Explore by trail Our trail network ranges from paved, multi-use surfaces, such as the Welland Canals Parkway Trail, to stone dust pathways like the Participark Trail. Safety first! Trails aren’t groomed (or plowed in the winter), so be careful of your footing when using them.

‘Vestiges’ by Amy Friend A special public art project was unveiled on March 21, 2018 at the FirstOntario Performing Arts Centre in the Algoma Lobby. The art piece is a 10’ x 15’ photograph of the artist’s grandmother’s nightgown, printed on fabric. Friend speaks to the piece stating, “while working with these garments many appeared to ‘dance’ as they were tossed in the air.” She shares a story of her grandparents: her grandfather always dreamed of being a dancer, yet life circumstance did not allow that to happen. When Friend’s grandparents did dance, however, it was magic. Friend’s art tells a story, it is contemporary, bold and proud, a symbol of the creative strength and skills of St. Catharines’ local artists.

Whether it’s the first snowfall of the season, a dusting during the holidays, or a frosty February weekend, winter in St. Catharines can be ‘snow’ much fun. There are many activities, like public skating at our arenas, residents can enjoy to stay active during the season. While we don’t maintain City parks during the winter, they are still perfect spaces to enjoy outdoor activities, such as snowshoeing. So, dress for the weather and embrace St. Catharines this winter.

Prepare your home for winter While most water lines are safely buried below the frost line, periods of extreme cold can put water lines at risk for freezing. Use the following tips to protect your home:

• Seal air leaks in the home, especially

• Insulate water lines inside the home with

pipe sleeves, especially in unheated areas

• Disconnect, drain and shut off all outdoor hoses and faucets.

• Insulate all exposed outside water pipes with foam pipe covers.

• If water lines are in cupboards or closets, open the cupboard or closet doors.

• Set the thermostat to at least 12C (55F) and leave the furnace on, even at night and when not at home. Frozen water lines can leave you without running water for days. Be sure to have enough bottled water in your emergency preparedness kits for everyone in the home for at least 72 hours.

Winter Control

We hate to admit it, but winter is only four months away. The City is ready for whatever winter throws our way.

What we do before a winter storm In some instances, crews apply a layer of brine to main roads prior to an anticipated storm. The brine causes the snow and ice to melt and prevents them from bonding to the road surface, which makes plowing the snow more effective.

What we do during a winter storm • Main roads are cleared to bare pavement before snow

removal begins on other roads. This means some main roads could be plowed several times before plows move to secondary roads.

S’No Parking • The City will declare S’No Parking to be in effect when

Environment Canada forecasts a minimum of 10 cm of snowfall within a 24 hour period.

• During S’No Parking residents are urged not to park their vehicles on the street.

• Residents should plan for off-street parking for at least 72 hours while S’No Parking is in effect.

Sidewalks • Property owners are responsible for clearing the full width

of sidewalks in front of and/or beside their property to bare concrete within 24 hours after a snow or ice event.

Snow Removal Service for Older Adults and Persons with Physical Disabilities www.stcatharines.ca/SnowRemovalHelp Older adults and residents with disabilities who are unable to shovel snow and ice from their sidewalks can apply for assistance from the City of St. Catharines. The City will aim to clear snow and ice from City sidewalks in front of and beside their properties within 24 hours after snowfall, depending on conditions. To be eligible for the program applicants must provide a doctor’s note stating they

are not physically able to shovel their sidewalk themselves; own and reside at the property they require assistance for; and have no one else living at their home who is able to shovel sidewalks. How to Vote The fastest way to vote is to make sure you’re on the voters’ list and arrive at the polling station with your Voter Notification Card and one piece of identification. Some of the most popular forms of ID are an Ontario Driver’s Licence or Health Card (photo card version), Ontario Photo Card, Ontario motor vehicle permit (vehicle portion), a cancelled personalized cheque or a utility bill. Voting for Regional Chair and Regional Council In Niagara, electors vote only once for the office of regional chair and for regional councillors who don’t sit on any local municipal council. If you’re an elector who qualifies to vote in two or more municipalities in Niagara you can only vote for regional chair and regional councillor in one municipality. If you vote in a second municipality you must leave the regional chair and regional councillor portions of the ballot blank. Emergency planning

In St. Catharines we enjoy a typical Canadian Winter. However, if you’re not ready for it, that snow day you were hoping for can turn out to be more of an inconvenience than you bargained for. It was less than five years ago that six feet of snow shut down Buffalo, N.Y. for most of a week, closing roads and highways, cutting off access to food and goods deliveries to replenish empty store shelves. It could happen here. Although on a smaller scale, a snow storm last March dropped more than 30 cm of snow on St. Catharines and shut down the city for most of the day. Be ready for winter by making sure your home emergency preparedness kit has the following: • Food and water for everyone in the home (72 hour supply)

• Copies of important family records and documents

• Battery or crank radio

• List of medications

• First Aid kit

• Basic tools

• Flashlights (safer than candles)

• Blankets (for winter months)

• Basic toiletries and non-prescription drugs

• Paper and pen

• Cash (in case ATMs aren’t available)

• Make sure everyone in your household knows where the emergency kit is stored

• Change of clothes for each person

• Playing cards (for fun)

Also, don’t use ovens, stoves or any appliance for heating your home unless it’s designed for that purpose.

Installing working smoke alarms and carbon monoxide alarms at home as required by the Ontario Fire Code and knowing an escape plan is a must.

Other safety tips

Warming up in cold weather Cozying up by the warmth of a fire can make winter temperatures a little easier to bear. However, an open flame can be dangerous when heating your home with a wood-burning or portable ethanol-burning appliances if you are not careful. Always use a utility lighter or long match to light fireplaces and extinguish when leaving the room or turning in for the night. Crack a window to ensure there’s always a fresh supply of air. In the case of portable ethanol-burning appliances, never refuel while in use, always refuel outside, ensure appliances are on sturdy surfaces and never move them while in use.

• If a pot catches fire when cooking, cover it with a lid and turn off the heat. Never move a burning pot. • Pay attention when cooking and never leave food on the stove unattended. • Don’t use barbecues, propane heaters or other outdoor fuel fired appliances to warm your home. • Use space heaters as per the manufacturers instructions and ensure there is proper ventilation, as applicable, and enough clearance from combustibles. • Avoid overloading electrical systems. • Check on neighbours who may be vulnerable. • Keep fire hydrants on your property free of snow and ice. • Use candles in sturdy holders. Program Guidelines

• Programs may end five minutes early to accommodate a transition to the next program • The City reserves the right to cancel any swim program in order to accommodate special events or courses Pool, Splash Pad and Facility Guidelines

To take a picture of your own child please speak to a lifeguard • No glass containers, food or beverages are allowed in the pool area or the area surrounding the pool • Do not enter the pool if you have an open sore or rash, or are experiencing nausea, vomiting or diarrhea • Patrons who do not have bowel control must wear plastic pants or swim diapers underneath their bathing suits. Serious Medical Conditions Swimmers with serious medical conditions must be accompanied by an individual knowledgeable of their condition and responsible for their direct supervision. Your medical doctor should be consulted before swimming. To ensure the safety of all patrons we ask that those with serious medical conditions report to lifeguarding staff before entering the pool.

Low Cost Opportunities Canadian Swim Patrol Swim Patrol is a three-level program - Rookie, Ranger and Star Patrol - that develops swimming strength and efficiency with emphasis on Water SmartÂŽ behaviour. Private Swimming Lessons (3+ years)

Evaluation Process

Ideal for swimmers who want a little more practice. Not eligible for Starfish, Duck and Sea Turtle levels.

Each child receives a progress card at the end of each session and a sticker/badge when a level is completed. Progress reports and report cards are kept on file for one complete session.

Semi-Private Swimming Lessons Expand any available private lesson to a two-person class (you bring/arrange the two participants). We recommend the participants be within one swim level of one another. Sign up for semi-private swimming lessons via ePlay using the steps below:

Swim All Year

Registered Aquatic Programs

Children register once and swim on the same day and time from September to June, moving through the Red Cross Learn to Swim program at their own pace. Select the starting level based on your child’s current swimming ability and watch your child improve their swimming skills. Evaluation of swimming skills is done on a continual basis, with reports and badges given when a level is completed.

Angel Fish (4 to 14 years) This program focuses on developing water safety habits and basic swimming skills for children with learning, physical or intellectual difficulties. Each child must be accompanied in the water by a caregiver/volunteer, 14 years of age or over, who is comfortable in the water and familiar with the child’s physical and emotional needs and capable of managing their general progress in a safe manner.

• All fees listed in the guide include HST • Fees are waived for support persons who accompany a

person with a disability for the purposes of participation, communication, mobility, personal care, medical needs or access to service • Included in all aquatic programs is a $2.35 (HST included) per participant, per program surcharge • Fees subject to change January 1, 2019

Family Rates

• Registering two or more children: first child pays at full

price, each additional child receives 20 per cent discount. Children must be from the same family, living in the same household registered in the same session • Valid for: Recreation programs, Red Cross Swim Lessons, Rookie, Ranger and Star • Excludes Private and Semi Private Swim Lessons and Aquatic Leadership Programs • Participants registering with ePlay online registration must request their discount at any registration centre within three months of the program start date

Refund Policy and Program Transfers

• If a participant leaves a program before the third class

begins, the participant will be given a pro-rated rebate based on the number of classes held • No refunds or transfers will be issued once the third class has been held • A Program Withdrawal Refund Request Form must be completed and approved by a supervisor (form available at the St. Catharines Kiwanis Aquatics Centre). The program receipt must be brought when making this request • All refunds and transfers are subject to a $11.75 administration fee (per person, per registration)

Aquatic Leadership Programs Refund Policy Refunds will only be issued 14 days prior to the start of the program. No refunds will be issued after this time.

Program Wait List You may ask to go on a wait list for any program. If an opening occurs you will be contacted and given 48 hours to confirm your interest.

Program Changes The City of St. Catharines reserves the right to change the time, location, instructor or fee if required. All programs, facility information, rates, dates and times advertised in the Leisure Guide are subject to change.

Class Cancellation Low registration numbers may result in the cancellation or changing of classes. A full refund will be given if a program is cancelled by the City of St. Catharines.

Make Up Classes There will be no refund or make-up class for any programs due to absenteeism, thunder, lightning, pool foulings and emergency or maintenance-related facility closures. If there is a pool closure during a swim lesson, children are still encouraged to attend and will be taught water safety.
