on Sunday,” Ahmed Al Hooti, an Oman Chamber of Commerce and Industry (OCCI) member, said. Al Hooti added that it was difficult to expect people to return for one day’s work under such circumstances, after travelling hundreds of kilometres out of the city to be with extended family. He also suggested that holidays should be aligned with the weekend so that workflow is not affected. “If you give it today or tomorrow, what is the problem? We know our people. With these types of holidays, especially for

those who live in the interior, it is very difficult for them to come,” Al Hooti said. Tasleem Khan, chief executive officer and managing partner of Intelligent Parking and Elevator Company in Oman, agrees. “This is simply because the productivity of the people goes down and people are not willing to work for one day,” the CEO said. Fearing this, some offices gave Sunday off instead of Monday. “My company gave me the day off on Sunday but I will have to go back to work on Monday,” Sushil S, who works at a private com-

pany in Muscat, said. Rajeev KR, a senior official at an oil supply company, said that in the government sector, he witnessed low attendance. “I had some work at government offices today. Many seats were vacant. I couldn’t manage to get my work done today. It seems that they have bridged the leave,” Rajeev added. A sales representative working with a travel agency said it was a disappointing day as the majority of his clients were absent. “I couldn’t meet anyone today for payments,” the sales representative added. >A2

MUSCAT: A national plan should be formulated by the government to raise awareness about children’s rights, the head of Oman’s Public Prosecution has told Majlis Al Shura members. Addressing the Shura on Saturday, Mohammed Al Marzouqi, head of the Public Prosecution, said teachers and children should be encouraged to report any signs of trauma or abuse. According to the Shura Council’s online report of the meeting, Al Marzouqi said some teachers were hesitant to report cases in-

Some 35 per cent of those crimes were either theft or attempted robbery, the ROP official revealed during the Shura Council discussion. Further, approximately 18 per cent of the arrested juveniles are expatriates, it was reported. In 2015, 506 juvenile delinquents were arrested for a variety of offences, some of which are more commonly associated with adult, or career criminals. In 2014, 423 juveniles found themselves on the wrong side of the law, according to data from the Juvenile Affairs Department at the Ministry of Social Development. >A2

Oman agrees to cut oil output by 45,000 barrels a day SYED HAITHAM HASAN

haitham@timesofoman.com MUSCAT: Oman will slash its oil output as part of a production cut agreement hammered out by the Organisation of Petroleum Exporting Countries (OPEC) with independent producers in Vienna on Saturday. “Oman will cut oil production by 45,000 barrels a day, following an agreement reached by OPEC with independent producers outside the organisation,” a tweet by the Ministry of Oil and Gas read. The plan calls for a 4.5 per cent reduction in Oman’s total oil output, valued at almost OMR900 million, and will begin in January 2017. Oman’s oil production averaged one million barrels per day for the first time in history in 2016. According to the agreement, non-OPEC, or independent producers, will together cut output by 558,000 bpd, just short of OPEC’s expectations. OPEC had recently announced a production cut of 1.2 million barrels per day, and expected non-members to slash output by 600,000 bpd. Oil prices surged more than 15 per cent after OPEC’s November 30 announcement, and closed just below $55 per barrel last week. Experts predict the pact will push up oil prices.

Kanaga Sundar, head of research at Gulf Baader Capital markets, believes that oil may rise to nearly $60. “We have already seen an increase in prices of oil since OPEC’s announcement, and with a deal between OPEC and non-OPEC we can see it rising close to $60 a barrel,” he said. All participating countries have agreed to cut their production by some four per cent of total output. Russia, which has pledged to slash production by 300,000 bpd, will account for the bulk of the output cut by independent producers. On the OPEC side, the largest cut, of nearly half a million bpd, will be by Saudi Arabia. Twelve non-OPEC members, including Azerbaijan, Bah-

rain, Bolivia, Brunei, Equatorial Guinea, Kazakhstan, Malaysia, Mexico, Oman, Sudan, and South Sudan, met with OPEC officials in Vienna on Saturday to complete the agreement. The agreement between the two sides was the first since 2001, in a bid to ease a global oil glut that has sent prices plunging from $100 per barrel in 2014, to below $30 in 2016, and threatened to push oil export-based economies into debt. According to Abdullah Al Mandhari, chief executive officer of Enhanced Oil Recovery Oman, the decision will allow Oman to add far more value to its oil and gas output and shift to more sophisticated extraction technologies at its oil fields. “Oman is blessed with many producing fields and we have a very experienced Minister of Oil and Gas. Reducing production in high production cost oil fields will easily be absorbed and, in fact, financially be more positive for the Sultanate when the income from low-production-cost oil fields is of higher margins due to this global agreement. “After all, it is not the number of barrels of oil that determines the Sultanate’s national income, but rather the overall difference in oil price against our oil production cost,” he said. >A2

About 70 to 80 per cent my friends skipped office today and went for a four day long weekend,” Sarfaraz, a Pakistani national, who works as a salesman in Ruwi High Street, said that the business was good compared to other days. “There are more people on Sunday compared to other days. I believe they all have skipped work and have come to Ruwi for shopping,” he said.

Experts, however, blame social media for the 20 per cent increase and have been busy tackling the problem. “We are expecting a decrease in the number of juveniles in 2016, as we are raising awareness to let people know that whatever is sent by them through smart phones can be used against them,” Mohammed Salim Al Nomani, an official at the Juveniles Affairs Department, told the Times of Oman earlier this year. He said that mothers and fathers need to spend quality time with their children, and not just buy them material goods. The data reveals no distinction between children of rich families and the less fortunate ones in juvenile centre.

Recently, the Juvenile Affairs Department launched a programme to train juveniles to take on jobs. “We train them to work in mechanics, oil, and administrative sectors,” he added. The number of juvenile delinquents in the Sultanate has decreased, from 880 in 2010 to 423 in 2014. In 2015, 481 of those detained were boys, and only 25 were girls. Of the total, 30 were non-Omanis. Currently, juveniles in Oman are sent to the Central Jail in Samail. The ROP has been regularly urging parents to exercise better control over their children’s electronic devices and protect them from online stalkers – and temptations.

“The other way is by fast-tracking adoption of innovative technologies that many countries are using to bring down production costs. This will also have the same balancing and positive effect,” he said. After reports that shale oil producers were ready to revive dormant oil wells following Saturday’s deal, not all analysts were positive about the agreement. The Energy Information Administration (EIA) predicted that shale oil production will halt the oil price rally. However, Al Mandhari says that the agreement will have no effect on shale oil producers because all key players globally have come to

realise that it is important to be united on output, if both individual and global producers are to benefit. Sophia Tozy, an economist at Coface, noted that a dramatic rise in oil prices is unlikely due to fundamental reasons of supply and demand. “As soon as they rise to a higher mark, unconventional sources of oil production will come up in the US and bring prices down again,” she said.

Absconding worker notifications MUSCAT: Implementation of a notification system for absconding workers will be started by Ministry of Manpower after Tuesday. The system will be mandatory with effect from January 2017 in Governorate of Muscat and in February 2017 for the remainder governorates. The system is part of the e-transformation programmes for labour welfare. It is

also a part of the e-government transformation plan, which aims at simplifying and facilitating services rendered to the public. Electronic mode With this system, employers can submit notifications about absconding labourers and pay the value of the ticket electronically. They may also cancel the notifi-

cation, redeem the value of the ticket and trace progress of the application. The service enables expatriates to receive SMS and email when the employer files absconding application. They may also inquire about absconding notifications filed against them, review the details of the notification and submit grievances against them. - ONA

Celebrations organised to mark Armed Forces Day MUSCAT: The Sultanate yesterday marked the Armed Forces Day, which falls on the 11th of December every year. Several celebrations were held to mark this glorious occasion and recognise the developments made by the Sultan’s Armed Forces (SAF), as well as their national duties and roles. deeba@timesofoman.com MUSCAT: Naseem and Al Amerat parks, the two major venues for Muscat Festival 2017, will be closed to the public beginning tomorrow to prepare them for the annual cultural event. “The parks, Naseem and Al Amerat, will close from December 13 to prepare [them] for the Muscat Festival starting January 19,” an official of Muscat Municipality told the Times of Oman. Mohsen bin Mohammed Al Shaikh, chairman of the Muscat Municipality, recently chaired a meeting with members of the festival’s organising committee to discuss the events and activities that will be part of the festival. Among the activities planned is a consumer exhibition for families, in which private and government organisations will participate. Two big events, including a football tournament and a Global Fashion Forum, are also slated to be held at the cultural extravaganza. “We are trying to do many entertaining and cultural activities at the festival. “There will be a football tournament from January as part of the event. A Global Fashion Forum will also take place; this is being organised by the Oman Film Society,” the official added. Temperature falls in northern parts of Oman Staff Reporter MUSCAT: Residents in northern parts of Oman are witnessing a dip in temperature with cloudy skies and fog covering different areas. “Skies are cloudy. Morning fog had blanketed many parts. Temperature is dipping too. It seems it may rain, Krishnadas Menon, a resident in Buraimi, told Times of Oman. Oman Meteorology Department predicted that today skies will be partly cloudy over the northern governorates and clear over the rest of the Sultanate. “Chances of late night to early morning low level clouds or fog patches over governorates of North Al Sharqiya. Also, there is a chance of dust rising over desert and open areas,” the Meteorology Department said in its forecast. It cautioned people to be safe as visibility will be poor during fog patches and blowing dust. Meanwhile, United Arab Emirates’ weather department has also predicted that windy conditions are expected to continue throughout the long weekend, especially over the sea. Oman’s north shares borders with UAE. “A northwesterly wind blowing at speeds between

30kmph and 45kmph along the coast may increase up to 55kmph. In the interior and mountain areas, the wind speeds will be slightly reduced, blowing between 20kmph and 35kmph, with gusts reaching up to 45kmph,” the UAE’s National Centre of Meteorology and Seismology said. The centre said the windy conditions will cause the waves to be rough to very rough in the Arabian Gulf and Oman Sea. On land, strong winds may cause blowing dust and sand over exposed areas on land, reducing visibility at times.

CAIRO: A bombing at Cairo’s largest Coptic cathedral killed at least 25 people and wounded 49, many of them women and children attending on Sunday mass, in the deadliest attack in Egypt in years. The attack comes as Egyptian President Abdel Fattah Al Sisi battles against an hardliners’ insurgency in Northern Sinai, led by the Egyptian branch of IS. The militant group has also carried out deadly attacks in Cairo and has urged its supporters to launch attacks around the world in recent weeks as it goes on the defensive in its Iraqi and Syrian strongholds. Others chanted “the people demand the fall of the regime”, the rallying cry of the 2011 uprising that helped end Hosni Mubarak’s 30-year rule. Sisi’s office condemned the attack as an act of terrorism and declared three days of national mourning. Al Azhar, Egypt’s main Islamic centre of learning, also denounced the attacks. Orthodox Copts, who comprise about 10 per cent of Egypt’s 90 million people, are the Middle East’s biggest Christian community. The last major attack on a church took place as worshippers left a new year’s service in Alexandria weeks before the start of the 2011 uprising. At least 21 people were killed. Egypt’s Christian community has felt increasingly insecure since IS spread through Iraq and Syria in 2014, ruthlessly targeting religious minorities. In 2015, 21 Egyptian Christians working in Libya were killed by IS. Coptic Pope Tawadros II cut short a visit to Greece after learning of the attack. Iran likely to spare tycoon if he pays back debt: Judiciary DUBAI: Iran may spare the life of businessman Babak Zanjani, sentenced to death for fraud, if he can pay back large sums he owes to the government for oil sales despite sanctions, a judiciary spokesman said on Sunday. Earlier this month, Iran’s supreme court upheld the death penalty against Zanjani, accused by prosecutors of owing the government more than $2.7 billion for oil sold on behalf of the oil ministry by circumventing sanctions. “The sentence has been upheld, but the law stipulates that if he returns the money, something can be done,” judiciary spokesman Gholamhossein Mohseni Ejei told a weekly news conference, the official news agency IRNA reported. Ejei said Zanjani would be allowed to contact unidentified people overseas who could pay back his debts, IRNA reported. Critics of the sentence, including President Hassan Rouhani, said Zanjani’s execution might make it impossible to recover the funds and uncover the identity of officials who supported him. By his own account, Zanjani had for years helped circumvent sanctions by arranging billions of dollars of oil deals through a network of companies stretching from Turkey to Malaysia and the United Arab Emirates. Zanjani amassed a fortune of $10 billion, along with debts of a similar scale. Rs26m in new notes and Rs109m seized in Delhi NEW DELHI: The total amount of seizure in the raid by the city police at a law firm in southeast Delhi’s GK-I area on Sunday neared Rs135 million of which Rs 26 million was in new banknotes released after demonetisation, a senior police official said. The raid was carried out by Crime Branch at the office of T&T Law Firm on Saturday night, the officer said. “The recovered amount is close to Rs135 million. Out of the recovered money, Rs70 million is in the form of demonetised Rs 1,000 notes. Rs30 million is in the form of Rs100 notes and Rs26.1 million is in the form of Rs2,000 denominations. Rest of the cash is in the form of Rs50 and Rs500 denominations,” said Ravindra Yadav, joint commissioner of police (Crime). When the police team raided the office, the rooms were locked and a caretaker was present. “It’s probably one of the several office premises which was mainly used as cash godown guarded by just one guard,” said the officer. Police said that more cash was likely to be recovered in the followup raids. - PTI

The chopper crashed in an open ground in Aarey Colony, a green belt in suburban Goregaon, a Fire Brigade official said. Four persons, all occupants of the chopper, suffered burns and were rushed to a hospital where one of them succumbed to injuries, said DCP (Zone 12) Kirankumar Chavan. ISLAMABAD: Pakistan’s foreign exchange reserves are likely to come under more strain in the coming months as the Asian Development Bank (ADB) has delayed the approval of a third loan tranche worth $300 million for budget financing after the government put energy sector reforms on the backburner. The loan tranche is critical for the finance ministry as official foreign currency reserves have started depleting. In the last one month, forex reserves held by the State Bank of Pakistan have come down to $18.36 billion – a net reduction of $722 million. Foreign currency reserves The loan proceeds would have been used to provide a cushion to the central bank’s foreign currency reserves besides meeting budget financing needs. The ADB was supposed to approve the Sustainable Energy Sector Reforms sub-programme-III before the end of December, said sources in the finance ministry. The third tranche was part of a

five-year $1.6-billion package the ADB had approved to make the country’s energy sector sustainable and self-reliant. The government has already received $800 million in two equal tranches in 2014 and 2015. Sources said that due to non-implementation on most of the agreed prior actions, the ADB may not approve the loan in the near future. The finance ministry is the executing agency while the agreed actions have to be taken by the Ministry of Water and Power, Ministry of Petroleum and Natural Resources and the National Electric Power Regulatory Authority (Nepra). Lack of coordination in policy formulation and implementation by the ministries and agencies remain a risk to these actions. After the expiry of the threeyear $6.2-billion International Monetary Fund programme, the government’s focus has shifted away from the energy sector reforms agenda. It has also started taking populist decisions, which

carry huge economic implications for the country. Sources said that an ADB mission recently completed its visit to Pakistan to review progress on actions the country had agreed to take before the board of directors of the Manila-based lending agency and approve the next tranche. The ADB had set 14 prior actions for the third loan tranche. Conditions These had to be completed by July 2016 to qualify for the loan of $300 million, according to ADB documents. Among the key conditions were approval of a multiyear tariff determination for two power distribution companies and reducing the flow of overdue payables of the energy sector to Rs92 billion. Both of these actions could not be completed, sources revealed. Last month, the government rolled over the Rs136.5 billion loan it had obtained to pay off the circular debt. It suggests the power sector was not self-reliant even after the

ADB and the World Bank collectively gave $2 billion in loans for power sector reforms in the past three years. According to other conditions, the Private Power Infrastructure Board (PPIB) would update procedures for the 2002 IPP policy to ensure consistency with the least cost generation plan for competitive and unsolicited bids from IPPs for new capacity. The government was also supposed to approve a restructuring plan for the midstream and downstream gas sector, which it could not do, said sources. The Ministry of Petroleum and Natural Resources was supposed to notify a revised 2012 Petroleum Policy to promote additional gas production. Target Nepra was tasked to approve market rules to allow generators to directly contract sales to bulk power consumers, covering market registration, balancing operations, settlement and billing among market participants and offshore

areas.One of the targets under the second loan was to help Pakistan with short-term stabilisation measures and start the long-term restructuring for a sustainable power sector. This target could not be achieved. However, the government claims that during the past three years it has improved the sector’s performance. There are now clear policies on tariffs and subsidies that are targeted at low-income customers. The line losses have been reduced and collection rate of Discos have improved. Yet it could not address the circular debt that stood at Rs662 billion by the end of June 2016 including Rs335 billion parked in a holding company. ADB Country Director Werner Liepach was unavailable for comment. A senior official of the finance ministry said that the December 2016 deadline for approval of the loan would be missed due to delay in taking prior actions by other government ministries. -Express Tribune

Industrial phase of CPEC to kick off soon FAISALABAD: The industrial phase of the China-Pakistan Economic Corridor (CPEC) is going to kick off soon under which Chinese investors would be allowed to set up only high tech industries, which would not have any negative impact on Pakistan’s existing industry, said CPEC Acting Project Director Hasan Dawood. Speaking to a delegation of the Faisalabad Chamber of Commerce and Industry (FCCI), he said that CPEC has three major perspectives including geo strategic, regional integration and industrial cooperation, adding that Chinese investors cannot afford any clash at any stage with Pakistani industrialists; hence, they prefer to concentrate on Gwadar Port. The delegation, which was headed by FCCI Vice President Ahmed Hasan, met with the director and apprised him about the reservations of the local industrialists. Three routes have been proposed to link China with Gwadar Port including eastern, western and central routes, which are expected to be completed by the year 2018, informed Dawood. Talking about the industrial cooperation under CPEC, he said that working groups are being established to determine the needs of both countries. Real estate investors wary of amnesty scheme LAHORE: The amnesty scheme recently approved for the realty market of Pakistan has not caused much excitement among stakeholders as they are sceptical about what the Federal Board of Revenue (FBR) is offering. The reason behind this suspicion is public perception of the tax collecting body, which is not at all satisfactory in dealing with individuals and different associations of the realty market. Though the FBR and Ministry of Finance have repeatedly announced that no one will ask about the source of income and assets of any individual who will opt for the amnesty scheme, market people are not ready to believe their words. “Markets are not taking the amnesty scheme seriously and 90 per cent of players believe that tax authorities may ask them about the source of income at a later stage,” said Azeem Saddiqe, a realty market expert, said. “We know it has been passed by parliament but what if they amend the policy; people are not afraid of declaring their income, they are afraid of the FBR tactics that are often used to harass taxpayers,” he added. Since the introduction of a new taxation system in July this year for the realty market, it has been under-performing. meetings to resolve the issue. Now, the government has come up with a scheme that says real estate investors can keep 97 per cent of tax-evaded money by paying only 3 per cent tax. Over the past five months, the investors have either sidelined or shifted their money to Dubai’s real estate market and only real purchasers are injecting little bit of money into the market. Oil truck fireball kills at least 42 in central Kenya NAIVASHA(KENYA): A fireball from an oil lorry engulfed vehicles on one of Kenya’s main highways, killing at least 42 people late on Saturday, a rescue worker at the scene said. The tanker lorry rammed into vehicles north of the central town of Naivasha then exploded, an official with the National Disaster Management Authority said. “More bodies are still trapped inside the burned vehicles,” Red Cross volunteer Moha Maris told Reuters. Bomb kills 29 at Somalia’s main port in Mogadishu MOGADISHU: A suicide truck bomb hit the entrance of Somalia’s biggest port on Sunday, killing at least 29 people, police said, an attack claimed by Al Shabaab militants. The fighters said they were trying to disrupt protracted parliamentary elections - part of efforts to rebuild the fractured nation after decades of war. The three-month vote is due to end on December 29. Gunfire rang out after the blast at Mogadishu Port, Mohamed Hussein, a worker there, told Reuters. How to Jump-Start a Car Battery IT HAS PROBABLY happened to you before. You go to turn your ignition, and nothing happens. Maybe you hear a few clicks. All you need to get your car back on the road is a good set of jumper cables. Park the functioning car so that the vehicles face each other. For automatic transmission cars, put the vehicle in park; for a manual trans-

mission, set the vehicle to neutral. Open the hood to both cars, and locate the batteries and battery terminals. Usually, the two terminals on each battery will be covered in red or black, with a + or – sign on top. Look at the batteries and make sure that you can identify which is positive, and which is negative. Attach the red, positive cable clamp to the

positive (+) battery terminal of the dead battery. Attach the red, positive cable clamp on the other side of the jumper cables to the functioning vehicle’s positive (+) battery terminal Connect the black, negative cable clamp to the working battery’s negative (-) battery terminal. Start the working vehicle and then try starting the dead car. Once the dead

car is running, you may disconnect the jumper cables, starting with the black, negative cable clamps. Do not let the clamps touch each other while any part of the cables is still attached to a car. YOU MAY SOON be able to charge cellphones and power Bluetooth headsets with the swipe of a finger as scientists have developed a device that can harvest energy from human motion. “We are on the path toward wearable devices powered by human motion,” said Nelson Sepulveda, Associate Professor at Michigan State University. He added, “What I foresee, relatively soon, is the capability of not having to charge your cellphone for an entire week, for example, because that energy will be produced by your movement.” According to research published in the journal Nano Energy, a foldable keyboard called “Biocompatible Ferroelectret Nanogenerator” (FENG), which operates by touch and for which no battery is needed, can harvest energy from human motion and the scientists were able to use the device to successfully operate

an LCD touch screen, a bank of 20 LED lights, and a flexible keyboard, without the aid of a battery. The process starts with a silicone wafer, which is then fabricated with several layers of environmentally friendly substances including silver, polyimide and polypropylene ferroelectret. “Ions are added so that each layer in the device contains charged particles. Electrical energy is created when the device is compressed by human motion, or mechanical energy,” the study explained. FENG is as thin as a sheet of paper and can be adapted to many applications and sizes. According to the study, being lightweight, flexible, biocompatible, scalable, low-cost and robust could make FENG an alternative method in the field of mechanical-energy harvesting for many autonomous electronics such as wireless headsets, cellphones and other touch-screen devices. —IANS

ommuters are definitely feeling the drop in temperatures; motorists are embracing the temperature changes by driving around their tops and windows down and planning road trips during the winter season. A road trip is a serious test for any vehicle and seemingly small issues that can hamper the trip in a big way, such as an old battery, are often overlooked. Before embarking on any kind of road trip – whether crossing borders or going to the desert is on the cards, it is recommended to give the car the once over to ensure a stress free trip this outdoors season. While this guide is intended to give readers an overview of the things they should consider when checking their car, a visit to the dealership’s service centre should always be the first port of call when in doubt.

Begin at the Beginning: The Owner’s Manual Have a look through the owner’s manual and ensure that you always have a copy, in print or digital, when embarking on a road trip. The owner’s manual contains useful and practical information that could help you when towing a trailer, changing a flat tyre, and jump starting the car – in case you forget to replace an old battery. If you do not have a physical copy of the owner’s manual, many companies offer a free digital download for your safety and convenience. Delve Under the Hood • Ask yourself – are there any leaks? Does the drive belt look worn? Do the battery terminals look corroded? These are all vital elements of the engine that should be looked at before embarking on any kind of road trip. • Check all the fluids. Start with the engine oil – many vehicles have

an onboard computer that uses an algorithm to calculate when an oil change is due. Always choose a trusted brand for your oil and other fluids such as coolant, brake fluid and vehicle care chemicals – ACDelco, for example offers a complete range to suite any vehicle needs. Other fluids you can check include automatic transmission fluid and engine coolant. • Check the air filter. The tyres are probably the most important part

of the car for any road trip. It is also important to check the tread – anything less than 1.6mm is a warning sign that the tyres have to be replaced – especially before a road trip. If going off-road is a part of your road trip, ensure to enter and leave the desert at a point next to a fuel station or to have your own air compressor as reducing tyre pressure is essential for desert driving. Consult the owner’s manual as a guide for your tyres and vehicle capabilities. Though the OFA has not made any official statement, a source informed Times Sport that the meeting between the OFA top officials and Pim Vebreek did take place at the association headquarters on Sunday while also confirming that the Dutchman is still in Muscat. MUSCAT: Team Oman Air’s year-long campaign for the first Extreme Sailing Series GC32 trophy was foiled at the final hurdle in Sydney by a flawless performance from rivals Alinghi, who dominated the Act and were crowned 2016 champions. A thrilling final day saw the fleet complete a full programme of eight races in superb conditions and Morgan Larson’s team gathered vital points from three podium finishes to secure a third place in Sydney which guaranteed them second place overall in the championship. The intense rivalry between the two teams once again proved the hallmark of 2016 throughout an epic programme of 169 races in eight different Acts with every event dominated by either Oman Air or Alinghi. The Oman team were victorious in Muscat, Cardiff and Hamburg in the first half of the season while the Swiss moved up a gear to win Qingdao and the final four events of the season to take the series crown with a two-point overall advantage. Larson, who was skipper of Alinghi in 2014 when they last won the Extreme title, was first to congratulate his old adversaries. “Alinghi earned this title and deserved it so congratulations to them,” he said. “They are amazing but the message is they won’t get it next year! MUSCAT: KK Girish bagged the veterans’ singles title at the Falcon Insurance Company-sponsored Annual Tennis Tournament organised by the Indian Social Club (ISC). Girish’s hard-work and determination paid off when he reached the peak to capture the veterans singles crown with an impressive 6-2, 6-3 victory over defending champion R. Murali in the final. Girish proved that his victory over second seed Mohan Kannan in the semifinal was no flash in the pan when he played fluent ground strokes to both flanks and displayed swiftness on court to unsettle Murali who one thought lacked vigour and direction. Girish played a brilliant mix of attack and placing and his moves paid off. Murali’s unforced errors added to his woes. Iran signs $16.6b deal for 80 Boeing planes: IRNA DUBAI: Iran Air said it signed a deal on Sunday to buy 80 passenger planes from US aircraft maker Boeing, state news agency IRNA reported, in the biggest USIran deal since the 1979 Islamic revolution. The agency quoted Farhad Parvaresh, the chairman of Iran’s flag carrier, as saying that the 10year deal included 50 Boeing 737 aircraft and 30 777 planes.

businesseditor@timesofoman.com MUSCAT: Oman and other Gulf bourses have recovered on Sunday, the first day of trading after non-Opec oil exporters agreed to cut crude oil production by 600,000 barrels per day from next year onwards to support recovery in prices. Share prices on the Muscat Securities Market (MSM) witnessed a recovery on Sunday, with the general index improving by 28.74 points to close the session at 5,696.32 points. All other GCC bourses also surged ahead, with Dubai and Abu Dhabi markets soaring by more than 1.8 per cent each. “Markets are recovering because of an improvement in oil

prices,” said Tariq Abdul Razeq, deputy general manager at the United Securities. The oil prices have recovered by 15 per cent ever since Opec members decided to cut production by 1.2 million barrels per day last month. However, Razeq said that the most important reason for the market recovery is not just oil price, rather news about GCC states’ payment to contracting firms. “The impact of oil price recovery has to be reflected in market liquidity. Businesses are waiting for payments (from governments),” he added. The government payment can stimulate economic activity in the Gulf region.

PUBLIC FINANCE MANAGEMENT

Saudi government earlier said that it would pay $100 billion pending payments, which helped the market to recover. “There were some concerns in the market earlier about the implementation and execution of a deal between Opec and non-Opec members. However, both parties could reach an agreement outside Opec,” added another market analyst of a leading brokerage firm, who does not want to be named. There was reaffirmation from Saudi Arabia’s oil minister, which gave more confidence to investors. “The market sentiment has improved a lot,” noted the analyst. The traded volumes on the Muscat Securities Market are

also improving, with the bourse witnessing a trading volume of 14.17 million shares. There was a broad-based buying from both institutions and retail investors. The major gainers on the Muscat bourse on Sunday were Al Jazeera Services, Galfar Engineering and Contracting, Al Izz Islamic Bank, Al Sharqia Investment Holding, Al Anwar Holding and Gulf Investment Services. Future outlook The trend on Gulf bourses next year will largely depend on the recovery in crude oil prices. “We will have to see how the oil prices are moving (after oil producers decided to cut output). Presently, it is

definitely positive for the market,” noted the market analyst. Market analysts believe that an increase in oil prices next year will help Oman government to reduce its budget deficit, which touched OMR4.4 billion by the end of September this year. The diversification efforts of the government and a recovery in crude prices will help Oman to manage its fiscal deficit in a better manner. Other regional bourses recovered substantially, with Abu Dhabi leading the recovery with 1.88 per cent gain, followed by Dubai (1.80 per cent), Saudi Arabia (0.93 per cent), Qatar (1.33 per cent), Bahrain (0.89 per cent) and Kuwait (0.40 per cent).

Tentative agreement Boeing said in June it had signed a tentative agreement to sell 100 jets to IranAir after Iranian statements about the deal. IRNA said that Fletcher Barkdull, a Boeing regional director, was in Tehran for the signing ceremony. The agency quoted Barkdull as saying that the deal was worth $16.6 billion and had been approved by the United States government. In November, the US House of Representatives passed a bill intending to block the sale of commercial aircraft to Iran, that would bar the US Treasury from issuing licences that US banks would need to finance sales of commercial aircraft. Congressional Republicans are making efforts to counter last year’s nuclear accord between Iran, the United States and other world powers, that eased sanctions on the Islamic Republic. Nortal to offer tax Saudi Arabia signals deeper oil cuts after collection system reaching deal with non-Opec countries in GCC countries Times News Service MUSCAT: A multinational strategic technology company, Nortal, and the Ministry of Finance of the Republic of Estonia, have signed a cooperation agreement to introduce and implement Estonian tax collection and public finance management best practices in the Gulf Cooperation Council (GCC) region. According to Peeter Smitt, Nortal’s managing director in the Middle East region, Nortal has been a partner and vendor for some of the most efficient tax organisations in the world. It has built roughly a third of Estonia’s e-government solutionsand has extensive experience in carrying out mission-critical and high-impactprojects across Europe, the Middle East and Africa. “We started operations in the GCC region more than six years ago and as of today have launched a number of successfully projects. The list includes the award winning e-government portal Hukoomi in the State of Qatar; the investor-friendly business registration system Invest Easy in the Sultanate of Oman; a tax management system in the Sultanate of Oman, and others.” “We are looking forward to further exporting our knowledge and expertise to the GCC region and introducing Estonian tax collection and public finance best practices,in associationwith the Ministry of Finance of Estonia,” Smitt added. cided to implement value-added tax (VAT) among member states. Nortal will provide the necessary solutions and establish infrastructure for the implementation of effective tax collection in the region. For the third year in a row, Estonia has had the most competitive tax system in the OECD, according to a Tax Foundation report. Estonia was one of the four countries in 2014 that managed to substantially decrease theVAT tax gap, according to the Report on the VAT Gap in the EU-28 Member States, compiled by the Centre for Social and Economic Research, Warsaw. The report shows that in 2014, Estonia registered one of the most substantial reductions in the VAT Gap (by approximately 5 percentage points) among the EU Member States, jumping from 14th place in 2013 — to 7th place in 2014in the EU-wide rankings. According to Europe’s Digital Progress Report 2016,Estonia has the highest score for Digital Public Services. The Digital Public Services dimension consists of four indicators: the eGovernment users indicator; the level of sophistication of a country’s eGovernment services; the level of completeness of a country’s range of eGovernment services; and the government’s commitment to open data. The agreement signed between Nortal and the Ministry of Finance of Estonia provides an opportunity for the employees of the Ministry and the authorities in its jurisdiction to participate in international collaboration between State Departments.

LONDON: Saudi Arabia signalled that it is ready to cut oil production more than expected, a surprise announcement made minutes after Russia and several non-other Opec countries pledged to curb output next year. Taken together, the Organisation of Petroleum Exporting Countries’s (Opec’s) first deal with its rivals since 2001 and the Saudi comments represent a forceful effort by producers to wrest back control of the global oil market, depressed by persistent oversupply and record inventories. “This is shock and awe by Saudi Arabia,” said Amrita Sen, chief oil analyst at Energy Aspects in London. “It shows the commitment of Riyadh to rebalance the market and should end concerns about Opec delivering the deal.” Oil prices have surged more than 15 per cent since Opec announced on November 30 it will cut production for the first time in eight years, rising this week briefly above $55. The price rise has propelled the shares of energy groups from Exxon Mobil to shale firms such as Continental Resources. Riyadh agreed with Opec on November 30 to cut its production to 10.06 million barrels a day, down from a record high of nearly 10.7 million barrels in July. “I can tell you with absolute certainty that effective on January 1 we’re going to cut and cut substantially to be below the level that we have committed to on November 30,” Saudi oil minister Khalid Al Falih said after the meeting. The Saudi minister said he was ready to cut below the psychologically significant level of 10 million barrels a day — a level it has sus-

tained since March 2015 — depending on market conditions. Al Falih made his announcement after non-Opec countries agreed to reduce production by 558,000 barrels a day, suggesting he had been waiting for the deal before committing to further cuts. The non-Opec reduction is equal to the anticipated demand growth next year in China and India, according to data from the International Energy Agency (IEA). The Opec and non-Opec pact encompasses countries that pump 60 per cent of the world’s oil, but excludes major producers such as the US, China, Canada, Norway and Brazil. “The deal speaks volumes about the Saudi commitment to rebalance the market,” said Yasser Elguindi, a veteran Opec watcher with consultant Medley Global Advisors. “No one is talking anymore about $30 a barrel oil.” Saudi Arabia has long insisted

that any reductions from the group should be accompanied by action from other suppliers. Opec two weeks ago agreed to reduce its own production by 1.2 million barrels a day. Al Falih and his Russian counterpart Alexander Novak revealed they have been working for nearly a year on the agreement, meeting multiple times in secret. “This is truly a historic event,” said Novak. “It’s the first time so many oil countries from different parts of the world gathered in one room to accomplish what we have done,” he added, speaking alongside Al Falih. Russia pledged to cut output by 300,000 barrels a day next year, down from a 30-year high last month of 11.2 million barrels a day. Mexico agreed to cut 100,000 barrels, Azerbaijan by 35,000 barrels and Oman by 40,000 barrels. Mexico’s contributions would be made through “managed natural decline,” delegates said, mean-

ing it won’t cut output deliberately and rather let production fall as its aging fields yield less. Other countries such as Azerbaijan will probably follow the same route. The use of natural decline as part of the non-Opec deal is likely to dampen its impact. Still, in a surprise move, Kazakhstan pledged a 20,000 barrels a day cut after coming under strong diplomatic pressure. The Kazakh cut is particularly important because the Asian country’s output is rising after a giant oilfield started pumping in October. The chain of announcements signal that Saudi Arabia is trying to push oil prices above $60 a barrel — and perhaps closer to $70 a barrel — as it attempts to fill a fiscal hole and prepares a partial flotation of its crown jewel, state-owned oil company Saudi Aramco, in 2018. The move towards higher prices may backfire, however, as it risk the resurgence of US shale drilling from Texas to North Dakota. “Emotionally, the market will likely rally,” said Adam Ritchie, founder of AR Oil Consulting. “But beyond rebalancing supply and demand, we have excess inventory that is astronomic that will continue to keep a lid on prices.” The focus of the market will turn now to compliance as historically Opec and non-Opec countries have cut far less than promised. In late 2001 for example Moscow promised to reduce output, but actually it increased it the following year. “The oil-price crash impelled terrified producers into collective supply restraint agreements,” said Bob McNally, founder of consultant Rapidan Group. - Bloomberg News

LONDON: Glencore and Qatar’s sovereign wealth fund (SWF) are using 2.8 billion euros ($3 billion) in equity and $7.8 billion in financing from a bank consortium led by Italian lender Intesa Sanpaolo to buy their stake in Russian oil company Rosneft. The financing from the Intesaled group will be backed by the two companies’ shares in the oil group, Rosneft said in a statement on Saturday. Glencore had already said on Wednesday that it would invest 300 million euros in equity, leaving Qatar, the largest shareholder in the commodities trader, shouldering about $2.7 billion for the 19.5 per cent stake in the oil company. It’s the largest foreign investment in Russia since the crisis in Ukraine in 2014 and has been widely seen as a triumph for both Rosneft Chief Executive Officer Igor Sechin and Russian President Vladimir Putin who announced Rosneft’s partial privatisation on state tel-

evision earlier this week. “The privatisation deal is unprecedentedly complicated and is the largest in the history of the nation,” Sechin said in a statement. “In extremely negative external conditions, we have done immense work to find interested strategic investors.” Russia is selling assets to raise money as it battles the longest recession in two decades, triggered by a collapse in oil prices and the fallout from Western sanctions. The Rosneft deal would help close the nation’s budget deficit, which grew to the widest in six years. Sechin described Qatar and Glencore as “truly strategic” investors and left the door open for more deals with them. “I am sure that the cooperation will bring synergy for Rosneft shareholders also, thanks to further investments of the partners in the company’s projects,” he said. Rosneft said in its statement that for “the foreseeable future” it’ll distribute among shareholders at least 35 per cent of its net income, compared with 25 per cent previously. — Bloomberg News

Abu Dhabi expects more than 20% growth in inflow of Indian tourists MUMBAI: Abu Dhabi, the capital and the second most populous city in the United Arab Emirates (UAE), is expecting more than 20 per cent growth in Indian tourist arrivals this year. “India has been the number one source market for us globally and we have been witnessing a steady growth in tourists coming to Abu Dhabi from the sub-continent. “We are already in the last month of 2016, and are confident of seeing over 20 per cent growth this year,” Abu Dhabi Tourism and Culture Authority Country Manager, India, Bejan Dinshaw told PTI here. Abu Dhabi saw

280,000 Indian tourists checking into hotels in 2015. With a large number of Indian expats living in Abu Dhabi, the actual number of visitors to the capital city is much more, he said. Microsoft unveils Windows 10 using Qualcomm chips Microsoft is creating a version of the Windows 10 operating system that will run on laptops powered by Qualcomm chips, a move that could erode Intel’s dominance in PCs and help the software maker gain a bigger foothold in mobile computing. Chips from Qualcomm, the largest maker of semiconductors used in phones, are designed to work on limited battery life and have integrated cellular connections. Bringing Windows 10 to notebooks and tablets that run on these chips will result in sleeker devices that can go days without needing to be plugged in and are always connected, the companies said. The first devices will be available as soon as next year, Microsoft said in a blog post, without specifying which manufacturers have committed to make them. If successful, the effort will pose the first major challenge to Intel technology in personal computers since the market’s birth in the early 1980s. It will also bring to Windows the Qualcomm chips that have been integral to the explosion of mobile computing, a growing business Microsoft has failed to crack. The tie-up isn’t the first time the world’s largest software maker has tried to bring Windows to computers running on chip technology other than Intel’s — the previous attempt garnered few sales and resulted in huge losses on unsold inventory. This time, Microsoft will give Windows 10 for Qualcomm chips the ability to run programs written for the traditional version of the platform, using software called an emulator. Two months after rolling out its digital assistant, Google is opening its doors to outside developers to help the company chase rivals, particularly Amazon.com, in a critical technology race. On Thursday, the Alphabet Inc. unit launched a system for developers to build chatbots that work with Google Assistant, its voice-based virtual helper. The tools, called Conversation Actions, will let companies and other third parties interact with Google users by building bots that answer questions and, eventually, sell and book things through voice controls. Developers can seek approval for phrases that come after “Ok, Google” (the words that summon the Assistant) to launch the interactive bots. BlackBerry rebranded the software products it acquired over the last three years, tying them together into a single system it hopes will be the go-to platform companies and governments use to protect their electronic devices from hacks. The system, called “BlackBerry Secure,” is the culmination of Chief Executive Officer John Chen’s efforts to shift the company from ailing smartphone maker to a leader in security-focused software. Since taking over three years ago, Chen has slowly dismantled the company’s smartphone business while shoring up revenue by acquiring software companies whose only connection to each other seemed to be that they were in the security space. These included secure online document-sharing service Watchdox and AtHoc, a system that lets organizations set up and send emergency alerts to mobile phones. The software underpinning the whole system is still a piece Chen inherited from the old BlackBerry: a mobile-device management platform that lets companies and governments monitor how their employees are using their phones — and shut them down if they’re believed to be compromised. Don’t feel sorry for the property bubble’s great survivors Though some investors would doubtlessly prefer to take the cash in an uncertain environment, buying back stock does not seem so foolish

B

uying back shares when your stock price is already overvalued is daft because it rewards shareholders who sell at the expense of those who don’t. Regardless, plenty of US and UK companies have done exactly that lately. But it might be a little unfair to lump Berkeley Group, the London-focused home-builder, in with that group. Its stock has fallen about 20 per cent since Britain’s vote to quit the EU, and its bosses think that no longer reflects its true potential. Despite almost daily headlines about London’s housing market hitting the skids, they have a point. Instead of just paying a cash dividend, Berkeley said on December 2 that it would also consider buying back stock “to the extent the board believes the prevailing share price materially undervalues the company.” Total shareholder returns will remain the same.

Though some investors would doubtless prefer to take the cash in an uncertain environment, buying back stock does not seem so foolish. Berkeley trades on a pretty miserable 7 times estimated earnings, a discount to the less London-centric Persimmon. So it’s hard to argue that the company’s horrendously overvalued. Only long-suffering carmakers, airlines and banks fetch similar. The shares yield 7.5 per cent (based on its target to return 2 pounds a year to shareholders), which would usually suggest a dividend cut is on the way. But there’s little reason to think that’s the case here. True, reservations have fallen 20 per cent, a function of Brexit and taxation changes that discourage home purchases. Yet earnings per share jumped 35 per cent in the six months to October 31, thanks in part to higher selling prices — the average price was 650,000 pounds. Indeed, Berkeley felt cheerful enough to make a new forecast of at least 3 billion pounds ($3.8 billion) of pretax profit over the next five years, about 50 per cent more than it’s achieved since 2012. It is unwise to set too much store by such long-term projections. But Berkeley’s already

exchanged contracts on about 2.9 billion pounds of sales (or more than a year’s worth of revenue) due over the next three years, so it can be fairly confident about cash flow for now. That means it shouldn’t have to borrow money to buy back stock or fund dividends. It is sitting on 200 million pounds of net cash. Of course, the London market has seen better days. But, as with share buybacks, timing’s everything. Berkeley bought many of its sites several years ago when prices were lower, analysts at JP Morgan note. So it’s not as exposed to peak property values as someone who took out a big mortgage in May. While much has changed since the Brexit vote, London’s perennial shortage of homes hasn’t.
