by the now-dissolved nonprofit OnePulse). The Orange County government has additionally committed up to $5 million.

» Renters need to make nearly $70k to comfortably afford a 1-bedroom apartment in Orlando

Although rents aren’t spiking as quickly as they were a few years ago, renters in the Orlando metro still need to make at least $33 an hour to afford the average one-bedroom apartment, or roughly $69,000 per year, according to a new report from the nonprofit National Low Income Housing Coalition. That income requirement is up a couple of dollars per hour from last year, when Orlando renters needed to make at least $31.50 an hour to comfortably afford a one-bedroom apartment, or $35.71 an hour to afford a two-bedroom rental. Under federal guidelines and definitions, housing costs are generally “affordable” if they make up less than 30 percent of your total monthly income. Spending more than that on rent, mortgage payments, or other related housing costs is considered “cost-burdened.” Orlando has consistently ranked as one of the most cost-burdened metros in the U.S. in recent years. Although average rents vary by ZIP code, the fair market rate for a rental in the Orlando metro area is $1,727 a month for a one-bedroom, or nearly $2,000 for a two-bedroom rental. Affording that comfortably requires earning at least $33.21 per hour, working full-time, or $37.65 per hour, respectively.

» Immigrants held at Alligator Alcatraz have sued the Trump and DeSantis administrations

People held in Florida’s immigrant detention center in the Everglades (dubbed Alligator Alcatraz) sued the Trump and DeSantis administrations last Wednesday, demanding access to their attorneys. This class action from the detainees and their attorneys adds to the mounting legal opposition to the detention center. Since detainees’ transfer to the state-run detention center, attorneys have had to wait hours in their attempts to visit clients, only to be barred from entering, the complaint filed in U.S. District Court for the Southern District of Florida states. Detainees held at the Dade-Collier Training and Transition Airport lack a way to communicate confidentially with their legal representation as guaranteed under the U.S. Constitution, it adds. The tent and trailer detention center

is in a legal limbo, with the federal government disavowing responsibility for the detainees and the DeSantis administration insisting that it’s not a correctional institution. Its existence outside the federal and state systems — the Florida Division of Emergency Management is in charge — has made it extremely difficult for attorneys to locate detainees and file motions on their behalf.

» DeSantis appointed ‘Government Gone Wild’ Republican Blaise Ingoglia as Florida CFO

Gov. DeSantis last week appointed Hernando Republican state Sen. Blaise Ingoglia to serve as Florida’s next chief financial officer. The position had been vacant for the past three and a half months after former CFO Jimmy Patronis stepped down upon his election to Congress in Florida’s First Congressional District on April 1. An extremely close ally of the governor, Ingoglia was always the inside pick for the governor to fill the position. In choosing him, DeSantis bypassed Sarasota Republican state Sen. Joe Gruters. Gruters had previously declared his candidacy for the seat, which is up for election in 2026. Gruters already has the backing of Donald Trump, making him the early front-runner for the nomination. DeSantis, however, said he wanted someone in the job who holds conservative principles and is “dedicated to the mission.” He extolled Ingoglia’s conservative record on issues like illegal immigration, voting integrity and cracking down on human trafficking. Ingoglia is a native New Yorker and homebuilder. He was elected to the Florida House in 2014 and simultaneously served as Republican Party of Florida chairman from 2015 to 2019. He has been in the state Senate since 2022. Florida’s chief financial officer is one of three Cabinet-level positions in state government. The CFO is the statutory head of the Department of Financial Services, which oversees more than a dozen state agencies, including the State Fire Marshal, Consumer Services and Inspector General.

DON’T LEAVE THE DRIVING TO US

After sustained pressure from immigrant rights advocates, Orange County rejects plan for local jail staff to transport ICE detainees to Alligator Alcatraz

Orange County Mayor Jerry Demings and the county’s corrections chief have rejected a proposal from U.S. Immigration and Customs Enforcement to have local correctional staff transport federal ICE detainees to the new Everglades immigration detention center, Alligator Alcatraz.

The new detention camp, which critics compare to a “concentration camp,” is located more than 230 miles (upward of four hours) away from the Orange County Jail.

“I will not agree for our correction staff to transport federal inmates to other facilities,” said Demings during a discussion of a proposed amendment to the county’s existing agreement with ICE during a Board of County

position, and got a response “that they understood our position” shortly after.

The Florida Sheriff’s Association forwarded a proposed addendum from ICE to all sheriffs and county jails for signature in early June. The addendum — completely voluntary for recipients like Orange County to sign — sought to authorize local corrections staff to transport ICE detainees to “ICE-approved detention facilities,” according to government documents. Neither federal nor state law requires Orange County to opt in.

“We did not sign that addendum, because we were not required to by law,” said Chief Quinones.“We want our correctional staff inside the Orange County Jail doing what they are entrusted to do,” he added.

At the same time, Demings and Orange County commissioners also moved to negotiate changes to their current contract with ICE, known as an intergovernmental services agreement. That current agreement, approved by the County Commission with just two dissenters this past March, allows ICE to hold people accused of violating federal immigration law in a local jail for up to 72 hours before ICE transfers them to another detention facility.

Orange County’s jail is one of just six such facilities with this agreement in place across the state, according to immigration rights advocates who have urged the county commission to repeal the IGSA. Under the current IGSA, ICE agents are authorized to arrest and detain people from neighboring counties — some as far as 100 miles away, per the Orlando Sentinel — and bring them to Orange County Jail.

All of this comes at a cost to taxpayers — and we’re not just talking about the emotional or moral toll of ripping families of mixed legal status apart. Each ICE detainee incarcerated in Orange County Jail costs the county roughly $145 per day, according to county officials, while the federal government reimburses the county just $88. “We are currently in the final process of seeking to increase our reimbursement rate with the U.S. Marshal Service,” said Quinones.

A coalition of community members who support immigrant rights and due process, known as the Immigrants Are Welcome Here coalition, has been pressuring Orange County leaders to repeal its IGSA with ICE for months, consistently showing up to county board meetings.

‘You can’t sanitize cages’

More than a dozen people showed up to the Board of County Commissioners meeting last week to call on the Orange County to repeal the IGSA its involvement in ICE detention operations.

Advocates say the voluntary agreement with ICE to hold its detainees isn’t something the county is required to have under law.

“Our communities are afraid,” said Sister Anna Kendrick, co-founder of the Hope CommUnity Center. “They’re not going to school, they’re not going to churches, they’re not going to the store. They’re living in fear, and it’s just unconscionable.”

The Trump administration set a goal in May for ICE agents to arrest 3,000 people per day, and ongoing legal challenges to efforts to strip immigrants from certain countries of their Temporary Protected Status (thus opening them up to potential removal orders) has caused confusion and fear in communities across Florida and the nation.

Local community member Maria, who declined to provide her last name, told Orlando Weekly and county leaders last Tuesday that her own nephew had been detained in Orange County Jail — after being arrested by ICE in neighboring Lake County — and was transported down to the so-called Alligator Alcatraz earlier this month.

The 21-year-old, whose name she withheld in order to protect him from potential retaliation, came to the U.S. as an unaccompanied minor from El Salvador. She told Orlando Weekly that his mother sent him here due to political turmoil back home that made her worry for her son’s safety.

“I cry daily watching our communities targeted and families torn apart,” said Tanya Martinez, another member of the Immigrants Are Welcome Here coalition and an organizer with Orlando 50501. “We cannot fuel the ICE machine or turn our local systems into a pipeline to Alligator Alcatraz … where due process goes to die.”

Alligator Alcatraz — a name coined by Florida Attorney General James Uthmeier — is a detention camp built in the Florida Everglades in South Florida in just eight days’ time. Orlandoarea state Rep. Anna Eskamani toured the camp with other state and Congressional lawmakers over the weekend, after suing the state for access.

Commissioners meeting last week.

“That’s the federal government’s responsibility — it’s not our responsibility to do that,” Demings stated.

Demings, who’s term-limited from running again for mayor in the Democratic-leaning county, formerly served as Orange County sheriff before being elected mayor, and served as Orlando’s first African American police chief a few years before that.

Local corrections chief Louis Quinones said such a service would “negatively impact” the correctional department’s current resources and capacity. He told the commissioners that he wrote a letter to the Florida Sheriff’s Association in late June, informing them of the county’s

Advocates with the Hope CommUnity Center, for instance, raised concerns that those detained by ICE were being “disappeared” in the jail’s database, preventing loved ones from identifying the location of family members or others they believed were being detained. In response, Demings directed the jail to begin identifying those being detained on allegations of federal immigration violations in their online, public database.

“It’s very difficult for people to know what their rights are if there’s no one available to know where they are and how to represent them,” Hope CommUnity Center organizing director Ericka Gomez-Tejeda told Orlando Weekly in June.

They described chaotic and disturbing conditions within the detention camp, with 32 people packed into each cage of the facility. She told Orlando Weekly that the tour felt “incredibly scripted” and said their glimpse of detainees in a holding area, calling for help, was the “worst part” of the experience.

“At the end of the day, you can’t sanitize cages,” she said.

The agreement stays in place

Despite calls from the coalition for a full repeal or rescission of the county’s IGSA, county leaders opted to begin negotiations to modify

rather than terminate the agreement entirely.

Commissioners were warned by their legal team that a termination could lead to negative consequences for the county, including threats to withhold the more than $100 million the county receives each year in federal funding assistance for programs related to early education, affordable housing and homelessness, and HIV prevention.

Commissioner Nicole Wilson, who was one of just two commissioners to vote against ratifying the county’s agreement with ICE in March, admitted it would be “devastating” to have to tell her constituents they’ve lost federal funds for local educational programming. “I don’t know what to say to that, except for that one cruelty doesn’t make up for another cruelty,” she said.

At the same time, the risk for losing out on funds is just that — it’s a risk, not a foregone certainty.

County assistant attorney Scott Shevenell explained to commissioners that the federal government cannot compel state or local governments to perform federal functions, under the U.S. Constitution. But the state could pass a law requiring the county’s participation in this ICE program, or the federal government could try to coerce Orange County to do so by withholding federal grant funds, regardless.

Corrections chief Quinones said the county could also be compelled to enter a “worse” agreement, such as a Basic Ordering Agreement, that would reduce the county’s reimbursement rate for housing ICE detainees from $88 to $25 for each person held.

Demings admitted that if problems come up during negotiations on modifying their IGSA, the county may be forced to reverse course.“If we find ourselves with any feedback where we’re unduly exposing ourselves to some other undesirable condition with federal funding … that’s something that we would bring back to the board at a later date for the board to be able to understand,” the mayor said.

Other municipalities in Florida that have dared to reject or otherwise threaten to reject voluntarily entering into agreements with ICE to aid the Trump administration’s mass deportation mission have been met with threats from state officials such as Uthmeier.

County commissioners in Key West, for example, voted to reject a voluntary agreement with ICE, before reversing course last week after getting threats of being removed from office from Uthmeier. Uthmeier also threatened members of Fort Myers City Council (and Orlando Mayor Buddy Dyer) earlier this year, who similarly changed their tune on ICE cooperation shortly after.

“I know that you, our commissioners, have [been] put in a very difficult position,” community member Danielle Bonita told Orange County commissioners, speaking during public comment. “Do not say years from now that you were just complying with orders — say that you stood up for what’s right.”

COUNTY, FAIR

Orange County creates small business program after suspending MWBE

After voting to suspend a decadesold Minority and Women Business Enterprise program earlier this month in order to comply with federal anti-DEI executive orders, Orange County commissioners last week opted to establish a new small business enterprise program instead as a less-risky replacement.

The new program, which is currently open to public input and feedback, is meant to help encourage the use of small businesses in county contracts for the provision of goods and services. According to the proposed ordinance, the program “is intended to be a race and gender-neutral program.”

Sheena Ferguson, manager of the county’s Business Development Division, said during a public hearing on the issue last Tuesday that a small business program had already been in the works in response to less-than-promising findings from a 2023 disparity study.

That study, conducted by the firm Griffin & Strong, confirmed that there continued to be a basis for the county’s MWBE program, pointing to a “significant underutilization” of minority- and female-owned contractors in county procurement and contracting data.

The county’s suspension of its MWBE program, according to Ferguson, prompted county staff to “accelerate the timeline” for the creation of the new small business program.

“It is designed as a race- and gender-neutral initiative, and it’s going to be focused on the growth of the small businesses that are located in Orange County,” Ferguson explained.

Why was the previous program suspended?

A federal executive order issued by the Trump administration in January (titled “Ending Illegal Discrimination and Restoring Merit-Based Opportunity) has made local and state governments wary of continuing to operate any program or initiative that could be interpreted as promoting diversity, equity and inclusion.

County records note that the order from the White House “expresses opposition to programs that promote diversity, equity and inclusion (‘DEI’)” and require that recipients of federal funding like Orange County “certify that they do not operate any programs promoting DEI that violate federal anti-discrimination laws.”

This has made the county’s legal team cautious. Continuing to operate such a program, they say, could cause the county to lose its federal funding, and could even result in other consequences — like the county being forced to pay damages or criminal charges being levied against county officials.

“I spent a full career putting people in jail,” Orange County Mayor Jerry Demings, former Orange County sheriff, stated earlier this month. “I don’t plan on going to jail because of violating the law.”

The city of Orlando, Palm Beach County and the Greater Orlando Aviation Authority overseeing operations at the Orlando International Airport, among other public employers, have also halted similar programs meant to support minority and women-owned businesses, in response to the White House’s order.

“We really didn’t have a choice,” assistant county attorney Heather Wallace explained. “As we discussed numerous times, unfortunately the federal government has put a requirement into federal grants that we must certify that we have no diversity, equity and inclusion programs that violate law in order to continue to receive federal funding. To continue the MWBE program would have risked hundreds of millions of dollars in federal funding that the county currently receives.”

Federal funding for Head Start — a program offering early childhood development services for disadvantaged families — in addition to grant funds for affordable housing and homelessness services, among other programs, would have been on the chopping block, the county’s legal team argued.

“We’d be negatively impacting real people and lives in our community,” Demings remarked, ahead of the vote to suspend the program.

What should I know about the new program?

First of all, it’s still in the works. Mayor Demings and Orange County commissioners voted to establish the program, but county staff are still coming up with final details on how the program will work and who will be eligible to participate.

The county is holding 21 public meetings over the next several weeks in order to get feedback from local small businesses and other stakeholders who are interested in

participating in the program.

The goal, to start, is for the Small Business Enterprise contracts to make up at least 15 percent of participation in the county’s contracts. Jose Figueroa, president of the Puerto Rico Chamber of Commerce of Central Florida, however, noted during public comment that 15 percent is below the goal outlined for the now-suspended MWBE program, which aimed to have 24 percent MWBE participation in county contracts.

“It’s a 9 percent loss in opportunity for small and minority-owned business, businesses that have historically struggled to gain access to public contracts,” he argued.

In order to participate in the program, small businesses will need to become certified as SBE contractors through the county’s business development division by submitting an application. Initial certification will be valid for up to two years.

County Commissioner Mayra Uribe, who recently launched a campaign for county mayor, said she wants to see county staff make it easier for small businesses to get plugged in to the program by addressing concerns she’s heard in the community about bonding issues, payment and other red tape. “What I hear consistently is people say it’s too hard [getting contracts] with the county, so they just don’t even do it.”

County staff are hoping to work out some of these grievances through their public meeting process. They’re interested, for instance, in getting feedback on eligibility requirements for small businesses based on their gross receipts, the size of the business, and the maximum number of employees a business can have to qualify.

Ferguson, who previously worked with businesses affiliated with the MWBE program, said she’s heard “mixed” feedback on eligibility criteria, particularly as it concerns gross receipts. “Unfortunately, we hear it on both sides. We hear the larger firms that are successful, they want the larger revenue [limit] because they’ve been successful,” she said. But smaller businesses and subcontractors are concerned that they’ll have a harder time securing that work.

Uribe argued in favor of increasing gross receipt limits, sharing that the county’s current limits are “outdated” compared to what’s used elsewhere. “When you look at net worth, we’re so outdated on the national level. Small businesses are considered up to $50 million, yet we’re still sitting at $2.2 million. We’re hurting small businesses from growing,” she said. Wallace, the county attorney, said they had “no intention” of maintaining a $2.2 million limit on gross receipts in order to qualify for the program. They’re hoping to get more feedback on that from business owners in the community. “We are looking for a very realistic number,” she reassured.

PRINT’S NOT DEAD

In

fact, it’s in rude health as UCF’s Flying Horse

Editions hosts anniversary party and show

Flying Horse Editions at the University of Central Florida is hosting their Third Annual Open House and Benefit Sale this week.

Flying Horse Editions is a collaborative visual arts studio at UCF that creates real-world opportunities for student printmakers in their artistic endeavors. In conversation with Orlando Weekly, Theo Lotz, director at FHE, describes the importance of the yearly event and how it has grown since its origin three years ago.

“It’s evolved from being a small impromptu event to now we’re doing demos and giving studio tours,” Lotz explains. “We’re offering bigger discounts than we ever have this year, up to 35 percent off of some works.”

Lotz notes that the program is predominantly

self-funded, meaning the benefit sale allows the organization to raise money for the programs they plan for the upcoming year. By discounting limited edition prints and other artworks, the studio hopes to encourage accessibility while garnering support.

“Often people feel like they have to have a reason to stop in,” says Lotz.“This will give the general public the opportunity to come by.”

Flying Horse was established in 1996 as a research center for visual artists at UCF. The organization regularly collaborates with internationally renowned visual artists, extending full-time, semester-long internships to students who hope to get hands-on experience. The studio established the Visiting Artist & Master Printer program in 2014, creating a program that sustains interaction and connections between professionals and students

in the printmaking field. FHE is now recognized as one of the country’s best facilities for traditional printmaking.

“They [students] get to work side-by-side with the artists that we’re working with,” Lotz says. “It gives them a good look at what the professional art world looks like. I think that it’s really good at teaching people how to be practitioners. It’s hard to teach what that professional world looks like, and I think that what we do gives students a bit of a glance into that.”

Lotz says the organization works with artists to exhibit a variety of work that keeps the studio’s vision fresh. The studio recently collaborated with an artist who specializes in figurative and narrative paintings, Matthew Bollinger, and a prominent printmaker, Craig Taylor; and they were visited by a legendary pioneer in installation art, Judy Pfaff.

FHE regularly hosts printmaking events, speakers and artists at their location at the Downtown UCF campus. For those unfamiliar with printmaking, Lotz gives some insight into the process and what to expect at the sale.

“Often if they’re in the studio, they’re working on the drawings and they can see the results of their decision-making immediately,” explains Lotz. “They’re making a mark that mark is there instantly and when they work with us they’re working collaboratively through the technicians and the team.”

FLYING HORSE EDITIONS

THIRD ANNUAL OPEN HOUSE & BENEFIT SALE

10 a.m. Saturday, July 26 Flying Horse Editions 380 W. Amelia St. cah.ucf.edu/flyinghorse free

With Flying Horse’s upcoming 30th anniversary, Lotz says we can look forward to more collaborations and exhibitions. The studio will also welcome contemporary artist Nicola Lopez for a visit in October. Lopez has been exhibited nationally and internationally, with pieces featured at MoMA, Metropolitan Museum of Art, the Guggenheim, LACMA and Museo Rufino Tamayo in Mexico City.

“Understanding the process [of printmaking] is interesting and exciting,” says Lotz. “I think just knowing that there’s something like that in our community is often really surprising for people.”

The once-a-year event Saturday will feature sales on artwork from FHE’s prodigious inventory of acclaimed contemporary artists such as Will Cotton, Eddie Martinez, Tara Donovan and Kelly Reemtsen, as well as a tour and demonstrations in the printmaking studio.

Florida’s medical marijuana industry is increasingly dominated by massive multi-state operators like Trulieve and Planet 13, but Orlando cannabis consumers now have a new homegrown option in Goldflower (goldflowerfl.com). After a warm response from weed enthusiasts to their locations from Sebring to St. Pete, the fast-growing boutique brand built its first local dispensary — and eighth overall — on East Colonial, and I attended the store’s grand opening on July 7 to sample some of their premium products and interview Goldflower’s president and chief revenue officer, Angelo Lombardi.

A veteran of the hospitality industry, Lombardi had retired to a farm in Nashville after serving as La Quinta Inn’s chief operating officer when a friend in Oregon invited him to consult on his cannabis farm. “At this point, I’m 45 years old, I have zero experience with cannabis. I know nothing about it. I grew up during the ‘say no to drugs’ era — Nancy Reagan, gateway drugs,” Lombardi recalls.“The business that I looked at was a bit of a mess, but I love agriculture and I loved the idea of getting elbow-deep into business. I saw what were amazing people, extremely passionate, taking an industry that was not just under-loved, but actively had opposition and headwinds, and trying to make a go of it.” After researching the plant and becoming a consumer himself, Lombardi joined his first cannabis corporation in 2018, and came to Goldflower four years ago.

Goldflower’s latest greenhouse in Mount Dora supplies their oil products — including the solventless live rosin inside their proprietary AirPod-esque Turn vapes — while their 30,000-square-foot growing complex in Bradenton uses “comparable to organic” cultivation for premium smokeable flower that Lombardi describes as having “more vibrant

color, more distinct odor, because the plant is allowed to truly follow its genetic makeup.”

Many of those genetics derive from partnerships with cannabis-culture celebrities like former NFL star Ricky Williams and Bob Marley’s son Rohan, whose Lion Order King Clementine indica is impressively mellow without being overpowering.“We are making a conscious effort of … pursuing cannabis culture in a way that creates trust and expertise,” says Lombardi. “Our partners are built under the same concept as our product is made: to show a consumer that we take cannabis serious, we take their health serious, and there’s nothing in that Mylar [bag] or that jar that we wouldn’t consume ourselves.”

While Florida’s “seed-to-sale” vertical integration sets high barriers for entering the business, Lombardi says it improves the state’s market by forcing producers to commit with a significant investment. As a result, he says, “The competitor profile in Florida is a fantastic profile [and] it creates a fantastic cannabis client. The clientele is great, the climate is great, the environment; there’s amazing product here, and the level of testing, product allowance and growth is one that allows us to be methodical about it, versus what we saw in the West that is often referred to as a ‘green rush.’ Folks standing up, brands disappearing overnight, throwing money at it, paying for distribution. Here, if you’re making it to retail, you’re providing the customer with something they want and they can trust.”

Unlike other coldly clinical cannabis stores whose interiors are concealed behind frosted glass, Goldflower’s store welcomes customers with wide windows that reveal warm woods and vibrant wall art.“We try to build this store where it’s comfortable, not just for a long-term cannabis

consumer, but someone new to the market,” Lombardi explains. “So [if] someone comes in later in life, they’re starting cannabis for the first time, we want [the store] to be as clean and as safe as the product is.”

According to Lombardi, about one in six Florida adults are already medical marijuana card-holders, but he’d love to see the legal weed market expand by allowing reciprocity for snowbirds with cards from other states. And although Florida is currently a medical-only state, behind the counters Goldflower is already prepared for potential legalization of adult recreational use (“rec”) with scalable design features like passthrough windows. “Two budtenders in a typical dispensary during the non-rush time can run the whole facility,” Lombardi says. “Come rec, I’d expect to have all the counters full and then have a crew back here filling orders … so this space gives us the ability to grow.”

However, Lombardi insists that even though Goldflower supports efforts toward marijuana reform, including legalizing home-grow, “We don’t need adult use. While we’d love to see safe banking and rescheduling, we don’t need rescheduling for Goldflower to be successful.”

At the same time, he hopes Congress will address loopholes in the Federal farm bill regarding hemp derivatives. “I look forward to the day when the multiple industries that affect both the medical and recreational side of cannabis have a safety net over them, and I don’t believe the answer is necessarily less safety on the medical side,” he says. “At the end of the day, my oldest daughter consumes cannabis and I am confident that when she consumes our product, I know exactly what she’s smoking.”

WELCOME TO PHO-TOWN

Pho Bar drops easy Vietnamese eats into the Mills 50 mixer

It takes serious fried fish balls to break into Orlando’s Vietnamese food scene. It’s kind of our thing — the City Bánh-mì-full. Little Saigon is both its epicenter and increasingly competitive playing field, where Michelin mentions sit shoulder to shoulder with mom & pop mainstays. Between a pho bowl that runneth over and real estate headaches fostered by entrenched local landlords, the dynamic for aspiring restaurateurs in Mills 50 is, shall we say, bare-knuckle.

With this, Pho Bar has officially entered the ring. The indie chain from South Florida receives bonus chutzpah points for rhyming its brand with an acronym synonymous with disaster, even if we found the recently opened eatery on Colonial Drive far from FUBAR’ed. In fact, Pho Bar is polished, efficient and, on our first visit at noon on a Tuesday, filled up beyond all recognition.

Although it’s a table-order establishment, Pho Bar vibes fast-casual: flip-flops and T-shirts, photo-laden laminated menus, speedy, reasonable and easy. The freshly minted strip in which it resides affords its dining room a great deal of light; the semi-open kitchen clatters

friendlily; the lofted ceiling invites diners to breathe — a recipe for relaxation that seems part of the plan.

That plan is the product of entrepreneur Minh Do, whose Pho Bar concept is spawning locations as far afield as Boston and manifests in a menu featuring dishes inspired by his family recipes. We’re not sure if his grandma mixed a mean gimlet, but on our first visit we were obliged to order one, paying tribute to the Bar in Pho Bar, and we bookended the impulse by ordering the House Special Pho ($16.50).

Special pho at Pho Bar means all the beefy bits, tripe to tendon, in a properly clear 24-hour broth heady with aromatics. It’s buoyed by delightfully slurpable house-made noodles that manage to remain simultaneously soft and toothsome. While enjoyable, neither depth of broth nor quantity or quality of protein and accoutrement served to separate the pho from area standard. A good standard, but standard. Less standard were gently charred slices of grilled satay squid ($16), which were dipped into both a green chili and a gorgeous fresh ginger sauce. Equally enjoyed was a platter of pan-sizzled mussels ($13) with peanut and fried

1012 E. Colonial Drive 407-955-9394 phobar.co

shallot, livened by the peppery punch of rau ram (Vietnamese coriander). Both were tasty and finished in a flash, but merely preludes to two of our top tastes.

Steamed rice cake ($15) is a popular Vietnamese street snack with reason — small saucers with rice cake set in the base, topped with minced pork belly and shrimp, crispy pork skin, fried shallot and scallion oil. Each bite was loosened with spiced nuoc cham and slid from saucer to spoon to highly appreciative mouths. Although missing a classic topping or two, they’re a must. Likewise, grilled pork and noodles ($17.50) shone — a bowl of chopped pork shoulder, fragrant herbs and crisp vegetables, noodles, and moan-inducingly delicious fried spring rolls (designated “egg rolls” here). When tossed with nuoc cham, it became a jumble of harmony and a bite I’ll return for. And I will return — there’s an undeniable gravity to Pho Bar’s across-the-board tastiness and simplicity.

In a past life, I would tell clients, “Fast, cheap or good — you can have two of the three.” Of course, this meant you get what you pay for. But the underlying implication was the closer you come to achieving all three, the more satisfied you will be with the results. Pho Bar approaches this sweet spot: an affordable, everyday easy-pleaser that puts it firmly in the mix for diners spoiled for choice in Mills 50. dining@orlandoweekly.com

premieres you won’t want to miss this week.

Premieres Wednesday:

20,000 Leagues Under the Sea — This Spanish-language take on the Jules Verne classic brings some intrepid kids aboard an upgraded Nautilus that’s piloted by a female successor to Captain Nemo. Throw in an encounter with a Honduran Phileas Fogg, and I think you’d have enough to turn Ben Shapiro sterile. (Wait, too late.) (Disney+)

Acapulco — Shuttling back and forth between 1986 and the present, the fourth and final season takes us to two different times at which Maximo had to restore the hotel to its position of market dominance. It’s hard to believe that long-ago strategy of leaving a four-pack of Bartles & Jaymes on every pillow didn’t

Shiny Happy People: A Teenage Holy War — Season 2 profiles the Christian youth organization Teen Mania, which survivors say is a dangerous cult bent on churning out unquestioning soldiers for the lord. With a name like that, I would have just assumed it was part of Mike Johnson’s search history. (Prime Video)

Washington Black — Sterling K. Brown produced and plays a supporting role in a series adaptation of Esi Edugyan’s novel, which follows a Barbadian former slave (Eddie Karanja) at two stages of his personal journey. If I know my quantum physics, that means he has 2² chance of crossing paths with Maximo from Acapulco going in any given direction. (Hulu)

Premieres Thursday:

Epic Ride: The Story of Universal Theme Parks — Are you a native-born Orlandoan who used to feel swindled every time The Wonderful World of Disney devoted an episode to an extended ad for Walt Disney World? Now your kids and grandkids get to have a similar experience by paying for Peacock to watch a three-part retrospective of Universal’s own park offerings, culminating in a timely tour of Epic Universe. If you live on Kirkman Road, this show basically qualifies as an elaborate Ring camera. (Peacock)

Hitmakers — Some of today’s top songwriters and producers are corralled into “writing camps” so they can turn out new hits for the likes of Lisa of Blackpink and Shaboozey. Meanwhile, in the show’s equivalent of a lifetime achievement award, Desmond Child gets sent to Alligator Alcatraz. (Netflix)

My Melody and Kuromi Sanrio’s answer to Goofus and Gallant star in their own stop-motion animation series, which establishes them as the proprietors of competing sweet shops. True to form, Kuromi tries to gain an edge by running numbers out of the back room. (Netflix)

assholes, as Adam Sandler’s Happy comes out of retirement to put his daughter through ballet school. Now that Bob Barker has gone to that great Showcase Showdown in the sky, who’s left to smack Happy around? I doubt Steve Harvey wants to risk pleading his case to the LAPD. (Netflix)

Mandala Murders — While trying to solve a spate of killings, a pair of Indian detectives stumble upon an ancient conspiracy tied to a mysterious cult. The investigation is going really well until Pam Bondi shows up at the last minute and explains there’s nothing to see here. (Netflix)

Monster Island — Take that, Guillermo del Toro: You’re not the only one who can update The Creature From the Black Lagoon. A Japanese soldier and a British POW have to fight off a fish monster in a World War II-era fright flick that represents the combined artistic efforts of Singapore, Indonesia, Japan and the U.K. Wow, that’s a lineup more formidable than the cast of Destroy All Monsters. Wonder which country thinks of itself as Rodan. (Shudder)

Trigger — South Korea’s cops are overwhelmed when a nationwide gun ban doesn’t prevent black-market firearms from flooding into their country. But as Yoon Suk Yeol was trying to tell them, the only thing that stops a bad guy with a gun is martial law. (Netflix)

Premieres Monday:

Adaptive — This uplifting docuseries about champion paralympic athletes was produced by NBC Sports in cooperation with Dick’s Sporting Goods. Hence its inspiring slogan, “Even if you don’t have arms or legs, you’ll always have Dick’s!” (Peacock)

cement the place’s stature permanently and for all time. (Apple TV+)

Critical: Between Life and Death — A nail-biting docuseries introduces us to the medical professionals who are tasked with dispensing emergency care to Britons whose very survival is up in the air. At the top of the list: anybody who’s ever been a showrunner on Doctor Who. (Netflix)

Letters From the Past — A treasure trove of mailed missives leads a Turkish woman to an epiphany of self-discovery. See, this is what can happen for you in a country with a healthy postal service. In certain Louisiana counties, you now only have a shot at a life-changing revelation four days a week. (Netflix)

A Normal Woman — An upper-class Indonesian enters a downward spiral of self-destruction when she becomes convinced she’s contracted an obscure disease. Hey, you can’t fault her for wanting to do her own research. And that WebMD has been a cesspool ever since RFK Jr. replaced the editorial staff with capuchin monkeys. (Netflix)

The Sandman Season 2 Volume 2 — The final five episodes of the series look like they’re going to break from the source comics by carving out a larger role for Jenna Coleman’s Johanna Constantine. Back when Neil Gaiman was still giving notes, that role probably entailed picking up the dry cleaning and dispensing reach-arounds. (Netflix)

Premieres Friday: Happy Gilmore 2 — It’s Top Gun Maverick for

The Wonderfully Weird World of Gumball — The mischievous blue cat and his goldfish brother are back for a seventh season of 40 episodes. Be on the lookout for Episode 4, “The Butts.” Yes, really. Can we infer JLo has entered the “celebrity voiceover” stage of career collapse? (Hulu)

Premieres Tuesday:

Trainwreck: Storm Area 51 — Revisit the panic that erupted within the U.S. military when a 20-year-old Facebook user jokingly invited the public to overrun the fabled Nevada facility that’s allegedly a holding pen for extraterrestrials. Honestly, you could sell me on that theory a lot easier than getting me to believe a 20-year-old was using Facebook. (Netflix)

WWE: Unreal — Learn what it takes to put on extravaganzas like Monday Night Raw and WrestleMania in the only sports docuseries you’re likely to see that includes visits to a writer’s room. At least until Riley Gaines gets better publicists. (Netflix)

HE’S SEEN THE LIGHT

Prog legend Todd Rundgren brings his musical sermons to Orlando on Sunday

Music is the religious belief system of Todd Rundgren.

The rock legend views his current tour as somewhat of a sermon. Not your traditional Sunday sermon, not about “sin or going to heaven or hell,” but about survival. As the world around us shifts — specifically in this past year, Rundgren notes — he feels his performances consequently must shift alongside it.

Rundgren employs his music to ponder a question heavy on the minds of many: How do we survive these times?

“I’ve gone to another place in my head, and

I’m trying to invite my audience to join me in that place,” he explains. “It’s a survival mechanism, in a way. How do we get through this?”

Rundgren is no stranger to adapting to the times. The legendary musician, songwriter and producer has a career about as eclectic and adventurous as it gets. While he now primarily performs as a solo artist, he has decades upon decades of experience working with bands (notably the psychedelic 1960s band Nazz or pioneering progressive-rock band Utopia).

Rundgren originally did not see a home for himself in the spotlight. With an initial dream of

becoming a guitar player, Rundgren eventually transitioned into an undeniable frontman as his career progressed.

Rundgren acknowledges his most commercial, chart-topping success — “that bang the drum song,” which has become somewhat of a sports anthem and favorite of Carnival Cruise Lines’ advertisements — but finds more excitement in developing his set from more obscure pockets of his discography, with songs forming a narrative arc for his shows to follow.

“It’s satisfying for me, particularly if I’m doing my own stuff, because I can fully inhabit the song,” he explains. “If you have something to say, you know you’re not just singing a damned song, you know you have something that you want to convey to the audience. It’s like you’re having a conversation. That’s part of why I enjoy it.”

Rundgren has also acted as a prominent trailblazer for technological innovation and interactive art within the music industry, notably with his 1993 LP No World Order , the world’s first interactive album. Listeners could alter the tempo, speed and form of the record through a specially formatted CD player (something you sadly can’ t make use of with a circa-2025 MacBook).

Even to this day, Rundgren remains incredibly tech-savvy, an indispensable skill that has left a lot of his musical peers in the dust.

Rundgren says he’s producing music nowadays “the same way the kids are doing it” — with a tricked-out laptop and an audio interface.

“People are figuring it out themselves now, they have accessibility to the tools,” he says. “I think that’s great. It’s liberating for people. There was always probably great music that never got recorded because the artist couldn’t afford it or because they couldn’t get signed by a label. Now I think we have a broader variety of music.”

While this age of technology has made the process of music-making much more accessible to up-and-coming artists, Rundgren notes the downside that an internet-only existence can have on developing musicians and the importance of bringing music into physical spaces to be heard live.

“I’ve always felt that a musician’s job is to go out and play music. It’s not to simply sit in your bedroom and make music or be in the studio all the time making music. It’s bringing it out to people and actually giving yourself the benefit of the performance. … Recorded music has its limitations in terms of its effectiveness,” Rundgren explains.

“I worked briefly with Janis Joplin shortly before her death and discovered that she didn’t like to make records because there was no audience,” Rundgren adds. “There was no interplay, you know, being in the studio, she didn’t know if it was working because there was nobody reacting to what she was doing. She would rather have played in front of an audience. As a matter of fact, her very first record with Big Brother and the Holding Company was live.”

Rundgren says that although he is apprehensive writing about specific current events, solely due to the fact that as time goes on, relevance wanes. Rundgren seeks out the universal principle of what’s going on in the world, what’s going on in his mind, and then forms the theming for his shows around these intersections. Through this practice, his sermon is formed, and his hymns are sung.

“It’s that old thing, two people in a museum looking at a painting, one of them says,‘Oh, that’s art.’ And the other one says, ‘That’s not art!’ But rarely do you have an audience, a musical audience, that hasn’t gotten into some sort of sync with the performance,” Rundgren says. “It’s the fact that you’re unreeling the message in real time. I always hope to change people in a way with the material. Not everyone believes that about music, but I’ve always believed that it has a certain kind of power that other arts don’t have.” music@orlandoweekly.com

LOCAL RELEASES

If rock & roll has historically been a boys club, then heavy metal is the He-Man Woman Haters Club. Thankfully, that’s changing. Of all the genres, though, metal is definitely the laggard. And unless incel circle jerk is what you’re going for, it’s a sad look.

But now comes Central Florida’s Sulevia to smash the patriarchy by besting it at its own game. Sulevia is the solo project of Del Brooks, a Melbourne native and former Orlandoan who’s played here in acts like thrash-metal band Lacerate and new-wave band Key. She’s a young guitar prodigy who’s not just stepping out into the lead with this new vehicle, but doing it all herself. Even more than noise, Brooks is making a statement with her emergence.“I grew up listening to metal and rock, but truthfully turned away from the genre for a while because I didn’t feel fully accepted,” she says. “I also belong to the LGBT community. And there is a lot of bigotry and misogyny in the rock scene. But I firmly believe that metal is all about freedom of expression. And

temple of traditional heavy metal head-on. Sulevia’s new debut collection, Riddled Land, is a clinic in old-school metal shredding built on the classic 1980s pillars of thrash, death metal and black metal. There’s no droning sludge, no stoned bronto riffs, no post-anything here. Instead, this seven-song mini-album is a high-riding cavalry charge of sick fretwork and triumphant solos.

With all the music, lyrics and production done by Brooks herself, Riddled Land is a DIY feat. But more than anything, it’s a showcase for her dazzling guitar work. However incidentally, it’s also a declaration. It’s a planting of a flag that claims space in heavy metal for, if not all women, at least for this one virtuoso.

“Misogyny is definitely something all women face, especially those in male-dominated fields like rock and metal. But at the end of the day, I don’t see being a woman as an obstacle. I try to see the ways in which it helps me or affirms what I want to do musically or artistically, especially as I continue to evolve as a musician. I don’t concern myself with the haters.”

Sulevia’s Riddled Land now streams everywhere.

CONCERT PICKS THIS WEEK

Profanatica, Knoll, Unidad Trauma, Pontifex: Although Profanatica are certified pioneers of American black metal, they’ve been making news lately more for their offstage antics than their music. For black metal, obscenity is a sine qua non. Still, Profanatica have taken it to hilarious new heights at their merch table, where a vial has been on sale purportedly containing the semen of bandleader Paul Ledney. Not sure what he personally plans to serve up for their show here, but the band will certainly drop a heavy load of the corpse-painted onslaught that’s permanently enshrined them as USBM legends. Opening will be an orgy of grind, death and black metal featuring Tennessee’s Knoll, Mexico’s Unidad Trauma and Orlando’s Pontifex. OK, gotta go shower now. No More ICE: It’s tragic that these kinds of rallies are now necessary but here we are, in an era where immigration enforcement is being handled with authoritarian inhumanity. Thankfully, this is a music scene that doesn’t accept that shit. Organized by Montgomery Drive and Velvet Crowbar, this “No More ICE” show is a benefit for the crucial Immigrant Legal Resource Center. Performers include East Owls, Nursing., Pangolin, Orange Blossom Trail, Dear Cincinnati, Henry Cron, Please Be Kind and Jupiter Storm/Blaidd. Adding extra weight and urgency to the affair, Florida House of Representatives member and local hero Anna Eskamani will make a special speaking appearance. More than just a chance to pitch in for the cause, this is a chance to stand for your community with your community. (7 p.m. Monday, July 28, Will’s Pub, $10-$15) baolehuu@orlandoweekly.com

Saunders Sermons

Trombonist and singer Saunders Sermons combines pop smarts and jazz sensibilities with such ease he seemingly moves between musical worlds, notching collabs with Jay-Z and Roy Hargrove handily. These skills that pay the bills have netted him two Grammys and a touring stint with R&B enigma Maxwell. Now the Miami musician comes to Judson’s Live to play two gigs with fellow Florida genre chameleons Gerald Law II and the Clutch. This pairing should make for fascinating and eclectic listening. 7 & 9 p.m., Judson’s Live, Dr. Phillips Center for the Performing Arts, 445 S. Hot Derby Summer

Roller Derby is still going strong in Orlando, and this weekend brings a chance for you to reacquaint yourself with local players. Coming to Will’s Pub Saturday is the Hot Derby Summer market presented by the local Orlando Roller Derby league. The 18-and-up event features two rounds of trivia with a $10 buy-in and teams of four, as well as karaoke with DJ Wesley Pipes. Orlando Roller Derby league members will be displaying some of their memorabilia for purchase, with all proceeds going toward ORD’s home and travel team expenses for the upcoming season. ORD currently has six full official teams: the Ozone Slayers, Sun Blockers, Sol Crushers, Heatwave Hellcats, Manatee Mayhem and Snowbird Bombers. The league’s home games are hosted at the Barnett Park Gym and their current season has monthly games until it ends in October. Generally speaking, ORD may be the only place you get to see a player named Phelony Phatbottom (yes, she is a real player) win MVP Blocker several games in a row — so if you want a chance to snag a shirt, sing some tunes and

Anthony Green

Singer Anthony Green is set to headline the Abbey this weekend on his solo tour. The Pennsylvania artist made his name fronting big-name post-hardcore acts, but is currently giving himself some “me” time musically. Green released his most recent album, So Long, Avalon, last month, a reimagining of his 2008 solo album, Avalon. His familiar high vocal timbre stays the same, but the music has evolved from indie-folk rock to a passionate, grown-up soft-rock sound. Though Green has done time in heavy acts like Saosin, Circa Survive, and Zolof the Rock and Roll Destroyer, Saturday promises a night of raw vulnerability and poignant lyricism. His stop at the Abbey feature openers Geoff Rickly and Kurt Travis. 7:30 p.m., The Abbey, 100 S. Eola Drive, abbeyorlando.org, $41.50. — LF

Witch With Her Skirt on Fire

Storyteller, artistic director and co-founder of Phoenix Tears Productions Meghan Markham is bringing her Critics’ Choice Fringe show Witch With Her Skirt on Fire back to Orlando. At this spring’s Fringe, the UCF graduate and Washington state resident’s magical solo show felt “fresh yet somehow familiar” and felt “both authentically ancient and utterly contemporary,” according to our own Seth Kubersky; Witch duly enjoyed a sold-out run in May. Markham uses simple storytelling techniques and a glowing book to provide an enchanting performance about the perception of witchcraft. The hybrid event hosted and spearheaded by Kissa Death combines drag show and runway show, spotlighting the innovative designs of Floridian LGBTQ+ designer Noah Aaron Sams. Sams, whose innovative couture has been sported by everyone from Kesha to Mirage Amuro, will show work worn by a cadre of trans and queer drag artists and models including Pherocia, Amnesia Effect, Soleil Runway, Egot, Davi Oddity, E, Mae Teeling, Sue Cyde and Your Scary Godmother. Galas sell out consistently, so don’t tarry until the last moment or you’ll be all dressed up with no place to go. 5 p.m., The Veranda at Thornton Park, 707 E. Washington St., ferocitycoffee.com, $13. — MM

ALW: Star Spangled Slammer 9

Space Coast indie fed Atomic Legacy Wrestling ventures up to Daytona to throw perhaps their biggest card yet — Star Spangled Slammer. Taking over the Ocean Center, the show is a mix of ALW staples like the Ringmaster Ryzin, El Ridiculoso, Shannon Moore, Renee Michelle and Leva Bates with some surprisingly big names

from TNA, AEW and WWE like Shelton Benjamin, Ken “Mr. Kennedy” Anderson, Kenta (!), Matt Cardona, Nic Nemeth and even a faction from Juggalo Championship Wrestling. The triple

threat match of Shelton Benjamin versus Kenta versus Bobby Fish has the potential to be a barn-burner. And Orlando’s own “The Indy God” Matt Cardona facing off against Nic Nemeth

should be one for the books as well. 7 p.m., Ocean Center, 101 N. Atlantic Ave., Daytona Beach, facebook.com/atomiclegacywrestling, $40-$113. — MM
