fahadnews@timesofoman.com MUSCAT: Expat workers sharing accommodation to save money face eviction under new rules implemented to crack down on unskilled and semi-skilled workers, male or female, from living in family areas. There are no official figures to estimate how many people could be affected by the ruling from Muscat Municipality but it puts villas off-limits to all but skilled expat workers such as doctors, engineers or highly skilled professionals. And under the new rules, issued in Circular 2/2015 last week by the Chairman of Muscat Municipality, such skilled expats can share a villa but they must be limited to one person per room in the

property. The circular goes on to state that students, professionals and technicians can rent flats in multistorey apartments, but not in villas. A maximum of two people per room are to be allowed in an apartment flat for them. At any level — skilled, semi or unskilled — single professionals of mixed sex cannot live in the same property, apartment or villa, said an official with the municipality. The municipality will police the new regulations simply by refusing to approve contracts when they come up for renewal. “No rental contract will be approved unless people follow these procedures. So the residents will have no other option but to vacate their houses if their rental agreement is not approved,” the official warned. Another aspect of the regula-

tions bans expats from using their homes — whether apartment or villa — for business purposes. “This is being planned as many expatriates use one property for residential and commercial use at the same time,” an official of Muscat Municipality said. Unskilled people are workers with low education levels while semi-skilled workers do not hold a diploma but they do have some certificates to show their skills. “And a skilled worker is any worker who has special skills and has completed college,” the official of Muscat Municipality said. The new regulations are obscure when it comes to the case of semi-skilled workers who earn over the OMR600 per month threshold to bring their families, whether they would be allowed to rent a villa or not. Residents, however, said that it is getting increasingly difficult to afford the steep rents in the city, and attributed this as the reason why many families are resorting to shared villas. “Rents have been increasing significantly and that is one of the reasons the semi skilled expatriate workers go for sharing in the villas,” argued a Bangladeshi expatriate. >A3 TOP THREE INSIDE STORIES

businesseditor@timesofoman.com MUSCAT: Oman government has asked all crude oil producers to review the viability of their operations in view of plunging oil prices, but the country’s projected average production this year will remain intact at 980,000 barrels per day (bpd), a top-level official at the Ministry of Oil and Gas told journalists here on Monday. Oman crude declined by more than 55 per cent last year to touch $45.56 per barrel on Monday. “We are in touch with all operators and service providers asking them to review their cost and activities to ensure that everything is still economical, even at a low oil price,” Salim Nasser Al Aufi, undersecretary at the Ministry of Oil and Gas told journalists on the sidelines of SPE Middle East Unconventional Resources Conference and Exhibition. However, Al Aufi added that there is no plan to cut down (funds) for developing oil projects, which will be “the corner stone for tomorrow.” “We are asking them to thoroughly review their budget and anything that is not generating oil to be discussed seriously first at the company level and then with the Ministry of Oil and Gas to de-

Majlis to discuss media scenario with minister FAHAD AL MUKRASHI

fahad@timesofoman.com MUSCAT: Oman’s media landscape will be at the heart of discussions as the Majlis Al Shura hosts the Minister of Information, Dr Abdul Munim Al Hasani, on Wednesday and Thursday. Hamodda Al Harsoosi, the head of the media committee at Majlis Al Shura, told Times of Oman, that Al Hasani plans to give an update on the Omani media as well as focus on the electronic media. He will also make a statement in the Majlis Al Shura on the achievements of the ministry. Al Harsoosi added that the draft of the publication and publishing law which was amended by the Ministry of Information and the Ministry of Legal Affairs has been with the Council of Ministers for years.
