Gold seized by NCA at Heathrow as part of international cartel investigation Gold seized by NCA at Heathrow as part of international cartel investigation: Gold 380x225 Gold worth around £4 million has been seized by the National Crime Agency as part of an international investigation into a suspected South American drugs cartel. Officers from Border Force, acting on intelligence from the NCA, moved in to detain the shipment at Heathrow on 1 June. It was being transported from the Cayman Islands to Switzerland, having earlier been shipped to the Caymans on a private jet which had arrived from Venezuela. The gold is now the subject of a money laundering investigation being run by the Cayman authorities, with the assistance of the NCA. The bars and pieces

of gold, which together weigh around 104 kilos, have now been seized under the Proceeds of Crime Act, following a hearing at Uxbridge Magistrates in London. NCA Heathrow branch commander, Steve McIntyre, said: “We believe that this shipment was linked to drugs cartels operating out of South America. Working with partners overseas and in the UK we were quickly able to identify it and stop it’s onward movement. “The business model of many organised crime groups relies upon the ability to move money across borders, to fund further investment in criminal activity. “If we can stop that it not only causes disruption to the criminal network involved and prevents them benefiting from crime, it also stops that re-investment.”

found ‘significant weaknesses’ in plans to ensure value for money in their BP deal. One wonders whether the council should be doing this kind of property investment anyway. I am sure their officers have plenty to do in trying to protect us from Heathrow’s disastrous expansion plans. Also I doubt whether their training covers this kind of fairly expert activity. It’s the Government’s job to ensure councils can raise enough money to do the work they’re supposed to do. Spelthorne should be working with the local MP to press for this to happen. Behind the Leavers’ Lies Sir, The public has been plied with so many lies to force an exit from the EU that the real reason behind the leave campaign has been obscured. Utter nonsense about ‘unelected bureaucrats’, square bananas and a make-believe Winston Churchill clearly reveals an ulterior motive. It is noteworthy that the financial elites who, in collusion with the government, stole £500 billion from the taxpayer in 2008 continue to evade justice, flaunting their criminality with impunity. The City of London, with its unethical banking practices, escaped scot-free. The EU was therefore wise to view The City as one of the most lawless centres of financial impropriety. Only Wall Street rivals its corruption. Two EU regulations would seriously restrict The City’s abuses – Solvency II and The Anti-Tax Avoidance Directive (ATAD). Solvency II ensures that financial institutions have enough assets to cover the risk of their operations and the Anti-Tax Avoidance Directive is designed to outlaw wealthy tax dodgers, of which Britain has more than its fair share. In 2006 Nigel Farage, a City trader later petitioned by HMRC in the High Court over unpaid tax, was chosen to wrest control of UKIP from its founder, Alan Sked, in order to bankroll the party with money from City hedge funds. Assisted by politicians and dishonest media, an anomalous referendum without a qualified majority’s safeguard was then finagled. Most people are still unaware that this vote has no legal force. Middletons Moanings 128 Sir, It would appear to me from recent information I received that our Spelthorne Council have adopted for some time “The Cabinet” system for voting on in-house decisions on our behalf. This was an idea introduced by the ever, non-loveable, Tony Blair (or Blah!). This idea being that our Council elect a “Cabinet” this being made up by the majority party (in our case Conservatives). This “Cabinet” is responsible for all major actions and decisions and consists of Conservative only Councillors. So the minority Councillors, (mainly Liberal), don’t even get a say or a vote when it comes to any important implementation of issues. So this minority are not allowed to speak or vote on vital issues. Whatever way this formula is spun, it effectively silences those newly elected candidates who are not Conservative. This makes a true sham of democracy, which means all of us that voted for Green, Liberal, Independent or any other party for that matter, have no voice at all. Portfolios are handed to the “Inner Cabinet” and these chosen few (all Conservative) act on our behalf. There seems little point voting for any other party as their views, opinions or voting on vital issues are snuffed out at source. In the light of Giving Mr. Ian Harvey a reign of development terror, who has no valid opposition at all, it would appear that progress will only be more “Little Boxes” of office and apartments construction in the future. Expansion & Rise In Suicides Sir, There is increasing and massive angst amongst thousands of residents of the five Heathrow Villages and beyond. The entire area has been and is still being blighted by the plans of the 100% foreign owners of Heathrow Airport to expand it to double the size including an extra full-length 3rd runway for the largest jets. Thousands of residents will soon be forced to move away, which will be the greatest clearance of British citizens in hundreds of years even surpassing the clearances of the Scottish Highlands in the 1700s Heathrow - 100% foreign owned (Qatar, China, Spain, Canada) - has just issued its Heathrow Master Plan - this is 17 huge volumes at a cost of £500. And even now details like flight paths, night flights, etc. are still to be decided upon. And this monumental expansion will take at least 30 years to complete (if at all). This will result in at least 1 milllion extra cars on the M25 / M4, at least double the number of diesel HGVs for cargo, and vastly increased pollution from particulates (brake dust) and carcinogenic chemicals spewed out of jet engines. The local Stop Heathrow Expansion group SHE - has just issued a document detailing the true distruction of the towns and villages around Heathrow called the Heathrow Disaster Plan. It is gob-smacking. The full extent of this expansion is now becoming clear - its MASSIVE. Already Heathrow has caused disruption and the break-up of local communities by buying up properties (later to be demolished) and letting them out on the cheap to ‘outsiders.’ This has caused a rise in crime and anti-social behaviour in the entire area. The self-support networks in those communities has become diluted, and now long-term residents are even afraid to go out at night. It is expected that as the full extent of the Heathrow Expansion becomes clear that there will also be a rise in mental health issues for residents incuding stress and stress-related illnesses, even to the extent of suicides. What is certain is that 1/ this is happening right now, 2/ Heathrow’s foreign owners don’t care, and 3/ Heathrow’s staff do not care. Name and address supplied

It can be tricky to come up with activities that children will find fun and keep them busy, but that are also easy to arrange and affordable. Our charity, Family Action has been supporting families for 150 years and as part of our Family Monsters campaign, we have come up with a raft of ideas and information to help parents keep their children from getting bored this summer. From building dens to scavenger hunts, all our suggestions are easy to arrange and don’t cost much or are free. A PRICE ON THE PRICELESS?

Heathrow Father and Son cycle 140 miles for charity

Sir, I recently raised a question with the Spelthorne Joint (Borough/County) Committee concerning Heathrow’ s wish to ‘shrink’ the projected Stanwell nature reserve to a fraction of its projected size. The answer I received was very troubling. Firstly the officers said that the Airport’s proposals ‘do not now affect’ the part of the site which covers the remains of the historic garden of the former Stanwell Place. However on the basis of information in the public domain I have to say they most certainly do ! The proposed ‘mega’ car park would replace both the original footpath links (first indicated on Cemex’s plan for the reserve in January 2016 ) and probably the planned restored Warren Meadow too. Secondly I was told ‘We expect Cemex to deliver the full restoration scheme’ . Frankly it’s very hard to see how they will be able to do this given the decimation of the original proposals. Amazingly the reply then went on to say that compensation would be sought for us losing the North West part of the site planned for a newly created extension to the historic Stanwell Place garden and amenity area’ How one asks can you put a price on the priceless? Almost everyone now is aware of the importance of green lungs for health and recreation. Last but not least I was amazed at Spelthorne’s contribution to the answer to the effect that ‘It is for the DCO (Development Consent Order) process to examine the acceptability of the proposals for this site.’ Why one asks do we constantly have to bow down to this notional decree? It may never be forthcoming and I personally hope it won’t. Are we who live in a ‘land of the free’ to accept unquestioningly Stalinist diktats from on high resulting from the motions of Big Air, Big Monday and Big Government. about a plan many of us have given a great deal of time and effort to establishing. COURT APPEAL GRANTED The Court of Appeal has granted claimants against the Government’s plans to expand Heathrow permission to appeal their claims in a hearing beginning on 21 October 2019. The Government had argued permission should be refused. Lord Justice Lindblom stated: “The importance of the issues raised in these and related proceedings is obvious.” Reacting to the decision, Paul Beckford, Policy Director of the No 3rd Runway Coalition, said: “We welcome the Court of Appeal’s recognition of the seriousness that the Heathrow expansion proposal brings. Our fight will continue to end the plans that would blight our environment and fall flat in the face of our climate emergency. We expect to win.” Commenting ahead of the likely new prime minister taking office, Rob Barnstone, Coordinator of Stop Heathrow Expansion, said: “Boris Johnson knows that Heathrow expansion cannot meet environmental targets, including on noise and air pollution. Mr Johnson has indicated he will be following the legal and planning processes very carefully, then at the appropriate time the project can be cancelled. We don’t expect any gimmicks but remain confident that Mr Johnson will stop this disastrous project, albeit at the correct time in the process. The decision by the Court of Appeal today may make that time a little sooner than previously thought.”

School Break-ins Police can’t help!

There has been a spate of break-ins at Town Farm Primary School during a refurbishment programme. Damages upwards of £20,000 caused to date. Police are unable to assist. It is an ongoing problem despite Security measures. Someone must know who is doing this and they need to be stopped.

Heathrow Spelthorne Council & Heathrow to work in partnership to develop Hub Southern Light Rail granted appeal extension Heathrow Hub, the independent proposal for expanding Heathrow Airport via an extension to the existing Northern Runway, has today been granted permission by the Court of Appeal to appeal the High Court Judgement handed down on the 1st May 2019, which refused to quash the Government’s decision to proceed with Heathrow Airport Ltd’s North West Runway by way of the Airports National Policy Statement. Today’s decision grants Heathrow Hub the right to appeal in the Court of Appeal, with proceedings to start on the 21st October 2019. In its decision, the Court noted the, “considerable importance of the issue raised,” and “accepted the applicants’ grounds of appeal are properly arguable.” Jock Lowe, director, Heathrow Hub said: “We are delighted to have been granted permission to appeal. We didn’t agree with the previous Judgement handed down on the 1st May, which was legally flawed, at odds with the evidence the court itself heard and gave us strong grounds to appeal. “We continue to believe that the Department for Transport bungled the decision-making process for Heathrow expansion. Our Extended Runway proposal is cheaper, quieter, simpler and greener to build than Heathrow’s North West Runway, which is bedevilled with complexity, increasingly expensive and incompatible with the new net zero carbon by 2050 target. Phased construction has always been a critical element of our proposal, leaving the government and regulators in control of environmental, noise and capacity levels. “Despite the ongoing legal proceedings, an Extended Runway could still be operational much sooner than Heathrow Airport Ltd’s North West Runway scheme.”

Spelthorne Borough Council have been named as the first of nine official Innovation Partners to the Heathrow Expansion Programme, following an in depth selection process. The Innovation Partners initiative was set up by Heathrow with the aim of finding partners to bring forward ideas to improve passenger experience, drive cost efficiency, and deliver sustainability targets.

The announcement means Spelthorne and Heathrow will work in partnership to investigate the feasibility of a Southern Light Rail (SLR) scheme, which could support delivery of the transport targets set out on the Government’s Airports National Policy Statement, and provide benefits for passengers, consumers, and the local area. The Southern Light Rail (SLR) scheme would connect Staines Town Centre directly to the airport. The Council’s winning bid, which showcased its advanced plans for the light rail link, could drive local transport improvements for residents that are sustainable, affordable and reduce congestion.

It is proposed that the SLR will form part of the Oyster card network, with the potential for 14.8 mppa journeys each year. The scheme could make a meaningful contribution to the Airports National Policy Statement’s target of 55% of all journeys, to and from Heathrow, being by public transport by 2040.

Cllr Ian Harvey, Leader of Spelthorne Borough Council, said: “We want a fully privately funded light rail link into Heathrow delivered before the third runway is operational at no cost to the Treasury”. Light rail has many benefits, and is used by major international airports throughout the world, including JFK International, Beijing Capital Airport, Copenhagen Airport, and others across Europe and Asia. SLR would generate benefits for both Heathrow Airport and for Spelthorne. It would improve access to the airport for workers and passengers, bring significant economic benefits to Staines Town Centre, and can be delivered with minimal impacts on Staines Moor. Cllr John Boughtflower,

Spelthorne’s Cabinet Lead on Heathrow expansion, said: “It is very positive that Heathrow Airport seem to be recognising the potential of light rail in terms of providing quick, costeffective and sustainable infrastructure”.

Residents and campaigners against a third runway at Heathrow have today launched a new campaign entitled “Heathrow’s Preferred Disasterplan”. The title of the campaign is a reference to the current Heathrow consultation on its “Preferred Masterplan” for expansion, which the airport launched on 18 June and runs until 13 September. Stop Heathrow Expansion, the group behind the new campaign, is strongly supported by Hillingdon Council, John McDonnell MP and many residents in the affected areas. Residents who live in areas closest to Heathrow are now receiving an information booklet; How a Third Runway Will Affect You and Your Family, which

Expansion is far from certain and the key message to residents is that it is can be stopped. “We have convened these public meetings at short notice, but we hope you will come along to the one easiest for you. We need your help The British Disabled Waterski and Wakeboard Association is a national charity with its headquarters at Heron Lake situated near Staines where we have been successfully teaching people with all types of disability to water ski for the past 39 years. All our full members are people with disabilities and all our helpers are volunteers except for a summer season manager/driver and a part time office administrator. We receive no regular grants and are supported by donations and the charges we make to our members and users. The thing which we all learn very quickly is how beneficial it is for people with absolutely any type of disability to water ski. It’s a water sport that with our special equipment and teaching techniques can be taught rapidly and then to see the almost immediate change in mental outlook of those learning is incredibly rewarding. People who have thought that such an exciting sport was not possible find their confidence boosted immediately and within a day

or two their whole outlook to life changes from feeling deprived to one of confidence that they are capable of tackling pretty well anything else they thought beyond their reach. With a variety of equipment we can get any one out on the water. Many of our full members are wheel chair users as a result of either injury or illness and for them we use large skis with frames for the hips to fit in so that they are seated skiers. For those with a loss of limbs we can usually find a way for conventional stand up skiing.

Those who are totally blind take no longer to learn than sighted people because of our teaching methods. After all it’s a uniform surface with no obstructions. During the week we get many disabled groups who are often children with disabilities such as Cerebral Palsy, Downs syndrome and learning difficulties. Depending on their individual abilities they may have exciting rides on inflatable devices or be taught to ski. The point is we have something for everyone. Speed over the water is definitely exciting but

at the same time it is safe and you do not hurt yourself if you fall in which is important if you already have an injury or loss of a limb. We know what we do is incredibly worth while but quite honestly we are struggling. Firstly we need volunteers to help on and off the water. Secondly we would like more people with disabilities to come along and see what it is like and have ago. Up until this year we had a steady stream of injured service men who where rehabilitating at Headley Court but this

establishment has now closed and its responsibilities moved up to Stanford Hall in Leicestershire. Thirdly we always need financial help. We very much welcome visitors when we have busy days who can then see what it is that we do so successfully. We need to use a large and powerful boat which is aging and we can’t at the moment see how to replace it. We provide wet suits, dry suits and buoyancy aids for all our participants and these wear out. The inflatable devices get heavy use and also wear out. Our centre is the best in the world. In competitive disabled water

skiing again we led the world and for many years we where the champions. All those pioneers have now retired but a new group of younger disabled com-

petitive waters skier are presently training hard for the World Disabled Water Ski Championships this July in Norway. There is no funding and they will rely on

At the same time it is a great education for children who perhaps spend more time inside on the computer than outside on the farm. With this in mind the Agricultural Association allow children 14 and under to visit the show free of charge.

wants to offer more children in more schools the chance to get involved in music through whole class ensemble tuition, group tuition, singing and popular music. The proposals, which involve streamlining management and an increase in the overall budget for peripatetic music teachers, reflect a desire to make music lessons even more accessible to children across the borough, plus the need to meet funding criteria from the Department for Education (DfE). The DfE, which funds a significant percentage of Hillingdon’s music service through Arts Council England, is asking all music hubs to provide music lessons to more students across all schools, particularly to students whose parents would struggle with affordability. In the past three years, thousands of children who were unable to participate previously have joined the Hillingdon music hub programme through whole class lessons and concerts, newly commissioned singing pieces, a choir festival and projects in schools for children with special educational needs. This summer, a record number of Year

3 students have expressed interest in starting lessons or attended try-outs for music lessons. Another year with a full programme of concerts has been planned for 2020 and beyond. Councillor David Simmonds, Cabinet Member for Education and Children’s Services, said: “We currently offer music lessons to more than 1,500 schoolage children, with more than 200 of those receiving one-to-one tutoring, and around 400 attend our music school. “While we can be hugely proud of what we’ve achieved so far, we need to ensure we’re delivering an efficient service that benefits the maximum number of children. And we want to share with as many Hillingdon children as possible the magic of picking up an instrument for the first time and making music. “There is no reduction in the music service budget; these changes are to ensure the most efficient use of funds available. “These proposals will give more children the opportunity to sing or play an instrument, and they are necessary to secure the funding we need to protect our much-valued music service for the foreseeable future.”

Residents left bemused after council meeting LOCAL residents attended a meeting with Spelthorne Council officials on Tuesday last regarding the proposed hostel to be built on Kingston Road, Staines. A spokesman for the residents said the council ’s proposals did not really offer anything — any questions off the script were out in the cold. The chief executive said that Minutes from the council that hostel will provide an ongoing revenue stream were not correct. Minutes from the council also state authorisation given to assign a contractor to build it even though no planning approved. Cllr Maureen Army, who is pushing this, said next to nothing at the meeting. It was also disclosed that the council want to secure an additional £2m funding from central government. New planning documents from architects were described as misleading.

Roads are more dangerous now than five years ago Safety campaigners are calling for an increased police presence on the roads to deter people from breaking the law, as a report is launched revealing that drivers feel roads are more dangerous now than they were five years ago. The report, by road safety charity Brake and Direct Line, based on a survey of more than 1,000 drivers, revealed that 7 in 10 feel that the

roads are more dangerous now than five years ago, with less than 1 in 10 disagreeing. Drivers also think that the numbers of speeding vehicles and the extent of mobile phone use behind the wheel has increased over this period but that the number of police cars has declined. With severe funding cuts impacting the police service, Brake is concerned that a dimin-

ished police presence is contributing to Britain’s stagnating road safety record. Brake’s report revealed that drivers share these concerns, with 8 in 10 agreeing that a visible police presence deters people from breaking the law and a further 8 in 10 thinking there should be more police cars patrolling the roads. More than 70 people are killed or seriously

injured on British roads every day, a figure which has failed to decline over the past decade. Police officers play a vital role in enforcing the law, but equally important is their role as a deterrent to dangerous driving, with research showing the safety value in a visible police presence. In the past three years there has been 15% decline in road policing numbers

in England and Wales, with just 4,457 full time equivalent officers in March 2019. Road safety charity, Brake, want to see increased investment in road policing to halt the stagnation in road safety and ensure there is visible deterrent to dangerous driving on our roads. This is a view backed up by drivers, with 6 in 10 agreeing that the Government

should make road policing an investment priority. Commenting Joshua Harris, director of campaigns for Brake, said: “Drivers’ perceptions tell us a lot about the safety of our roads and so it’s deeply concerning to find that drivers feel the roads are more dangerous than they were five years ago. TRAVELLING WITH YOUR PET With temperatures exceeding the 30˚C mark today and set to go even higher this week, IAM RoadSmart has issued some useful information on making sure your dog doesn’t suffer in such hot conditions. Everyone knows dogs can die if left in a car on a hot day, but it’s not just being left in a car that can cause them to overheat. When travelling with your pet make sure they are secure and either in their own cage or tethered to a secure cargo

point or seatbelt clip. Do not secure the dog by their collar as they could injure themselves in the event of an emergency braking situation; you should use a good fitting harness or a crash tested dog seatbelt. Having your pet secure, and a collar on the dog with a lead handy means that you can get control of your dog before unsecuring them and reduce the chance of them jumping out of the car without them trying to leap out when the door is opened.

Air conditioning is useful in hot weather but remember it does not always reach the area where your dog might be travelling, so they might be uncomfortably warm while you are at the right temperature. Consider getting sun shades for the side windows where your dog is and give them access to a travel water bottle or bowl. You can also get a cool mat for them to sit on and/or a cooling jacket to help keep their body temperature down. Think about what

time you travel and where you stop to let your dog have a leg stretch as the road surface might be too hot for their paws. A quick test would be to put the back of your hand on the surface for seven seconds – if it’s too hot for you, it’s too hot for your dog’s paws. Try to stop somewhere where the dog has access to a grassy area and walk them gently – try not to let them run around in the heat of the day as this can also make them poorly from heat-

Parked cars can be death traps for dogs in warm weather: when the temperature outside is 25˚C, the temperature inside a parked car can soar to 37˚C in just minutes. On a 32˚C day, the interior temperature can reach as high as 42˚C in less than 10 minutes. Grant on the Staysure Trophy trail Former Senior PGA Professional Championship winner Wraith Grant is back on the trophy trail as a result of qualifying for the final of the Staysure Trophy. That triumph at Northants County in 2013 was a solo effort but Grant had some help from Brian May, his amateur partner, in winning the PGA South regional qualifier at Foxhills Club and Resort. The pair from Woodcote Park Golf Club, Surrey, posted 45 Stableford points in the better-ball competition that, sponsored by Staysure, the insurance specialists for over 50s, features a PGA pro playing in tandem with a senior amateur golfer. As a result they finished at the head of the

74-strong field and booked their places in the 36-hole final that, staged at the London Golf Club in Kent later this month, carries a £30,000 prize fund with £7,500 going to the winner. Commenting on their victory, May, a driving instructor who plays off 10, said: “Wraith was brilliant. He made five birdies. “And on four or five occasions when he was out of position I chipped in.
