Township of Perth East Council Meetings

Regular Council meetings are held on the 1st and 3rd Tuesday of every month throughout the year, except during July and August (see the list below). All Council meetings are open to the public.

Meetings begin at 7:00 p.m. and are held in Council Chambers, at the Township of Perth East Municipal Office, located at 25 Mill Street East, Milverton. If you are not able to attend a meeting but still want to watch it, meetings are live streamed to our Youtube channel (www.pertheast.ca/youtube ).

Agendas and minutes are distributed and posted on the Perth East website by 4:30 p.m. on the Friday prior to the upcoming Council meetings.

Making a Public Presentation or Appearing as a Delegation

Members of the Public who would like to make a presentation to Council on their own behalf or on the behalf of a group/organization would be considered a Public Presentation. There is a limit of two Public Presentations per Council Meeting. Those wishing to make a Public Presentation are required to complete a Public Presentation Request form and provide a written outline identifying the subject matter and the general nature of the request. This information must be submitted to the Municipal Clerk no later than noon on the Tuesday the week before the Council Meeting.

If you would like to speak in regards to an item of business on the published agenda, you would request to appear as a Delegation. Delegations wishing to address Council are required to complete a Delegation Request form and provide a written outline identifying the subject matter and the general nature of the request. This information must be submitted to the Municipal Clerk no later than 11am on the day of Council Meeting.

Both Public Presentations and Delegations are limited to a maximum of ten (10) minutes.

Name a Road

The Township is accepting Road Naming suggestions from the public to build an Approved Road Naming Inventory that developers could choose from when developing new subdivisions. Road names should incorporate local history, culture, environmental features or individuals/organizations who have made a significant contribution to the municipality or society as a whole. For submission requirements and the application form, please see the Perth East website.

Refreshment Vehicles must be licensed and regulated to operate in the Township of Perth East. For licensing requirements please contact Cathy at cwettlaufer@pertheast.ca or 519-595-2800 Ext. 221.

Do you have questions about how to obtain a marriage licence? Our staff can help you with the application process. We also offer Civil Marriage Ceremonies.

Cemeteries

Perth East operates four active cemeteries; Greenwood, Knox Wesley, Lingelbach and South Easthope. The Township works in co-operation with all local funeral homes and is here to help you through the process. Lost a Dog? Found a dog?

Stratford-Perth Humane Society at 519-273-6600 responds to calls regarding lost and found dogs, dogs running at large, bylaw infractions and adoption.

In addition, they offer other services to Perth East people and pets;

Land Use / Planning Questions?

The Perth County Planning department is responsible for the delivery of the following municipal services as mandated under the Ontario PlanningAct:

Land Use Planning: amendments to the Official Plan and the Township’s zoning by-laws; preparing development agreements pertaining to plans of subdivisions/ condominium and site plan approvals; and part lot controls.

Committee of Adjustment: minor variances; enlargements; extensions or changes to legal non-conforming uses.

Whether you’re looking to host a small family gathering, or a large banquet, there are many halls in Perth East that will meet your needs.

Rostock Hall

The Rostock hall is the former Ellice Township office, and is owned & operated by the Optimist Club of Ellice. Meeting rooms and a hall are available for rent. Quinlan park is adjacent to the hall and is available to rent.

Shakespeare Optimist Hall

3978 Galt Street, Shakespeare

The large hall is perfect for wedding receptions, family gatherings, buck n does, and sporting activities. It can accommodate up to 440 people and can be licensed. The Optimist hall is owned by the Township of Perth East & operated by the Optimist Club of Shakespeare.

Sebringville Community Centre

Great for weddings and family events! Fully air conditioned, full kitchen, and sports amenities surrounding the hall make this a great space for year round events. This facility is owned and operated by the Sebringville Athletic Association.

Kinkora Community Centre

Gravelridge Hall

Located just outside of Milverton, this hall is great for family gatherings, Christmases, and community events. This facility is owned and operated by the Gravelridge Women’s Institute. To Book: Contact Catherine Scott (519) 595-8107

Perth East Recreation Complex 40 Temperance St, Milverton

The PERC is great for meetings, family gatherings, birthday parties, weddings, and sporting activities. The hall can hold up to 500 people, and can be divided off for smaller gatherings. Fully licensed. The PERC is owned and operated by the Township of Perth East.

The RZone Policy enforces a set of expectations around violence, vandalism, and inappropriate behavior for participants and the public. Visit www.pertheast.ca/RZone for more information.

Township of Perth East Facility Rental Liability Insurance Program

Liability Insurance is mandatory for all Township of Perth East facility rentals. The minimum insurance limit can vary from $2,000,000 to $5,000,000 based on the event type. Insurance provides renters coverage for claims resulting in injury to a third party and/or damage to their property. The amount of insurance required is determined by the Township of Perth East and is based on the type of activities taking place at your event.

Insurance may be provided from your current business or home insurance company, or through the Duuo by Cooperators within your Univerus account. It is always best to consult your insurance broker to determine the best insurance product for your event.

If you choose to purchase insurance through your Univerus (event booking website) account, a Certificate of Insurance will automatically be issued to the Township of Perth East once the Application and payment are complete. There is also an event insurance section on your rental invoice.

1. Sign into your account (if you are unsure of your account, notify the PERC)

2. Click on “My Account”

3. Click on “History” tab

4. Make sure “Facility Bookings” is selected

5. Find your invoice that is needing insurance

6. Click the green gear button in the Function column and you want to “Edit”

7. If this is your first time purchasing Duuo insurance, you will receive an activate your account email with them (please do not open until you are finished purchasing insurance for your booking)

8. a) Duuo Insurance screen will pop up for you to answer a few additional questions and then you can make your purchase OR

b)This will take you into your invoice, scroll down and you will see a blue "Purchase Insurance" option within the Event Insurance section of your invoice, answer a few additional questions and then you can make your purchase.

Why Liability Insurance?

Because no matter how careful you are, accidents happen. As the host or organizer of an event or sporting activity, you can be sued by anyone who claims to have been injured or suffered property damage resulting from your activities. You may not be responsible (liable) but you will need to be defended in court. A Liability policy pays for this defence as well as compensatory damages. In short, transferring your risk to a liability insurance policy provides you the opportunity to run your activity with peace of mind.

What is the Insurance Coverage provided?

Coverage is for Liability Insurance protection, which will provide a legal defence and settlement if your organization, its directors, officers, employees, officials, members, and volunteers are accused of a “covered negligent act” which has caused a Third Party “bodily injury or damage to their property.” It pays for the defence (legal fees & investigations) and compensatory damages should all or part of the responsibility for the injury or property damage rest with the facility renter.

I belong to a National or Provincial Sports Association. Do I already have liability insurance coverage? You may or may not, ask the insurance broker who provides coverage to your association. If you are covered, they should be able to complete the required Certificate of Insurance coverage form showing the municipality and any other required parties as an “Additional Insured”. The majority of large Provincial or National organizations have the proper coverage in place. However, when their coverage falls short, this program is a viable option for most renters.

Kinkora Soccer is held on St.Patrick’s School grounds. There are 7 soccer pitches of varying sizes.

Sebringville Park (302 Huron Rd, Sebringville)

Sebringville Athletic Association Park has a hall that holds up to 245 people and an outdoor pavilion that holds 70 people. There are two softball diamonds, playground, walkway and parkland.

All Wheels Skate Park (40 Temperance St, Milverton)

Opened in spring of 2023. Built by the Optimist Club of Mornington.

Large Park with playground and pavilion that was build and donated by the Milverton Lions Club.

Mill Street Park (25 Mill St E, Milverton)

Located beside the library, this newly installed playground is a favourite of kids of all ages.

Milverton Lions Park (Main Street North Milverton (corner of Main St. N. and Fulton St.)

The Milverton Lions Park is owned by the Township of Perth East and maintained by the Milverton Lions Club. This small, well shaded park with a gazebo is the perfect place for a break or picnic lunch.

PERC Park (40 Temperance St, Milverton)

The PERC Park opened in 2011 and features a playground, picnic area, ball diamond, ½ size soccer pitch, pavilion, and a paved walking trail.

Mornington

Newton Park (4465 Community Centre Drive, Newton)

The Newton Park is owned by the Township of Perth East and operated and maintained by the Newton Athletic Association. The park has two (2) soccer pitches, ball diamond, playground, pavilion and washroom.

The Lyle Yost Memorial Park is owned by the Township of Perth East and operated by the Millbank Recreation Association. There are 2 ball diamonds with lights, concession booth, pavilion and playground.

The Morningdale Centennial Park is a large park with open space, a playground, and an enclosed pavilion with a small kitchen facility and washrooms. This park & pavilion is owned and operated by the Township of Perth East.

Pioneer Park (4079 Waterloo St, Millbank)

The Pioneer Park Playground is maintained by the Township of Perth East in an agreement with the Grand River Conservation Authority. The Pioneer Park Playground was made possible with financial support from the Government of Canada.

Shakespeare Opti-Mrs. Park (3976 Galt Street, Shakespeare)

The Shakespeare Opti-Mrs. Park is on the same property as the Shakespeare & Community Optimist Hall. The Playground was made possible with the financial support of the Shakespeare Opti-Mrs.

How to Create an Account

1) Visit https://app.univerusrec.com/pertheastpub

2) Click “log on” in the top right corner

3) Under “I don’t have an account”, hit “click here to create a new account”

4) Create an individual account if you are only registering yourself in programs. Choose a family account if you will be registering other people (ie children) in programs.

5) Fill in all required information for your account (and family members if applicable). Please list someone other than yourself as an emergency contact. Double check that all members on your account have the correct birthdate. If you have a P.O. box, please include the number.

6) Activate your account by following the instructions sent in the activation email.

7) Log in to Univerus.

How to Register for a Program Online

1) Click on the Programs tab

2) Choose the category you are interested in (Ex, Adult Programs, Kids Programs, Pool)

3) Choose the subcategory you are interested in (Ex, Pickleball, Youth Sport, Swimming Lessons)

4) OR click on filters and search by program name/code

5) Click “register now” on the program

6) Enroll yourself and/or a family member in the program. You can register for multiple programs.

Admittance Policy

Children under the age of 10 who are non-swimmers

Must be accompanied by a parent or guardian who is at least 12 years of age and is responsible for their direct supervision.

Children under the age of 10 who are swimmers (Are able to demonstrate comfort in the water and pass the swim test) may be admitted to the pool unaccompanied.

Children under the age of 6 MAY NOT be admitted to the pool unless they are accompanied by a parent or guardian who is at least 12 years of age and is responsible for their direct supervision, with a maximum of two (2) children per parent of guardian.

Within Arms Reach

If you are not "within arms' reach" of your children anytime they are around or in water, you have gone too far.

Swim Test

In order to pass the swim test, a patron must:

1) Swim 20m continuously, with strong forward movement, face in the water with ability to take breaths, not stop or touch the pool bottom.

2) Tread water for 1 minute, with strong confident movements and ears above surface for the entire duration Lifeguards reserve the right to request a swim test for any age and fail or revoke a swim test at any time if they feel it is unsafe or will prevent an injury to the patron.

Swim test day: June 7th from 4:00-6:00pm. If you are not able to attend, please ask a lifeguard at any public swim.

Description

Is 4 to 12 months old and ready to learn and enjoy the water with a parent

Is 12 to 24 months old and ready to learn and enjoy the water with a parent

Is 2 to 3 years old and already to learn to enjoy the water with a parent

Ages 3-5

Preschoolers will learn how to float, glide, and jump in the water, with help. Parents are welcome to participate until their child is ready to try on their own

These kids will become comfortable jumping into water by themselves and will learn to float and glide while wearing a Personal Flotation Device (PFD)

This group will become comfortable jumping into deep water with a PFD, and will learn to float and glide on their own.

These advanced preschoolers will learn to jump into deep water on their own and open their eyes underwater. They’ll learn the basics of front crawl.

These superstars will learn how to roll into the water with a PFD and begin treading water. They’ll begin the basics of back crawl and whip kick.

Bronze Star

Swimmer 1 is designed for children who have either never taken swimming lessons or have completed up to preschool 4. They will learn how to open their eyes and exhale underwater.

These advanced beginners will become comfortable jumping into deep water, and will learn to tread water, whip kick. They will be able to swim 10 metres.

These junior swimmers will dive and learn somersaults. They’ll work on 15 metres of front and back crawl.

These intermediate swimmers will swim 5 metres underwater, and begin to develop breast stroke skills. They will be able to meet the Canadian Swim to Survive Standard.

These swimmers will master shallow dives, eggbeater, and backward somersaults. They will develop their breast stroke, and increase the distances they will swim for front and back crawl.

These swimmers will learn stride entries, compact jumps, and scissor kick. They will continue to develop their eggbeater, and will become experts at head up breast stroke.

These swimmers will continue to refine their stroke development, and will learn lifesaving skills such as the object carry and obstacle swim. They will learn basic first aid, including treatment for bleeding.

This class will focus on rescue skills such as the object support and rescue with a buoyant aid. They will continue to learn first aid, focusing on helping a victim with an obstructed airway.

These advanced swimmers will be challenged with a 600m workout, and 300m swim. They will learn crucial rescue skills, including defense methods when helping a drowning victim, rolling over a victim in shallow water, and victim removals. Their first aid will continue, with a focus on bone and join injuries, and respiratory emergencies.

These superstars will perfect their strokes and learn important self rescue skills. They will also learn how to recognize a drowning swimmer and learn how to throw an aid to help a victim.

Become a Lifeguard/Instructor!

Step 1– Bronze Medallion & Emergency First Aid

Develop physical fitness, decision making and judgement skills for water rescues. Learn emergency first aid knowledge and techniques to help recognize heart attacks, strokes, choking, and CPR.

Pre-Requisites: 13 years old on or before exam date, or holds Bronze Star.

Step 2– Cross & Standard First Aid/CPR C

Learn the difference between lifesaving and lifeguarding, emergency procedures, teamwork, special equipment use and spinal injury management techniques. Learn standard first aid knowledge and techniques to begin treatment for broken bones, seizures, and heat illnesses.

Pre-Requisites: Bronze Medallion & Emergency First Aid

Step 3– Assistant Instructor (Optional)

This course prepares candidates to help certified instructors with swimming classes. You are introduced to key principles of learning and teaching the basic swimming progression.

Pre-Requisites: 14 years old by the last day, Bronze Cross

Step 4– Swim Instructor (Required) and Lifesaving Instructor (Optional)

These courses prepare instructors to teach and evaluate the swimming strokes and related skills found in the Life Swim for Life and Bronze programs.

Pre-Requisites: 15 years old by the last day, Bronze Cross

Step 5: National Lifeguard

Learn teamwork, leadership, emergency procedures and accident prevention.

Pre-Requisites: 15 years old on or before the exam date, Bronze Cross & Standard First Aid and CPR -C

Join the Perth East Swim Team! The team accommodates all skill levels of swimmers where they will develop their skills and continue to improve the four swims strokes - freestyle, breaststroke, backstroke and butterfly. Must pass the swim test.

Junior Lifeguard Club

Join the JLC to learn first aid, lifesaving and aquatic development skills! The JLC aims to develop and improve swimming and other aquatic skills with emphasis on: lifesaving knowledge, first aid, teamwork, communication, personal fitness through fun challenges.

PERC Summer Camp

Join us for a fun-filled summer of crafts, swimming at the PERC pool, sports, playground visits and more! Kids 4 to 12 welcome! Camp is held at the Perth East Recreation Complex in Milverton.

Campers are asked to visit the PERC pool and successfully complete the swim test before attending camp if possible.

We ask that campers bring a lunch, snacks, reusable water bottle, running shoes, bathing suit, and towel, sunscreen, sunglasses, a well-brimmed hat, and an extra change of clothes. Please ensure participant items are labelled with first and last name.

Drop off is from 8-9am, pickup from 4-5pm.

We book full weeks exclusively.

Full week is $184.85 *Short week is $147.88 (July 2-5 & August 6-9)

Babysitting Courses

Learn how to care for a child, provide proper nutrition, and understand basic first aid. Aimed at kids turning 12 in the calendar year up to 17 years of age.

Home Alone Courses

Learn how to be safe and responsible when home alone for short periods of time. Aimed at kids turning 10 within the calendar year up to 13 years of age.

Perth East Youth Action Council

The Perth East Youth Action Council is a group of youth ages 12-18 that plan youth and community events. They meet monthly at the PERC. This group of Youth is working towards fundraising for an outdoor volleyball court in Milverton. They have held a Youth Night and are planning for some other great events in the future such as Tie Dye Night, Movie Night, Games Nights and lots more!

Fitness Class

Stay tuned for Spring Zumba & Yoga Classes!

Fitness class, led by instructor Sonya, is a fun HITT style workout This class is designed for all itness levels and will get your heart pumping and your muscles moving. Ages 16+ welcome. Classes have a minimum participant number to run. If these classes get the minimum there will be a drop-in option at $15.00/class.

Co-Ed Slo-Pitch

Enjoy 8 weeks of co-ed slo-pitch at PERC diamond. Teams of 12 will be made up by rec staff. Teams will play one game per night. Game

Pickleball

Pickleball is a racquet game played in pairs. The ball is served diagonally, and points can only be scored by the side that serves. Teams can only score when serving. Pickleball is played to 11 points, however a team must win by 2 points. Pickleball is held at the PERC. Seniors Pickleball is a partnership with Community Outreach.

Outdoor Pickleball

Outdoor Pickleball courts will be available for residents beside the PERC pool. Rackets will be available to use at a cost of $5.00 for the summer. Available at the PERC pool when open.

Rollerskating

Break those roller skates and head to the rink for a night of music, skating, and fun! All welcome to family roller skating. 18+ at adult roller skating only please!

Secondary Dwelling—Building Department

Considering a Secondary Dwelling Unit in Perth East?

A secondary dwelling unit is a self-contained living space with a kitchen and bathroom that are accessory and subordinate to the primary dwelling unit. A secondary dwelling will have an independent entrance directly to the outside or through a common vestibule.

There are 3 different types that may be constructed in Perth East:

a) INTERIOR ALTERATION: located within the primary dwelling unit

a) ADDITION: an addition constructed to the primary dwelling unit

a) DETACHED: an accessory structure that is secondary to the primary dwelling unit

 A maximum of one Secondary Dwelling Unit is permitted per Primary Dwelling Unit. Where another Accessory Dwelling lawfully exists, an additional Secondary Dwelling is permitted.

 Secondary Dwelling Units must conform to all Ontario Building Code and Ontario Fire Code regulations and any other applicable law, and be provided with water and sewage services to the satisfaction of the approval authority.

 A Secondary Dwelling Unit cannot be occupied until any inspection and/or any license has been conducted/issued by the Municipality.

 A new 911 Address fee is applicable for every Secondary Dwelling Unit

Secondary Dwelling Units are permitted in the following zones in Perth East;

 Agricultural (A)

 Hamlet Village Residential (HVR)

 Milverton Residential Low Density (R1)

 Residential Medium Density (R2)

 Residential High Density (R3)

How big can a Secondary Dwelling Unit be?

Secondary Dwelling Units shall have a minimum gross floor area of 25 square meters (269 ft2) and not exceed the lessor of: within a primary dwelling 50% of the total primary dwelling gross floor area or 125 square meters (1,345 ft2); within a building that is accessory to a primary dwelling 75% of the total primary dwelling gross floor area or 125 square meters (1,345 ft2)

Secondary dwelling units located within accessory building must meet the following regulations:

 If located within a new building, it must meet the location and size requirements of Section 5.1;

 The Secondary Dwelling Unit must be within 45 m of the primary dwelling unit; and

 If the Secondary Dwelling Unit is within an agricultural zone, it must meet MDS 1 requirements or be no closer to the neighboring livestock facility than the primary dwelling unit.

What are Parking Requirements for a Secondary Dwelling Unit?

1 parking space per secondary dwelling is required.

Secondary Dwelling Units are not permitted:

 Where a dwelling is only permitted as an accessory use to the main use of the property;

 Within existing dwellings and accessory structures located within hazardous lands such as flooding hazard lands, erosions hazard lands, or hazardous sites;



To be located within the front yard or an exterior side yard if established within an existing accessory structure in any zone other than an Agricultural Zone;

 On lots which do not meet the minimum lot area requirement of the Zoning By-law;

 Within the dwelling units and existing accessory structure that does not comply with this Zoning By-law;

 The applicable minimum lot area requirement is met.

 The parking requirements of Section 5.17 are met.

 Home occupations are not permitted within a Secondary Dwelling Units.

 Secondary Dwelling Units are not permitted within a mobile home.
